Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. This paper will explore the perceived benefits and disbenefit of including the project Risk Register with bid documents; format and content that should be transferred and lessons learned using the case history of bidding and early construction phase of the Bi-County Water Tunnel in Montgomery County, MD

As for future surveys of large areas, the exploration for physical contrasts will be made from the air, using aeroplanes, helicopters, etc. Already electrical and magnetic methods have been designed whereby the instruments are carried in the aircraft and by automatic recording the location of anomalies is made in a simple enough manner. Macelwane.*—Someone has said that if a person knows his subject well enough he can explain it in words of one syllable. The point is well taken and I think the converse is also true. If a person cannot explain a subject clearly in simple words, it is either because he has not sufficient command of the language, or he is not master of his subject. Now it is obvious, it seems to me, that the remedy for both of these unfortunate conditions lies not in less education, but in more. If Dr. Lundberg has met geophysicists who confused and discouraged prospective clients by their inability to talk the language of the mine owner or of the mining engineer or geologist, the fault most probably lay in the geophysicist's lack of sufficient training; but it may also have been the want of ordinary common sense, which no amount of education can supply. It is hard to understand the position taken by Dr. Lundberg. Does he regret his own extensive training? noes he wish to say that he would have had greater success in geophysics if he had been only a mine hand with an instrument and a rule of thumb? As a matter of fact, I find it rather difficult to account for his presentation before this Committee on Geophysics of an emotionally distorted picture of the Report of the Committee on Geophysical Education, after the lapse of an entire year since the Report was read and discussed in its proper place, unless he honestly thinks he is handicapped by his knowledge and training and wishes to warn the whole profession against a similar fate. I regret that I am obliged to disagree so emphatically with Dr. Lundberg's thesis— but I believe it would be dangerous if left unchallenged, both because of the inaccurate statements it contains concerning the recommendations made in the Report and because of the ultimate discredit that would be bound to fall upon genuine geophysics if Dr. Lundberg's recommendations were extensively followed out. Kelly.*-—The argument that a science and its practitioners can be improved by debasing the standard of educational preparation is indeed a strange argument to come from the pen of a man with the education of Dr. Hans Lundberg. "IntroductionAlthough iron formations were recognized in western New Brunswick about 1820, commercial production was not achieved until 1848. The Jacksonville deposits near Wood stock were developed first, and ore was treated at a blast furnace constructed 5 km to the southeast on the Saint John River. Several charcoal burners were also constructed. Pig iron was produced sporadically until 1884, when operations were finally suspended. There was little further interest in the area until 1953, when Stratmat Ltd. initiated an ambitious exploration program. At the same time, the company carried out research on an electric-reduction process to produce metallic iron and ferromanganese. The technical feasibility of this process (Udy process) was confirmed, however the high energy costs were prohibitive and work ceased in 1957. Some metallurgical research was carried out by Mandate Refining Ltd. about 1970 and more recently by the New Brunswick Research and Productivity Council.The Years Prior to 1848New Brunswick became a separate province in 1784, shortly after the influx of a large number of Loyalists from the United States. Man y of these people sett led along the Saint John River, including the area of excellent farmland near the present town of Woodstock.There were indication s that some of these earl y settlers recognized iron formations in the vicinity of Woodstock about 1820, however the nature of the deposits was not known until 836 when Dr. C.T. Jackson, a geologist commissioned by the Stat e of Maine, investigated the mineral potential of the area. Jackson (1836) described the ""ore"" as compact red hematite yielding 44 per cent pure metallic iron, and suggested that sizable tonnages may be present. It was about this time that an extensive limonite deposit was found in north-central Maine, near Mt. Katahdin. Other iron deposits were found in the Nictaux area of Nova Scotia, and a few years later at Londonderry."

The Lake Superior iron-mining district includes parts of the States of Michigan, Minnesota, and Wisconsin. The laws of each State provide for an industrial commission and for inspection of mines. The following extract from the General Orders on Mines, effective October 25, 1937, issued by the Industrial Commission of Wisconsin, is the only reference to the use of safety catches on mine cages or skips found in the laws and regulations in the Lake Superior iron-mining district: Order 316 - Cages for Hoisting Men. (c) Sides, Gates, and Safety Catches. ***Every cage shall be provided with safety catches of sufficient strength to hold the cage with its maximum load at any point in the event the hoisting cable should break. (d) Testing Safety Catches. The safety catches of cages and skips used to hoist men shall be kept well oiled and in good working order. They shall be tested at least once each month by tying up the cage or skip with hemp rope, lowering a few feet of hoisting cable on top of cage, then cutting the hemp rope, provided that any other system of testing, which is equally effective, may be used.

The South African platinum industry finds itself in the midst of a rapidly evolving society that is no longer characterized by the apparent stability of the previous decades. The features of this society include increasing global competition, rapid technological innovation, a declining skills pool, major political transformation, a more challenging working environment as the mines reach deeper into the earth?s crust and a greater concern for human welfare. It is therefore axiomatic that new ways will have to be found to engage the all-pervasive change in the mining environment. Although in general terms project management is a universal endeavour for managing change, it takes place in a specific socio-techno-economic environment and geographical setting that gives it a particular context. The argument of this paper explores, analyses and synthesizes the impact of these changes on the emerging project management methodology. In essence, the management of change will inevitably contribute to the emergence of new dilemmas, issues and challenges. The change management process and procedures will also be affected by this change and in response, drive internal change of its own structures and organization. And, therefore, a new paradigm of project management will become apparent. A new project management model will then be proposed to the industry.

THE problem of segregation and cavities in steel ingots is a subject which has given and is still giving metallurgists, en¬gineers, and operators matter for serious consideration.. This question has come more into prominence lately in the United States, clue largely to the desire of railroad engineers to secure a better rail than they have obtained in the past, as the service they demand is increasing in severity; and no doubt manufacturers will be able to meet what is required of them. The rails here are as good as those made in other countries, but the conditions of service and the extremes of climate are more severe and consequently more breakages occur. Various reasons have been advanced to explain why rails may not be as good in quality to-clay as in the past. Some engineers consider that modern methods of manufacturing, designed chiefly to obtain large output, tend to reduce the standard of excellence of more deliberate methods. Others think that 4-ton ingots are worse than those of 2 tons. Again, it is .stated that the 100-ton heat in one ladle is too large, and is a :step in the wrong direction in casting. My experience upon the question of the size of the ingot is that in rolling rails of from 85-to 100-lb. sections, the range of ingot is only practically such that the difference in the size does not help in the question of segregation, cavities, or blow-holes.

Great Salt Lake Minerals & Chemicals Corporation (GSL), a subsidiary of Gulf Resources & Chemical Corporation, is located on the east side of the Great Salt Lake, approximately 20 miles from Ogden, Utah. GSL processes brine from the north arm of the lake to produce potash, salt cake, salt and magnesium chloride brine. Potash fertilizer, in the form of K2SO4 is GSL's primary product. The GSL Sulfate of Potash Complex The GSL potash complex (depicted in Figure I) is divided into a solar evaporation pond system and the process plants. The solar,evaporation system consists of a 17,000-acre (68.8 Km2) ponding operation where the various salts deposit during the summer evaporation season, and a harvesting operation which recovers the deposits during the remainder of the year. The harvest is either preconcentrated in the flotation plant or processed directly in the chemical plant where sulfate of potash (SOP) is produced. The chemistry of the lake brine results in a solar deposit con¬taining primarily kainite (KCl-MgSO4.3H20), schoenite (K2SO4?MgSO4^ 6H2O), and halite (NaCI), with some carnallite (KCl.MgCl2.6H20) and epsomite (MgSO4.7H20). Other minor minerals may be deposited, depending upon the weather during the evaporation season. Each year, the solar deposit in the evaporation ponds will greatly depend upon the summer weather conditions, which have in the past proven to be quite unpredictable. Weather may alter both the quantity of the solar deposit and the composition of this deposit. During the Summer of 1997, rock excavation was carried out for construction of the Centre Block Underground Services building (CBUS) abutting the most historically significant structural complex in Canada, the Parliament Buildings in Ottawa. Controlled blasting was required for the removal of 25,000 cubic metres of limestone bedrock within the ten week time window of Parliamentary recess. A test blast program carried out in 1996 had established that close blasting was viable even within the very restrictive limits considered necessary to preserve the structural and cosmetic integrity of these historic structures. In total 300 blasting operations were required to complete the excavation, including the 20 test blasts conducted in 1996. Based on attenuation characteristics established for the site during the trial blast phase, the blasting contractor proposed excavating the CBUS site in three zones. Each zone contained differing drill patterns, depths and explosive loads. Vibration intensities, air concussion levels and displacements across representative existing cracks were measured and recorded at numerous observation points within and around the Centre Block and the Library of Parliament, as well as on the grounds of the Parliamentary Precinct. The blasting portion of the excavation was completed within budget in less than eight weeks, well within the tune window available. Comparison of very extensive pre and post-blast condition surveys revealed no damage to the existing structures on Parliament Hill as a result of these operations.

The emergence of Impact and Benefit Agreements (IBAs) in the Canadian mining sector has been read by many as a positive governance innovation. Negotiated directly between mineral resource developers and Aboriginal communities with limited government interference, IBAs serve to manage impacts associated with a mining project and deliver tangible benefits to local communities. Notwithstanding their increasing use and significance, limited systematic analysis has been undertaken to determine whether they are, in fact, working. This paper reports on the effectiveness of a number of IBAs negotiated in support of three northern Canadian diamond mines, drawing on evidence from time-series data, key informant interviews, and focus group meetings in Yellowknife and Dettah, NWT, and Kugluktuk, NU. While some deficiencies were apparent and perceptions of effectiveness varied somewhat by Aboriginal community, the IBAs were generally found to be meeting their objectives, especially with respect to the delivery of benefits. For Aboriginal communities affected by mineral development in the Canadian North, this represents a significant change to typical outcomes of the past. Moving forward, research on IBA effectiveness needs to adopt a longer timeframe and begin to gauge the degree to which IBAs are able to address long-standing concerns associated with hinterland resource extraction beyond their agreement-specific objectives.

The Mississippi embayment ball clay region, including western Kentucky, western Tennessee, and northwestern Mississippi, accounted for more than 95% of the total U.S. ball clay production during 1985. Other producing states during the year were Texas and Maryland. The U.S. Bureau of Mines reported total domestic production for 1985 of 910,000 short tons. The United States exports approximately 20% of the annual ball clay production. Geologically, the ball clay deposits are sedimentary in origin and occupy the north- eastern flank of the Mississippi embayment. The commercial deposits have been confined to the Claiborne and Wilcox formations within mid to lower Eocene and upper Paleocene age strata. The deposits are lenticular in nature and highly variable in areal extent and thickness. They exhibit very abrupt lateral boundaries and are bounded laterally and vertically by unconsolidated sands, silts, and waste clays.

The White Pine orebody is characterized by a high lateral stress or highly faulted and joined conditions. Because of these difficult conditions roof support has always been a main concern. Mechanical bolts were widely used in the early seventies; however, it became apparent that major improvements in ground control were required if safe operation at White Pine was to be continued. The first step was taken in 1973-1974 with the testing of resin bolting. Record of caves and roof-falls with either type of support demonstrated superiority of resin bolting versus mechanical bolting - Safety was dramatically improved which was the absolute first consideration; however resin bolting was still more expensive than mechanical bolting. In order to generalize resin bolt installation, the second step was therefore to acquire special roof bolters compatible with resin bolting. The machine was to enhance the safety of the operation. This was achieved by the acquisition of the Secoma bolting machine equipped with an automatic bolting turret. Being a "hands off" operation the safety of the operator is total. Using a fixed taped attachment of the drill steel on the chuck a front guide and an automatic regulator torque thrust on the steel drilling in small diameter was possible. Being a fully automatic process only one operator is required per machine versus two operators with the conventional machines. The two main objectives were reached enabling the extension of resin bolting to the whole mine.

Tailings dam construction and operation of Rosario Dominicana's gold/silver mine in the Dominican Republic is described. Impoundment of 8.5 kt/d of cyanide-process tailings is required in an intensive agricultural area which is also an earthquake and high rainfall zone. The earthfill embankment dam, incorporating internal gravel drains, is described together with methods of construction used. Methods of tailings transport, solution reclaim, and runoff water diversion that have evolved are discussed.

A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

AS thin most important and vital component of an airplane aluminum hay rapidly become the heart and tome- of the war program. Compared with the 1939 production of tons of primary ingot coming from four plants, all owned by the Aluminum Company of America the 1942 figures are more than three timer as large. Including, recoverable scrap and contracted ingot from Canada the 191,, supply of aluminum for the United States will be over siren times dial of 1939- A substantial part of this increase has been achieved during the past year as total production in 1941 was only some 307,500 tons. During 1942 six great new ingot plants sponsored and owned by the Government have come into production and three others are nearing completion.

Cu-0.8Cr-0.1Zr alloy were prepared by atmospheric melting. the microstructure and properties of the CuCrZr alloy after first cold rolled, solid solution, second cold rolled and aging treatment were analyzed by using optical microscope, electrical conductivity analysis and Vickers hardness tester. The results show that with the increase of the first cold rolled deformation, the grain breakage becomes more serious, and the cold hardening becomes more obvious and the hardness increases. The conductivity and peak hardness of the first cold rolled (reduction of 30% and 60%) alloys after solution, secondary cold rolled and aging treatment reaches 81 %IACS and 187 HV, respectively. However, the conductivity in the CuCrZr alloy with a higher rolling degree (reduction of 90%) after solution, secondary cold rolling and aging treatment is significantly higher, and the conductivity and peak hardness is 85.8 %IACS and 178 HV, respectively. INTRODUCTION CuCrZr alloy has been widely used in domestic industry for its excellent comprehensive properties such as high strength and high conductivity, especially in the contact wire and lead frame of high-speed railway (Sun, Tao, & Lu, 2015; Mishnev, Shakhova, Belyakov, & Kaibyshev, 2015; Zhang et al., 2016; Fu et al., 2017). In recent years, a lot of research has been done on how to improve the strength and conductivity of CuCrZr alloy. However, the high strength and high conductivity of copper alloys are contradictory characteristics. On the one hand, the addition of alloying elements is conducive to solution strengthening and aging strengthening; on the other hand, too much alloying elements in copper alloys cause defects in the lattice of copper matrix, resulting in a serious decline in the conductivity of copper alloys (Martienssen & Walirmont, 2005). How to obtain high strength and high conductivity at the same time is the main problem. At present, the main research methods are adding microalloying elements, thermomechanical treatment and severe plastic deformation to study the electrical conductivity and mechanical properties of CuCrZr alloys. For example, Xie et al. (2011) added trace Ag to the Cu-0.26 wt%Cr-0.08 wt%Zr alloy, and the size of precipitated phase Cr and Cu4Zr became smaller and the mechanical properties of the alloy were improved. Su, Dong, Liu, Li, & Kang (2004) found that the addition of trace Mg in CuCrZr alloy inhibits the growth of precipitated phase and reduces the internal stress around the precipitated phase. At the same time, the size of precipitated phase becomes smaller and the peak aging strength of the alloy is improved. Pang et al. (2013) found that adding trace Ni and Si to the CuCrZr alloy could improve the peak hardness, softening resistance and precipitation morphology of the alloy. Experiments shows that the grain size was significantly refined by equal channel angular extrusion combined with aging treatment, while the strength of the alloy was increased, and the electrical conductivity of the alloy did not decrease (Vinogradov, Patlan, Suzuki, Kitagawa, & Kopylov, 2002; Saray, 2016); Kermajani, Raygan, Hanayi, & Ghaffari (2013) showed that the strength of CuCrZr alloy can be improved by rolling at 500 °C. After 150 minutes of aging treatment, the strength and conductivity of the material increased to 431 MPa and 81 %IACS, respectively. Takata, Ohtake, Kita, Kitagawa, and Tsuji (2009) noted that the strain hardening, uniform elongation and tensile strength of the nano-precipitates produced by the mechanical heat treatment process can be notable enhanced. The mechanical and electrical properties of CuCrZr alloy can be improved by combining large plastic deformation with aging treatment in the test process (Gao, Huttunen-Saarivirta, Tiainen, & Hemmila, 2003; Huang et al., 2003; Xia et al., 2012; Zel’dovich et al., 2014).

"The Sudbury area environment became drastically altered commencing in 1871 with lumbering, repeated fires and early open roasting operations from 1887 to 1929. These combined factors had such a pronounced effect that approximately 24 square miles were totally denuded of any vegetation and 87 square miles were semi-barren to somewhat stressed.The two nickel producing companies in the area have reduced the sulphur dioxide emissions considerably over the years. Falconbridge Limited, alone, reduced sulphur dioxide emissions by 77% from 1971 to 1984.These reductions have resulted in improvements to the air, soil, lake and vegetation quality in the Sudbury area.INTRODUCTIONThe Sudbury area environment became drastically altered commencing in the 1870's with lumbering, repeated fires and early open roasting operations from 1888 to 1929. These combined factors had such a pronounced effect on the Sudbury environment that approximately 24 square miles (64 sq. km.) were totally denuded of any vegetation and 87 square miles (225 sq. km.) were semi-barren.Over the years, the Sudbury area environment has improved considerably. This has been due to emission cutbacks by both Inco Metals and Falconbridge Limited, coupled with industry, government and community reclamation programs. Before the improvements are discussed, a better understanding of the historical degradation is required."

FOREWORD A SERIES of papers on strategic and otherwise important mineral products was prepared some ten years ago under the joint auspices of the Committee on Foreign and Domestic Mining Policy of the Mining and Metallurgical Society of America and the Committee on Industrial Preparedness of the American Institute of Mining and Metallurgical Engineers. These papers were later published in a joint volume entitled International Control of Minerals (1925). Amongst them was one on manganese. The Subcommittee on Manganese prepared its paper in two forms. One was intended for inclusion with the series above referred to and approached its subject more particularly as an international problem. The other dealt more definitely with manganese as an element in the problem of national defense. This last was first written under date of January 24, 1924 as a confidential report, for and at the request of the War Department. It was later released and published, in slightly modified form, as a separate pamphlet by the Industrial Preparedness Committee of the American Institute of Mining and Metallurgical Engineers. After the lapse of eight years, in view of the vital position of manga-nese in the problem of industrial preparedness against a war emergency, the War Department made a request to have the conclusions of 1924 reviewed and brought up to date. To comply with this request the manganese subcommittee was reconvened (with a somewhat changed personnel) and exhaustive studies were once more made of the entire subject of manganese. A new report, with specific recommendations, was submitted to the War Department in February, 1932. This second report is now herewith released for publication. Certain specific conclusions and recommendations as expressed to the War Department are omitted. Otherwise the report stands as prepared and submitted by the manganese subcommittee of 1931.
