"Helium has great value to the oil and as industry as a tracer gas, according to tests just completed in the Elk Hills Field, Naval Petroleum Reserve No. 1, Kearn County, California. When used as .a tracer gas, small percentages of helium are mixed with natural gas pumped into a reservoir for conservation, repressuring, or cycling purposes. Because minute quantities of helium added to natural gases can be detected by analytical methods and accurately determined, the variations of the helium content of gas withdrawn from various parts of a field when helium has been added to the injected gas give interesting and long-sought data on the movement of injected gas through reservoirs.The Bureau of Mines engineers began their studies of the use of helium as a tracer material in gas-injection operations in the Elk Hills, California, oil field, Naval Petroleum Reserve No. 1, in response to a request by the Navy Department for assistance in connection with an expanded oil-production program instituted in that field. This report discusses the Bureau's work on the problem of determining the direction and extent of migration of injected gas in the Elk Hills reservoir by the use of helium as a tracer gas,The Bureau appreciates the cooperation and assistance of Commodore W. G. Greenman, U.S.N., director, and Commander R. Walling, U.S.N.R., Assistant director, Naval Petroleum .and Oil Shale Reserves, Washington, D. C., Captain H. P. Within a phosphorus producing submerged arc furnace it was found that the continuous fluctuation of the furnace between a flowrate-driven state (high throughput) and a thermodynamic-driven state (low throughput) caused both techniques to have similar overall, predictive abilities and resulted in a linear, ARX-type, adaptive prediction model as the model of choice. Secondly, this pre-diction model was developed, tested and then shown to have a reasonable, 8-hour-ahead predictive accuracy (R2, coefficient of determination) of 30% (±6%) on future Pslag values. This inherent relationship exists because, at the precise moment of a Pslag prediction, the furnace already contains the metallurgical memory (input variables to the linear model) needed to ensure that some predictive possibilities will always exists - all as a result of the long residence times in the furnace. Residence time, however, is not a directly adjustable variable but rather a fully dependent variable and a function of an array of interconnected and interactive variables. In fact, this applies to virtually all input variables, reemphasising the importance of innate metallurgical memory. Thirdly, predictive control possibilities were explored by simulating the set-points of two fully independent variables used by operators to control the process: the ratio of fixed carbon-to-P2O5 and the ratio of silica gravel-to-pellets. This linear, predictive control model showed only a slight improvement with an 8-hour-ahead predictive accuracy of 35% (±7%). This highlights how ineffective current adjustments are in optimally steering the process and how difficult even incremental improvements in feed-forward and predictive control can be. Finally, it is shown that fundamental design-, sampling- and process restrictions currently associated with the process will always limit the predictive and especially control accuracy or meaningfulness of any dynamic model. These restrictions include the size of the furnace resulting in long residence times, 8-hours sampling intervals, an extremely complex and interactive process and a 16% spatial analyses variation on the Pslag values ? the very value that the model is to predict. The point is made that, given the current status quo, even the perfect dynamic prediction model can not improve on an 8-hour-ahead prediction of 30% (±6%). This barrier can only be pierced with e.g. tidier and more frequent sampling regimes and other upfront capital investments, a decision that becomes a cost accounting exercise and that can only be taken by the management structure. An investment demanding ever-increasing attention is CFD software and it?s potential to shed more light on the complex interactions within the furnace.

This paper describes one tool that Bechtel finds can integrate these objectives by “putting innovation into practice”. Examples of such innovative engineering practice include the use of computational fluid dynamics (CFD) to determine efficient designs. This paper outlines several examples of CFD applications on actual Mining and Metals Projects from around the world. The focus here is to highlight the modeling objectives, analysis strategy, actual benefit obtained from the work, lessons learned to improve future efforts and the common mistakes that can obscure the correct or best results, despite impressive graphics. The tools are powerful, and the results are more powerful when applied with skilled and well-directed human effort and ingenuity.

MANY factors govern the value of dredging-ground, and much capital can be wasted by the mistaken policy of contracting for the purchase of property and the installation of machinery before a thorough, examination has been made. To the uninitiated investor the presence of gold is generally the criterion,, and very superficial evidence is necessary to satisfy him as to this point. He considers the comprehensive report of a competent engineer as a wasteful extravagance and cannot understand why the engineer requires so much time and money to ascertain the information on which to base his conclusions, when the promoter can furnish him such pleasing and satisfactory data with but little expenditure of time and money. The uninitiated investor will often optimistically risk capital for purchase and equipment, and not until the venture comes to grief does he learn that the conditions are wholly unsuited for dredging. In many instances, a short preliminary examination by a competent engineer would have disclosed these facts. The mere presence of gold is by no means sufficient; some of the other factors necessary to be ascertained in determining the value of placer-ground for dredging-purposes are : (1) character and distribution of gold, and how much can economically be recovered; (2) character of bedding underlying the gravel, its contour, and whether its gold can be recovered by ordinary dredging-operations; (3) area and depths of gravel, surface contour, over-burden, water-level, proportion of fine material and boulders, and the presence of any material which might interfere with the dredging-operations and the recovery of the gold; (4) water-supply, power available, labor, transportation, and supplies, and cost of these ; (5) climatic condi-tions; (6) title to property, cost and royalties, and legal obstacles to carrying on dredging-operations. "CYANEX® 272 is a phosphinic acid-based solvent extraction reagent used commercially since the early 80’s to recover and purify cobalt from sulfate solutions. Historically, the design of CYANEX 272 circuits has involved the selection of an optimal pH profile during pilot-scale testing using mixbox pH control. The desired pH profile is required to be carefully controlled in the same manner during commercial operation. To assist operators in the design and optimization of their circuits, Solvay developed CYANEX 272-specific solvent extraction modeling software, which has enabled determination of the ideal pH profile and staging configuration. Solvay’s recent advances in modeling capabilities have allowed the simulation of circuits without direct mixbox pH control. Modeling has indicated that circuits operated without direct pH control can achieve the desired metal separation while simplifying the commercial operation significantly. This paper reviews a number of potential circuit configurations for the use of CYANEX 272 and demonstrates the separations achievable under the right design and operational conditions, some of which have historically been considered too difficult.INTRODUCTION CYANEX® 272 is a phosphinic-acid based reagent designed specifically for the separation of cobalt from nickel by solvent extraction from weakly acidic sulfate solutions (Rickelton, Robertson, & Burley, 1982; Rickelton, Flett, & West, 1984; Rickelton & Nucciarone, 1997). Following commercial introduction in the 1980’s, CYANEX 272 has been used in a number of hydrometallurgical flowsheets for cobalt purification and/or recovery. CYANEX 272 metal extraction occurs by means of a cation exchange mechanism. Extraction of a divalent metal ion M2+ is represented by the following equation where RH represents the CYANEX 272 ligand and MR2 represents the ligand-metal complex."

Recently, the North American mining industry experienced a severe recession, forcing managers to take dramatic steps to cut costs and compete in the difficult international market. Some of these steps were closing mines, reducing work forces, renegotiating wage agreements, and purchasing the most productive equipment. Managers are now looking beyond these traditional avenues and are focusing more on advanced technology. In the present environment, it is essential that mine operators obtain the maximum use of capital expended on equipment. However, mine workers do not obtain maximum efficiency or productivity from equipment because the adverse and hazardous mine environment impedes human performance. Also, the efficient use of large, complex machines calls for levels of precision that many times are beyond the capability of even highly trained miners. A possible solution to this problem is a machine that mines without operators - autonomous mining machines. However, numerous problems confront researchers who are attempting to develop such equipment. Some mining tasks are not always composed of a series of cyclic motions readily performed by factory floor robots. In addition, mining takes place in the geological environment where conditions are highly variable and unpredictable. As a result, these machines must be able to sense and adapt to variations in operating tasks and environment. Considerable autonomous vehicle research has been completed, especially for defense. However, autonomous vehicle (AV) technology has not advanced to practical application yet (King, 1988) and mining research is necessary in areas: representing mining specific knowledge; •analyzing and reasoning about sensor data in the mining environment; and •discovering completely new mining methods or new approaches to existing methods that become apparent when we remove the constraints imposed by the necessity of human operators. A specific machine, the LHD, can be used to show the problems for researchers who are attempting to develop autonomous machines for mining. This author chose the LHD because it can borrow concepts developed for autonomous navigation by military programs. But considerable mining research is also required. Furthermore, studies done at the Henderson mine, in Colorado, show autonomous LHD 's promise cost and safety benefits (King, 1988). At Henderson, LHDs load ore from draw points, tram to an ore pass, dump and return, or switch to another draw point. An autonomous LHD must sense vehicle position along the route, relate sensor data to stored-map information, to determine location, follow drift center lines, plan paths between dump position and initiate appropriate control commands, sense vehicle operating status and vehicle health, key on features or targets for special tasks like high speed turns, perform end of travel tasks (loading and dumping), and detect and avoid obstacles. These goals are similar to those for shuttle cars, trucks, and front-end loaders. Therefore, much of the technology is transferable. Each Henderson LHD extracts six to 40 dippers from each of a series of draw points. The LHD transports the ore to an ore pass within 55 m (180 ft) of the draw point, making the longest round trip 110 m (360 ft). The LHDs have very fast hydraulic dumping and loading systems that reduce the round trip cycle to less than one minute. Even though the LHD is capable of 500 trips per shift, the average production is 300 dippers. Man trip and lunch reduce available operating time to 6.5 hours per shift. Mucking difficulties (setting large boulders aside), operator breaks for activities like talking shop, and cleaning and smoothing roads further reduce operating time. Supervised autonomy can reduce the number of operating units by increasing operating time per shift since computer controlled machines can operate during lunch and between shifts and reduce operator errors. If dippers per shift increase from 300 to 350 (long-range goals are 500 dippers per shift), constant production requires only 10 operating LHDs and two spares. Manpower requirements drop from 24 to four by controlling five machines from one workstation. A review of technology available from the Autonomous Land Vehicle, the Advanced Ground Vehicle Technology, the Ground Surveillance Robot, and other programs, show the following differences between others work and mining industry needs: •If we focus initially on mobile haulage vehicles, we can navigate from a map. We do not need to explore. •We can modify the environment to reduce the navigation requirements. •We have a harsher environment than any of the research programs have encountered. •Our equipment must operate faster and more precisely than present AVs. •Our equipment must operate reliably over long periods of time. •We must have better onboard machine health monitoring and diagnostics. •The AV programs do not address geosensing. •The major AV programs are not cost-effective. For example, we cannot afford the computer power for robust image processing, yet. To computer control an LHD, we must replace the guidance and monitoring skills of experienced operators with sensors, computing hardware, interfaces, and several software mod¬ules. Experienced operators avoid collisions and load efficiently in piles that may contain oversize muck. Collision avoidance without an operator requires sensing all obstacles in the draw

Winter-time natural convection in gravel embankments has been suggested as a technique to provide passive cooling and thereby avoid thaw-settlement of roadways located in permafrost areas. Numerical simulation by finite volume method on the proposed model is perf9rmed using the software FLUENT. A gravels model, in which the embankment is composed of stones and air, has been adopted to investigate the temperature and velocity fields in embankment. Simulation results show that in summer, a weak clockwise circulation of the pore air extending throughout most of the embankment. The pore-air motion is very weak which results in relatively straight horizontal isotherm lines. And heat transfer is mainly maintained through conduction. But in winter, pore-air velocities are higher and multiple vortexes are formed in the embankment. Natural convection then becomes the dominant influence on the isotherm shapes within the embankment. As a result of low ambient temperatures exerted on the embankment surface during winter months, an unstable air density gradient develops within the embankment. This convection increases the heat flux out of the embankment. Therefore, the winter-time convection can further reduce the temperature of the foundation soil beneath the open-graded embankment. In addition, the effects of the size of the stones within the embankment have been analyzed and compared in the gravel model. It shows that in winter, 200mm stones lead to stronger vortexes in the embankment compared with those of 60mm stones. Consequently, the zone oflow-temperature beneath the embankment is extended.

"The Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) owns and operates the Tunnel and Reservoir Plan (TARP) system which was adopted in 1972. TARP is a network of 110 miles of deep tunnels and ultimately 3 large reservoirs to combat waterway pollution and flooding within a 350 square mile area served by combined sewers. The original TARP concept included additional tunnels to convey CSOs from the largest storms to the reservoirs. With the initial TARP tunnels complete and the reservoirs nearing completion, MWRDGC commissioned hydraulic and hydrologic modeling studies to analyze the benefits of additional conveyance tunnels. These updated studies optimized the configuration of additional tunnels considering integration with potential future local sewer system upgrades. The alternatives considered several routes of 25, 30, and 35 foot diameter tunnels, ranging from 10 to 18 miles. Alternatives were analyzed based on projected reductions to basement flooding compared to the relative costs. TUNNEL AND RESERVOIR PLAN After World War II the Chicagoland area underwent rapid growth and development. With the Metropolitan Water Reclamation District of Greater Chicago's (MWRDGC) service area becoming increasingly impervious, the flat Chicago landscape was increasingly at risk of significant flooding. In the mid and late 1950's, Chicago experienced multiple extreme storm events that had significant impacts on the city and generated the momentum necessary to initiate what would ultimately become one of the world's largest civil works undertakings. In 1957 a Flood Control Coordinating Committee was formed, consisting of representatives of the MWRDGC, Illinois Department of Public Works, Cook County, and the city of Chicago, to review various plans and develop recommendations for a course of action. With more than 50 alternative concepts being identified, the Tunnel and Reservoir Plan (TARP), which itself is a composite of various alternatives, was adopted the by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) in 1972. The need to adopt a long term plan was further influenced by the Clean Water Act, which was enacted only 8 days prior."

A study of coal pillar strength was done at the Beehive Mine during a three year period, 1974?1977, in a cooperative effort involving the University of Utah, RE/SPEC, Inc., and the American Coal Company (Pariseau et al, 1977). The Beehive Mine is located in the Wasatch Plateau coal field in central Utah near Orangeville, Utah, where mines are developed from outcrops between steep canyon walls with topographic relief of a kilometer or so (3,600 ft). Coal is found in Cretaceous sediments that dip gently to the west. Detailed geology of the Wasatch Plateau is described by Doelling (1972). Mining was done in the Blind Canyon seam. An earlier Deseret Mine worked the Hiawatha seam that is lower in the stratigraphic column by about 36 m (120 ft). Mining progress and ownership changes occurred in time with mine mergers and name changes eventually to the collective Des-Bee-Dove label. At the Beehive Mine, depth varied with topography but was approximately 360 m (1200 ft) on average; seam thickness varied from 1.5 to 6 m (5 to 20 ft) and usually required two passes of the miner. The mine was eventually closed and finally reclaimed in 2003. Semborski and Oakley (2006) present a brief history of the mine and describe the reclamation work in some detail. Figure 1 shows the surface topography in the vicinity of the mine that is in the center of the figure.

At present the feasibility of developing underground facilities for the storage of a number of products including toxic waste, oil, nuclear waste and low pressure gas is under investigation in e number of countries. A possible method of storage is in large excavations, Preliminary ventilation design work has identified that the climatic conditions encountered within these large excavations are a limiting ventilation pollutant within the ventilation system. This paper examines the design of a variety of sizes of excavation from a ventilation viewpoint. The main phases of an excavations lifetime can be divided into four main phases, these being construction, civil and mechanical fitting, storage, full and sealed. The paper details ventilation design options for the first two phases of e vaults lifetime, giving climatic simulations to assess the likely climatic conditions within the excavations for e number of facility depths. The options for climatic control are given and analyzed by means of climatic simulations techniques. l. INTRODUCTION The feasibility of developing underground facilities for the storage of a number of products is under investigation at present in a number of countries. This paper details a possible design for such a facility where the product is to be stored in large underground excavations. A facility layout has been designed with the aim of allowing concurrent construction and storage operations. Thus from a ventilation perspective the facility consists of two circuits , a construction ventilation circuit and a product ventilation circuit both of which are served by an intake and a return surface connection The construction and storage circuits are considered as independent of each other , any interaction in the form of leakage must be from the construction to the storage circuit. From the facility design a ventilation network was developed to assess the ventilation requirements of the facility. In analyzing the pollutant loads for the construction circuit two pollutants were recognised to be critical to the ventilation design , these being diesel exhaust fumes and heat end humidity. In this paper ventilation design options for the construction and civil and mechanical fitting phases of the excavations are analyzed by means of climatic simulation and options for climatic control within the vaults are outlined . 2. FACILITY DESIGN A schematic diagram of a facility design is illustrated in Figure 1. There would be two distinct ventilation circuits , one to service the construction operations and the second to serve the storage operations which occur concurrently with construction , the circuits are separated by ventilation bulkheads . Access to the facility for intake air is provided by two drifts, one to serve each circuit. Two shafts act as returns to surface. The facility consists of two distinct zones for the storage of two types of product. One type is to be stored in smell linear excavations. The second zone is for the storage of a second product in larger excavations. The maximum cross-sectional area and perimeter for the smell linear excavations are 456.25 m2 and 83.2 m, while for the larger excavations they are 440.1 m2 and 86.4 m. Excavation construction consists of three phases: 1. Initial pilot tunnel development between main intake and return to provide through flow ventilation. 2. Enlargement to produce the required finished cross-section. 3. Civil and mechanical engineering work to fit out the excavation ready for storage. It is proposed to excavate the excavations using drill and blest methods utilising diesel equipment. Spoil is to be transported to surface by a conveyor belt system. At any one time the maximum number of working places requiring ventilation will consist of ; 3 storage sites, 2 excavations under construction, 2 excavations undergoing civil and mechanical fitting. This paper exposes the reasons that led the Empresa Nacional Minera del Sahara, S.A. (ENMINSA) to the selection of a conveyor belt system for the transport of phosphate rock over a distance of 100 kilometers. ENMINSA was created in 1962, with the main objetive of the exploitation of phosphate rock deposits in the Spanish province of Sahara, in North West Africa. Poor grade outcrops were known previously. A detailed geological research carried over the province led ENMINSA to the discovery of deposits not exposed, and of much higher grade. The sector known as Bu-Craa was chosen as the most promising, and was explored by means of drill holing and shafting. The important amount of information obtained permitted a detailed evaluation of the capacity and grade of the rich ore contained in the Bu-Craa area. Simultaneously with the systematic reconnaissance of the Bu-Craa deposits, ENMINSA developped the study of the technical and economical problems required for the beneficiation of the rock, which comprised five main groups of projects: rock exploitation; beneficiation plant; rock transport from the mine site to the Atlantic coast; storage, handling and loading facilities by the sea- side, and power plant. Once determined the location of the marine loading facilities, which to date are in an advanced stage of construction (figs. 1 and 2), the studies conductive to the selection of the best transport system from the mine to the ocean, along 100 kms. distance were undertaken.

URANIUM mineralization along the north flank of the Zuni Uplift, in the vicinity of Haystack Butte, was discovered by Paddy Martinez, a Navajo Indian, in the spring of 1950. The find was reported to the Santa Fe Railway Co., which initiated a program of exploration upon its holdings in the district in December of 1950. The Anaconda Copper Mining Co. secured numerous leases in January and February, 1951, and began an intensive exploration and development program in March 1951. The district was extended into the Lucero Uplift in August of 1951 by the discovery of uranium mineralization in Todilto limestone by Joy Sinyella, a Supai Indian living on the Laguna Reservation. Initial reconnaissance was performed in the district by the Atomic Energy Commission in November 1950. A field office under the direction of the Denver Exploration Branch of the AEC was established at Prewitt, N. Mex. in January 1951 to study regional and detailed guides to ore, to evaluate the ore deposits, and to promote the development of the district by providing geologic services for the companies and individuals engaged in exploration. With the development of sufficient ore to warrant construction of a mill, the Grants area of New Mexico has come of age as a full fledged uranium mining district. The carnotite-type deposits of Grants, the first of major economic importance found in limestone, have extended the Colorado Plateau carnotite field into the more complex structure of the Basin and Range Province. General Geology The Grants uranium district is in northwestern New Mexico, along the southern flank of the San Juan Basin, between the cities of Gallup and Albuquerque. The region is at a mean altitude of about 6800 ft, vegetation is sparse, and outcrops are excellent. Mt. Taylor volcanic peak, at an elevation of 11,400 ft dominates the surrounding area. The overlying cliff-forming Dakota sandstone is the most resistant formation in the Grants District and characteristically erodes into dissected mesas as much as five miles wide. The principle uranium ore-bearing horizons are found in the underlying Morrison formation, and the Todilto limestone of the San Rafael group. The Morrison weathers into. a series of steep slopes and precipitous cliffs near the lower part of the Dakota-capped rims, while in contrast, the relatively resistant underlying. Todilto [ ] limestone forms broad benches extending out from the base of these Dakota rims as much as five miles wide. The Todilto benches are covered with overburden to an average depth of about 5 ft in the first thousand ft away from the Dakota rim, but increases to about 200 ft at the base of the rim. In many places however, a thick mantle of upper Cretaceous sediments and Tertiary volcanics "obscures the ore-bearing Jurassic, and precludes exploration. . The known uranium deposits of the Grants District are distributed throughout a zone 85 miles long and about 10 miles wide. Stratigraphy Rocks from pre-Cambrian through Tertiary are exposed in the uplifted areas, but uranium appears to be restricted chiefly to two zones in Jurassic sediments. The Jurassic sediments of the Colorado Plateau have been subdivided into three units, in ascending order: (1) Glen Canyon group, (2) San Rafael group, (3) Morrison formation. The Todilto limestone zone within the San Rafael group has produced the bulk of ore to date, but the promise of the Morrison zone is rapidly increasing. The Todilto formation extends about 300 miles east-west and about 100 miles in a north-south direction. It is composed of a lower, extensive, limestone member and a central, more restricted, thick, pure gypsum member. The Todilto is believed to be of lacustrine origin. A major design feature to consider from the initial pioneering works until reaching full mine production of icy regolith at the South Pole of Moon will be the ramp. This will allow the access of equipment and personnel in and out of the excavation area. Although most of the requirements considered when designing a ramp on the Earth are similar, the fact of working in low gravity, with zero atmosphere, the potential exposure to high radiation, extreme temperature levels and drastic changes of illumination, from intense light to total darkness, are new factors to be included. Transversal sections are obtained according to the progression sequence of the production levels, with changes in length, gradient, friction factor of the terrain and curvature when required by the location characteristics and the specification of the equipment utilized. A MATLAB script was developed to calculate all the variables, in order to obtain 3D generated surfaces from the range of possible profiles.

"The quality of continuous cast steel is greatly affected by fluid flow in the mold region, especially involving transient phenomena. Mathematical models are being applied to investigate many different aspects of these phenomena, but their accuracy must be validated before they can be applied with confidence. As part of a long-term effort to develop and apply comprehensive models of the continuous casting process, this work evaluates the relative accuracy of models of three different fluid flow phenomena in continuous casting through comparison with measurements.Firstly, transient flow simulations of velocities in the mold region are compared with digital particle image velocimetry (PIV) measurements in a single phase water model. Large-eddy simulations (LES) are found to reasonably match the flow measurements, including transient flow variations, except at long time scales, which could not be modeled owing to the excessive computation costs. The standard K-e model produced very good agreement with time-averaged velocities for relatively little computation time, although it is inaccurate at predicting the transient variations. Secondly, particle trajectory calculations are compared with water model measurements to study the distribution and flotation removal of inclusion particles. The LES model was able to match the measurements both qualitatively and quantitatively. Thirdly, steady, multi phase flow computations are compared with flow patterns observed in both a water model and an operating steel caster with argon gas injection. For the same conditions, the water model and steel caster produced very different flow behavior. The computational model was able to match the measured flow patterns in both cases.This work suggests that computational flow modeling has the potential to match real processes as well or better than water models, especially when complex related phenomena such as particle motion and multiphase flow are involved. Much work is still needed to further improve the models and to apply them in parametric studies."

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. The spontaneous combustion of coal lies at the bottom of the subject of storage. It is useless to store coal that is to be lost by fire from spontaneous combustion. Every engineer is familiar with the phenomena of the self-heating of coal, yet, for all that, spontaneous combustion is relatively rare. If we counted the times a portion of cod was stored where it would be undisturbed for a few weeks, the number of such storage operations in any one year would mount into the millions. Of these, a relatively small number show the phenomena of spontaneous combustion and time risk per ton is very small. It is extremely rare that in the smaller operations involving; only a few tons there is any heating. There is no spontaneous combustion of anthracite, and very rarely does the domestic consumer of bituminous coal find troublesome heating. The main interest in the subject lies in the large piles needed as reserves for public-service utilities, and the industries. Everyone desires to have directions for storage that are perfectly simple and yet will insure against loss. Unfortunately, the problem is too complicated for a simple solution. The cyanidation of copper containing gold ores results in the co-dissolution of copper along with gold. Copper dissolution results in elevated cyanide consumption that may make the treatment of the gold ore uneconomic. Copper-cyanide species in gold mill effluents may increase the environmental toxicity of the gold mill solutions. The objective of this study was to examine the use of solvent extraction to recover the copper cyanide species from gold mill effluents. Solvent extraction with Cognis (formerly Henkel) reagents LIX 79 and LIX 7950 was studied. Excellent extraction of copper and cyanide was achieved using pH control in extraction. Copper and cyanide may be stripped from the reagents using basic eluants. Various routes for copper and cyanide recovery from the strip solution were studied. Excellent results were obtained using electrowinning in both divided (Nation membrane) and undivided cells. Cyanide recovery was obtained by AVR treatment of a bleed stream from electrowinning. Full results of solvent extraction, copper and cyanide recovery are reported.
