"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

The Barrick Mercur Gold Mine lies in the Oquirrh Mountains of northern Utah. Limestone, sandstone, shale, and chert are the predominant rock types being mined. Recent expansion has encountered rhyolite. Lithology and structural attitudes control most mechanical behavior. Slope steepening, mine planning, and site selection are presented as means by which geological engineering has contributed to the economics of the operation. Geomechanics investments of approximately $700,000 have resulted in cost savings or additional production worth over $16,000,000.

Soundless chemical demolition agents (SCDAs) are proving to be the future of sustainable and environmental-friendly mining. These expansive chemicals become critical when there is a need to break rock close to communities, environmentally sensitive areas, and critical structures and infrastructure. Unlike explosives, the SCDAs do not generate air-blast, ground vibrations, flyrock, noise, dust, and noxious fumes, which can negatively affect the environment, surrounding communities, sensitive areas, and critical structures and infrastructure. Over the years, several types of SCDA products have been used successfully in the civil and construction industries for the demolition of old and dilapidated buildings near vibrations and environmentally sensitive areas. They have also been used to fragment boulders in the mining and construction industries. However, to date, no study has investigated the applications of soundless chemical demolition on a large-scale in opencast mines. Therefore, this study evaluated whether soundless chemical demolition can break large volumes of in situ rock. This was done by conducting five trials using Nex-Pand soundless chemical demolition agents in four different surface mining sites. Trial 1 was unsuccessful as it was unable to break the rock due to the large confinement between the drilled holes and the use of a hole diameter that was 182% larger than recommended. Trial 2 was a success as it was able to fracture the rock with a crack width that reached 110 mm after 72 hours. Trial 3 generated cracks at the biggest hole diameter of 102 mm. The cracks developed and ceased to increase after 96 hours at a crack width of 100 mm. Trial 4 achieved the smallest crack width due to a very competent rock compared to the other sites. Trial 5 generated cracks at a slower rate than other trials because of the use of Nex-Pand powder at lower ambient temperatures than recommended. These trials proved that soundless chemical demolition agents can replace explosives in areas closer to sensitive infrastructure and communities. This will ultimately enable mines to unlock value and access deposits in these areas.

In this issue, the Bureau of Mines announces the availability of the latest of its Mineral Perspectives series: ?MP-4, mineral Industry of Western Europe." This publication describes the mineral industries of 19 Western European countries. For readers unfamiliar with this new series, reproduced below and on the two succeeding pages, is the section dealing with the mineral industries of France. Information regarding acquisition of this publication is found inside the back cover of this issue. FRANCE France is a moderately important producer of minerals, including iron ore, coal, potash, fluorspar, and uranium. In addition, France is a significant processor of imported minerals, chiefly for its own consumption. In general, it has exportable surpluses only of a little iron ore (low-grade ore exported to Luxembourg) and some nonmetallics.

A working hypothesis is presented herein mineral belts are split as all world oceans opened. Rather than plate tectonics, expansion is favored as the most recent expression of the sequence of convecting systems in the Earth's mantle. Throughout the geological record this sequence has produced similar mobile belts. This similarity lends itself to both stratigraphic classification and the theme of mineralization in mobile belts demonstrated by Y. A. Bilibin. Crustal evolution should, therefore, serve as an important guide in understanding Pacific mineral belts.

The Bauer company was founded in 1790 by coppersmith Sebastian Bauer in Schrobenhausen, a small town north-west of Munich. The original workshop business carried out works including repairs to church roofs and brew kettles. Later the company expanded its operations to encompass water pipe installation, which it continued through to the 1980s. In addition to installing water pipes it then also began drilling wells, which were sometimes constructed using very simple methods, such as tripod frames (Figure 1).

The I-75 Modernization Project (Segment 3) just north of Detroit, MI is being delivered as a Design-Build-Finance-Maintain (DBFM), which is a Public Private Partnership (P3). The project includes design and reconstruction of 5.5 miles of freeway, including a depressed section with a 20,630-ft long, 14.5-ft inside diameter, up to 100-ft deep stormwater tunnel, multiple drop shafts, and a pump station. The project also includes a maintenance term of 25-years. This is the first time MDOT has used a P3 delivery method for a major highway and tunnel project. This paper describes the development of the P3 documents, including performance-based tunnel and shaft technical requirements, and the approach to project risk management, financing, and insurance coverage.

Underground mining operations are sensitive to price fluctuations because they usually perform with a narrow profit margin compared to open-pit mining. Furthermore, the economic evaluations regarding operation are based on estimated or simulated grades rather than actual values. These bring a high degree of uncertainty to the viability of an operation. Hence, mine planning that accounts for uncertainty is crucial for underground mining operations. As an underground mining technique, sublevel stoping has geotechnical, curing time, seismicity, cost minimization, and production requirements. A new mixedinteger linear program is proposed that considers the uncertainty associated with net present value using chance-constrained programming. The net present value (NPV) maximization objective is transformed into a multi-objective maximization problem where one objective is to maximize the mean NPV, and the other objective is to maximize the negative standard deviation multiplied by a scalar called risk or reliability level. The balance between the two objectives was maintained by this scalar and was selected based on the reliability level of the project. A case study was conducted with varying reliability levels, and sequences were generated. It was shown that the expected net present value increased at higher reliability levels, and the overall value of the objective function decreased as the reliability level increased. In other words, the variance component penalized the value of the objective function. Moreover, it was observed from the case study that at lower reliability levels, stope grade order bears similarity to the extraction order.

PROBABLY the most critical and difficult period in an engineer's career is that between the completion of his college work and his attainment of professional recognition and accepted status in the industrial world. Upon leaving school the young graduate breaks his immediate ties with his educational institution and in a sense finds himself adrift. At this time in his life a society like our Institute has both the responsibility and the privilege of meeting a vitally important need in his professional life. Some of these young men are Student Associates, in the year after graduation, and some are Junior Members, but all need advice and assistance. In some respects this situation will be accentuated by the war. Not only will thousands of young engineers be mustered out of military service but the process we describe generally as industrial reconversion will make necessary many readjustments in personnel. About two years ago the Institute recognized the opportunity of helping the younger member to help himself by appointing a new standing committee to be known as the Committee on Professional Development of Junior Engineers. Herbert Hoover is Honorary Chairman and it is my privilege to serve as Chairman. The name of the Committee is not entirely satisfactory but it expresses the general objective. The present article is in the nature of a progress report of the work of this Committee.

A survey and critical appraisal of published information about Young's modulus was originally made by the writer because of a complete lack of information about this very important quantity in works on. mechanics, physical metallurgy, physics, and other sciences. It was felt that a comprehensive summary of such information about Young's modulus might be of general interest and may suggest new problems or lines of attack on other problems that involve E. Hence this paper has been prepared even though it is only a review, with no new ideas or experimental data. The references are only those used in assembling the paper. No attempt was made to compile a complete bibliography on the subject of Young's modulus. The earliest calculations were probably those of Tomlenson (1883) and Souther-land (1891), but Fess'enden4',~ made extensive calculations a few years later and arrived at the relationship: £ = 78.TOw(i)* where V is the atomic volume. In 1923, Peczalski, working from the same standpoint but with more information available on atomic structure, arrived at an identical relationship, which he expressed as: where B is a constant of value about 8 . 107, p is density and mis atomic weight; the atomic volume, of course, being ml p. Portevind4 immediately pointcd out that while the equations of Fessenden and Peczalski were true of the common metals, they gave low values for the refractory metals with high moduli (Fig. I). He showed (Fig. 2) that much better concordance was obtained by means of an empirical equation of the form: F- KT" where K is a constant; T the absolute melting point; V, atomic volume, and a and b constants of value approximately I and 2 respectively. This constant K in the Portevin equation is not necessarily the same for all elements, as shown by Thompson. Zinc of high purity offers definite advantages in certain fields. A process by which zinc of 99.99 + per cent purity is produced by pyro-metallurgical methods is described in this paper. The process consists of a fractional distillation following the primary reduction; this fractional distillation employs the principles of rectification for the separation of lead and other high-boiling impurities and cadmium and other low-boiling impurities. Theoretical Considerations Involved in Production of High-purity Zinc by Distillation Fractional distillation, fractional condensation, and rectification are recognized methods of separating mixtures of liquids. In the field of organic liquids these methods are widely used but not commonly to effect as complete a separation of liquids as is done in the problem under consideration. Zinc boils at 905" C., cadmium at 778" C. and lead at about 1620" C. Zinc may contain from several hundredths of one per cent to over one per cent each of cadmium and lead, and the problem is to reduce these impurities to a few thousandths of one per cent. For lead and zinc, the spread in boiling points is substantial, 715° C., while for zinc and cadmium it is only 127" C. The basic limitation of any separation by distillation may be found from the relation between the equilibrium composition of the vapor and the liquid for all mixtures of the two substances involved. If a mixture of constant boiling point is found, or if a stable compound that vaporizes without dissociation occurs, there is a definite theoretical limit to the degree of separation that is possible when operating at atmospheric pressure with respect to that mixture. Otherwise, any degree of separation is theoretically possible. A rocket parachute signal flare is often used to signal a maritime emergency. In the general operation of these devices, a solid rocket motor propels a metal body to an altitude of approximately 1000 ft (305 m). At the end of the rocket motor, a propelling charge drives a signal flare and parachute out of the metal body and ignites the flare, which then burns for approximately 40 seconds as it falls to earth. COMPLAINT has been made that in the literature of economic geology the work of the "company or practical" mining geologists does not get enough attention. I propose to attempt to overcome this com¬plaint in reference to one important lead-mining district, that of the Coeur d'Alene in northern Idaho. Furthermore, I will assume that the reader is not so much interested in the geology of the district as in the methods of application used and incidents that have arisen in the work. All the important discoveries of ore in the Coeur d'Alene were made without benefit of geology. Certainly I would not claim the reputed discoverer of the Bunker Hill mine as a fellow geologist. It appears also that the mines were operated quite successfully for many years without geological specialists, though doubtless certain properties were visited at long intervals by such men as Waldemar Lindgren. It was known that the ores occur in quartzite, graywackes and slates as stated by J. R. Finlay in 1903. (TRANS., VOL. 33.) He described the ore as occurring in typical fissure veins that occupy fault-planes of indeterminate displacement. The Bunker Hill lode was based on a definite fissure with the mineralization all on the hanging-wall side, extending as far as 300 ft. from the fissure.

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

The National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research recently developed a series of models using computational fluid dynamics (CFD) to study the gas distribution around a continuous mining machine with various fan-powered flooded bed scrubber discharge configurations. CFD models using Species Transport Model without reactions in FLUENT were constructed to evaluate the redirection of scrubber discharge toward the mining face rather than behind the return curtain. The following scenarios are considered in this study: 100 percent of the discharge redirected back toward the face on the off-curtain side of the continuous miner; 100 percent of the discharge redirected back toward the face, but divided equally to both sides of the machine; and 15 percent of the discharge redirected toward the face on the off-curtain side of the machine, with 85 percent directed into the return. These models were compared against a model with a conventional scrubber discharge, where air is directed away from the face into the return. The CFD models were calibrated and validated based on experimental data and accurately predicted sulfur hexafluoride (SF6) gas levels at four gas monitoring locations. One additional prediction model was simulated to consider a different scrubber discharge angle for the 100 percent redirected, equally divided case. These models identified relatively high gassy areas around the continuous miner, which may not warrant their use in coal mines with medium to high methane liberation rates. This paper describes the methodology used to develop the CFD models, and the validation of the models based on experimental data.

Slope instabilities in open-pit mines pose a safety risk to workers and a financial burden on production. The direct impact of slope stability on safety and production makes slope failure predictions one of the important challenges in the mining industry. Predicting the precise time of slope failure has been the subject of much research in conjunction with the development of innovative monitoring technology designed to prevent sudden failures. This paper investigates the use of AutoRegressive Integrated Moving Average (ARIMA) model to predict the time of slope failure. Input data such as inverse velocity (IV) and dimensionless inverse velocity (DIV) from 20 slope failures were used to train the model predict the failure time. For comparison purposes, the time of slope failure using the traditional inverse velocity method is also provided. We show that ARIMA provides 90% more accurate predictions than the TIV approach.

Underground mining in Sweden is today characterized by mechanization and automation, owing to the rising cost of labour. Drilling in drifts and tunnels is still essentially done with jackleg drills, but rigs wh1ch make it possible for one man to operate two or more drills are now frequently used. Large jumbos for longhole drilling, with two drills operated by one man, are used, especially in sub-level caving. A special drill-rig for drilling through overburden and blasting without removing the overburden has been successfully used in canals and also in ports, where blasting is per-formed under water. The increased use of mining methods based upon long blastholes is a result of the development of equipment for drilling long straight holes. The most common mining method in Sweden is sub-level caving. Extensive research, with model tests, has been carried out in order to determine suit-able dimensions of drifts, sub-levels and drilling patterns. The results have been tried in practice and have given increased yield and less waste rock in hoisted ore.

The Summitville Au-Ag-Cu district in the southeastern part of the San Juan volcanic field has been a major gold producer in Colorado. Mineralization is hosted by the composite South Mountain quartz latite porphyry volcanic dome, which is believed to have been localized by the intersection of the northwest margin of the Platoro-Summitville caldera complex and the northwest-trending Platoro fracture zone. K-Ar age dates indicate that alteration and mineralization were nearly contemporaneous with emplacement of the dome at 23-20 m.y. ago, 6-7 m.y. after collapse of the Platoroo-Summitville caldera complex. The dome consists of at least four major phases including strongly altered quartz latite porphyry; a late-mineral, coarse-grained sanidine quartz latite porphyry; and postmineral quartz latite dikes. The dome was emplaced into intracaldera rhyodacite and andesite. Gold-silver-copper mineralization is concentrated near the top of the dome and is associated with pods, pipes and steeply dipping tabular zones of silicification and advanced argillic alteration. Alteration is zoned outwards from the center of mineralization through argillically and propylitically altered rocks, and is largely confined to the area of the dome. Trace element geochemical patterns for the deposit indicate a central zone of anomalous As-Au-Pb-Ag and low Mn within an exterior zone of anomalous Ag-Au-Pb-Hg and high Mn. The chief ore mineral is native gold which is associated with goethitic iron oxide in the oxide zone. In the sulfide zone, native gold is associated with copper sulfide-sulfosalt mineralization. A genetic model for the Summitville deposit is based on recent models of modern geothermal systems, with which it shows similarities in alteration, ore mineralogy, zoning, and structural patterns.

IN his recent paper, "The Controversial Art of Flotation," (Mining Technology, March, 1944) E. H. Rose states that "flotation is a science in so many variables that only art can blend them." This statement is apt. It contains meat. In other words, a valid scientific reason is behind every flotative effect. Some of these reasons we understand, but much the greater number of them still escape us. This does not prevent us from "going places," as familiarity and experience with the problems result in an increasingly intelligent and artful handling of these effects. Hypotheses are built up by the individuals concerned to explain certain happenings. Many of these hypotheses have to be abandoned when placed under the glaring scrutiny of actual trial. A few survive the severest of tests, come through unscathed, and are elevated to the rank of theories, something susceptible of certain chemical and physical explanation, under the conditions of the particular plant concerned. If these theories continue to hold water under all the variations existing in most milling plants, they gradually become accepted as facts in the minds of the plant operators. But-and here is a big BUT-these so-called facts may fall down completely in another plant working under an entirely different set of conditions. In other words, each plant tends gradually to build up its own facts, which may or may not be facts at another operation.
