Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

New Developments in Spirals and Spiral Plant Operations Records indicate that spiral separators have been utilised in mineral separation for over 100 years. The Spiral's predecessor, the sluice, has been in use for centuries in different forms and a spiral can be thought of as a sluice wound around a column. The spiral separator is distinguished from the straight sluice, and other flowing film separators, in uniquely introducing centrifugal motion. The elegance of the spiral concept was embraced due to significantly improved separation efficiencies, ease of operation and tolerance of variation in feed conditions. Advances in spiral technology have improved the metallurgical performance, modernised the materials of construction, increased unit capacities and simplified operation. These advances have ensured that spirals continue to play a major industry role amidst other advancing and competing technologies. Recent developments in spiral and spiral plant technology include: the launch of the VHG spiral model, specifically aimed at feeds with very high levels of high-density mineral particles; the introduction of a high capacity wash water spiral model; and innovations in feed stabilisation and control. Details of these developments are presented together with the resultant operational benefits including feed stabilisation, product control and improved metallurgical performances.

An international prediction event was carried out within the framework of a 30-pile testing program organized in a sandy soil in Belgium (Limelette). That program called upon sev­eral testing methods: static load tests, Statnamic testing, and dynamic testing. This paper provides a summary of received predictions and results obtained from the static pile load tests, which were carried up to failure of the instrumented piles. The comparison between predictions is made using load-settlement curves with reference to the results of the static load tests. The predictions are based on a geotechnical approach using an extensive soil investigation program and a dynamic approach using the dynamic load test data.

Recent studies and limited tests indicate favorable results utilizing high accuracy electronic detonator technology over conventional non-electric pyrotechnic systems. This study discusses the application of this technology using the Daveytronic programmable system in an on-going production basis. The study quantifies the performance as it relates to fragmentation, excavation, vibration and productivity in an eastern U.S. aggregate mining operation. In order to insure accurate data, tight field controls were adhered to during the drilling and blasting process as they related to blast design, bench preparation, pattern layout, drilling and blasthole loading. Following the blast the excavation and crushing procedures were studied to quantify any down stream advantages due to improvements in fragmentation. This study will help provide the industry with information as to the advantages of high accuracy electronic blasting systems over conventional pyrotechnic systems and show the results of an operation utilizing electronic detonator technology through their production season.

Well planned and executed environmental management plans can reduce life-of-mine operating costs and the need to deal with major environmental issues at the time of mine closure. With proper planning during the exploration, feasibility and execution phases of a project, final closure costs can be reduced. The reduction of closure costs should be considered during exploration and initial feasibility studies and when process facilities, waste rock dumps and tailings impoundments are designed. During the mining of the resource, closure cost reduction will depend on effective and efficient environmental management plans for ongoing land clearance, segregation of mine waste materials, management of mine site water and workshop wastewaters, and the establishment of progressive rehabilitation strategies. These issues are the responsibility of planning, production, technical support and maintenance personnel at an operating site. The successful implementation of environmental plans will ensure that all impacts are reduced and that closure issues with major cost implications are addressed prior to closure of the mine.

Identification and quantification of cementitious phases in cemented paste backfill (CPB) is difficult due to the fineness of tailings and the low binder content used in the mixture. Techniques such as X-ray diffraction and thermogravimetry were ineffective (mainly due to tailing mineral interference) to identify and quantify hydration products in most works reported in the literature. On the other hand, scanning electron microscopy (SEM) was used in many cases but mainly for qualitative purposes. This paper presents the development of a new approach based on a computer program (SEM-XMAP) that combines X-ray dot mapping images acquired by SEM and generates a coloured image representing the mineralogy and the microstructure of a given CPB specimen. The technique is applied to one CPB sample mixed with blast furnace slag (BFS) and acidic sulphated mixing water sampled in a mine dewatering system. The technique allowed identifying calcic matrix, unhydrated and partially hydrated BFS particles, and sulphated phases.

By electrostatic separation, course Florida pebble phosphate, too lou-grade to find a ready market, can be upgraded to a satisfactory saleable product. Pebble running from 60 pct bone phosphate of time may be upgraded to 73 to 77 pct BPL depending on the mineralogical. structure of the pebble and the nature of the silica innpurity. High-grade concentrates from Florida pebble phosphate deposits have long been recovered by wet methods. When work was begun in the field, only the coarse pebble (generally +1 mm) was re- covered. In the 1920's a froth flotation process was developed to separate quartz from the finer phosphate fractions, but this method proved unsatisfactory for treating the intermediate fraction (—1 mm +35 mesh). Consequently various other processes were adapted, including agglomerate tabling and spiral separation of reagentized feed. Today the three processes are used—washing and screening for coarse pebble, tabling or spiraling for intermediate sizes, and flotation for —35 mesh material.

Coal mining has evolved into extensive use of continuous mining machines for development and production. This has resulted in an increase in dependence on the versatile continuous miners. The present-day continuous miners are powerful in terms of rated power but are still plagued by wear of bits which hinders development and production as the bits have to be continuously changed at regular intervals. Previous attempts to analyze bit wear has been either restricted to the theoretical approach and or laboratory testing. This paper discusses about the overall aspect of bit and drum design for different conditions. Using the laboratory model set up, numerical models and field testing, a new bit and drum design was analyzed to evaluate their performance under different conditions. The results proved that a newer bit design and drum design were successful in limiting the amount of wear as well as improving the performance of the continuous miner and production.

The project involved design, construction, and testing of hydraulic models of culverts, decant and open channel spillways which are typical drainage structures used for protecting mine waste embankments. MSHA (The Mine Safety and Health Administration, U. S. Department of Labor) made a motion picture of the tests. Tests results and products in the forms of graphs, tables and films, demonstrate the principles and factors which govern the function and performance of the three types of drainage structures.

Effective gas management in coal mines, as well as proper ventilation design, is very important for maintaining the safety of underground coal miners. Advances in numerical modeling techniques have enabled evaluations of the coal mining environment using advanced grid designs and computed gas distributions through detailed mathematical models. These models help engineers to see the unseen areas of the mine through visualization of the data and ultimately help improve worker safety. This paper summarizes the modeling efforts conducted by NIOSH in the U.S. and CSIRO in Australia to address various gas management issues encountered in longwall mines. The modeling studies involved two of the most widely used grid-based techniques, namely computational fluid dynamics (CFD) and numerical reservoir modeling. This paper discusses the application of these techniques for gob inertization and gas control for spontaneous combustion, pre-mining degasification of coalbeds, gob gas venthole design and performance evaluation in longwalls, and gas management during development mining.

There are numerous methods currently available to assess the integrity of drilled shaft and ACIP piles. Each method has its advantages and limitations. This paper will compare the various available methods as well as introduce a new method for assessing integrity of drilled shafts and ACIP piles. This new method, known as Thermal Integrity Profiling, determines the integrity of the shaft both inside and outside the reinforcing cage by measuring the hydration temperature of the concrete along the length of the shaft. These temperature measurements can be made by either passing a thermal probe through a standard Cross Hole access tube, or from embedding thermal wires within the shaft. This Thermal Integrity Profile method will be described in detail and one case history will be presented. Additional testing methods which will be compared include low strain Pile Integrity Testing and Cross Hole Sonic Logging. Advantages and limitations for each method will be discussed.

It has been known for many years that the efficiency of a water flood can be improved by lowering the water-oil mobility ratio in the system. Such a change leads to better sweep efficiency and also to more efficient oil displacement in the swept zone. Data from our laboratory water-flood tests of both small cores and long sand packs are presented which show that water mobility can be reduced and oil recovery increased by the addition of certain polymer solutions to flood water. The reduction in mobility, in many cases, is greater than would be expected from conventional viscosity measurements. These solutions, however, do not cause significant reductions in oil mobility. The over-all effect of these mobility changes is increased waterflood oil recovery. Encouraged by results of our laboratory work, we expanded our study to include pilot field tests of floods with such solutions. One such test, made in the West Cat Canyon field, Santa Barbara County, Calif., is described in detail in this paper. Three other field tests are also discussed. INTRODUCTION Oil production from most reservoirs following primary depletion and/or water flooding is often less than 50 per cent of the original oil in place. Heavy oil reservoirs seldom yield over 15 per cent of their original oil. With new reservoirs becoming harder to find, the improvement of oil recovery efficiency is one of our very important problems. We describe here some of our attempts to increase the efficiency of oil displacement by adding a water-soluble polymer, partially hydrolyzed polyacrylamide, to flood water. This technique will be termed "polymer solution flooding". The concept of using high-viscosity water to increase the efficiency of water flooding is not new. In 1944 Detling (Shell Development Co.) obtained a patent covering the use of several additives for viscous water flooding.' His objective was to improve water-oil mobility ratios by increasing the viscosity of the flood water. Other patents2-27 have been granted covering specific water-SO~LIble polymers or specific conditions of viscous water flooding. Barnes'" described his laboratory model study of the injection of a viscous water slug into a reservoir which had been partially invaded by bottom water. He concluded that, for this type of reservoir, "the cost of viscous water should not exceed a few cents per barrel for viscous water slug injection to be economically feasible" Our studies have led us to a somewhat different conclusion in a number of cases where hydrolyzed polyacrylamide solutions have been injected into reservoir models or actual reservoirs. Possible reasons for this difference are discussed in this paper. Our studies have shown that polymer solutions may lead to an increase in oil recovery over that from an ordinary water flood by (1) improving sweep efficiency, (2) improving microscopic displacement efficiency, or (3) a combination of these mechanisms. In the work of Barnes, only the benefit of improved sweep efficiency was considered. Also, our work has shown that there are marked differences in the effectiveness of different water-soluble polymers as flood water additives. Partially hydrolyzed polyacrylamide is better than many other water-soluble polymers we have tested because, even in very low concentrations, it can lead to increased oil recovery. This is an important advantage when either a dilute polymer solution is injected continuously or a relatively concentrated slug is injected followed by water. In the latter case! portions of the slug become diluted and function in the formation as very dilute solutions. As dilution takes place the effective slug size will increase which, in turn, will reduce the cost per barrel of the effective flooding medium. The reason that partially hydrolyzed polyacrylamide solutions are more efficient at low concentrations than certain other polymer solutions of equivalent viscosity (when measured in conventional viscometers) is not fully understood. We do know that the shapes and sizes of macro-molecules dissolved or suspended in liquids influence the flow properties of their solutions or suspensions. Solutions of partially hydrolyzed polyacrylamide cause greater reductions in water mobility than would be expected from conventional viscosity measurements. LABORATORY STUDIES Laboratory water floods were run in linear and radial systems with different water-soluble polymers and under varying conditions of flow. including reservoir conditions of temperature, pressure and fluid composition. Some of these runs are considered in this section. OIL DISPLACEMENT IN LINEAR MODELS In this group of runs the sweep efficiency approached 100 per cent because the linear sand packs used were as nearly uniform as possible. Results reflect primarily the micro-scopic displacement efficiencies. The laboratory models were unconsolidat-ed sand packs the lengths of which varied from about 4 in, to 40 ft. Further information on the flow models used is listed in Table 1. Using conventional procedures, water floods were run on sand packs containing either refined or crude oil at restored state. Frequently, a repeat run, similar to the first, was made as a check. Then a third run was made on the restored-state model using either polymer solution or a combination of polymer solution (slug) and water. Details of these runs are also reported in Table 1. I attended a funeral in West Monroe, Louisiana, for one of the best powder peddlers I’ve ever known. He started work in 1948 for Dixie Dynamite, a seismograph explosive distributor. His first job was as a truck driver, then magazine keeper and then sales re p re s e n t a t i v e . When Dixie Dynamite quit, he acted as an explosives sales agent for sometime before moving on to Kansas to be a sales rep for a distributor there. We called him the “ragin cajun” long before James Carville came on the national scene messing up things. While he was born in G e o rgia, he was a Cajun at heart. I don’t believe the old saying, “Build a better mousetrap and the world will beat a path to your door.” To me, the best products in the world need to be sold. Two examples of this are the Beta system for TV and the Apple Macintosh computers. Beta is the best system but VHS took over because the Beta people fell down on the selling job. Windows 98 is Macintosh ‘86 but again the engineers were not salesmen. Marion “Johnny” Johnson who was buried only about a half mile from his first magazine site proved that good selling is good citizenship. He could have sold any firstclass product, for he wouldn’t tolerate inferior items, and made a successful career of it, but he chose dynamite and the industry benefited from his talents.

Studies have been carried out on the dead roasting of a copper-iron and a copper-nickel-iron sulfide concentrate, followed by segregation roasting with coal and leaching with either curpric sulfate in aqueous acetonitrile or cupric chloride in brine solution to preferentially solubilize copper. The effect of dead roasting and segregation roasting conditions on the overall leaching of copper and the separation of copper from iron and iron and nickel is reported. An excellent separation of copper from iron and a good separation of copper from iron and nickel can be obtained provided sulfur is removed to 0.5 per cent or less during the dead roast and provided the coal addition and temperature of the segregation roast are near the minima required for the segregation of copper.

Minera PenmontÆs gold mine, La Herradura, is located at the northwestern Mexican state of Sonora and consists of an open pit mine and heap leaching facility for the recovery of gold. The production began in July 1998, and today La Herradura produces about 200 000 oz of gold per year. Standard sampling and assaying protocols were established during exploration based on heterogeneity tests. However, at deeper zones of the pit, coarse gold became evident and it was necessary to develop a new sampling protocol in order to minimise the fundamental error and improve the metallurgical accounting. This new sampling protocol requires cyanide leaching the whole pulverised sample from the blasthole, assaying pregnant solution and fire assaying 50 g of tailings. A sampling study was performed on 195 blasthole samples analysing gold under the standard and new protocols. The new protocol demonstrated that the original one underestimated gold grade by approximately 27 per cent, with impacts on ore misclassification and metallurgical accounting. According to the ore grade control system, mineral with gold grade above 0.35 g/t was sent to the leach pad and mineral with lower grade was classified as waste. Based on the sampling study, it was decided to classify a low-grade ore with gold assay between 0.20 and 0.35 g/t which was stored for future treatment under better gold prices or should mine production decrease. These two conditions were present during 2005 and 2006, when about 3.5 Mt of low-grade ore were leached.

PRESIDENT LITTLEJOHN: Before we open the discussion on the Utah mining laws, I want to bring out what I consider a slight misunderstanding on some of the things that I said this forenoon relative to our comparison of accidents. I did not mean to infer that we, as mine officials, are satisfied we have done the best we can to eliminate the accidents, when I was talking about a four-to- one comparison. I do not want any- one to get the idea in their heads that I do not think we are doing all we can. There is not any of us who can state that, even if we better these figures. It is the general understanding that these figures are based upon ratios per thousand man shifts and not upon the tonnage basis that we use. If it were based upon a tonnage basis, I think the figures would be pretty nearly reversed, for we are producing from two to four tons more per man than they do in Great Britain. The discussion will now be continued as I said this morning. There is a gentleman in the audience here that is as guilty of making these laws as I was, and I am quite sure when speaking he will confine himself to the subject of Utah Mining Laws and the prospective results. Before Mr. Monay starts with his paper, I want it understood that this discussion must be finished by 2:30 for the reason that we have still quite a lot of business before us this afternoon.

Investigations have shown interesting relationships between primary-tar and light-oil yields and chemical analyses of coals. These studies have been based largely upon results published by the Bureau of Mines in connection with its survey of the gas-, coke-, and byproduct-making properties of American coals. This paper gives the results of a similar correlation in which the range in rank and type has been extended to include nearly all classes of coal, the object being to determine relationships that are significant in predicting tar and light-oil yields from chemical analyses of coals. The yields of primary tar and light oil are important in two fields of coal utilization, namely, combustion and carbonization. It is generally recognized that the principal cause of smoke produced upon burning coal is incomplete combustion of tar and light-oil vapor released during burning. The greater the tar and light-oil yields of a coal, the greater is its potential smoke-producing property. During the present war, development of new sources of fuel oil has been emphasized, especially where the supply of petroleum products is limited. One possible source of a substitute fuel is the tar and light oil that can be obtained by low-temperature carbonization of coal. In both England and Germany large quantities of low-temperature tar and oil are being processed as a source of liquid fuels. It is obvious that primary-tar and light-oil yields are of paramount importance in the selection of coals for such use.

The optimum situation in sealing the soil with latex would be to locate the sealant at the depth where natural permeability is lowest, and to narrow distribution of the latex to a film. To ascertain how closely we were achieving these objectives it was necessary to devise a method to measure the concentration of latex in soil. A number of methods were explored and two were used in actual field tests. SBR latex tagged with c14 was prepared and used to determine the distribution of polymer in the soil. The latex was made by copolymerizing a mixture of radioactive and normal styrene with butadiene in bottles by conventional methods. Average particle size was 600 Å. Diluted aliquots had 1.40 microcuries radioactivity per gram of latex. Tagged latex was mixed with soil in a range of proportions from 0.01 to 0.25% by weight to develop a calibration curve. Analyses of soil in the laboratory and from the field were determined by comparison with this master curve. Styrene-containing polymers have a characteristic peak at 700 cm-1 but crosslinked SBR is not soluble in solvents normally used in infra-red spectroscopy, e.g., carbon disulfide. We developed a method for solubilizing the crosslinked polymer by stirring overnight at room temperature a soil sample in chloroform with t-butyl hydroperoxide and osmium tetroxide. The filtered chloroform residue was dried to constant weight, thoroughly mixed and pressed into a KBr pellet, and concentration was determined by measuring the absorption at 700 cm-1. Details are given in an Appendix.

There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.
