This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to can and ore rate mines in various foreign countries. This interpretation of the mining laws of the Irish Free State has been prepared from the best available material in Washington and is released subject to amplification and correction, if necessary, by American foreign-service officials. INTRODUCTION This paper is based upon the mines and minerals act, 1931, enacted by the Legislature (Oireachtas) of the Irish Free State (Saorstát Eireann), December 22, 1931, the lull title of which is "An act to establish a board to perform functions in relation to mines and minerals, to authorize the making of lenses of mines and minerals belonging to or vested in Saorstát Eireann, to name provider for facilitating the working of other mines and minerals and, for imposing restrictions on the working of minerals required for the support of buildings and works, to amend the law with respect to mines, and for other purposes incidental to the matters aforesaid.'

"The method in this study, in which cement-treated piles are installed into the ground to decrease the amount of liquefied lateral flow, has been studied. The authors are also investigating the most effective arrangement of piles to optimize cost-effectiveness. In their investigation, they propose shifting the position of the piles to prevent lateral flow in various directions. The present study conducted centrifuge model tests to clarify the improvement effect of piles against the lateral flow of liquefied soil and the effect of the pile arrangement. Then, numerical fluid analyses were conducted to consider the improvement mechanism. As a result, the model tests and numerical analyses showed that the pile improvement dramatically reduced the lateral displacement and that the average total flow velocity decreased in the irregular case.INTRODUCTIONLiquefied ground subjected to seismic motion loses its stiffness and strength, and lateral flow often occurs in sloping areas and backfill areas behind collapsed quay walls. In the Hyogoken–Nanbu Earthquake in 1995, the reclaimed island that was surrounded by collapsed quay walls expanded toward the sea and the amount of displacement reached a few metres (Hamada et al., 1996). Two countermeasures can be considered to guard against lateral flow: preventing liquefaction and reducing lateral displacement. The former method is ideal; however it is costly and time-consuming. Based on these considerations, the authors (Takahashi et al., 2013; Morikawa et al., 2014) are currently studying a method in which cement-treated piles are installed into the ground (see Fig. 1) to decrease the amount of liquefied lateral flow. The countermeasure cost using this method is relatively low because of the low replacement ratio. The authors are also investigating the most effective arrangement of piles to optimize cost-effectiveness. It has been proposed that the position of the piles should be shifted so that lateral flow can be prevented in various directions, as described in Fig. 2."

"Oxygen evolution by decomposition of water is the main anodic· reaction in sulphuric acid solution. Traditional anode materials have been relatively low-cost lead alloys, though the active lead dioxide layer has a high oxygen evolution overpotential. This causes a significant increase of cell voltage. To lower total energy use in metal production, electrocatalytical properties or corrosion resistance to decrease replacement costs must be improved. Addition of an catalyzing ion will decrease oxygen evolution potential. The effective area of an anode increases by calcium additions and by producing anodes with fine microstructure. Remelting and rapid quenching is possibly a method that is economically feasible and technically simple enough to be adopted.IntroductionPermanent anodes are widely used in several electrochemical processes and cathodic protection applications. The permanent or ""inert"" anodes can be either massive or coated anodes. The massive anodes are metals, like lead alloys, or non-metals, like magnetite, graphite or ferrite. The coated anodes are made of a valve metal base (titanium, niobium or tantalum) coated with an electrochemically active coating. The purpose of anodes is to supply current to the electrochemical cell. A vast number of materials and their combinations are electrical conductors and may hence be used as anode materials. However, good anode materials must survive in aggressive environments and also be able to pass high current densities. These opposite requirements restrict the amount of possible materials. Generally, an useful anode material must meet three requirements, electrical conductivity, electro catalysis and stability. Good electrical conductivity is essential for energy efficiency. Good electrocatalytical properties are essential to improve product yield. Long term stability is also an important property, because electrode wear and corrosion may cause product contamination, increasing energy consumption and material and labor costs due to need of periodical maintenance. Electrical conductivity and electrocatalytical properties are more widely studied subjects than long term stability of anodes, and a good amount of information about these two subjects can be found in the open literature. Wear and corrosion mechanisms of the anodes vary depending on the operational conditions, i.e. concentration of different species, temperature and operating current density."

Noise generated by continuous mining machines in underground coal production is an important health hazard. Bureau of Mines Contract J0387229 covers investigation of this noise through laboratory tests of simulated cutting operations and through in-mine noise measurements. The results of these investigations indicate that coal cutting noise and conveyor noise are dominant sources of mining machine operational noise. Typical noise levels for both cutting and conveying operations are approximately 97 dBA (decibels A-weighted). For full operation of all machine systems, the overall sound pressure level is approximately 101 dBA. In-mine and laboratory test results show excellent agreement in both A-weighted overall levels as well as in A-weighted one-third-octave band spectra.

In January we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. At the same time we hired an outside firm, READEX Inc., of St. Paul, MN, to send the same questionnaire to a sampling of about 1000 US members, selected on an nth name basis, so that we could have some preliminary numbers for the Annual Meeting in February. READEX sent us the final results of its survey in March. At that time, 525 responses of the 992 surveys sent out had been returned, for a 52.9% response, an extraordinarily high return for a low-key (no incentive for return) random sampling. On May 7, we cut off on tabulating returns from the magazine so that we could report the results to you in this issue. At that time, we had 594 questionnaires returned. Our 594 and READEX's 525 (we have assumed that relatively few people returned both), represent a 1119 return, about 3.5% of the approximately 32,000 who received the January issue of ME. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded, told us something positive-you look at or read the magazine. Of the 1119 respondents, 1068 or 95.4% indicated that they had read or looked through the November and/or December issues. Those of you who refer to the magazine once are 466 or 42.6%. Those of you who refer to the magazine two or three times are 559 or 51.1%. Those of you who refer to the magazine four or more times are 68 or 6.2%. How much time do you spend reading the magazine? Of those responding to this question: 186 spent up to 1/2 hr 16.6% 590 spent up to 1 hr 52.7% 292 spent 1-2 hr 26.1% 51 spent more than 2 hr 4.6% In an informal survey among our staff, we determined that most people spend 1/2 to 1 hr reading magazines to which they subscribe at home. Does that match your experience? Many of you, 764 or 69.4%, clip your magazine for further reference. Also, many of you, 513 or 64.2%, do not pass your copy on to another reader, indicating perhaps that you are clipping it or receiving the magazine at home. Those magazines that are passed on reach: 2 people - 159 - 20.0% 3-5 people - 95 - 11.9% 5 or more - 31 - 3.9% Answers to what portions of the magazine you find useful indicated that the top three were Industry News, feature articles, and Technical Papers; see Table 1. The "other" category included advertising-display, classified, and employment-Coming Events, product information, Washington Survey, new books, the reader service card, and Engineering Fundamentals. Of those responding, 797 or 75.3% indicated a preference for dual notation of SI (metric) with English units; 228 or 21.5% preferred all SI units; while 34 or 3.2% preferred SI with dual notation of other metric units. Based on the preliminary numbers reported by READEX for this question, the MINING ENGINEERING Committee in February voted to return to a policy of dual notation. This decision has been implemented. We asked for your appraisal of the technical level of the magazine. Of those responding, 78 or 7.4% indicated it is too technical, 147 or 13.8% indicated it is not technical enough, and 836 or 78.8% judged it to have the correct tech¬nical level. In response to the question about whether you like to read an occasional feature that is not technically oriented, 32 said no, but an overwhelming 97% (1024) said yes. Wheal Jane, situated between Truro and the Carnmenellis granite, is under development by Consolidated Gold Fields, Ltd., as a tin producer. The main or B lode comprises a complex cassiterite-sulphide ore located in shear zones along the footwall of the lowest of a series of porphyry dykes (elvans) which strike ENE and dip 35° north. Minor mineralisation follows other elvan contacts and sets of later steeply dipping fractures. The localisation and overall geometry of the deposit is explained in terms of the complex structural geology of the Lower Palaeozoic metasediments and the shape and manner of emplacement of the invading Hercynian granite of Cornwall. Variations in the thickness and grade of the orebody, and in the nature of the mineralisation, are shown to be structurally controlled by undulations of the footwall contact of the B elvan. Abstract - The Aubry pegmatites are located on the Seymour Lake property, 15 km north of Lake Nipigon in northwestern Ontario. The property lies within the Caribou Lake-Marshall Lake greenstone belt along the English River-Wabigoon subprovince boundary of the Superior province of the Canadian Shield. The property was optioned in March 2001 by Linear Resources (now Linear Gold Corp.), who carried out gridding, prospecting, geological mapping, soil and lithogeochemical sampling, trenching, channel sampling, and a total of 1,866 m of diamond drilling in 32 holes. The Aubry pegmatites are classified by Breaks et al. (2003) as complex type, spodumene-subtype, lithium-cesium-tantalum pegmatites (Cerný, 1989). These pegmatites generally form under high-pressure-low-temperature conditions, display complex internal zoning, have relatively low Nb/Ta ratios in the ore-forming assemblages, and contain significantly elevated tantalum values (Cerný, 1989). Other examples of spodumene-subtype pegmatites include the formerly producing Hugo pegmatite in South Dakota, and the currently producing Greenbushes pegmatite in Australia. The Aubry pegmatites occur as an undulating system of stacked sheets that dip moderately to steeply eastward over a 1-km strike length. The main portion of the North Aubry pegmatite ranges in true thickness from 10 to 28 m over a strike length of 125 m, whereas the thickest portion of the South Aubry has an estimated true thickness of 15 to 16 m over a minimum strike length of 95 m. The North Aubry pegmatite remains open downdip and along strike to the north, whereas the South Aubry pegmatite remains open downdip and along strike in both directions. The Aubry pegmatites are among the most highly evolved in Ontario, with the southern end of the North Aubry (trench 5/6 area) being the most highly fractionated (Breaks et al., 2002). Channel samples from the trench NA-5 area of the North Aubry pegmatite produced values up to 2.49 wt.% Ta2O5 over 4 m. Coarse manganotantalite crystals, up to 5 cm in diameter, from this trench contain up to 84.9 wt.% Ta2O5 (Breaks et al., 2002). Drill hole SL02-31 in the trench NA-6 area gave values of 0.046 wt.% Ta2O5 over 17.7 m, including 1 m @ 0.464 wt.% Ta2O5. Further exploration will focus on defining the grade of the North Aubry zone, extending and defining both known pegmatites, and identifying additional Ta-rich zones within them. Lithogeochemical and enzyme leach soil geochemical data suggest the presence of multiple undiscovered pegmatites on the property.

Now in the midst of a full-on cultural shift, they are also key players in the continual effort to re-examine and calibrate practices to meet dynamic and increasingly complex objectives.SME’s technical position statementAs a home for so many technical experts and practitioners, SME has long recognized the importance of a commitment to sustainable development by the mining and minerals industries. In April 2016, the Society formally adopted a technical position on the topic following years of participation in, and support for, related activities. The full position statement appears below. There are several simulators available and are being used for analysis, improvement and optimal control of the grinding process. However, these tend to be developed on informal software engineering methodologies. The informal approach is not suitable for long term development and a formal design methodology is necessary to develop efficient, error-free, and easy-to-use and to maintain software. In meeting this goal, basic concepts of a software model for describing the mineral process objects has been proposed. The software model forms the basis for software design and efficient implementation of the simulation. This paper describes the development of software models for grinding circuits. The work constitutes the theoretical foundation for the development of an advanced simulator for comminution.

GEO. M. MOWBRAY’S REFRIGERATOR CAR FOR THE SAFE CONVEYANCE OF EXPLOSIVES. It is a fact well known to all miners who have used nitro-glycerin, or any of its adulterations, commonly known as dynamite, rendrock, Hercules’ powder, dualin, vigorite, etc., that when congealed, these compounds cannot be exploded, and in this congealed state — say at temperatures below 40° F. — they can be handled with no more danger than a box of soap or a can of lard. If, then, the atmosphere by which this class of explosives is surrounded, during transportation, be maintained below 40° F., explosion is practically annihilated. Therefore, I constructed a refrigerator car, with cells for every box of the explosive; and two years of railroad transportation confirms our ten years’ experience in teaming in wagons, that this class of explosives can be transported in perfect safety, as above described.

THAT the copper industry is in serious straits is admitted. So are the lead and zinc industries, and both lead and zinc are tariff protected. Conditions in the Western lead, zinc and silver mining districts are desperate. These are illustrated by the present disastrously low prices of these metals compared with the levels of two and three years ago and by the comparative rates of metal production and the present activity of the western mining camps. The January production of copper was 32.2 per cent of the 1929 average rate, of steel was 32.3 per cent of the 1929 average, while January production of pig iron was only 27.6 per cent of the monthly average of 1929. The copper industry is only one of many industries that are suffering in this tragic depression. It has been exceedingly prosperous and will be prosperous again when business recovers. Its difficulties are not unique and it does not deserve the tariff equivalent of a dole. The burden of subsidizing through an effective tax or tariff the minority group of high-cost mines would be a heavy one on the consuming public of the United States. On the basis of 1929 consumption figures, an effective 5c. tariff would result in an increased copper bill to the country of over $109,000,000, of which the electric manufacturers would contribute $26,000,000, the telephone and telegraph companies $16,000,000, and the automobile manufacturers $14,000,000. And of this total bill, only $33,000,000 would go to those who are urging a tariff and the balance of $76,000,000 would be paid to those who do not admit either its necessity or usefulness under present conditions.

Questões socioambientais têm maximizado a permuta entre o uso de materiais sintéticos para o uso de materiais naturais. A fibra de fique disposta no presente trabalho na forma de tecido, extraída do folha da planta do fique (Furcraea Andina) demonstra grande potencialidade como reforço de compósito polimérico. Nos corpos de prova para os ensaios, as camadas de tecido foram misturadas à resina epoxídica DGEBA/TETA e justapostas sob pressão em um molde retangular metálico à temperatura ambiente por 24 horas. A quantidade de tecido de fique nos corpos de prova gerados, foram de até 5 camadas, cortados a partir das dimensões matriciais, seguindo a norma ASTM D256. Testados e após analisados por microscopia de varredura eletrônica (MEV). Pode-se notar o aumento significante da resistência ao impacto de acordo com o crescimento numérico de camadas fibrosas que reforçaram o compósito. Tal performance pode ser associada ao mecanismo de fratura, gerada da interação entre o tecido de fique e a matriz.

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

Abstract Some Canadian geologists believe chat, in the Grenville sub-province of Eastern Canada, there is no granitic intrusion older than the anorthosite. The writers are among those who hold the contrary view. They suggest a new means to distinguish between rocks belonging to intrusions respectively older (Laurentian) or younger (Pine Hill) than the anorthosite. This new method is based on microscopical observations which demonstrate that the Pine Hill intrusives contain a large amount of exsolution perthite, whereas the Laurentian intrusives are completely devoid of exsolution perthite. Where perthite is present in Laurentian rocks, it is the result of lacer hydrothermal replacement. Introduction The present paper is the result of a systematic study of some acidic intrusive rocks in the Grenville sub-province. These rocks underlie large areas of the Canadian shield in the Province of Quebec, mostly along the southern border of the shield.

Abstract-Gahnite, a zinc-bearing spinel, is a resistate mineral that may be used as an indicator mineral of polymetallic deposits in high-grade metamorphic terrain. The Ontario Geological Survey recently completed surficial mapping and sampling programs in the Separation Lake area of northwestern Ontario and Kinniwabi Lake area of northeastern Ontario in which gahnite was recovered from samples of surficial sediments. Ternary plots of the composition (ZnO, MgO, FeO[t]) of gahnite recovered from these surficial studies reveal three distinct groups: Group 1 is characterized by low (< 1 wt%) MgO values; Group 2 by higher (>1 wt%) MgO values; and Group 3 by higher FeO(t) values than Groups 1 and 2. The composition of in situ gahnite recovered from volcanogenic massive sulfide mineralization, Zn-rich Sedex-type mineralization and peraluminous rare-element mineralized granite and pegmatite also was determined. The composition of the gahnite obtained from surficial samples was compared with that of in situ material. Gahnite from the peraluminous rareelement granite and pegmatite overlapped very well with surficial gahnite of Group 1. Gahnite from volcanogenic massive sulfide mineralization and Sedex-type mineralization overlapped well with surficial gahnite of Group 2. These results suggest that determination of gahnite composition in indicator mineral surveys may be useful in exploration programs when assessing the mineral potential of a region.

Tailings from the Pea Ridge iron mine contain significant amounts of apatite, which has rare-earth element values associated with it. In association with the recovery of rare-earth minerals as a secondary resource, the U.S. Bureau of Mines conducted an investigation on the recover ability of the rare-earth minerals from these tailings. The mill tailings were subjected to a phosphate flotation to separate the apatite from other constituents. More than 70-pct recovery of the rare-earth values was achieved. Based on mineralogical characterization and prior analysis of rare-earth-bearing breccia pipe material at Pea Ridge, it is proposed that processing this phosphate concentrate on a vanner table would yield up to a 95-pct recovery of the rare earths in the concentrate, with the apatite reporting to the tailings. Intensive ore microscopy studies of the original tailings to the flotation products led to the identification of monazite, xenotime, and rare-earth-enriched apatite as the major rare-earth-bearing minerals in the tailings.

IT IS almost exactly fifteen years since the discovery of the Leduc oil field and, as this luncheon is part of the Thirteenth Annual Technical Meeting of the Institute's Petroleum and Natural Gas Division, it seems, therefore, a singularly appropriate time to discuss the theme which the program committee has suggested for the occasion -the progress of the Canadian oil industry during the fifteen years since the discovery of the Leduc field. As you will see, I plan to take a few minor liberties with this suggested theme. I shall present ample evidence of growth and progress, but, at the same time, I want to refer to some areas where progress has been anything but conspicuous and to see what can be learned from these areas for the future. The achievements of the Canadian oil industry since the Leduc discovery in 1947 have been substantial, and the public is relatively familiar with the more spectacular developments.

Pennsylvania,, due to its location in the humid east, is fortunate to possess within its borders large quantities of water. Most of the State is drained by three major river systems-the Ohio, Susquehanna and Delaware. This abundant supply of surface water has been widely utilized throughout the State, but today other sources of water must be developed due to the increasing demands for water, die largest undeveloped source of water in Pennsylvania is ground water. Pennsylvania is also fortunate to possess extensive coal resources. These coal resources have contributed measurably to the development and prosperity of the States Coal and water&apos;s - two valuable resources - have been necessary for the development and industrialization of Pennsylvania, The State needs both resources but can no longer afford to develop one while adversely affecting or destroying the other, We are aware of the effect of coal mining on surface water, but coal mining can also materially affect subsurface water, This effect will according&apos; to the local geologic conditions.
