"The versatility and specificity of rare earth elements (REEs) have led to their use in an ever increasing variety of applications in new technologies. Consequently, demand for REEs has increased significantly. However, to separate REEs safely and effectively is a complex and expensive process. While China has consistently invested in R&D of REE processing technologies, there have been only sporadic activities in REE mineral processing in North America in the past 20 years. This paper presents a review of REE mineral processing technology, providing an update on current capabilities in REE mineral processing. This paper reviews REE extraction from the major commercially valuable REE-bearing minerals such as bastnaesite, monazite, and xenotime, and also from the ion-absorption type of REE deposits. Currently, there are four major REE mining areas in China, one in the United Sates, and one in Australia. A review of the REE extraction processes in these major REE mining areas closes out the paper.INTRODUCTION The rare earth elements (REEs) include the 15 lanthanide elements, plus yttrium and scandium. The lanthanide elements are normally categorized in two groups: the light rare earth elements (LREEs), i.e. lanthanum through europium (atomic number (Z) = 57 through 63); and the heavy rare earth elements (HREEs), i.e. gadolinium through lutetium (Z = 64 through 71). Yttrium is usually grouped with the HREEs due to similarity in physical and chemical properties. Table 1 lists the REEs, atomic numbers, and abundances in earth’s crust (Taylor and McCleannan, 1985). Promethium is the rarest due to lack of stable isotopes. REEs with low atomic numbers are more abundant than those with high atomic numbers. More interesting is that the REEs with even atomic numbers are much more abundant than adjacent lanthanide elements with odd atomic numbers as shown in Table 1."

Recent events demonstrate that civil and government facilities and structures face an ever-increasing need to be designed for protection against malevolent explosions. Modification of existing public structures and especially design of new ones increasingly includes provisions for explosive protection. ISEE members endorse and promote responsible application of explosives to benefit mankind and deplore any other use. However, our knowledge of explosive behavior and our ability to predict the results of explosive events puts us in a unique position to give guidance to designers of civil and public structures. Recent advances in computational methods have resulted in new computer codes with ALE (arbitrary lagrangian eulerian) simulation capabilities. Historically, lagrangian computational methods have been used for modeling solids because the mesh or discretization moves with the material. Rock breakage resulting from explosively induced shock-waves has been successfully modeled with lagrangian codes. Explosive detonation has traditionally been modeled with eulerian techniques. Eulerian methods have been used to model gases and fluids, tracking the material as it moves through the computational grid. ALE computational technology couples the two methods together in a manner never before possible. An ALE simulation can accurately treat the explosive detonation, interaction of explosive gases with air, and the impact of explosive event on nearby solid structures. ALEGRA (Budge et al. 1997 a & b) is an ALE code developed at Sandia National Laboratories. ALEGRA simulations accurately predict the explosively induced impulse on the structure to be protected. It has been applied to the analysis and design of blastwalls to protect structures and people from explosive events. The impulse calculated can be used by structural engineers to design a blastwall. ALEGRA has also been applied to predict the effect of a blastwall on explosion overpressure some distance behind the blastwall to assess the effect on people present during the event.

The current version of the JORC Code was issued in 2004 and since that date the Australian Securities Exchange, in collaboration with JORC, has issued a number of companies? updates to provide guidance on various reporting issues. An interim review will be undertaken during 2010 to meld these updates with the current 2004 Code. This will be followed by a full review during 2010/11 covering all aspects of the Code and focusing particular attention on: ? clauses / guidelines relating to Exploration Results1, exploration targets and the reporting of historical estimates; ? issues relating to the Public Report2, including definition, the requirements for Competent Person sign-off, level of disclosure and mandatory requirements; ? guidance on techniques to quantify resource / reserve estimation uncertainty; ? the level of study required to convert Mineral Resources to Ore Reserves, and disclosure of prices and economic factors; ? expansion of the requirements for reporting of marketable material for bulk commodities; ? the use of language and tone that anticipates new and emerging technologies and techniques for the qualitative and quantitative measurements of data; and ? linkages to valuation and the valuation code (The VALMIN Code). Although the Canadian and Australian reporting regimes for public statements on Exploration Results, Mineral Resources and Mineral (Ore) Reserves are similar in intent and coverage, they differ in detail, sometimes substantially. Canadian requirements are generally more wide-ranging and prescriptive than Australian requirements, including in the need in many situations to publicly lodge a Technical Report, a requirement that does not exist in Australia. Australian-listed companies seeking to list in Canada, and Competent Persons seeking to act as Qualified Persons in Canada, need to ensure that they are fully conversant with Canadian regulations and how they differ from those in Australia.

The New Croton Aqueduct (NCA) was the first major water supply tunnel for New York City. The 50-km (31-mi) long tunnel has 33 open shafts 6 m (20 ft) to 121 m (397 ft) deep. The tunnel and shafts are lined with brick and mortar, with cast iron lining and pressure covers in six pressurized shafts. Details of the 1895 construction are provided and compared to modern construction techniques. The paper provides rehabilitation techniques for the shafts and pressure covers, including grouting, epoxy lining, temporary bulkhead design and installation and placement of tremie concrete 98 m (320ft) below the water level in a 122 m (400ft)deep shaft using a Remote Operated Vehicle (ROV) to monitor the placement.

The extraction of thorium from industrial radioactive wastewaters discharged from Rare Earth (RE) plants was studied by the liquid membrane emulsion technique using P507- Span80-sulphonating kerosene-HCl. The emulsion conditions, the technological factors such as ratios of oil to the internal aqueous phase and water to emulsion, and the extraction time etc. were investigated.

To design and operate a successful mine the technical specialists must agree on what is ore, what is not ore, and how quickly the orebody is to be mined and processed. These seemingly simple questions defy easy analysis and can push mining engineers, geologists, metallurgists and others to the limit of their capabilities. The questions are rarely addressed adequately in feasibility studies or in operational planning. To optimise the mine and processing plant requires proper determination of cut-off grades or values, prediction of feed variability on an hourly, daily or longer basis, right-sizing the mining rate for optimum product quality, understanding the cost of capital and the expectations of investors, and many other considerations that involve geology, geotechnical engineering, mining, metallurgy, environmental effects and economics. Methylisobutyl carbinol (MIBC) and methoxy polypropylene glycol (Dowfroth 250) bubble thin films were characterized by composition and thickness determinations, using FT-IR spectroscopy and UV-Visible spectrophotometry, respectively. The infrared investigation indicates that the role of frother molecules in creating bubble thin films is based on their effectiveness in inducing H-bonding reorganization of the surrounding free water molecules into a coherent network. From UV-Visible interference patterns, it is found that MIBC forms films with a measured critical end thickness of less than 160 nm, compared to 612 ± 30 nm for Dowfroth 250. The observed values of the free water layer thickness are comparable at 5.65 ± 0.28 µm for MIBC and 6.75 ± 0.34 µm for Dowfroth 250. A higher stability of an MIBC bubble over a Dowfroth 250 bubble is related to the different polarization and orientation of the molecules sustaining the boundary surface water network. The findings are used to explain the different action and associated froth characteristics of the two common industrial frothing agents.

In underground mines worldwide, a large number of short and small diameter slot holes need to be excavated. Herrenknecht has developed and built a new boxholeboring machine based on the well-proven Microtunnellingpipe jacking technology. The innovative Boxhole Boring Machine significantly increases work safety and requires only minimal drift dimensions. The high and consistent production rates that can be achieved result in enormous time savings compared to conventional drill and blast excavations. GENERAL ASPECTS In gold, copper and ore mines ventilation shafts are required to prepare block caving operations, to discharge ore onto the transportation level and to provide evacuation shafts. A high level of occupational safety and efficiency is the main objective when drilling vertical or inclined shafts. The faster and more safely shafts can be constructed, the earlier the actual production in the mine can start or be continued. Mechanized or conventional methods (drill&blast) that have been used to date only partially meet the required safety standards and fail to provide the requested production rates.

The purpose of this effort was to investigate the feasibility of employing a piezoelectric transducer for seismic communications applications in mine environments. The transducer, a government furnished device incorporated a high Q, spring-mass resonator to load the air side of the piezoelectric crystal. The resonant frequency was seismic load dependent and fell in the range of 300 to 340 Hz. The effort included a mathematical analysis of the transducer, with corroborative laboratory tests, together with actual communications experiments performed first in an open-formation limestone quarry and finally in an operating iron mine. This work showed that the transducer could be coupled efficiently to hard, competent rock media with power conversion efficiencies of 70 to 80 percent (electrical to mechanical) in typical installations. In the iron mine, when radiating peak power was about 30 W (acoustical) in a gated pulse mode, signals were received at a distance of 760 ft through a massive rhyolite porphyry formation. This represents a 15% radiation efficiency with an input of 200 watts. Despite the high ambient noise level due to operating mine machinery, a signal-to-noise ratio of about 20 dB was achieved using a very narrow band filter to process the received signal, and a data rate of about two pulses/sec was demonstrated.

To accommodate larger double-stack rail cars through a tunnel, the existing active tracks were to be lowered. The tunnel is an elliptical, horseshoe-shape with concrete base support, removal of which would jeopardize the tunnel integrity, particularly since the soils beneath part of the tunnel floor included soft, saturated silt overlying rock. Grouted bar anchors combined with a SuperJet soilcrete strut replaced the existing support in situ prior to floor lowering. Close cooperation and detailed timely engineering support provided a quality project. Project design and construction, ground improvement methods, and the performance of the work are described.

THE Jacksonville plant of Humphreys Gold Corp., operating under leases from National Lead Co. and Rutile Mining Co. of Florida, recovers rutile, ilmenite, zircon, and monazite from an ancient beach deposit containing about 2.5 pct of these minerals in combination. The location of the plant is unique, being situated about ten miles from the center of Jacksonville, Fla., surrounded by a thriving suburb. Two four-lane highways pass within 1 ½ miles of the plant. An expressway now under construction will pass over the tailing pile, within 500 ft of the mine office. The elevation at the plant site is approximately 50 ft above sea level. This is one of two mines producing titanium minerals and zircon in Florida. Another mine is also operated by Humphreys at Starke, about 50 miles southeast of Jacksonville. Ghana’s physiographic and geologic features are the basis for its long mining history. The Gold Coast colony has been a significant producer of gold. The gold of the Akan forest (Ghana) was a terminus for caravans that plied Saharan trade routes. Now it also produces significant quantities of manganese, bauxite, and diamonds In addition, the country produces kaolinite, silica for glass, salt, and both aggregate and dimensioned stone. Most secondary minerals are consumed locally but some amounts do find international markets. Ghana revised the mining laws and regulations in 1986. These revised laws dramatically increased gold production and improved the country’s economy. The success of these laws spawned imitators in other African states such as Cote d’Ivoire, Mali, and Burkina Faso. Representatives of these countries claim Ghana was their model. Environmental regulations exist but an intensive adversarial atmosphere is lacking. Ghana has also offered the mining industry incentives like accelerated depreciation rates and exemption from import duties on related supplies and capital equipment. The country has also pursued an aggressive policy to restore the nation’s business infrastructure.

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. The MODSIM mineral processing plant simultor is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open- and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

Longwall mining has gained the reputation as being the safest extraction method in underground coal mines. However, one of the most difficult tasks associated with longwall mining is moving the face once a panel is completed. Based on Mine Safety and Health Administration (MSHA) fatality reports since 1996, longwall face recovery operations have claimed the lives of 5 U.S. miners and have resulted in numerous injuries. Recovery operations can be hazardous because they involve moving large pieces of equipment in very confined spaces. They are also conducted in highly stressed ground conditions due to front abutment loads generated by panel extraction. Shield removal is the most hazardous operation during face recovery because miners are constantly exposed to the unpredictable gob edge. To protect the miners, one or more walking shields, cribbing and/or other supplemental roof and standing supports are typically employed as breaker line supports as each shield is removed. At the Harris No. 1 Mine in southern WV, mobile roof supports (MRS?s) have been used in lieu of traditional walking shields on 17 face moves since 1997. MRS?s are shield-like support units mounted on crawler tracks and are commonly used during room-and-pillar retreat mining operations. For longwall recovery, the two biggest advantages that MRS?s have over traditional walking shields are that they are remotely controlled and are highly maneuverable. MRS?s have contributed to safer shield recovery and shorter move times at the Harris No. 1 Mine. This paper will address both the safety and the operational issues associated with MRS usage during shield recovery. It will also discuss new developments, including the use of the inherently safer battery powered MRS?s, which have been recently certified by the Mine Safety and Health Administration.

Leading Article from "British Medical Journal," London, 4th, November, 1944.Assuming that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid, Denny, Robson, and Irwin thought that if the solubility of siliceous material retained in the lungs could be suffciently reduced the usual fibrotic response could be diminished or prevented. They discovered that aluminum powder rendered siliceous material insoluble in vitro by coating the silica particle with a thin film of gelatinous hydrated alumina, which on drying formed crystalline alpha aluminum monohydrate. The presence of this adsorbed layer on the surface of the quartz was shown by staining it with aurin. That metallic aluminum dust produced no fibrosis in the lungs was demonstrated by dust-inhalation experiments on eight rabbits. Attempts were therefore made to prevent silicosis by mixing quartz with metallic aluminum dust.Animals exposed to quartz dust developed typical silicosis in about five months, but the addition of 1 per cent. aluminum powder prevented this even after exposure had been lengthened up to 22 months, provided the aluminum powder was of a particle size below 5. This year Crombie, Blaisdell and MacPherson have reported the treatment of 34 silicotic miners by the daily inhalation of fine aluminum powder freshly ground from small aluminum pellets in a specially constructed mill. Daily treatment began with five-minute inhalations, which were gradually increased to 30 minutes. Some of the men received 300 treatments, but the majority only 200. Out of the 34 cases thus treated clinical improvement was manifested by lessening or disappearance of shortness of breath, of cough, of pain in the chest, and of fatigue. In 15 cases the condition became stationary and remained so in spite of continuous employment in silica dust throughout the treatment. The progress of the disease was assessed by means of tests for respiratory function repeated at three-monthly intervals. Obviously this treatment cannot be regarded as a cure for silicosis, since it cannot restore lung tissue which has undergone fibrotic change; but Crombie and his colleagues believe that the inhalation of finely particulate aluminum powder offers every prospect of preventing the development of human silicosis.In view of these findings, it is surprising that repeated papers by Goralewski from Germany describe various types of lung disease attributed to aluminum dust, and press for them to be scheduled under the Workmen's Compensation Act in that country. Seven hundred workers were investigated. They were making, probably by a stamping process, aluminium powder containing about four milliards of particles of dust per grain, and are reported as complaining of dry cough with pain on breathing, shortness of breath, poor appetite, and gnawing abdominal pain. The Ciénega project, now under construction by Peñoles group, is located in the mountains of northwest Durango, Mexico. The gold and silver deposits are found in a 4-km (2.5mile) long system of veins. An underground operation will be built. The planned 1 kt/ d (1100 stpd) process plant will contain a countercurrent cyanide circuit for oxide ore and a flotation circuit for sulfide ore. Considerable resources have been devoted to the development of infrastructure in the isolated location, as well as for the mitigation of environmental impacts. Startup is scheduled for the third quarter of 1994. Ciénega’s ore bodies consist of quartz veins containing gold, silver, lead and zinc values. The vein thicknesses vary from 2 to 10 m (6.5 to 33 ft) with a northwest trend and nearby vertical dip. Veins are hosted in Tertiary volcanic rocks. The district has intermittently been explored since 1971 by Penoles. After the third series of diamond drilling and direct development work on vein, Peñoles decided to begin project construction.

Of the 28 accident/injury classifications listed by the Mine Safety and Health Administration, handling materials is second only to roof falls in terms of generating the highest number of reportable accidents in active underground coal mines. Two materials-handling activities that cause numerous injuries each year are the categories of “handling supplies or material, load and unload” and “moving power cables.” Mechanization and mine worker activity training are two methods that can aid in preventing these injuries. This paper describes three mechanical methods—the mobile manipulator, the in-mine hoist, and a cable-handling system—being developed and tested at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Two of the devices are specifically designed for loading, unloading, and moving supplies and materials, and the third device is for handling trailing cables in the confined spaces of coal mines. Also described are safety solutions developed for underground coal mines geared to showing miners safe and unsafe ways of performing various materials-handling tasks.

In the past decade Australia has seen the development, construction and commissioning of three complex processing plants for the treatment of lateritic nickel ores. These have all been based on high pressure acid leaching (HPAL) for extraction of nickel and cobalt into solution, followed by solid liquid separation in a CCD circuit. However, flowsheets for separation and purification of the nickel and cobalt diverge markedly. The existing plants have been commissioned with varying degrees of success, with a variety of problems ranging from materials of construction to inadequate design. While the process problems are not insurmountable, there is much room for improvement. Currently there are several new HPAL plants at the feasibility or financing stage. All of these have adopted one of the existing flowsheets. Most of the enhancements have focused on increasing autoclave size. It is now time to assess the success and failures of the three existing plants and incorporate this experience in a design for productivity, efficiency and reliability. Towards this end, this paper discusses aspects of flowsheet optimization, materials of construction and engineering design.
