The Newell Creek Dam Inlet/Outlet Replacement Project is located approximately 11 miles north of Santa Cruz, California along Highway 9 in the San Lorenzo Valley. This project will replace the existing inlet/outlet works at the Loch Lomond Reservoir by constructing a tunnel using conventional excavation methods while simultaneously drilling three intake shafts to intercept the tunnel from within the city’s water supply. This project will improve the system’s overall operational efficiency and performance, and provide a safe and reliable facility for the City of Santa Cruz’s drinking water supply. This paper discusses the overall project configuration, construction observations, and challenges during construction, including tunnel excavating through the marine sedimentary siltstone of the Monterey Formation, probing and pre-excavation grouting, and the tools utilized to manage the project.

The procedure suggested in this report is intended for the use of engineers, esters, accountants, etc., in estimating the cost of chemical-type operations. It is intended to over operating costs, not investment costs, as the latter have been covered numerous other publications. However, as capital investment costs are reflected to a high degree in operating costs, it is important to point out that accuracy of investment costs is highly essential. Therefore, all factors that might be included under plant -capital costs should be considered, such as requirements of shops, employees' housing, etc. The procedure is designed primarily for use in types of chemical oper¬ations, such as the production of synthetic liquid fuels, anhydrous ammonia, and others of like or similar nature. Yet, no attempt has been made to cover the entire chemical industry.

Five LANDSAT lineaments in the coal mining region of southwestern Pennsylvania were investigated by the Bureau of Mines to determine their geologic character, relation to subsurface conditions, and the means of discriminating one from another. The investigation included earth resistivity and very low frequency (VLF) electromagnetic traverses, soil moisture sampling, and a correlation with coal mine roof conditions. The lineaments could not be detected by the methods used, suggesting that they might be a surface phenomenon unrelated to subsurface geologic structures or roof stability in coal mine workings beneath.

The Bureau of Mines evaluated various methods for identifying sources of mercury vapor in excess of the threshold limit value (TLV) of 0.05 mg of mercury per cubic meter of air set by the American Council of Government and Industrial Hygienists (ACGIH) for mines and mineral processing plants. Chemical spot tests and portable devices for mercury determination were evaluated, based on information from published sources and performance in laboratory tests. Among the parameters examined were sensitivity, interferences, cost, ease of use, and other factors pertinent to field application, More than 50 methods were evaluated. The investigators found that many readily available methods are suitable for identifying sources of mercury vapor in mines and mineral processing plants. The best method appears to be one that uses a commercially available mercury test paper sensitive only to mercuric ions. For some of the more promising chemical spot tests, this report includes step-by-step instructions for field application.

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

Economics and environmental considerations along with the increasing demand of hydrogen encourage development of novel technologies such as plasma processing of hydrocarbons and thermal cracking of natural gas. Plasma discharges, either in thermal or non-thermal regimes are expected to allow low temperature and fuel flexible on-site hydrogen generation. The main drawback of thermal plasma reformers is the high-energy consumption resulting from high-temperature operation. On the other hand, non-thermal plasma, generated by dielectric barrier discharge (DBD), is able to simulate the chemical reactions employing much lower energies than those required by thermal treatment processes. The non-thermal plasma process allows for instance, a direct conversion of methane into hydrogen and carbon black with no CO2 release. The focus of this research was on the GHG-free method of H2 generation in compact non-thermal plasma reactors using low, medium and high permittivity dielectric ceramics. A stable, non-thermal plasma was generated by placing a dielectric ceramic between two electrodes with a 25 thou gap and applying an alternating current of 1-5kHz and voltages of 4-8kV. In order to ensure energetic efficient plasmas, experiments were conducted to analyze the behaviour of different permittivity ceramics. It was found that the dielectric properties of a ceramic, when used in a DBD reactor, have a strong influence on the discharge characteristics, which in turn influence the power consumption. Higher dielectric constant resulted in higher conversion rates of methane (higher yield of hydrogen and carbon). At the same time, the mechanical properties of the dielectric material, which are closely associated with its processability, influenced its resistance to electron bombardment, as well as thermal and mechanical damage. Therefore a reliable ceramic should have good dielectric properties, in addition to good thermo-mechanical stability.

"Tunnels designed to NFPA 502 are required to withstand the RWS time-temperature curve, more specifically prevent progressive spalling and loss of strength of steel reinforcement. Fire boards or spray-on layers can be effective, however, these solutions have capital and whole-life cost implications. The use of “fire resistant” concrete based on a suitable aggregate with polypropylene fibers has also increased in recent years. This article presents a new methodology for thermal and structural analysis of segmentally lined tunnels, which permits the analysis of project specific fire curves and an assessment of different fire protection strategies. The effectiveness of fire boards is assessed along with whether “fire resistant” concrete alone is a viable means of achieving the required protection. Finally, since NFPA 502 recommends water-based fixed fire-fighting systems for Category C and D tunnels, we discuss the question of how a fixed fire-fighting system should be addressed within the structural design. INTRODUCTION Protecting road tunnels from structural damage and collapse is a key requirement for both life safety and business continuity. Where road tunnels are part of key highway corridors, protecting business continuity is a high priority for owners, operators and the Authority Having Jurisdiction. For existing tunnels, compliance with NFPA 502 may require upgrades with either passive fire protection and/or water-based fixed firefighting systems. For new tunnels, compliance with NFPA 502 requires a combination of good practice in design and fire testing. A water-based fixed firefighting system is a Conditionally Mandatory Requirement1 for Class C and D tunnels, i.e. all tunnels greater than 300m and 1000m long respectively. The basis for fire safety design of new tunnels and assessment of existing tunnels is the worst-case fire scenario. "It is difficult to quantify comparatively the gassiness of a property. The most common index to gassiness, cubic feet of gas per ton of coal mined, is very arbitrary and does not take into account the geological setting nor the mining operation. The gassiness of a virgin coal in situ can be assessed, but no method is precise and the most accurate methods involve prolonged field and laboratory experiments. In general, gassiness increases with depth. Whereas 'gas' normally implies methane, other gases such as nitrogen, carbon dioxide, etc. may be present in seam gas also. The inflammability of methane is a problem, particularly the explosibility of a methane-air mixture; also oxygen dilution is involved in high gas concentrations and some gases are poisonous even in low concentrations. Cross measuring into a virgin seam is usually not as troublesome as development in the seam, where narrow openings may require strong ventilation to dilute gases exuding from the face and sides. Total extraction presents problems of gas from the working seam, or from adjacent seams, particularly at the return side, or of gas-laden air from the goaf streaming out or sometimes surging out intermittently, again on the return side. In pillar extraction or longwall retreating special roadways may be required to allow the side-to-side and end-to-end flushing of the goaf which is somewhat inherent in longwall advancing. Layering may occur, particularly where ventilation conditions are not brisk. Outbursts of gas from adjoining seams may be induced by sudden rupture of roof or floor in caving workings. Outbursts of coal and gas from the working seam may occur, mostly in development work, under special environmental circumstances. Gas problems may be reduced or eliminated by predrainage of gas ....:. rarely successful from the working seam - usually undertaken from adjoining seams prior to escape of gas released by caving. The ideal solution - general predrainage of gas to the surface from measures prior to mining - has yet to be accomplished. • In the planning of gassy mines it is possible to make an assessment of gas contained in the seams and to estimate what proportion will be released into the mine air, but emission of gas into mine workings is never steady and at present there is no better planning criterion than experience at the mine next door!"

BEFORE discussing some of the technical aspects of the steam generating plants of Nova Scotia Light and Power Company, Limited, it might be of interest to go back through history and see the development of steam generation in this public utility. Back around 1902 Nova Scotia Light and Power Company, Limited, had three slide-valve engines in-stalled at its Water Street, Halifax, generating station for a total capacity of 1,800 kilowatts. The plant remained at about this size until 1910 and in 1911 a 2,000 kilowatt steam turbine was installed to raise the total capacity of the plant to 3,800 kilowatts. In 1916, a 3,000 kilowatt turbine was installed and one of the slide-valve engines was removed to make a total plant capacity of 6,200 kilowatts. The total demand in the Company's service 8rea was at that time 4,000 kilo-watts.

A series of coal- mine catastrophes in the latter part of the first decade of this century focused public attention on the need for safety in mines and resulted in the establishment of the Federal Bureau of Mines , whose primary function was to promote safety and improve hygienic conditions of workers in the mineral and related industries . These activities are carried out by the Safety Division of the Bureau's Health and Safety Service . In general , the work performed by the Safety Division personnel may be classified as educational and investigative . Instruction is given in accident prevention for mine officials and miners ; first aid to the injured ; the use and care of oxygen breathing apparatus ; and advanced mine rescue and recovery operations . A specialized safety course is offered to the petroleum and gas industries . Division personnel also aids in or directs rescue and recovery work after mine fires and explosions ; assists at first - aid and mine rescue contests ; conducts safety exhibits and demonstrations ; and presents safety talks , often accompanied by sound safety motion pictures or latern slides , before employee and official groups , at meetings of Holmes safety chapters , at mining institutes , and at other safety or technical gatherings . Coal - mine fires and explosions are investigated , as well as quarry or metalmine explosions and fires , miscellaneous accidents , health and safety hazards , and safety conditions at mines and plants ; safety devices are investigated and developed . Field studies cover ventilation , methods of allaying suspended coal - dust particles , prevention of dust accumulations , the proper use of rock dust to prevent or limit explosions , explosives practices , and the care and use of underground equipment . The results of these studies and investigations are widely applied in the various training courses and are prepared as reports and recommendations , which are submitted to interested persons or are combined and distributed to the public as bulletins , technical papers , miners ' circulars , information circulars , and reports of investigations . These studies also afford a basis for the development of new or modification of old Safety Decisions of the Mine Safety Board of the Bureau of Mines . The following pages review the accomplishments of the division as regards safety during 1942,2/ with like information for a series of recent years and summaries to date . A striking feature of the division's work has been the safety education of more than 1-1/2 million persons who have taken first -aid and mine rescue training courses . That these efforts over a period of 3 decades have been successful is revealed by the decline in coal - mine fatality rates and a somewhat smaller decrease in metal - mining and quarrying fatality rates .

"HPAL and POX autoclave vapor-space gasses are vented through an autoclave PCV (Pressure Control Valve). The downstream steam-born mist of liquid droplets and solid particles travels in excess of 1000 m/s with megawatts of kinetic power at temperatures up to 160 C. The characteristics of downstream states often result in problems with corrosion, erosion, noise and vibration. Comprehension of those and related characteristics aids in improved pressure control, overpressure control and autoclave level control. We introduce compressible multiphase flow concepts and constructs germane to such flow including choked flow, continuous phase change, shock waves and supersonic flow plumes. Flow modeling based on first principles quantitatively predicts such flows providing a tool for component sizing and a method to estimate effects of water injection on flow. Insight deduced from modeling aids in mitigation of afore mentioned problems of which we share some from-site examples.INTRODUCTION First principles related to fluid thermodynamics and compressible flow have been employed akin to their application in the rocket industry. We will present the results of the application of those principles conceptually and authentically without mathematical rigour while using language of the pertinent disciplines. The autoclave (AC) vapor space over the slurry of a POX (Pressure Oxidation) or HPAL (High-Pressure Acid Leach) system (depicted in Figure 1) is vented via a PCV (pressure control valve) followed by certain ducting, and perhaps a nozzle, before exiting at atmospheric (typically) pressure. As indicated by its name the PCV controls the AC pressure as the flow control component of a pressure control loop."

THE IMPORTANCE of infrared and ultraviolet-visible spectrometry in studies of the structure of coal and similar substances is described. Special experimental techniques have been developed for these studies. Thin sections of coal are preferred, but halide pellets are easier to prepare. Information obtained from infrared spectra on chemical functional groups has been discussed; the importance of both intensities and wavelengths of absorption bands has been emphasized. Functional groups assigned include aliphatic and aromatic CH, methylene and methyl groups, hydrogen-bonded hydroxyls, hydrogen-bonded and chelated carbonyls, phenolic structures, minerals, and aromatic structures that are benzenoid or polynuclear. Infrared studies of structures of coal extracts, distillates, and reaction products of various processes, both chemical and physical, are discussed. Coallike infrared spectra of chars of model compounds have been utilized extensively in studies of coal structure. Ultraviolet-visible absorption spectra of coals show a lack of fine structure and low spectral intensities. These results have been applied to the questions of the chemical and physical structure of coal, particularly the question of polynuclear aromaticity of coals. The color of coal is also treated. The physical-chemical origin of the color of coal may be due to free radicals, as interesting correlations of ultraviolet-visible spectra with electron paramagnetic resonance have been obtained. The optical color of coal has been explained and simulation of the color changes observed in thin sections has been carried out, The spectra and structure of coal derivatives and other carbonaceous materials are also discussed. Possible sources of error in absorption spectral measurements are pointed out. Limited measurements of the ultraviolet-visible reflectance spectra of coal are described.

Brazilian sulphide ores can contain a significant content of chloride and fluoride, which are harmful to bacteria and thus bioleaching. This work summarizes a four-year research investigation on the effect of fluoride on both bacterial growth and sulphide bioleaching, supported by studies carried out with secondary copper ores. Firstly, the influence of fluoride on the kinetics of ferrous iron bio-oxidation with Sulfobacillus thermosulfidooxidans was addressed. Values as low as 10.0 mg/L F- fully inhibited bacterial growth, although fluoride toxicity could be overcome by the presence of aluminium, which reduced the concentration of hydrofluoric acid through the formation of aluminium-fluoride complexes. This required at least a 2:1 aluminium/fluoride molar ratio, which ensured bacterial growth rate values similar to that observed in the absence of fluoride ions. Subsequently, both batch and column bioleaching with mesofiles (30 ºC), moderate thermofile (50 ºC) or hyperthermophiles (67.5 ºC) of two secondary copper ore samples were analyzed with focus on the relevant effects of fluoride-containing minerals on the bioleaching of such sulphide ores.

This publication contains analyses and related source data for 252 natural gas samples from wells and pipelines in 17 States. All of the samples were obtained and analyzed during calendar year 1976 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Eighteen previous publications have presented the results of 11,065 gas analyses prior to 1976. A test pile program was undertaken at a project site in Ain Sukhna, Egypt for an import/export oil jetty. Two 1219 mm diameter open ended steel pipe piles were evaluated at two separate test locations. Each test pile was dynamically tested during initial drive utilizing a Pile Driving Analyzer (PDA). Restrike testing was also performed to evaluate the time dependent soil setup. One static compression test and one static tension test was performed at each test location. A correlation of the static and dynamic load test results was established to develop a driving criteria for the piling across the two kilometer project. The constructability benefits of shorter piles will be discussed in more detail, given that the pile lengths were shortened by 9 to 10 meters on average. Lastly, the use of a four pile linear layout to perform both compression and tension tests will be covered. INTRODUCTION With the increased number of Very Large Crude Carriers (VLCC) & Ultra Large Crude Carriers (ULCC) being used to transport oil products around the world, companies and/or nations are presented with the challenge of transferring these products to and from the carriers in deep water scenarios, typically 15 to 20 meter depths, to accommodate the vessels draft. One option for loading/unloading the oil products from a VLCC or ULCC would be to transfer to/from smaller vessels several miles offshore, whereas the most economical option is to unload directly to a pipeline via a berth/jetty platform near shore. These berth platforms must be designed to withstand multiple loading scenarios while these carriers are moored and transferring their products. The use of Large Diameter Open Ended Pipes (LDOEP) piles are a common foundation choice for this offshore application. One of the drawbacks of LDOEP piles, especially across a large project site, is that there can be extreme variability in the pile driving behavior. This can be caused by either a change in soil conditions or the performance of the soil plug. Due to this variability, it is important to verify throughout the duration of the project that the piling is being installed to the correct criteria as established during the load test program. A well designed driven pile load test program, preferably with the combination of Static Load Testing (SLT) and Pile Driving Analysis (PDA), should develop a driving criteria that can allow the contractor and owner to monitor any change in driving behavior.

"The Cape Breton Development Corporation (CBDC) is a federal Crown corporation which operates two coal mines (Phalen and Prince Collieries), a coal preparation plant, a railway, a central workshop and a deep water shipping facility.The Sydney coal field consists of 11 major seams, which range from 0.8 m to over 3.7 m in thickness. Of the 2.4 billion tonnes of known coal resources in the field, approximately 550 million tonnes can be mined with present mining technology. These parameters define reserves which extend more than 8 km beneath the ocean to a depth of 1200 m. With today’s design and present high production faces, the colliery life is projected at approximately 20 years."

In January 1998 Sydney Water Corporation formed an Alliance with construction contractor Transfield, and engineering consultants Connell Wagner and Montgomery Watson, to design and construct the Northside Storage Tunnel. The project is part of WaterPlan 21, Sydney WaterÆs strategy for cleaning up the harbours, bays, rivers and beaches within its business area. WaterPlan 21 is an integral part of the NSW GovernmentÆs $3.1 billion Waterways Package which establishes targets and initiatives for sustainable wastewater management within NSW. The project is being delivered under an Alliance Agreement, which has a number of non-traditional features in terms of partnering, management principles and design and construct. Construction began in mid-1998 and is on target to meet the completion deadline for the Sydney 2000 Olympics.

"This paper presents key outcomes of a major Asia-Pacific Partnership project between the Commonwealth Scientific and Industrial Research Organisation and Huainan Mining Industry Group Co. Ltd. to develop and demonstrate advanced technologies at Pansan mine, Huainan, China. A comprehensive approach assessed fundamental strata and coal seam methane conditions during mining and optimized mining sequences and coal mine methane capture systems. The project demonstrated a practical approach and procedures for advanced coal and methane co-extraction systems, improved mining safety and efficiency, increased methane capture and use, and reduced fugitive methane emissions.RÉSUMÉ Le présent article donne les principaux résultats d’un grand projet de partenariat Asie- Pacifique entre le CSIRO (Commonwealth Scientific and Industrial Research Organisation) [Organisation de recherche scientifique et industrielle du Commonwealth australien] et le Huainan Mining Industry Group Co. Ltd.; ce projet cherche à développer et à démontrer des technologies avancées à la mine Pansan, à Huainan, en Chine. Une perspective globale a évalué les conditions fondamentales des strates et du méthane dans les couches de charbon durant l’exploitation et a optimisé les séquences d’extraction et les systèmes de captage du méthane dans les mines de charbon.
