The adverse health impacts from diesel particulate matter (DPM) exposure are a well-known global concern. The building evidence has triggered underground mining operations to review existing atmospheric conditions and assess the scale of the challenge faced. South32’s Cannington Mine (Cannington) evaluated the ability to provide a healthy atmosphere from a whole mine approach, taking into account existing preventative controls including: maintenance strategies, fuel quality, mining operations, ventilation provisions, monitoring protocols and effective education and training programs.During the evaluation process, Cannington gave due recognition to the advice and guidance provided in the Queensland Guidance Note 21 (QGN21), the Guidelines of New South Wales’ MDG29 and Mining Industry Advisory Committee (MIAC) of Western Australia. Each of these documents advises a dilution rate of >0.06 m3/s/kW is best for reduction of DPM exposure in underground mines.Achieving the prescribed mine ventilation rate typically results in the need to directly invest significant capital into increasing ventilation infrastructure in order to further dilute contaminants. In today’s economic market of volatile metal prices and increasing pressures to meet regulatory requirements, it can become challenging for established metalliferous operations to create a balance between optimisation of current ventilation infrastructure and capital outlay.In order to obtain and correctly justify the requirements for capital investiture Cannington conducted a ventilation operational analysis for the life-of-operation, identifying the existing air volume envelope was adequate for current and future production rates by optimising existing primary ventilation infrastructure through the implementation of a modified ventilation on demand (VoD) and air conservation system.This process achieved sustainable operating and capital cost reductions without compromising delivery of adequate ventilation to work areas. The process also recognised that engaging mine workers’ ownership of their work areas is crucial to maintaining a technically efficient and operationally robust ventilation system.This paper will concentrate on Cannington’s existing preventative controls, their implementation and their management for the prevention of increased DPM exposure; reducing the risk of both short and long-term health impacts to ‘as low as reasonably achievable’ (ALARA).CITATION:Black, J and Reid, D, 2017. The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. One of the valuation approaches applied to Advanced Exploration Areas and Pre-Development Projects is the so-called ?in situ Mineralization Method? or the ?Yardstick Method?. This method is based on the concept of a known undeveloped Mineral Resource being worth a certain fraction (the ?Yardstick?) of the contained commodity value (?metal in ground?), using commodity prices ruling at the date of valuation. The Yardstick value is derived usually from an average market-based figure obtained from an analysis of recent transactions and is expressed as a monetary value per ounce or per tonne. It maybe modified to accommodate the quality (e.g. grade) and category (e.g. confidence level) of the Mineral Resource/Reserve involved and the time, effort and expenditure expected to be involved in bringing the project to fruition. Some eighteen recent and relevant transactions were analysed, allowing the following general conclusions to be reached: ? a Yardstick with which to value undeveloped PGE mineral resources is likely to range between 0.5% and 2.5% of the in-ground contained metal value ? the expected method of mining (especially with regard to mining costs) and the grade of the mineralization both have a strong influence on the Yardstick ? the status (classification) of the Mineral Resource has some influence on the Yardstick and ? the ruling price of platinum and the regional location of the deposit appear to have insignificant influences on the Yardstick.

With the burgeoning development of precious metals heap leach mining projects throughout the country regulatory agencies are beginning to take a closer look at the short-and long-term environmental consequences of heap leach mining. This increase in regulatory review is occurring on federal, state and local levels, and is affecting both large- and small-scale mining developments. Small-scale mining developments are receiving especially critical regulatory scrutiny because in the eyes of some regulatory agencies, small developers lack the credibility automatically accorded to major mining companies. This is due in part to a bad image of small miners based upon past environmental problems and permit violations caused by a few, small operators. The proponent of a small mining development thus faces special problems during the project permitting process, and must convince the regulatory authorities of his company's ability and commitment to plan, develop, and decommission a mining operation in compliance with environmental regulations. Not only must the small developer have a thorough understanding of the regulatory requirements affecting his project, he must also devote considerable effort to careful internal planning in order to produce a well organized approach to project permitting. The importance of proper planning cannot be overstated. Project planning is key to convincing the regulatory agencies that the small miner is capable of developing a viable project. More- over, the economics of a small mining project demand permit acquisition at modest cost and in a timely fashion. A well planned permitting effort will thus ensure that permits are received within budget and on schedule. This paper will review the federal, state, and local permitting requirements for heap leach projects, and the variability of these requirements from state to state. The environmental assessment process for projects developed on public lands, and the acquisition of zero- discharge water quality permits, air quality permits, and local special use permits as they apply to small mining developments will be discussed. The paper will conclude with a review of project decommissioning and cyanide neutralization requirements and their implications for small-scale heap leach projects.

The increasing use of hydrogen fluoride (annual consumption now exceeds 500,000 pounds (1)4/) directly and its occurrence as a byproduct of the utilization of fluorine compounds in the mineral industries, especially in metallurgical processes and in the refining of petroleum products, has aroused interest in its toxicity, and a brief review of the literature, with special reference to the hazard of poisoning in the mineral industries, seems to be opportune. Recently, residents in the vicinity of aluminum plants have been complaining of injury to livestock and vegetation as well as to their own health from the gases discharged into the air during operation of the plants, hydrofluoric acid gas apparently being the offender. The comparatively recent utilization of hydrofluoric acid in the alkylation process for the production of high-octane gasoline has raised the question of the hazard of poisoning in the petroleum Industry. In addition, the use of fluorine-containing refrigerants has extended the potential al exposure outside of industry (2).

"An analysis of the number of industrial injuries shows that the mining sector is particularly affected, since mining is one of the most dangerous industrial activities in Canada. This has led to numerous inquiries, and supports the need for an in-depth study aiming at the identification of factors responsible for these accidents. One possible factor often pointed at is the small crews incentives and this paper presents a scientific approach applied to check a potential link between bonus and accidents at two mining companies located in northwestern Quebec.The data required to do so were the accidents, the salaries and the number of hours worked at each mining site by the hourly paid personnel for the period from June 1979 to January 1982. The analysis of the results derived from the initial information shows different behaviours of the frequency rate vs the bonus rate at these mines. The number of days lost per accident is independent of the bonus rate at both mine sites, as shown by Khisquare tests on contingency tables.IntroductionA wide variety of opinions has been pinpointed by a survey of the literature related to individual or small crew incentives and industrial accidents in sectors of activity where it applies. In addition, various formulae of mining contracts take place in the industry on one part, and statistics from this sector indicate a high accident frequency rate on the other part. These fact s have lead to this scientific investigation which does isolate the direct impact of the bonus on workers' accidents. This study was undertaken with the full support of the Quebec Metal Mining Association.The conclusions of this preliminary phase of the researchproject are presented for two mining complexes in northwestern Quebec. The procedure is somewhat similar to the approach of the Belmoral Commission, with the underlying assumption that bonus has a direct impact on accidents."

Three computerised sets of minerals information are being developed by New Zealand Geological Survey in co-operation with the Resource Management and Mining group of the Ministry of Energy: 1. Geological Resource Map: a file of information on the location, geology, geochemistry, production, and potential use of individual occurrences of aggregate, mineral, geothermal, coal, oil, and gas resources. The computer program can be used for search and retrieval of information and the production of maps and tables. The data is being published as a series of 1:250 000 maps with accompanying text and tables. 2. "One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

Coal is our most abundant, low cost energy resource. Expansion of its use is being challenged due to "SO2 emission" regulation with even more restrictive legislation pending. High quality coal reserves are becoming more limited due to greater use in recent years. Aids to allow more use of coal in today's environment include beneficiation of coal before combustion and scrubbing the emissions from coal during combustion. Dow's efforts to help meet these challenges by beneficiating coal include true heavy media gravity separations with chlorinated solvents and liquid/liquid partitioning processes and "Dow Solvent Recovery Technology" to recover the solvent from product (or floats) and rejects (sinks), The objectives of the efforts to clean coal are to reduce sulfur and ash. In this paper, the solvents will be described; a general flow diagram presented; some of the results on upgrading various coals will be described, and projected costs of full-scale plants using chlorinated solvents will be compared to conventional cleaning plants.

Platinum-group minerals (PGM) are recorded from a number of localities along theWaiau River, western Southland, and the south coast of the South Island, New Zealand. At each locality, small amounts of PGMs were recovered as by-products of historical gold mining operations. During the period 1890-1950 an estimated 1000-2000 oz. of æplatinumÆ were recovered from the region, the only area within New Zealand where PGM have been commercially exploited. The PGM suite of southern New Zealand consists of Pt-Fe alloys, IPGE (iridium subgroup, platinum-group elements) alloys, sperrylite (PtAs2), cooperite (PtS) and braggite ((Pt,Pd)S). The composition of Pt-Fe alloy exhibits considerable variation and two compositional populations are recognised. Some Pt-Fe alloy grains are chemically zoned. Iridium is the most abundant IPGE alloy phase and often contains considerable Pt, in contrast to osmium and ruthenium alloys. Cooperite and braggite grains are characterised by extremely low concentrations of Ni.   Exsolution of osmium and iridium from Pt-Fe alloy and Pt-Fe alloy from iridium is observed Several PGM host mineral inclusions which vary from single to poly-phase, display rounded to equant outlines and range in diameter from greater than 100 ¦m to less than 5 ¦m. Olivine and Ni-sulphide inclusions are only present within IPGE alloys. Pt-Fe alloy, cooperite, braggite and sperrylite host Cu-Fe sulphides, a wide variety of PGM, clinopyroxene, amphibole, magnetite and plagioclase within inclusions. Sperrylite also hosts Pd bismuthiotellurides, gold and several potassium-rich silicate phases. Similarities in inclusion phases and mineral chemistry from several localities suggest that the PGM are derived from a single (as yet unidentified), probably calc-alkaline magmatic source. This source is situated somewhere along the margins of the western Southland sedimentary basin where PGM liberated by erosion are transported down the Waiau River and dispersed eastwards along the coast by strong longshore currents.

"Mattagami Lake Mines Ltd operate a zinc-copper mine with an annual output of about 200,000 tons of zinc and 30,000 tons of copper concentrates. Zinc concentrates arc shipped to a company owned smelter in Valleyfield (a distance of 690 miles), for Export to Quebec City and also to Josephtown, Pennsylvania (1,060 miles, Figure 1.)The protection of concentrates in open gondola rail shipments has been a matter of concern since operations commenced. Considerable financial losses did occur at times because of wind erosion. Operating difficulties were also encountered by customers because of excessive moisture accummulation in the concentrates. Test shipments made in 1969 established the magnitude of losses in open cars. The results and subsequent investigations at our mines and elsewhere confirmed that load protection is an economic necessity.Many types of covers were experimented with, more or less successfully. In 1972 we agreed on a joint program with Dupont of Canada Limited. A new type of cover was developed by early 1973. It has been in use since, undergoing several improvements as experience accumulates."

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Federal Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and nil stifle.5 The. Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because anal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form Will Ire valuable. The material will he presented in three parts. as follows I. United Stares Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Other Foreign Patents. Part I appeared in early 1960. Part II follows.

The pile capacity in cohesive and granular soils depends on a number of parameters. The values of these parameters as recommended by Indian Standard Code of Practice vary over wide ranges. A designer often finds it difficult to select appropriate values of these parameters for realistic estimate of a pile capacity. The present paper makes a critical review of the values of the parameters given in Indian Standard Code of Practice and suggests a realistic approach to selecting them in the light of recent research.

This paper reports the anodizing voltage, gas evolution and sparking behaviors of an anodized coating formed on AZ91D in a silicate containing solution. According to their responses to an anodizing current, a four-stage anodizing mechanism is proposed. At the same time, the formed coating is characterized in terms of its microstructure, composition, thickness and corrosion performance. It was found that deposition of MgSiO3, Mg(OH)2 and MgO as well as dehydration of Mg(OH)2 are involved in the anodising process; the vigorous gas evolution accompanied by intensive sparking and the corresponding negative anodising efficiency in the later stage of the anodising process are closely associated with thermal decomposition of water due to the high temperature resulting from the intense sparking on the surface of the anodized alloy; the thickness, porosity, and composition of the anodised coating on a magnesium alloy depend on the final anodising cell voltage; and the corrosion resistance of a thick but porous coating containing more silicates appears to be more corrosion resistant than a thin but compact coating containing less silicates.
