NECESSITY FOR PRICE FIXING DURING the latter part of 1916 and the early months of 1917, clue to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to 82 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and so much complaint, that some action to regulate prices was considered essential by the National Administration. LANE-PEABODY AGREEMENT In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly-stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.

The carbides of approximate composition and Mn have been studied using X-ray diffraction techniques. Those carbides of the type (Fe,Aln)zC ave isostructural with cementite. The cell pararmeters a and c have minimum values at approximately 10 at. pd substitution of manganese for iron; no satisfactory explanation has yet been found for this phenomenon. The carbide fFeMn4)C has a monoclinic unit cell whose dimensions are close to those of ,11,15Cz A neu-troip-dij~ractiot~ study of (F'eAlrz4)C~ reveals that, like MnsCZ, it is isostructural with Pd5Bz. The iron and manganese atoms occupy the palladium atom sites, while the carbon atoms were found to have the same atomic coordinates as the hovon atoms. A neutrorr-diffraction study of indicates that the carbon-atom positions are very close to those occupied in (Fez.,ll/lr~,.3)C. In both carbides studied, tlre iron and manganese atomzs were found to be essentially randomly distributed, although, in the case of (Fe,.811fn1.2)C, it is possible that there may be a slight preference of manganese atoms for- the general (d) positions and a corresponding slight preference of iron atoms for the special (c) positions. It has been found that a complete range of solid solution exists between Fe3C and Mn3C at 1050°C,I although Mn3C becomes unstable when the temperature is reduced to 95O0C,' and can only be retained by rapid quenching. It is also known that a complete range of solid solution exists from Fe5Cz to M~SC~,~ although the stability range of carbides of the type (Fe,Mn)sCz as a function of the relative proportions of iron and manganese is not known. X-ray examinations of Oh-man's carbide3 and Spiegeleisenkristall,~ which have the approximate compositions (Fe3.67Mnl.33)C2 and (Fe3-,Mn,)C, where x lies between 0.4 and 1, respectively, have been made. The following carbides have also been studied: ] The lattice parameters determined during these investigations are listed in Table I. It is seen that carbides of the type (Fe,Mn)sCz have a monoclinic unit cell while carbides of the type (Fe,Mn)3C have an orthorhombic unit cell. It is evident that the variation of lattice parameters with manganese content is not linear for carbides of the type (Fe,Mn)3C. The coordinates of the atoms in (Fe2.7Mno.3)C have recently been determined by single-crystal analysis., The fractional atomic coordinates have been shown by Fasiska and jeffrey to be in good agreement withj those deduced from an earlier analysis of Fe3C by Lipson and etch.' However, it was impossible to determine whether iron and manganese atoms occupied ordered positions because of the small difference between the atomic scattering factors of iron and manganese. The atomic positions in Mn5Cz (Refs. 8 and 9) and Fe5C2 (Refs. 7 and 8) have been obtained only by comparisons made with the isostructural compounds P~SB~.' Since X-ray diffraction techniques were used in these investigations, accurate positioning of the carbon atoms, which have a low atomic scattering factor, was difficult. No attempt has been made to determine the atomic positions in the other carbides previously studied. It was felt that an investigation of the lattice parameters of a number of intermediate carbides of the types (Fe,Mn)sCZ and (Fe,Mn)& would be of interest. It seemed likely that a neutron-diffract ion study of such carbides would indicate whether ordering occurred between the iron and manganese atoms because of the large difference between the neutron-scattering cross sections of iron and manganese. It also seemed probable that such an investigation would provide a determination of the atomic coordinates of the carbon atoms. I) EXPERIMENTAL DETAILS Specimens, each weighing approximately 20 g, were carefully prepared according to the following proportions: The components were 500-mesh powders of 99.995 pct purity iron and spectroscopically pure carbon and a 200-mesh powder of 99.995 pct purity manganese. The component powders were intimately mixed by prolonged shaking, then each specimen was inserted into a spot-welded cylindrical container of tantalum foil, whose end was closed but not sealed. Each specimen in its envelope was then sintered at 1050° C for 24 hr in a thin-walled evacuated quartz capsule, such a time having been previously found sufficient for equilibrium to be attained.' Each specimen was then quenched in order to attempt to retain the high-temperature phase, as the literature indicates that transformations may occur on cooling. Debye-Scherrer X-ray photographs were taken of each specimen using a 114.6-mm-diam camera, Fig. 1, patterns 2 to 6. The exposure time was 6 hr using filtered iron radiation at a tube voltage of 40 kv and a tube current of 12 ma.

The reverse flotation of Itabirite iron ore is typically performed after a desliming step in which most of the sub-10 µm particles are removed. This is done to limit processing problems such as poor flotation recovery of SiO2 due to slime coatings and increased slurry viscosities, unmanageable froths and increased losses of hematite particles due to entrainment. However, the rejection of ultrafine particles contributes to large losses in iron recovery and may contribute to the instability of tailings dams. The aim of this study is to decouple the effects of ultrafine particles in the pulp and froth phases to better understand the processing capabilities of the fines fraction. The flotation test work was performed in a special-purpose continuously operated laboratory flotation cell that has a deep froth section to simulate plant-scale froth conditions. Five conditions of fines addition were investigated at three different froth heights and a solids concentration of 50 per cent. The behaviour of the pulp and the froth were decoupled using froth stability and froth recovery tests. This showed that, even though there is an exponential increase in froth stability at increasing fines quantities, the performance of the pulp has the overriding effect on the overall SiO2 recovery. Pulp zone, froth zone and overall SiO2 recoveries showed that overall recoveries increased by about 3.6 per cent for every 1 per cent decrease in fines content. This meant a large increase of 20 per cent in SiO2 recovery when going from undeslimed to deslimed feed. This was driven largely by increases in the pulp zone recoveries, which were about 4 per cent for every 1 per cent decrease in fines content. The froth recoveries, on the other hand, decreased by between 0.75 per cent and 2.5 per cent for every 1 per cent decrease in fines content, depending on froth height. This paper explores further insights into iron ore flotation processing at different slimes concentrations.

As part of its mission to develop technology to assure a continuing supply of minerals, the US Bureau of Mines has investigated the flocculation of a Stillwater, MT, chromite ore. The ore was flocculated at different solids contents and at different stirring speeds to determine the importance and effect of hydrodynamic factors. In acidic and basic pH, the chromite ore was flocculated with high molecular weight polyacrylamides differing in the degree of hydrolysis. Polyacrylamides were found to bind to chromite ore particles through hydrogen bonding. The anionicity of the polymer and the pH affected the degree of polymer-particle interaction, which in turn affected polymer conformation at the surface. A polymer conformation with many loops and tails was used to explain high flocculation efficiency. It was found that such a conformation could compensate for poor hydrodynamic conditions.

Discussion of the paper of G. K. Burgess and J. J. Crowe, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 82, October, 1913, pp. 2537 to 2591. HENRY M. Howe, New York, N. Y. :-I think we can hardly rate the importance of the entry of the Bureau of Standards into our field. There is no body in the world that is better fitted to undertake this work than that Bureau, and it is work which really calls for the aid of some national organization. The skill and care with which this work has been done speaks for itself. It is very striking that within a very few months the distinguished English investigator, Professor Carpenter, of whom I spoke before, thought that he had disproved the existence of beta iron by proving that the A2 retardation which Professor Burgess has now demonstrated did not occur. Dr. Burgess's demonstration of the existence of. this retardation makes the existence of beta iron very probable, in my opinion. Osmond used to call beta iron " decipuum." You knew of its existence as you know of the existence of certain planets, only by the perturbation which it caused. Certain phenomena could not be explained, except by assuming the existence of a third allotropic form, beta iron. The evidence that you got was always evasive and susceptible of other explanations, except that which we have to-day, which it seems to me is not capable of other explanation. Professor Carpenter proceeded in the same way that Dr. Burgess has, by taking the heating and cooling curves of exceedingly pure iron, and thought that he had shown that there was no thermal change, no absorption or evolution of heat at the supposed A2 point, and hence that the A2 point did not exist. This he did by a piece of reasoning which I think seems to most of us rather surprising. That is to say, if of ten witnesses, three have seen a thing and seven have not, the evidence of the seven who have not is set aside, and that of the three who have seen stands. In Dr. Carpenter's own experiments under certain conditions he found the A2 change, the heat evolution., under certain others he did not. That is like the three witnesses who saw and the seven who did not see. You can arrange your test so that this change will not become visible or so that it is masked. But though an existent change can be masked a non-existent one cannot be shown. So that the reasoning seemed to me wholly fallacious.

Shaft construction is assuming ever increasing importance when new mining enterprises are considered. The reasons for this increased emphasis is the much greater depths at which many new ore-bodies are being developed and the rapid depletion of near surface reserves requiring mines to go to greater depths on existing deposits. These greater depths increase the probability of exposure to unfavorable geologic conditions and it is more likely that high ground and/or water pressures will be experienced at these depths. The large capital costs involved and the critical position of a shaft in the overall mining program necessitate that this element of project development be given careful and critical consideration. The Henderson No. 2 Shaft is located in the Rocky Mountains of north central Colorado (See Figure I), about 55 miles west of Denver, near the community of Empire in Clear Creek County. At the 10, 442 foot collar elevation, winter arrives in late September and brings snow to contend with until May. The labor force for Shaft No. 2 is approximately 90 men. They are provided access to the project via all-weather U. S. Highway 40. SHAFT DESIGN The Henderson No. 2 Shaft is a 28-foot I. D. circular, concrete lined (1 foot thick) vertical shaft. "In this paper, the life cycle assessment models for automobile lightweight materials including high-strength steel, aluminum alloy and magnesium alloy are developed by Gabi software. The evaluation models and evaluation indicators such as acidification effects, rich eutrophication effect, ozone layer depletion effects, global warming, resource consumption and formation of ozone potential were taken into account. It is shown that the effects of acidification and ozone formation are mainly derived from the run phase of high-strength steel and they have strong environmental impact load. While considering the entire life cycle with materials production phase and resource consumption, the aluminum and magnesium alloy appe art o have large r environmental load than high-strength steel. Tunnel Boring Machines (TBM) have more or less become the preferred method of tunneling in various ground conditions and Programmable Logic Controllers (PLC) or microprocessors are standard features on TBMs to monitor and record various sensory systems on the machine providing the possibility for machine automation and control. The data collected from these sensory systems and channeled through PLC is stored for real-time analysis or use by the operators. Based on typical construction specifications, part of the information collected in the process is shared with the project management team representing the owner. Machine data automatically acquired during TBM advance is typically processed by specialized software to offer the project team data visualization and evaluation options. Interfacing with Geographic Information System (GIS), Computer-Aided Design (CAD), 3-D geologic model, instrumentation data bases, and Document Management Systems (DMS) allows for developing Building Information Models (BIM) of the tunnel’s as-built condition. Application of Artificial Intelligence (AI) processes such as Machine Learning (ML) have already been used for analysis of data, including performance prediction of hard rock TBMs, and exhibited the potential of big data analytics in improving the productivity of the operations. This paper outlines anticipated disruptive technological advances with implications on geotechnical exploration, TBM operation, face condition tracking, subsurface risk allocation, and claims management in the future.

493 The most common method for minimizing the copper content of residual slag in the process of autogenous smelting of sulfide raw materials is treatment of molten slag in an electric furnace, with optional addition of solid reducing agents, such as coke, and/or sulfiding agents such as pyrite. A drawback of this technique is the fact that the final slag produced still contains 0.5% or more Cu. We have tested a method for treating molten slag obtained as a result of autogenous smelting by a gaseous mixture of sulfur dioxide and methane at a ratio of. SC:SO2 = 0.75 :1.0 in the presence of oxygen. Interaction reaction within the SO2-O2-CRi system proceeded at a high rate at 1373 to 1573 K to form reducing and sulfiding agents: H2S, S, COS, CO, CO2, H2, H2O. The gas mixture requirement was about 100 to 150 Nm3 per 1 tonne of slag. A decrease in the ferric iron concentration (Fe3+) from 10-15% down to 2-3% resulted in lower solubility of copper in slag, and agitation of the melt with gas stream accelerated. the separation of the sulfide phase and slag. Removal of copper from slag was performed in a pilot unit within the second V anyukov furnace zone where slag arrived with a copper content of 0.8-1.3%. The temperature of molten slag was maintained within 1523 to 1573 K. The copper content of the final slag was at a level of0.12 to 0.14%. The matte sent to converting was a mixture of bottom matte from the smelting zone and the slag treatment zone. It had a copper content of about 50 to 55%. Process gases from both furnace zones were combined and sent to the acid plant for sulfur recovery. This process was offered for commercial use at two copper smelters in Russia and CIS.

The U.S. Bureau of Mines preproduction Wireless Survey System (WSS) and its performance during an in-mine test are discussed in this report. The WSS was developed to reduce downhole surveying time in order to increase the efficiency of drilling long horizontal methane drainage boreholes in coal. Borehole survey data are electromagnetically transmitted from the WSS7s downhole guidance probe, via the drill rod, to the uph'ole subsystem in less than 1 min per survey transmission, regardless of borehole depth. The WSS7s in-mine test consisted of providing borehole survey data during the directional drilling of a 2,538-ft horizontal methane drainage borehole in the Pittsburgh Coalbed. By considering available drilling time, which does not include hydraulic drill downtime and the time spent traveling portal to portal, 24 shifts were needed to complete the borehole. Of the available drilling time during the tcst, 50 pct of the time was spent drilling and 50 pct surveying and maintaining the WSS to keep it operational. Previous Bureau experience indicates drilling efficiency was increased 108 pct because of the WSS, in comparison with using a commercially available wire-run directional survey instrument at 10-ft intervals.

Mathematical solutions to complex mine ventilation problems are possible, but often the airway network is so complex that the mathematical solution becomes tedious and impractical. A fluid network analyzer, designed and built for analyzing mine ventilation problems has been in service at the Bureau of Mines' Pittsburgh station for approximately nine years. Using this analogue as a model, the mine ventilation network is simulated electrically by a combination of series and parallel circruits laid out to conform with actual mine airways. A tungsten filament lamp, referred to as a Fluistor, is used to simulate mine airway resistance. With the analogue ventilation model established, voltages of the proper amplitude to represent ventilating pressures are impressed across the circuit at points where mine fans and airshafts are located. Comparison of mathematical solutions of complex systems against analogue results showed a maximum variance of 3% for pressures and 2% for quantities. An electrical fluid network analyzer, designed and built especially for analyzing mine ventilation distribution problems, has been in service at the Bureau of Mines, Pittsburgh, for approximately nine years. It is a nonlinear, low voltage, fluid network analyzer of the type developed by the late Malcolm S. McIlroy, Professor of Electrical Engineering, Cornell University, who cooperated with G. E. McElroy, of the Bureau of Mines, in adapting the instrument to mine ventilation systems. Several modifications have been made since the original installation, but a considerable part of this paper is drawn from G. E. McElroy's original description of the analogue.' The analysis of water or gas distribution systems2,3 led to the development of this type of network analyzer. Several similar units are now employed by utility companies for this purpose; however, the Bureau of Mines unit is the only one designed specifically for mine airflow problems. Other airflow analogues employing a similar principle have been used at the Central Research Station of the Netherlands State Mines,4 in England,5 and in South Africa.6 Information on these devices indicated they were somewhat inflexible because commercial lamps with a sufficient range of resistance are difficult to obtain. Computers for mine ventilation analysis have been developed in Germany which instead of lamps use a variable resistance to adjust for turbulent flow laws. These units are expensive, but excellent results have been reported in their application. THE ANALYZER Theory of Application: As airflow generally follows the law of turbulent fluid flow, resistance to flow is nonlinear; consequently, the problem has been to find a nonlinear resistance element of suitable range that can be used for electrically simulated airflow. Tungsten filament lamps operated on alternating or direct current approximate the square-law resistance characteristics of mine airflow over a large range below maximum or rated voltage; that is, the voltage drop varies approximately as the square of the current. Consequently, the heart of the network analyzer is a nonlinear resistor known as a Fluistor, which is simply a custom-made low voltage, tungsten filament lamp that is available in a progressive series of relative resistance values ranging from 0.05 to 500 in nominal 5% steps. However, variations in manufacturing large groups result in differences of 1 to 3%, but series arrangements required for high-loss branches can be matched within about 1%. Utilizing a combination of Fluistors and load circuits, the mine ventilation system is duplicated electrically. Intake load circuits are connected from power intake to primary points of the circuit network; segments of unregulated flow along intakes and returns are represented by Fluistors, regulated splits and leakage paths are represented by load circuits and Fluistors of proper capacity; and mine exhausts are connected to ground from the last point of the network to complete the circuit. For the special purpose of representing booster fans or natural draft conditions, boosters or separate source circuits are provided that can be inserted between any two points of a network to increase voltage to the required value. The California High Speed Rail Authority (Authority) was created by the State of California through legislation in 1996. The purpose of the Authority is to plan, construct, finance and operate a statewide intercity high speed passenger rail system. In 2004 the Authority prepared a programmatic level environmental document in compliance with the California Environmental Quality and National Environmental Protection Acts (CEQA and NEPA).The Authority and Federal Railroad Administration (FRA) were the lead agencies overseeing the development of the environmental documentation. The resulting document includes two volumes and 64 supplemental technical reports analyzing the transportation needs for California and the selection of an approach to meeting the project transportation needs. The Programmatic Environmental Impact Report and Environmental Impact Statement (EIR/EIS) identified High Speed Rail as the most environ-mentally protective, sustainable and economical approach to meeting the state?s projected transportation needs.

Introduction Rockfalls occur when rocks or boulders detach from mountains or hills and tumble down. They can pose significant hazards to infrastructure such as highways, buildings, and mine open pits, and they sometimes result in personal injury or death. Prediction of rockfalls is a difficult task. Slopes that are at risk of rockfall have highly variable geometries. The location, mass, and shape of the rocks that might dislodge and fall are uncertain. Moreover, the materials that make up a slope can vary considerably from one section to another. Furthermore, the relevant material properties are usually not well known. Performing probabilistic simulations of rockfalls, combined with proper statistical analyses, has proven to be an effective and acceptable method for dealing with these difficulties [1, 2, 3]. The movements of a falling rock can be classified as freefall, bouncing, sliding, toppling, or rolling. The falling trajectory is controlled mainly by the geometry of the slope, the block shape, and the energy dissipated at each contact of the block with the slope. A rockfall model is evaluated based on its ability to efficiently predict the velocity, frequency, height of bounce, and run-out distance of falling rocks. With this information, the engineer can design remedial measures such as restraining nets and ditches. Most of the existing rockfall simulators are based on particle models that consider the falling rock as an infinitesimal particle with a mass, called the lumped mass or stereomechanical models [1, 2, 3, 4]. Other models involve hybrid methods relying on simplified assumptions. The most common hybrid methods are based on contact searching for the movement of a dimensionless object and incorporate some aspects of rigid body impact for bouncing [5, 6, 7]. There are also some rigid body models in the literature that employ simplified versions of rigid body models [8, 9]. This study applies a more sophisticated rigid body theory based on rigid body impact mechanics (RBIM), which was developed by Stronge [10, 11, 12]. The new theory captures all modes of rigid body movement. Due to the importance of the rock geometry, single impacts of ellipsoidal and prismatic rocks with rectangular cross sections are investigated. The effect of rock slenderness on rebound velocities and energies is also investigated for ellipsoidal rocks. The correspondence between the model parameters and the data from the rockfall literature data will be discussed.

Chalcopyrite leaching in acidic ferric sulfate media at ambient temperature exhibits slow kinetics and poor leaching efficiency, which is typically attributed to surface passivation. Recently, the presence of small amounts of iodide in the leaching media has been reported to significantly accelerate chalcopyrite dissolution. To further explore the behavior of chalcopyrite leaching in the presence of iodide, it is essential to determine the factors that control the leaching kinetics. In this study, we investigated the effect of initial solution potential, iodide concentration, particle size, and temperature on the kinetics of copper extraction from chalcopyrite. The key in the experimental setup was to minimize iodide loss by iodine evaporation and precipitation as cuprous iodide. The former was achieved by performing the leaching tests in fully sealed leaching systems. The latter was achieved by maintaining the solution potential higher than 420 mV (versus Ag/AgCl electrode), where formation of CuI precipitate is possible. The experimental results show that higher solution potential and higher iodide concentration had a pronounced positive effect on the rate of chalcopyrite dissolution. There was no effect associated with particle size, which might be due to the narrow size range tested. The positive effect of increasing temperature only manifested itself when the solution potential was sufficiently high. INTRODUCTION The main challenge of chalcopyrite leaching using ferric ions as the oxidant at ambient temperature is the slow kinetics and poor extraction. The reason for this leaching behavior has been attributed to passivation resulting from formation of insoluble passivating layers on chalcopyrite surfaces, which could be metal-deficient sulfides, elemental sulfur, polysulfides, and iron precipitates (Klauber, 2008). To overcome passivation, technologies using higher temperature and pressure have been developed to leach chalcopyrite concentrates, such as the CESL process (Mayhew, McCoy, Mean, & Woeller, 2013), FLSmidth Rapid Oxidative Leach (ROL) process (Mulligan et al., 2017), Galvanox (Dixon, Mayne, & Baxter, 2008), Albion process (Hourn, Turner, & Hourn, 2012), HydroCopper (Hyvärinen & Hämäläinen, 2005), TPOX (Dreisinger, 2006), and AAC/UBC process (Dreisinger, Dempsey, Steyl, Sole, & Gnoinski, 2003). Even though they are effective in accelerating copper leaching kinetics, those technologies typically have higher capital and operating costs associated with production of concentrates and application of autoclaves. This makes them unsuitable for treating low grade primary copper sulfide ores.

The labor policy of the Standard Oil Co. (New Jersey) is founded first of all on paying at least the prevailing scale of wages for similar work in the community; on the eight-hour day at the refinery, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; opportunity for training and advancement; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; coöperation with employees in promoting thrift and better social and housing. conditions; and assurance of a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co. (N. J.), is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, and not at variance with the interests of the stockholders, and that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer. Significant modifications to the electrolytic zinc plant operated by Big River Zinc Corporation were made at the end of the 1990's resulting in increased capacity and improved efficiencies. A new cell room, with the innovative use of acid-resistant concrete cells and a modern ventilation system, was installed to raise the capacity from 80,000 tonne/y to 106,000 tonne/y of finished zinc. Improvements to the leaching section include the conversion from a single to a two-step process, with associated equipment changes, to improve the quality of the residues produced. Another key change is the construction of a facility to allow the use of zinc oxides from secondary sources as a feed to the plant. This paper describes these improvements and the current operations.

There arc still ample reserves of phosphate in Florida and Tennessee, but the richest low-cost areas have been exhausted. The miners, by the introduction of more efficient equipment, have succeeded in preventing material increases in production costs. Further mechanical improvements could not be expected to keep up with the factors tending to increase costs. While the conventional phosphate "washers" are capable of recovering practically all of the plus 1.5-mm. phosphate from the matrix, approximately 50 per cent of the phosphate values are in the minus 1.5-mm. sizes. Flotation now affords an economical and efficient means for recovering the fine ( — 1.5 mm.) phosphate formerly discarded to waste dumps. Through the reclamation of dumps and recovery from current washer wastes, flotation has doubled the reserves of Florida and Tennessee. By doubling recoveries from the matrix, flotation reduces capital investment requirement and substantially reduces production costs. It definitely improves the grade of the total production and provides a flexibility of operation that cannot be obtained by any other known means.

THE principle of fractional crystallization has been successfully used to prepare high-purity (99.999 pct) Ga. Hoffman and Scribnerl removed single crystals of gallium solidifying in a gallium melt, while Zimmerman2 grew single crystals from the melt by the Kyropolous technique. In contrast, attempts at purifying gallium by zone refining have been less successful. ichards, reported that despite the passage of 40 zones through a gallium ingot, there still remained 5 to 70 ppm each of Cu, Fe, Ca, Mg, Si, Al, and Ag. Previously, Detwiler and Fox4 detected only one impurity, Pb, segregating in zone-refined ingots. These surprising results prompted an investigation of the factors controlling impurity segregation in gallium. Possible reasons for this were insufficient diffusion of impurities in the melt; recontamination of the melt by its oxide film which is not affected by the passage of the zone; reaction of gallium with the boat; sudden freezing of gallium following supercooling, especially since gallium easily supercools to and trapping of impurities at grain boundaries. Impurity segregation tests were carried out by directionally freezing gallium using the Bridgman rnethd, modified in that the molten gallium is lowered out of a furnace into a slush of dry ice and trichloroethylene, thus minimizing supercooling. Since the gallium is contained vertically, the oxide film is in contact only with the tail end of the melt. It was found that Teflon makes an excellent crucible for gallium since it is quite pure, non-reactive, translucent, flexible, machinable, and is not wet by gallium. The gallium crystals could be grown at various speeds, and the melt could be vigorously stirred by a Teflon rod moving through the gallium in a vertical reciprocating fashion. Single crystals could be grown by placing a solid Teflon plug at the bottom of the melt drilled out in such a way to cause the solidifying gallium to follow a winding path. Thus, even if many crystals are originally nucleated, only one grain will predominate. The grain structure of the gallium crystals was revealed by an etchant composed of equal volumes of HC1, HNO3 and HF, diluted with water to half strength. Emission spectrographic analyses were carried out on samples removed from the front and tail ends of the resulting gallium ingots. Typical results of this study are summarized in Table I. The rate of freezing in all three cases was about 1 in. per hr. It can be seen that even though stirring of the melt does help, it is even more important to grow a single crystal of Ga in order to obtain good segregation of impurities. The effect of crys-tallinity on the segregation of impurities was previously observed6 in the directional freezing of germanium; however, in this case, the effect was much less pronounced. This dependence of impurity segregation on the crystalline perfection of Ga may be related to its thermal conductivity which is the most anisotropic of all metals.7 The anisotropic thermal conductivity can cause the solid-liquid interface to be nonuniform, thus leading to trapping of impurities during freeing, and therefore reduced segregation. In conclusion, it is indicated that zone refining of gallium would be more successful if seeding and similar precautions are taken to insure single crystal growth. The authors are indebted to Mr. H. Observation from attending many conferences around the world reveals that many people are constantly shifting from the word ‘error’ to the word ‘uncertainty’ without a clear vision of what the subtle difference is. The same applies to a large swath of the scientific literature, in which these two concepts are unfortunately often used synonymously, which is a scientific flaw of the first order. In practice, as demonstrated in the Theory of Sampling (TOS), there are both sampling errors and sampling uncertainties. Sampling errors can easily be preventively minimised, while sampling uncertainty for a preselected sampling protocol is inevitable. P M Gy’s work, supported by G Matheron’s critical reviews, demonstrates beyond any possible doubt that sampling uncertainty cannot be achieved if sampling errors are not preventively minimised by applying very stringent rules that are too often ignored by sampling practitioners. A clarification, in line with the TOS, is presented to mitigate the confusion created by circles favouring the use of uncertainty versus the use of the word error. Both words are very different in nature and scope and they are both necessary in their due place and time.CITATION:Pitard, F F, 2017.
