THE sulfur content of coal is perhaps more important in the manufacture of illuminating gas than in any other coal-using industry. Whether the gas is made by the distillation of coal in retorts or ovens or by steaming incandescent coal or coke in the water-gas process, a portion of the sulfur present in the fuel always passes into the crude gas. Practically all the sulfur that remains in the finished gas is transformed into sulfur dioxide (SO2) when the gas is burned. Sulfur dioxide is a pungent suffocating gas and, if present in the air in any perceptible amount, is deleterious to health and comfort and damaging to house furnishings. So universally is this recognized that laws regulating the amount of sulfur that may be permitted to remain in the gas are very generally in force. The capacity of a plant to purify gas frequently limits the selection of coal for gas making. This condition may arise from different causes. Some plants were originally designed to handle a certain grade of low-sulfur gas coal, and very little leeway was allowed for growth or for the use of inferior coals. Other plants, when built, had ample capacity to purify gas from relatively higher sulfur coals, but their output has grown so rapidly that their purifying capacity is now limited and only- the low-sulfur coals can be handled. There is a great quantity of coal in the United States that would satisfy the requirements of the gas manufacturer, were it not for the high sulfur content. The coals containing less than 1 per cent. sulfur are becoming scarcer year by year and, in time, the gas industry will probably be compelled to use coals that are now considered out of the question.

"Recycling of industrial waste provided they have enough valuable elements requires significantly less investment compared with ore processing. Promising man-made raw material of rare earth elements (REE) is phosphogypsum. Works performed on dismantlement of phosphogypsum only concern phosphogypsum processing from apatit. In this case, none of the developments was tested for phosphogypsum produced on the basis of phosphorus, chemical and mineralogical composition of which is markedly different from apatites. We studied phosphorites of the Karatau deposits (Kazakhstan). Mineralogically all the layers are composed of three main ingredients: phosphate, silica and carbonate, which account for 92-96% of the weight composition of ores and rocks. Of impurities there are pyrite, iron hydroxides, gypsum, fluorite. In addition to the actual composition of phosphate in phosphate ores there are apatite. Silica is presented by chalcedony and quartz, and carbonate by calcite and dolomite. The results of X-ray microanalysis showed point cluster of grains containing REE in samples of phosphate ore. Analysis of the grain showed that REE are in the form of phosphates and silicates, which according to numerous studies in apatites is not established. In this regard, phosphogypsum, waste of production, is different in composition too. Therefore, transfer of techniques proposed in the methods for extracting REE from phosphogypsum after processing apatite, did not give the stated results and required a new approach to solving this problem. It should be noted that the phosphogypsum produced by processing the Karatau phosphorite contains medium group of REE by 2.6, and heavy group by 7.8 times more than phosphogypsum from processing the Kola apatite. Given the shortage of medium and heavy REE research to develop ways to extract the lanthanides from phosphogypsum after processing phosphate rock is promising. The study contains results of studies on the extraction of REE from phosphogypsum after Karatau phosphorite processing."

This paper is the twelfth of a series on smelting in the lead blast furnace and the fifth dealing with blast-furnace gases. It was noted in Report of Investigations 2957 that the gases evolved from the top of the lead blast furnace at Tooele were similar in composition to those from the top of an iron blast furnace. It was noted in Report of Investigations 3095 that at Kellogg, where a smaller percentage of coke on charge and shorter stock column were employed, the gases evolved were much less reducing. At times there was a considerable amount of oxygen in the top gases at the second plant. More SO2 was also evolved from sulphides in the charge. Then operations were conducted as at Kellogg, the gases were alternately reducing and oxidizing. This paper deals with the gases evolved in smelting a charge containing more zinc than at either of the other two plants with about the same amount of coke as was used at Kellogg,: To compare other factors influencing the composition of the gases, it may be noted that at Tooele the approximate height of the charge column was 15 feet, at Kellogg 9 feet and at Trail 13 feet. The furnaces have about the -same cross-sectional area- tog. The furnaces at Tooele are about 6 inches wider at the tuyeres, being 54 inches wide against 48 for the other two plants. At Tooele and Kellogg the furnaces are fed at the top from bottom-dump cars. At Trail the charges are dumped from Decauville cars (bottom cars which dump when tilted), which run on tracks placed on both sides of the blast furnaces. The hoods through which the waste gases are conducted are directly above the shafts of the furnaces. The flues for removing the effluent gases lead off from under the charge floor at Tooele and Kellogg. (Charging and distribution of the feed in the furnace covered later in a rate paper of series.)

IN this war as in no former one, the use of metals has been the major factor governing success. For building new plants, new transport facilities whether by land, sea, or air, for our mechanized army, and for nearly all weapons, iron and steel has provided the basic material. Being the world leader in iron and steel production in peacetime, we soon adapted plants to production for war. Starting with a production of 66,000,000 tons of steel ingots in 1940 from a rated capacity of 80,000,000 tons which only could be reached by straining every productive device available, our industry expanded to 86,000,000 tons in 1942, and ultimately to 96,000,000 tons. To do so required expansion of every unit operation including mining, rail and water transportation, blast-furnace and steelmaking facilities, and rolling mills. New plants not only had to be built in record time but more output for each operation was essential. This performance required skillful operation and engineering techniques and also a better understanding of the physics and chemistry underlying such complex operations as the working of a big blast furnace. A vastly increased pig iron production made possible the great output of steel by an industry that had depended on scrap for its basic raw material even though sufficient scrap was unavailable. This was done by conversion of pig iron in the Bessemer either into steel or into a low-carbon product that was subsequently used in place of scrap in the open¬hearth steel furnace. Furthermore, by duplexing from the open-hearth to the electric furnace, and the construction of many new electric furnaces, our output of electric-furnace alloy steel was greatly increased. Moreover, techniques were developed by which alloy steel could be made in the open hearth with the result that our production of alloy steel reached the fantastic figure of 15,000,000 tons a year.

Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

When the mineral seekers came, they brought romance, excitement and, too often, transitory riches. It has been so for uncounted centuries. While the rich ore lasted, living was high and money flowed-mostly out of town. The whole creation was like a circus. The headframe went up like the center pole of the big top. The reduction works was an ingenious affair; an opportunity for self-expression by the mining engineer on the job. When the high grade gave out or the bottom dropped out of the market, the whole show folded. Machinery was scavenged for the next location. About all that was left were the raw footings, like giantsteps on the hillside; and the headframe above the silent diggings. Mostly, the people went away too. Arizona Territory was like that at the turn of the century. It can still happen. But, in copper, the age-old pattern has been disrupted. From Mineral Park in the northwest to Chino in the east and Cananea in the South, a growing number of companies have emerged-large, stable, productive. Southwest copper is truly a mighty industry, accounting for one fifth of world new copper production. In this period of scientific development, changes are fast, often dramatic. But even mining engineers, or possibly more so because they have an intimate knowledge of the industry, fail to appreciate the evolutionary changes that have shaped Southwest copper into what it is today.

The production of both lead and zinc in Canada has steadily increased during recent years until today Canada ranks among the world's leading producers of both of these metals. The high prices which they have commanded have led to an energetic search for new deposits and also to an investigation of abandoned properties which, under the present conditions of better prices and more efficient methods of treatment, offer chances of commercial success. It is confidently expected that during the next few years success in both these lines of activity will further increase Canada's lead and zinc output, giving her a still higher ranking among the world's producers. In 1926, approximately 140,000 tons of metallic lead was produced from ores mined in Canada, and of this, 125,000 tons was refined in Canada at Tadanac, B.C. During the same year the production of metallic zinc from Canadian ores amounted to 68,000 tons, of which 62,000 tons was refined at Tadanac. History Of Lead and Zinc in Canada The production of lead in Canada is much older than that of zinc. The chief source has always been the interior of British Columbia. As earl y as the 'eighteen twenties', Indians and Hudson's Bay Company's trappers had discovered an outcrop of lead ore on the site of the present Blue Bell mine on the east shore of Kootenay lake, but it was not until1865 that active prospecting for lode deposits began. In the early nineties the activity of the silver-lead-zinc region of the Slocan reached its culmination and a steady production has been maintained down to the present time. Up to the end of 1924 the Slocan area produced over 38 million ounces of silver, nearly 300 million pounds of lead, and almost 122 million pounds of zinc.

L. A. ROE*—This paper is one of great value to the iron ore industry. The Humphreys spiral is a relatively new tool and gives promise of being quite useful in solving certain problems of iron ore beneficiation. Spirals have been tested on a martite ore at the Benson mine of Jones and Laughlin Steel Corp. in northern New York State. Our New York ore is considerably different, physically and mineralogically, than the one mentioned in this paper, and contains only 25 pct iron. This ore can be processed on spirals to give a concentrate containing 62 pct iron with an 85 pct recovery. On our particular ore we found operating difficulties when the spiral feed was coarser than 14 mesh. These were chiefly due to excessive "build-up" of locked middlings in the spiral circuit. In extreme cases these middling particles would accumulate to such an extent that the plant had to be shut down and the spiral surge tanks cleaned out. It is interesting to note that there exists a close relationship between the results of tabling a given iron ore and concentration of this same ore on Humphreys spirals. The size range of the ore must, of course, be within those limits acceptable to spiral concentration. Comparative tests on several of our mar-tite ores showed tabling results to be the same as spiral results. The authors make no mention of the use of a tailing stream splitter (now available from the spiral manufacturer) which is a useful tool in studying iron losses in the tailings stream. 011 our particular martite ore we found a considerable accumulation of fine-sized iron ore particles in the outside portion of the tailings stream. This fraction may be amenable to further treatment. E. H. ROSE*—The authors have concluded an interesting piece of work and this paper is an excellent factual account of a rapid and somewhat unusual transi-;ion in practice in the plant described. Perhaps it was modesty on their part which caused them so casually to limit to one sentence the fact that "several other methods of concentration on the fine ores representative of the Hill Trumbull group . . . failed to produce consistently an acceptable grade and recovery of finished product." The fact is that they were confronted by a difficult mineral-dressing problem and they are to be congratulated on their courage and persistence in staying with it until a satisfactory solution was evolved. A visitor to the plant might have been mildly astonished, as I was, to see one type of concentrator handling that part of the load early in the 1947 season, its experimental replacement by another a little later, and then in 1948 to see that both types had simply disappeared and their place taken by the spirals which were operating as placidly as though they had been there all the time. In working out economic methods of beneficiating Alabama red ore, most of which development is still ahead of us, it is likely that we also will pass through a period of successive disappointments, for we too have a problem where it is next to impossible either to "guess 'end right in the first place," or, because full-scale operating cost is such an important factor, to lay the ultimate answer on the line in advance by means of laboratory experimentation. Iron ore being what it is instead of what it used to be, it is encouraging to have the example the authors have given us today that a tough nut that will not crack on the first blow or the second is apt to do so on the third or fourth.

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: ( 1) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold is so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfides and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

This paper describes the use of the electric-arc furnace for the production of tough-pitch, horizontal cast copper shapes and the production of copper anodes from tank house anode scrap. This installation is the only one of its kind in the United States. SINCE the initial use of electric-arc furnaces for refined copper melting on a commercial scale at Copper Cliff in 1936, this type of melting has been of extreme interest to everyone in any way connected with copper casting and fabricating. Early in 1948, Kennecott Copper Corp. decided to build an electrolytic copper refinery at Garfield, Utah. One of the major decisions to be made at that time was the type of furnace to be used for melting cathodes for casting into refined copper shapes and for melting anode scrap for the production of anodes. Based on the results obtained from arc furnaces by the Tnternational Nickel Co. of Canada, at Copper Cliff, and by the American Smelting and Refining Co., at Baltimore, coupled with certain important economic factors such as having an adequate amount of relatively cheap power available at the Magna Central Power Plant, high cost of poles and oil in the Salt Lake District, and the lack of natural gas at that time, the final decision was to install electric-arc furnaces rather than the standard type of rever-beratory furnaces. Experience has shown certain parts of the original installation to have been inadequate or in need of modification. Although the present status of arc-furnace melting at the Utah Refinery is far from perfect, nevertheless substantial progress has been made. At the Utah refinery, copper is melted in three 15-ft diam, size "M" Lectromelt furnaces, two of which are used for melting cathodes and one for remelting anode scrap. Each furnace is energized from a 13,800-225 v, 3-phase, 60-cycle, 6000-kva (at 40°C rise) oil-immersed water-cooled transformer. Auxiliary equipment for each refined copper furnace includes a charging machine, launders, ladle, 40 ft diam Walker-type casting wheel, bosh, and inspection conveyor. The anode furnace differs in that it is charged by hand from an elevated platform and the anodes are picked off the 24-ft diam casting wheel by a takeoff hoist and loaded directly into specially designed trailers, Figs. 1 and 2. Electrical Equipment Electric power to operate the arc furnaces is generated at the Kennecott-owned Magna Central Power Station two miles distant and transmitted to the Refinery outdoor substation at 44,000 v. At this point it is stepped down to 13,800 v and carried through concrete-lined underground tunnels to the switchgear and then to the primary side of the furnace transformers. The power is conducted from the Y-connected secondary bus bars of the transformer to the electrode arms by means of 22 flexible copper cable conductors per phase. Each cable has a cross-sectional area of 1,750,000 circular mils, giving a total area of 38,500,000 circular mils per phase. The power is carried from these cables to the three individual electrode holders by means of water-cooled copper bus tubing. The electrode clamps are incorporated in the electrode holders and are released by air pressure working against a spring in the clamp control cylinder. Seismic geophysical methods have long been used by geologists and geophysicists to delineate subsurface features. These techniques work because different types and strengths of soil and rock transmit energy at different velocities. The Crosshole-Downhole tests (CH-DH) and seismic refraction survey (RS) are among the most used methods in engineering applications to obtain the elastic properties of subsurface layers. As a result, seismic methods have evolved into a cost-effective tool for rapidly determining depth to bedrock in engineering and construction projects. The seismic methods are best suited to sediment thickness analysis, bedrock quality determination and detection of the presence of weaknesses in the bedrock before the erection of any civil engineering structures such as bridges, tunnels, dams and portals. Seismic methods are also useful in estimating the rippability of bedrock ahead of construction. These methods are particularly useful for large-scale projects that require a significant number of drill holes, resulting in a substantial investment of time and costs for drilling. The CH-DH and RS methods are typically comparable in total cost to drilling, but provide significantly more information in 2-D and 3-D and therefore reduce the likelihood of conceptually oversimplifying the subsurface conditions. The above mentioned methodologies were considered to be the most appropriate geophysical methods for investigating the shallow structure and the dynamic soil properties of the area where the Ilarionas Dam is scheduled to be constructed. The main target of this work was to prove the potential of geophysical methods in providing accurate information to the civil engineer and to obtain information on the dynamic soil and rock properties for earthquake design analyses for the dam construction. Specifically, nine refraction seismic profiles and three cross-hole-downhole seismic tests were implemented to determine the subsurface conditions of the study area. The tests determined the shear and compression wave velocity profiles versus depth and other crucial parameters such as Young and Rigidity modules. Furthermore, they allowed the detailed 2-D mapping (along several profiles of the study area) of the subsurface variation of the soil and rock dynamic moduli.

The Kinta valley, in the State of Perak, one of the largest of the Federated Malay States, is probably at the present time the richest alluvial tin-district in the world, Perak producing from 20,000 to 25,000 tons of tin annually, and the Kinta valley being the chief producer. The valley runs approximately north and south, and is 30 miles long by 12 wide. It is very flat, the mountain-ranges on either side rising abruptly from the plain, that on the east being the great Central range of the peninsula, and that on the west a subsidiary range marked " Kledang " on the map, Fig. 1. The valley is drained by the Kinta river, which rises in the eastern mountain range and flows south to join the Perak river, being joined by numerous streams from both mountain-ranges.

The last few years have shown an increasing interest in the subject of beneficiating iron-ores in all iron-producing countries. In the United States, this movement has been slower than in certain parts of Europe, for the obvious reason that the abundance and relative cheapness of the Lake Superior irou-ores has hindered the development of enterprises for the preparation of low-grade ores. Gradually, however, conditions have changed. The world's consumption of iron is increasing enormously. Being in 1900 about 40,000,000 tons, in 1910 it was already 60,000,000; and there is no reason to doubt that for the near future the increase in iron-cousumption mill continue at the same rapid rate, especially with the development of China, certain parts of Africa, and other regions which have hardly been touched as yet by modern industrialism. It is, therefore, not surprising that apprehension is felt that the known available iron-ore resources of the world are gradually being depleted. Signs of this feeling are the recent iuvestigation, under the direction of the U. S. Geological Survey, of the iron-ore resources of the United States, and the estimate presented to the last International Geological Congress, at Stockholm, Sweden, of the iron-ore resources of the world. These investigations have emphasized the fact that the known high-grade ore-deposits are limited in extent, and will, at a not distant future, be exhausted, compelling the iron industry to depend for raw material on the enormous deposits of low-gratle ores which are distributed over almost all the world. The discovery of new deposits of high-grade ore, in countries not yet thoroughly explored, will not materially change this prospect. Of course, the part which such new deposits will play in the future cannot be forecast. The difficulty and cost of transportation will probably exclude many of them from use at the present centers of the iron industry.

This report contains the results of an analysis of the Logan oilfield, Hocking County, Ohio, and predicts the recovery of oil from the Clinton sand by waterflooding. Core analyses, electrical and radioactivity well-survey logs, reservoir-fluid analysis, and geologic and production data were used for this study. Considered in the evaluation were the reservoir geometry, depth, lithology, continuity of the rock properties, fluid saturations, fluid characteristics, rock wettability, and relative permeability-fluid saturation relationships. The study indicates that a properly engineered waterflood should recover approximately 135 barrels per acre-foot of effective sand. The predicted recovery warrants the initiation of a pilot waterflood in this field.

Introduction Today, more than 50% of rail-carried commodities are mineral industry related, with coal being the most important single commodity moved by rail. In 1980, coal accounted for more than 5.7 million of the total 22.6 million carloads moved by rail. Metallic ores were third behind grain, with more than 1.4 million carloads. Crushed stone, gravel, sand, and other non-metallic minerals totaled almost 2.3 million carloads. Chemicals and allied products, including fertilizer and coke, added another 1.7 million cars, with petroleum and petroleum products totaling 300,000 carloads. Coal Several things happened in the 1970s that gave rise to increased consumption of coal-particularly western coal-and to its dominant position among rail-carried commodities. First, the Clean Air Act of 1970 required generating plants to make significant reductions in sulfur dioxide emissions. To comply, utilities could either invest in scrubbers or switch to low-sulfur western coal. Many opted for the latter. By 1972, increasing demands by the utility companies halted what had been a 25-year decline in national coal consumption. Second, the Arab Oil Embargo of 1973 put an end to cheap oil and gas, limiting their future as fuels for electric generating purposes and increasing the potential for coal. Third, in 1977, President Carter announced an energy program with coal as its cornerstone, calling for an annual two-thirds increase in national coal production by 1985. He also called for conversion to coal by utilities and large industrial users. Finally, he proposed a 10-year, $10 billion program to encourage domestic coal production and stimulate development of export markets. Coal bounded into world prominence. Foreign demand for steam and metallurgical coal increased tremendously, while US demand for western coal also shot up. This meant greater demands on the transportation sectors that traditionally carried coal to market. Many railroads began programs to serve the coal industry. One example is Burlington Northern's commitment to handle increased western coal tonnages. The company spent more than $1 billion in recent years to develop a system capable of moving more than 91 Mt (100 million st) of coal each year. Other leaders in this renewal were Norfolk and Western, Union Pacific, Santa Fe, and Southern Pacific railways. The importance of the rapid growth of coal traffic to the railroads is shown in the accompanying table, which gives percentages of total tonnages hauled and revenues attributed to coal. With coal providing the railroad industry with a substantial share of its revenues, there is keen competition among the rail companies themselves and among railroads and other transportation sectors for coal haulage. But there is also cooperation when more than one railroad is involved in delivering the coal from mine to market or when a combination of transportation modes is more economical. The latter is represented by Conrail's interest in working with the port authorities of New York and New Jersey to establish a new coal port that would serve not only export markets, but also utilities and industries in the northeast. Iron Ore Next to coal, iron ore (taconite) is the most important single mineral commodity handled by railroads. In Minnesota, where most iron ore is produced, rail transportation is primarily by Burlington Northern and the Duluth, Missabe, & Iron Range Railway Co. (DM&IR). The DM&IR, owned by US Steel, serves several producers on the Mesabi Iron Range. Two of the larger producers, Erie Mining Co. and Reserve Mining Co., also own railroads that operate between the mines and the ports of Silver Bay and Taconite Harbor on Lake Superior. Several iron mines and taconite plants in Michigan are served by the Chicago and Northwestern, and the Soo Line. Total 1981 shipments of taconite and iron ore are estimated at 55.9 Mt (55 million It), compared with about 61 Mt (60 million It) in 1979 the most ever shipped in one year. No mineral resources were delineated during our investigation of the Antelope Wilderness Study Area (WSA). Only a few claims have been located in the area and only four workings were found. There has been, however, considerable exploration and mining activity in and near the south end of the study area. The Morey mining district, just southeast of the WSA, produced silver, and lesser amounts of gold and lead, sporadically from the mid-1860's through the mid-1960's. Long Lac Mineral Exploration (Texas), Inc. is actively exploring a large block of claims for hot-spring type, low-grade, large-tonnage gold deposits. Their claim block extends into the study area. The WSA, located midway between Tonopah and Eureka, encompasses approximately 87,400 acres. It is underlain by Tertiary rhyolitic and latitic volcanic rocks and by Paleozoic sedimentary rocks. At least three areas in the Paleozoic rocks have many of the favorable criterion for hot-spring type gold deposits; they have been faulted, silicified, brecciated, and hydrothermally altered, and have anomalous concentrations of precious metals and pathfinder elements. With additional exploration in the south part of the Antelope WSA, gold resources may be discovered.

Bord and pillar mining at shallow depth (400 m approx. maximum) is widely used in South African coal mines. One of the problems encountered in extracting coal in this manner is the ventilation of advancing bord and pillar headings. The traditional ventilation methods of force, exhaust and overlap (force/exhaust) are reasonably effective but tend to be both cost and labour intensive. Ducting often restricts the available free area of roadways thus impeding the transport of coal and other materials inbye the coal production section. Due to the above facts, ductless fans are currently being used to minimize the amount of ducting required in advancing sections. Two different types of fans are used, namely, vortex fans and the so-called `jet' fans. Vortex fans were developed from the fan blade design used for vertical take-off aircraft. The fans have the capability of delivering air over distances of about 30 m in the underground situation without any ducting attached to it. Jet fans are standard axial flow fans fitted with outlet reduction pieces which increase the velocity pressure at the discharge to such an extent that the air delivery distance is improved to almost match that of vortex fans. The paper describes some applications of both these fan types in advancing bord and pillar sections.

Longwall mining is considered to be the most efficient underground coal-mining technique in terms of coal extraction ratio, production rate and safety standards. Due to the increasing demand for higher coal production, the recent trends have been to use wider panels and to maintain a faster face movement. For these reasons, longwall mining can result in unexpected roof falls, excessive face convergence, shield damage and numerous maintenance problems, which can cause sudden interruption of coal production as well as serious safety hazards. Recent work at the University of Alabama has been dedicated to the development of a longwall strata-control and maintenance system that can integrate real-time shield monitoring, data presentation, analysis, forecasting and warning modules. This integrated system has been called LoSCoMS. The main objective of the system is to provide minute-by-minute stability and maintenance information such as the following: high-load, low-setting pressure, leg leakage, etc.; the analysis of various mining and geological parameters to determine past and present roof characteristics; and the forecasting of loading patterns for the following mining cycles, the next periodic weighting, etc. By using this unique system, mine operations personnel are well aware of past, present and future roof-loading patterns at the longwall face and, thus, proper safety measures can be taken ahead of time.

Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury ? occurs during recovery operations, Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action,Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the ? interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: ? Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.
