Our merchant marine is rapidly outgrowing our consular service, according to Edward N. Hurley, Chairman of the United States Shipping Board, who urges that steps be taken immediately to provide facilities abroad for handling the millions of tons of shipping which will be afloat under the American flag in peaceful trade when the war is over. When peace is restored and our present tonnage is scattered over world trade routes, the consular service will be inadequate to handle our ships: Besides, it will have to work against the handicaps of obsolete shipping regulations and, in many cases, lack of experience. There are nearly 100 pages in the United States consular regulations dealing with shipping platters. . Many of these regulations are based on old treaties and many of them are obsolete. There are also differences between treaties with various countries. Our consuls often lack authority to handle matters involving the interests of our sailors and shipowners. Before we can operate a modern merchant marine we must revise, standardize, and simplify this whole mass of regulations and bring them up to the efficiency of other nations' practice.

In geomechanics, conducting uniaxial or triaxial compression tests require samples to be prepared to a certain length-to-diameter ratio. This ratio is typically defined as 2:1 (length to diameter) and is accepted as a common standard for all materials on which mechanical properties testing is performed. Variations in sample length can cause changes in measured strength properties across multiple material types, such as cement, rock, or soil. Within the oil and gas industry, it is not uncommon to receive samples for technical services work that are slightly under or exactly the length requirement before surface grinding and sample preparation. Many of these samples are discarded from uniaxial and triaxial compression tests and used in another manner; therefore, it is necessary to study the length-to-diameter ratio in efforts to understand the limits and validity of testing samples that are slightly out of the 2:1 ratio. This paper discusses uniaxial compression tests performed using Berea sandstone and a standard cement mixture of 2.54-cm diameter to study changes in rock strength and properties. Compressive strength for each lengthto- diameter ratio over a range of 0.5:1 to 2.2:1 was measured. The investigation was extended to study near-end effects, where the sample length is near, but not exactly twice the diameter. It was discovered that the cement samples conformed reasonably well to the suggested ASTM correction factors. The sandstone did not conform to the correction factors and further analysis is required to develop a correction factor unique to the material. Near end effects, in both the cement and Berea, were found to increase compressive strengths, especially when the L/D of the samples was increased slightly over a 2:1 L/D.

A selective extraction and separation of zirconium by solvent extraction with 1-octanol is proposed. The process is based on the dissolution of the metal basic carbonates in hydrochloric acid in the presence of potassium fluoride, using 1-octanol as extractant. The effect of several process parameters, including hydrochloric acid and potassium fluoride concentrations, reaction time, and phase ratio between the aqueous and the organic phase was investigated. Zirconium is enriched in the organic phase. The best extraction and separation results were obtained with the basic carbonate dissolved in 10% hydrochloric acid and 1.5 M potassium fluoride. The optimum reaction time was 15 min with an organic to aqueous phase ratio of 2:1. Based on the selectivity of zirconium over hafnium in the organic phase, a McCabe-Thiele diagram was constructed. A near complete stripping of zirconium from the organic phase was achieved using a 3 M sulphuric acid solution. Additional studies are required in order to determine the reaction mechanism and the chemical speciation of the current investigation.

The original bulk air cooling system at this particular mine made use of two water chilling refrigeration machines to produce peak cooling of approximately 12 MWR with a downcast air temperature of about 7°C; however, as the shaft is not used for transporting personnel, the opportunity existed to supply more cooling to the mine by lowering the downcast air temperature. An ice storage facility has been constructed and provides a range of opportunities in operating the system: colder air temperature sent to the shaft, enabled by using near-zero degree water produced by melting ice to cool the air; electricity time-of-use management, by shifting electricity usage out of peak tariff periods; and increased peak cooling capacity, by melting ice while chilling water. Ice is created in the storage facility at night while the ambient air temperature is low and then melted to produce cold water when required by the cooling process. An ice dam was constructed and serpentine stainless steel coils installed where the ice is produced; one of the refrigeration machines was converted to chill a glycol solution to subzero temperatures to create the ice on the coils; a plate heat exchanger was installed to allow the glycol chiller to act as a water chiller as well; and a third spray stage was added to the bulk air cooler to utilise the near-zero water. Mine reconciliation is seen, for many, as a test of the quality of model estimates, while in fact it should be seen as a powerful tool for detecting and correcting problems in each step of mining operations, from resource estimation to metal production. Adequate reconciliation practices allow a more efficient control of the mining processes; however, its results can be illusory unless all parties involved have been in compliance with the principles of sampling correctness. This paper presents a new, segmented reconciliation matrix, which is based on the Theory of Sampling (TOS), developed to monitor gold operations and reserve estimation.

Several hundred membrane - filter tests were made as part of a program to develop equipment and procedures to evaluate the quality of waters and to determine the quality of water suitable to efficiently flood oil sands of known permeability . Results indicated that neither the color of the water nor that of the precipitate on a membrane filter is a criterion for determining the quality of injection water . Reasons for poor water quality include poor operation of filtering systems , dirty filtering aggregates , excessive amounts of oil in injection water , commingling of incompatible waters , and excessive use of chemicals . A good water is required to efficiently flood sands of low permeability , but fair results may be obtained in flooding more permeable sands with poorer quality water .

"Over the last 50 years there has been a dramatic evolution in the metallurgical engineering field in Canada. In the 60s the field was dominated by large American and UK groups, often selling major process and equipment packages. The local content was limited to wrap around facilities and the civil and structural work. The mining and metallurgical companies had strong internal teams to lead these projects. Over the decades and business down cycles the large foreign contractors disappeared or re-structured and the mining companies largely shed their engineering and project management groups. The resulting gap was filled by a cadre of local specialist engineering companies, some of whom have grown to be world leaders in the field. The paper traces this evolution and examines the underlying causes and consequences."

Reservoir properties including porosity and permeability distributions in longwall coal mine gobs have direct application to modeling the flow patterns and gas distributions in the gobs. Proper assessment of these distributions is required to assess gob gas hazards such as spontaneous combustion and explosive methane mixtures and to optimize gob gas venthole operation and nitrogen inertization. Determining the reservoir properties is difficult given that the gob is inaccessible and direct measurements cannot be easily taken. Several techniques have been used by previous researchers and will be discussed. This paper will present the methodology used to model the gob compaction by simulating the sequential extraction of coal. Two Western US coal mines were used for case studies. By determining volumetric strain, the porosity and permeability distributions in the gob can be calculated. The geo-mechanical model predicts an axisymmetric volumetric strain distribution with a steeper slope near the start-up room and a shallower slope near the active face.

"The use of Caro's acid as a replacement for hydrogen peroxide for the oxidation of vanadium prior to solvent extraction resulted in a 56% reduction in oxidant usage when compared on an equivalent hydrogen peroxide basis. Comparative oxidation tests, using two actual uranium mill raffinates, resulted in premature precipitation of an amorphous ferric vanadate when hydrogen peroxide was used to oxidize one of the raffinates containing a high iron to vanadium ratio. The use of Caro's acid eliminated the precipitation problem, thereby permitting the adjustment of the raffinate pH to a higher, more favourable level prior to solvent extraction.Potentiometric characterization of the raffinates revealed that vanadium is responsible for the inefficiency of hydrogen peroxide compared with Caro's acid, with the oxidation efficiency of iron being the same for both oxidants. A limiting potential between 720 and 740 mV was observed when using hydrogen peroxide, while, when using Care's acid, potentials approaching 1200 mV were achievable.A four-stage, countercurrent extraction performed on the oxidized raffinates did not reveal any operational problems. The extraction efficiency and the extraction coefficient were found to be higher when Caro's acid was used as the oxidant, as opposed to hydrogen peroxide.IntroductionMost vanadium is recovered as a by-product of some other process: leaching of Carnotite uranium ores, oil fly ash, phosphate rock or chromite processing. The major source of vanadium has been from uranium mills incorporating acid leaching of Carnotite ore s at elevated temperatures and pressures. The by-product recovery of vanadium from uranium ores of the Uravan Mineral Belt, located in the Colorado Plateau , is a common occurrence when vanadium recovery is economically viable."

"In this paper, we describe the current status and research progress on the utilization of typical industrial solid wastes in China. We propose a creative method called “eco-utilizing wastes” with an aim of both integration and increment but without second-time waste and pollution, in terms of the characteristics of typical industrial solid wastes, such as titanium-bearing blast furnace slag, high-silicon iron tailing and boron-enriched slag as well as oil shale.Situation of Typical Industrial Solid Wastes in ChinaThough mineral resources in China are abundant, most of these are low grade ores. Moreover, the distribution of mineral resources is asymmetric, which causes the increase of cost and decrease of the economic benefit. Over-exploitation of mineral resources results in a large number of solid wastes. The accumulation of solid wastes not only means the waste of valuable resources, but also causes environment deterioration. There exist some problems in the current practice of the disposal of industrial solid waste, such as only emphasizing the final results and causing new pollution and waste [1]. So the research and development of a high value-added method has a high practical relevance to our nation. Based on the present status and research progress of industrial solid wastes in China, a creative new idea and method for eco-utilization of solid wastes is proposed in this paper."

Because of the high number of accidental methane gas ignitions in metal and nonmetal mines, the Bureau of Mines searched for a simple guideline that would allow mine personnel to evaluate the methane hazard in a given mine. Air samples were collected by the Bureau in 53 metal and nonmetal mines and analyzed for trace evidence of methane gas. Samples were collected in the returns and at the working faces. Those mines classified as gassy by the Mine Safety and Health Administration had a significantly higher average methane concentration than those classified as nongassy. Of the 9 gassy mines sampled, 7 had methane concentrations above 100 ppm, whereas only 1 of the 44 nongassy mines had a concentration above 100 ppm. The 100-ppm concentration may be used as a simple and convenient guideline for forecasting the methane hazard in a mine, whether or not the mine is classified as gassy. There was no consistent correlation between commodity mined and methane concentration, nor was there a correlation between mine depth and methane concentration. Neither of these factors can be considered a guideline for predicting methane hazards.

1. A schematic diagram and a description of the apparatus are presented. 2. Five runs were made using gas having a hydrogen-carbon monoxide ratio of about 2:1 and sulfur concentrations ranging from nil to 1.53 grains per 100 std. c.f. 3. At constant space velocity of synthesis gas the product of the sulfur concentration and days of operation, with conversion of H2 + CO above 97 percent, was constant. With a gas containing 0.04 grain of sulfur ac carbonyl sulfide per 100 std, cu. ft ,, the conversion of H2 + CO remained over 97 percent for 40 days. During that time the heating value of the product gas (on a C02-free basis) remained relatively constant at 940 B .t .u. per c.f., based on dry gas measured at 600 F. and 30 inches Hg.

On June 1, 2004, the underground coal mine ventilation safety standards under the Code of Federal Regulations (Title 30, Part 75) became effective for the use of a conveyor belt entry as an intake air course to ventilate working sections. These standards, also known as the Belt Air Rule, contained a section which limited the air velocity in the conveyor belt entry to no greater than 500 feet per minute unless otherwise approved by the US Mine Safety and Health Administration in the fire suppression system section of a mine?s ventilation plan. The Belt Air Rule included a requirement dictating compatibility of air velocity with fire suppression systems. The final rule of limiting air velocity in the belt entry was challenged in the Court of Appeals for the District of Columbia Circuit. The court granted that petition and vacated the requirement on the air velocity cap, according to MSHA. The removal of the air velocity cap from the final rule, paired with the compatibility requirement, led to a need for research on high air velocity?s influence on fire suppression system performance in belt entries. Test data was needed that illustrated the relationship between fire suppression system performance and air velocity, especially with the increased use of wider belts in underground coal mines, so National Institute for Occupational Safety and Health and MSHA collaborated to obtain the data. However, this work was initiated before the revised Belt Air Rule was promulgated on December 31, 2008, when 1000 fpm air velocity became a requirement. Four different

IT has been shown that the isothermal transformation of austenite in a special steel can be modified by isothermal holding in the high subcritical transformation range.' Since this treatment potentially leads to increased hardenability, limited testing has been completed to determine if the stabilization effects observed with this treatment can be used to advantage in the heat-treating of 4340 steel. As an index of the effects of the several austenitizing treatments on the hardenability of the steel, Jominy-type hardenability tests were completed for specimens 2.5 in. in diameter and 8 in. long. Since the steel studied is to be used at strength levels where notch sensitivity is of major concern, notch sensitivity after selected austenitizing treatments has been evaluated by notch tensile tests for several specimen sizes. The steel composition and the austenitizing treatments are given in Table I. The test specimens are presented in Fig. 1. The hardenability data are given in Fig. 2 and the notch tensile properties are presented in Fig. 3. The hardenability of the steel investigated when determined by use of the standard Jominy test specimen2 as high and remained essentially unchanged for the different austenitizing treatments. For the larger test specimen, as has been shown by other investigations," the characteristic hardenability indexes are changed and it becomes possible to isolate austenitizing treatments which promote maximum hardenability. The stepped austenitizing treatment promotes higher hardenability as is indicated in Fig. 2. The evaluation of notch sensitivity for very high strength steels is best accomplished by means of the notch tensile test. The experimental conditions of the test, however, modify the notch strengths measured, and in the present experimentation an effort was made to achieve a limiting notch condition by fixing the notch root radius at 0.001 in. while the specimen diameter was allowed to increase from 0.3 to 1.1 in.* For this root radius the notch strength, 0.3-in.-diam specimen, and this trend differs from that for the larger specimens. At the highest tempering temperatures the 1.1-ip.-diam specimens yield comparable results for the austenitizing treatments compared. "The San Nicolás deposit is a complex fine grained polymetallic volcanogenic massive sulphide deposit located in central Mexico.Metallurgical testwork was carried out in 1999 and 2000 to develop a flowsheet. During the course of the metallurgical testwork it became evident that it would be impossible to develop an accurate head gradehecovery based model for the projection of metallurgy. It was suspected that variability in mineral texture was a predominate factor affecting metallurgy. For this reason it was decided to evaluate the applicability of QEM*SEM technology to this test program.This paper summarizes the metallurgical testwork and describes the evaluation and subsequent application of the QEM*SEM technology to characterize the mineral texture throughout the deposit. Finally it is shown how the QEM*SEM data are used in the mine block model to project the metallurgy.The QEM*SEM (Quantitative Evaluation of Minerals by Scanning Electron Microscopy) is an automated image analysis system developed by CSRO which provides quantitative numerical estimates of the compositional and textural properties of the mineral suite which govern the concentration process.INTRODUCTIONThe San Nicolás deposit, was discovered in 1997 through the application of geological and geophysical techniques. "InSb being the lowest band gap. material amongst the 111-V semiconductors with low effective mass has long attracted research interest, due to its potential application in far infrared devices and for high speed circuit elements. In this paper, we report, for the first time, Te-doping of InSb on GaAs substrate using SnTe doping source with molecular beam epitaxy (MBE) technique and its electrical characterization. The undoped epilayers are n-type in the temperature range of 10 K to 300 K investigated. The room temperature (RT) mobility as high as 64,810 cm2/V·s (1.9x1016 cm-3) have been measured on a 4.8 µm thick epilayer. Sn Te doping at different doping levels were investigated. 5. 7 µm thick doped layers with RT carrier concentrations ranging from 2x1016 cm-3 to 3.2x1018 cm-3 with corresponding full width at half maximum (FWHM) of x-ray (400) rocking curve varying from 170-200 arc-seconds have been achieved. The Hall mobility of 20,000 cm2/V·s at 1.3xl018 cm-3 carrier concentration was obtained indicating that SnTe is a good candidate as source material for n-type doping of InSb.IntroductionThe thin films of InSb and InSb-based alloys have found considerable interest because of potential applications in III-V semiconductor-based infrared optoelectronic devices1• In addition, the advantage of the small effective mass and the consequent high mobility can be utilized in high frequency and high-speed circuit devices2 InSb can also be used in magnetoresistive sensors for position sensing3. Epitaxial InSb films grown by MBE may be doped n-type with Si or Sn, or with the group VI elements, namely, S, Se, or Te. Of the group VI elements, Te may be advantageous because of its relatively low vapor pressure. However, the vapor pressure is high enough to have sufficient memory effect during MBE growth. Hence different telluride compounds such as GaTe45, PbTe6 and Sb2Te37 have been used as the dopant source for Sb-based compounds. SnTe has also been used as a successful n-type dopant in the MBE growth ofGaSb8 But, to our knowledge, there is no report on the investigation of SnTe doping of InSb. In this paper, we report the first doping characteristics of SnTe in InSb layers grown on GaAs substrate."

Geostatistics are increasingly recognized as powerful tools for reserve evaluation and grade control. It is also generally accepted that geologic input is required for the results of a geostatistical study to be meaningful. The role of the geologist is significant at all stages, whether it be to oversee the creation of the database, to assist in the statistical and semivariogran studies, to ensure appropriate block evaluation and kriging, or to review the results obtained. However the link between geology and geostatistics is often complex and not well understood. A presentation is made of the areas where geologic input is needed, and of the tools which the geologist should have at his disposition to ensure that his role is fulfilled. Organization of a Geostatisticel Study To be acceptable as the basis for financial investment, a geostatistical reserve estimation should be composed of four phases, the last phase being optional: Phase 1 - Background discussions, Phase 2 - Computation, Phase 3 - Reserve reporting, Phase 4 - Reserve audit. During the background discussions (Phase 1) the role of the geologist is primordial, as it is then that most decisions will be made concerning the geologic factors to be included in the geostatistical model.

Rare Earth Elements (REE) are fundamental for modern life products and green technologies. Supply constraints and the price peak of 2011 boosted intensive research for alternatives for processing and separation. Complex monazite- type, rare earth ores usually contain high acid consumption impurities, such as iron and aluminum, and radioactive thorium in their composition. These impurities are not removed by conventional concentration processes due to fine, micro-level association between the REE carrying minerals and the gangue minerals. This work presents a selective process route for REE extraction from iron-rich, monazite ores. The process involves sulfation by addition of concentrated sulfuric acid and pyrohydrolysis at temperatures of approximately 700–750 °C. Experimental results show REE extraction higher than 70% and low iron (below 5%) and thorium extraction (below 10%). A method based on thermogravimetric analyses was shown to be adequate to predict the behavior of a given ore sample in the sulfationselective pyrolysis-leaching process.

"The Mbalam Iron Ore Project covers mineralisation in two areas of metamorphosed hematitic banded iron formation (itabirite) in the north-west Congo Craton; namely at Mbarga in south-east Cameroon and at Nabeba in north-west Republic of Congo. The site locations are shown in Figures 1 and 2.The Mbalam Project history is an example of a compressed, yet highly successful, exploration timetable. Due to the thick inaccessible equatorial forest location, the first access was by helicopter in February 2007 at the Mbarga Deposit. Drilling commenced four months later in June 2007. A maiden JORC Code compliant æhigh-grade hematiteÆ inferred mineral resource (190 Mt at 60 per cent Fe) was defined in May 2008, followed by a maiden æitabirite hematiteÆ inferred resource in July 2008 (1.2 Bt at 37 per cent Fe). Subsequently, road access to Nabeba was established in January 2010, with a maiden high-grade hematite inferred mineral resource (200 Mt at 63 per cent Fe) identified only five months later in June 2010. A maiden itabirite hematite inferred resource at Nabeba was announced in June 2012 (1.4 Bt at 34 per cent Fe). The success of the exploration programs has been due to two main factors: Establishment of high-quality camps and facilities at Mbarga and later at Nabeba in Republic of Congo. Exploration support included satellite links for site servers and communications, field logging computers, data acquisition software, an on-site sample preparation laboratory, portable hand-held X-ray fluorescence (XRF) and company-owned drill rigs from 2009. An experienced and dynamic technical support group based in Perth to provide database facilities, data evaluation, internal auditing and software support, resulting in expedited resource estimation and economic evaluation with state-of-the-art mining software. In June 2012, Sundance Resources Ltd announced the current mineral resources for the project of 775.4 Mt at 57.2 per cent Fe of high-grade hematite and 4.047 Bt at 36.3 per cent Fe of itabirite hematite. In December 2012, high-grade hematite ore reserves of 436.3 Mt at 62.6 per cent Fe were announced. These world-class resources and reserves have been delineated and evaluated in a very rapid time frame.
