On 30 June 2020, the Mine Land Rehabilitation Authority (the Authority) superseded the Latrobe Valley Mine Rehabilitation Commissioner as the independent overseer of Victoria’s declared mine rehabilitation. Currently, only the Latrobe Valley’s three brown coalmines are declared, with each mine at a different stage of rehabilitation and closure planning: Hazelwood ceased mining in 2017, Yallourn is scheduled to end mining in 2028 and Loy Yang in 2035. The three declared mines are very large, close together (Figure 1) and present significant environmental risks that must be mitigated during rehabilitation and post closure. In addition to fire risks, the brown coalmines are inherently unstable and require continuous monitoring and management of ground movements and groundwater pressures. Since 2007 several damaging events have occurred, highlighting the difficulties of achieving long-term stability, even with good landform design and rigorous ground control management plans

Scope 3 emissions are a set of often overlooked indirect greenhouse gas emissions within a company’s value chain and represent the majority of emissions for many sectors. These emissions arise from activities conducted by entities beyond the reporting organisation’s ownership or direct control and are often challenging to calculate. Scope 3 emissions typically encompass purchasing goods and services, transportation and distribution, managing operational waste, downstream processing and utilising sold products. Within the mining sector, scope 3 emissions often constitute a significant portion of the overall carbon footprint. Therefore, these emissions are a significant aspect of the future of sustainable mining. As the journey towards a world committed to achieving Net Zero Emissions has started, the time to spark a transformative conversation in the mining industry has arrived. Consequently, a better knowledge of scope 3 footprints allows organisations to assess their emission mitigation projects against the total carbon impact of their operations and products.

[Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has promoted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believe would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units. The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendations are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many ether problems will bring the most enduring benefits to the industry as a whole, the writer urges that the cost earnest consideration be given to this vital problem now facing the slate industry.]

The modelling of bath type furnaces tends to be either fundamental in nature or total empirical "black box models". While models of the first kind are robust, they tend to lack accuracy, in cases where they are to be used for process control, and may take an overly long in development time. On the other hand, black box models tend to lack robustness of prediction for all circumstances and tend to be limited to interpolate based on historical data. While this may very often provide short-term accuracy, the models may have problems with stability in the long term. Moreover, the model structure may not reflect any of the fundamental properties of the system and remains opaque to fundamental analysis. The aim of the model development is in obtaining a model that have robustness, high accuracy, a short development time and which is adaptive to a changing environment. The models are specifically developed for on-line decision support or control of furnaces. The modelling approach is evaluated for a chromite bath smelting furnace. The role of systems analysis, mass balance smoothing, thermodynamic analysis are integrated into one generic algorithm for bath type furnaces. Therefore, this paper argues that to understand complex metallurgical furnaces a hybrid approach is the only method to fully grasp the intricacies of metallurgy, to improve operations, economics as well as environmental performance.

The level crossings removal project in Victoria is removing 75 level crossings across Melbourne to improve safety by separating trains from traffic, with other benefits such as reduced congestion, an upgraded road network, connected communities and support of urban regeneration. The level crossing at Station Street in Carrum forms part of the scope being delivered by the Southern Program Alliance (SPA), which is delivering level crossing removal works associated with the Frankston Train Line. At Station Street, a rail viaduct consisting of 19 spans and totalling approximately 545 m in length is under construction to remove the former level crossing. The viaduct consists of two parallel reinforced concrete Utrough girders and steel trough girders, one for each rail line. The foundations of the rail viaduct are founded on groups of Continuous Flight Auger (CFA) piles. The characterisation of geological units encountered at Carrum for the foundation design has been based on insitu testing and interpretation of test results from high strain dynamic pile testing (PDA) and Case Pile Wave Analysis Program (CAPWAP) from the Seaford Road Bridge, located approximately three kilometres South of Carrum, in similar ground conditions. By conducting pile load-deformation analyses based on pile testing significant savings were made for the client compared to the original design which was based on more traditional empirical correlations. This paper discusses the pile design methodology adopted using pile test data for this viaduct foundation. The results of this assessment are also compared to existing empirical correlations, and the limitations are discussed. The performance of the adopted pile design methodology using pile test data at Carrum rail viaduct is also discussed.

Application of integrally bladed disks (blisks) is of increasing interest in compressors of aero engines. Blisks are preferred due to their potential for size and weight reduction, for increased performance and for reduced manufacturing costs compared to conventionally bladed disks. In case of a damage the blisk aerofoils cannot be simply replaced. If the damage is beyond acceptance or blending limits refurbishment is possible only by scrapping the whole blisk assembly, or more cost effective by the application of advanced weld repair methods. Weld repair of blisk aerofoils is challenging as it affects a critical part with specific requirements regarding its mechanical integrity, and as the accessibility is usually limited. The paper describes the ongoing development of advanced weld repair processes as part of a comprehensive repair strategy which have been developed for small-sized blisk assembly to give competitive maintenance cost.

The Hazelwood Mine (HM) commenced operations in the 1950s and was originally operated by the State Electricity Commission of Victoria (SECV) prior to it becoming privatised. ENGIE, the current owners of the Hazelwood Mine ceased operations in 2017 and have since transitioned the site into the rehabilitation and closure phase, which is to encompass a full pit lake as part of the final landform. A key aspect of HM closure is the maintenance of long-term stability of the pit slopes to deliver a final landform which is safe and sustainable, particularly given its proximity to critical public receptors. The Princes Freeway, which is the primary access route to the Latrobe Valley (LV), and the Morwell Township are both located immediately to the north of the HM. The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand and gravel mine sites throughout the United States. These interviews verified that the competencies included in the hazard recognition competencies framework agree with perceptions of the interviewed H&S professionals, who also provided validity for the critical role these competencies play. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition.

The atmospheric leaching of chalcopyrite concentrates using acidic ferric sulfate lixiviants is well known to suffer from slow leach kinetics and poor copper recoveries. A number of approaches have been proposed for improving both leach kinetics and recoveries in this system. Many of these, while effective, suffer from high CAPEX and/or OPEX. As many mine sites begin transitioning from heap leaching of copper oxides to processing of primary copper sulfides, cost-efficient leach processes that are compatible with existing SX/EW processes will be needed to maintain existing cathode production. To this end, FLSmidth is exploring process options and reactor technology for the hydrometallurgical processing of primary sulfides. One approach that appears to be highly effective at increasing copper recoveries takes advantage of the enhanced reactivity of transitory, surface-defect structures generated during particle fracture. Significant process efficiencies are gained by matching the rate of grinding to the rate of electrochemical leaching in Mechano-Chemical leach processes. The patent-pending FLSmidth® ROL process uses a Stirred Media Reactor (SMRt reactor) to achieve copper recoveries of 97+% in 6 hours or less. This approach overcomes many of the surface passivation problems that have hindered other atmospheric leach processes. New insights to leach mechanisms are presented.

The Lo Aguirre ore deposit of Sociedad Minera Pudahuel is expected to have a life of 12 years, producing 16,500 mt per year of copper cathodes. The total copper content of the ore ranges from 2% in acid-soluble form to 2% as sulfides. Sociedad Minera Pudahuel chose TL leaching, solvent extraction, and electrowinning as the processing steps to give low investment and operating costs. Design and operating criteria of the TL leach plant have been obtained in an experimental program carried out since 1974. Bench scale tests indicated that 90% of the oxidic copper and 35% of the sulfidic copper could be extracted to give 5 gpl copper by treating crushed ore with acid, curing, and rinsing in a column with a dilute acid solution containing ferric sulfate which is requllred to solubilize the sulfides. These results were verified in a pilot plant which combined leaching, solvent extraction, and electrowinning. Raffinate was recycled to the leaching circuit after oxidation to regenerate ferric ion. Refinements in the processing have resulted in significant improvements in extraction to give 95% to 98% recovery of the oxidic copper and 55% and 60% of the sulfidic copper. The plant is expected to give this degree of recovery. As a consequence, the original plan to include a concentrator in the plant has been abandoned.

Improve safety at mineral operations that use cyanide leach solutions to recover precious metals from finely ground ores, Approach Provide an alternative, non-acidic means of cleaning processing systems such as the State-of-Maine filter system, thereby reducing the exposure of workers to toxic hydrogen cyanide gas (HCN), The Problem Many gold and silver mining operations use cyanide solutions to dissolve gold and silver from ores. The precious metals frequently are recovered from pregnant leach solutions by the Merrill-Crowe recovery process, whereby gold and silver is precipitated with zinc dust. When that method is used, suspended particles in the leach solution must be filtered out before zinc precipitation can occur. This filtering is accomplished with small packaged plants, such as the State-of-Maine (SOM) filtering system. Unfortunately, the filters become clogged with calcium carbonate scale after about 2 to 10 days of operation and must be cleaned before further precious metals recovery operations can continue, Cleaning the system is a hazardous task because the acid is not compatible with the alkaline cyanide leach solutions, and toxic hydrogen cyanide (HCN) gas may be produced when the acid and solution are mixed. That gas, if breathed or contacted with the skin, can cause cyanosis which may induce nausea and even asphyxia and death. Block cutter machines have been extensively used in natural stone industry, which is a sub-section of mining industry. In this study, the costs occurring in plate losses cut from Bilecik beige marble with a circular saw block cutter machine have been predicted using Statistical Process Control (SPC) techniques. One of SPC techniques is Shewhart control charts such as mean control chart. These charts have been efficiently at determining the plate losses. The costs occurring in plate losses have been calculated by using the result of Shewhart control chart. Finally, this study presents the necessity and usefulness of SPC techniques in assessment of natural stone industry.

Environmental monitoring plays a key role in coal mine safety. In recent years, significant advances have been made in the development of systems suitable for monitoring air in underground coal mines. Because of intensive mining and large capital outlay, the need for higher productivity consistent with safety is well recognized and it appears that environmental monitoring may help achieve this objective. This paper reviews the state-of- the-art in the monitoring technology with particular reference to hazardous gas detection in underground coal mines. The preliminary results obtained from ongoing studies, with regard to continuous monitoring of methane and carbon monoxide in mine air in some of the operations in Western Canada, are discussed. The inadequacies of the methods using spot samples are examined and the need to supplement the present practice with continuous monitoring systems is emphasized.

Application of integrally bladed disks (blisks) is of increasing interest in compressors of aero engines. Blisks are preferred due to their potential for size and weight reduction, for increased performance and for reduced manufacturing costs compared to conventionally bladed disks. Erosion of the blisk aerofoils in service reduces engine performance, and can result in short shop visit cycles. This significantly increases the life cycle cost of these components, particular when considering that eroded aerofoils can't be exchanged easily for blisks during refurbishment. Shop visit cycle times can be extended and maintenance costs can be reduced through the application of an effective protective coating. The ongoing development of an erosion resistant coating and deposition process suitable for coating complex blisk geometries is described here. The coating is a multilayered W /TiB2 system exhibiting superior erosion resistance compared to known single- and other multilayer concepts. A modified sputter process is used to enable coating even of blisk geometries with shadowed surface to competitive recurring cost.

Metallurgical accounting is key to the control and production planning process of any mining operation. This is even more crucial for complex operations involving mining, concentration, smelting, refining and marketing. The tracking of multiple metal product and contaminant components through the operation can improve process predictability and inventory management. Appropriate use can be made of æhigh quality dataÆ for strategic reserve utilisation, mining operations, milling operations, etc. This information enables the optimisation of all aspects of the mining and processing operations. This case study discusses a metal balance implementation for WMCÆs Olympic Dam operations; a large integrated mining, concentration and refining operation, which used an existing off the shelf statistical data reconciliation package developed for the oil industry. It was extended to track and balance the metal co-products across the entire integrated mining, mineral processing and refining plant. The key benefits discussed are tight integration with existing data collection systems, formalisation of previously informal processes, and leveraging the development and support available for a widely used package. The project provided a solution for the site metallurgical balance spanning the mine and processing plant. The solution facilitates a bridge between the planning and production worlds, using a common data model across the site.

The world production of lead has been growing continuously and reached over 7 million tonnes in 2005. At the same time, the structure of lead consumption has changed: the use of lead compounds to liquid fuel has been virtually terminated; the proportion of lead for manufacture of lead-acid batteries has been growing and reached 76.7% of the overall world production of this metal. This has taken place against the background of increasingly stringent environmental norms and environmental legislation. This is due to the lack of an alternative for lead in manufacture of local power sources. A solution to the problem of meeting the industrial demand for lead with simultaneous reduction in the primary lead production is in recycling. A large amount of batteries manufactured worldwide and their short life cycle, as well as the positive economics and a possibility to comply with the environmental requirements encourage the development of secondary lead production. Currently, over 60% of the world demand for lead is met due to recycling. The current situation with collection, transportation, storage and processing of spent lead-acid batteries has been analyzed in this paper. Examples are given to illustrate technological and equipment solutions and trends for improvement of secondary lead production discussed.

As part of a broader digital technology-enabled transformation programme, a major mining company is systematically implementing Advanced Process Control (APC) solutions and associated instrumentation throughout their operations. This paper highlights the approach and benefits of this holistic approach for a specific instrumentation installation, and APC installation at a South African coal processing plant. For the coal processing plant under consideration, a systematic approach was followed. Process sections/units are considered from upstream to downstream processing. APC solutions are designed for each process section and each process section is interrogated in terms of availability of sufficient process measurements to ensure stable, capable, and ultimately, optimised performance. Where insufficient process measurements are available, instrumentation upgrades are implemented. Finally, APC solutions are implemented, and evaluated in terms of productivity, safety, health, and environmental benefits. For the flotation section, an opportunity was identified to install froth sensors. The installed froth sensors provide measurements on froth velocity, bubble size, height, colour, and stability. The improved visibility that the froth sensors provided on the flotation process resulted in quick gains in terms of productivity: for example, instability in the feed to the flotation section could be quantified. This resulted in targeted process troubleshooting in an upstream thickener, and subsequent improvement of process stability, and reduced feed variance. The measurements from the froth sensors were further integrated in an APC solution. Proportional mass pull contributions per cell and per line can be inferred from the froth sensors, serving as controlled variables, while pulp level set points serve as the manipulated variables. On-off tests indicated that the advanced process control solution provided increases in yield and product quality.

With the evolution of mining technology, wireless mesh networks using low-power, long-range technologies such as LoRa are increasingly utilised in underground mining operations. Efficient deployment of wireless nodes in such mesh networks necessitates understanding radio wave propagation behaviour in underground mines. While existing propagation models either remain theoretical or apply only to basic geometric shapes, we propose a practical approach to analyse radio wave propagation behaviour in underground mines using ray tracing simulations with reconstructed 3D models of targeted environments. Our method validated using a set of corridors as a substitute for underground mine environments, involves constructing a 3D model using SolidWorks from LiDAR scans of the environment and performing wireless transmission simulations using the MATLAB ray tracing toolkit. Our simulation model is also fine-tuned by calibrating the raytracing parameters based on real-world LoRa transmission experiments in the actual environment corresponding to the 3D model. This method offers a practical solution for optimising wireless node placement in underground mines, facilitating efficient network deployment while reducing the need for extensive physical testing of radio wave transmissions.
