Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

When the word "gas"' is mentioned in connection with mining almost invariably it is inferred that the explosive gas, methane, is in mind and that the reference is to coal mining. Although methane is likely to occur in any coal mine the metal mines of the world contain by far a greater variety of gases than do the coal mines. Often the gases in metal mines are as dangerous as the gases likely to be found in coal mines, and sometimes are even more deadly. A coal mine is more likely to contain methane than a metal mine. In rare instances it may contain high percentages of nitrogen or carbon dioxide or it may be deficient in oxygen where the air is confined in a blind end or in a sealed region. Much more rarely relatively small percentages of ethane or other hydrocarbons with an odor of ether, gasoline, or kerosene, or minute percentages of hydrogen sulphide are found in a coal mine. During a coal-mine fire or explosion carbon monoxide content is likely to be high (4 per cent or more), and if the coal contains much sulphur the high fumes may contain some sulphur dioxide.

Extensive thick lignite apparently lies within 250 feet of the land surface in Dyer, Lake, Lauderdale, Obion and Tipton counties. Information on geology, land use, soils, groundwater and instability is compiled, along with a bibliography. A test and monitoring site was investigated at Fort Pillow Prison in Lauderdale County. Analyses were made of lignite, overburden, associated water and leachate. Lignite has high BTU (about 7800) and low sulfur (1.1% avg.). A year or more of data are presented on rainfall, water levels, and chemistry of surface water, groundwater, leachate and water from test pits. Main potential environmental problems are quality of surface water, and possibly shallow groundwater. The main aquifer of the region will likely be un-affected by mining. Low transmissibility of shallow aquifers will minimize lowering water levels of wells. Soil reclamation and conservation should be readily accomplished, Dangerous earthquakes have a low probability and mines are not significantly more hazardous than steep bluffs.

"INTRODUCTION.Luring the year 1923 a complete survey was made of the condition of research in the reduction (milling) and concentration of ores and nonmetallic minerals - that is, up to the stage where the ores or concentrates were ready for hydro- or pyro-metallurgical treatment. This survey was carried on under the general supervision of L. A. Lyon, assistant director and chief metallurgist of the Bureau of mines, in cooperation with the milling committee of the American Institute of mining and metallurgical Engineers, the Massachusetts Institute of Technology, and the University of California. Other institutions, including the National Research council, were of assistance and outlined recommendations during the study.While this report is on ""ore dressing"", it contains short sections on coal and clay. The mechanical handling that these minerals undergo is ""dressing"", so that ore dressing is inclusive of metallic and nonmetallic minerals. ""milling"", in its broadest sense, includes with ore dressing certain other metallurgical treatment which the report is not designed to cover.The survey revealed that considerable experimentation is being carried on great cost to the mining industry, but that the research is in general poorly coordinated while companies and firms are adequately taking care of routine tests and the mechanical features involved in their own operations, no comprehensive study of the fundamental principles of ore reduction is now in progress or contemplated. Many industries, besides mining, are interested in the preparation of materials for final treatment, rendering this investigation of value also to them. This class of fundamental research is neglected by industry unless there is some agency which can bring together at least a majority of this interested in a cooperative effort. It can not be effectively handled by a single company; and, moreover, no company can be expected to bear the whole burden of an investigation to benefit the entire industry or a number of industries hence there is need for concerted study within reasonable limits. Furthermore, co-operation eliminates duplication, which is largely a waste of effort and capital."

Publication of lists of the devices for giving respiratory protection which have been approved by the U. S. Bureau of Mines is made periodically for the purpose of aiding consumers in procuring equipment .374/ The last published list , approved to March 15 , 1935 , appeared as Information Circular 6845 with the same title as this article . The schedules of requirements and tests which the devices must meet in order to obtain approval are published 2/6/1/8/ by the Bureau of tests the devices must Mines and are available to the public . It is pertinent to mention that the preparation of a schedule of requirements for fresh-air supply devices of the types commonly known as positive -pressure respirators , airline respirators , sand- blast helmets , and hoods , has been practically completed and will soon be ready for release to the public .

Nickel laterite pressure acid leach plants and reduction roast plants have had a checkered history in their engineering, construction, startup and operational reliability. Many potential projects have been the subject of detailed studies over the last thirty to forty years but relatively few have advanced to commercial production. Four reduction roast plants are currently operating, an additional one was partially constructed but never completed, and another was started up in 1974 and shut down after 12 years operation. Three acid leach plants have been built and commissioned in the last five years, trying to follow the example of the Moa Nickel plant in Cuba. An additional acid leach plant project is currently on hold, following limited construction work, its future subject to review by the owner because of potential cost over-runs. This paper attempts to discuss difficulties that may be encountered as a project is developed and will address factors which may affect production ramp-up schedule, long term production performance and overall production success. Comparisons are made with ramp-up performance at other large metallurgical plants that employ some comparable unit operations. THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

This report presents the results of experiments to evaluate different types of mine fire sensors in an underground mine environment using a commercially available atmospheric monitoring system. To determine how well carbon monoxide (CO) and smoke sensors respond for purposes of fire detection, experiments were conducted using test fires of different mine combustibles and for both flaming and nonflaming combustion. The experiments were designed to assess the response of fire sensors to different contaminants and different contaminant levels produced from the test fires. The experiments were performed in the Safety Research Coal Mine at the U.S. National Institute for Occupational Safety and Health’s Bruceton Research Facility in the presence of an average ventilating air velocity of 1.6 m/s (315 fpm). Five fire sensor stations were located downstream of the test fire at fixed locations, with each sensor station consisting of four sensors: a CO fire sensor and three different smoke sensors, of which two were evaluated by the Mine Safety and Health Administration (MSHA) for intrinsic safety and the third was used extensively in underground mines overseas but not evaluated by MSHA for intrinsic safety. All four sensors were mounted near the center of the entry and in the upper onethird of the entry height. A UL-listed combination ionization and photoelectric smoke sensor was mounted near the roof at the first sensor station and its responses were compared against the responses of the four CO and smoke fire sensors. Sensor response data, contaminant travel times, and the impact of fire on the existing ventilation flow are discussed as they apply to earlywarning fire detection. Of significance in the analysis is the need for performance standards for mine fire sensors in order to provide for consistent and timely early warning of developing fires.

"AbstractThis paper describes the geological procedures used to evaluate two mineable high-volatile C bituminous coal seams at Coal Valley , located in the outer foothills belt of the Rocky Mountain Eastern Slopes in west-central Alberta. Lexco Testing Ltd., the exploration arm of Luscos: Ltd., owns and operates an all -weather geophysical logging system which provides gamma, focused density , single-point resistance and caliper logs in a single pass. A mathematical analysis for a theoretical interpretation of the single-point resistance log confirms empirical research that bed boundaries are located at a point 10% from the bottom of the curve. A unique and efficient triple-tube, wireline rotary coring system cuts an undisturbed 0.076m- diameter core in a plastic liner at recoveries exceeding 90% . Although only 10% of the total footage is cored, it provides vital analytical and geotechnical data, and, when integrated with the geophysical logs, improves the quality and extends the usefulness of interpreting both sets of data. All data are programmed to produce computerized structure contour, isopach, isoratio and isoquality maps, and volume calculations.General IntroductionTHE COAL VALLEY AREA is located in the outer foothills belt of the Rocky Mountain Eastern Slopes, 60 miles (96 km) by road southwest of Edson, Alberta. Luscar Ltd. holds leases which total 49,000 acres (19,830 ha) , of which 18,300 acres (7,410 ha) have been assigned to the Coal Valley mine area (Fig. 1 ) . There are two Paleocene high-volatile C bituminous coal seams initially developed for mining within a total stratigraphic interval of 750 feet (230 m ) (Fig. 2 ). These seams strike generally NW, and in the undisturbed areas generally dip westerly from 10 to 30 degrees."

"The McClean Lake Mill is located approximately 700 kilometres north of Saskatoon, Saskatchewan, Canada and is operated by AREVA Resources Canada Inc. (AREVA). The mill was designed to process high grade uranium ores, and has been undergoing a multiyear expansion to increase its production capacity to 24 Mlbs U3O8 per annum, while also undergoing upgrades to allow it to safely transition to processing high grade ores from the Cigar Lake Mine. During the metallurgical test work on the Cigar Lake ores, it was identified that some ore zones in the Cigar Lake deposit have a propensity to generate hydrogen gas during acid leaching. Hydrogen is a volatile and explosive gas, which poses obvious safety concerns in the leaching circuit. Uranium processing is further complicated by the fact that an oxidant in the form of oxygen gas or hydrogen peroxide is required to regenerate iron in the leach, which further increases the risk from hydrogen gas. During 2013 Hatch and AREVA designed and engineered a number of novel upgrades for the leaching circuit to mitigate the risk of hydrogen gas evolution in the process. Best in class technology was utilized in addition to control and operating strategy changes to ensure the leaching circuit can be safely operated with ores that can evolve hydrogen gas. This paper reviews the design concepts and modifications implemented on this unique and challenging project.INTRODUCTION The McClean Lake mill was originally designed to process high grade uranium ores, however until 2014 the average ore grade processed was 1%. The facility has been undergoing a multiyear upgrade and expansion to increase its production capacity from 12 to 24 Mlbs U3O8 per annum, while also undergoing upgrades to allow it to safely transition to new high grade ores, averaging 18% U, from the Cigar Lake Mine. During the last round of metallurgical test work on the Cigar Lake ores, it was identified that some ore zones in the Cigar Lake deposit had a higher propensity to generate hydrogen gas during acid leaching than previous test work had indicated. This report presents a U.S. Bureau of Mines methodology developed to incorporate factors of coal production (mining and cleaning methods, recoveries, economics, etc.) into the definition of recover-ability of a coal resource. Project procedures and computer models that were developed to include mine and preparation plant production rates, recoveries, and costs are explained. The results of these procedures and models are reviewed and compared to the Energy Information Administration estimate of U.S. coal resources-the "demonstrated reserve base." The Matewan 7-1/2-minute quadrangle in eastern Kentucky was selected to demonstrate the methodology.

This paper outlines the journey of cultural maturation and management system development at the Mt Rawdon (MRO) gold mine from its acquisition by Evolution Mining Limited (Evolution) in late 2011 to 2016.Evolution embarked upon a series of projects that aimed to improve the operational consistency and implementation of change on-site, while leveraging off the existing strengths of the operation. This document describes the gaps that were identified, the processes used to close them, and the resulting cultural change and production outcomes, with a specific focus on how to optimise the culture at any mining operation.MRO had a history of four owners in less than three years when it became a key asset of Evolution. The site leadership team (SLT) decided to influence the culture at MRO by reviewing and upgrading the existing management processes.The first priority was to improve transparency and collaboration at the SLT level, followed by improving competency in project management. The next phase was to strengthen the internal communication using a deliberately designed network of meetings, communication screens and other initiatives. Once there was some traction, the focus moved toward increasing production volume and decreasing cost per unit by improving short-term planning and execution capability. Together with other initiatives, this resulted in improved collaboration between all functions, which in turn netted over 37 per cent mining production uplift.Following solid success, a process of prioritisation and alignment management was implemented. This supported the ‘Mine to Mill one operation’ ideal and allowed the SLT to decide month-by-month what actions were to be prioritised. These priorities incorporated production realities and longer term imperatives of the balanced business plan.Much of this work was completed during a period of declining gold prices and a relentlessly strong Australian dollar, making it difficult to justify spending money on improvement projects. The continuously growing demand for rare earth elements (REEs), in combination with the crisis of 2009 and the price spike of 2011, has initiated a treasure hunt for rare earth deposits all over the world in recent years. Since then, commodity prices have declined and are now quite stable, yet the world is still dependent on China’s dominance of the market and its export policies. Exploration is unremitting and numerous resources of potential interest have already been revealed in many countries; however, proceeding to mining operations is not that simple, especially when it comes to the exploitation of rare earth deposits. Evaluating the feasibility of a mining project is always a unique, sensitive and rather complex process that depends on multiple criteria.This paper focuses on clarifying the present and future global situation in the development of respective deposits and on identifying rare earth-specific criteria that influence the overall feasibility assessments of any potential (especially underground) mining projects. Environmental impacts, legislation issues and the presence of radioactive pollutants are some of the notable boundary conditions that govern rare earth mining operations and need to be taken into consideration. Furthermore, the balance problem between the supply and demand of the different REEs can determine decisively whether a deposit of specific REEs is economically exploitable. For this reason, evaluations are made regarding the future strategies to be enacted in order for the rest of the world to detach itself from this situation. A discussion of the paper by Mr. Campbell, which was read by title at the Lake Superior meeting, but first presented at the New York meeting of the Iron and Steel Institute, October, 1904 (see p. 772). These papers are here published onder a mutual agreement between the Councils of the two Institutes, and will also be found in the Journal of the Iron and Steel Institute for the year 1901, vol. ii. Mr. William R. Webster, Philadelphia, Pa., said: We are under great obligation to Mr. Campbell for his exhaustive investigation, and the results he has put before us to-day. They are the most conlplete series of tests that have ever been made, where all the conditions of rolling, etc., were kept uniform. In discussing Mr. Campbell's first investigations, I claimed first, that the method of least squares, then used, would of necessity only gire the average value of any element, and that if the effect of any element was greater in the presence of high carbon than with low carbon this would not be shown by the method of least squares. Secondly, that the effect of manga nese should be considered on acid steel as well as on basic steel, instead of ignoring all the eff'ect of that element when it was below 0.60 per cent., as was then recommended by Mr. Campbell. I am pleased to note that the results of his present investigation confirm my views on these points. In presenting the results of his first investigation, Mr. Campbell referred to my investigation of 1893-94, and took exception to the value of phosphorus varying (depending on the amount of carbon present) from 800 to 1,500 lb. for each 0.01 per cent. He claimed that one might just as well consider the effect of phosphorus as being constant, and of carbon varying. I refer to this, as he now has introduced very similar conditions in his present tables, in that he gives variable values for manganese (depending on the amount of carbon present) for both acid and basic' steels. A survey of 80 coal producers was conducted to determine the extent and scope of respirable dust control research for underground coal mines and the current methods employed to control respirable dust. Results of the survey showed that proper face ventilation and an adequate water spray system are sufficient to comply with mandatory standards in room and pillar mining. Difficulties still exist with longwall equipment, auger miners and buring machines. In these cases, known dust control techniques are not sufficient to obtain compliance. Present state-of-the-art face ventilation and water systems were discussed in addition to the sampling program.

In this U.S. Bureau of Mines report, in situ vat leach mineral recovery system concepts are described and cost compared with conventional mining and pad and autoclave leach processing systems. In the proposed systems, leachable ores are enclosed in place in reagent-impermeable in situ vat constructions. The ores are then rubbled and flood leached or flood oxidized and leached. The in situ vats are called stope leach or stope autoclave vessels. The report also proposes ore body-adjacent in situ vat constructions containing rechargeable processing stopes. A series of ore body-specific, innovative, and conventional mineral recovery systems case study designs are described and prefeasibility level costed. Based on a comparison of these prefeasibility level cost estimates, the proposed systems are determined to be economically competitive with conventional min¬eral recovery systems. The in situ vat leach mineral recovery systems concepts for leachable and refractory ores are developed around the drill-split narrow-vein and longwall mining methods described in part 1 of this Information Circular series.

Despite the use of warning alarms to alert miners to the backward movement of large mining equipment, miners still are injured too frequently in backup accidents. Currently approved backup alarm technology consists of continuous sounding alarm systems. New technology has developed a warning system that initiates an alarm only if there is an object close behind the vehicle. This advancement eliminates constant exposure to the alarm because a warning is given only in case of a potential collision. Adoption of this development can improve safety and reduce damage, especially for front-end loaders (FEL's). It will also eliminate a source of nuisance noise in urban and residential areas. This Bureau of Mines report describes the general characteristics of infrared (IR) light, ultrasonic wave, and Doppler radar technology as used for backup alarms, and reviews the testing of the most promising detection devices.

The Downtown Rail Extension (DTX) is principal element of the planned second phase of the Transbay Joint Powers Authority’s (TJPA) Transbay Program. When complete, this regionally critical project will connect Caltrain’s regional rail system and the California High-Speed Rail Authority’s statewide system to the Salesforce Transit Center in downtown San Francisco via a 1.3-mile tunnel. Studied since the 1970s, the DTX has now received environmental clearance, and key stakeholders are aligned on the project’s configuration and its expedited delivery. This paper describes efforts to optimize the DTX configuration and develop an informed project delivery strategy that incorporates construction industry feedback on project phasing, contract packaging, and procurement methods that accomplish the project’s budget goals.

This report is the fourth in the series, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants. The initial work, Bureau of Mines In- formation Circular 7516, was published in October 1949 in conjunction with the synthetic liquid fuels program authorized by Public Law 290, 78th Congress. It included references to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. A supplemental bibliography, Bureau of Mines Information Circular 7705, was published in January 1955 to cover the period September 1948 through June 1952; and Supplement 2, Information Circular 7751, published in September 1956, covered the period June 1952 through June 1954. This study was made to show the growth of petroleum coking and to deter- mine trends and characteristics of marketing and utilization of coke on the West Coast, comparing these data with those of the United States as a whole. An earlier Bureau of Mines economic survey of petroleum coke was made in 1930 before the widespread use of coking processes. Data, derived from published and unpublished literature as well as from interviews with industry representatives, show a marked increase in the production of petroleum coke since the end of World War II. This increase resulted from the need of refiners to upgrade heavy residuums for which the demand was diminishing. Increasing coke production as well as significant market shifts away from California-produced coke have created excessive stocks of petroleum coke on the West Coast. The causes of these market shifts were based mainly on (1) economic factors and (2) certain undesirable qualities of some of the petroleum coke produced in California.
