FOREIGN WAR RELIEF COMMITTEE Chairman, MRS. JESSE SCOBEY The task of the committee since Oct. 17, 1918, has been to stimulate and foster interest in the work of the Dispensary in France, to aid and further the work, and to that end has centered on the inauguration of an "Engineers' " day, once a week, at the headquarters of the American Fund for French Wounded, where members of the Auxiliary might join in sewing for this "Dispensary of the New York Section of the Woman's Auxiliary to the A. I. M. E.," recently established at Briey, France. Letters and pledge forms asking for workers were sent to all members of the Auxiliary in New York City and vicinity, and a most gratifying response has assured the success of the undertaking. The meetings in December, pending the completion of better working facilities at Fund headquarters, were held at the home of Miss Madeline P. Stone, to whom the committee extends its grateful thanks for her hospitality large, well-equipped room at Fund headquarters has now been assigned to the committee for Tuesday of each week, from 10 a. m. to 5 p. m., with Mrs. Percy E. Barbour of the committee as director of work room. All members of the Auxiliary and others whose interests are with the mining profession will be welcome on "Engineers'" day-Tuesdays-at 73 Park Ave.

INTRODUCTION Selective flocculation as a method of desliming potash flotation plant feed has been in commercial use since November, 1974.l It was installed to replace a 1ess efficient mechanical desliming process. While most plants operating in the Saskatoon area of Saskatchewan were designed for 4% to 5% insolubles in practise the quantity and quality of the insoluble materials in the ore has been variable. The variability of the ore has contributed to less than optimum efficiency in the desliming and consequently, the potash flotation circuits. This lower than expected efficiency contributed to the commercialization of a patented process2 through large scale pilot plant testing. Referring to published information and experience, the application of selective flocculation-flotation of slimes to sylvinite ores will be compared with the more conventional mechanical methods of desliming. THE ORE The ore beds being mined in the Saskatoon area of Saskatchewan have proven to be much less uniform than originally thought (Figure 1). The insoluble content of the plant feed is variable in both quantity and quality due to two factors, the presence of disturbances and the structural weakness of the mud seams immediately above the ore beds. Some alteration of the insolubles in the vicinity of disturbances has made them more difficult to liberate and makes ore from the disturbed areas less amenable to treatment.

The locations of potential reserves of chromite ores throughout the world are discussed. Reference is made to the marked changes in international trade in chromite ores during the past ten to fifteen years, and to the change in locality of the production of ferochromium aloys, which is curently largely carried out in the country of origin of the ores. The influence of these changes has been very profound in South Africa, which has the largest smelting capacity and the largest production of ferochromium aloys in the world. A proportion of South African ore is stil exported to meet the demands for the production of chromium chemicals and refractories, including a large tonnage of foundry sands. Ferochromium smelters in South Africa have a capacity of virtualy 1 Mt of aloy per annum. Nearly al this development has taken place since the introduction of the argon-oxygen decarburization (A.O.D.) process for the smelting of stainless steels. Formerly, expensive Iow-carbon ferochromium aloys were required as raw materials, but the AO.D. process, which is being used world wide, permits the use of high-carbon ferrochromium, the main product of the smelters in this country. The production in South Africa of chromium-containing corrosion- and heat-resistant steels is stil on a relatively smal scale, but serious atention is being paid to the exploitation of low-carbon weldable feritic chromium steel.

The surface tension of solid silver is measured by a refinement of the Udin, Shaler, and Wulff technique. The tests were made in a purified helium atmosphere at four different temperatures and various times. The average of the results is y = 1140 + 90 dynes per cm for the range 875° to 932°C. A SUCCESSFUL measurement of the surface tension of solid copper was reported by Udin, Shaler, and Wulff.' They performed experiments on copper held in vacuum within 100°C of the melting point. At these temperatures, the creep rate in 5 and 3 mil copper wires was sufficient to permit determination of a balance between the contractile force of surface tension and the extending force of small copper weights joined to the end of the wire specimens. By suspending a series of variously weighted specimens and measuring the change in a gage length during the test, the balancing applied load could be found. This point of zero strain is a measure of the surface tension. The mathematical formulation of this gives: w = r y [1] where w is the weight for zero strain; r, the radius of the wire; and y, the surface tension. This is an era of "expansion;" and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confréres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. The Crosstown 7 Collector System, Contract C28G11, is part of the Milwaukee Metropolitan Sewerage District's Waste Pollution Abatement Program. The contract involves the construction of 1.6 km (1 mile) of 3 m (10 ft.) diameter tunnel in soft ground. The tunnel is 10 m (35 Ft.) below surface and passes through a variety of soils. The eastern leg of the tunnel along Bruce Street is mainly in till material, a stiff, relatively dry clay. The northern leg along 16th Street starts in till, and continues in estuarine deposits - moist sticky clay, with intrusions of alluvial sand and gravel. The contract specifications required that the tunnel be constructed either under compressed air or with an earth pressure balance tunnel boring machine. The S. A. Healy Co., the general contractor, chose the latter option. Additionally, a single pass, pre-cast concrete segmental liner was selected as the lining system. The mining machine was manufactured by Lovat Tunnel of Canada and the segments were made by the Sehulster Company of Milwaukee. The use of this combination of machine and lining is relatively new to the United States and this tunnel is the most extensive built to date with a gasketed, segmental single pass lining for transportation of fluids. This paper details the various aspects of the construction of the tunnel and associated shafts.

THE- Missouri-Kansas Zinc Corpn., operating in the Waco district, 15 miles northwest of Joplin, Mo., owns large tailing piles made during milling operations of the years 1918-28 by the Butte-Kansas, Acme, and Barnsdall mining companies, whose holdings have been purchased and consolidated under, the ownership of the Missouri-Kansas Zinc Corpn. These tailings had been considered too low in value to be worth retreating by the ordinary methods. C. Erb Wuensch, consulting engineer of the Missouri-Kansas Zinc Corpn., noted the difference in the type of tailing from upper-level and lower-level ore. The latter contained hard lime chats. He also found that mill losses had been due to particles of blende on the corners or sides of the chats and to the existence of soft, porous, cellular, lime chats containing varying amounts of blende. He conceived the idea that a quick grind in rolls or ball mills might change the type of the material so that jigging could make a clean tailing for discard and a partly concentrated product sufficient in blende content to justify the expense of fine grinding in ball mills to free the mineral entirely. A laboratory was equipped with the necessary machines and the writers were assigned the problem of developing a method of retreating the tailings.

Ltd. have supplied some graphs that will give some idea of the noise suppression that may be expected from the u.se of rubber liners instead of steel. The figures used in preparing the graphs came from installations of rubber liners in Sweden.L. Strah - Mine Equipment Co.The graph, Figure 1, shows on the bottom the octave band range. The noise level generated by the steel liners is represented by the dotted line and lies within the shaded area where it is considered that hearing damage may result. The solid line represents the noise level generated by rubber liners in the same mill and you will see it is below the shaded area. Although it is not marked on the graph I think the decibel range is from 7 5 to 115. The next one, Figure 2 which shows the relative noise levels generated by steel balls and pebbles with both steel and rubber liners shows the decibel range."

"A novel process for minor elements control in copper pyrometallurgical production is proposed based on a theoretical analysis and the results of an experimental program. Its application can solves operational problems related to volatile elements that determine pollutants gas emissions and the final quality of anodes. The process considers a calcination of mixtures of the dust with sulfidizing agents such as dirty copper concentrate or elemental sulfur at temperature under 800 °C. The product are a clean calcine that recovers all the Cu content on the dust and a gas stream that collect the minor elements as sulfides species. The calcine can be returned to the smelter avoiding the As increasing in the circuit and so on, the capacity for the treatment of dirty concentrates for the smelter can be higher. The possibility to apply vacuum in the calcinations step can decrease the operation temperature. The solid condensed from the gas has different options for its stabilization, with the advantage that this stream represents few mass with high As content.IntroductionThe control of undesired minor elements (IVIES) in conventional pyrometallurgical copper production is especially relevant for ore deposits associated to Andes region. Discussion of the paper of LAWRENCE ADDICKS, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1471 to 1484. L. D. RICKETTS, New York, N. Y.--In the Southwest we have stored up millions of tons of tailings in which the copper exists partly as sulphide and partly in an oxidized condition. Mr. Addicks' first paper suggests a, likely process for the treatment of such material. His second paper 1 deals with the recovery of copper from clear solutions of notable strength, and such solutions may come from the sulphating roast or direct from the leaching of completely oxidized copper ores of which vast deposits are known to exist. What strikes me particularly about the latter paper is the keen perception shown and the clear manner in which the writer has attacked the fundamental principles of the process. He calls your attention to the fact that ferrous sulphate is necessary in the electrolyte and is an ideal depolarizer; that sulphurous acid must be, used to reduce the ferric sulphate produced and thus prevent re-solution of copper at the cathode; that mechanical agitation in the cell, in order to bring the ferrous sulphate in contact with the anode and the copper in contact with the cathode, is essential to efficient work; that lead anodes are

Introduction Improvements in the process of rock excavation by blasting involves better control of one or more phases of the fracture process immediately after detonating the ex- plosive charge. Total control of the process involves individual control of (1) The number of fracture planes. (2) The crack initiation sites. (3) The direction of crack propagation (usually radial). (4) The stress field driving the fracture front. Fracture plane control is usually accomplished today by using the smooth wall blasting method; however, investigations by the authors (1) indicate several areas where this method could be improved. These improvements include: a) generation of stress concentration factors at the location of the initiation sites; b) protection of the remaining region of the borehole wall to inhibit initiation of any cracks not associated with the fracture plane and fragmentation pattern; c) limit peak detonation pressures to avoid borehole crushing and maintain by stemming residual gas pressure in the bore- hole during the crack propagation period. This paper describes experiments con- ducted with a charge holding device fabricated from thin-wall steel tubing which was partially slit at fracture locations. The tube lined the bore-hole in laboratory tests to simulate smooth wall blasting. Results showed close control could be achieved relative to both the number and the location of the fracture initiation sites.

The academic community and the larger and more sophisticated mining companies have largely rejected the older mineral valuation methods such as the Hoskold and Morkill concepts and replaced them with "discounted cash flow" (DCF) techniques. The relevancy and usefulness of the older methods have been questioned primarily on the basis of their underlying assumptions that mining companies do not have numerous alternative investments and must use sinking funds deposited at market or "safe" rates of return to recover the purchase price of mineral reserves. The ability to reinvest in numerous (often nonmining) alternative business ventures, the changing purchasing power of the dollar, corporate income and other taxes, depreciation and depletion allowances, and modern financial management practice all militate against the continued use of the older valuation methods, especially for the larger mining companies. Small mining companies and individuals still use these methods largely out of habit and familiarity. The Hoskold Mineral Reserve Valuation Method The Hoskold method was developed prior to the evolution of modern accounting practices and before the days of the corporate income tax. At the time of its development, annual earnings of the firm were represented by the difference between cash revenues and cash expenses and were not subject to taxation by the government. Thus, earnings at that time were equivalent to what is today known as cash flow.

In the past few years changes have taken place in shaft sinking. Progress has been made with types of machinery designed, developed, and made available to shaft sinking contractors. This is particularly true of drilling and mucking equipment. Compared with conventional clamshell loading, mucking or loading with a crawler-mounted overshot loader is a new technique for shaft work. There are several methods of clamshell loading. Dravo Construction Co. mounts an air tugger on the clamshell to operate the closing line. The load, or holding line, is attached to the hoist of a crane or whirler at the shaft collar. The clamshell is raised or lowered by the hoist when a signal is given by a bell or light system operated by men at the bottom of the shaft. Two men control the drift of the clamshell with tag lines, pulling it to any position in the shaft for loading, or over the shaft muck bucket for emptying. One man operates the air tugger to open and close the clamshell by means of two lines attached to the operating air valve, just as reins are used to drive a horse. The polyolefins, mainly polyethylene and polypropylene particles, are used as an active filler material in polymer-polymer blends and are being used for the modification of asphalts to pro- vide for high-load, low-maintenance road construction. The stability of prepared blends depends on the interaction forces between polyolefinfiller and the matrix and/or between two polyolefin filler surfaces in the polymeric matrix. Various additives, especially surfactants, can be used to modify these interactions and improve the stability of polymer blends. In current research, direct force measurements between polyethylene (PE) surfaces in n-tetradecane, a nonaqueous solvent imitating the polymer matrix, were performed in the presence of lauric acid and dodecylamine using the AFM colloidal probe technique. Additionally, the zeta potential of polyethylene particles in the presence of surfactants in n-tetradecane was measured. The interac- tion forces between the polyethylene surfaces can be described as a combination of electrical double layer repulsion and steric repulsion between polymer chains extending into the n-tetradecane sol- vent. The addition of surfactant to the n-tetradecane was found to increase the repulsive force between the PE surfaces. The strongest repulsion was observed for dodecylamine. Additionally, the temperature efect on the interactions in n-tetradecane was studied. It was found that steric repulsion between the PE surfaces increases with an increase in temperature.

ADVANCES in the production of quality steel have emphasized the need for greater knowledge of the amount and distribution of oxygen in the steel. Control of inclusion content and quality is largely dependent on such knowledge. While many analytical methods have been de-vised for the accomplishment of this end, few are without serious limita-tions in accuracy, convenience, or skill required in application. Usually at least two methods are necessary to determine total oxygen and constituent oxides. Because of the great importance of this problem and the specific interest in the application of such methods of analysis, the various procedures were carefully reviewed at the Union Carbide and Carbon Research Laboratories, with the view of developing a method free from the limitations mentioned above. Intensive experimentation finally led to an improved iodine extraction analysis described by Cunningham and Price. I After this had been thoroughly checked from the standpoint of the analytical chemist, it was rechecked from that of the metallurgist. This involved preparation of a number of small heats of varying composition with determination of total oxygen in the molten metal by the alumina method2 and an analysis of the solidified material without the aluminum addition by means of iodine extraction; the oxides of iron, manganese, silicon and aluminum also being determined by the iodine analysis. The report of this work constitutes the subject of this paper.

Acid mine drainage (AMD) research under the MEND program has been ongoing since 1988 at the Heath Steele Mines waste rock piles including sulphide material, outside Newcastle, NB. In 1989 approximately 10,000 mt of waste rock was placed on a prepared sand base with an underlying impermeable membrane. The waste rock pile was heavily instrumented for measuring oxygen concentrations and temperatures. In September 1991, a composite soil cover designed for the Heath Steele climatic conditions, using local soils, was placed over the pile, creating a totally enclosed system. Moisture content and oxygen probes were installed within the composite soil cover to monitor changes within the soils over time, while two large-size lysimeters were installed below the cover to monitor the hydraulic conductivity of the cover. The waste rock site has been monitored on a monthly basis since installation of the cover, for performance of both cover and waste rock. The monitoring shows very clearly that the placement of the composite soil cover has had a major impact on the generation of AMD. Major reductions in temperature and oxygen concentrations within the waste rock pile indicate that the cover has significantly inhibited the oxidation reaction that generates the AMD. Performance data have shown that the cover has maintained its integrity under the climatic conditions of the area.

IT is the he object of this paper to describe a Cottrell treater that was placed in operation, in April, 1919, at the Tooele plant of the International Smelting Co., for the purpose of recovering solids from the gases from the McDougall roasting furnaces. Fundamentally, the treater is simply a flue containing rows of vertical plates, forming the grounded electrode, alternated with rows of small horizontal pipes, forming the negative electrode, with proper provision underneath for taking away collected dust. There are advantages in construction over the more cumbersome types, both the vertical-tube and the vertical-box, particularly in the elimination of heavy supporting columns and massive foundations, giving a much lower first cost. There are no right-angle turns to interfere with gas distribution; consequently there is greater efficiency, or, in other words, a greater volume of gas per minute can be effectively treated. Another advantage of the horizontal installation over the vertical is that the principle of the selective precipitation of the various components of the dust and fume as they pass along the electric field may be utilized. Since the treater has been placed in operation, the results have been quite satisfactory and, in many ways, particularly in regard to the volume of gas that may be treated, have greatly exceeded expectations.

Jigging of the -2.8 +0.7-mm size fraction of a friable, low-grade manganese ore sample from Andhra Pradesh increased the Mn content of a concentrate by 7% to 8%, with an average recovery of 57%. The jig concentrate was mixed with the unjigged -0.7-mm size fraction and ground to -150 µm. The sample was then subjected to wet high-intensity magnetic separation (WHIMS). The magnetic fraction thus obtained showed an increase in Mn content of 6%, but with an overall recovery of only 50%. The results of hydrocyclone classification of -150- µm ground ore indicated that the method is not capable of upgrading the manganese content, as both ferromanganese oxides and aluminosilicate gangue minerals constitute the fine size fraction. However, when the nonmagnetic fraction obtained from the WHIMS of -150- µm ore is subjected to hydrocyclone classification and the underflow obtained is subjected to WHIMS again, an overall recovery of about 50% to 52% is obtained with at least a 7% to 8% increase in the Mn content of the product. The phosphorus content in the product is not reduced by either of the two combinations of methods. The complex association of phosphorus with all the major phases in the ore has been clearly demonstrated from the linear correlation between the distribution ratios of major constituent phases and phosphorus.

The problem of the maximum depth at which a mine buried in the surf zone or beach zone is a threat to landing vehicles is being studied by Naval Surface Warfare Center (NSWC), Indian Head Division, Naval Research Laboratory (NRL), and The University of Maryland Dynamic Effects Laboratory. The problem was divided into two parts: The first part involves determining how deep a pressure plate mine can be and still detect a vehicle passing over it. This requires determining the distribution of stress within dry and saturated sand when a vehicle passes over a buried mine. The results obtained from that study are presented in a related paper (1). This paper will cover the second part, which entails determining the impulse delivered to the vehicle. This is equivalent to determining the impulse delivered to a plate suspended above the detonating explosive charge and includes an investigation of the distribution of the impulse over the plate. The purpose of the research is to develop a scaling law and/or computational capability which will permit predicting impulse to be expected in the field from tests conducted in the lab. The computational effort is aimed at the development of and confidence in computer codes that can be used to predict stresses and strains in plates due to the detonation of buried mines.

Copper cementation was studied from both thermodynamic and kinetic aspects. The temperature effect of copper cementation, which has been recognized as an anomalous result, and the rate enhancement phenomenon observed after the initial linear step are, in particular, focused in this work. The main results obtained are as follows; 1) Free energy changes of copper cementation reactions, calculated by the use of the "Correspondence Principle" of Criss and Cobble are rather insensitive to temperature. 2) A Flow-cell assembly consisting of a special cupric ion electrode, a calomel electrode and a potentiometer is particularly useful for the continuous measurements of copper cementation rate. 3) Two first-order reaction rate constants for the CU2+- Fe system were successfully determined by the use of the flow-cell assembly. 4) Activation energies determined for the initial rate and the 9 maximum rate of CU2+ - Fe system are both 4.6 kcal/mole. This fact suggests that the mechanisms of the initial reaction and the final reaction are essentially the same and both reactions are rate controlled by the diffusion in a boundary layer. The difference in the rate constants of them may fie explained by the effect of the nature of surface deposits. 5) Qualitative explanation of the rate enhancement phenomenon from the initial rate was successfully made by applying Bockris "Penetration Model."
