THE first session of the Institute was held on Tuesday evening, September 16th, in the William Molson Hall, of McGill University, Dr. T. Sterry Hunt, Chairman of the Local Committee of Arrangements, in the chair. Dr. Hunt introduced Monsieur S. Rivard, Mayor of Montreal, who spoke as follows : GENTLEMEN: We welcome you with pleasure to our city, and we are proud to find that you have deemed it worthy of your visit. I understand that your association was founded in 1871 with some thirty courageous members, and that so valuable has it been esteemed, and so attractive was it found, that nearly one thousand have now enrolled their names as members and associates. But we must regard your profession as dating back to the stone age and mingling therewith ; how remote that is none of us can tell. Much of civilization is due to the discovery of metals, and the magnitude of our works to their widespread abundance. If you have not accomplished what the alchemists aimed at, which was to turn the ruder materials into gold, you manage, by your subtle skill, to turn stones into gold value. Europe has long since been-dug into and perforated with shafts and galleries in search of metals, and great wealth, and power, and comfort have arisen there-from ; but by an increase of knowledge, and more than European enterprise and energy, America is following rapidly in the race, and by means of natural advantages of a geological character has out-stripped the Old World. We are pleased to see you, gentlemen, as an evidence of the unity of this continent. Maps may have various delineations, but the veins and arteries of commerce and the nerves of science knit all together into one social organism with the same vital functions. We live here on the margin of the world, and can claim but a modest share in. the great works of modern times, but such as we have that can interest you we gladly offer for your observation.' It has long been appreciated that chloride chemistry has a number of advantages over the more traditional sulphate route for both extracting and separating metals. Modern materials of construction, coupled with the development of a more cost-effective and efficient hydrochloric acid regeneration technology mean that chloride-based processes are now more competitive and attractive. Such processing routes are able to recover more of the contained metal values in a feed, including iron in a benign and/or marketable form, and particularly the so-called rare and rare-earth elements which are increasing in demand in our electronic age. These factors, therefore, add appreciably both to the overall economics of a project, but also offer a much more sustainable approach to our dwindling natural resources. Additionally, chloride-based flowsheets can be much more environmentally-friendly, offering practical alternatives to two of the biggest headaches faced by the industry, namely cyanide usage and the generation of red muds. This paper presents a brief theoretical background, focusing on the latest developments of ferrous iron oxidation and the low-temperature, selective hydrochloric acid regeneration process, which is the key unit operation for any chloride flowsheet, and discusses in general the advantages of the chloride approach. Several recently-developed flowsheets, which have been tested at the miniplant level, are presented for gold, base metals, titaniferous magnetites and lead-silver ores wherein the advantages of considering a chloride approach are highlighted.

Mining heritage can be of outstanding value for many regions around the world, because mining has been done for thousands of years for the benefit of mankind and its development. This paper presents an ongoing project creating a general guideline for the handling of mining heritage on the basis of experiences made in Germany. Interactions of stakeholders in the ?heritage network? as well as strategies for the technical proceeding will be described. An action plan for the sustainable handling of mining heritage has already been developed in part, which includes necessary measures. Best-practice recommendations will be derived. Geotechnical instrumentation has been implemented as a key step for monitoring and optimising an engineered mine design for managing seismicity at the Beaconsfield Gold Mine. Measurements of displacement, stress change, ground control element load and seismic response of the rock mass allow for back analysis and calibration of critical parameters for feedback into the engineering design loop. Instrument clusters are installed in strategic locations prior to the commencement of stoping in order to determine the nature of the response of the rock mass to stoping. A selection of instruments including instrumented cable bolts and rod extensometers, resistance wire extensometers, hollow inclusion stress cells, vibrating wire stress meters and resistance wire extensometers are used to gather data through a data logging system. The rate at which data is recorded is adjusted to provide more information during periods of anticipated rapid change such as around stope firings or during periods of high seismic activity, and less information during periods of anticipated quiescence. The twofold purpose of the instrumentation is to calibrate the numerical modelling output which forms the basis of the engineered mine design, and to provide an alert mechanism where the behaviour of the rock mass is not what was anticipated, or where the impact of that behaviour may compromise the integrity of the engineered ground control system. The paper describes the location of instrument clusters with respect to stoping, the type of instruments employed and the method of data acquisition. It provides examples of results obtained and illustrates the way in which that information is used to optimise the mine design and manage seismicity.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

According to the Intergovernmental Panel on Climate Change (IPCC), the average global temperature has risen over the last century. If this trend continues over the next century, the IPCC projects a significant increase in temperature and a rise in sea level. The changes in climate could adversely impact human health, agriculture, water resources and ecosystems. Most national and international agencies have concluded that our use of carbon-rich fuel is responsible for global warming through the greenhouse effect. In the future, the situation may get worse if the increased need for energy in countries like China, India and Brazil is fulfilled by burning fossil fuel. Advanced natural gas-fuelled vehicles have the potential to reduce carbon monoxide and reactive hydrocarbon emissions substantially compared to gasoline vehicles. Further environmental benefits can be realized by using a blend of natural gas and hydrogen. Such an approach will help create an infrastructure for an eventual transition to hydrogen.

"Double oxide films (bifilms) are significant defects in light alloy castings that occur when, during melt handling, the oxidized surface of the melt is folded over onto itself and then entrained into the liquid metal, encapsulating a portion of the local atmosphere. These defects create crevices in the final castings and have been shown to decrease tensile and fatigue properties, and also to increase their scatter, making casting properties unreproducible and unreliable. This paper reports on two different experiments performed to study the behaviour of such defects in Al alloys. In the first experiment and as a proxy for a bifilm, air bubbles were held in an Al-5Mg alloy melt for varying periods of time before the melt was allowed to solidify. The composition of the gas content of the bubbles was subsequently analysed using mass spectrometry to ascertain how it changed with time. In the other experiment the influence of the age of bifilms on the mechanical properties of Al-5Mg castings was assessed by holding castings in the liquid state for different times before solidification, followed by mechanical property testing and SEM and EDX studies of the fracture surfaces of tensile test bars. This research could provide a better understanding of the behaviour of double oxide film defects, and may lead to the development of new techniques by which these defects could be eliminated, or at least deactivated, in light alloy castings. Introduction One of the major structural defects affecting the reproducibility of mechanical properties of aluminium castings is the double oxide film defect (El-Sayed and Essa, 2017; El-Sayed and Ghazy, 2017). This type of defect is usually created as a result of poor filling system design. Owing to the very high reactivity of liquid Al-Mg alloy with oxygen in the air, the surface of the liquid metal can be considered to be permanently coated with an oxide film (Weigel and Fromm, 1990). As a consequence of surface turbulence, the oxidized metal surface can become folded over onto itself, but not fused, and then submerged into the bulk liquid, with a portion of the mould atmosphere being entrapped within it (Campbell, 2003; Al- Sayed, 2016; El-Sayed, Hassanin, and Essa, 2016)."

VAW aluminium AG has built a "Recycling-Technikum" (Recycling Research Centre) to add a new arm to the company's Corporate Research and Development Department. The Recycling Research Centre, a pilot plant for scientific research, has been in operation since September 1993. These state-of-the-art facilities allow the investigation and optimisation of recycling techniques in 'a global way and in detail. Research is concentrated on the unit operations - processing, melting and waste-gas purification - with the available installations making it possible to compare different alternative process combinations on a 100-kg scale. One of the main targets of VAW research is the development of recycling techniques for packaging. The paper presents an approach to recover the aluminium contained in flexible packaging materials using an integrated melting and waste-gas purification system.

"Seattle Tunnel Partners (STP) started mining on Seattle’s SR99 tunnel on July 30, 2013, working slowly through a 15 ft (4.6 m) thick fiber-reinforced concrete headwall. Once through the headwall, the machine would move through roughly 400 lineal ft (122 m) of jet grout-improved soil at a rate slightly over 6 ft (1.8 m) per day. It was anticipated that once through the improved area, Bertha—the world’s largest tunnel boring machine—would move at a rate of 35 ft (10.7 m) per day. By the end of October 2013, Bertha had mined roughly 430 ft (131 m), averaging 4.73 ft (1.4 m) per day, and had begun mining within native soils. By the start of December 2013, tunneling reached the 800 ft (244 m) mark and Bertha averaged 12 ft (3.7 m) per day, achieving as much as 42 ft (12.8 m) of progress on some days. However, on December 6, 2013, Bertha began to stumble and all progress quickly came to a halt. Preliminary InvestigationInitial reports stated that an obstruction had stopped the machine in its tracks. Malcolm Drilling received an early morning call on Sunday, December 8, 2013, from STP to rapidly mobilize a Bauer BG-50 drill rig with crews to investigate what was hindering Bertha’s progress. Malcolm’s equipment and crews flew into action and were completely mobilized and operational by mid-week. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic head within the ground around the machine and allow STP personnel to inspect the cutter head from within the shaft for presence of obstructions. By the close of December 2013, the wells were installed and the dewatering system was fully commissioned. STP crews were then able to inspect the cutter head and found small fragments of a steel pipe wrapped around the outside of the shield. The steel was apparently from an abandoned 10 in (0.25 m) diameter monitoring well casing previously installed by WSDOT (Washington State Department of Transportation) to monitor groundwater conditions for the design and planning of this very project. After the steel was cut out of the head and cleared from Bertha’s path, she attempted to move forward but was only able to manage a slow crawl"

"Artisanal and small-scale mining (ASM) occurs in many countries around the world, and provides a source of livelihood to many impoverished local people in areas where it occurs. This paper reports the role of female participants and reasons why they engage in ASM. Field visits were made to 12 ASM sites located in the Tarkwa Mining District of Ghana to conduct interviews with male diggers and female participants. It was observed that over 100 women between the ages of 18 and 50 participate in ASM for survival. They engage in ASM largely because they have no alternative employable skills and income sources. These female participants depend on ASM to sustain the lives of their dependents. INTRODUCTION Artisanal and small-scale mining (ASM) conventionally involves use of rudimentary tools (such as picks, shovels, chisels and hammers) to exploit precious minerals and metals from the ground. It has been a major source of livelihood to many impoverished local people for more than a century. In many instances, it is the only source of income to indigenous people who have no alternative employable skills. The World Bank estimated that more than 100 million people around the world benefit from ASM which largely occurs in developing countries in Asia, Africa, Oceania, and South and Central America (World Bank, 2013). Cobalt, which is used in lithium-ion batteries to power cellphones, laptop computers, and electric vehicles, is largely produced by artisanal miners in Congo (The Washington Post, 2016). In Sudan, ASM is a significant contributor to the national economy, accounting for about 85% of total gold extracted yearly from 2010 to 2015 (Ibrahim, 2015). Also, according to the Embassy of Sierra Leone in Washington DC, USA, 90% of mineral export in Sierra Leone can be attributed to thriving artisanal diamond mining in the country (Sierra Leone Embassy, 2016). In Ghana, the ASM sector was recognized by government as a multimillion industrial activity, and through a series of initiatives, it was legalized by promulgating the Small Scale Gold Mining Law of 1989 (PNDCL 218). Presently, artisanal mining is widely practiced in two forms: licensed (registered), sometimes referred to as formal ASM, and unregistered (informal or illegal) operations, popularly called “galamsey”, a name believed to have been derived from “gather and sell” by ancient miners who could not communicate in the English language with European/British miners. The ASM sector in Ghana, like other countries, has seen a rise in female participation over the years. A report by the International Labour Organization (ILO) indicated that women account for about 15% of total workforce in ASM in Ghana, and up to 50% in Africa (ILO, 1999). Other researchers have also estimated women participants in ASM to be between 30 and 70% in Africa (Hinton et al., 2003a; Hinton et al. 2003b; Hilson, 2002). Presently, there is no reliable data from Ghanaian authorities on number of females engaged in ASM. However, data obtained from 15 ASM sites suggest that at least 40% of the employees are women. It is expected that a similar trend exists across ASM operations in Ghana."

ABSTRACT: Despite many years of practical applications in mineral processing plants, the potential of column flotation has still not been fully exploited. The challenge in measuring some key variables is certainly an important contributing factor to this situation. Reliable online measurement of varibles, such as the froth depth, bias, gas hold-up, frother concentration, bubble surface area flux, and bubble size distribution, provides opportunities for the application of various advanced control strategies and real-time optimization based on an economic criterion. For several years, Université Laval’sLaboratoire d’observation et d’optimisation des procédés researchers have been working on these opportunities. This paper describes the most recent advances and current research trends.

"10.1. IntroductionAs discussed by Westland (1981), the six platinum-group elements (PGE) belong to the Group VIII transition metals, to which iron, nickel and cobalt also belong. The chemical similarity between these nine metals accounts for the fact that they tend to be concentrated together as a result of geological processes. These processes started to effect the distribution of these metals at the very beginning of the earth's history.The first line in Table 1 gives the concentration of nickel and certain other Group VIII transition metals in carbonaceous chondrites, those meteorites with a composition that is believed to reflect best the composition of our planetary system apart from hydrogen and helium. The second line is the estimated concentration of the same elements in the earth as a whole. It is seen that these two estimates are quite similar, the earth being perhaps 2 to 3 times richer in these particular metals than the planetary system as a whole. The reason for this is not fully understood, but it may be due to the earth being formed by the accumulation and capture of a greater proportion of iron (and therefore siderophile-rich) than stoney (and therefore siderophile-poor) planetesimals than the planetary system itself.The third line in Table 1 is the average composition of the crust of the earth. With the exception of iron, all of the Group VIII transition elements are rare in the crust, present at concentrations of It tOO to Itt ,000 of that of the bulk earth. This is because the outstanding chemical characteristic of this group of elements is their siderophile nature; that is, their tendency to alloy with metallic iron. Because of this, once the earth became molten very early in its life history, these elements dissolved in the molten iron present at this stage and were removed from the outer accessible parts as this dense liquid sank to the centre of the earth to form the core. Although iron was the main instrument of concentration of the Group VIII metals, its much greater over-all abundance and its ability to combine with oxygen more easily than the others in the group means that significant amounts still remain in the oxidized portions of the earth.The fact that most of the Group VIII metals are available to use in workable concentrations at all is that they are 5 to 30 times more concentrated in the earth's mantle than the crust, as shown in line 4 of Table I. There has been a constant, if slow, interchange of matter between the mantle and the overlying crust throughout most of the earth's history and, under certain circumstances, this interchange has given rise to economic concentrations of metals."

"Construction of the powerhouse for the Willow Island Hydroelectric Project required a 100-ft deep excavation inside the limits of a cofferdam and embankment-seepage cut-off wall through soil and rock adjacent to the Ohio River. Portions of the rock had preexisting weak plans and slickensided surfaces with low frictional strength. Stability analyses were performed for critical sections of the excavation to evaluate the stability of the soil slopes and rock cuts using buckling, tension crack, and limit equilibrium analysis techniques. Loading conditions included the 100-yr and intermediate floods, normal pool, sudden drawdown, and seismic design conditions.Stability analyses indicated adequate factors of safety for soil slopes and for rock cuts through the landside embankment sections. However, the results of deep-seated stability analyses through the rock supporting the riverside cellular cofferdam indicated unacceptable factors of safety. Consequently, the riverside portion of the excavation required measures to increase stability. Long, high-capacity rock anchors and deep dewatering wells to lower the site piezometric head were chosen for this purpose.Thirty high-capacity rock anchors were installed on the upstream, riverside, and downstream sides of the cofferdam rock cut. Required rock anchor loads varied from 1,968 to 2,074 kips. The designed anchors consisted of multiple, seven–wire strands with up to 59 strands per anchor. Bond lengths used an allowable bond stress of 100 psi based on the rock bond measured with pull-out tests. Maximum bond and anchor lengths were 50 ft and 140 ft, respectively. Measurements of forces in selected strands and displacements of the excavation showed excellent performance."

"AbstractThis paper reviews the progress made in the manufacture of hydraulic cement from iron blast-furnace slag by simply grinding the granulated material with other constituents. The influence of the chemical and mineralogical composition of the slag, the conditions of granulation, the manner of drying, and the fineness of grinding, on the hydraulic properties of the cement, is discussed. The effect of additions of lime, portland cement, and anhydrite, alone and in combination, on the physical and cementing qualities of the mortar and concrete made from Sydney blast furnace slag, is shown in tables of data and is reviewed in some de- tail. The work at the Nova Scotia Technical College has shown that a cement equivalent in every respect to portland cement can be made from basic blast furnace slag- by the us2 of certain quantities of portland cement as an activator.IntroductionBlast furnace slag is a potentially valuable material for the manufacture of hydraulic cement. It is a by-product of the manufacture of iron in the blast furnace, and is formed by the combination of the silica and alumina .of the iron ore with the limestone flux. The metallurgist terms a slag .acid or •basic according as the percentage of lime is less or greater than the percentage of silica plus alumina. The basic slags have the •more pronounced hydraulic properties."

In this report commercial blasting compounds are classified according to their nitroglycerin (or equivalent explosive oil) and ammonium nitrate content as dynamites, gelatins, blasting agents, military explosives, and blasting , accessories. The ingredients and more significant properties of each explosive are tabulated and briefly discussed. Data are summarized from various handbooks, textbooks, and manufacturers' technical data sheets, together with the author's personal experience; however, this report is not intended to be a technical handbook, since it does not deal with blasting techniques. Instead, it seeks to acquaint the reader with the great variety of explosives, available, their advantages and disadvantages, and their general areas of application. Properties discussed are weight strength, cartridge strength, detonation velocity, density, detonation pressure, water resistance, and fume class. The weakness of the strength rating system and the importance of detonation pres- , sure, density, and detonation velocity in rating explosives are discussed. The terms "blasting agent" and "slurry," which are often misused, are defined. Trends indicate that blasting agents (that is, blasting mixtures with none of of the ingredients singly classified as an explosive), particularly high-density slurry blasting agents, will dominate the explosives field in the future.

The Sanford Lake district encompasses an area covering 24 square miles in the central Adirondack Mountains of northern New York State. Discovery of the titaniferous magnetite deposits dates back to 1826. Several attempts to exploit the ores for iron prior to 1942 proved uneconomical because of difficulties with the associated titanium, lack of transportation facilities, and the isolated location. Since 1942, the National Lead Company has produced ilmenite concentrates for the titanium pigment industry, and a magnetite by-product used in the steel and refractory industries. Rocks of the area are Precambrian in age and of igneous origin. The area has a history of erosion, deformation, and metamorphism, subsidence, and finally uplift and glaciation. The resulting topography is extremely rough with drainage patterns controlled by a combination of fault patterns and glacial modifications. The district is within the large anorthosite massif making up the central high peak area of the Adirondacks. All of the various lowsilica rock types associated with the massif are found within the boundaries of the district. These consist of both the Marcy and Whiteface types of anorthosite and of gabbroic anorthosite, gabbro, and different grades of titaniferous magnetite ores. All of the rocks contain the same minerals and differ only in their percentages of these consitituents. Gabbro, and ore associated with it, demonstrate flow structure as both have foliation and lineation. Anorthosite and its associated ores are massive and show very little primary structure. Minor pegmatites and diabase dikes provide evidence of remobilization in selected areas and of late intrusion as well. Faulting is prevalent and follows a regional pattern of major faults trending northeastsouthwest and of minor faults at nearly right angles to them. There are four mineralized areas where an economic grade of ore has been found. Three of these have both gabbroic-type ore and anorthositic-type ore. The fourth has only gabbroic ore. Ores are graded according to their TiO, content, and these range from 9.5 per cent to over 30.0 per cent TiO,. Ore bodies of both types are related to gabbro and conform to the configuration of the gabbro bodies within the anorthosite. At least three distinct theories of ore genesis have been expounded by different investigators. Others propose some variations of one or more of these. Although complete agreement probably never will be reached, it is certain that no one process of ore emplacement can explain the complicated picture as seen today. Further understanding of the ores and their origin will require detailed mapping, sampling, and mineralogical studies of the entire district, and then it may never be understood without qualification.

"INTRODUCTION.Street manholes for underground power and signal circuits, and for sewers vary in size from small openings that a workman can enter, to large central vaults. As the gas hazards in manholes are similar to those in mines, the mine safety committee of the Bureau of Mines was asked whether the miners' flame safety lamp is a practicable device for indicating inflammable gases in manholes.The coal miner detects firedamp (methane or CH4) with his flame safety lamp by observing the luminous can or the increased length of flame that appears when 1.5 per cent or more of the combustible gas is present. The lamp flame also warns him of lack of oxygen by going out when the oxygen becomes less than 16 to L7 per cent. A tentative rule regarding the proposed use of safety lamps at manholes has been suggested previously as follows: ""Testing for gas: Do not enter manholes until you have .assured yourself that the manholes are free from dangerous gases, by testing with an approved safety lamp, by ventilation, or by other adequate methods."" The Bureau's committee recommended that miners' flame safety lamps are not suitable,testing in manholes because hydrogen gas may be formed therein. The flame safety lamps approved by the Bureau of Mines for use in aseous mines are safe in presence of methane and while not tested against the members of the paraffin hydrocarbon series (CnH2n+2) higher than methane they been have been used therein; the lamps should not be used in hydrogen or acetylene they can initiate explosions in presence of these gases."

"“Safety Pays in Mining” web application developed by the U.S. National Institute for Occupational Safety and Health Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of more than 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, the app will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items, such as services or equipment, on which companies could spend the savings that result from the prevention of injuries. This paper reviews the app by discussing its development, how it is used to show the true costs of mining injuries, and how mines can benefit from using it.IntroductionInjuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker or divert administrative resources in the wake of an injury. “Safety Pays in Mining” is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits.The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies do not usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, for example, it would not be aware of the possible costs associated with this type of injury. When Ralph Banks called and asked if I would agree to present a paper on environmental health in the coal industry, I was reluctant because I have not been actively involved in coal mine dust control on a day-to-day basis for a number of years. Ralph reminded me that I am one of the few industry people with an industrial health background who remembers the pre-1969 Federal Coal Mine Health and Safety era. This marks the second time within the past year that I have had a similar request based on the same basic reasons. While I was pleased to have been remembered, I'm beginning to feel like the football player who has played one too many games. In responding to Ralph's request to present an overview of the past, present and future of environmental health in the coal industry, I have attempted to take the broad approach of someone who, having been intimately involved in an area of endeavor for a number of years and then leaves, has an opportunity to revisit that area at a later date to see what has changed and what remains the same, what have been the successes and the failures. Since none of us can foresee the future, trying to project too far ahead is fraught with frivolity, except that unless one is foolish enough to accept a future invitation to review those predictions compared to actual events, no one will recall how accurate or inaccurate those projections might have been. I can assure you that I will not ask to accept that challenge, so you can rest comfortably that five years from today you will not be asked to sit through a similar presentation by me - and that's a promise.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate.
