Abstract - Aggregates (sand, gravel, and crushed stone) are low unit-cost products extracted in very large volumes for the construction of buildings, roads, and other infrastructure essential to modern society. Because of their low unit value, transportation costs are a key factor in resource economics, and deposits are commonly developed close to market (i.e., close to towns and cities, or along low-cost transportation corridors). This proximity results in potential conflict with residents over land use, disturbance, and pollution. Management of aggregate resources in Alberta is examined in the light of resource geology and distribution, and governance. A case history of development of the Calahoo-Villeneuve deposit is described, and the conflicts between residents and developers that led to establishment of an Area Structure Plan (ASP) are explored. The plan sets limits to, but at the same time safeguards, resource extraction, and defines terms for compensation to residents through a voluntary levy on production (Community Enhancement Fund). This fund is used to support community activities and to pay for a groundwater monitoring program. The ASP is examined within the context of the "Seven Questions to Sustainability" as set out by Mining,Minerals and Sustainable Development-North America (2002). It is concluded that the ASP, for the most part, provides a good model for conflict resolution and sustainable resource development, which could usefully be applied in other jurisdictions. The ASP was developed at a municipal level, and adoption at a provincial level would aid sustainable development of aggregate resources across the province.

Newmont Waihi Operations is participating in the initiation of a community liaison forum in association with the local district council. The objective is to provide a forum for the free and regular exchange of ideas, concerns and information, and through improved communication seek to achieve a more comprehensive set of solutions to community, operating and closure issues associated with Martha Mine. A similar liaison forum has been operated on two previous occasions during earlier phases of the present mine's operation. This paper deals with the practical aspects of setting up a liaison forum to act as an effective conduit between regulators, mine operators, local businesses and the community. The mechanisms and procedures for identifying community issues and concerns are dealt with. The actions and structures required to ensure effective ongoing community 'buy in' at all levels are discussed. Corporate philosophies are addressed. Specific examples from Martha Mine, Waihi New Zealand will be used to illustrate the paper. This will include a brief explanation of previous and current community issues, Newmont Waihi's operations both at Martha Mine and the proposed Favona underground mine, and the practical issues involved in setting up a liaison forum.

Sintering-pot tests and metallurgical performances of sinter with 4 kind of different Al2O3 contents are experimented in this paper. Results show: when the Al2O3 contents increase from 2.0% to 3.5%, acicular calcium ferrites in mine phase will be gradually replaced by plate-like iron calcium. The increase of Al2O3 contents will lead to the addition of liquid viscosity and the reduction of permeability of sinter bed. Sintering time will be prolonged. The rate of yield is stable basically but production is low; besides, the increase of liquid viscosity will decrease of drum strength. The change of permeability of the material layer will make RDI +3.15 decrease first and then increase when Al2O3 contents changed from 2.0% to 3.5%. RI of sinter shows a contrary trend because many open voids are formed by deterioration of liquidity first and then pores closed.

Over the last decade computers have become an essential element in assessing the economic feasibility of mining new mineral deposits and in assisting a variety of related support functions. A broad overview is given of the many technical application areas where computers are contributing to the mining industry with reference to work being done on the evaluation of drill hole information, mineral inventory modelling, ore reserve estimation, financial analysis, process simulation, process control, workshop job scheduling, PERT applications, and com- puter aided drafting. In all these areas the computer has greatly reduced the manual effort involved in looking at alternatives. It has had a significant effect in eliminating delays in revising calculations, or rescheduling activities to incorporate new data or cater for changing conditions, while at the same time providing more accurate and prompt information for the management decision making Process.

"High metal prices and advanced technology in open-pit mining methods have resulted in considerable interest in the development of large, low-grade mineral deposits. Brenda Mines Limited is presently testing such a deposit of copper-molybdenum mineralization near Penticton, British Columbia.The mineralization of economic interest at Brenda has a total metallic sulphide content of between 1 and 1.5 per cent. This sulphide content approaches the limits of detectability of standard geophysical methods. How-ever, due to a favourable geological environment, it has been possible to utilize the Induced Polarization Method to outline the mineralization at the Brenda property."

The year 1936 was a prosperous one for the oil industry in California. Increases in crude prices were posted in February and March. Re-establishment of voluntary curtailment in February was a factor in holding production at an efficient level throughout the year. Reduction of storage was effected through adherence to curtailment measures, aided by greater demand and smaller average well completions. During the first six years of voluntary curtailment, allotments were increased during the summer season and reduced during the winter season. This year, good results were obtained through a revised system of allocation, by which the California monthly quota was held constant at approximately 540,000 bbl. per day. After a 7-month period of practically unrestricted production (ending in January 1936), numerous operators found that curtailment was still necessary, as California and export market,s were not yet capable of absorbing the state's potential production, which was estimated to be in the neighborhood of 850,000 bbl. per day. Therefore, in February California operators again placed themselves under voluntary curtailment; with the result that state production dropped from around 700,000 bbl. per day in January to a low of 565,000 bbl. per day in April, and increased gradually to around 585,000 bbl. per day for December. Drilling activity during the year increased about 10 per cent over that of the preceding year, although the resultant production per well decreased. "Use of the Bond Work Index to size industrial grinding equipment was widely known. Bond also described its application for measuring grinding circuit efficiency. Bond Work Index efficiency also has been used extensively by industry, but until now without concise standard methods, or a formal guideline, for doing so. The Bond Efficiency Sub-Committee of the Industrial Comminution Efficiency work group of GMSG has produced such a guideline, which is appended hereto. It covers the methods and provides examples of how to calculate the Bond Work Index Efficiency of most industrial grinding circuits. Bond Work Index testing equipment and methods are also provided.Comminution is responsible for a major portion of mineral processing plant energy consumption and operating costs. Bond Work Index efficiency provides valuable means, first, for benchmarking one’s plant performance against others in the broad industry, and hence defining the extent of the opportunity for improvement. Secondly, improvements in circuit efficiency with implemented changes can be quantified and monitored as part of continuous improvement efforts. These two important business activities are thus facilitated, and, in the absence of any other accepted method, otherwise would be lacking without the existence and application of this standard for comparison. While often loosely applied in the past by plant metallurgical staffs, the increased precision offered by this guideline provides much clearer definition of both the conceptual and statistical meaning of these measurements. Even a small improvement can be enormously financially important, but only if differentiated by measurement. This guideline was thus intended to provide industry improved means to differentiate comminution circuit efficiencies. Carbon footprint reduction is coincidental, but nevertheless can be substantial.The next steps are: (1) to establish standard reference testing materials and one or more laboratories to serve as bases for reference testing; (2) to establish the accuracy of relative circuit Work Index Efficiency determinations; and (3), to develop and provide a public data base of industrial comminution circuit Bond Work Index Efficiencies."

The KX36 kimberlite was discovered using a high-resolution gradient aeromagnetic survey, with follow-up detailed ground geophysics and deflation soil sampling used to assess and prioritize the geophysical anomalies identified from the initial aeromagnetic survey. Prospect drilling intersected kimberlite in the first hole drilled on the KX36 anomaly. Preliminary evaluation has shown that KX36 is diamondiferous, and a more detailed evaluation and sampling programme is currently underway. The area around KX36 has been prospected by numerous companies over the last few decades, with sporadic kimberlite indicator mineral (KIM) recoveries in regional deflation sampling indicating the possible presence of kimberlites, but without sufficient resolution to ?home in? on specific targets. Previous (lower resolution) aeromagnetic surveys and soil sampling campaigns also did not define anomalies with sufficient detail to guide prospect drilling effectively. The discovery of KX36 highlights the prospectivity of areas of Botswana under deep Kalahari cover that have been explored previously. "Environmental risk is becoming more important in debt and equity financing decisions in the mining industry worldwide. Demonstration of good environmental management practices and management systems has a direct impact on the ability of mine developers, operators and investors to raise financing. Based on experience in providing due diligence services, there are a number of factors that are important in assessing financial risks related to environmental issues in either new projects or existing facilities. A frame-work for understanding the importance and priorities of each element of environmental management is presented.IntroductionIn the context of lending money to a corporation, environmental issues represent another aspect of credit risk (Henry, 1989). These issues, because of their nature, represent the potential for large unforeseen expenditures if they are not known or acknowledged and are not being proactively managed. Lenders, other investors and their advisors, are becoming increasingly aware of the potential financial impact of environmental issues. Consequently, they are increasing their requirements for environmental audits to review the environmental issues, management practices and systems when they are considering financing mining and/or metallurgical processing operations worldwide.Many banks have signed the United Nations Environment Program (UNEP) Statement by Banks on Environment and Sustainable Development. Banks in this category include National Westminster Bank, the Union Bank of Switzerland, Deutsche Bank, and the Royal Bank of Canada."

This paper looks at recent advances in the United Kingdom (UK) tunnelling industry with particular reference to the A3 Hindhead Project. A 1.8 km long twin bore tunnel is the centrepiece of the A3 Hindhead scheme, which commenced construction in 2007 and is being delivered under a UK Highways Agency early contractor involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe-shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunnelling medium is a æsoft rockÆ sandstone for which there was little previous tunnelling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240 m long section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels. The innovative approach to the design of the following is discussed:the æpermanentÆ primary lining,an observational technique allowing optimisation of the steel pipe umbrella design,a plain concrete secondary lining designed for resistance to a hydrocarbon fire, anda spray-applied membrane.

The development of Vitrokele™ Technology over the last 10 years is reviewed with reference to mine site piloting and com­mercial applications. The first mine site piloting was conducted in Australia in 1989 followed by a further six continuous site trials in Australia, Canada and the USA. These major pilot plant studies are complemented by over 50 laboratory scale batch and pilot testwork programmes. The first commercial plant using Vitrokele™ Technology was the Connemara project commissioned in Zimbabwe in 1995. Subsequent to this, three commercial scale projects have been designed using Vitrokele™ to recover precious metals, base met­als and cyanide. The various projects are discussed with relation to the differ­ing flowsheets applied to each particular case.

In the hard rocks of the Nordic countries of Norway, Sweden and Finland underground works have a long tradition. Today the subsurface has been taken into use for a wide variety of purposes. In this paper only the more uncon- ventional examples are described such as caverns for drinking water, sand bunkers, molasses silos, wine and liquor stores, cold stores, heat storage, waste disposal and state archives. The particular use of unlined high pressure tunnels and socalled air-cushions for hydropower schemes is discussed. The dual use of subsurface air-raid shelters for sports activities seems to be a special Nordic tradition. Some cost figures are given and the advantages of using the underground is Discussed.

The basic flowsheet for the Kalgoorlie Nickel Smelter and Kwinana Nickel Refinery are discussed in relation to the mineral components of Kambalda produced nickel concentrates. Both processes handle violarite and pentlandite satisfactorily but the smelter has limitations where high copper recovery is required and in its ability to handle magnesia containing minerals. While the latter can be more economically handled at Kwinana the limitations of this tolerance are discussed together with problems arising from treating pyrrhotite, pyrite and precious metals by the Sherritt Gordon process.

A bulk analyser based on the gamma-ray resonance scattering process can be used to give a rapid and accurate measure of the percentage by weight of copper or nickel averaged over a large mass of sample, typi- cally 20 kg. It is shown that for a bulk sample containing about 3 wt.% Cu, crushing to -25 mm is the only sample preparation requited for analysis to within an error of about 0.06 wt.% Cu (errors quoted are one standard deviation). A comparison of bulk analyser and con- ventional assays on the same bulk samples can be used to estimate the sample preparation errors in the conventional methods. The squared deviations between bulk analyser and conventional assays are approximated by the sum of variances in sample preparation, conventional analysis, and bulk sample analy- sis. The sample preparation error was esti- mated as 0.26 wt.% Cu for samples crushed to -2 mm before splitting, 0.08 wt.% Cu for samples crushed to -0.35 mm before splitting, and 0.04 wt.% Cu for the average of 15 grab samples from bulk samples which had been crushed to -2 mm. The average copper grade for each group of samples was about 1.7 wt.%. Results are presented which show that

Silicic volcanic ash and its alteration product, bentonite (montmorillonite and cristobalite), occur widely within sedimentary phosphate deposits. The genetic link, if any, between volcanism and phosphate deposition has yet to be satisfactorily established The phosphatic member of the Santa Margarita Formation (upper Miocene) in northwestern Ventura County, California, consists of approximately 15 per cent volcanic ash and bentonite. Ash and bentonite units greater than one foot thick can be subdivided into a lower zone of airfall origin and an upper zone of mixed ash and terrigenous detritus washed in from surrounding land areas. This upper zone also contains up to 20 percent phosphate pellets. These thick volcaniclastic units are typically overlain sharply by thin beds (less than 6 inches thick) of relatively pure, silica-cemented pelletal phosphorite. The shelf basin in which the phosphatic sediments accumulated was characterized by quiet, reducing but not euxenic bottom waters; Abundant decaying organic debris, mainly diatoms, served as a reservoir of readily available phosphate. The sudden influx of a large volume of silicic volcanic ash into this basin and its subsequent alteration to montmorillonite had two profound effects on thechemistry of the interstitial and bottom waters: (1) during alteration magnesium was removed from these waters and incorporated into the montmorillonite lattice, and (2) the pH of these waters increased as alteration progressed Both of these effects led to the crystallization in the bottom waters of carbonate fluorapatite. This accumulated as thin phosphorite beds immediately above the volcaniclastic units.

The mining industry has been put under closer scrutiny in recent years, which has led to the adoption of a plethora of initiatives in countries around the world and by international organizations, some voluntary and others mandatory, governing economic, ethical, social and environmental practices of this industry. In order to plan appropriately, secure project financing, build value and manage risks, it is imperative to identify and understand the application of this new and evolving regime, which can be described under the general label of corporate social responsibility (?CSR?) law, and to incorporate compliance policies into the day-to-day operations of mining companies. Our paper and presentation will describe this new legal framework, which includes both ?soft? law and ?hard? law adopted at the international and domestic level that governs the actions of mining companies, particularly when operating in developing countries. While the notions of hard and soft law may seem abstract and grounded in legal theory, this paper shall demonstrate how these concepts concretely apply to companies in general, and to mining companies in particular. An analysis of the recent case law in this area as well as examples of corporate ?best practices? will illustrate the application of this body of law. As will be demonstrated through the case law, non-compliance of CSR law (both ?soft? law and ?hard? law) can lead to economic penalties, difficulties in accessing capital, loss of social licenses and even the withdrawal of permits and concessions. This confirms that now more than ever, ethics and sustainable practices in mining are fundamental to building a successful business model.
