WE all remember when, a few years ago the preparation of coal was nothing but a matter of having somebody at the face or somebody in the railroad car pick out the impurities; also the sizes were generally' made" over a bar screen. Anything that was black was coal; and the only matecia1 picked out was the slate or rock-impurities that could be distinguished by eye or by hefting. This was all right as long. & coal could be sold at. a good price. After all, we are all in business to -make the most money honestly out of a certain acreage of coal and a certain plant. For this purpose what is required is the greatest possible recovery of marketable coal and the highest market price.

Of the twelve known ore zones on the Sunro property, acquired by Cowichan Copper Co., only the "B" and "C" orebodies of the "River Zone" had been explored sufficiently to indicate the grade and tonnage. The "B" zone was selected for initial production. The portion of this orebody above the main adit level was developed for horizontal-ring, longhole mining. Ore from the stope would be scraped directly to the coarse ore bin. The lack of a suitable mill site on surface, as well as the 8,000-ft. tramming distance, led naturally to the installation ground. I N November, 1960, a lease was obtained by Co-wichan Copper Co. Ltd. (N.P.L.) from Sunro Mines Ltd., covering the main ore (River) zone of the Sunro property. A total of twelve zones had been located on the property. Nine of these lay within the leased area. Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. In doing so, the paper will evaluate the recommendations proposed by the Productivity Commission Report on Major Project Assessments released in 2013, which include the recommendation to move to a ‘one project, one assessment, one decision’ regulatory model.CITATION:Pope, C and Tannock, M, 2015. "INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ No reports were made on motor gasolines Bold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 6/The present report presents analytical data for 1,499 samples, representing the products of approximately 105 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gaso¬line are not considered adequate to represent this type of motor fuel, data for these analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows; Regular-price, 872 samples, 266 items, and 83 brands; -premium-price, 584 samples, 217 items, and 72 brands; third-grade, 43 samples, 32 items, and 21 brands. "Two major railroad companies have identified several segments along the railroad corridor betweenTehachapi and Bakersfield, Kern County in California that require construction of a second track to improve operations in this area. The total project proposes an upgrade of five segments along the Tehachapi-Bakersfield route. The authors focused on two segments: Walong to Marcel and Cliff Siding Extension. The second track project comprised design of a through-cut adjacent to an existing tunnel and up to 120-feet-high (36m) side-hill cuts (both in granitic rock). The authors characterized the geologic ground conditions and ground behavior, including rock mass quality and strength using a combination of rock core drilling and rock slope mapping. The rock mass is generally characterized as granitic tonalite with strong core stones surrounded by a matrix of decomposed granite (DG)."

For many years, pulverized coal (PC) boilers in utility power plants have been the dominant market for domestic coal. Today, two new coal utilization technologies challenge the PC boiler's dominance. Atmospheric fluidized bed combustion (AFBC) and "coal gasification/combined cycle" (GCC) stand on the verge of commercial demonstration in the utility environment at a scale of 100 MW. Developed over the past decade, these technologies respond to the demands for cleaner ways to burn coal and for more flexibility in fuel supply. In the near term, these are the "clean coal" technologies most likely to have a significant impact, because they are ready for commercial application. As for environmental acceptability, consider that just a few years ago one of the environmental slogans was "no coal in California." Indeed, the only large quantities of coal above ground in California at that time were in transit on the way to Asia. Today, thanks to new technology, we can point to two operational coal-burning plants in California and one in the works: * Cool Water GCC demonstration plant (100 MW) * California Portland Cement AFBC commercial cogeneration, near Riverside (190 000 lb/hr steam) * Energy Factors AFBC commercial cogeneration at Stockton, to be operational 1988 (44 MW)

A test series of small, precisely-controlled and thoroughly-monitored production blasts was conducted at two quarries. In each series, all variables except delay were kept constant, as much as practically possible. The first aim of the study was to determine the effect of local geology on ground vibration. The second aim was to test several hypotheses relating the effect of millisecond delay intervals to fragmentation and ground vibration. A resonant frequency of ground vibration was shown to be related to the thickness of the overburden, in accord with a model proposed by Gupta (1961). Since the overburden geology creating this resonant vibration cannot usually be changed, two methods were tested to choose delays such that blast vibrations would destructively interfere. These were shown to be effective in modifying both the peak particle velocity and response spectra of ground vibration. The delay interval chosen also affects fragmentation, primarily in massive rock, with an optimum relief between holes of 2 ms/ft. Strain gage records indicate a possible mechanism consistent with this information.

INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water's passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant's compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock. Does mine-sampling show the commercial value of a coal, and if so, how should it be done? This question is often asked, but seldom answered. During the past summer, while engaged in securing coal for the Government coal-testing plant at St. Louis, I had an excellent opportunity to obtain information on this subject, and the results seem to furnish an answer to the questions propounded above. Sampling for the Geological Survey Coal-Testing Plant. In organizing the work of the testing-plant, it was decided that coal in car-load lots only would be accepted for testing, also that this coal should be loaded under the immediate supervision of a representative of the plant, so as to be certain that the car-load sample would be representative. As an additional check on the work, two mine-samples were to be collected from each mine visited, and these samples, as well as the sam¬ple from the car when it was received at the testing-plant, were to be carefully analyzed at the chemical laboratory, which was established in connection with the plant and operated under the direction of Prof. N. W. Lord, of the Ohio State University, Columbus, Ohio. Mine-Sanmhling:-Mine-samples were collected with great care by me and my assistants, Messrs. J. Shober Burrows, John W. Groves and Frank W. De Wolf. The dominant idea in the regulations which were adopted for mine-sampling was that it should be done in such a manner that the sample would have the same composition as the commercial output of the mine. .

Thermoelectric properties of depleted uranium selenides and tellurides were investigated from room temperature to 700 C. Several depleted uranium monoselenides and monotellurides were doped with selected cationic and anionic materials to determine the effect of impurity additions on the thermoelectric properties. The undoped uranium selenides and tellurides were semimetallic conductors exhibiting low Seebeck coefficients and electrical resistivities. Partial or complete degeneracy was in evidence, indicating a charge carrier energy distribution similar to that in a metal. Doping increased the Seebeck coefficients of the uranium monoselenides and monotellurides; however, the corresponding change in the power factor in the figure of merit was small because of the increase in electrical resistivity.

"THIS DEPARTMENT is unique in that it operates in the production stream and also provides an essential service. Its operating function consists of scheduling an ore train to haul 10,000 tons per day over 17.1 miles of track and switching all incoming and outgoing rail equipment on 2.2 miles of track at the minesite and 6.2 miles of track at the metallurgical site. The service it provides is traffic control of all incoming commodities and all outgoing concentrates, metals and acid by rail and truck, even extending to port and ship control for overseas shipments (Fig. 46). First of all let me say what a genuine pleasure it is to be here. Acapulco certainly is a beautiful change. I'm going to spend sometime talking about change, because frankly I'm astounded at the rate of change in our world today. One good example of this, reminds me that the first time I spoke before the AIME two years ago, we were at the Ramada Inn in Beckley, West Virginia. Today we're at the Princess Hotel in Acapulco, Mexico. Now that's what I call a change. Seriously though, I'm sure you've all heard it said that the most consistent thing about our society is its constant change. Five years ago, no one could have predicted the changes we experienced in the United States during the first half of the 1970's. In the past twenty-four months alone, we have seen two presidents, three vice-presidents and hundreds of administration and government personnel changes. We have stumbled from one social crisis to another, while suffering through rising inflation, major energy shortages and labor unrest that could plunge us into a full scale economic depression. In view of these constant and unpredictable changes around us, it's obvious that we must learn to deal with change and "roll with the punches" if we are to survive. A controversial book published recently, explores in detail the various aspects of change and its impact on man.

THE present era of exploitation of the Little Long Lac and Sturgeon River areas commenced in 1925, when Beardmore Gold Mines started development of what is now the property of Northern Empire Mines. A shaft was sunk in 1927-28 and a very limited amount of underground work was carried out, following which the property was shut down. It remained idle until 1932, when Empire Star Mines, a Delaware Company, optioned the property. This Company formed the Northern Empire Mines Company, Limited, to operate the mine, and immediately instigated an aggressive programme of surface and underground development. By the summer of 1933, sufficient ore was indicated to justify the installation of a small mill. The decision was also reached to bring in electric power. A power-line was built from Hydro, the Ontario Power Commission's development on the Nipigon river, to the mine, a distance of approximately 50 miles. This work was entirely financed by Northern Empire Mines. Mill construction was commenced in October, 1933, and completed by March, 1934, thus making this mine the first producer in this district.

"The design, construction and operation of tailings dams is rapidly becoming a major consideration for most new mining developments, as well as for many existing operations. In North America, under pressure from public opinion, various government agencies have in recent years enacted legislation covering the design, construction and operation of tailings dams. In British Columbia, comprehensive legislation has been passed during the past year (1971). All of these new regulations may be placed into two broad categories: regulations concerning the safety of the dam and appurtenant structures, and regulations concerning the prevention of pollution. Both types of regulation affect the design of the tailings dam facilities. Consequently, they must be considered jointly by the designer. A good tailings dam design must satisfy the basic requirements of safety, pollution control, storage capacity and economy. To achieve this, 'the design must be based on a thorough understanding of both the geotechnical problems involved and the requirements of the mining development. Obviously, this requires close cooperation between the designing geotechnical engineers and the mining operators. This paper outlines the major engineering factors that should be considered in the investigation, design, construct ion and operation of tailings dams. Basic methods of tailings dam construction are reviewed and the advantages and disadvantages of each briefly discussed. Comparisons are made between the design and construction of conventional water supply dams and tailings dams. Examples are presented of some of the problems that may arise during construction and operation of a tailings dam. The paper also explains the need for basic instrumentation of tailings dams and for carrying out simple field tests and measurements during construction and operation. Of prime importance is the downstream monitoring of surface and subsurface seepage flows. These observations are invaluable where contamination of surface and/or subsurface water may become a contentious issue at some future date. Each tailings dam design must be based on a study of the particular requirements of that project. To make a proper evaluation, adequate data must be available concerning a large number of items•, including such things as: topography, hydrology, geology, subsoil properties, seismicity, government regulations, fineness of mill grind, mill water balance, availability of suitable construction materials, volume of water to be stored behind starter dam, downstream development or liability, and many others. The large number of variables involved in such an evaluation often result in the designer considering two or more alternative designs. Selection of the final design, which is usually based on detailed cost analyses of the alternatives, must be made in close consultation with the owner."

The Bureau of Mines estimated the economic feasibility of investing in a directional hole methane drainage project in the Pittsburgh coalbed for 5 yr in advance of mining. This report estimates the capital investment and operating cost of recovering 325 MMft3 of methane gas per year and the selling price of approximately 317 MMft3 of gas per year. The labor, equipment, and supply requirements were determined from those of a previous directional hole drilled at the Emerald Mine, near Waynesburg, PA. The cost of equipment, materials, services, and labor are in third quarter 1982 dollars. They were obtained from vendors, contractors, and the U.S. Department of Labor. Findings indicate a total capital investment of $1,381,160. Annual operating cost amounted to $167,690. At a wellhead price of $2.05 per thousand cubic feet, the sale of approximately 317 MMft3 of gas per year results in a rate of return on investment of approximately 25 pet.

Replacing diesel power in underground metal mining vehicles with available clean energy (e.g. hydrogen, lithium-ion batteries) is now a priority due to worker health issues, the increasing price of diesel, ventilation costs and air quality. Hydrogen fuel cells are a known and broadly applied power technology. They have been the focus of a dedicated research program to carry our proof of concept projects as well as regulatory developments for mining application. However, hydrogen remains a demanding energy vector to use in confined, underground applications. Standardization and safety considerations are being addressed in the industrial consortium Hydrogen Mine Introduction Initiative (HMII). Research projects are being carried out to resolve the gaps for regulated use. This article focuses on HMII objectives and Project results. The first has reviewed the relevant codes and standards and mine regulations, indicating that hydrogen and fuel cells could be allowed underground and that current codes, especially the Canadian Hydrogen Installation Code would be sufficient for hydrogen use. The second project established the standard hydrogen storage and distribution architecture along with related risks and safety requirements for its use in the third project, using an underground test chamber to delineate the behaviour of hydrogen leaks in confined conditions with various ventilation regimes and ignition studies. This project will end in 2013. It will be followed by the last project, which will establish best practices in support of regulations development, and develop the ISO standard for mine hydrogen infrastructure and underground application.

Blasting has been completed when the lawyer calls to say that a landowner has filed a suit alleging damages to the roof of his home. Mitigation talks fail to produce an adequate resolution and the case goes to court. The blaster has pictures of the area made after the blasting was done showing the good condition of the roof. However the judge fails to allow the photographs to be entered as evidence and the homeowner wins the case.

"Health hazards in the mining industry may be attributed to (1) abnormal conditions of the air, (2) improper sewage disposal, (3) bad drinking water, (4) bad illumination, and (5) local mechanical irritation.Abnormal conditions of the air may be due either to physical or chemical changes. The physical changes are (1) abnormal temperature, (2) abnormal humidity, (3) air movement, and (4) presence of dusts. Dusts may be either poisonous, as salts of lead, arsenic, zinc, or mercury; or nonpoisonous, as dust from coal, silica or quartz, limestone, gypsum, or silicates. Chemical changes may be due to changes in the normal constituents, as lowered oxygen or increased carbon dioxide; or to the addition of abnormal constituents, as carbon monoxide (white damp), hydrogen sulphide (stink damp), sulphur dioxide, methane (marsh gas, fire damp), hydrogen, and nitrogen.Effects of High Temperatures and Humidities The effects of various temperatures and relative humidities have been studied in mines in many countries. Harrington and myself studied them in the metal mines of this country and, in a report written recently, they have been summarized as follows:A. Remaining at rest in saturated air at 91 1/2° F, for one hour, With no air movement caused -1. An increase in body temperature;2. A moderate increase in pulse rate;3. Profuse sweating;4.
