The plan contemplated that the United States should provide assistance which would enable the European nations better to help themselves and to help each other to reconstitute from their war-torn lands conditions which would make possible decent standards of living.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

ONE of the well-known and important uses of the noble or precious metals has been for electrical contacts. In fact, the elements of this group, comprising gold, silver and. the six platinum metals, have been called "noble" because of their ability to resist heat and corrosion, properties which. were early found to be of importance in good contacts. Of these, platinum and its iridium alloys, palladium, and silver, have been extensively used. In recent years the electrical industry has been responsible for about one-eighth of the total consumption of the platinum metals in the United States. Information is not available as to what part of this one-eighth has been used for contacts but it is certainly an important one. SUBSTITUTES FOR PLATINUM During the past 20 years a considerable number of contact alloys have been proposed in the patent literature largely with the aim of more or less replacing platinum by gold or silver, and some of these alloys are finding increasingly widespread application as the reliability of their performance becomes established. From even the partial data at hand it appears that this substitution by the less precious metals has replaced at least one-half of the amount of platinum that the entire electrical industry would otherwise be consuming at the present time. While the subject is of considerable interest to the metallurgist it is even more so to the electrical engineer and it is surprising that the literature records no systematic and' comprehensive investigation along these lines. Practically all the scattered work on noble metal contacts has centered around platinum as a standard and has had two more or less distinct aims. One of these has been the replacement of platinum by cheaper materials, and the other, the development of materials of superior electrical performance. The merit, of a contact metal has been assumed to be dependent on its infusibility, and since the more precious metals have the higher melting points there has naturally been an association of the two qualities in the sense that the more precious were

This manual provides instructions for installing, operating, and maintaining a protective canopy on the Joy Mfg. Co. loader. These instructions are based upon two actual install .at ions: one made in a mine on loader, model 14BU10-11AH, and one in the factory on model 14BU10- 11AH. The parts list and engineering drawings for the protective canopy are included at the end of the manual. And a discussion of some alternative design concepts is also included. The manual can also be used for retrofitting other loaders with similar protective canopies. Skilled mechanics can determine if the instructions herein would be applicable to the other loaders and can determine any necessary modifications if they are not.

The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. Metal production have long been using carbon sources as both reducing agents and energy sources. Consequently, the global extractive metal sector contributes significantly to greenhouse gas emissions, accounting for approximately 9.5 per cent. Hydrogen gas offers as a promising ecofriendly alternative to carbon in metallurgical processes, serving as both a reductant and energy supplier with a by-product being only water vapour. However, the implementation of molecular hydrogen faces certain challenges related to the thermodynamics and kinetics of metal oxide reduction. In addressing these challenges, researchers have explored the application of hydrogen plasma, generated by subjecting molecular hydrogen to high energy to produce atomic, ionic and excited hydrogen species. Hydrogen plasma offers thermodynamic and kinetic advantages over molecular hydrogen and carbon-based reductants, exhibiting lower standard Gibbs free energy of reaction and activation energy. Therefore, hydrogen plasma can produce metal in fewer steps, process any oxide feed and feed size and even be used to refine metals. Despite these advantages, challenges exist in utilising hydrogen plasma in extractive metallurgy, including electricity costs, potential reverse reactions and industrial-scale implementation. This study provides a mini review of prior research on hydrogen plasma for metal oxides reduction, particularly iron oxide, as well as state-of-the-art techniques for its use in extractive metallurgy applications by mentioning several reactor types. Future prospects and scale-up possibilities of the hydrogen plasma in extractive metallurgy will also be presented.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet the long-term needs of a growing population. The tunnel will be 1,100 m long and 6.5 m in diameter (3,610 LF × 21.3 ft), constructed under Burrard Inlet between North Vancouver and Burnaby in British Columbia. It will be excavated through mixed ground conditions under high groundwater pressure, using a slurry TBM, between a 72 m (236 ft) deep shaft in soil and a 110 m (361 ft) deep shaft in rock. The completed tunnel will accommodate three large-diameter water mains that will be installed as part of the tunnel contract. This paper presents the project from design and contractor procurement, into the current construction stage describing some of the unique challenges encountered during the project development to date.

"INTRODUCTION Ignitions of gas at the coal face when a blast is fired electrically are often a tributed to the explosive; but sometimes the ignition cannot be explained satisfactorily in this way-in fact, ignitions have occurred when the detonator has failed explode.The possibility of such electrically by sparks from the blast between poorly insulated leading wires and detonator leg have been recognized. Several countries have provided safe types of single-shot blasting units; some have permitted the use of larger multiple-shot blasting units provided each unit is equipped with a time-limiting switch that prevents unnecessarily long application of voltage on the leading wires after the shot has occurred, the assumption being that the firing line will this be dead before damage to the wires and subsequent sparking can take place. An extensive research was made by a French commission relative to the characteristics of electric detonators and methods of firing. Along other tailings they investigated the probability of ignitions by sparks across the leading wired at the face, also the time and duration of the various events in blasting, such as ignition of the detonators, movement of the coal face, and application of firing current. They suggested, as a means of eliminating or reducing tilt possibility of gas ignitions from the blasting unit, that the timing switch of the blasting unit be designed to disconnect the blasting"

It is the ability to stand on one's feet, transfer knowledge and thoughts to others, to reach an objective professionally or otherwise by leading groups through a channel of planned thought. Each day group speaking plays an important part in making or marring success, and the engineering profession often provides this opportunity and requirement. An ability to speak effectively develops courage, poise, confidence, and prestige for the speaker. The technical man cannot be reluctant to face an audience. He is often called upon to do this in presence of employees, supervisors, and other groups. His ability to speak effectively is as much a requirement as the fundamentals of his profession. The three fundamentals of effective speaking are: (1) Enthusiasm and Confidence. These are joined because of their close relation. (2) Preparation. This includes knowledge of the subject. (3) Presentation. By this is meant the features of delivery.

This chapter discusses the necessary construction techniques for installing coal mine ventilation devices. Included in the discussion are the major air controlling devices called over- casts, regulators, stoppings, and doors. Under-casts, although a valid device, are used infrequently in coal mining and are not discussed here. Typically, coal mines require a great many ventilation devices to control the air movement. Post-I969 mines have had to design their air systems to comply with the Federal Coal Mine Health and Safety Act (CMHSA) as discussed in Chap. 1. Pre- 1969 mines have had to redesign major portions of their systems to comply with the basic components of the law such as separation of air courses, single unit split ventilation, and minimum air quantities. It is not uncommon, therefore, to find a large mine (2.0 Mt/a) requiring several hundred overcast installations (permanent, as well as repeat construction), plus doors and regulators placed among a thousand or more stoppings. When each of these devices is subject to leakage from installation and weathering defects, the importance of effective construction becomes evident. An historic rule of thumb for average mine ventilation says that about 70% of all the air pressure generated by the mine fan is lost between the portal and the working faces. Of course, this rule is subject to many factors, but the message is clear: there is a tremendous inefficiency in controlling leakage through common air devices. This chapter strives to present a standard approach and design alternatives which can go a long way in reducing this leakage, and hence, ventilation costs. Historically, mine ventilation has progressed from natural, or draft ventilation, to fire-induced ventilation (Fig. l), furnace-fired centrifugal fans and finally, to today's modem mine fans. Underground controlling devices have been in use in the coal mines since the late 1600s, but the CMHSA of 1969 was the real turning point for mine ventilation. Minimum quantities and velocities of fresh air were required for mining, forcing coal operators and engineers to reevaluate and improve their systems. As a consequence, the cost for ventilating air increased. Today, companies face a variety of choices among design alternatives, materials, labor, and costs of ventilating devices for their mines. The best approach for any individual company or mine is determined by (1) the needs of the mine, and (2) the local design parameters. In my discussions of ventilation construction I shall be fairly general in terms of device installation steps, where specifics are warranted for clarification, I will include this information.

INTRODUCTION New York City Water Supply—Background and History Since the 1840s New York City has been developing the largest, and perhaps, the best urban water supply and distribution system in the world in terms of quality and reliability. One of the engineering marvels of the modern world, the New York City water supply and distribution system serves a population of almost nine million, including residents in nearby Westchester, Putnam, Ulster, and Orange Counties of New York State. The average daily supplies presently are running at almost 60 m3/sec(about 1,350 million gallons per day). The watershed for the New York City water supply system, under the jurisdiction of the New York City Department of Environmental Protection (NYCDEP), consists of19 reservoirs and three controlled lakes, and covers an area of approximately5,000 square kilometers (about 2,000 square miles) north of New York City. The watershed total available storage capacity is about two billion cubic meters (560 billion gallons) and is divided into three reservoir systems: the Catskill and Delaware watersheds located West of the Hudson River; and the Croton watershed, located east of the Hudson River, see Figure 1. The first element of the system, the Croton Aqueduct, started operations in 1842.Through several updates and expansions, the present-day Croton system was in place by 1911, providing a potential maximum supply of about 15 m3/s (about 340 mgd). The system includes ten reservoirs and three controlled lakes. In the late 1800s, with the tremendous growth of the City, New York City water engineers began to look for additional sources. Between 1907 and 1929, the City acquired water rights and constructed a new 148 km (92 miles) Catskill aqueduct to convey water from the Ashokan Reservoir to the City. Successful design, operation and completion of a surface waste management facility for a diamond mine located in Canada?s northern environment requires careful planning to minimize short and long term environmental impacts. As part of the mine development application process, best practice standards were applied using conventional engineering to reduce the environmental effects of the mine waste facility at the Snap Lake Diamond Project. This paper presents the design criteria, site conditions, material characteristics and engineering management objectives considered for optimization of the development plan. Insight into the engineering analyses, development alternatives, monitoring program and reclamation strategy plan to be undertaken during mine operations to provide opportunity for adaptive management and to minimize environmental impacts is provided.

The Chamber of Minerals and Energy of Western Australia Inc (CME) is the peak resources sector representative body in Western Australia. The paper gives a summary of the role and objectives of the CME, including its history, structure and key program areas. Particular attention is given to the role of the CME in the Eastern Goldfields of Western Australia. The paper details the types of CME membership that are currently in existence. The paper argues that a strong and vibrant CME is vital to secure the resources sectorÆs growth and development in future years.

"Previous work indicated that the annual per-capita consumption of raw aggregate material averages about 10 tons; half of which is produced by blasting. Given a population of approximately 320 million in the United States alone, this amounts to 1.6 billion tons of blasted material annually. It was also estimated that up to 20% of the blasted material in aggregate operations is smaller than 6.35 mm (1/4inch) in size. Thus, about 320 million tons (i.e. 1 ton per capita) of byproduct is produced annually and sold at significantly lower prices or potentially discarded in waste dumps."

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. [Health and safety hazards from contamination of the atmosphere in places frequented by persons depend to a considerable extent on whether the contaminating agent possesses sense-perceptive properties which will give warning of its presence before it '.an create harmful conditions. If a distinct and easily recognized warning is given in advance of harmful conditions, hazards ace mitigated, but if warning properties are inadequate or absent, the hazards are augmented. When evaluating the hazard presented by a potentially harmful substance used under conditions of possible escape into the air of places frequented by persons, it is therefore necessary to consider the warning properties of the substance along with ether pertinent information such as toxicity, inflammability, physical properties, and mode of use. If the contaminating agent inherently lacks warning; properties it may be possible to impart them by adding to the hazardous substance a small quantity of a relatively harmless substance which has a high warning intensity.]

The challenge of leadership is to change the worker’s poor perception of safety to an excited, empowered, valued employee who is continuously committed to the achievement of high levels of health, safety and conformance – the challenge therefore is to transform from within. Any work force needs a set of behavioural rules which work for it – including safety rules and critical safety behaviours, which are accepted through involvement leadership, encouragement and support.

In operations that use the sublevel stoping mining method, production scheduling takes into account factors, including ore reserve envelopes, ore grade averages, equipment capacity, feed controls to the mill, and geotechnical restrictions, across the scheduling horizon. Mathematical programming is one of the most effective methods for enhancing the decision-making process in regard to the most viable production schedule in light of a given set of limitations. The majority of research on sublevel stope mining focuses primarily on a single objective of optimisation, which is to maximise the net present value (NPV). Environmental, social, and governance (ESG) considerations are becoming more prevalent in the mining industry. This includes aspects relating to deforestation, land disturbances, gas emissions, community relations, and water usage, among many others. Institutional and other kinds of investors are becoming more interested in the work that resource companies do regarding their ESG obligations. This review article identifies the gap in the existing literature and proposes to simultaneously optimise the production schedule around three objectives. Two of these relate directly to ESG aspects.
