The Legislature of the State of Colorado adopted House Bill 1223, "The Colorado Surface Coal Mining Reclamation Act" (The State Act), in 1979. This Act provided for the creation of a state regulatory program as accommodated within Public Law 95-87, "The Surface Mining Control and Reclamation Act of 1977" (SMCRA). Section 34-33-121(2)(a) of the Colorado Revised Statutes (CRS) and Section 516(b) of Public Law 95-87, identically require the underground coal mine operator to "Adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mined stability, and maintain the value and reasonably foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." On July 23, 1980, the Colorado Mined Land Reclamation Board adopted regulations to administer and enforce the State Act. Amendments to the Rules, including the subsidence regulations were adopted by the Board in August of 1981. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence.

For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau's Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. MAGMA COPPER COMPANY San Manuel Division The San Manuel Division of Magma Copper Company is located about 40 miles north of Tucson. Tons of ore milled in 1973 .were approximately 19 million at a rate of 63,000 tons per day. From this, about 42,600 tons of copper concentrate was produced as saying approximately 1.070 MoS2 and 28.5% Cu. As with many copper ores, the San Manuel ore contains a small amount of gold, but in this particular case, much of the gold follows the molybdenite. Separation of the molybdenite from the bulk sulfide concentrate by flotation produces a moly concentrate containing 9170 MoS2, just under 1.070 Cu, and 0.44 oz Au per ton. Cyanidation of this material for gold recovery is the only practice of its kind known to the authors of this Monograph. After thickening, the final moly concentrate is filtered for subsequent repulping with cyanide and lime. Gold dissolution takes place in three agitators in series with the pulp from the agitators being filtered in two stages in disc filters. Between filtration stages, the cake is repulped with barren solution. Filtrate from both filters is the pregnant solution. The Merrill-Crowe recovery unit is comprised of two solution tanks and the usual clarifying filter, vacuum tower, zinc dust feeder and Merrill precipitate press. Because of the presence of finely divided sooty chalcocite in the molybdenum concentrate, the cyanide consumption of 55 pounds per ton is extremely high. A compensating factor, however, is the low copper, moly concentrate produced. Precipitation of the gold from the highly copper-contaminated solution requires 0.56 pounds of zinc dust and 0.28 pounds of lead acetate per ton, high figures when compared to normal cyanidation practice. The Merrill- Crowe precipitate assays approximately 28.5% Cu, 8% Zn, 156 oz Au and 197 oz Ag per ton. The San Manuel cyanidation plant is an outstanding and innovative development.

The Bureau of Mines investigated the use of electronic computers for obtaining more information about relative permeabilities of reservoir rock to oil and water. It was found that there are many possible combinations of relative permeability curves that will result in virtually the same recovery versus injection) but they require different times and rates to recover the oil even with different mobility ratios. Permeability curves obtained by the use of non-viscous oil and employed for calculating the waterfloods of viscous oils can lead to serious inaccuracies. For viscous oils) the wettability characteristics in the middle portion of the permeability curve affect recovery nearly as much as other portions of the curve; this) however) is not true for non-viscous oils in water-wet reservoir rock.

ALTHOUGH the iron-carbon diagram has undergone many changes in the last 20 years, the region below the eutectoid line and up to approxi-mately 1.7 per cent carbon has been little affected. This region is generally considered to consist of cementite and ferrite. Graphite has been noted occasionally in the hypereutectoid steel region, and the ready formation of graphite nodules in malleable cast iron is a phenomenon difficult to interpret in the light of cementite, supposedly stable at sub-eutectoid temperatures. In this case the graphite formation has been partly explained by the presence of silicon, and many have believed that silicon acts to change the stable state rather than to accelerate reactions so as to arrive at the stable state in a briefer period of time. Consider-ation of this phenomenon indicates that cementite is not the stable phase in the temperature composition zone referred to. In the course of examining a low-carbon steel tube taken from a petroleum cracking still, which had been in service for approximately three years at temperatures somewhat below the eutectoid temperature, observations were made that shed light on this entire subject. The tube in question analyzed:1 C, 0.15 per cent; Mn, 0.49; Si, 0.02; S, 0.023; P, 0.015. The microstructure of the tube after service is shown in Figs. 1 and 2. From these it is evident that cementite as such is absent, and that in its place nodular graphite has been formed. In order to check this observation further, samples taken from the tube were heated at 850° C. for varying periods of time. One of the major driving forces behind the development of the Intec Copper Process has been the increasingly stringent regulations governing SO2 emissions and, in some parts of the world, a declining H2SO4 market. Other incentives include operating cost (9.2 US c/lb Cu), capital cost (US $1400/annual tonne Cu compared with smelter cost of US$3-4000/annual tonne Cu) and the ability to treat low grade and contaminated concentrates. With such advantageous features, widespread use of the process is expected over time, leading to the production of large amounts of residues containing around 25% elemental sulfur, together with approximately 50-60 % akaganeite (FeOOH) and the ganggue minerals originally present in the concentrate feed. This paper briefly describes the Intec process chemistry involved in the formation of elemental sulfur, thereby avoiding atmospheric sulfur dioxide pollution, and the investigations to be carried out either to extract it or to turn the residue into a valuable by-product while minimising any adverse environmental effects, The process is being developed jointly by a group of fifteen major international mining companies.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (US, Canada), better geological prospectivity (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock-market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This paper does not cover the aluminum industry oligopoly which is multi-national in character nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free-trade treaty will reverse that investment flow.

In the microscopic examination of aircraft-engine parts made of heat-treated alloy steels, the writer has been forcibly impressed by the failure of the usual etching processes to disclose any but gross defects in heat treatment. It seemed particularly desirable to bring out the grain size of the steel, which is indicated in the ordinary etching processes chiefly by the change in orientation of structure from grain to grain. After various attempts, a fairly successful method has been found, which is here presented in the hope that it may be of use to those who have occasion to examine these steels in the hcat-treated condition. The specimens worked with have been mostly chrome-nickel steels heat treated (that is, hardened and tempered) to a Brinell hardness of around 300. A few experiments with other specimens will be referred to later. Briefly, the method employed consists in etching the steel about 10 min. in a fresh solution of picric acid in ethyl alcohol, and then rubbing off the smudge of carbonaceous matter on moist broadcloth. Different samples of almost identical analysis, heat treatment, and physical properties (including resistance to impact) respond quite differently to this treatment. In some, the grain boundaries are developed quite readily, while in others, especially in those whose grain is unusually fine or in which the final hardening heat has not quite obliterated the previous crystallization, the results are more obscure. The exact time of etching to secure the best results also differs for various samples, and the greatest success is usually attained by a process of "tinkering." Such a process is illustrated in a series of micrographs, the first six of which were taken at a magnification of 300 diameters. The gas-lift, or circulation of gas for the production of crude oil, now includes the gas operator in field production activities to a greater extent than ever before. It is the purpose of this paper to show the scope of his activities and to discuss the various means of handling and treating the large quantities of gas which are now of a somewhat different nature than formerly. The extent of the stripping action of circulating gas on oil must be discussed, as this can be governed somewhat by the method of treatment of the recirculated gas. Change in Gas-decline Curve under Circulation Before the advent of the gas-lift, the gas-production curve of a field showed a peak during the flush production with a rapid decline as the wells were put on the pump and then a long steady decline curve of a relatively small volume of rich gas for the life of the field. Under the gas-lift method of production, instead of having the sharp decline at the end of the flush production period, sufficient circulating gas to keep up the required total gas-oil ratio would be turned to the wells. The gas-production curve then assumes a long gradual decline, giving a large volume of gas for treatment for several years to come. The gas-decline curve will not follow that of the oil, as the lowering of the rock pressure by the steady production of oil and gas from the sand will make it necessary to continue using the large tubing and to circulate large volumes of gas in order to keep the back-pressure against the sands as low as possible. A Complicated Distributing System In tracing the flow of the gas from the time it leaves the well until it again enters through the casinghead, under high pressure, we get a very good idea of the complex distributing and regulating system that must be installed and the large treating and compression plants that are necessary (see Fig. I). Driven by the necessity to improve blast performance regarding fragment size distribution in limestone mines, this paper introduces the prediction and measurement of blast fragmentation distribution through the modified Kuz-Ram (MKR) and Kuznetsov-Cunningham-Ouchterlony (KCO) models. Precise prediction and measurement of rock fragmentation resulting from blasting play a critical role in hard rock ore extraction. This is due to the substantial influence of post-blast ore size distribution on the efficiency of all subsequent downstream rock handling and processing operations. Additionally, employing secondary breakage of boulders, when necessary, leads to an unjustified rise in production costs. In this paper, the MKR and KCO models were utilised to identify the most appropriate model for application in Bisil and Simba quarries situated in Kajiado County, Kenya. Split-Desktop was used for blast fragment measurement by processing digital images obtained after blasting and computing the fragment size distribution of the blasted rock. As per the investigation, the recorded percentages of boulders generated at the sites ranged from 7% to 12.3% for the Simba quarry and from 11.2% to 23.9% for the Bisil quarry, respectively. Regression, correlation, and root mean square error (RMSE) were employed as the primary performance indicators. The study concluded that KCO outperformed MKR in accurately predicting blast fragment sizes in the examined quarries.

The alkaline oxidation of refractory gold concentrates containing arsenopyrite and pyrite at ambient temperatures and pressures has been found to be accompanied by the simultaneous dissolution of gold without the addition of cyanide. A detailed study has been made of the kinetics of the oxidation of the pure minerals and of several concentrates. The reaction products of the oxidation of arsenic and sulphur have been monitored using chromatographic techniques. In the case of arsenopyrite, thiosulfate, monothioarsenate, arsenate and sulfite are the principal products while thiosulfate has been confirmed to be the dominant product of pyrite oxidation. Gold, either as added powder or as a constituent of the concentrates has been found to dissolve simultaneously during the alkaline oxidation of both arsenopyrite and pyrite, and this appears to be associated with the in-situ formation of thiosulfate as a lixiviant. The effects of temperature, stirring speed, oxygen partial pressure, alkalinity and pulp density on the oxidation of arsenopyrite and the dissolution of gold have also been investigated. In order to improve the utilization rate of blasthole and blasting effect in vertical shafts, 5 kinds of millisecond blasting model tests with three circle vertical blastholes have been conducted in various delay times with concrete as model material. The blasting effects of millisecond blasting model tests are investigated from cutting volume, cutting depth, and blasting fragmentation, then a reasonable delay time is obtained. In the middle of concrete model, there are 4 blastholes uniformly distributed in the first circle, 6 blastholes uniformly distributed in the second circle, and 10 blastholes uniformly distributed in the third circle. Each blasthole is charged with one millisecond delay electric detonator, and the rest is blocked with stemming. The depth of blastholes in the first and second circle is 180mm, which is 20mm deeper than those in the third circle. After initiation, the blasting cavity is cleaned up, then the cutting volume and cutting depth are measured. Meanwhile, the blasting fragments are gathered and have analysed by function Rosin-Rammler. The test results show that when the inner two circle blastholes initiated simultaneously and the third circle blastholes initiated with millisecond delay, the reasonable delay time is 50 ms. At this time, the cutting volume and cutting depth of blasting model are 3920 cm3 and 68 mm respectively. The fragmentation indexes of blasting fragments, X50 and X80, are 53.2 mm and 74.6 mm respectively. While when all three circle blastholes initiated with millisecond delay, the reasonable delay time is also 50 ms. At this time, the cutting volume and cutting depth of blasting model are 10705 cm3 and 118 mm respectively. The fragmentation indexes of blasting fragments, X50 and X80, are 51.0 mm and 81.7 mm respectively. The researches indicate that for millisecond blasting with multiturn blastholes, the reasonable blasting scheme is multiturn blastholes initiated in millisecond delay and the reasonable delay time is 50 ms.

"Large-scale longwall mining of shallow coal seams could cause mining-induced fractures to communicate with the surface immediately in Northwest China, leading to a series of mine safety and environmental issues, including crack formation, water loss, vegetation deterioration, land desertification, and spontaneous coal combustion. Therefore, an accurate and effective understanding of the spatiotemporal evolution law of mining-induced fractures in overlying strata and its relationship to upper aquifers is critical. In this paper, the application of the geophysical-chemical properties of radon in mining engineering is explored as a potential solution to the shortcomings of existing surveying methods. A radioactive measurement method is proposed for the detection of the development of mining-induced fractures in overlying strata in the Baoshan Coal Mine (BCM). The on-site trial indicated that the first weighting step is approximately 60 m, the average periodic weighting step is approximately 20 m, and the influence coverage of the advanced abutment pressure is approximately 30 m. The presented method could be used as an indirect technical support to increase the safety of coal mining by acting as a simple, fast, and reliable method of detecting mining-induced fractures in overlying strata.INTRODUCTIONAccording to the latest coalfield prediction results provided by China’s National Administration of Coal Geology (CNACG) (Zhou et al., 2013), China’s coal resources are mainly distributed throughout the West, e.g., Inner Mongolia, Xinjiang, Shaanxi, Shanxi, Ningxia, and Guizhou. Two major coal mining areas have been established in the Northwest and the Southwest, and are typically represented by Inner Mongolia and Guizhou (Zhang et al., 2010). Northwest China is an arid to semi-arid area, where the coal seams are typically shallow and covered by a thin layer of bedrock. In its natural state, the surface’s ecological environment is fragile. Large-scale longwall mining of shallow coal seams could cause mining-induced fractures to communicate with the surface immediately, leading to a series of mine safety and environmental issues, including crack formation, water loss, vegetation deterioration, land desertification, and spontaneous coal combustion. This can propel any potential ecological fragility into a state of actual destruction (Zhang et al., 2011). Therefore, an accurate and effective understanding of the spatiotemporal evolution law of mininginduced fractures in overlying strata has become the theoretical basis of solving the above issues."

Project Hobson involves the replacement of an existing 90-year-old above-ground sewer that crosses Hobson Bay in Auckland, New Zealand, and which is nearing the end of its economic life, with a 3 km long, 3.7 m internal diameter segmentally-lined bored tunnel. The $118 M project will offer several benefits to the owner, Watercare Services Ltd, and the local community:provide capacity to meet projected growth in the region,virtually eliminate wastewater overflows into Hobson Bay and the Waitemata Harbour, andremove an obtrusive visual feature and open up the bay for recreational purposes. The geology in the region is a sedimentary formation, which has been significantly influenced by volcanic activity; 49 volcanoes are present within 20 km of the nearby city centre. The geology along the alignment is dominated by two palaeovalleys which have been infilled with a combination of marine alluvium and volcanic deposits. Watercare Services Limited has elected to manage and share tunnelling risk through, among other key measures, the implementation of a geotechnical baseline report (GBR); one of the first uses of this type of document in Australasia. This paper describes the general principles behind the use of a GBR, the development of the GBR used in Project Hobson and some lessons learnt.

"The microstructure and the electric conductivity of (Ce0.9Nd0.1)1 xMxO2 d (M=Mo, W) solid solutions were investigated. It has been found that their conductivity containing the grain (s gi ), the grain boundary (s gb) and the total conductivity (s t ) at 300°C- 700°C can be ranked as: (Ce 0. 9Nd 0. 1 ) 0.99 W 0.01 02- d (s gi = 0.065 S.cm·1, (s gb = 0.265 S.cm·1, s t = 0.039 S.cm-1) > (Ce0.9Nd0.1)0.99Mo0.01O2- d (s gi = 0.053 S.cm·1, s gb = 0.142 S.cm·1, s t = 0.029 S.cm-1) > Ce0.9Nd0.1 s 2- d (s gi 0.045 S.cm-1, s gb = 0.091 S.cm-1, s t = 0.018 S.cm-1) measured at 700°C. The highest conductivity is obtained in (Ceo.9Ndo.1)0.99W0.01O2 d. These results indicate that (Ceo.9Nd0.1)0.99W0.01O2- d is the most promising electrolyte materials of intermediate-temperature solid oxide fuel cells among (Ce0.9Nd0.1)1-xMxO2- d. IntroductionRare-earth (e.g. La3+, Nd3+, Gd3+ and Sm3l doped ceria-based ceramic materials have been acknowledged to be attractive electrolytes for solid oxide fuel cells operating below 600°C due to their high ionic conductivity [1, 2]. In order to improve ionic conductivity of these electrolytes further, in recent reports [3-6], some aids such as Mo03 [3] etc. in a limited amount can be used which causes extremely high conductivity. For example, Zhou et al. found that with MoO3 doping, the grain boundary conductivity of Nd3+ doped CeO2- d increased notably especially at lower temperatures due to the effect of severely undersized do pants [3]. It is well known that the size of W6+ (rw6+ = 0.60 Å) is close to Mo6+ (rMo6+ = 0.62A) because of lanthanide shrinkage. Thus, rare-earth doped ceria e.g. Nd3+ doped CeO2g with WO3 in a limited amount will be probably good and even better electrolytes. However, much less information is available about these materials. Therefore, in our paper, (Ce0.9Nd0.1)0.99 1-xMxO2- d (M=Mo, W) solid solutions have been prepared and characterized. "Goldcorp is evaluating the potential for economic reprocessing of historic tailings at several sites, including the Aunor A facility located in Timmins. The overall project is investigating the ability to recover value, remove sulphide minerals and alternative tailings re-deposition strategies. Desulphurization of tailings will eliminate potential acid generation while improved tailings re-deposition could reduce long-term liabilities and closure costs. Through a task-share project between CanmetMINING and Goldcorp, tailings obtained from Aunor A site have been characterized using mineral association analysis and diagnostic separation techniques. The selected tailing samples contain about 2 g/t of gold. Mineralogical analysis has identified coarse agglomerates bound with gypsum and significant free gold, confirmed by high recoveries in cyanide leach tests. However, despite no evidence of surface passivation on the minerals, conventional flotation techniques were found to be ineffective in concentrating gold or sulphides due to the high fines content and highly agglomerated particles.INTRODUCTION Aunor Mine is one of the historic mines that belongs to Porcupine Gold Mines (PGM) in Timmins, Ontario. PGM has undertaken an extensive mine closure program to remediate the legacy and closed mines with the funding supported by operating mines since 2006. Over the course of 100 years of operation in the Porcupine camp, it is estimated (Stevens et al., 2013) that about 130 million tonnes of tailings have been generated. Aunor Mine produced 2.5 million troy ounces of gold between 1940 and 1984, while processing over 7.6 million tons of ore. The original gold grade of Aunor Mine ores was about 10 g/t. With 95% gold recovery at the time, an estimate of 0.5 g/t of gold remains in the Aunor Mine tailings. Aunor Mine has two tailings impoundment areas: designated as Aunor A and Aunor B. The two sites are similar in size, about 7 hectares each. The amount of tailings in the Aunor A site alone is about 3.2 million tonnes. In 2017, bulk tailings were sampled from five designated locations in Aunor A. They were characterized using mineral association analysis and diagnostic separation techniques. The bulk tailings samples contained about 10% total sulphur, 10% iron, 2% arsenic and 2 g/t of gold. The prime objective of this collaborative work between CanmetMINING and Goldcorp is to facilitate the timely development and deployment of innovative tailings reprocessing solutions, specifically in the areas of desulphurization, and recovery of metals. This work targeted specific tailings of interest to Goldcorp which goals are to improve its environmental footprint and to reduce long-term liability. Thus, it is imperative to look for innovative reprocessing options that can overcome not only technological challenges but also achieve economic benefits to offset the costs associated with reprocessing the tailings. Moreover, the greater goal is to demonstrate and deploy tailings reprocessing solutions to solve one of the industry’s most difficult challenges for a sustainable mining industry in Canada."

This report presents the results of a field and laboratory study by the Federal Bureau of Mines, in cooperation with the California Division of Mines, of the swelling-type bentonite deposits in the Vallecitos area in San Benito County, Calif. The purpose of the study was to learn if these large deposits contain bentonite of sufficient quality and quantity to be of economic value as an oil-well drilling mud additive. Large amounts of bentonitic clays are used by the petroleum industry as well as the steel industry in California. Additional amounts may be required in the near future as a concrete or earth-fill admixture in constructing dams and canals in the California Central Valley. Depletion of some local clay deposits and loss of others to military installation areas have given new emphasis to the need for developing new bentonite deposits in California.

"Uranium may be leached to some extent in situ from the Blind River conglomerate uranium ores by using the products of bacterial activity from the bacterium Thio-bacillus ferrooxidans his paper describes some of the laboratory techniques used to investigate the characteristics of the bacteria, and to utilize their properties in uranium leaching. The application of some of the laboratory results underground at the Milliken mine of Rio Algom Mines Limited are de-scribed, along with the method of uranium recovery from the mine waters."
