Melbourne Water (MW) is responsible for a section of existing gravity trunk sewer servicing the Melbourne central business district, Docklands, Port Melbourne and other adjacent areas, known as the Melbourne Main Sewer (MMS). MW has determined that the 2.2 km long 110 year old sewer will not adequately service these areas into the future or provide the level of reliability needed. The Melbourne Main Sewer Replacement project (MMSR) involves the replacement of the MMS with a new gravity sewer main and six key manhole shafts, known as the Melbourne Main Reliever (MMR).The majority of the MMR sewer tunnel is situated south of the Yarra River and will be constructed using an earth pressure balance (EPB) tunnel boring machine (TBM) and will be lined with precast concrete segments. The tunnel will be 2.4 m internal diameter and will have a 1.8 m diameter glass fibre reinforced plastic (GRP) sewer pipe positioned within it. This project represents the first large-scale, modern, mechanised tunnel project in MelbourneÆs Yarra Delta Quaternary sediments. There is little precedence known to the authors of similar scale tunnelling projects in these particular geological units. During the recent detailed investigation and design stages of the project, significant effort has been spent on characterising the geotechnical conditions along the alignment and predicting the effects of the new tunnel on the existing environment. Some of the key design issues that have been identified and managed through the design process include short-term surface settlement due to tunnel excavation and the predicted effects on surface infrastructure, potential spalling of the steel fibre reinforced concrete segments under full TBM ram loads and tunnel lining design in geological units with highly variable stiffness.Construction of the new MMR sewer tunnel is expected to commence in mid-2008 with a capital cost of approximately $160 million. Sewer system commissioning is scheduled for completion by early 2012.

As knowledgeable men in the industry know, a mineral occurrence is found through prospecting but an ore deposit is "made" -made through, first, imaginative and effective exploration; thence through efficient engineering, sales and management. There are two main phases of exploration-reconnaissance and target investigation-each of which can be further divided into two additional stages (see accompanying table). The search for a new ore deposit within a known and geologically mapped mining district involves only the last two stages, whereas the search for a new orebody in a virgin geologic environment involves at least three stages and often the full sequence. Of course, some of the exploration stages may be bypassed depending on available results of previous mineral surveys and/or exploration by individuals, business concerns, and governments.

Traditionally occupational health and safety (OH&S) has been managed for the direct benefits of reducing injury and illness to workers on mine sites. In the current skill shortage climate it is important to recognise the value that OH&S management can have in assisting mines in minimising their exposure to this issue. In times of skills shortage turnover is high as mines poach personnel from each other. This leads to loss of corporate knowledge and loss in productivity through the need to train new personnel in mine-specific operating procedures. In addition absenteeism can significantly disrupt production as there may be no ready replacements available for key jobs. Pressure will be placed upon workers to remain at work even though they are not completely fit for work, leading to presenteeism and consequently loss in productivity. In addition to the threats to routine operation, the loss of management and professional staff can significantly increase catastrophic risk through loss of experience and corporate knowledge. There is increased pressure to focus on events that occur regularly in the here and the now and underestimate the rare, or unlikely, events.The theme of this paper is that by properly addressing OH&S management at mine sites, companies can minimise their exposure to these problems. Put simplistically, a safe and healthy mine is a sustainable and productive mine. Case studies and relevant literature will be used to support this premise.CITATION:Cliff, D and Bailey, K, 2012. The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

La ventilación de minas es un proceso relacionado a la dinámica de la mina que genera el acondicionamiento del aire circulante a través de las labores subterráneas. Como tal, los requerimientos de la mina se adecúan de acuerdo a la estructura física de la misma. En consecuencia, no existe un sistema de ventilación estático puesto que los sistemas requieren de constantes monitoreos y ajustes para alcanzar una ventilación óptima. Así, el presente trabajo señala los aspectos importantes del diseño de ventilación principal de la mina Condestable realizado entre el período de 1992 y 1993 por encargo de la compañía minera. La metodología empleada comprende mediciones de campo y el cálculo de requerimientos del caudal. Asi también está la construcción del modelo de red de ventilación y el diseño del nuevo ciricuito con ventilación forzada.

The coal industry in South Africa is briefly outlined. Test- work carried out on bulk samples of coal in the laboratory and used in the design of the Van Dyks Drift washery are described. Factors affecting the selection of equipment and the designed capacity of the plant are discussed. A description of the crushing plant, washery and load out section is given together with performance data obtained in the final acceptance tests. New features incorporated in the Van Dyks Drift plant and in more recent plants of the Group are outlined.

The fundamental importance of comminution by high-pressure grinding roll (HPGR) technology to efficiently increase the particle surface area lies in lower energy and water consumptions for iron ore pellet feed production. This study compared the ball wet milling process with the innovative HPGR processing technology for hematite-goethite ores. Green-pellet balling and induration processes were simulated on the bench and pilot scales.

Graphite with layers structure is easily to form graphite intercalation compounds (GICs) by means of intercalation reactions due to the weak cohesion force among carbon layers, van der Waal?s interactions. By controlling the oxidation-intercalation, high quality exfoliated graphite with low residual sulfur content and MClx-GICs (M=Fe, Co, Ni, Cu, Zn) powder for electromagnetic wave absorbing and shielding materials have been invented. The expansion volume of expandable graphite can be larger than 160 mL/g while the residual sulfur content is less than 800 ppm. The MClx-GICs powder can shield infrared ray and laser completely up to 15 min. We have also in-vented exfoliated graphite for heavy oil adsorption and mild-expansion exfoliated graphite for anode materials in lithium ion battery by controlling the intercalation/de-intercalation. The exfoliated graphite can adsorb heavy oil up to 80 g/g, it also exhibits better performance than commercial active carbon in sewage treatment. The mild-expansion exfoliated graphite as anode material shows high capacity of 370 mAh/g and good cycle performance.

Heap leaching is used extensively for the processing of low-grade copper, gold, and uranium ores. The hydrodynamics is often the most important factor that limits the rate of metal recovery. Over the past decades the author has performed physical and hydraulic testing of a large number of ore samples considered for heap leaching. The data were reviewed to investigate the effect of physical properties such as particle size distribution (PSD) and bulk density on the hydrology. The unsaturated flow through the bed is traditionally modelled with soil science models such as Brooks-Corey (BC) and Van Genuchten-Mualem (VGM), which relate the hydraulic conductivity to the degree of saturation, also known as the hydraulic conductivity function (HCF). However, most authors found a disconnect between the saturated hydraulic conductivity (KS) and the rest of the HCF, which is explained as resulting from a transition from capillary-to gravity-controlled flow. However, the author found no such transition, and found the flow to be governed by capillary flow throughout. Traditional BC or VGM fits were found to be appropriate, however it was necessary to modify the model to include a point of inflection, above which the hydraulic conductivity remains constant while the moisture content keeps on increasing. It was proposed that this is the result of unconnected or poorly connected pores, which fill with solution but do not create additional flow channels. The point of discontinuity was also found to correspond with the air entry point, measured independently from the air conductivity curves. On average, the air entry point corresponds to the experiential rule that the void saturation should remain below 65% for aerated heaps.

To obtain the combustion process of a coal fire, a high-temperature programmed system is used to simulate the spontaneous combustion process of fresh and weathered coals. Both fresh coal and weathered coals from Liulingou, Inner Mongolia, China, were used to examine the gas releases from constant temperature to 650°C. Moreover, gas release rate was used to calculate the characteristic temperatures. The results showed the coal samples lasted to oxidise under high temperatures, and released plenty of heat to assist self-heating. The humic acid contained inside the weathered coal went through thermal decomposition as temperature rising and generated gases. This resulted in increasing concentrations of CO, CO2, CH4, C2H4, and C2H6. Changes of CH4, C2H4, and C2H6 gases were also similar. For weathered coal, concentrations of three gases were kept in balance under low temperatures, increased rapidly with the temperature rising. After the ignition temperature, the concentration of hydrocarbon was reduced. In addition, particle size affected coal spontaneous combustion. Coal samples with less than 0.9 mm in size produced much more CO than others. The Chagres Smelter was the first in Chile to follow environmental regulations to control sulfur dioxide emissions. Because of this, the operation and development plans have had to incorporate environmental planning as part of its policies for almost three decades. The present article shows the development of the environmental standards applied to its operations, investments and operational improvements carried out to meet the regulations and improve competitiveness. Results to-date and future plans are outlined, as well as their impact on operations and the environment.

"The Gakara Rare Earth deposit in Burundi (East Africa) is unique for its high grade (e.g., 54.3% TREO on average) and low uranium and thorium levels. The majority of the light rare earth (RE) elements in material from Gakara are contained within the familiar RE minerals bastnaesite and monazite. Extensive metallurgical test work was conducted by SGS Minerals Services on mineral samples collected from the Gakara deposit. Various whole ore hydrometallurgical processing routes were examined in a scoping level test program. Preliminary beneficiation testing was also conducted, though it was determined that only marginal upgrading would be achieved with significant RE losses. Thus a hydrometallurgical process on whole ore was developed to minimize the overall process complexity and achieve maximum RE recovery. Results from the test work will be presented, along with the selected base case flowsheet involving agitated atmospheric sulphation of the RE minerals, RE double sulphate precipitation, caustic conversion, redissolution, and carbonate precipitation. Following the base case flowsheet, a purified cerium free mixed RE carbonate with low levels of radioactive elements was produced.INTRODUCTIONRainbow Rare Earths Limited (Rainbow) is a mining company engaged in the exploration and development of the Gakara rare earth deposit in Burundi; Figure 1 shows the project location. The project is located in the Bujumbura Province and 45 km from the Burundi capital of Bujumbura. Notable for its exceedingly high in-situ grade – 54.3% on average total rare earth oxide (TREO), low uranium and thorium levels and familiar rare earth minerals, bastnaesite and monazite – Gakara is the world’s richest rare earth deposit. The project, a previously operating mine from 1948–1978, has a significant mineral inventory base, a long life of mine, well understood mineralogy, and robust economics. Rainbow is focused on bringing Gakara into production in the near term, ramping up to produce 5,000 t/y of a 54%+ TREO concentrate."

As a rule, removing waste rock at the beginning of the process improves the conditions for the flotation of minerals, and also reduces the operating costs of crushing, grinding and flotation. Lead-zinc ores in the Shalkiya deposit of the Republic of Kazakhstan are classified as difficult for enrichment, but taking into account their significant reserves, they are one of the main potential ores for the production of lead and zinc. Under industrial conditions, for processing ores of the Shalkiya deposit, a selective flotation concentration scheme with the production of lead and zinc concentrates is recommended. However, according to the recommended scheme, it is not possible to obtain high-quality concentrates of lead and zinc, with high metal recovery. The paper presents the results of studies of preliminary gravitational enrichment of lead-zinc ore in the Shalkiya deposit. Based on the fractional analysis for the particle size range of -40+8 mm, Henri- Reingard enrichment curves were constructed, separation density (2730 kg /m3) was established to isolate the light fraction with the lowest possible lead and zinc content, and gravity enrichment indices (0.7-0.71) were determined. It was found out that when using gravitational enrichment of the original large-sized ore in the Shalkiya deposit, tails are released at the beginning of the technological process with a yield of up to 20% with the extraction of silica up to 30%, calcite up to 11% and carbonaceous matter up to 12%. As a result of the studies, it was found that the beneficiation of crushed lump ore could be conducted in heavy suspensions. One of the positive aspects of the use of gravitational enrichment is the reduction of energy costs for grinding the heavy fraction, which was experimentally proved in this article. "The various districts in the United States where complex lead-zinc ores occur are too well known to require description, there being hardly a mining State with any large amount of ores of either metal that is free from this problem. This paper briefly presents developments in the volatilization process, as applied to the treatment of such ores, since the data in Bureau of Mines Bulletin 211** were published. In that bulletin, among the many types of ore treated, examples are given of the treatment of lead-zinc ores by the chloride volatilization process for the separation of lead. An outline of the general process, with views of the rotary kiln, ore feeder, firing system (these three features resemble closely those of cement-kiln practice), dust chambers, and a Cottrell precipitator to remove the fume from the gas, are also shown in that bulletin, to which the reader is referred for the results obtained, and for practical details of operation. The small initial cost of a volatilization plant, and its adaptability for use in isolated districts were emphasized.In general, it was found that when an intensely oxidizing atmosphere was maintained in the furnace, a good lead-zinc separation could be made. Therefore, a heavy sulphide ore would have to be preroasted, and enough air would have to be admitted to obtain complete combustion of whatever fuel might be used.The work done by private companies and the bureau since the data for Bulletin 211 were obtained, indicates that the ores most immediately amenable to treatment by volatilization are of two types. The first is an oxidzed lead. silrer ore whose variable lime content makes it impractical to chloridize the ore for acidulated brine leaching, and whose base metal content makes treatment by cyanidattion unfeasible, The second type is the lead-zinc ore mentioned above, and is the one on which data are available for publication at present. This article Chows what ores of this latter type are amenable to treatment by volatilization, by giving briefly some of the more important physical and chemical properties an ore should preferably possess. Several examples are given from both laboratory experimental work, and from practice in the field, showing various phases of the volatilization process."

Improvement in profitability would need significant improvements in operational performance. Consequently, over the last few years, there has been a major focus amongst some mining companies to imbibe Operational Excellence. This has been only possible because of the replacement of a silos based approach by an integrated view of the organization. Such an integrated view is now possible via the evolving digital technologies. Even so, such a transformation calls for a change in culture, which, for most organization is not trivial. Attempts in the past to integrate functions such as through Mine-to-Mill initiatives in the mining industry have demonstrated significant benefits to many operations (McKee, 2013). Few if any mines in North America have used exhaust air to remove heat at temperatures above the stope reject temperature. In contrast, the South African mining industry has long taken advantage of this heat removal method. The Homestake Gold Mine in Lead, South Dakota, has reached the point where a large air-conditioning upgrade is needed. Since existing air and water resources are being utilized about as well as practically possible, it was recently decided to install an 8.1 MW(R) (2300 ton) plant in the deepest mining division. Two horizontal bulk air spray coolers will distribute the coo1th to active workings via controlled recirculation. The heat will be rejected to exhaust air in four parallel cooling towers. The number and size of these large direct-contact heat exchangers prompted an investigation into South African planning techniques.

The Arizona Legislature is currently in the process of considering mined land reclamation legislation in the 1994 legislative session. A bipartisan legislative study committee has drafted proposed mined land legislation. The committee has attempted to craft legislation that is appropriate for the unique conditions in Arizona. Existing Arizona and federal laws and regulations extensively regulate the environmental performance of mines in the state to protect public health, safety and the environment. The proposed mined land reclamation legislation does not replace or duplicate these statutory provisions relating to environmental protection. Instead, the purpose of the proposed legislation is to provide for the reclamation of land that is being mined and to fill the gap in existing laws by requiring the reclamation of land that currently is being mined or that has been mined since 1986 to provide for future land use. The legislation would require an operator to submit a reclamation plan describing the exploration operations, mining operations, post-mining land use and the proposed reclamation measures for review by a state agency. Financial assurance also would be required in an amount such that a third party could complete the approved reclamation measures. Arizona's mined land reclamation legislation would recognize Arizona's leading role in hard rock mining and emphasize the mining industry's economic importance to Arizona and the nation. Because mining operations necessarily require disturbing the surface of the earth to extract valuable minerals, reclamation requirements would be adapted to different conditions and would vary depending on site-specific conditions and on the commodity being mined. The current proposal does not identify the state agency that will administer the mined land reclamation program and approve reclamation plans, substantial changes to plans, and transfers of reclamation plans to other operators.

Kerr-McGee Coal Corporation has used diesel face haulage and support equipment at its dual-seam Galatia Mine in Southern Illinois since production activities commenced in 1983. The mine began production from its lower seam, the Harrisburg No. 5 coal seam, in October 1983 and from the upper Herrin No.6 coal seam in April 1985. Before production began, the company developed a program designed to make use of the flexibility offered by diesel equipment. While productivity was an important goal, the top priority of the program was to provide a safe and healthy work environment for the miners. Management believed that high productivity would naturally follow. History has proven this belief to be true.

This paper describes the incipient heatings that occurred below ground in the High Main and Main seams at the mine between the years 1963 and 1966. The possible causes, effects and activities associated with such heatings are discussed in an attempt to establish the precautions necessary to minimize such occurrences. The assessment of as many "norms" as possible is made to enable the earliest detection and level of activity to be determined.

Anglo Gold AshantiÆs Sunrise Dam operation is located in Western Australia approximately 55 km south of the town of Laverton. Currently, the mine is producing from both its open pit and underground operations and is planning a significant step change in underground production as the pit phases out. The mine ventilation system is arranged in three independent ventilation districts: Astro, GQ and Cosmo. The future ventilation infrastructure requires significant upgrades to keep up with the increased tonnage. In the short term, increased production is planned for the GQ district as well as for Vogue, which is an extension in the Cosmo ventilation district. In the long term, however, Vogue is likely to become the centre of attention for mining activity.This paper explores several ventilation scenarios which include upgrading the existing fan stations, rentals, establishing a common ventilation backbone, and establishing new upcast infrastructure for GQ to support the short-term production increase. These developments were modelled using ventilation network simulation software to determine airflow distribution and fan operating points for each option. For the GQ area, with its short-term increase in production, each option is evaluated for total owning cost by considering capital and operating costs over a three-year period. For Vogue, which is to become the main focus of mining in the future, a different strategy is followed in analysing the ventilation requirements. Instead of considering different short-term options, a number of staged upgrades are considered to achieve the desired production rates.This paper summarises the planning criteria, airflow requirements, ventilation infrastructure requirements, and economic analysis associated with the conceptual ventilation system design. It highlights how the best short-term ventilation infrastructure upgrades can be selected when considered in isolation but highlights that long-term production planning can have an effect on the decisions made in the short-term.CITATION:van den Berg, L, Podreka, M and Merry, P, 2013.
