The Japanese Government promulgated the æLaw Concerning Special Measures Against DioxinsÆ on 16 July 1999 and it was enforced on 15 January 2000. This is a unique law specialised to protect the environment by the control of dioxin emissions from waste incinerators and several industrial processes. In this law, a few metallurgical processes other than waste incinerators are designated as æspecified facilitiesÆ emitting certain dioxins. Thus, emission standards for dioxins to the air were set for electric arc furnaces (EAF) for steelmaking, iron ore sintering, zinc recovery from EAF dust and aluminum recycle processes. In this paper, the inventory of dioxin emissions for Japan and the recent research and development to reduce emissions from those processes are introduced. Further, some details on the formation mechanism of dioxins and future subjects for effective control of their emissions are discussed.

This paper is presented with particular reference to the findings of the OECD Advisory Conference on tunneling held last July in Washington D. C. A great deal has been said about the Conference in the past few months, but it may be appropriate to review briefly the background and objectives of the Conference to better understand how the mining community can relate its underground excavation problems to the results of the Conference. OBJECTIVES OF THE OECD CONFERENCE The world demand for tunneling (the term tunneling is used here loosely to include almost all forms of underground excavation) is expected to grow at an in- creasing rate. During the decade of the ?70's, the demand is expected to at least double by comparison with the previous decade. Much of this increase in demand will be due to the rapid growth of urbanization around the world. As urban populations grow larger and denser, the conservation of surface land and the quality of the environment become more important. This aspect of the increasing demand poses a difficult challenge to those who must plan and implement urban development.

In 1930 , 65,448 long tons of virgin or primary tin were consumed by 1,292 establishments in the United States , representing about 91 per cent of the total consumption as computed from imports , exports , and stocks at the beginning and the end of the year . The reported consumption was equivalent to 38 per cent of the world's tin production in 1930 , estimated at 171,000 tons , and was 12 per cent less than the 74,369 tons consumed by 1,307 establishments in 1928 . Decreased consumption of new tin in 1930 ás compared to 1928 was a reflection of the general industrial depression . All of the tin- consuming industries showed substantial decreases except tin plate and terneplate , white metal , and tinning , which showed small tonnage increases aggregating only 1,200 tons . The largest tonnage decrease was in the use of new tin in babbitt which declined 33 per cent in 1930 as compared to 1928. This was largely attributable to the decreased production of automobiles and trucks , which was 24 per cent lower in 1930 than in 1928. Percentage decreases in other important tin- consuming industries were as follows : Solder 18 per cent , bronze 19 per cent , tin foil 40 per cent , chemicals 23 per cent , tin oxide 44 per cent , and type metal 46 per cent . The distribution of the amount consumed by various uses during 1927 , 1928 , and 1930 is shown in table 1 . Consumption studies indicate the fact that variation in tin consumption from year to year parallels the fluctuations in demand for the already wellestablished tin products . For example , the manufacture of motor cars and trucks3 required only 11,000 tons of tin in 1930 compared to 19,000 tons in 1928 ; the canning industry continues to require the greater portion of the tin plate and much of the solder . Recently developed industries , while affecting total consumption of bearing metals , solders , etc. , to some extent , have made little change in the relative importance of these commodities as consumers of tin .

Data from autogenous and semi-autogenous tests in a 1.67m diameter mill have been analysed in terms of a new model for rock abrasion. This model defines specific rate as the rate of production of fines (material less than 13mm) per unit mass of rock, where the term “rock” is applied to all ore pieces of ore coarser than the grate size. In most cases, an allowance for preliminary rounding and cleavage was made. A method has been developed to analyse steady-state data, using piecewise fitting to the cumulative size distributions. The model was compared to the well-established models, which are based on the population balance method. The specific rate increased for all rock sizes as the volume of 100mm balls in the mill was increased. Tests using a coarser feed and smaller balls provided further evidence that once rocks are rounded, abrasion is due to localised surface damage, caused by impacts, rather than rotational shear. An allowance for rapid rounding of jagged rocks, followed by less rapid abrasion of rounded pebbles was also tested, but the analysis was not conclusive. The average specific rate is a useful measure of the capacity of a primary mill. The effect of power intensity (kW/t of ore) was also investigated as a means of extrapolating the pilot-plant data to large production mills.

This paper discusses characterisation techniques that can be applied to complex waste products from metal production and processing operations with the aim of devising treatment methods for upgrading the metal content for recycling. Two waste streams were selected to illustrate the role of characterisation in adapting mineral processing techniques to provide an effective recycling strategy. Waste products chosen were:aluminium dross, which contains metallic aluminium particles in a coarse matrix of many components; and steel shredder sludge that contains copper wire and other metallics in a matrix of plastic and natural fibres, iron oxides, metallic iron, and other compounds. Characterisation methods discussed include chemical analysis (XRF, ICP-AES, and selected specialised techniques), phase analysis (XRD, SEM, TEM, and optical microscopy), morphology (IFESEM), sizing analysis (screening, Cyclosizing, Infrasizing, Malvern sizing), and general techniques such as particle shape, surface area, and porosity determinations. The applicability of these techniques to the waste products is considered in relation to their advantages and disadvantages, and sampling issues.Treatment techniques considered for the two waste products included comminution, screening, air or water classification, simple water leaching, gravity separation, magnetic separation, flotation, and eddy current separation.Tentative flow sheets were developed for the two wastes. For aluminium dross, it was proposed to use fine crushing followed by water washing to remove soluble chlorides and aluminium nitride, and then desliming followed by flotation of the granular fraction to give a metallic aluminium-rich concentrate. For shredder sludge, it was proposed to use wet screening, water classification, and gravity concentration to produce a copper-rich product and magnetic separation to produce a metallic iron-rich product.

"The Trojan nickel deposit occurs within a pile of ultramafic lavas subjected to a lower amphibolite grade of metamorphism. The lavas form part of the Upper Greenstones (Bulawayan Group) of the Mazoe greenstone belt. The nickel mineralization occurs as disseminated, massive and near-massive sulphides. The massive and near-massive ore occurs along the basal contact of the serpentinite units and is overlain by the more abundant disseminated ore, which occurs within the serpentinite. The main sulphide minerals are pyrrhotite. pentlandite and chalcopvrite. Minor amounts of millerite and pvrite are present. The Ni : Cu ratio in all three types of ore averages 15:1.The intercumulus nature of sulphides in the near-massive ore and similar textures occasionally seen in the disseminated ore indicates a magmatic origin of the mineralization. The basal position of the near-massive and massive ore suggests that the sul­ phides settled out under gravity during the emplacement and crystallization of a peridotitic magma. The deposit has been deformed and some of the primary massive ore has been remobilized into veins and breccias. The disseminated mineralization now occurs mainly as blebs of sulphides intergrown with silicate minerals or as stringers of sulphides between foliation planes in the serpentinite."

"Srnoky River Coal is capable ofprocessing 3 million tonnes per year ofrun-of-mine coal at the Smoky River Coal preparation facilities to produce 2.1 million tonnes of high quality, low volatile coking coal for export markets. Multi-seam surface and underground mining operations are scheduled to maintain raw coal feed to the plant. Two beneficiating circuits wash the coal. A heavy medium cyclone circuit cleans the plus 0.5 mm coal and a froth flotation circuit cleans the minus 0.5 mm coal. Clean coal is thermally dried, loaded into unit trains, treated for dust suppression, and transported to west coast port facilitiesf or export. Plant by-products are used as thermal fuel Jn an adjacent power station. Quality control procedures ensure efficient resource recovery for a yield of uniform specification product, at a 7% ash level. Introduction Smoky River Coal operates surface and underground mines in the Smoky River coalfield. Approximately 3 million tonnes per year (mt/ a) of run-of-mine (ROM) coal can be processed at the coal preparation plant to provide 2.1 mt/ a of clean, high quality, low volatile bituminous coking coal. Coal is processed by heavy media and froth flotation cleaning circuits and is thermally dried.Raw Coal Characteristics The characteristics of the ROM coal, both in terms of quality and size consistency, vary with intrinsic seam qualities and mining methods employed. The two seams mined (No. 4 and No. 10) show distinctly different washability characteristics. Seam No. 4 contains relatively few middlings and can be readily cleaned by dense-medium cyclones and froth flotation to give a clean coal at specification ash content. Seam No. JO is more difficult to wash, and the ash content of the clean coal is higher than No. 4 seam at the same operating conditions. However, when the upper I m is excluded from the plant feed, the remaining lower section has washability characteristics similar to No. 4 seam. Coal mined by underground means sometimes contains caprock and consequently tends to be dirtier than similar coal mined by surface means."

This report is a compilation of preliminary and, in some cases, more extensive concentration experiments by the Federal Bureau of Mines on low-and medium-grade fluorspar ores from three localities in Nevada and one in California. The work was done on samples obtained from Shoshone mine, Nye County, Valery mine, Pershing County, and the Broken Hills mine, Mineral County, all in Nevada, and Dirty Weather mine, Inyo County, Calif. These investigations were made to aid in the development of domestic fluorspar resources, in line with the Bureau's long-established program of conservation of mineral resources. The treatment methods employed in the experimental work described included simulated or "heavy-liquid" gravity concentration of coarse minerals and comparatively fine-grained minerals, and flotation concentration of finely-ground minerals. These methods were attempted in order to beneficiate the ores and produce concentrates which could be marketed readily, with as high a recovery rate as possible, while using simple treatment methods suitable for small-scale operation.

The system molten copper-oxygen-sulphur is of interest from both the practical and theoretical standpoints; practically, because oxygen and sulphur play an important role in the commercial production of copper, and theoretically because it offers a chance to study the reaction between an oxide gas, SO2, and a molten metal. Reactions of this type, such as that between CO or CO2 and molten iron, are important in many metallurgical operations. Again, the determination of any gas-metal equilibrium is of theoretical interest and value insofar as it contributes to the general development of the laws for solution of gases in metals. This problem is being given an increasing amount of attention in modern metallurgy. This paper is the first of a series and presents the results of a determination of the solubility of sulphur dioxide in molten copper at temperatures from 1100" to 1500ºC., and pressures from about 20 mm. of mercury to somewhat above atmospheric. Review of Previous Work The solubility of gases in most liquids has been found to obey Henry's law, which states that for a fixed temperature the amount of gas dissolved is directly proportional to the pressure. However this law does not hold for liquid metals. Instead, it appears that for many gases, particularly the simple diatomic ones such as O2, N2 and H2, the amount dissolved in liquid metals is directly proportional to the square root of the pressure. This is known as Sieverts' law. It may be recognized as a special case of Henry's law, which applies when the solute gas is dissociated into atoms or when it reacts with the solvent metal to form solute molecules containing single atoms of the gaseous elements, as, for example: 2M+G2=2MG K=(MG)2 /M2 X PG2 [I] which, if the solubility is not too high and the concentration of metal therefore nearly constant, can be simplified to: MG = K1 vPG2 [2 Following the same reasoning, it would be expected that the solubility of SO2 in copper would be proportional to the cube root of the pressure, the reaction being as follows: 6Cu + SO2 = Cu2S + 2Cu2O [3] K= Cu2S X (Cu2O)2 i - (Cu)6(Pso2) [4] or, neglecting the change in metal concentration and considering that the concentrations of sulphur and oxygen are both proportional to the volume V of gas absorbed: K1 =V3SO2 /Pso2 or

THE production of titanium in 15-1b. lots and with a purity sufficient to be consolidated into ductile metal, as described in a previous paper,1 has provided adequate material for a study of the : physical properties of titanium and a more thorough examination of its working qualities. Data on the physical properties reported in that paper were obtained on metal fabricated by a fixed procedure, standardized for the purpose of control of the reduction, and are representative only of material fabricated under those conditions. There are many possible variables in the working schedule, which will have significant effects on the properties of the finished material; and since the previous working methods were not necessarily the best, an investigation of the fabrication of titanium by other methods was undertaken. In this work the consolidation of the powder by pressing and sintering was conducted essentially as outlined in the report cited' and all efforts were centered on fabrication methods for those powders and the properties produced by them. Hardness, density, microstructure, and tensile properties were determined at various stages in the working and annealing; and resistivity measurements were made on a few bars and drawn wire. [ ] CONSOLIDATION OF THE POWDER The screen analysis of the available titanium powder is given in Table I. No attempt was made to alter the size distribution from that noted because this powder, although coarse by normal powder-metallurgy standards, produced acceptable compacts suitable for the present work. Because of their large specific surface, finer powders are more contaminated by oxygen and produce harder compacts, which are difficult to work. The powder as produced is soft, compresses in a normal fashion, and exhibits very little tendency to adhere to the die surfaces. "Mineralization at the Main zone of the Clarence Stream gold deposit in southwestern New Brunswick occurs within a parallel series of quartz veins that occupy a NE-trending, steeply north-dipping, brittle-ductile shear zone related to the nearby terrane-bounding Sawyer Brook fault. This deformation zone cuts volcaniclastic sedimentary and volcanic rocks of the Silurian Waweig Formation, and is intruded by mantle-derived East Branch Brook gabbroic dikes and a number of felsic dikes. Intermittent shear-zone reactivation during local magmatic activity induced heterogeneous deformation and alteration of the country rocks and dikes. The terminal phase of shearing is associated with narrow pegmatite-aplite dikes that grade laterally into granophyric granite, and into an auriferous quartz vein. Gold, aurostibite, and gold-antimony intergrowths, predominantly with vein quartz, are associated with a low ƒO2 sulfide mineral assemblage (pyrrhotite, arsenopyrite, and berthierite) that has a sulfur isotopic signature consistent with a magmatic source. Gold saturation and deposition occurred episodically between 300° and 360°C at low activity of sulfur, predominantly in response to pressure reduction during brittle failure combined with the effects of decreasing temperature and sulfidation reactions during fluid-wall-rock interaction. Geochronological studies demonstrate that the timing of the emplacement of the pegmatite-aplite dikes and associated auriferous veins overlap with that of the Early Devonian Magaguadavic granite. Moreover, the composition of the dikes is consistent with their derivation from this granite as late fractionates. The Main zone of the Clarence Stream deposit is therefore interpreted to be intrusion-related, with the Magaguadavic granite being the ultimate source of the gold-bearing fluids. La minéralisation de la zone principale du gisement aurifère de Clarence Stream dans le sud-ouest du Nouveau Brunswick occupe une série de veines de quartz parallèles dans une zone de cisaillement fragile-ductile de direction NE et à pendage abrupt vers le nord apparentée à la faille de Sawyer Brook avoisinante qui délimite deux terranes. La saturation en or et la précipitation a eu lieu épisodiquement entre 300° et 350°C dans des conditions de faible activité de souffre, principalement en réponse à la baisse de pression durant la rupture fragile ainsi qu’aux effets de la baisse de température et aux réactions de sulfuration durant l’interaction entre le fluide et l’encaissant. Les études géochronologiques indiquent que l’âge de la mise en place des dykes de pegmatite-aplite et des veines aurifères qui leur sont associées coïncide avec le granite de Magaguadavic, d’âge Dévonien Précoce. De plus, la composition des dykes est compatible avec une origine provenant de ce granite sous la forme de phases fractionnées tardives. "Considering the traumatic events of Canadian mining taxation of the 1970s, one wonders at the sanity of anybody who tries to predict what the 1980s might hold for the tax structure of the mining industry. Yet, the author agreed to tackle this task when called upon to do so at the annual meeting of the Quebec Metal Mining Association in June. The text of this ""daring"" speech follows.IntroductionI have been asked to play the part of the oracle at Delphi, and to predict what the 1980s might hold for the Canadian mining industry in terms of taxation. To appreciate the challenge of this difficult assignment, try to imagine someone in my position back in 1972 attempting to forecast the balance of the 1970s. I daresay that ten years ago nobody could possibly have conceived of the devastating and casualty-ridden rollercoaster ride that mining taxation actually took in the 70s. Nevertheless, I shall examine the entrails and try to shed some light on what might happen during the balance of this decade as far as mineral taxation is concerned.If one were to retreat deep into history, one would find that taxation generally served one purpose-namely, to raise revenues for the government. More recently, an important second function has emerged: taxation is increasingly being used as a fiscal tool-a tool intended to mould and shape future events in order to accomplish certain economic, social and political objectives. It is these two main forces-the need (or desire) for revenues and the perceived convenience of using taxation as a fiscal tool-which will continue to shape the tax structure of the future.In our assessment of where taxation of the mining industry may be headed, we should be able to learn something by looking at where we have been."

PREVIOUS investigations of E. L. Tucker and R. E. Head' related in particular to the effect of cyanogen compounds on galena, sphalerite, and pyrite, and their behavior in the presence of such com- pounds. The present contribution deals with the float- ability of the copper minerals and of pyrite. All experiments were performed on minus 200-mesh material, the method of preparation being the same as that described in the previous article. Flotation tests were made in a small mechanically agitated machine of 50-g. capacity designed in this laboratory by Gates and Jacobsen." General Naval Stores pine oil No. 5 and potassium xanthate were used in constant amount in all of the experiments; these agents were selected because of their present wide use in the flotation of copper minerals. Lime additions were varied to secure four 'final hydrogen ion concentrations, namely, neutral, 0.0005 per cent CaO, 0.003 per cent CaO, and 0.02 per cent CaO. The variation in lime addition was introduced to include the range of alkalinities employed in actual flotation practice.

Toronto Tunnel Partners (TTP), under contract to Metrolinx/IO, is constructing new twin rail tunnels under the Highway 401 & 409 interchange to accommodate additional tracks to support the GO Expansion program for future two-way, all-day service. The new tunnels are being constructed using the Sequential Excavation Method (SEM) and utilize a tunnel pre-support system consisting of a series of 800 mm diameter steel pipes to form a pipe canopy. The pre-support pipes were installed with an Auger Boring Machine (ABM) in four separate headings; one heading from each of the tunnel end portals, and two from a shaft in the middle of the highway. To facilitate the auger boring operation, a custom steel reaction frame was required to counteract the thrust from the ABM at the portals, and a temporary shaft structure was installed in a narrow median space of the highway. The installation of the pipe canopy had to overcome challenges including removal of obstructions, alignment issues, and controlling settlements to the highway surface. This paper discusses the purpose of the pipe canopy, design and installation of the temporary shaft and structures to support the auger boring operation, the experience of the contractor during the installation of the pipes, and brief overview of the experience tunneling below the pipes.

"AbstractA new electromagnetic depth sounding technique was applied to the measurement of salt thickness above the workings in the Central Canada Potash Mine at Colonsay, Saskatchewan. The initial tests indicate that this new technique can measure salt thickness and that the technique possesses operational feature s which make it possible to monitor trends in salt thickness throughout the mine. The technique can be applied using existing equipment, but the tests do indicate the desirability of developing equipment with features specially suited to the mine environment.IntroductionTESTS were conducted in the Central Canada Potash Mine at Colonsay, Saskatchewan during 1974 and 1975 to determine if a new technique in electromagnetic depth sounding could provide a convenient means of measuring salt thickness above the workings. This new technique, which was described by Duckworth (1975), offers operational features which appear to be advantageous in this particular situation.The problem requires that soundings be made upward from the mine workings to the base of the second red shale. This shale forms an impermeable seal on top of the Prairie Evaporite. A knowledge of this salt thickness is of interest due to the need to avoid any possibility of the workings rising to cut the red shale. Another desirable objective is the detection of any disruptions of the red shale. Ideally, this should be done ahead of the workings in order that such areas of disruption may be avoided."

Since 1948, ValeÆs Matte Separation Plant has been successfully using magnetic separation and froth flotation to separate the copper sulfide, nickel sulfide and Ni-Cu metallic alloy contained in Bessemer matte for downstream processing. Though some equipment upgrades have been performed over the years, the flow sheet has generally remained unchanged since the early 1970s. The need to improve metallurgical performance led to the trial of a scalping flotation column to produce a final copper concentrate ahead of the cleaner circuit feed to take advantage of a high degree of copper mineral liberation, reduce cleaner-recleaner circulating loads and decrease the associated loss of selectivity. Plant results indicated that 50 per cent of copper contained in the rougher concentrate could be recovered at final grade target. Results indicate that up to a 1.5 per cent increase in copper recovery to copper concentrate was achieved during the scalper trial due to a reduction in the generation of fine chalcocite which has historically been observed to report to flotation tailings due to surface contamination. "Anglo Asian Mining’s Gedabek mine is situated in the Lesser Caucasus mountains in Western Azerbaijan. The ore body is a complex copper-gold porphyry deposit, comprising intermixed oxidized, transition and sulphidic gold and copper-bearing ores. Gold in the sulphide ores is generally not refractory and is recoverable by cyanide leaching, but the secondary copper minerals, which are also cyanide soluble, lead to high cyanide consumptions. Ore processing at Gedabek is by agitation leaching for high grade ore (>1g Au/t) and heap leaching for lower grade ore. In order to cope with the high copper concentrations in the cyanide leach liquors, a unique combination of resin-in-pulp for selective gold extraction and SART processing for copper removal and cyanide recovery is used. In 2015, a flotation plant was added to treat the tailings from the agitation leach plant before the tails are sent to the tailings dam. This plant produces a copper sulphide flotation concentrate and also recovers some of the residual gold and silver in the tailings. Since February 2017, due to lower grades of gold and higher copper in the feed ore, the decision was taken to alter the flow sheet and to carry out flotation ahead of agitation leaching, to reduce the cyanide consumption during leaching by removing soluble copper minerals. The paper compares and contrasts the performance of the plant in the two configurations, namely, (i) leaching followed by flotation and (ii) flotation followed by leaching.INTRODUCTION In May 2009, Anglo Asian Mining started open pit mining for gold on its Gedabek property in the Lesser Caucasus Mountains in western Azerbaijan. Information from bores in the LatTobe Valley has been accumulating for over fifty years, and the manual extraction of details has become a limiting factor in their use.Punched card equipment, installed by the State Electricity Commission for accounting purposes, was known to be available for reasonable periods, and it was suggested that this could help in the extraction of data from the voluminous records.Investigation showed that they could be substantially duplicated on cards, with consequent gains on many operations; the cards being regarded as an auxiliary to the existing records.BRIEF DESCRIPTION OF RECORDSAs a bore is drilled a continuous record of the strata is kept, together with notes on the presence of water or any unusual features which the driller may observe.When coal is struck, samples of each ten feet are usually sent for analysis.The location and surface level of each bore is fixed by surveyors, and details of dates and methods of drilling are also kept.Bores are allocated numbers, prefixed by the name of the parish within which they are drilled. Numbers are allocated in conjunction with the Department of Mines, to avoid duplication.Records of strata and analyses are kept in folders, with 100 bore numbers per folder.Standard plans are drawn, showing the locations, bore numbers and surface levels. For each bore they also show the depth and thickness of coal struck, and the total depth drilled.Cross sections are then drawn, connecting the various coal seams, which have been identified by the geologist.

Jenks, of Boston, one of the owners of this interesting mine, I am enabled to lay before the Institute a suite of specimehs, illustrating its peculiar formation and the paragenesis of mineral species which it presents; and a recent brief visit and rapid reconnoissance of the locality permit me to supplement this exhibition with a general description, based upon personal observation. The mine is situated upon the Culsagee Fork of the Tennessee River, in Macon County, North Carolina, a few miles from Franklin. The most practicable route by which it can at present be visited is by wagon (or preferably on horseback) from Seneca City, S. C., a station on the Charlotte and Atlanta Air Line Railroad. The itinerary is as follows: to Walhalla,* nine miles; Walhalla to Highlands, twenty-nine miles; Highlands to the Culsagee, fourteen miles. By passing the night at or near Highlands, the mine can be reached and examined and the return to Highlands made on the second day; and the round trip, if performed in the saddle, can be completed in three days from Seneca City. It is not easy, with due regard to steed and rider, to do it in less time. The rough and precipitous mountain roads do not permit rapid travel; and the journey is at best a fatiguing one. But its slight hardships are overpaid by the stimulating effect of the climate and the great beauty of the scenery, both of which are destined to become more widely known than at present, to seekers for health and pleasure. Indeed the town of Highlands, already named, is almost entirely made up of northern immigrants, attracted by these advantages and by the inducement of cheap land for agriculture and stock-raising. The Culsagee or Sugartown fork of the Tennessee traverses the belt of ancient crystalline schists on the west flank of the Blue Ridge. This belt abounds in valuable minerals.
