As far back as 1939 state laws have required reclamation of mined lands. Reclamation has been the topic of many discussions and presentations, especially since the late 1960's. In the past ten years many states have added legislation concerning the reclamation of coal-mined lands. In the near future, it seems certain that some federal regulations will be passed that will set minimum guidelines for the states to regulate. Besides the requirement of returning the land to the approximate original contour, future regulations will more than likely demand replacing topsoil from one to five feet thick. As regulations become more stringent, costs will rise accordingly. Since no one has developed a machine that can do all reclamation work by itself, it is necessary to review in detail the tools available and to select the most economical means.

GENTLEMEN Herewith are transmitted reports from the Treasurer and of the principal standing committees of the Institute. To these special reports members are referred for details as to the year's work. Despite the unfavorable business conditions obtaining throughout the year, the Institute was able to carry on its various activities without curtailment and without drawing on the surplus accumulated through previous years. In fact, small additions were made to the Life, Member¬ship and various other funds. It is highly desirable that such additions should continue to be made, especially to the Life Membership fund, for reasons reported last year. At present, money must be used from current receipts in order to enable the Institute to fulfill its obligations to those who on joining the organization commuted their dues by a single payment. In addition, with the passage of years the number increases of those who have paid dues forty years or more and who, by reason of age or dis¬ability, are unable longer to practise their profession. These men have supported the Institute through their active professional life and it would be a pity to lose them as members through resignation or for failure to keep up their dues. In accordance with the By-laws the Board has authority to advance such members, on application, to the Honor Roll of Senior Members and to relieve them from further payment of dues. It has been the policy of the Board to do this liberally, but to keep up this, as well as to meet other obligations, it is necessary for money to be provided. It has been estimated by the Treasurer that nearly $50,000 additional should be placed in the Life Membership fund as soon as possi¬ble to meet these obligations without using current income and to that end it is necessary, not only to avoid running behind currently but to earn, if possible, some surplus each year. The small amount transferred to the Life Membership fund from surplus this year was, as a matter of fact, made possible by certain members paying personally bills that were properly chargeable to the Treasury. Such generosity is common among those active in Institute work and probably no year would have closed with a surplus except for it.

An austenitic stainless steel ISO 5832-9 was deformed in a torsion test machine over the temperature range of 1,000°C – 1,200°C and strain rates of 0.05, 0.1, 1.0 and 5.0s-1. The Steel plastic behavior was studied by analyzing the flow curves shapes and using the constitutive equations under the conditions of thermomechanical treatment. The curves initially presented an increase in stress characterized by hardening work, followed by a drop in stress to an intermediate level that reached or not, for certain conditions, the steady state softening. The plastic flow curves of ISO 5832-9 steel displayed in three different ways: (i) Curves with continuous softening presenting plastic instability for low temperatures and high strain rates; (ii) curves type flat, here after the peak there is little variation of stress with strain presenting softening mechanism by higher contribution of dynamic recovery at low temperatures and low and intermediate strain rates; (iii) curves with softening after the critical deformation favored by high temperatures and low strain rates. These behaviors indicate the influence of the stacking fault energy (SFE) and precipitated particles on the softening kinetics of this steel.

Tests of resistance to molten metals , to oxidation at elevated temperatures , and to various chemical reagents were made for a series of compositions in the TiB₂ - CrB₂ subsystem . In reaction with molten metals , there was no noticeable difference in reaction of the various compositions in the ( Ti , Cr ) B₂ series . The oxidation tests were ( 1 ) a rising - temperature test in which the specimen temperature was increased 4° per minute to 1,200 ° C and ( 2 ) a constanttemperature test in which the specimen temperature was held constant at 1,000 ° C. Compositions near Tio.6 Cro.4 B2 had the best oxidation resistance . Ti。.6 The chromium- rich alloys showed marked superiority to the titanium- rich alloys in resistance to corrosion by the chemical agents investigated . The chemical reagents used were sulfuric , nitric , and hydrochloric acids and sodium hydroxide of different concentrations .

Recent experitnents on crystal growth have indicated that thermal convection in the liquid influences the conditions of solidification and subsequent crystal characteristics. However, the important columnar-equiaxed transition in castings has not been examined as a function of this free convection. An experiment is presented here to demonstrate a change in the transition as convection is suppressed. Lead- and tin-based alloys were cast in stainless-steel molds either without special procedures or with thin grids placed horizontally across the tnold diameter in portions of the castings. While the grids allowed some diffusion of heat and mass transport to occur during solidification, massive fluid flow was hindered in the vegiotz of the grids. A larger percentage of columnar grains appeared in the grid region than in other parts of the special castings or than in all regions of normal castings. This structural difference can be explained in terms of thermal convection. THERE is little information about the possible effects of natural convection which may occur during the solidification of a casting. Ruddlel-3 has stated that the movement of liquid metal produced by convection might assist in the transfer of heat, but in the absence of confirmatory evidence he suggested that this idea be treated with caution. chalmers4 considers, but does not assess, the importance of fluid motion in casting, while Tiller5 suggests that, in liquid metals which have extremely high thermal diffusivities, the effects of thermal convection may be negligible. In addition, throughout the literature, there are statements indicating the possible presence of thermal convection but without proofs or evaluations of its influence. Natural convection may be divided into two categories: thermal convection, where liquid flow is due to density differences caused by temperature gradients in the liquid (e.g., liquid near a cold wall falling with respect to hotter liquid further away from the wall); and solute convection, where flow is due to density differences as a result of concentration gradients, see Wagner.6 In most instances thermal convection predominates over solute convection. Nevertheless, even thermal convection has not been studied in any detail and is difficult to handle, since it can vary quantitatively from one experiment to another depending upon the exact positions of heat sources and sinks or the attitude of the container with respect to gravity. In spite of these difficulties it is possible to realize that a higher rate of heat transfer must result with convection than in any situation where conduction acts alone. Thus, the degree of increased heat transfer is the important undecided question in considerations of casting. It will be demonstrated here that a reduction in convective flow leads to a suppression of the columnar-equiaxed transition in a casting and that this suppression is related to a decrease in the degree of heat transfer. Fortunately it is possible to do this by comparative rather than quantitative measures. The insertion of horizontal plates or grids into a simple mold does not appreciably influence heat transfer per se, but in reducing the allowable height through which colder liquid may fall freely it reduces natural thermal convection. This leads to a reduced fluid velocity, a different flow pattern, and an altered heat transfer which can be measured. EXPERIMENTS The alloys were prepared from elements of 99.9 pct nominal purity and cast into an uncoated 2-in.-diameter stainless-steel mold insulated at the bottom with a suitable refractory so as to ensure predominantly radial heat flow during freezing. Casting was performed either in empty molds or in molds containing grids or plates in various configurations . The grids were constructed of aluminum screen (1/32 in. thick) which was cut to the desired shape, cleaned in aqua regia, and coated with a mixture of 2 parts aqua dag graphite -1 part Sauereisen cement mixture, thus supplying a hard, protective, and insulating layer approximately 0.006 in. thick. The

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

A theoretical procedure is demonstrated for calculating two-dimensional binary cellular single-valued interfaces and extended to triple-valued (remelt) shapes. The numerical calculations for the single-valued local equilibrium problem which yield unique shapes as functions of the supersaturation parameter a and the partition coefficient k are reviewed. The cell amplitude L and wavelength A scale identically as the inverse velocity to the 112 power and the aspect ratio r is a constant equal to 312, independently of a and k for a < 0.5.. For 0.5 < a < m, L, A and r decrease asymptotically to zero indicating the finite amplitude nature of the instability at a = 1 and the existence of sub-marginal states which converge to a flat interface at a- m (Glv- m). Scaling comparisons between equilibrium single-valued and triple-valued and deep-rooted non- equilibrium cells are made.

As the iron ore/magnetite boom gains momentum, it is particularly important to question established past trends and explore the potential of alternative design options. Traditionally, ‘rule of thumb’ methods have been used to size dewatering equipment. Greater consideration needs to be given to technological advancements and specific throughput testing of each ore body type based on innovative developments.This paper will describe how an innovative approach resulted not only in significant savings in capital cost and site work hours but also delivered a truly optimised design for the thickener duty at Karara. Test work also played a crucial role and a comprehensive test work program on the ore samples showed the scale-up benefi ts of new technology in thickener designs. Working closely with the Karara team during the laboratory testing proved the old sizing theories for iron ore/magnetite processing have been superseded with the knowledge and results of the industry’s newest feedwell technology. Increased solids flux and rise rates in the testing process proved very successful, resulting in signifi cantly reduced thickener sizes and lower capital expense.Mechanical design considerations such as removal of underflow and pump access led to a preference for an above-ground thickener confi guration, and the economics of a completefabrication and installation package favoured steel construction for the thickener units.The ultimate choice of the bolted/fl anged tank methodology provides both economic and timely solutions for the site installation including reduced man power and quick and safe site-work. A benefits comparison between this design and other fabrication and installation procedures will also be analysed in the paper.

Both the foundryman and the theoretical metallurgist are now generally agreed that the anomalous "rising" or "bleeding" of certain ferrous castings of killed metal is primarily attributable to hydrogen. How and why the phenomenon occurs, however, have not been made clear. The following discussion is intended to harmonize foundry experience with metallurgical theory so that the foundryman may possibly improve his ability to prognosticate whether a certain casting may bleed or not. Bleeding, Rising, and Piping The "rising" to be discussed here is not to be confused with the action in rimming ingots as a result of the carbon-oxygen reaction, although a conclusion will be drawn that may apply to the art of controlling the rimming action. Only killed metal is considered, which includes both steels and irons. In Fig. I, three killed, chill-cast ingots are shown: a porous ingot whose evolution of gas during late stages of solidification has ejected metal through the top; an ingot in which moderate gas evolution during solidification has lifted the mushy central metal, i.e., it has "risen"; and, third, a sound ingot with good piping characteristics. The first type is referred to as "bleeding," and generally infers that a solid skin had first formed through which the liquid metal later erupted. There is no fundamental distinc- tion between bleeding and rising in reference to killed metal.* Porosity Hydrogen appears as a cause of bleeding because the gas evolution simultaneously leaves a porosity of a type traceable to hydrogen. Twenty years ago, Melmoth&apos; noted that killed steel that rose unexpectedly in the mold, if returned while liquid to the furnace and heated further under a reducing lime slag, would again rise in the mold; but that if the ingot were allowed to solidify and was then remelted no rising occurred. A critical quantity of the responsible gas is therefore removed by the rising action. Melmoth associated rising with high silicon (0.7 to 0.9 per cent) and concluded that silicon increased gas absorption. Because silicon is a strong deoxidizer, oxygen must, therefore, be eliminated from consideration of the three common gases in steel—oxygen, nitrogen, and hydrogen. Butterworth2 later decided that pinhole porosity was caused by gases dissolved in the metal and that hydrogen was obtained from steam in the mold. The Bituminous Coal Industry has for the past year been faced with a most serious problem. I am sure that you have had your own individual and local problems, as do we all. In my thirty years of practical experience with coal mining, I have never found an operating man nor a coal mine without problems. The very nature of mining, with so many unknown factors involved, precludes the absence of problems. But they are not insurmountable, and one should not dwell on them interminably. They should be recognized as a challenge to our ability and ingenuity to solve them, and once the proper solution is found, it should be applied and the problem dismissed. However, we find ourselves at the moment in the midst of a serious challenge to our very existence. In the early thirties, many in the industry welcomed the re-establishment of Unionism as a balance wheel, in the belief that the stabilization of wage scales would also stabilize prices and eliminate disastrous price cutting practices. The ultimate effects of having twenty-six years of benevolent paternalism in the administrative branches of Federal and State Governments with their labor courting policies, could hardly have been anticipated. And so with wages spiralling under government sponsorship, we have finally reached the point where competitive fuels, such as natural gas and oil are more attractive to the consumer, from the economic angle of cents per BTU cost, than coal.

Recent research both on active and fossil systems has demonstrated that shallow subseafloor replacement processes are not only viable depositional mechanisms for massive sulfide mineralization, but likely contributed as a major component of the mineralization occurring in large VHMS deposits and in many present-day seafloor hydrothermal systems. In the giant Neves Corvo deposit, as in many others VHMS deposits of the Iberian Pyrite Belt, there is overwhelming evidence for silicate-sulfide replacement processes being largely responsible for the efficiency of the ore-forming systems and huge size of the deposits. Textural evidences at all scales, coupled with a well-constrained mass-balance geochemical analysis, indicate that extensive replacement in the lavadominated volcanic rocks of the footwall sequence, and disseminated replacement mineralization in the volcaniclastic and/or sedimentary units were major mechanisms of ore formation in the Neves Corvo deposit. Shallow metal deposition prior to fluid discharge on the seafloor is likely to play a major role in seafloor massive sulfide mineralization. This premise should be envisaged as critical in evaluating the economic potential of seafloor resources, and should certainly be part of the equation when plans for seafloor mineral exploration missions are drawn.

"The Olserum deposit located in Sweden hosts an indicated mineral resource of 4.5 million tonnes over 0.6 % TREO, exhibiting a relatively high proportion of HREE. Beneficiation of a composite drill core sample was studied in the flowsheet of magnetic separation of magnetite followed by REE minerals flotation. Primary testwork was performed to select an effective REE mineral collector and then the parameters of grinding size, collector and depressant dosages, slurry pH and density, conditioning time and temperature, and flotation time were tested for optimization of REE flotation. The studies of process mineralogy showed that the REE-bearing minerals monazite, xenotime and apatite were successfully enriched from the concentrations of 0.6%, 0.31% and 2.6% in the feed to those of 17.0%, 8.9% and 65.0% in the concentrate with the recoveries of 79.0%, 81.3% and 71.0%, respectively. INTRODUCTION The Olserum deposit located in Sweden comprises lower grade placer material with higher grade apatite-magnetite veins and hosts an indicated mineral resource of 4.5 million tonnes at 0.6% TREO, with 34% of that being HREO (EURARE, 2017). The mineralization was studied by Andersson et al. (2018). At early stage, high-temperature REE is characterized by abundant monazite-(Ce) and xenotime-(Y) coexisting with fluorapatite and subordinate amounts of (Y,REE,U,Fe)-(Nb,Ta) oxides. During a subsequent stage, allanite-(Ce) and ferriallanite-(Ce) formed locally, partly resulting from the breakdown of primary monazite-(Ce). Alteration of allanite-(Ce) or ferriallanite-(Ce) to bastnäsite-(Ce) and minor synchysite-(Ce) at lower temperatures represents the latest stage of REE mineral formation. The mineralogy and beneficiation were firstly studied by GTK Mintec in the EURARE project for a composite drill core sample. The Olserum is considerably smaller than the Norra Kärr deposit. However, REE are hosted by xenotime and monazite, both of which have well established processing pathways, and meanwhile, the Olserum has a high contribution of the high value critical REE (dysprosium (Dy), yttrium (Y), neodymium (Nd) and terbium (Tb)), which provide a unique advantage for its exploration (Tasman Metals Ltd., 2013). In this paper, flotation of the REE minerals in the Olserum ore was studied."

In 2017, the North Texas Municipal Water District (NTMWD) initiated the design of the Sister Grove Regional Water Resource Recovery Facility (SGRWRRF) to provide additional treatment capacity for future population growth within the Lavon Lake watershed. To provide a discharge location for SGRWRRF approximately 4.5 miles of 2.4- meter (96-inch) internal diameter pipeline will be constructed, including 2.3-kilometer (7,800) feet and 487-meter (1,600 foot) long tunnel segments. This paper will discuss the anticipated geology of the two tunnel segments, selection of the tunnel alignment, the anticipated initial tunnel support requirements and other aspects of the project design

The Ausmelt Catalytic Waste Converter (CWC) has been developed for use in the treatment of industrial wastes and for the recycling of secondary materials. Ausmelt Technology uses a top submerged lance system within a versatile and efficient slag bath reactor. High temperature pyrometallurgical reactions are carefully controlled within an oxidised molten siliceous slag such that metals can be extracted from waste feedstock for recycling, with non-volatile elements reporting to the slag, usually as oxides. Modification of the slag chemistry results in a final slag product that is stable, vitrified and is able to pass standard leach tests such that it is safe to discard or be used in civil engineering applications. Toxic components in the wastes such as organohalides can be completely destroyed and are prevented from reforming. Waste to energy conversion is practiced by the addition of a heat exchanger/steam generator in the converter offgas system. The Ausmelt CWC has been used for recovering zinc from residues and slags, treating spent potliner (SPL) from the aluminium industry and a wide range of electronic and other potentially valuable waste materials. Methods of monitoring the exhaust gases at different stages in the CWC gas handling system are discussed. The assay of these gases prior to emission is used to assist in the control of the converter chemistry to ensure the complete oxidative breakdown of the feedstock.

In mid-1972 we determined that a fresh approach to coal mining research was needed for the industry as well as for Bethlehem. The reasons to us were obvious: Productivity was in the throes of a steady decline, and labor and maintenance costs were spiraling upward. Yet, despite this predicament, nowhere in the U.S. at that time was there a comprehensive and coordinated research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. After studying our own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, we presented a comprehensive research package to our management at the end of 1972. The ideas and experience of many operating and management personnel in our Corporation contributed to the formulation of the final plan as approved.

In the last decades, the Chilean copper mining and metallurgical industry have had to modify their technological processes to meet the environmental regulations implemented by the Chilean government, and also to support the pressure of the public opinion. Thus, air quality standards for sulfur dioxide and particulate matter (primary and secondary), plans for reducing emission of arsenic by the Chilean copper smelters, effluents discharge limits, among others regulations were applied by the environmental agency. Additionally, agreements on cleaner production were carried out by mining sector and government. Now, a draft law on mine closure, and another on environmental mining wastes (abandoned mines) are being discussed by the authorities and the mining sector. In the context, production and environmental impacts in different ways to produce copper in the Chilean mining industry are reviewed and regulatory tendencies as well as abatement technologies today used are exposed and discussed in this presentation. Pyro, hydro and electrometallurgical processes employed and their current effluent and contaminants are presented showing various alternatives of treatment in the copper industry. An update of regulations established in Chile vis a vis copper production, with an especial attention to mine closure are also presented.

"The Con Mine has been producing gold continuously since 1938. In 1990 laboratory and pilot plant investigations began into the use of pressure oxidation for treatment of an arsenic trioxide waste product from two previous roaster operations on the property. This led to the construction in 1992 of a 96 ton/day plant to treat a mixture of arsenic waste and flotation concentrate from the existing mill. The plant was commissioned in the fall of 1992.This paper describes experience gained in the commissioning and initial operation of the plant. The unique aspects of treating a hazardous waste product are described including special operating procedures to satisfy environmental and employee safety concerns. The paper further describes modifications made to the process flowsheet, to operating procedures and to materials of construction in the early months of operation."

The Gordonsville Operation of Pasminco US Inc. along with the Center for Advanced Mineral and Metallurgical Processing (CAMP) at Montana Tech studied, developed and implemented a pilot scale hydrometallurgical facility for the industrial recovery of germanium and gallium. This paper describes the joint testing and engineering program that culminated in this successful process. 1. Introduction The Pasminco US Inc. (PAS), Gordonsville Operation, has been producing zinc concentrate continuously since 1975. Within the zinc concentrate, several byproduct elements were found to be significantly concentrated including gallium and germanium. The gallium and germanium replace zinc and other metals within the crystal lattice structure of the zinc mineral (sphalerite) and are concentrated in the same manner as the zinc mineral. This concentrate is then sent to the Pasminco Clarksville Zinc Refinery for further processing. Within the hydrometallurgical zinc-processing plant at Clarksville, a residue is formed that contains a majority of the impurities that would otherwise contaminate or hinder the zinc process. Approximately 5,000 tons of residue is formed annually containing approximately 0.80% gallium and 0.60% germanium along with significant quantities of iron, zinc, silica, and lead. Pasminco currently sells this residue for the germanium value. Until recently, no revenue for the gallium was obtained from the sale of the residue.

Uranium exploration in the Powder River Basin of northeastern Wyoming has been intensive since 1966 and in 1968 produced significant discoveries of reduced uranium ore by Humble Oil & Refining Company and others. Substantial reserves have been established in the area. High-grade carnotite ore was discovered in 1951 near Pumpkin Buttes in the central part of the basin (Fig. 1). Other mineralized areas were soon established from Pumpkin Buttes south to Monument Hill and Box Creek. Total production from these shallow oxidized deposits in the lower Eocene Wasatch formation was small. The AEC reports total production of 520,000 tons of ore averaging 0.19% U3O8. The authors are indebted to many people within Humble Oil & Refining Company and Esso Production Research Company for their assistance and guidance. SUMMARY AND CONCLUSIONS The Highland ore deposit, discovered in 1968, is a large uranium occurrence located in the southern part of the Powder River Basin. Uranium mineralization consists of sooty, black uraninite and coffinite coating sand grains and is concentrated along the margins of Tertiary fluvial sandstones. Uranium was transported by oxidizing solutions roving through the buried sandstones and spreading into less permeable channel-edge sandstones to form typical rolls and tabular deposits. Unaltered sandstones are light gray to gray-buff where the sandstones have been oxidized, the colors are various shades of red, yellow, and yellowish brown. An Oligocene tuffaceous source for the uranium is proposed; however, leaching of the arkosic and tuffaceous host sediments may also have provided a source.
