Utah Power and Light Company's Deer Creek Mine had been developed to a point where mine ventilation efficiency had declined to an unacceptable level. Problems identified were ventilation of inactive areas, excessive leakage, and restrictions in the return and intake air ways. Mine management implemented an intensive mine ventilation improvement program to alleviate future problems with respirable dust in the working sections and diesel equipment emissions. Program objectives included sealing of inactive areas of the mine, rehabilitation of high resistance areas, and construction of additional intake and return aircourses. Applications of computer modeling techniques are used to predict the effects of ventilation changes and improvements. Improvements are then prioritized to achieve the largest efficiency increases first. Actual real time assessment of the mine environment and ventilation changes are accomplished with a mine wide monitoring computer system. The Deer Creek ventilation improvement program has more than doubled the ventilating efficiency of the mine.

This paper presents the latest references of the Siemens VAI slab casting technology. Following the connect & cast philosophy Siemens VAI has developed technological packages suitable for installation in existing casters of any original supplier, as well as for complete new machines. A major demand on new machines is to adapt quickly to different market demands. This requirement for flexibility can be divided into two actual trends. Firstly into casting a broad range of steel grades, thicknesses and width on the same machine and secondly having installed slab, bloom and billet caster in one steel plant to deliver all different types of needs on the market. Depending on the condition of the existing machine the focus of modernization ranges from the substitution of single components featuring state-ofthe-art technology to complete caster revamping projects. In this paper concepts and references for short machine outages and fast caster ramp-ups at moderate investment costs are presented.

"Analytical Chemistry is moving rapidly towards a concept where technicians have to do no more than press a button and print the result from an instrument that is a featureless ""black box"". In this environment we must ask how much traditional ''wet chemistry"" is still required for undergraduate students.Methods that can be fully automated will become increasingly important. An example of such a method is that of the slurry nebulisation and ICP-OES analysis of precious metal concentrate. Grinding the sample and adding Triton X100 as dispersant, complete analysis time is in the order of 90 min as apposed to the traditional Carius tube method which could take as long as 24 h. For most of the elements studied, the results using ""in-house"" reference material for calibration and as samples as well were within the 95% confidence level. Elements of low concentration in the sample (As, Bi and Se) were not within that level."

[Internal-combustion engines have been used in Belgian mines for a long tine. As early as 1899, the use of these engines underground was considered, but the general policy was to prohibit such an application unless ministorial permission was granted' in special instances. At that time only gasoline engines were available, and a few of these were installed as stationary engines, although in general they were replaced later by electric or compressed-air motors. However, the number of gasoline locomotives continued to increase. Regulations governing the use of these locomotives soon were formulated and as early as 1920, when a now set of regulations was promulgated, the use of gasoline locomotives in mines could be authorized by the Provincial Inspection Department and no longer depended on obtaining a ministerial decision. Since 1931 this authorization may be given by the Chief Inspector of Mines, Director of the Mining District. Since 1920, safe practices have boon incorporated in the regulations.]

A compressor and utility station, which is believed to be one of the largest mobile units of this type ever constructed, was placed in operation at the Bureau of Mines experimental oil-shale mine near Rifle, Colo., during. 1949. This mobile unit mounts two 770-cubic-feet-per-minute air compressors, a 2,500-gallon water tank, and a 200-cubic-foot air receiver. The mobile base of the unit is a 30-ton trailer 30-feet long and 12-feet wide. Prior to the construction of this unit, compressed air was supplied to underground workings through pipe lines connecting with a stationary compressor plant on the surface. The power consumed in supplying compressed air to underground drilling crews was 0.531 kw.-hr. per ton of shale broken. Use of the mobile unit has cut this figure to 0.421 kw.-hr. per ton of shale broken and, more important, has eliminated the cost of installing and maintaining underground air and water lines.

Estimating ground-water inflows in rock deep tunnels is critical to the safety of personnel constructing the tunnel and the cost of construction. This paper presents two case studies, including the Chattahoochee and Nancy Creek tunnels, for estimating steady-state ground-water inflows into deep rock tunnels. Statistical methods were applied to packer test data obtained from exploratory borings during geotechnical site investigations, and a semiempirical procedure was used to estimate ground-water inflows. The Chattahoochee and Nancy Creek tunnels are deep rock tunnels that exhibit radial flow conditions. For the radial flow condition, a statistical analysis presented in this paper indicates that the semiempirical procedure works well; however, variations in the procedure and/or an insufficient amount of testing could lead to underestimations of the inflow quantities. Modeling using Monte Carlo simulations was observed to be an effective tool for removing data distribution irregularities and incorporating high-end permeability data to derive reasonable ground-water inflow estimates.

In this paper the direct reduction melting separation-leaching process is investigated on recovering rare earth from rare earth Bayan Obo complex iron ore (REBOCIO). The REBOCIO was reduced and melting separated to produce iron nugget and rare-earth-rich slag at 1400°C for 12 or 15 min. The RE2O3 is enriched into Ce 4.667(SiO4)O or Ca 3Ce2[(Si,P)3O4]3F, which closely depend on chemical components, especially basic. The optimal acid-leaching parameters of rare earth elements from the rare earth slag are suggested as the hydrochloric acid concentration, the ratio of solid to liquid, leaching temperature, and the leaching time are 1 mol/L, 1:14, 50 °C and 120 min, respectively. The rare earth elements leaching efficiency are more than 95%. Adding of calcium CaCO3 and sodium Na2CO3 in direct reduction process have great in fluence on leaching ef ficiency of thorium.

The control of dusts and fumes of submicron size is involved in many process industries. This paper presents in tabular form the quantitative data from a number of metallurgical operations and discusses allowable discharge in terms of effluent-weight ratio. Typical installations for recovery of stack effluents are cited. THERE are many sources of smoke, fumes, gases, and dusts that may cause undesirable contamination in an industrial area. Fumes and gases are the result of chemical action or volatilization, while dusts are produced in processes of disintegration and dispersion. Commonly, smokes are suspended particles formed by combustion or destructive distillation. Methods for controlling smoke are generally known, and great improvements have been made in equipment for removing fine dusts and fumes from gases. In most of the industrial centers of the country, the chief duty of the air-pollution abatement agency is the elimination or reduction of emissions resulting from improper combustion. Correct methods of firing, proper fuel selection, and installation of properly designed equipment may accomplish this. It is becoming more widely recognized that much of the contamination of an industrial atmosphere is caused by dusts, fumes, and gases that are not related to the process of combustion. As such emissions are usually a functional part of plant operation, they rarely can be prevented even by better design and careful operation. When dusts, fumes, and gases are an integral part of the operation, mechanical equipment must be designed to remove these emissions. Most of the dusts and fumes that should be controlled are less than 1 micron in size. Control of such small particles is largely a new and untried field in many industrial areas. However, where conditions have been critical, effective control equipment for dusts, fumes, and gases has been in operation for many years. The problem is not one of smoke abatement and requires an entirely different set of standards for effective solution. Identical standards need not be applied to all industrial areas because of differences in meteorology, physiography, plant location, plant density, and nature of stack effluents. In this paper, discussion of control of atmospheric contamination by industrial plants refers specifically to the Los Angeles area, but the method of approach is applicable to any area where similar problems are encountered. Quantities of particulate matter reported in analysis of stack effluents indicate the need for standards of emission. Many types of dusts and fumes that contribute materially to the air-pollution problem are discharged into the atmosphere at a lower rate than 0.40 grain per cu ft at standard conditions. When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

Prior to 1914, there was little demand for antimony in this country; its use was limited almost entirely to the manufacture of type and bearing metals. Practically no antimony ore was mined here, the market being supplied principally from China, and the alloy was produced by a direct mixing of lead and antimony. The great world war, with its demand for shrapnel in hitherto undreamed of quantities, precipitated a great boom in the price of antimony. Nominally quoted at 6 c. to 7 c. in 1914, the price increased by leaps and bounds to 45 c. in March, 1916. Under the stimulus of high prices many small mines were opened, for it became profitable to work ores containing as low as 20 per cent. antimony. High-grade sulfide ores (stibnite), containing 55 per cent. to 60 per cent. antimony, were received from Bolivia, China, and Alaska. Low-grade sulfide ores, running from 20 per cent. to 45 per cent., were produced in Nevada, California, Idaho, Utah, and Mexico; much of this ore was fairly rich in silver. The principal oxide ores came from Mexico and Oregon. The charge consisted of a variety of sulfide ores containing Sb 20 to 60 per cent. and SiO2 6 to 45 per cent., oxide ores containing Sb 20 to 40 per cent. and SiO2 10 to 45 per cent. Secondary materials, such as battery plates, battery mud, lead oxide, paint, etc., together with refinery skims, softener skims, and other refinery byproducts, were treated along with the antimony ore to furnish the lead required. All silver-bearing antimony ores were treated in the residue furnace, the sulfur, iron, and copper forming matte that carried part of the silver, the balance going into lead bullion. The antimony slag produced was sufficiently low in silver to warrant being smelted in the blast furnace to antimonial lead.

LARGER than continental United States but with only about one third the population, Brazil is a land of enormous potential wealth, waiting to be developed. During a recent visit to that country I saw Brazil at war and learned about some of the recent mineral developments. Many engineers and geologists have been sent to Brazil by various U. S. Government agencies to assist the Brazilian producers and co-operate with the Brazilian Government in producing needed war minerals. The Foreign Economic Administration staff of engineers has been active and through their assistance to the Brazilian producers, steadily increasing quantities of strategic minerals were provided to aid the United Nations' war effort. Mineral wealth has been found in almost every state of Brazil. Many mineral deposits have been discovered during the war period. Examples are: barite near Bahia; the tungsten and molybdenum deposits in Rio Grande do Norte; and corundum, beryl, and tungsten ores in Ceara.

Keeping development ahead of retreat mining is a problem which occurs nearly everywhere longwall mining is used in the United States. As improved equipment technology has allowed the application of longwall mining to more difficult mining conditions, and with higher retreat rates, the problem has become more critical. Many factors determine development speed, including roof and floor conditions, mining heights, seam heights, and the number of entries. In an effort to maximize the rate of development and production from development sections, U. S. Steel's Gary District has used five entry, three entry, four entry and is planning two entry development panels at its different mines. With the introduction of various types of shield supports, it is now possible to utilize longwall mining in higher coal over 3 meters (10 feet), lower coal under one meter, in difficult roof conditions, and with soft floor. Improved shearers of 300 KW (400 HP) and more make cutting heights over 3 meters (10 feet) possible, and off pan shearers and improved Gleithobel plows make cutting less than 1 meter (40 inches) seam height possible. Longwall mining under these conditions puts an added strain on the ability to develop panels as fast as they are retreated. Poor roof conditions require a substantial amount of additional roof support to ensure that roof control in the head and tall entries will not hinder longwall retreat. The additional measures of longer bolts, resin bolts, point anchor resin bolts, roof mats, roof trusses, steel or wood cross bars, and roof grouting all place an additional burden on man power, installation time, and cost on the mining cycle. Additional roof bolting on development can cut the potential mining rate in half, and any roof falls cause significant delays to mining. Timbers and cribs can restrict ventilation and require more entries. Soft floor conditions can greatly impede development through tramming difficulties with shuttle cars and roof bolters, time required for cleaning and repairing roadways, and maintenance difficulties on equipment. High coal sometimes requires rib support to be Installed during the mining cycle, further cutting the mining rate. Mining low seams requires that roof or floor be mined in the head and tail entries as well as the track or tractor roadway entry to provide clearance of the longwall equipment. Mining this rock slows down the mining rate because of the extra material being mined and the extra wear and tear on equipment. To a large degree these conditions effecting development speed cannot be controlled.

A novel method for Chemical Vapor Infiltration (CVI) using plasma technology is proposed, Plasma Enhanced CVI (PE-CVI). Due to the low rates at which CVI is currently performed, the use of plasma as a source of heat may be considered to be a faster and less expensive production method. Precursors fed in the hot region of the plasma gas are completely vaporized and forced by the same flow through a porous preform where it condenses as a new material. In this research, silica and methane where used as precursors to form SiC/on a / graphite felt (preform). To enhance the infiltration process, vacuum was used to increase the flow through the preform. Characterization of infiltrated graphite was perfontied using Scanning Electron Microscopy (SEM) and X-Ray Diffraction (XRD). A uniform distribution of Sic was observed along the felt with only twenty minutes of infiltration process, yielding a 178% increment in weight.

THIS paper gives the author's personal idea of the general viewpoint of the world's largest mica consumer, the U. S. Army, toward the supply, uses, and conservation of mica. However, to cover so broad a subject in a brief paper will require the dismissal of many phases with little or no mention. For example, it will be necessary to omit further reference to phlogopite or amber mica, even though amber block and splittings for certain spark plugs and commutator segments present some supply problems. This paper will deal entirely with muscovite, or white mica. MUSCOVITE MICA Muscovite mica is available commercially in four general forms; namely, as block mica, as splittings, as washer punch, and as scrap mica.1 No strategic importance is attached to washer punch and scrap mica, even though scrap has found some use in military construction and in electrical ceramics. The use of washer punch as such has fallen off with the non-manufacture of household electrical appliances. Some qualities of block mica are also of little or no interest, but other qualities of block mica and all splittings are considered of vital importance. Army equipment requires large amounts of muscovite mica splittings in the form of built-up mica commutator segments and coil insulation in motors and generators. Other military items using significant amounts of muscovite splittings are transformers, switchboards, and blasting apparatus. Flexible mica tape, made from bookform or loose-dusted splittings cemented to paper, linen, glass cloth, and other backing, is widely used in coil insulation in heavy electrical equipment and in aircraft generators. All muscovite mica splittings come from India, principally because of the enormous amount of hand labor required in their preparation. In this emergency, the need for them was anticipated and large industry and government stocks were on hand, while shipments have continued to come by sea in spite of wartime hazards. With the possible exception of certain bookform splittings, no trouble is anticipated in supply. Accordingly, the remainder of this paper is devoted to block (or sheet) muscovite mica, including condenser film that is split from block. THE MICA PROBLEM Block muscovite mica is commercially classified into the following general qualities, beginning with the best quality: I. Clear and Slightly Stained (C & SS). 2. Fair Stained (FS). 3. Good Stained (GS). 4. Stained (S). 5. Heavy Stained (HS). 6. Black Spotted. The most generally accepted equilibrium diagram for A1-Fe alloys has a eutectic system on the aluminum side with an essentially insoluble constituent of the formula, FeAl,, as the second phase. In 1938, Bradley and Taylor1 did report a phase change of FeAl,, but this change has never been confirmed. According to them, FeA1, is the stable phase only at higher temperatures; at lower temperatures, it is converted into Fe2Al7 and aluminum. It has now been found that there is, in fact, a phase change of the Al-Fe constituent on the aluminum side of the equilibrium diagram. This change, however, is not the one reported by Bradley and Taylor. The alloys used were cast by continuous processes and had these analyses: Fe - 1.98 to 2.02 pct, Cu-0.01 pct, Si - 0.01 pct, Mn - 0.01 pct, Mg - 0.00 pct, Zn - 0.00 to 0.01 pct, Cr - 0.00 pet, Ti - 0.00 to 0.04 pct. The constituent in these alloys was identified by X-ray analysis with a Guinier camera and by chemical and X-ray powder diffraction analyses. Two procedures were used to separate constituent for the last two analyses. In one procedure, it was separated by treating a sample with a solution of methanol saturated with iodine. And in the other procedure, it was separated by first applying, at 12 amp per sq ft in 15 pct sulfuric acid at 70°F, an oxide coating to a sample, and then dissolving this coating in a solution of 35 ml of 85 pct H3PO4 and 20 g of CrO3 per liter. Several observations directed attention to a phase change of the A1-Fe constituent. Differences that appeared too great to be accounted for by micro-structure alone were found in the voltages required to apply the same thickness of an oxide coating to products from rapidly and slowly chilled ingot. Even more striking was the difference in appearance of the coatings themselves. One applied to a product from a rapidly chilled ingot was dark gray in appearance, in fact, almost black, while one applied to a product from a slowly chilled ingot was essentially white. Also, even a short period of thermal treatment at an elevated temperature of products from rapidly chilled ingot led to the same anodizing behavior as that of products from slowly chilled in-

The Bureau of Mines conducted a laboratory investigation of a sinter-leach method to recover aluminum and fluorine from waste carbon potlining residues from secondary cryolite recovery operations in aluminum reduction plants. After removal of carbon by burning, the residue was sintered at 900° to 1,100° C with silica and N2CO3, then crushed and leached with dilute NaOH solution, dilute Na2C03 solution, water, or water containing residual Na2O which remained in the sinter after reaction and decomposition of Na2CO3. Over 90 percent of the contained aluminum and up to 87 percent of the contained fluorine were extracted from this waste product in the form of a mixed alkaline solution. Treatment of the alkaline solution with CO2 yielded a white precipitate containing 89 percent of the original aluminum and 61 percent of the original fluorine as a mixture of synthetic cryolite and alumina, together with a variable excess of soda.

[Health and safety hazards from contamination of the atmosphere in places frequented by persons depend to a considerable extent on whether the contaminating agent possesses sense-perceptive properties which will give warning of its presence before it '.an create harmful conditions. If a distinct and easily recognized warning is given in advance of harmful conditions, hazards ace mitigated, but if warning properties are inadequate or absent, the hazards are augmented. When evaluating the hazard presented by a potentially harmful substance used under conditions of possible escape into the air of places frequented by persons, it is therefore necessary to consider the warning properties of the substance along with ether pertinent information such as toxicity, inflammability, physical properties, and mode of use. If the contaminating agent inherently lacks warning; properties it may be possible to impart them by adding to the hazardous substance a small quantity of a relatively harmless substance which has a high warning intensity.]

1. A total of 14,413 mining operations reported employment to the Mine Safety and Health Administration (MSHA). Nearly half (48.9%) were sand and gravel operations, followed by stone (28.5%), coal (14.7%), nonmetal (5.7%), and metal mines (2.1%). 2. Eighty-four (84) work-related mine fatalities occurred in 2000 compared to 90 the year before. •The mine fatality rate was 29.8 per 100,000 full-time equivalent workers compared to a fatality rate of4.6 per 100,000 employees for all private industry. •Thirty-one percent (31%) of the fatalities occurred in underground work areas, which account for only17% of total employment. •Although the largest number of fatalities (28) occurred among miners who work for coal operators, coal contractor employees had the highest fatality rate (61.1 per 100,000 full-time equivalent workers). 4.There were 10,839 nonfatal lost-time injuries reported to MSHA, occurring at a rate of 3.8 injuries per 100full-time equivalent workers, and resulting in a total of 417,918 lost workdays.2 •Among all employees,3 the highest injury rate occurred among coal operator employees (5.6 nonfatal injuries per 100 full-time equivalent workers). •The highest percentage (34.7%) of nonfatal lost-time injuries were due to handling materials (e.g., over-exertion in lifting, pulling, or pushing objects), which also accounted for the greatest percentage of lost workdays (29.3%). •Among the most frequently occurring injuries, the most severe (as measured by the median number of days lost) were associated with accidents involving falls of ground, the use of powered haulage, and slips or falls. •The most frequently reported part of the body injured was the back (22.9% of all injuries). Back injuries accounted for the highest percentage of lost workdays (21.6%). 5.Seven hundred sixty-seven (767) cases of occupational illness were reported to MSHA. •The most frequently reported illness was repetitive trauma, resulting in joint, tendon, or muscle inflammation or irritation (37.3%). •There were 155 (20.2%) illnesses reported as hearing loss. The majority (68.4%) of hearing loss cases occurred among surface workers. •Coal workers' pneumoconiosis accounted for 14.5% of reported illnesses.
