The operations and project environments are very different, but overlap in many areas. The development of mineral processing projects is goal oriented, is schedule focused and is a contractual environment. The operating environment for a mineral processing plant is oriented around longer-term commitments, focused on delivery against budget expectations, and an environment heavily influenced by long-term personal relationships, community relationships, and people issues.Further contrast is evident in the way expenditure is managed. Projects commit large amounts of money quickly to meet schedule-based objectives. Operations manage expenditure to minimise operating costs and are able to, or are forced to delay decisions on large expenditures. However, these two environments need to come together in many ways, ranging from greenfields plant handover to a new operations and maintenance crew, to day to day interaction and management of brownfields projects, often in close proximity.This paper considers the different perspectives people bring to projects and early operations, including the advantages and disadvantages of æoperationsÆ input to a project and models for managing value adding during project development, implementation and debottlenecking.CITATION:Lane, G and Clements, B, 2012. "BACKGROUND The design, development, fabrication, and test of a cryogenic supply for a refuge alternative is part of a larger effort funded by the National Institute for Occupational Safety and Health and managed through a Space Act Agreement with the National Aeronautics and Space Administration at the Kennedy Space Center, FL to create cryogenically based life support equipment responsive to the needs of miners as required by the Miner Act of 2008. This work is done by a joint contractor/NASA team. In particular, the Cryogenic Refuge Alternative Supply System (CryoRASS) serves to provide a respirable air source to miners confined for 96 hours in a mine refuge alternative. This system stores liquid air in a zero-loss cryogenic reservoir (Dewar) until an emergency requires use. The system does not require electric power when in use by miners. Because of the very cold nature of the liquid air, considerable heat stress relief and reduction of humidity is provided in addition to the required replenishment of oxygen. Moderate dilution of CO2 also occurs.INTRODUCTION The design of this new cryogenic refuge alternative supply system (CryoRASS) uses NASA/Kennedy Space Center technology as a development baseline. The design stores cryogenic (liquid) air that is warmed in an air handler box and the resulting gaseous air is introduced to the chamber that not only causes air circulation, but relies upon environmental and human heat to expand the liquid air to a gaseous state. Therefore, the primary benefits of the liquid air source, besides atmosphere maintenance (oxygen), is refuge cooling and dehumidification. This results in reduction of human heat stress and this occurs without the need for electrical power in the refuge chamber. This reduction is a major factor in ""apparent heat"" and the human perception of comfort. Another benefit with introduction of ""air"" vs only ""oxygen"" is the dilution of carbon dioxide. The volume of new air will displace existing refuge air and this air laden with humidity/CO2/low O2 passes out of the refuge relief valves. These RVs should be strategically placed to vent stagnant air preferentially. An initial system test was conducted in our Florida facility in a production 10-person hard chamber for 96 hours. Last year (2014) the system was tested with a 23 person inflatable refuge alternative in Bruceton. For this test, the CryoRASS air handler was redesigned to offer superior characteristics when installed in a Built-in-Place refuge alternative. This report describes the results of the modified system being tested in the Pittsburgh Experimental Mine while attached to a 30 person refuge for 96 (+/-) hours."

USBM Contract H0133045 consists of the design, build and test of 50 waveform generators. The waveform generator is a small ULF transmitter operating in the 1 to 3 KHz frequency range for the purpose of locating trapped miners during a mine disaster. This contract provided for the design, test, and building of 50 waveform generators using a discrete component construction with an option of using hybrid construction techniques within 105 days after the effective date of the contract. Because of large quantity economic considerations, this option was not initiated. Two engineering models were designed, constructed and tested and 50 final production units were fabricated using discrete construction. Complete documentation is supplied under a separate package which includes final schematics, parts list, layout information, equipment specification, production test procedures and qualification test procedures. Ten units have been delivered to the USBM. The remaining 40 units are being retained for packaging under contract H0242010 Transmitter Package and Receivers. A great deal of experience has been gained as a result of this contract. A final discrete potted printed circuit configuration has been arrived at that is now ready for field testing. After field testing, any desired changes should be incorporated into a final design. However, as a result of the current experience gained building and testing the production units, this printed circuit package together with potting procedure could be improved to reduce future costs. For example, the printed circuit board could be increased in size by 0.125 to 0.2 inches and all components could be mounted directly to the board eliminating costly hand stacking of components. Samples of ash from the May 18, 1980, eruption of Mt. St. Helens Were collected from several locations in eastern Washington and Montana. The optical microscope and the combined scanning electron microscope with energy dispersive x-ray microprobe were used to determine the composition and mineralogical characteristics of the samples. In addition, a quantitative image analyzer was used to examine the particle size distribution, and x-ray diffraction was used to identify major minerals. Both polished sections and ultra thin sections (less than 5 ~m in thickness) were prepared to study the mineralogical characteristics. The use of ultra thin sections provided access to microstructural detail. Mineralogically, the samples ranged from almost totally glassy to almost totally crystalline. Crystal-line samples were dominated by plagioclase feldspar (andesine) and ortho-pyroxene (hypersthene) with smaller amounts of titaniferous magnetite and hornblende. Nearly all the samples contained from less than 1 to 3 wt% free crystalline silica (quartz, trydimite, or cristobalite).

"The effects of five commercially available foaming reagents (range of 0 to 25 ppm) namely Dowfroth 250, Saponin, Yucca, Licorice and Meta-Para Cresol on acid mist control, current efficiency, polarization behavior, and deposit morphology and orientation were investigated. The deposition was carried out using a bench scale electrolysis apparatus (cell volume 3L) at 500 Nm-2 and 38°C for 3 hours from Kidd Creek zinc electrolyte. The acid mist control capability of the various reagents was studied and compared by characterizing the foam layer generated during actual electrowinning conditions and by direct quantitative measurements of acid mist levels on top of the electrowinning cells. Within the range considered, the addition of these reagents reduced the current efficiency, refined the grain size of the deposit, and changed to preferred orientation of most of the deposits. Among the reagents tested, acid mist measurements indicated that Licorice and Dowfroth 250 were the best acid mist suppressant at emissions of 0.30 mglm3 and 031 mg/m3 respectively while Yucca and MPC produced the most mist at 3.0 mg/m3 and 33 mg/m3 emission rates, respectively.IntroductionMost of the world's primary zinc is produced via a combined roast-Ieach-purificationelectrowinning process. Depending on the electrolysis conditions, several additives may be added to the electrolyte. Some (e.g. glue, antimony, sodium carbonate) are added to mainly counteract the detrimental effects caused by impurities while others (e.g. licorice, Saponin) are used as foaming reagents to prevent excessive acid mist formation. Acid mist emission is a problem in many electrolysis operations because it corrodes the equipment and is a health hazard to the workers in the tankhouse as well as it pollutes the environment. Due to recent trends towards more environmental protection and more stringent in-plant hygiene, there is an increasing need to minimize these aerosols. In order to eliminate or minimize these aerosols foaming agents are usually added to the electrolyte to produce a foam layer on top of the electrolyte, thus trapping most of the mist. The ideal foaming agent would trap all of the mist and would not interfere with the electrowinning process. It is also evident that the reagent toxicology, cost and availability are important factors that need to be considered.Review of the available literature clearly indicated that very little work has been done in the past on the subject of acid mist control in electrowinning operations particularly in the area of foaming and anti-misting properties of surfactants. Two papers [1,2] have reviewed briefly the existing technologies for acid mist control. Recently, most of the work in this area has focused on the development of special mechanical devices that could be attached to the electrodes and control the mist generation at the source before it is emitted to the cellhouse [2-5]. On the other hand, extensive body of literature exists that deals with the effects of anti-misting reagents on the electrowinning aspects [6-7]."

"Two of the greatest challenges we face in managing our aging infrastructure are to perform accurate condition assessments and to realistically predict the risk of non-action. The aim of this paper is to discuss common pitfalls we face in performing accurate condition assessments of our aging infrastructure using the case history of a recent near miss at the Lake Manatee Dam in Central Florida. The dam was placed into service in 1967 and was inspected every couple of years by dam safety engineers beginning in 1978. Although there was substantial and repeated evidence of a serious piping and internal erosion problem in each of these inspections, the problem was overlooked by most of the inspection teams. In 2012, the inspection team concluded that: “the Lake Manatee Reservoir Dam is well maintained and is in very good overall condition.” However, in 2013 a new team inspected the dam from an entirely different perspective, identified potentially serious conditions, performed an integration of the historical inspection data and concluded that: 1) the Lake Manatee Dam was in a severely distressed state; and, 2) without an immediate intervention there was a high risk of an uncontrolled release of the reservoir most likely following a large rainfall event and prolonged opening of the service spillway. This case history highlights human factors contributing to the near miss including group think and focusing on changes from prior inspections. The integration of historical inspection data is recommended for managing our aging infrastructure.INTRODUCTIONThe engineering analytical techniques most appropriate for assessing an aging infrastructure can be distinct from those used for the original design. To adequately manage our aging infrastructure it is necessary to change our perspective from anticipating failure mechanisms and designing to prevent them to assessing condition, detecting the presence of potential failure mechanisms, and assessing the potential risks. In many circumstances the failure mechanisms currently active may not have been anticipated by the original design team.We have developed a substantial body of experience in the design of our infrastructure. Full scale and laboratory testing coupled with the application of scientific principles to model behavior has led to many powerful design tools. The continued serviceability of our infrastructure as its elements reach their design lives stands as a legacy to our profession. However, under the sustained effect of limited resources for maintenance and rehabilitation parts of our infrastructure are in a highly deteriorated state. Unfortunately, the condition of some of these has not been properly assessed. This paper focuses on the Lake Manatee Dam in Central Florida and the process used to clearly identify its highly deteriorated state. While there are many factors that contributed to the lack of a proper assessment of its condition, the focus herein will be on human factors and in particular how “Group Think”, “Aversion to Bad News”, and “Condition Assessments Based on Changes to Prior Condition” may have contributed to not properly identifying the development of a serious failure mechanism."

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. Thermal barrier coating (TBC) systems provide thermal insulation to high temperature for aero¬propulsion. A fracture mechanical model developed earlier for multilayer systems is applied on TBC to realize superior performance by enhancement of fracture resistance. Functionally gradient materials (FGM) solution concept is the basis of approach followed here. A few realistic FGM TBCs are considered in the analysis in addition to a conventional TBC as the base case and a hypothetical worst case with YSZ-YSZ interface. Parameters like number, composition and thickness of graded layers and elastic modulus are considered for the analysis and quantitative improvement of fracture resistance of TBCs. The analysis is confined to deep crack with crack size to width ratio as 0.5.

In an effort to reduce the cost of bulk explosives, Vigo Coal Company found that the addition of coal mined at their Friendsville Mine, not only reduced explosive costs, but also appeared to actually enhance blasting performance. The Friendsville Coal lies at the base of the Mattoon geologic formation within the Mcleansboro Group of the Missourian Series of the Pennsylvanian Geologic System in Southern Illinois. Vigo Coal Company commissioned VIBRONICS, INC., an independent blasting consulting company to quantify actual blasting performance. Insitu sonic velocity testing of overburden was conducted to determine the P-wave velocity of the sandstone present at Vigo’s Cypress Creek Mine, where the initial testing was conducted. Numerous VOD (velocity of detonation) recordings were obtained for varying blends of ANFO/Coal (now named Carbo*Prill). Cast blast percentages were determined for both Carbo*Prill and non coal blended bulk explosive blasts. The VOD of the coal blended product was intentionally reduced so as to more closely match the P-wave velocity of the sandstone overburden. Explosive blends containing as much as 40-50 percent coal were tested. Explosive blends containing greater than 30 percent coal, have been used in Cypress Creek Mine overburden production blasts. The coal blends appear to produce better fragmentation and yield excellent cast blast performance. Safer mining conditions were also observed. Flyrock potential was reduced. The blasts produced less back break, producing a safer highwall. Stripping dozer and shovel production rose during the testing period and equipment repair costs were lowered due to an increase in overburden fragmentation. Blasting vibrations were reduced, in part due to the lowered detonation velocity of the ANFO/Coal mixture. The Friendsville Coal Seam appears to contain inherent chemical and physical properties that enhance blasting performance. The use of Carbo*Prill has been approved by MSHA, BATF, the State of Illinois, and the State of Indiana. This paper will provide details concerning testing procedures, blast performance analysis, recommendations and conclusions for using this alternative blasting mixture.

When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

This Information Circular , one of a series published by the Bureau of Mines , reports on the methods and costs of mining and concentrating zinclead ore at the Highland Surprise mine in the Pine Creek area of the Coeur d'Alene region of Idaho . The mine is owned and operated by the Highland Surprise Consolidated Mining Co. , which supervises operations of the Nevada Stewart group of claims , which is adjacent on the northwest . These properties are at the extreme eastern end of a zone of fracturing that strikes northwest across the Pine Creek area . In fractures along this zone are the principal Pine Creek mines ; these are the Highland Surprise , Nevada Stewart , Sidney , Denver , V and Idaho , Liberal King , and Northern Light . Country rock at the Highland Surprise is argillite of the Prichard formation (Belt series ) . Fracturing has permitted the movement of mineral- izing agents that have replaced adjacent walls and crushed country rock with sulfides . Ore minerals are sphalerite and galena with accessory pyrite , chalcopyrite , pyrrhotite , and siderite . Three principal ore shoots were found on the Highland Surprise property . The Highland ore shoot was mined from outcrop to the 400 level . The Surprise ore body has been developed to a depth of 1,400 feet on the dip of the vein . The outcrop of the Surprise ore shoot was 150 feet long and 2 to 4 feet thick ; on the 1,150 ( lowest ) level , the ore shoot is 320 feet long and 10 to 17 feet thick , with good zinc content . Surprise ore shoot No. 2 occurs 250 feet west of No. 1 and has been mined from the 500 to the 1,000 level . From 353,000 tons of ore mined between 1910 and 1948 , the property has a recorded production of 256,000 ounces of silver , 7,500 tons of lead , 24,000 tons of zinc , and 412 tons of copper . Both shrinkage and cut and fill stoping methods are used at the Highland Surprise , but shrinkage is unsuitable for mining below the 700 level , because faulting has weakened the walls . Development of the Surprise ore , as well as exploration laterally and along the strike , is prosecuted steadily . A prospect heading is being pushed westward toward Nevada Stewart ground from the 700 level . The mill has a rated capacity of 275 tons per day and operates near capacity . Selective flotation makes zinc concentrate that is shipped to the Anaconda smelter and lead concentrate that is trucked to the Bunker Hill smelter at Kellogg .

To this end, the resources of Joy have been committed to doing its part. Joy's efforts are directed toward a target which has been defined as: 1. Deliver coal to the user at a price of $.15/MBTU or less. or; 2. Deliver coal to the mine portal at a cost of $1.00 or less.

The U.S. Bureau of Mines (USBM) has developed a computerized commodity flow model for strategic and critical materials This flow model is generic and applicable to most commodities and amenable to updating supply, demand, and/or production data change. The original model, with slight modifications, was used to track the flow of chromium. This report follows the flow of chromium through its metallurgical, chemical, and refractory applications, and highlights areas where significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing 451,769 mt of chromium were consumed, including 99,221 mt of chromium from recycling, Chromium losses from all causes in 1989 were estimated to be 345,347 mt from a variety of areas. These areas and their chromium losses are as follows: processing losses, 38,825 mt; processing-downgraded scrap, 18,227 mt; manufacturing losses, 18,128 mt; manufacturing-downgraded scrap, 56,595 mt; prompt scrap exported, 1,531 mt; obsolete scrap exported, 43,443 mt; recovery losses, 155,529 mt; and recycling losses, 13,069 mt. Recycled chromium-containing material accounted for 22 pct of the apparent consumption of chromium in 1989.

The Bureau of Mines conducted a series of tests to evaluate the effectiveness of mixing a compressed-air-generated foam with dried whole-grain silica sand to suppress dust in minerals processing plants. Dust at downstream transfer points was monitored with personal gravimetric samplers and with Real-Time Aerosol Monitors (RAM's) that were connected to strip' chart recorders. Results showed dust reductions of 80 to 90 pct on three separate occasions at two different plants. The mechanism by which foam suppresses dust is discussed, as are the constraints on the use of foam, which may include incompatibility of the foam with the mineral product, difficulty in controlling the foam generator, and cost.

If the metals sector is to contribute successfully to sustainable consumption we must adopt principles and practices which address the entire life cycle of the materials we produce. Progress must be founded on a sense of shared responsibility for the resources we utilize and the materials we create - it is this integrated approach which lies at the heart of materials stewardship. Materials stewardship means mining and metals companies producing materials in a responsible manner and then working with others, beyond their site, to ensure that the downstream material flows and applications are managed properly to create maximum societal value. In September 2006 ICMM published 'Maximizing Value: Guidance on implementing materials stewardship in the minerals and metals value chain'. This document takes a practical view presenting structured guidance as well as good practice case studies. In the publication, materials stewardship is described in terms of the range of activities that can be undertaken to ensure that all parties work collectively toward the responsible use of metal and mineral resources. This paper introduces the materials stewardship concept as set out in `Maximizing Value' and describes the business case for implementation as well as the ICMM framework for promoting materials stewardship.

"SUMMARY While the basic elements of risk management, including probability, consequences, risk registers, mitigation measures, etc., are now well understood, the process to include correlation, dependencies and linkage of risks and risk scenarios is less well defined and not well understood. To perform accurate and complete risk analysis and risk management, it is necessary to include correlation, dependencies and linkage between risk events, as well as risks that may occur multiple times. In this way, owners and contractors can more accurately determine risk-based costs, risk impacts and risk mitigation strategies. This paper will outline methods to deal with correlation, dependencies and linkage and will consider risks that may occur multiple times. Practical result comparisons – with or without these elements – will be presented. INTRODUCTION We believe the reader is familiar with basic concepts of risk, risk management and mitigation and the use of probabilistic cost-risk processes versus deterministic ones (Reilly et al. 2015; Sander et al. 2015). The probabilistic approach, compared to the simpler and more common deterministic approach (unit prices times unit costs plus a contingency), offers more useful information with respect to the range of probable cost as well as cost “drivers” and better quantifies the effects of risks, opportunities and variability – which improves understanding, leading to a better potential for profit (or loss) for contractors and added value for owners. In this context, a valid and sufficient quantification of correlation, dependencies and linkage of risk events, plus the impact of risks that may occur multiple times, is essential. Components of Cost Estimates – Base Cost, Risks and Other Uncertainties The components of cost that need to be correctly addressed in an estimate include (Moergeli et al. 2015): •,Base costs – the costs that will result if “all goes according to plan” (Reilly 2004) •,Risk costs – the resulting costs of threat and opportunity events, if they should occur •,Escalation costs – costs resulting from normally expected inflation with variability •,Other uncertain costs – costs that result from other events, normally external to the project team’s control, which may include unanticipated events, politically related changes and “black swan” events (Talib 2007)"

IN the recent world-wide deflation of commodity prices the coal industry, including both anthracite and bituminous coal, had reached a level where the actual delivered market prices received by the operators were usually less than the cost of production. Many steel companies and public utilities, operating their own "captive" mines, could have bought coal during the past three years for less money than the true cost of coal produced at their own properties. Competition within the coal industry itself was cruel to the point of profitless operation, and the competition of other forms of fuel was bearing heavily on the coal producers. They were thus forced into methods of production and utilization that they had hitherto ignored; there had been almost complete absence of any appreciation (by the bituminous operators especially) of the necessity of real research work in finding better methods of preparing coal for specific uses, and in finding new and profitable uses for different kinds and grades of coal.

When the Trelleborg Divisions of Boliden Allis and MPSI merged, a unique opportunity occurred for two independent mill fabricators to compare various design procedures and the research upon which they were based. This paper documents such a comparison in the structural design area. Several SAG mill analyses are compared using both Boliden Allis and MPSI methods. The differences and similarities are then utilized in a correlation of critical stress definitions and the acceptable design and inspection criteria.
