Preliminary evidence indicated that the Chattanooga Shale might constitute a potential vast low-grade source of uranium. Investigation by core drilling indicated that while the Chattanooga Shale may constitute a resource for the future, the very low (0.006 percent) average uranium content is not economic when compared with the relatively higher grade western ores. A total of approximately 12,000 feet of test drilling was done in 72 drillholes, and large samples were mined for extractive and metallurgical testing. An experimental mine site was selected on the basis of the drilling project.

Appalachia is an increasing concern, as unnaturally high TDS and/or associated specific conductivity (SC) may contribute to deteriorated stream ecosystem health. The aim of this preliminary study was to explore the efficacy of accelerated leaching as a means of minimizing long-term TDS/SC generation by problematic overburden materials. Five spoil samples were collected and leached using simulated rainwater solutions under ambient and acidified pH conditions. SC and pH were monitored during each leach cycle, and inductively coupled plasma-mass spectroscopy (ICP-MS) was used to determine how leaching conditions affected the release of specific ions. This paper highlights the results of both jar and column leaching tests. Among the most significant findings was that for certain spoil materials, the SC in the leach column effluent was effectively reduced when the spoil was first leached with acidic rainwater followed by ambient rainwater, as opposed to leaching with ambient rainwater alone. This suggests that accelerated leaching might aid in the long-term stabilization of some materials.

A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. "Methods have been developed to measure the physical properties of molten materials relevant to the fluid flow in high temperature processes. Data for the densities, viscosities and surface tensions of Al-, Ni- and Fe-based alloys are compared with (i) values for the pure metals and (ii) estimated values obtained from models making use of chemical composition of the alloy. Experimental values for metallurgical slags are also given and compared with estimated values.1 IntroductionPhysical property data has proved very useful in improving process control and product quality. For instance, in the continuous casting of steel the viscosity (TJ) of the mould flux is important since it determines (i) the optimum casting conditions, nVc = 2.5±1 dPas (m min-1) where V c is the casting speed and (ii) the level of slag entrapment (which leads to inclusions) in the metal. Thus data for properties like viscosity are exceedingly useful in understanding the process and the problems encountered and the causes of defects and problems.Another interesting development which has helped to increase our knowledge of processes and improve process control and product quality is the development of mathematical models of the fluid and heat flow in the process. These models have been developed to the stage where one of the prime requirements is for good physical property data for the industrial materials involved. Recently, Oxley [1] has shown that the use of reliable, experimental, property values for the commercial alloy in a commercial software package produced a significant improvement in the prediction of casting defects. Thus reliable property data are required for liquid metals but also for (i) liquid slags since many processes involve the use of a slag to refine and protect the metal or to lubricate the mould and (ii) refractories, sand and investment moulds."

Mine design, planning and scheduling is a very complex, iterative process comprising several interrelated and interdependent activities. Understanding how this process works, identifying the critical pieces of information and the decisions to be made is key to initiating business process improvements (BPI) or business process reengineering (BPR) activities. Fundamental to most BPI and BPR work is some form of systems analysis. Structured Analysis is a powerful systems analysis technique that is well suited for modeling and analyzing complex process activities. Through a series of diagrams, this paper presents a vertical slice through the analysis work performed for formally describing the underground hardrock mine design and planning process. These diagrams illustrate how simple graphic constructs can be used to decompose the most complex situations into easily understandable diagrams that facilitate understanding, communication, improvement and reengineering.

"A new process for smelting copper, Looping Sulfide Oxidation™ (LSO™) significantly and positively alters the smelting energy balance. This process uses copper oxide in conjunction with air for the desulfurization of copper and chalcopyrite concentrates. Copper oxide is regenerated in a flash type furnace and then ""looped"" back for the oxidation of the copper concentrate. Heat and material balances show that the Looping Sulfide Oxidation™ process requires significantly lower net energy than conventional technology. This process produces anode copper and higher S02 content off-gases for efficient formation of sulfuric acid. Additionally, the process yields slags with lower copper solubility as compared to the conventional technology.IntroductionBased on the positive results from LSO™ investigations [1], further lab investigations into co=on sulfides and metal oxides were performed. It was discovered that chalcopyrite (CuFeS2) is oxidized with copper (II) oxide. In this reaction over 98.5% of sulfur was removed as S02, while a significantly improved energy balance was observed. This paper intends to analyze both the conventional flash smelting process and the newly developed Looping Sulfide Oxidation™ process, comparing heat and material balance results. LSO™ yields improvements to the energy footprint for copper, opening the door to new copper processing opportunities."

Asimismo, otra modalidad frecuente en el caso de financiamiento, es que la misma empresa minera o sus accionistas intervengan en la capitalización de la nueva empresa minera a través de préstamos o cuasi capital, de forma que se recupere la inversión a través del pago de préstamos e intereses, en lugar de recibir las utilidades en forma de dividendos sujetos a impuestos.

Prior to any detailed discussion, I'd like to say that Dr. Aplan has made direct hits on two important considerations: 1) The most demanding need in Fine Coal research is to develop improved methods of sulfur reduction. 2) The areas of particle (impurity) liberation and froth flotation hold real near-term promise as techniques for improved sulfur removal. Digressing for a moment, I thin kwe can all remember the time when the biggest problem facing coal research was simply defined - "No money!" In the mid 70's we suddenly found ourselves dealing with a product worth five to seven times the value it carried in the mid60's. All of a sudden, we're talking about a high-profile, high- value commodity. The coal industry still hasn't made the complete psychological adjustment - especially in the operating areas (prep plants included). We have a valuable material at hand which is, in' many cases still being processed as though it were a two or three dollar per ton item. Simply put, I think that while the industry has made some major strides during this transition, a stronger commitment of attitude (and finances) needs to be made toward deeper definition of beneficiation work. Back to specifics - Dr. Aplan has really highlighted three areas where strong research efforts are needed. 1) Liberation processes - not limited to mechanical comminution - must be more fully studied.The industry certainly needs a better handle on value returned (improved ability to beneficiate) for dollars spent on improved liberation. 2) Flotation processes probably hold the most promise for near- term improvement in fine coal beneficiation technology. New approaches for the fire refining process of blister copper have been carried out at the Codelco Norte Smelter. These have been mainly focused on modification and improvement of the process configuration based in fluid-dynamic and metallurgical studies of the oxidation and impurity treatment stages. This paper presents the results of the laboratory simulations and industrial tests performed in the 250 t anode furnace, evaluating two different process configurations: ? Bottom Bath Agitation System in the vessel during the oxidation stage, ? Dual Flux Injection System during the impurity treatment stage. The results show the possibilities of effective removal of high content of sulfur from the melt during the oxidation stage by using the bottom bath agitation. A numerical study done to test the efficacy of heuristics developed for the design of measurement networks for high precision metallurgical accounting is presented in this paper. The heuristics considered were designed to maximise variance reduction of terminal stream measurements through data reconciliation for observable linear flow systems. A complex metallurgical process flow sheet from the mineral sands industry was used as a case study. Monte Carlo type simulations coupled with a non-linear programming based steady state data reconciliation algorithm were used as tools to investigate the heuristics. The results obtained suggested a close correlation between magnitudes of measured variances and the respective levels of variance reduction obtained through data reconciliation for both internal and terminal streams. It was observed that variance reduction through data reconciliation was maximised for terminal stream measurements in networks characterised by high precision measurement of internal streams and/or in flow sheets characterised by high ?stream to node ratios?. Terminal streams attached to highly interconnected parent nodes were observed to experience higher reductions in variance compared to terminal streams attached to less interconnected parent nodes. The results generally highlight the additional benefits of highly interconnected flow sheets and high precision internal stream measurement regimes on the maximisation of variance reduction of terminal stream measurements through data reconciliation. These findings are significant to metallurgical accounting and to process accounting applications in general in that they provide a conceptual basis for design decision making regarding the construction of measurement networks aimed at maximising variance reduction of targeted streams through data reconciliation.

Poor visibility of powered industrial vehicles, such as forklifts, used in industry is often the cause of accidents that include pedestrians. Current standards allow up to 20 % non-visible regions for forklifts where measurement of these regions is performed by using lamps. A collaboration of research organizations, including National Institute of Standards and Technology, Georgia Institute of Technology (NIST), and Direct Dimensions, has been evaluating advanced methods for measuring a forklift operator?s visibility. These methods can potentially improve visibility standards. They can also help forklift and sensor manufacturers to determine (1) how visibility-assist sensors and algorithms can be designed and (2) where sensors can be mounted on forklifts. This paper includes explanation of visibility measurement experiments performed and results, associated language suggested to standards organizations, and a prototype design for measuring the visibility of forklifts automatically.

Although haulage truck collisions account for only a small percentage of haulage accidents, the likelihood of severe injury, or even death is very high when such a collision does occur. Most rear-end collisions also result in considerable equipment damage, creating a need for expensive repairs. To improve collision protection, some southwestern surface mines have, for several years, been fabricating and using extended bumpers. In cooperation with these mines, the Bureau of Mines has worked to improve this technology by evaluating the structural requiremnts of extended bumpers. How Extended Bumpers Help The Bureau found that when one large rear-dump haulage truck collides with the rear of another an extended bumper protects the driver of the vehicle that is struck by dissipating the impact energy into the rear tires and pushing the whole vehicle forward. An extended bumper also prevents the box on the truck that is hit from penetrating the cab of the other truck-a typical and serious collision hazard. A further advantage derives from the wide design of the extended bumper which helps prevent damage to truck ladders, thereby minimizing any entry or exit problems. Extended bumpers also provide safe work platforms at the front of large haulage vehicles.

Gold and Resource Developments NL (GRD) operates the Macraes Gold Project in East Otago in the South Island of New Zealand, treating a carbonaceous, refractory sulphidic gold ore. The ore is concentrated by flotation, then reground, followed by CIL cyanidation, to minimise loss to the preg-robbing natural carbonaceous material. As the mine has progressed there has been some variation in the preg-robbing nature of the ore, with average overall gold recovery generally in the range 70- 75 %. The Macraes Gold Project has been operating since 1990 and still has an estimated 11 year mine life, which has stimulated the continuing drive to enhance gold recovery. Testwork in 1994 showed there was no improvement in CIL gold recovery after conventional acid pressure oxidation of Macraes Gold Project flotation concentrate. Hence roasting was initially considered as the preferred option to improve gold recovery, being the only established technology to deal with both carbonaceous preg-robbing and sulphide encapsulation. However Newmont Gold Company pressure oxidation technology, as used at Twin Creeks in Nevada, has proved to be applicable to the Macraes Gold Project concentrate. Pilot scale testwork has shown that both roasting and pressure oxidation could achieve similar CIL gold recoveries on the concentrate. However, capital cost, simpler arsenic stabilisation, the ability to operate autothermally at a lower concentrate sulphur grade and simpler environmental consenting factors, has tipped the balance in favour of pressure oxidation. Overall average gold recovery is expected to improve to approximately 84% with adoption of pressure oxidation. GRD has appointed Minproc Limited as EPCM contractor to install pressure oxidation at the Macraes Gold Project, together with upgrading the existing flotation and grind circuits at a cost of NZ$ 30M (US$ 16M). Construction is 60% complete and on schedule for 1 October 1999 start up.

The purpose of this work was to develop and field test improved knee protection for underground coal miners working in low seam mines. In a previous phase of this contract (Sanders, 1982), experimental knee pads were developed and field tested. The field test revealed several design deficiencies with the knee pads, and suggestions for improving the design were made. The work summarized in this report, therefore, consists of modifying the design and method of fabrication of the knee pads originally describes by Sanders (1982), and of field testing the improved design. The new prototype was shorter and wider than the original design, and used a neoprene pass-through strap design rather than a cloth strap molded into the pad itself. The new prototype was constructed by slush molding a hollow bladder that was then filled with foam. Initial reactions to the pads in the field test were very positive. However, after two months, the opinions about the new prototype became less positive. They were judged, generally, to be no better or worse than the pads usually worn by the field-test participants. Problems were encountered in the field with respect to durability. Water seeped into the inner cavity of many of the pads and caused the foam to deteriorate. It was concluded that it would not be cost-effective or feasible to significantly improve upon current commercially available knee pad designs.

It is rarely necessary to modify the screening equipment to enable you to install the Tyrethane® Product although it may be desirable to take some steps to improve the service life of hold down components such as Clamping Strips or Tension Members. Those parts can be encapsulated in polyurethane if necessary.To fabricate the Tyrethane® section we have three basic building blocks. They are: (1) Small molded segments having square or slotted openings, (2) Reinforcing material and (3) the raw liquid polyurethane."
