The quarrying and related industries of the United States improved their safety record in 1938 by reducing their accident-frequency rate to a lower acid more favorable position than it has occupied at any time except 1935 since comparable accident statistics became available in 1916. The rates for 1935 and 1938 were identical. The number of men employed in 1938, although smaller than in 1936 and 1937, was larger than in any other year since 1930. Volume of employment, as measured by the number of man-hours worked in the industry as a; whole, likewise was larger than in any year since 1930 except 1936 and 1937. Reports from operating companies to the Bureau of Mines, United States Department of the Interior, showed that 77,497 men were employed in 1938, a decrease of 6,597 compared with 1937. This figure represents the average number of employees for the period during which the quarries and plants were active during the year, which in 1938 averaged 223 workdays per employee compared with 241 in 1937. A total of 17.3 million man-days or 133.8 million man-hours of work was shown for the industry as a whole, which indicated a weighted average of 7.75 hours per man-shift. Reports for 1937 showed a total of 158.3 million man-hours for the entire industry and an average workday of 7.81 hours. Accidents resulted in the death of 82 employees, 5 more than in 1937, and in 5,027 nonfatal injuries involving disability for more than the remainder of the day on which the injuries were received. The number of nonfatal injuries was 1,321 less than in 1937. As the number of deaths and injuries was reduced more, proportionately, than man-hours of employment, the accident-frequency rate per million man-hours of work declined, the rate for 1938 being 38.19 compared with 40.59 for 1937. In other words, accident occurrence to the average employee was 6 percent more favorable in 1938 than in 1937 on the basis of actual number of accidents and actual number of man-hours worked during the 2 years.

During the early 1960's, a method was developed for refining sand from the Arkansas River to produce a feldspathic product that was proposed for use in making colorless glass. Because of the need for chemical uniformity, a cooperating glass manufacturer specified certain ranges of percentages for each chemical constituent of the sand. These specifications were met by fulfilling the single requirement that alumina vary by no more than 20.1 percent from the specified value. This translated to a total variation of only about 1 percent in the feldspar content of the mixed quartz-feldspar products. Because the feldspar was lighter than the quartz, the average density of refined sand varied depending on composition. Densities, determined to five significant figures, of several samples were correlated with their chemical analyses, and the correlation could then be used with density determinations to more reliably indicate compositions than by chemical analyses only. The effects of several variables on the composition of refined sands were studied. There was a regular variation in the proportion of feldspar with screen size. A series of samples with their natural size distributions were more nearly uniform in composition than the same sands after screening and recombination. The screening and recombination process was done so that the sands had identical size distributions. Variations in the refining showed little effect on composition. A pile of flow-back sand from a construction sand washer was found to be severely segregated. However, samples taken from many points in the river near the sand plant and from the flow-back discharge pipe over several weeks very nearly met the uniformity specification. If care was taken to avoid segregation either before or during processing, it should be possible to meet the uniformity specifications for a feldspathic glass sand.

Rock mechanics, like all engineering disciplines, must have a theoretical foundation. The subject of this chapter is the formulation of analytical methods that may aid in the rational design and determination of the stability of engineering structures in competent brittle rock materials. By an engineering structure in rock, we mean any (1) excavated sub- surface opening, (2) open surface structure, or (3) system of openings in rock that is virtually self-supporting-that is, not requiring artificial systems to carry structural stresses. One factor necessary for designing or evaluating a structure's stability is knowledge of the material's mechanical properties, such as stress-strain behavior and fracturing characteristics. The composition of most structural materials such as metals and concrete is uniform and reproducible to the degree that their mechanical properties in service are nearly the same as those measured in the laboratory. Consequently, a rational design can be made on the basis of published mechanical property values. The same equivalence does not exist for rock materials for two reasons: (1) the composition of even the most common rock types is highly variable, and (2) the problem of the size effect is present. Mechanical property tests not conducted at a scale that includes these effects in normal proportion will not be representive of the in-situ rock mass. Of course, the alternative is to perform the test in-situ. Comparatively few mechanical property tests have been performed in-situ because of the physical limitations of test equipment and the prohibitive cost. The current procedure is to design a structure based on small-scale laboratory measurements, with a safety factor usually determined by the experience of the design engineer. While this procedure is somewhat unsatisfactory, laboratory measurements can and do provide a useful basis for the initial design.

It is a common observation that the improvements introduced in practice since the first announcement of the cyanide process have been almost entirely mechanical. Although .a good deal of study land research has been devoted to the chemical problems [involved, the results obtained appear trifling in comparison. Few of the suggested modifications in the chemical treatment have come into practical use and those only in limited fields. Nevertheless, if we study the recent history of the cyanogen compounds from a somewhat broader standpoint, we shall find that considerable additions have been made, not only to our knowledge of their chemical properties, but also to their applications for industrial purposes. The present review of these advances naturally falls into two divisions: (1) processes involved in the treatment of ores; (2) manufacture of cyanides and other related compounds. Part I. Advances in the Chemistry of Ore Treatment by Cyanide In the attempt to extend the scope of the process, various ores have been encountered which contain gold and silver in such forms that they will not yield satisfactorily to ordinary methods of cyanide treatment. In some cases the difficulty is due to the excessive action on the solution of base metals present in the ore; in others, to the occurrence of minerals such as dyscrasite (the native alloy of antimony and silver), or a supposed oxidized manganese compound containing silver, which are either altogether insoluble in or very slightly attacked by cyanide. A particularly troublesome case is that of the so-called "graphitic" ores, containing carbon in some form which has the property of precipitating gold and silver already dissolved. Other efforts have been directed to improving extraction by electrolysis of working solutions, and by addition of various chemicals with or without electrolysis; to the diminution of cyanide consumption by "re-

Welcome to this 13th Congress of The Council of Mining and Metallurgical Institutions. It is twenty one years since The Australasian Institute of Mining and Metallurgy last hosted this congress and it is a privilege and a pleasure for The AusIMM to have that responsibility once more. The theme of this congress "The Twenty-First Century - Mining for Mankind" stimulates many thoughts. The first thought that it generates in me relates to the reference to the 21st Century. We are still 14 years away from it and already consideration of the beginning of the next millenium is becoming something of a cliche. If we feel like that about it now, how will we feel at the 14th Congress of the CMMI in 1990, or the 15th in 1994 or the 16th in 1998? If we do all the crystal ball gazing about the 21st Century this week, those poor devils in the 1990s will in fact have nothing to talk about. Of course that is not the case. This is a very appropriate time for those of us concerned with mining and metallurgy to contemplate the next century. Fourteen years is about the extent of forward planning necessary in the mining business. I sometimes feel that most people do not take seriously the need for long range planning in our industry. Politicians, investment fund managers, and others under severe short-term pressure to perform in our hyperactive world may nod in apparent appreciation of our long term plans but their actions in the interests of expediency often betray-them.

This paper describes the procedures and results of a series of experiments conducted to determine the depressing effect of sodium, calcium and magnesium ions on the amine flotation of quartz. It also presents an analysis of the experimental results by the electrical double layer theory. The flotation of quartz with primary amines has been practiced on a large scale in the phosphate industry for many years. Some glass sand —and recently iron ore — has also been treated by this flotation technique. These applications have been highly successful and demonstrate that a complete mastery of all the details of an operation is not needed to achieve an economic success. There are times, though, when it becomes important to recognize, both qualitatively and quantitatively, the effects of some previously ignored variables. The effects of cations on the amine flotation process, particularly those ions that contribute to water hardness and abound in sea water, are a case in point. In conjunction with the development of a cationic flotation reagent for separating quartz from apatite, it became necessary to quantify the influence of calcium and magnesium on the separation. In order to strengthen and broaden current understanding of the flotation process, the results were interpreted by means of the electrical double layer theory. THEORETICAL BACKGROUND Assume that, given the same equipment, procedure, and time, the recovery of quartz by amine flotation is a function of only the adsorption density of aminium ions in the Stern layer, i.e., that for any given adsorption density there exists only one recovery percentage. In considering the magnificent success of Mr. Gayley's bold experiment of applying dry blast to the blast-furnace, whereby a saving of 20 per cent. of fuel per ton of iron is effected, the question arises whether still further economy in fuel is possible, and, if so, how it is to be attained. The manner in which the heat generated in the furnace is utilized in the production of pig-iron may be determined, by the method of Bell and Gruner, for any furnace for which the necessary data are obtainable ; and the study of the operation, under various conditions, of a number of furnaces, for which such information has been worked out, should enable us to form some conclusion on the subject. The tables and calculations here given cover the operations of several furnaces reported in our Transactions ; also the two furnaces using natural and dry blast ill Mr. Gayley's experiment, for which the heat-equation has been worked out by Prof. Joseph W. Richards in his admirable discussion ' of Mr. Gayley's paper, The Application of Dry Air Blast to the Manufacture of Iron, and, finally, various hypothetical furnaces. In the last two decades, equipment used in the coal mining operations has become much more sophisticated. The way that work is organised and performed in the industry has also changed significantly. Changes in equipment specification or procedures inevitably means that the risk associated with that equipment or procedure also changes. In an attempt to address this the Joint Coal Board Occupational Health and Safety Trust (JCB) commissioned the University of New South Wales Mining Research Centre and Mine Site Technologies to perform a feasibility study into the development and deployment of Virtual Reality (VR) based training simulators in the New South Wales coal industry. The main aims of the study were to identify, the key providers of VR Technology, the VR options available to the JCB and the information that would need to be included in any simulator. It was anticipated that a critical assessment of these components would produce a format for a cost effective, state of the art simulator that could be readily accessed by all mines. The expectations of the feasibility study were that VR should offer three-dimensional (3D) simulations that are interactive, high-resolution models of real environments based on best practice Safety Management Plans. It was anticipated that the simulations would allow trainees to experience the consequences of poor decision-making and allow them to learn from their mistakes in a safe and forgiving environment. It was envisaged that such simulators would become an addition to the existing training methods used in the industry.

Two Rivers Platinum Mine (TRP) is a 55:45 joint venture between African Rainbow Minerals and Impala Platinum, respectively. TRP is situated on the farm Dwarsrivier 372KT, in the southernsector of the eastern limb of the Bushveld Complex. Dwarsrivier is underlain by rock formations of the Critical Zone (Winterveld norite-anorthosite) and the Main Zone (Winnarshoek norite-anorthosite). Two economically significant PGE-bearing layers namely the Merensky Reef and the UG2chromitite are found within the upper Critical Zone. These are approximately 140 m vertically apart, separated by a series of barren norites and anorthosites. At Two Rivers Platinum, only theUG2 chromitite layer is currently being mined for PGEs. The UG2 sub-outcrops north/south along the Klein Dwarsrivier river valley with a very gentle dip to the west of 7º?10º. At Two Rivers the UG2 averages about 120 cm in thickness, overlain by a waste pyroxenite parting about 20 cm thick, above which is a leader seam about 20 cm in thickness. The mineable cut consists of the leader seam, the waste pyroxenite parting, the UG2chromitite layer including 25 cm of pegmatoidal pyroxenite footwall, below the UG2 reef to a minimum of 185 cm trackless mining cut. The mining method is a mechanized bord and pillar layout, which will yield a total of 185 000tons at full run of mine production from the underground UG2 mine.

The mines of the future can be envisioned as complex, large-scale technological systems being operated remotely from few centrally located (major cities) operating centres and skeletal crew stationed at the site. These systems will require remotely located human operators to constantly adapt to new and unforeseen system and environmental demands. In addition, the remote operators will need to match system properties to the changing demands and operational conditions, ie must be able to handle the ‘non-design’ emergencies, because the system designers would not have been able to foresee all possible scenarios of failures and provide automatic safety devices for every contingency. Therefore, it is highly important that the operators’ job, which involves problem solving and decision making at the workstation level, is facilitated by the proper interface designs. This paper argues that decision support systems and thus human-system interfaces for the mines of the future should be developed based on the principles of human-system integration that take into account human information processing and cognitive abilities. The information presented to the operator must support the operator in taking appropriate action through a human-system interface designed according to scientific principles of User Centred Design. A case study is presented where an iterative design process was used by CSIRO researchers as an evaluation method involving users (control room operators) at several stages of the user interface design in order to correct any design inadequacies as they emerged. This process allowed the designers to identify any usability issues before the user interface was fully implemented, which subsequently enabled the control room operators to easily adapt to the new interface and carry out all designated tasks in a timely and effective manner.

Generally when equipment is chosen for solving a dewatering problem, the equipment is based on one of following physical methods: gravity (sedimentation, screens), vacuum (vacuum drum and disc filters, belt filters), pressure (filter presses, hyperbaric filters) and centrifugal forces (centrifuges). The choice of method and type of equipment depends, among other things, on the requirements on the maximum water content allowed in the filter cake and on the particle size distribution and the concentration of solids in the material to be dewatered. All the above-mentioned equipment has its benefits and drawbacks. The conventional vacuum filters of drum or disc type are of a simple construction with few parts to be replaced, but these filters produce a filter cake with a fairly high moisture content, and a dryer is required for additional drying. In most cases the use of pressure makes it possible to produce filter cakes with the desired moisture content but the equipment is of complicated construction, leading to high maintenance costs . In addition to this the consumption of compressed air is high. The capillary filtration to be described in this article is a dewatering method which combines the benefits of both the conventional vacuum disc filter and the filter press. The capillary filter produces low cake moistures with a machine of very simple construction similar to that of the vacuum disc filter.

The Ungay-Malabago polymetallic deposit, currently owned by Lafayette Mining, is located on the eastern end of the island of Rapu-Rapu which lies east of the city of Legazpi in the Philippines. The island is sparsely populated and has largely been deforested by extensive logging some 30-40 years ago.The deposit is situated on a plateau some 200 m asl and lies about one kilometre inland from the coast. The site topography is difficult with minimal flat areas for plant facilities. The region around Legazpi is subject to volcanic activity and though the island is not affected it is in a seismic zone. There is no other mining or other industrial activity on the island, the local inhabitants being engaged in subsistence farming and fishing. These activities place a high level of responsibility on the mine operator with regard to the environment and the provision of employment and training to the local inhabitants. Although no previous mining was carried out at Ungay, shallow pit mining for high-grade direct smeltable copper ore has occurred during the mid-1900s in an area, known as Hixbar, some 2 km west of the deposit This area is currently being explored by Lafayette.

A new navigation dam at Olmsted on the Ohio River will be built "in-the-wet" using a lift-in construction method by the Washington Group/Alberici Joint Venture for the U.S. Army Corps of Engineers, Louisville District. Up to 4,000-ton precast concrete dam shell segments will be prefabricated on the Illinois riverbank and lowered into the river on a marine skidway and cradle. A 4,500-ton capacity catamaran crane barge will lift the precast concrete shells and lifting frames from the cradle, and transport them partially submerged to a piled foundation pre-installed underwater. Tremie concrete will be used to compositely connect the shells, piles and sheet pile cut-off walls. This paper focuses on the pipe-pile foundations for this half-mile long navigation dam, and for the temporary precast yard and marine skidway. The dam foundations are designed to resist large ground motions from the New Madrid Fault Zone, and selected production piles are designed to serve as landing piles to support the shells during the construction process. Specific foundation issues addressed in the paper include: pile load tests; production field testing requirements; controlled fixity 24-inch diameter pipe-pile design including seismic considerations; cut-off wall design; sheet pile cellular fixed weir design; isolation jOint design; and temporary works foundation designs for both the precast yard and the marine skidway, including testing of 42-in diameter pipe piles.

The Peru based tin mining company, Minsur S.A., commissioned Ausmelt Limited to design, supervise construction and commission a tin smelter and refinery for production of refined tin metal. The plant is located 240km south of Lima, near Pisco, Peru and is operated by Funsur S.A., the wholly owned subsidiary of Minsur S.A.. Selection of the Ausmelt Technology followed a series of crucible scale test work and pilot plant trials conducted at Ausmelt's facility in Dandenong, Australia and two feasibility studies undertaken by Ausmelt in 1991 and 1993. Ausrnelt began the plant design in 1994 with the construction phase following in 1995. Commissioning of the plant commenced early in 1996 with a target throughput of 30,000 tonnes per annum of concentrates. In mid 1998 oxygen enrichment of the Ausmelt lance air was introduced to expand the capacity to the throughput of 40,000 tonnes per annum of concentrates. The process route involves the use of an Ausmelt furnace for primary concentrate smelting, followed by a conventional tin pyro-refining circuit to produce high grade tin suitable for sale. Further work continues between Ausmelt and Funsur to investigate the use of an alternative, more economical, fuel source and the installation of a second Ausmelt furnace. The paper reviews the project to date with details of ongoing operations and developments at the Minsur Tin Smelter.

"In this paper, some DVD-R discs have been selected for long time light exposure test and high temperature and humidity test. Generally, recordable media under long time light exposure maybe be defected seriously. If we use Jitter value 8% as a reference to determine the life time of DVD-R samples, some discs defect after 5 hours of light exposure while some discs can endure over 25 hours. Also if we use reflectivity 45% to determine the life time, some discs defect after 30 hours light exposure while some discs can endure over 40 hours. From our results, the good samples show good characteristics of PI error. The absorption spectrum of recordable media is a good reference to justify the quality of dye media. These results can be used to estimate the life time of recordable discs.IntroductionIn general, the life time of DVD-R with a layer of organic dye recording layer is required for preservation in decades. In addition to optical characteristics and thermal properties, we still need to consider the stability of the dye in recording media. The presentation of the color on organic dye is not only related to the material's property but also related to the light exposure. In this study, we focus on the absorption characteristics and reflectivity of organic dye in optical recording layer after light exposure. The optical properties of discs depend on the functional groups and molecular structure [1]. According to ""DVD Specifications for Recordable Disc (DVD- R)"", the reflectivity should higher than 40%. From measured reflectivity, we can confirm that the important issue is whether dye be affected by light exposure or not. Because each specific functional group absorbs the specific spectrum, we can check the characteristics of functional groups from their UV/Visible Spectra. We also use High-performance liquid chromatography (HPLC) to detect the different components of dye on the recording layer [2]. The jitter value test is to test the error cause by digital signal of recording media. If we use jitter value 8% as a reference to determine the life time of DVD-R samples, the purpose of this study is to investigate the jitter values of recording media after high light exposure and high temperature/humidity test. The results of these test will be helpful for the development of long-life optical storage media."

This paper describes the surgical removal of a 24 ft dia. Slurry Shield TBM entombed beneath one of the country’s busiest commuter rail interlockings, the Harold Interlocking in Queens, NY, and the construction of the interface to a cut/cover tunnel which extended the mined tunnel section. A sophisticated SOE was built around the TBM to support active track loads within 8ft. of the excavation. Once the TBM head and guts were removed, a full round CIP lining was installed connecting the existing precast tunnel liner to the C/C tunnel under construction. All this construction was done on a narrow island of land without road access nestled between 7 mainline LIRR/Amtrak rail lines.

The environment for deposition of marine phosphorite is controlled by the relationship of prevailing climatic, oceanographic, structural, and sedimentary conditions. The set, or sets, of conditions that has evoked the accumulation of economic concentrations of phosphorite has been the subject of a number of previous works. Phosphorite presently considered ore is generally in excess of 10% P205 with an extractable phosphate product in excess of 30% P2O5. The concentration of the product in the ore, its amenability to state-of-the-art extraction, and thickness of the overburden are major controlling factors in determining its mineability. A recent survey of phosphorite deposits in the south-eastern United States included a review of the depositional and structural setting for the major areas of occurrence. The application of previous work regarding phosphorogenesis has led to the establishment of a general depositional model for most mid-Miocene primary phosphorites, and, is also possibly applicable to the Bone Valley (Pliocene-Miocene) district of central Florida.

With copper at its host depressed price in several years, producers are looking at every opportunity to cut costs in order to continue operating. Some of the measures that have been applied by different companies include reduction in manpower, high grading, and in some cases partial shutdowns. The most beneficial cost cutting measure implemented by Southern Peru Copper Corporation was to steepen the slope of the final pit limit from a conservative 37 degrees to an average of 48 degrees. By doing so, substantial cash outlays were saved. Southern Peru Copper Corporation (SPCC) operates two open pit copper mines and concentrators in the southern part of Peru, about 150 kilometers from the Chilean bordar. The Toquepala Mine went into production in 1960 and the Cuajone Mine in 1976. Both mines use shovel, truck and train operations. The trains, which haul ore to the crusher or waste to the dumps, are loaded either directly by shovels or by a transfer system. The Toquepala Concentrator treats an average of 43,000 tons per day and the Cuajone Concentrator an average of 55,000 tons per day. Concentrates are shipped via a 200 kilometer railroad to the port city of Ilo where the SPCC smelter is located. The annual production in the smelter from both mines is 290,000 tons of blister copper.

Strabag, in partnership with Arup, is constructing the Advance Tunnel for the Scarborough Subway Extension (ATSSE); a project by Metrolinx and Infrastructure Ontario (Sponsors). The 10.7 m internal diameter single bore tunnel represents a significant departure from the traditional arrangement of twin subway tunnels in North America. ATSSE is the first-time steel fibers are used to solely reinforce a tunnel of this size in Eastern Canada. This paper discusses the challenges with design and acceptance of SFRC segments and the state-of-the-art numerical models employed to check the joint performance. The advance procurement approach for TBM and PCTL’s procurement to accelerate the project schedule is also presented.
