It is the mother lode, for this Basin is currently supplying 25 percent of the coal produced in the US annually. This paper updates what has happened in the Basin since 1993 in terms of increased production, higher productivity, changes in mine ownership, safety statistics, new equipment, latest coal technologies, and electrical deregulation ramifications.

A tube bundle system (TBS) is a mechanical system for continuously drawing gas samples through tubes from multiple monitoring points located in an underground coal mine. The gas samples are drawn via vacuum pump to the surface and are typically analyzed for oxygen, methane, carbon dioxide and carbon monoxide. Results of the gas analyses are displayed and recorded for further analysis. Trends in the composition of the mine atmosphere, such as increasing methane or carbon monoxide concentration, can be detected early, permitting rapid intervention that prevents problems, such as a potentially explosive atmosphere behind seals, fie or spontaneous combustion. TBS is a well-developed technology and has been used in coal mines around the world for more than 50 years. most longwall coal mines in australia deploy a TBS, usually with 30 to 40 monitoring points as part of their atmospheric monitoring. The primary uses of a TBS are detecting spontaneous combustion and maintaining sealed areas inert. The TBS might also provide mine atmosphere gas composition data after a catastrophe occurs in an underground mine, if the sampling tubes are not damaged. TBSs are not an alternative to statutory gas and ventilation airflowmonitoring by electronic sensors or people; rather, they are an option to consider in an overall mine atmosphere monitoring strategy. This paper describes the hardware, software and operation of a TBS and presents one example of typical data from a longwall coal mine.

"The coal reserves of the Crow's Nest Basin in British Columbia have been known since the late 1860's. The 51.0-million-long-ton (over 15 years) sale of low-volatile coking coal to Japanese steel mills, as finalized in 1968, establishes the importance of these coal reserves in the world markets.In the early stages of the exploration program, which began in January, 1967, emphasis was placed on deter-mining the reserve of underground low-pitch coal within the No. 10 or Balmer seam of the Kootenay coal forma-tion. The finding of low-cover reserves in excess of 100,000,000 tons altered the initially planned underground program. Extensive tests were performed, establishing the excellent coking characteristics of the open-cast Balmer coal. Due recognition was given to the ultimate reclamation costs of mined lands and associated spoil areas.t was determined that, to achieve the costs desired, a high productivity was necessary, requiring large mining equipment. Operating criteria were set out, based on producing 4.2 million tons of clean coal per year. To optimize recovery, the preparation plant feed size was fixed at Yi in. x 0. The initial basic design capacity of the plant was 1,000 tph. The washing plant is composed essentially of four separate cleaning sections: a dedusting section; a multi-stage heavy media cyclone section; water cyclones; and flotation cells. Subsequent to the basic program, additional sales were made of 6.0 million long tons over the initial three-year period and the plant capacity was raised to 1,400 tph through the addition of a 400-tph coarse-coal treatment section. All wet coal products from the fine coal plant will be dried in a 70-tph (water) heat dryer. A unit-train concept of coal transportation between the mine site and the Westward Terminals at Roberts Bank has been negotiated with the Canadian Pacific Railroad. Facilities at the port will include a 4,000-tph rotary car bumper, 400,000-ton clean-coal stockpiles, and a bucket reclaiming system having a total ship-loading capacity of 6,000 tph."

Because of the importance of oil-shale reserves the Bureau or Mines resumed research investigations in this field beginning in 1944. The Bureau early decided to build a Large-scale demonstration plant to accomplish the dual purpose of obtaining design data and to produce crude shale oil for refining studies. Two 40-ton-Capacity batch N-T-U (Nevada-Texas-Utah) retorts were completed for this purpose in 1947. After a preliminary operation, the plant was used to investigate process variables of air rate, recycle gas rate, and shale particle size and crude. Correlations obtained from these variables are presented in this report. Researchers concluded that recycle gas was not necessary for efficient operation of the process. Short comings of the batch method of processing the oil shale are pointed out in the report. Several periods of prolonged production operations were carried out. During these periods, the retorts were operated to produce as much crude oil per day as possible. The lifetime operation of the N-T-U retorts was divides into three periods, namely, preliminary operation, process variable study, and production operation. During the preliminary operation, 187 runs were made with a total of 7,596 tons of raw shale used to produce 3,688 barrels of crude shale oil. During the process variable study, 179 runs were made with a consumption of 7,494 tons of raw shale and a production of 4,218 barrels of crude shale oil. The production operation consisted of 554 runs in which 22,457 tons of raw shale was used to produce 12,359 barrels of crude shale ail. The overall total for the lifetime operation of the retorts consisted of 920 runs with a total consumption of 37,547 tons of raw shale and a production if 20,265 barrels of crude shale oil.

"The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety arc directly connected with mine atmospheric environments their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions arc also an indication of the remarkable professional progress being made in the field of mine ventilation.Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952.The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) arc the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history.It is worthwhile to ask, ""How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?"" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and. in some cases, what constitutes good ventilation practice."

"The Teck Highland Valley copper (THVC) mine is located approximately 55 km (34 miles) southwest of Kamloops and approximately 20 km (12 miles) west of Logan Lake, BC, Canada (Fig. 1). Mining at THVC is conducted at three openpit operations comprised of Valley, Lornex and Highmont with a total annual output on the order of 300 kt (330,000 st) copper concentrate and 5 kt (5,500 st) of molybdenum concentrate. The Phase 8 pushback in the Valley Pit (Fig. 2) was mined from 2011 to 2016. Successful slope steepening occurred in the later stage of the pushback with the implementation of presplit blasting in 2015 and 2016.This article summarizes the investigation and design approach including: structural analysis, kinematic assessments of bench breakback potential, development of discrete fracture networks (DFNs) to characterize discontinuity fabric, rockfall modelling, 2D anisotropic limit equilibrium and 2D distinct element modelling, assessment of potential kinematic failure modes affecting double benches with 3D distinct element modelling and improved blasting techniques using e-dets. THVC is currently undertaking a mine life expansion involving the pushback of the west wall of the Valley Pit above Phase 8 to extend the mine life to 2029. Engineering geologyThe east wall slope in the Valley Pit is comprised of a 350-m (1,148-ft) thick sequence of glacial valley sediments that occur along the Highland Valley (Fig. 2), exposing an overburden slope up to about 225-m (740-ft) high below the crest of the ultimate east wall. The glacial overburden units consist of pro-glacial outwash and glaciofluvial deposits, glacial outwash sands and gravels interbedded with till and alluvial fans consisting of cross-bedded sands and sandy-gravels. Lacustrine sediments occur within the mid to lower portion of the glacial sequence and contain intervals of low-shear-strength clays and silts. Two large (1.3 and 7 Mt or 1.4 and 7.7 million st) waste rock buttresses were required to maintain slope stability using slot-cut and fill mining methods, as described in Fortin et al. (2011).The Valley porphyry deposit occurs in the central portion of the late Upper Triassic Guichon Creek Batholith, which intrudes assemblages of the Permian Cache Creek and Upper Triassic Nicola groups. The Valley deposit occurs in an area of intense fracturing near the intersection of the northerly trending Lornex Fault and the northwest to westerly trending Highland Valley Fault."

Glencore Technology (GT) has over four decades experience supplying stainless steel cathode plates (“cathode plates”) to the electro-refining and electro-winning industry. Cathode plates are typically the single biggest capital investment in a refinery. Refineries may view cathode plates as fixed asset or consumables depending on their operational characteristics. This paper examines the issue of cathode plate life and the strategies and philosophies used by different plants in the management of their cathode plate asset. Some plants operate with their original plates after more than 20 years. Others accept high turnover and regular maintenance as normal operating practice. Reference data are provided on plate life for various operating plants including benchmark plants achieving best-practice plate life and operating cost. The role of the electrode handling equipment on cathode plate longevity is also examined, including latest developments in Cathode Stripping Machine, robotic copper stripping, and full-automation production cranes. The ability to identify and manage the population of plates in service is also critical for maximising plate life and minimising its overall operating cost. This paper discusses a novel and unique RFID system for tracking and managing cathode plate inventory. INTRODUCTION Permanent cathode plates The adoption of permanent stainless steel cathode electrodes in the electro-refining of copper was the most significant process development since the first commercial electro-refineries were built in the late 19th century. It provided significant improvement over the labour intensive and complicated starter sheet system. Copper grows over the permanent cathode blade for a number of days before being stripped, and the permanent cathode can be returned straight back to cells for the next cathode cycle. Glencore Technology (formerly Mount Isa Mines (MIM), then Xstrata Technology) has been manufacturing permanent stainless steel cathode plates from the late 1970s with the birth of ISA PROCESS™, and the Kidd process that came one decade later. Invented and commercialised by Mount Isa Mines, the ISA PROCESS™ was first implemented into Copper Refineries Limited (CRL), Townsville, in 1978. The KIDD PROCESS by Falconbridge evolved in the 1980s and was first implemented into the Kidd Creek Tankhouse, both operations converting from traditional copper starter sheets.

"INTRODUCTION Much of the recent progress in increasing the efficiency of oil-well performance can be attributed to advancements in the art of cleaning wells. Through research and development by operators and service companies during the past decade, significant improvements in the application of engineering and chemical principles to well-cleaning technology have widened greatly the scope of ""clean-out"" methods to the end that greater ultimate recovery of oil will be attained.This report reviews recent improvements and developments on this important problem in California; it describes also the use of various methods and tools for cleaning wells to stimulate or revive their productivity. Developments in preventing and removing mud sheaths in well-completion operations also are described. The report is based on a field survey, supplemented by data from the technical and patent literature and from manufacturers' catalogs, which contain much valuable information.In preparing the material for publication as a Bureau of Mines report, the author has been fully aware of certain limiting conditions that attend the discussion of a subject such as that treated in this report. The following are examples:1. To a considerable extent, well cleaning in California is done with tools rented from service companies, and their representatives and employees are specialists in jobs of this type. They usually have working experience with their own equipment and methods which greatly exceeds that of persons whose interest has been casual or who have had no opportunity to study the subject in detail in actual practice. Many of the tools and methods are covered by letters patent for the protection that may be in developing and successfully applying these mechanical and chemical means of increasing the production of wells. Frequently several years have been required to perfect a given tool or technique, requiring relatively large investments to establish a service that is remunerative to those who have primary interest in a certain development and at the same time attractive enough to the operators of producing properties (because of greater quantities of oil delivered into the flow tanks) to warrant employment of or contractual agreements with a particular service group."

This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

Spent Pot Lining (SPL) is an unavoidable waste product of the electrolytic process in the smelting of aluminium. SPL is considered to be a hazardous waste in various countries because it contains significant quantities of absorbed fluorides along with traces of cyanide. In 1995, Portland Aluminium undertook the investment of AUD$26,400,000 to construct a Research and Development processing facility at Portland, Victoria, Australia, to treat SPL. Extensive research, development and design were carried out over 5 years prior to the investment decision. This study led Portland Aluminium to install an Ausmelt pyrometallurgical furnace to combust and melt the SPL producing a hydrogen fluoride (HF) laden gas, which was cooled and then converted to aluminium fluoride (AlF3). Both the cooling and AIF3 manufacture were processes developed by Portland Aluminium. Many commissioning, equipment reliability and process problems have been encountered that had not been experienced in the trials at Ausmelt or in the developmental process for the treatment of the furnace offgases to form AlF3. Designs based on anticipated process expectations have had to be re-engineered by the SPL team to ensure plant and operational success. In June 2001, the installation of the final major component - a slag granulation process - was completed. This has produced a vitrified (glassy) slag that is expected to have leachability qualities acceptable to the Victorian Environment Protection Authority (EPA) to allow commercial end uses of the slag material to be developed. Today (September 2001), the smelter has successfully used the fluoride product, namely 65- 70% AIF3, in aluminium production and the SPL plant has significantly increased throughput with expectations to be at annual design rates of 12,000 tonne of SPL in early 2002. "The Alcoa Portland SPL Process" has been technically developed and is a proven process for the treatment and recovery of valuable components from SPL materials.

Hydrogen (H2) gas released during battery charging can result in cross-interference for carbon monoxide (CO) sensors used for early fire detection and compromise the integrity of the mine atmospheric monitoring system (AMS). In this study, a series of laboratory-scale and full-scale experiments were conducted to evaluate the responses of different CO sensors to H2 gas. In the laboratory-scale experiments, constant H2 concentrations in the airflow, from 100 to 500 ppm, pass through sensors. While in the full-scale experiments, increasing H2 concentrations generated as a byproduct from charging the batteries at the battery charging station rise to the sensors under different ventilation scenarios. The H2 concentrations at the CO sensor location were measured using H2 sensors and were correlated with the CO sensor response. The effects of ventilation and sensor location on the CO sensors responses were also analyzed. The results of this study can help mining companies to select appropriate CO sensors and improve the deployment of these sensors to ensure the safeguard of underground miners.

The fundamentals of dissolving silver and silver minerals are discussed in the following sections: 1) Basic chemical reactions in the silver system 2) Leaching of pure silver minerals 3) Leaching of silver-bearing ores 4) Description of processes The basic chemical reactions of silver are an important guide to the mineral processor or the extractive metallurgist, particularly for systems in which complex formations are balanced against solubilities. The competition of other cations for free ligands can shift the equilibrium to the detriment of silver. Solubilities of pure silver minerals in specific solvents may not be a good indication of the solubility of silver minerals in ores. The abundance of silver minerals which usually appear in a typical ore precludes the selection of a single method that would result in the best extraction of silver from all minerals in the ore. Frequently, the recovery of silver from host minerals requires a destructive pretreatment such as intensive leaching, oxidation with or without elevated temperature and oxygen pressure, or roasting. The transformation of the host or the silver minerals does not always result in a leachable species? and this requires additional treatment before the precious metal can be recovered.

NMR360 is developing a suite of chloride-based metals extraction processes, with the first commercial operation scheduled for commissioning late in 2018. It is critical, therefore, that with the introduction of any new technology, that the circuits do not suffer from mechanical failures which will compromise the operation. Although chloride leaching is at atmospheric pressure and relatively low temperature, the main challenge is preventing corrosion, since the high proton activity makes even a small amount of acid behaves as though it were concentrated. An additional challenge in concentrated chloride circuits is the potential for solids precipitation. In this context, therefore, correct valve selection is crucial, and NMR360 has partnered with CGIS to ensure that the Severe Service Valves (SSVs) needed will perform over and above the definitions of the Manufacturers Standardization Society (MSS) of the Valve and Fittings Industry. This paper outlines what the minimum requirements are for SSVs in chloride leaching applications, drawing on five decades of industry experience from one of Canada’s leading valve experts.

Exiting WW2 (mid-1940s), the potential of nitrates (ammonium nitrate, calcium nitrate, sodium nitrate) and hydrogen peroxide for application as a commercial explosives for mining, construction, and other industrial purposes both became known. The technology stream advanced the development and uptake of nitrate based explosives to the point that they are the current global standard for blasting. Today, environmental issues are shaping the strategic agenda across various industries. Most global mineral resource, construction houses, and explosive manufacturers have publicly announced ESG carbon reduction commitments in support of COP26 Net Zero 2050. The mid-2010s saw a renewed interest in hydrogen peroxide explosives to eliminate NOx fume. Carbon reduction initiatives in the early 2020s provided additional impetus to investigate hydrogen peroxide based explosives for industrial use. Hypex Bio has recently pioneered the formulation, manufacture, and end-use delivery of a Hydrogen Peroxide Emulsion (HPE) on an industrial scale. The HPE is composed primarily of hydrogen peroxide (H2O2) plus a lesser amount of fuel and emulsifier phase. The base HPE is produced in a low energy intensity modular plant using industry proven mixing techniques. The base HPE is a white, highly viscous emulsion that is similar in consistency to base nitrate emulsions. To enable end blasting use, a mobile charging unit gases the base HPE to a detonable density. The HPE is compatible with current priming and initiation systems. Hydrogen peroxide explosives offer a significant reduction in total carbon emission as compared to nitrate based explosives. The production of ammonium nitrate (AN) emulsion is energy-intensive and not carbon neutral. Based on the EU Average and for the oxidizer phase only, 1 kg [2.2 lb] of AN emulsion emits 2.3 kg [5.1 lb] of CO2 as compared to the production of hydrogen peroxide emulsion that results in 0.23 kg [0.5 lb] of CO2. This is a difference of 90%. HPE contains no nitrates and does not generate post blast nitrous oxides (NOx). HPE generates no aqueous nitrate or ammonia pollution and is a solution to meeting increasingly regulated mine site water discharge limits. Hypex Bio recently conducted a successful underground HPE evaluation with a major mining company in Sweden. HPE blast designs were the same as those done with nitrate based emulsions. Rock breakage, advance, muck displacement, and excavator performance were equivalent. Ventilation and re-entry times were reduced. The mining company has expressed further interest in assessing HPE and is demonstrating industrial leadership by exploring this transformative explosive technology

The risk assessment project examines the likelihood of inorganic contaminants from copper dump-leaching operations to contaminate domestic water supplies. The project examines contaminant transport by modeling contaminant movement from the base of a leach pile through the unsaturated zone and into the saturated zone. The modeling effort is unique in that it models infiltration, contaminant transport in the unsaturated and saturated zone combined with geochemical modeling of the unsaturated zone. The project incorporates probability theory to reflect the uncertainty of hydrogeologic parameters.

"Challenges have emerged as subway systems age and as new tunnels are bored in congested corridors or in high-risk environments. To help public transportation agencies address tunneling challenges, the American Public Transportation Association has convened numerous independent industry peer reviews composed of top experts in their fields to come together and provide recommendations and solutions. This paper provides case histories of peer reviews that include topics such as boring through toxic soils, boring underneath existing tunnels, retrofit of tunnel ventilation systems, and mitigation of water intrusion. Peer reviews are applicable to all tunnel projects worldwide. The paper will highlight the conditions of these challenges, peer review recommendations, steps taken to reach agreement, and the successes that resulted, which led to major changes, new legislation and reduction of risk. INTRODUCTION Public transit agencies face many challenges in maintaining and expanding safe transit operations, especially as systems age, ridership expands, and budgets remain flat. The development of new industry standards and federal safety regulations places further demands on transit systems, with compliance often taxing in-house resources. Studies of the state-of-good-repair across US public transit systems indicate a current backlog of $84 billion in maintenance projects, which will require an investment of $18.2 billion per year to eliminate the backlog by 2030[1]. Systems not in a state-of-good-repair may not operate efficiently, may not be available to meet the growing ridership demands, and may not meet required safety goals or reduction of risk. Innovation is another clear need transit agencies have for improving system performance and lowering operating costs.To meet these challenges, transit agencies often turn to industry peer reviews for guidance and recommendations as part of their overall strategy to maintain and grow the safe operation of their systems. As a service to its members, the American Public Transportation System (APTA) has developed an industry peer review program designed to give agencies opportunities to learn from each other and help them address challenges in operations, engineering design, and construction of their systems. Over the past 20 years, APTA has performed hundreds of peer reviews covering all aspects of transit system operations from fare collection to agency organization, project delivery methods to safety culture, and engineering design including tunneling and tunnel fire ventilation. As rail transit systems expand to meet increased ridership, it is often necessary to bore new tunnels for alignments in congested areas where surface rights-of-way are lacking. Such proposed alignments can pose significant challenges for transit agencies, as they contend with various tunneling problems."

"The author will review the early history of shaft sinking as well as focus on the improvements made in shaft design and construction over the last fifty years (1970 to 2019) to predict how shaft sinking will change over the next fifty years and describe what the shaft sinking world might look like in 2070. INTRODUCTION It is a great honour to be one of your keynote speakers for the Fourth International Conference on Shaft Design and Construction being held in Toronto in November 2019. This is one of the opportunities we have to thank the Mining Companies of the world as well as the industries and companies we serve for their support of the mining contracting and shaft sinking business of Canada and the world at large. Many of these companies are represented here today. Without your support many of the innovations we will talk about today would not be possible. We would also like to thank all the companies that work with us in our business including all the contractors and suppliers who provide the various services we require. These include equipment manufacturers, engineering companies, project management companies and suppliers large and small who cater to our every need as quickly as possible. Without all these partners we would not be as good as we are. Many of these companies are our sponsors this week. Thank you from all of us! This is also an appropriate time to pause and think about those Shaft Sinkers we have lost and those who have been injured on our projects around the world. Please bow your head and remember the Shaft Sinkers you have worked with, who did not return home or those who returned home injured. Think about how we can continue the work of making shafts safer every day as we go forward with our projects so everyone goes home to their families safe and sound. Pause for a minute and thank you. The subject matter we have chosen to discuss today is “Shaft Sinking in the Next Five Decades”. How will the work be done, how fast will it be done, what will it cost, and why we think this may occur? It is appropriate to consider this over the next few days with this auspicious group we have assembled. Today, we will look back at all the advances that have been made over the last many years and look ahead to the future to attempt to predict what shaft sinking will look like in 2070. When I look around the room I recognize that many of us will not be around then so we need not worry about being wrong. Increases in productivity and improvements in mining occupational safety and health are intrinsically linked. Over the past years, the German Hard Coal Mining Industry has been able to accomplish both: an increase in coal production and, at the same time, a significantly reduction of accidents. This success has been achieved by advances in technology, better organization and investment in people. Since 1990 productivity has more than doubled, while the total number of accidents has been reduced by more than 90%. Further development started initially with the mechanisation of the winning and drivage technology. Innovative technology and standardisation of the mining equipment were one reason for the increase in productivity and reduction of the accident rate. Therefore this technical development was not only one important pillar of the TOM model explicated later but also the requirement for the successful development of the other pillars. In addition to further developing this innovative technology it was possible to realise procedural and organisational improvements. As a result, the above achievement is based on implementing the three pillars of the so-called "TOM" model (technology, organization, ?Mensch? = human). To increase safety, improve performance, raise awareness and change of employees? attitude, the following technical and organizational requirements have been introduced: ??New innovative technology and procedures, standardized techniques and better equipment. ??Measures to revise or redefine the organizational structure, processes and systems of work, which were then integrated into the company policy and procedures as a company management tool. ??Personnel measures (investment in people). These include, improving motivation and behaviour, training, communication to raise and to change awareness of safety issues. Success in Occupational Health and Safety is not an automatic or self-regulating process. It needs hard work to make improvements and it must be treated as a recurring cyclic process. As a result of the above, occupational health and safety has become a natural part of daily work in the German Hard Coal Mining Industry. This could only be achieved by the unconditional "commitment" of all managers and employees to the issues, coupled with discipline and responsible action. Further improvements towards the ultimate aim of "zero" accidents are only possible by mutual involvement in implementing the ?TOM? (technology, organization and ?Mensch? human) model.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to mineral industries' mines, quarries, and plants that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove that efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.
