"The 2018 Elko Roundtable was held at the Red Lion in Elko, NV on March 15, 2018. The gracious host was once again Knight Piésold. Attendance was robust with representatives from more than 14 mining properties across Nevada representing nine corporations. Total attendance was at its highest in almost a decade. A high level of interest was also gauged by the number of companies with multiple attendees.The topic of water in mining was clearly a factor in creating the large show of interest. In terms of industry trends that are tracked annually, this topic had been absent from the list for more than 10 years (Deloitte, 2018) but was squarely planted there this year. And deservedly so. Three attending companies are signatories of the International Council on Mining and Metals (ICMM) which espouses a firm stance on water stewardship (ICMM, 2017).How’s the water?It is reported that water scarcity affects more than 40 percent of the world’s population (Deloitte, 2018). Consumption of water in the United States, based on the last detailed census, entails only 1.5 percent usage by the mining industry. The largest users are reportedly thermoelectric power and irrigation, combining for more than 75 percent of the U.S. consumption. During the prior census period, water usage at mines was up dramatically (USGS, 2014).Mine water source usage is primarily a mix of ground water and saline or fresh surface water resources. Over the previous period, saline sources experienced the greatest percentage in growth as a mine water source, nearly doubling in use. Nevada ranks second as a state nationally in mine water consumption. California is the leader, and Nevada is immediately followed by Utah and Alaska (USGS, 2014).Water rights in Nevada and the ongoing litigation at the state level, particularly over the Humboldt River basin, have elevated the concern over the supply of water and have raised the interest regarding the topic of water across the mining industry as well as within other industries.The Elko Roundtable meeting began with a safety share and introductions, and included each attendee mentioned a water problem or solution that he or she would like to discuss during the day. An interesting list of subtopics was developed from this round robin and yielded the following most common themes:• Mine pit dewatering during operation and pit wall stability.• Draindown from tailings dams and heap leach pads and dealing with this at closure.• Post closure pit lakes, pit lake water quality and associated water rights."

To assist in the reduction of environmental degradation resulting from milling operations, the Bureau of Mines has developed, and successfully demonstrated, chemical, vegetative, and combined chemical-vegetative procedures for stabilizing milling wastes under varying environmental conditions. Costs of achieving reclamation using these stabilization procedures are compared with those of other physical and vegetative approaches. The Bureau's chemical-vegetative procedure for establishing vegetation directly on fine-sized wastes compares favorably with other stabilization processes that have been used.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. "IntroductionTHE PROCEDURE and technique for drilling holes has probably undergone as great a change during the past ten years as any one of the other operations conducted in hard-rock mining. During this period, we have seen a change from the heavy leyners and drifters to the light jackleg type of drill machine; from steels that were forged and hardened on the bit end to the inserted •carbide-tipped rod, from the necessity of providing special bit-end fabrication and beat treatment of shank steels to the simple grinding or turning of a plain section on a shank with no heat treatment required for bit attachment.When the steel maker was first called upon to manufacture a hollow drill rod, it was required that the steel must not only have sufficient strength and fatigue resistance to cope with the stresses of service, but also must be capable of being heat treated on the bit end to a high hardness for resistance to wear and abrasion . Little was known at that time about alloy steels and the beneficial effects to be gained from additions of chromium, nickel , and molybdenum. So it was that the plain 0.80 per cent carbon analysis was selected, since it had already proven to be a suitable grade for chisels, hammers, and other such shock tools. This grade has long endured the test of time and is still used in considerable tonnage today, particularly by the construction industry.As the metallurgist learned more about the influence of alloying elements, a new hollow drill analysis was placed on the market in the early 'thirties'."

ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

A parametric study was conducted to establish the optimum operating conditions for the column flotation of fine coal. The parameters examined in this investigation included collector and frother dosages, feed solids content, and the volumetric flow rates of feed slurry, air and wash water. Despite the wide range of conditions studied the experimental data were found to fall along single grade-recovery curves, just below the maximum separation predicted by the release analysis technique. The deviation of the parametric test data from the release curve was attributed to the nonselective entrainment of mineral matter associated with poor froth washing. The operating point on the characteristic recovery-grade curve was found to be primarily determined by feed rate and aeration rate.

"U.S. Mine Safety and Health Administration (MSHA) regulations require underground coal mines to use refuge alternatives (RAs) to provide a breathable air environment for 96 hours. One of the main concerns with the use of mobile RAs is heat and humidity buildup inside the RA. The accumulation of heat and humidity can result in miners suffering heat stress or even death. MSHA regulations require that the apparent temperature in an occupied RA not exceed 95 °F. To investigate this, the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted testing on a 23-person tent-type RA in its Experimental Mine in a test area that was isolated from the mine ventilation system. The test results showed that the average measured air temperature within the RA increased by 9.4 °C (17 °F) and the relative humidity approached 94 percent at the end of a 96-hour test. The test results were used to benchmark a thermal simulation model of the tested RA. The validated thermal simulation model predicted the volume-weighted average air temperature inside the RA tent at the end of 96 hours to within 0.06 °C (0.1 °F) of the average measured air temperature. IntroductionIf an accident occurs in an underground coal mine, miners who fail to escape from the mine can enter a refuge alternative (RA) for protection from adverse conditions, such as high carbon monoxide levels. One of the main concerns with the use of mobile RAs is the potentially adverse thermal environment inside an RA from the metabolic heat of the occupants and the heat released by the carbon dioxide (CO2) scrubbing system. Moreover, the humidity within the RA will increase through occupants’ respiration and perspiration, and from the chemical reaction within the CO2 scrubbing system. The accumulation of heat and humidity can result in miners suffering heat stress, heat stroke or even death."

"One of the cornerstones of NI43-101 Standards of Disclosure for Mineral Projects is the technical report. The purpose of the report is to provide a summary of the scientific and technical information concerning mineral exploration, development, and production activities on a mineral property that is material to an issuer. The reports must be prepared in accordance with NI43101 and Form 43-101F1 Technical Report and the information must be current as of the date of the filing of the technical report. As these reports provide important information to the investing public, qualified persons preparing these reports should, as much as possible, write in plain, simple language that can be easily read and understood by people who are not geoscientists or engineers. So let’s review some of the common deficiencies with technical reports. Non-current technical report Some of the factors you should consider when determining if your previously filed technical report is still current are as follows: •,Is there new technical information on the property, such as drilling, assays, metallurgical testwork? •,Have you made changes to key assumptions, parameters relating to mineral resources or mineral reserves, or economic analysis? If you have completed the previously recommended work, are your recommendations still current? Similarly, are your report recommendations consistent with what you are telling your shareholders or disclosing in the use of proceeds in your offering documents? For example, if the recommendations in the report consist of further exploration and metallurgical test-work prior to completing a preliminary feasibility study and you have completed the proposed work and are now raising money for a final feasibility study, the report is probably not current."

A laboratory and pilot-scale investigation of direct smelting of copper concentrates was conducted to determine the effect of concentrate analysis and the degree of roasting on the yield and quality of copper produced in a subsequent smelting step. Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

Introduction In the aggregate, directly and ?indirectly, the pulp and paper industry ? consumes very large quantities of a variety of minerals, or compounds prepared from minerals. This is especially true in the manufacture of news-print, but fine papers, also, account for some of this consumption, in the processes of loading, coating, and otherwise improving the finish. The more important of the minerals used in the industry in Canada are briefly dealt with in the following pages. The list is by no means exhaustive, however. Thus, barite, lithopone, zinc oxide, zinc sulphide, and titanium oxide are used in small quantities in Canada in filling and coating paper. Up to the present time, however, the quantities of these materials used in the paper industry have not sufficed to encourage their manufacture in Canada. In the case of barite (barium sulphate)-or of witherite (barium carbonate)-it may be said that, should deposits of commercial size be discovered in Canada, the ore would have considerable export value, for use in the paper and other industries. China-Clay (Kaolin) Considerable quantities of china-clay are used for brightening and improving the finish of paper, and there is a growing tendency to use larger amounts of this material in newsprint manufacture. No china-clay suitable for paper manufacture is at present produced in Canada, but samples have been forthcoming recently from a deposit near St. Remi d'Amherst, Labelle county, Que., about thirty miles north of the Ottawa river and approximately midway between Montreal and Ottawa, and plans are under way to conduct large-scale tests with this material. Present sources of supply are the United States, England, and Russia.

ALTHOUGH by far the largest A consumer of platinum metals in the world, the United States until recently has been in- significant as a producer. Writing in the "Minerals Yearbook" for 1939, H. W. Davis states that 1938 probably marked the beginning of an- other period of transition in the world production of the platinum metals. In that year, he says, their production in the United States jumped to 49,380 oz., or fourth in the rank of world output. In the ten-year period 1925 to 1934 United States output ,averaged only 8300 oz. Practically all of this sudden in- crease in production is attributable to the introduction of mechanized equipment at the placer deposits in the Goodnews Bay district of Alaska. This district adjoins the Bering Sea and Kuskokwim Bay (accented on the first syllable), and is approximately 120 miles south of the mouth of the Kuskokwim River. The nearest village and post office is Platinum, which lies about eleven miles north- east of the Goodnews Bay Mining Company's camp. A good gravel road connects the mine camp and the village.

The Bougainville ore body was discovered in 1964 by a partnership of Conzinc Rio Tinto of Australia and New Broken Hill Consolidated Limited. The ore body is a porphyry copper in a fine-grained quartz diorite, which intrudes andesite volcanics and is located at an elevation of about 2, 000 ft in the Crown Prince Range of Bougainville in the Solomon Islands. Mineralization is predominantly chalcopyrite with some bornite and some gold and silver present. Rainfall in the area amounts to 200 in. (5. 08 m) per year. An active volcano is situated only 24 miles (38.4 km) from the mine, and all structures were designed to resist seismic shocks. An interesting and unique feature of the Bougainville operation was that the overburden was stripped with hydraulic monitors. Bougainville Copper, at 90,000 tpd, is the largest copper concentrator to be designed and constructed at one time; and besides the twin 54 in. by 74 in. Allis-Chalmers gyratories, it features seven 7 ft (2. 13 m) standard and fourteen 7 ft shorthead crushers, in addition to nine 18 ft diameter by 21 ft long (5. 5 m by 6. 4 m), 4250 hp, single -stage ball mills. During the design stage of the Bougainville primary crushing plant, several alternates were studied because the ore was expected to break with the production of large amounts of small-sized particles but with a minimum of fines. These alternates included two 54 in. by 74 in. gyratories with grizzlies, two 60 in. by 89 in. gyratories, and one 72 in. by 96 in. gyratory, the latter two installations without grizzlies. The two 54 in. units with grizzlies were finally selected as giving good reliability and the ability to handle the large amounts of small material in the feed. As originally installed, grizzly bars were set at 8 in. (203 mm); but, in an effort to perform more interparticle crushing in the primary and less rock-on-steel crushing in the secondaries and tertiaries, a test is underway (1976) to determine the effect of using 6 in. (152 mm) grizzly spacings (see write -up on Anaconda's crusher at Butte). The Bougainville ore is mined with 17 cu yd (13 cu m) shovels and hauled in 105, 170, and 210 st trucks to the crushers, which are equipped for two-side dumping. Up to 40% of the ore passes the grizzlies, which are equipped with splitters; and additional horizontal splitter bars are located directly above the spider caps. Because of the grizzlies, the crushers are supported by unique U-shaped enclosures, which are in turn supported by the end and center walls of the installation.

Part 1 summarizes significant accomplishments of the projects that were active during the report period. Part 2 presents short abstracts of the publications that appeared in the Bureau series and in other media during fiscal year 1966. Publications issued after June 30, 1966, are noted where pertinent in foot- notes but are not abstracted. "IntroductionTHE PURPOSE of this paper is twofold. Firstly, to drawn attention to recommendations which have been accepted by the International Atomic Energy Agency concerning radiometric reporting methods and calibration in uranium exploration, and secondly to emphasize the benefits that- will stem from adopting them. These recommendations are contained in an IAEA Technical Report, No. 174, which has been prepared with the intention of serving as a general guide to the subject. The existence of this specialized report is likely to be unknown to most of those who can benefit unless it is given some publicity by an organization such as the CIM. The recommendations were prepared by a small international committee consisting of Dr, P. H. Dodd , U.S .A. , Dr. R. L. Grasty. Canada, Dr. L. Levborg, Denmark, Dr. M. Matolin, Czechoslovakia , Dr. S. D. Simov, Bulgaria, and the writer.The fact that there are standard scientific units of mass, distance and time is taken for granted, It is also accepted that the type of instrumentation used to measure one of these parameters is irrelevant to the way the measurement is reported. Geophysical parameters such as magnetic field strength and gravity have generally accepted units, the gamma and milligal, which are defined in SI terms. These units are employed irrespective of the operating principle, or manufacturer or organization involved in the measurement."

Kaolin-based pigments are the most widely used pigments in the paper industry. Several types are available and include standard hydrous, delaminated, calcined, chemically-structured, and most recently, composite pigments. Within each category, a spectrum of products is available to satisfy the application requirements of paper producers. The paper industry has a broad range of applications including fillers in woodfree and groundwood-containing papers, pigmented size press applications, ultra-lightweight and lightweight coated papers, coated merchant papers, cast coated papers and coated paperboard. Each application has its own set of performance criteria and suppliers must work with mills to identify appropriate product(s) to fulfill these requirements.

"This is the third in a series of articles about the Committee for Mineral Reserves International Reporting Standards (CRIRSCO). The first article was an interview with Niall Weatherstone, Chairman of CRIRSCO (CIM Magazine, February 2008) the second described the background and goals of CRIRSCO (CIM Magazine, March/April 2008). In 2007, CRIRSCO was adopted as the Reserves and Resources Task Force of the International Council on Mining and Metals. This decision by ICMM has resulted in an increased level of funding for CRIRSCO and the ability to advance its objectives. In mid-October 2007, CRIRSCO members met in London England to discuss the status of each of the member countries’ reporting codes and the progress of various CRIRSCO projects. Update on national reporting codes Australia: The last update of the Australian JORC Code was in 2004. While there are ongoing discussions about issues that arise from the application of the latest version of the Code, there are no plans to update JORC in the near future. Canada: The Canadian Securities Administrators revised National Instrument 43-101 in December 2005. At the same time, the Canadian Institute of Mining, Metallurgy and Petroleum published updated Resource and Reserve Definitions that are incorporated by reference in NI 43-101. CIM is continuing work on developing Best Practice Guidelines to assist practitioners in the estimation of Mineral Resources and Reserves. South Africa: The South African Mineral Reserve Committee is currently awaiting an update of the Johannesburg Stock Exchange Limited Listing Rules, which will incorporate both SAMREC and SAMVAL (South African valuation guidelines). The official launch of both codes is expected in 2008. Europe: The Pan-European Reserves Reporting Committee expects to release a consultation draft in 2008. Emphasis is being placed on industrial minerals and aggregates, which constitute a very large industry in Europe. Chile: The Chilean Certification Code was approved in early 2008. As part of the Code, a National Commission is being established to screen and review reports on a random or specific basis. United States: The Society of Mining Engineers updated the SME Reporting Guidelines in 2007. The Securities and Exchange Commission has not accepted these more up-to-date definitions and guidelines. The SME committee will continue to discuss the incorporation of these Reporting Guidelines with SEC. SME has also established a class of membership, a Registered Member, which includes disciplinary measures for non-compliance with the SME guidelines."

"First Majestic Silver Corp. (FMS) is a silver mining company founded in 2002 that operates exclusively in Mexico. It has six producing silver mines, one of which is the La Encantada silver mine (La Encantada) located in the state Coahuila. La Encantada is located near the southern United States border and 708 km (440 miles) north of the city Torreon.La Encantada is located in the Sierra Madre Oriental and is a high-temperature carbonate replacement deposit. Mineralization in La Encantada occurs in many different forms such as veins, chimneys, breccia pipes and reefs (mantos). Mineralization is mainly oxides of iron, zinc, lead and manganese, with high concentrations of sulfides at depth relating to two main intrusive events: the Milagros Intrusive and the La Prieta Skarn.Mining began in La Encantada during the 1950s with small vertical shafts, drifts and raises. It focuses on the high-grade silver zones using traditional hoists and extraction methods, before branching into two main separate mining camps: El Plomo and Penoles camp. Penoles, the previous owner, focused mainly on large ore bodies using post pillar cut-and-fill mining method to extract the higher-grade material. Due to the type of ground, irregularity of pillars, and rock conditions, large amounts of high-grade pillars had to be left in situ to ensure the stability of the excavations. The mined-out areas would then be filled with lower-grade material to assist in the stability of the secondary level. These room-and-pillar development entries were 2.5 m x 2.5 m (8.2 ft x 8.2 ft) and spaced every 10 m (32 ft), leaving a vertical pillar of 7.5 m (25 ft). First Majestic acquired La Encantada in 2006. After the acquisition of the mine, the company began the conversion of the surveying reference system from a local grid (Maria Isabel Shaft as 0,0) to the Nav27 coordinate system, and subsequently converted to the WGS84 coordinate system in 2015. Due to the extensive history of the mine, different areas were surveyed with different systems, causing significant challenges when designing the principal extraction levels, pillar heights and ramp locations. To overcome this difficulty, the entire mine was resurveyed and the old workings transposed to the new coordinate system, except for some inaccessible areas due to poor ground conditions or ground collapses. To further ensure pillar height and the safety of the mine workers, probe holes were drilled during the development process."

In the United States, the U.S. Environmental Protection Agency (EPA) is set to implement its Tier 2 air quality standards governing high-horsepower, off-road diesel engines. The regulations take effect in January2006. In Europe, similar standards, called Stages, are due to take effect about the same time. And other markets, such as Japan and Australia, have their own standards on tap. Tier 2 standards will further reduce the amount of nitrogen oxide (NOX), sulfur dioxide (SO2), diesel particulate matter (DPM), carbon monoxide (CO) and hydrocarbons off-highway diesel engines are allowed to emit. And even more restrictive Tier 4 standards are due in 2011. The upshot is that operators of high-horsepower engines, particularly in mining, will begin using in their new off-road haul trucks, excavators, shovels and other mining machines diesel engines that are designed to meet these more stringent standards.

The pelletizing process for low grade iron ores has undergone continual changes since its inception over twenty years ago. These changes have necessitated filtration equipment changes in order to produce a product suitable for balling. With modern techniques it is now possible to produce pellets of 68% Fe from ores containing as low as 26% Fe. Low grade ores require fine grinding to liberate impurities This shift to finer grinds over the years has necessitated major changes in the filtration steps. Techniques are now available for producing suitable product from ores with Blaines as high as 3600 cm2/gram. This has been made possible by the development of high performance filters. Recent developments have reduced maintenance costs and produced higher production reliability. The paper discusses iron concentrate filtration from its beginning to present day design. It will be shown that the dewatering step prior to balling has gone through four generations of filters. Particular emphasis is placed upon hydraulic studies which have allowed today's optimum designs.
