Critical minerals are becoming more important in our technological society because they are used in many of our electronic devices, batteries, and magnets. In New Mexico, low to moderate concentrations of critical minerals are found in Late Cretaceous coal and related strata in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, REE, and Critical Minerals) program. The New Mexico coal, humate, and clinker deposits are relatively low in REE (<325 ppm TREE), Li (<90 ppm), V (<168 ppm), Co (<51 ppm), Ni (<108 ppm), Zr (<557 ppm), and many other critical minerals compared to normal economic deposits. Some of these rocks are enriched in Al2O3 (<40%) and Sr (<3740 ppm), both critical minerals. Common minerals hosting the critical minerals in these rocks include clay minerals, zircon, and rutile/anatase. As the demand for some of these elements increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics. Ultimately, economic potential will most likely depend upon production of more than one commodity, maybe even from coal, humate, and clinker deposits.

The tremendous increase in the use of metals that have been prcpared by the various cold-working processes during recent years has greatly stimulated the investigation of problems concerned with the fundamental nature of these processes. It has been observed in practice that different methods of bringing about the same dimension changes in a sample result in a rather wide range of properties. Cold working reduces the ductility of a metal, or what is perhaps more nearly correct, its "working capacity," and naturally the manufacturer wishes to produce an article that has as large a working capacity as possible, and to produce it with the smallest number of operations. It has also been known for some time that cold deformation produces a parallel alignment of the crystal grains of a metal, and that the type of this preferred orientation depends to some extent at least upon particular processes employed in the deformation. The present investigation has for its purpose the study of the relations between the various factors of a cold-working process and the preferred orientation of the metjal crystals resulting from this deformation. The work is chiefly confined to a study of cold-drawn seamless tubing. Preparation of Samples The tubing samples used in this investigation were made of steel having a carbon content of 0.10 to 0.20 per cent, and were drawn on a standard type of draw bench. In order to obtain the large reductions, the annealed stock was coated with lead, for purposes of lubrication. The reductions of area stated refer to reduction from the annealed condition without intermediate heat treatment. The cold work was done as nearly as possible at room temperature. The samples of wire and strip used for purposes of comparison were of steel of approximately the same carbon content and were prepared in the manner indicated. Up to the present time, according to Hansen1 and Haughton,2 the constitution of the bismuth-indium system has not yet been published. The generally accepted value for the melting point of indium, as listed in most scientific journals and textbooks, is 155°C. Recently, however, H. M. Davis3 has determined a new melting point for indium of 257.3°C ± 0.1°C. Since bismuth has been used in preponderance as an alloying element in the majority of low-melting alloys, and indium has been used with considerable success in lowering the melting points of low-melting alloys,4,5 an interest has been developed in the application of these two metals, making a complete knowledge of the constitution of its alloys desirable. In this investigation, the melting point of indium reported by H. M. Davis has been found to be substantially correct. A value of 157.2°C ± 0.5°C was determined. The two eutectic compositions have been placed at 34 and 50 pct bismuth with their respective eutectic temperatures as 72.4&apos;C ± 0.5°C and 90°C ± 0.5°C. The bismuth-indium phase diagram has been determined by thermal and microscopic analysis and is shown in Fig I. THERMAL ANALYSIS Granulated bismuth and indium shot, having a guaranteed purity of 99.99 and 99.95 pct, respectively, were melted in a carbon crucible by means of a laboratory heater. To minimize oxidation of the alloys, a heavy mineral oil (Nujol) having a high flash point was used. A platinum-platinum rhodium thermocouple 0f fine wire encased in a thin-walled Pyrex glass tube, about 1/8 in. in diameter, was connected to a type K potentiometer for temperature measurements. The thermo-couple was calibrated against the melting points of tin, bismuth, and the silver-copper eutectic and the boiling point of water. Since the temperature readings could be reproduced to 0.2°C, and the accuracy of the temperature standards in this range is slightly better than 0.5°C, it seems reasonable to assume that the temperature readings are reliable to approximately 0.5°C. The cooling rate could be controlled by varying the amount of insulation surrounding the crucible. Three or four layers of asbestos paper, 1/16r, in. thick, sufficed to give a cooling rate of from 1° to 2°C per minute. Undercooling was slightly noticeable. This condition was minimized by vigorous stirring, since the advantage of using slower rates was too small to justify the greater expenditure

"Every year during the Transportation Research Board (TRB) Annual Meeting in Washington D.C., the Federal Highway Administration (FHWA) National Geotechnical Team (NGT) takes time to talk about what we are doing in research, training development and policy support. At times, I have jokingly referred to it as the State of the Program Address, but we do see it as an important opportunity to update our transportation partners on priorities and needs for the program.This update is really a snapshot of the program during the previous year, with a look at projects that are currently active. Activities undertaken by the NGT are funded from multiyear roadmaps maintained by the FHWA program and research offices, and reflect trends and opportunities affecting and influencing transportation geotechnics now and in the future. The roadmaps identify activities in research, development, guidance, technology transfer and training that will be accomplished by the NGT through and beyond FY 2020 in eight broadly-defined focus areas: • Extreme events, geohazards and sustainable geotechnics• Performance management• Reliability-based design and construction• Advanced geotechnical modeling• Alternative delivery methods• Design and construction optimization• Site characterization• Quality assuranceThe process to identify focus areas and to develop activities that will be addressed by the NGT is guided and informed through input from the FHWA NGT members, and considers feedback and input from State Departments of Transportation (DOTs), FHWA Division offices, industry and academia. This process is revisited annually to review not only the activities that are currently funded, or will be funded, but also to review the relevance of the focus areas with respect to the future needs of the FHWA, State DOTs and the transportation community.In 2016, the NGT was successful in delivering several products that will advance the state of the practice and that better support policy. Products developed included research reports, design and construction guidance, and training courses. In 2017, the research and program offices will continue to work on projects that fit within our prioritized plan and that positively impact the geotechnical community as a whole. A listing of recently completed and currently active projects is provided below."

Shock tubes are used to simulate large-scale arena explosions without the use of full-scale arena sites that utilize large quantities of explosives. Instead, small explosive charges can be used to drive shock tubes. When this is done, the geometries of the explosive charges can alter the resulting pressure time curve. A common geometry chosen for the explosive charge is a sphere in order to be congruent with the spherical shockwave that emanates symmetrically in three dimensions from the detonation point. This paper reports on the findings from experiments that study the effects of altering the charge geometries and explosive types while keeping the TNT equivalency constant. Peak pressures and durations were affected by these changes. Directional phenomena are exaggerated by the use of certain charge shapes and detonation points. The speed of the detonation front in the explosive being greater than the speed of the shockwave in air played a critical role in the resulting pressure time waveforms. Waveform manipulation can be used to generate job specific waveforms that ultimately benefit the shock tube operators and their clients.

DURING the comminution of a brittle material in the presence of dry air, no known phase change or chemical reaction takes place. The energy changes associated with the comminution are those of the transformation of kinetic energy into heat energy and the energy absorption represented by the actual rupture of molecular and/or ionic bonds. The random nature of the actual grinding process in a tumbling-mill often precludes the effective application of a rupture force on each individual particle of brittle mineral present. The result must be a great deal of useless vibration on an atomic scale in both the brittle mineral and the grinding medium below the elastic limit, which vibration is eventually manifested as heat energy in the mill. The actual rupture of molecular, or ionic, bonds creates new surface on the brittle minerals; each square centimeter of this new surface then must possess a number of potential bonds, each of which could reform theoretically with the release of energy. The sum total of this potential energy of bonding per unit of new surface, minus bond satiation effects of the enclosing gas or liquid, must be the surface energy of the mineral. If the comminution of the brittle mineral were carried out within the chamber of a calorimeter, the energy released as heat could be determined rather accurately. Moreover, the total kinetic energy input to the comminuting mass (mineral and medium) conceivably could be derived by a suitable torquemeter and revolution counter if the whole calorimeter were revolved. The difference between these two energy figures should then represent the net energy (gross energy input—heat enerb output) used in creating new surface, gliding or slip on atomic planes, twinning, and possibly other lattice rearrangements within the mineral. If it be postulated further that with a hard, brittle crystalline material, such as quartz, the energy used to produce gliding, twinning, and other permanent lattice movements is a very small fraction of the total net energy absorbed, then this energy absorption within the grinding calorimeter can be ascribed to the creation of new surface energy alone. Such energy is, from the thermody-namic standpoint, the true effective work of the grinding device, in this case a tumbling-medium mill. The ratio of this effective work (in calories) to the total energy input (in calories) should express the thermodynamic efficiency of the comminution taking place under the conditions used in the grinding calorimeter. This approach to the measurement of the energetics of tumbling-mill grinding was suggested by some previous work by Fahrenwald and coworkers&apos; with a laboratory ball mill and a thermometer. They measured the efficiency of grinding based on the formula: Pct Grinding Efficiency = Energy (calories) — Thermal Energy x 100 1npZ Output (calories) Energy input (calories) Efficiencies thus measured, while grinding quartz sand, ranged from 19.7 pct to 7.4 pct. Cook in 1915,&apos; used this approach to the problem of grinding efficiencies in stamp batteries and obtained the energy input by stamp weights times drop distances and the energy output by means of thermometers and pulp flow rates. He calculated that 80 pct of the input energy to the stamp shoes was wasted as sensible heat in the ore pulp. No other studies of comminution by this method of energy differences came to the author&apos;s attention. Reasonable agreement as to the order-of-mag-nitude of comminution efficiencies in tumbling-media mills is lacking in the literature. Systems such as Davey Bickford’s Daveytronic&#174; SP blast initiation system and electronic detonators have been an integral part of drill and blast activities in Australia for over a decade, with the significant benefits of electronic blasting well documented. Since 2010 the Multiblast feature has been commercially available, which enables eight individual blast patterns (up to 1500 detonators each) to be blasted in the same firing window. Synchroblast has been in active operation since 2012, which allows a blast of up to 4500 detonators – either as a single blast pattern, or several smaller adjacent blast patterns – to be reliably initiated.Multiblast manages blasts separately but concurrently, allowing all blasts to conduct prefiring checks simultaneously from the firing point utilising only one remote blasting unit. Each blast can be selected and fired individually, in a sequence determined by the operator by scrolling through the colour display. Synchroblast automatically detects the blasting configuration, and manages all detonators as a single blast pattern. This simplifies the design and blasting processes for the mining operation.Multiblast and Synchroblast are routinely employed throughout Australia and globally in both open cut and underground operations, enabling optimal productivity due to increased blast volume and reduced operational downtime associated with blasting events.A number of case studies will be presented in this paper, detailing various mining operations that are consistently blasting in excess of 2500 detonators per blasting event as a part of standard drill and blast operations. "The World Wide Web (the web) provides a very useful resource for the enhancement of teaching and research dissemination. This paper advocates that researchers take control of this resource and become actively involved in creating web content. Two examples of the use of the web in a materials setting is provided. The first illustrates how a concept quiz for teaching can be developed. The second shows how a materials processing model can be run in real time over the web. INTRODUCTION THE Furbero oil field lies in the Gulf coastal plain of Mexico between the important ports of Tampico and Vera Cruz and about one-third of the distance between the two points from the latter (Lat. 20° 22&apos; N., 97° 30&apos; W. Gren.). It is in the State of Vera Cruz, about 14 miles west by south of the village of Papantla in the canton of the same name, and is the most southern of the developed oil fields of the Tampico-Tuxpam region being a distance of 50 miles south by east from the Potrero del Llano field and 42 miles in the sane direction from the Alamo field. The field has been developed by the Oil Fields of Mexico Co. and is in the midst of a large block of lands owned or leased by then. Communication is through the port of Tuxpam with which it is connected by a narrow-gauge railway and 6-in. pipe line some 52 miles in length. This field is of more than ordinary interest since it represents a type of oil deposit hitherto unknown. So far as I am aware, no other commercially valuable deposit of oil is known to occur under conditions of accumulation similar to those found here. The igneous nature of the so-called `sand&apos; encountered in drilling was not recognized until a number of wells had been drilled; and it was not until recently. that the geological relations of the sill or laccolith, which gives rise to the accumulation of oil, were known and the so-called `anticline&apos; was known to be, in part at least, the result of igneous intrusion. Geological surveys in this general region were made in 1900-1901 by W. H. Dalton and in 1907-1909 by P. C. A. Stewart, F. W. Moon, Leonard V. Dalton, and Dr. Max Muhlberg. More recent surveys have been made, however; under the direction of the author, by E. L. Ickes, B. C. Belt, B. Hartley, and Harve Loon-us. Notes of the earlier examinations were not available with the exception of the report by Dr. Muhlberg who apparently first recognized the true nature of the Furbero intrusion. A basic problem in connection with manganese is to find economical ways to utilize domestic resources. As a part of its program to conserve domestic mineral resources and to reduce dependence of foreign sources, the Bureau of Mines had conducted extensive research to broaden manganese technology and to find economical, technically-feasible processes for recovering manganese from these low-grade resources. This paper analyzes some of the major difficulties which have been encountered in previously proposed processes for treating low-grade manganese ores and discusses a process which may circumvent many of these difficulties. Vast deposits of low-grade manganese ore exist in the U.S., yet domestic production is insignificant compared to the more than 2 million tons of ore imported yearly into this country.&apos; A basic problem in connection with manganese is to find economical ways to utilize domestic resources.2 As a part of its program to conserve domestic mineral resources and to reduce dependence on foreign sources, the Bureau of Mines has conducted extensive research to broaden manganese technology and to find economical, technically feasible processes for recovering manganese from these low-grade resources. Although a great many processes have been proposed for treating domestic manganese resources, a failing of many of them is that too many steps are involved for economical operation.&apos; Some of the major processes that have been proposed were reviewed by Norman and Kirby.3,4 Chlorination processes have become increasingly useful as a means of recovering valuable metals from raw materials, because the relative cost of chlorine (Cl2) and hydrogen chloride (HC1) has decreased through the years, and because the corrosion resistance of materials of construction has been improved. The objective of these processes is to form metal chlorides that are more volatile or water-soluble than are the corresponding oxides or sulfides; these compounds then can be separated from the gangue or other minerals by volatilization or leaching. Several chlorination processes for the recovery of manganese have been investigated by the Bureau of Mines5-8 and others; the major chlorination processes were reviewed in 1963, and their main features were compared.4 In all these processes, the simultaneous leaching or volatilization of iron chlorides with manganese chloride (MnCl2) is a problem, and the more iron that is present, generally the greater the problem. The leaching step is not highly selective, and the product of this step is, at best, suitable only for the production of ferromanganese or for further processing to remove iron. The product of the volatilization step is, in all cases, a mixture of iron and manganese chlorides that contains too much iron even for ferromanganese production, and must undergo additional processing steps for iron removal. THERMODYNAMIC CONSIDERATIONS The literature indicates that the desired chlorination reactions will proceed at practical rates at temperatures near 1200°K (927°C). Free energy changes at 1200°K for the critical steps of the reduction and chlorination reactions9-11 follow: Most of the research on chlorination processes for manganese recovery has been done with HC1 rather than with C12, for the following three main reasons: 1) Recycling of the chlorinating agent, which is economically vital, appeared to be easier for HC1

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

Gold has always been a crisis investment. For centuries gold has been considered globally the money of last resort. In time of war, inflation, financial uncertainty, political upheaval there has with few exceptions always been a flight to gold. The gold paradox simply is that even though we have gone through for the past handful of years all the kinds of. anxieties that would cause the gold price to rise, it has instead dropped drastically. Figure 1. illustrates the important factors that influenced the gold price significantly up or down before 1987. Obviously, since then, even though we have had wars, inflation, financial problems involving breaking banks and thrifts let alone collapsing financial institutions, the gold price has both in the long-term and the short-term trended downwards. Figure 2. depicts the gold price path since 1987. If the presence of time-honored and time-tested factors that should have driven the gold price up didn&apos;t do the job, then logic dictates that new factors to drive the gold price down and keep it depressed arose. And they did. But before addressing these depressants permit me to turn to the arcane art of gold price prediction and fore-casting.

Based on the findings within their report to Congress, the US Environmental Protection Agency (EPA) announced that it had decided not to regulate mining wastes under the hazardous waste regulatory program. However, they found that some mining wastes are hazardous and may be causing environmental damage. Cyanide wastes from heap leach operations were included in this group. In evaluating the effects of cyanide use in mining one finds a significant lack of information on the fate of cyanide in soils. Cyanide attenuation and degradation of soils is important, because ground water is a major potential pathway for cyanide contamination. There is a strong potential for cyanide to be removed from solutions as it migrates through soils· by volatilization, chemical reaction, adsorption, oxidation and biological processes, but no definitive investigation has defined these mechanisms adequately to be able to predict the fate of cyanide in soils.

Recent research both on active and fossil systems has demonstrated that shallow subseafloor replacement processes are not only viable depositional mechanisms for massive sulfide mineralization, but likely contributed as a major component of the mineralization occurring in large VHMS deposits and in many present-day seafloor hydrothermal systems. In the giant Neves Corvo deposit, as in many others VHMS deposits of the Iberian Pyrite Belt, there is overwhelming evidence for silicate-sulfide replacement processes being largely responsible for the efficiency of the ore-forming systems and huge size of the deposits. Textural evidences at all scales, coupled with a well-constrained mass-balance geochemical analysis, indicate that extensive replacement in the lavadominated volcanic rocks of the footwall sequence, and disseminated replacement mineralization in the volcaniclastic and/or sedimentary units were major mechanisms of ore formation in the Neves Corvo deposit. Shallow metal deposition prior to fluid discharge on the seafloor is likely to play a major role in seafloor massive sulfide mineralization. This premise should be envisaged as critical in evaluating the economic potential of seafloor resources, and should certainly be part of the equation when plans for seafloor mineral exploration missions are drawn.

In its investigation of old, abandoned, lead-zinc mines at which records of operations are not available, in 1914 the Bureau of Mines dug surface trenches anti&apos;, in 1947 It diamond-drilled three holes at the Albright Farm deposit in Sinking Valley. Some good lead-zinc ore had been extracted from veins in dolomitic limestone during the time of the American Revolution and as late as 1870. Since that time the only activity was sporadic prospecting and developing. Thu Bureau of Mines disclosed two additional veins by surface trenching, but diamond drilling failed to find significant lead-zinc mineralization.

Introduction Estimates performed on potential future plants must by their very nature be either order-of-magnitude or budget (preliminary) estimates. Of the three types of estimates recognized by the American National Standards Institute (ANSI Standard Z94.2), order-of-magnitude and budget estimates are the least accurate. Order-of-magnitude estimates have an expected accuracy of plus 50 percent to minus 30 percent. In other words, it is anticipated that actual project cost will be no more than 50 percent above the estimate and no less than 30 percent below the estimate. Budget estimates, or preliminary estimates as they are often called, have an expected accuracy of plus 30 percent to minus 15 percent. The reason that greater accuracy cannot be expected in performing estimates on proposed new facilities is simply that insufficient data is generally available to permit performance of a highly accurate estimate. As stated in ANSI Standard Z94.2, a definitive estimate, i.e., an estimate with an expected accuracy of plus 15 percent to minus 5 percent," . . is an estimate prepared from very defined engineering data . . . (including). . .as a minimum, fairly complete plot plans and elevations, piping and instrument diagrams, one line electrical diagrams, equipment data sheets and quotations, structural sketches, soil data and sketches of major foundations, building sketches and a complete set of specifications." In other words, the engineering of the project must be fairly well underway to permit a definitive estimate to be performed. Such is the case only after the construction decision has been made, all potential alternatives evaluated, and major expenditures committed for a particular course of action. This situation is beyond the scope of this chapter. The chapter is directed to comparison of various technological alternatives for which site specific engineering data is not generally available. Accordingly, such comparisons can be made only by utilizing preliminary or order-of-magnitude estimating techniques.

Kerosine, fuel oil No. 2, vapor oil, and fuel oil No. 6 were separated into general hydrocarbon fractions by ion exchange chromatography and adsorption chromatography. The collecting properties of these fractions were evaluated by flotation of molybdenum and copper minerals from a natural chalcopyrite ore. Paraffin fractions and aromatic fractions of low polarity produced the best molybdenum recoveries. Selective flotation of molybdenite from copper sulfide minerals was not possible with any of the chromatographic fractions.

Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."
