Flotation of chalcopyrite from a low grade ore was studied by using different xanthates and dixanthogens as collectors and by conditioning the flotation pulp with oxidizing gaseous systems. The improvement in the recovery of chalcopyrite with the oxidizing systems was mainly due to the auto-activation of chalcopyrite, leading to the enhanced adsorption of xanthates and dixanthogens even when the latter were formed by oxidation of the xanthates. With air or oxygen as oxidizing system, the amount of ethyl xanthate required at pH 8.5 was much less than normally employed in the industry, the recovery being 97-99% of chalcopyrite with a concentrate of 24% copper. With isopropyl and isoamyl xanthates, the recovery was improved but the grade was lowered. By conditioning the pulp with air-CO2 or oxygen-CO2 mixture, the recovery was lowered with ethyl xanthate only, mainly due to the depressant action of bicarbonate formed. Flotation with dixanthogens gave cleaner concentrates of chalcopyrite. because iron pyrite did not float with these collectors. Of the dixanthogens tried, diisopropyl dixanthogen gave the highest recovery, 99% chalcopyrite with a concentrate containing 28.5 to 30% copper, when the pulp at pH 8.5 was condi-tioned with air. Isopropyl dixanthogen was found to be the best collector of all the xanthates and dixanthogens studied. It was found that the adsorbed ethyl, isopropyl and isoamyl xanthates at chalcopyrite surface, activated by cupric sulfate, and at iron pyrite surface were oxidized to the corresponding dixanthogens to different degrees in presence of air, oxygen, air-carbon dioxide mixture and oxygen-carbon dioxide mixture.' The dixanthogen formed at chalcopyrite surface was, however, firmly adsorbed while that at iron pyrite surface was easily desorbed. Since dixanthogens formed have greater hydrophobicity than the corresponding xanthates, as revealed by contact angles,1,2 the former were expected to improve the flotation results. It was, therefore, thought desirable to find out the effect of air, oxygen, air-carbon dioxide mixture and oxygen-carbon dioxide mixture on the selective flotation of chalcopyrite when individual xanthates were used as collectors. The effect of direct use of dixanthogens as collectors on the selective flotation of chalcopyrite was also investigated. For these studies, low grade chalcopyrite ore, received from the Indian Copper Corp., Ltd. (I.C.C.), Ghatsila, Bihar, was employed. At the milling plant of the I.C.C., chalcopyrite is floated at a pH of 8.5, employing ethyl xanthate as collector. EXPERIMENTAL Materials Employed: XANTHATES - Ethyl, isopropyl and isoamyl xanthates of potassium were prepared in a pure state by the methods described earlier.4 A 0.03% aqueous solution of a xanthate was freshly prepared in air-free distilled water for flotation studies. DIXANTHOGENS - Diethyl, diisopropyl and diisoamyl dixanthogens were prepared by the oxidation of xanthates by iodine and purified by extraction with petroleum ether. A 0.03% alcoholic solution of dixanthogen was used as a collector. FROTHER - A 0.2% solution of pine oil in ethyl alcohol was employed. SODIUM CARBONATE - A 0.4 N solution was used. ORE - The composition of the -100 +200-mesh size (Tyler standard) powdered ore, as determined by standard methods of analysis, was: copper 1.57%, iron 10.29%, sulfur 3.15% and acid insolubles 66.10%. Iron present as chalcopyrite (CuFeS2) was 1.38%, while that present as iron pyrite (FeS,) was 1.37%. Both chalcopyrite and iron pyrite were found to be liberated from the gangue minerals and from each other, as observed under a microscope. Flotation of Chalcopyrite with Xanthates in Presence of Different Gaseous Systems: Fifteen grams of -100 + 200-mesh size ore were shaken well with 100 ml of distilled water. The pH of the pulp was adjusted to 8.5 by the addition of sodium carbonate solution. FoR reasons well known to mining engineers, wet grinding is quite universal in plants having to do with the extraction of metallic values from crude ores. In the processing of the nonmetallic and industrial minerals, dry grinding is the more common method. The crude materials usually contain less moisture than is required for wet grinding and the products usually are marketed in dry form; most of them as powders. To grind wet, therefore, would entail the addition of water and an expense for drying the product, which is not justified. Furthermore, the material would be a dried cake that would still have to be pulverized or disintegrated before use. For producing fine products, air separators have largely replaced the earlier practice of sizing with screens and bolting reels. Mills in which the air-separating feature is an integral part of the design are now commonplace. Mill designs are many and air systems have developed along various lines, but for the purpose of this discussion, only the fundamental idea need be emphasized— the idea of using air for sizing and removing pulverized material from a grinding mill. About 20 years ago, when the use of mills equipped with air separation had become common practice, heated air or gas was introduced to such a system for the removal of moisture. The purpose of this discussion is to outline the developments and trends that have followed this experiment. It is an important development, for mills equipped with air separation are now universally used for pulverizing not only nonmetallic and industrial minerals, but a great variety of other materials. All such mills are essentially the same. Dried material is pulverized, removed by an air stream, trapped in a cyclone collector, and relatively clean air from the cyclone is returned through a fan to the mill. There is no theoretical need for a vent from the system. The practical need is to vent the air that leaks into the system; and, since the cyclone is not 100 per cent efficient as a dust collector, this vented air carries some dust with it. The initial attempt at drying was made on a system like that described, by the addition of a furnace. The minus pressure within the mill draws hot gas from the furnace. Infiltration air, along with the drying gases and evaporated moisture, is vented as before. The first application was made to a mill used for pulverizing coal. The coal contained very little moisture, so very little drying effect was needed for the success of this experiment. Actually, some calculated efficiencies of over 100 per cent were obtained before due allowance was made for the conversion of mill power into useful heat. When moisture is low, the heat obtained from the conversion of milt power is an appreciable part of that required. The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world. The occurrence of acid mine Drainage (AMD) with coal mining has been well documented. (1) Less documentation is available of its association with other types of mining, e.g., copper, gold, zinc, and sulfur. Yet there are many locations in the western states where acid mine drainage is as great a pollution problem as in Appalachia and in some cases, because of the high copper, zinc, and arsenic concentrations, they present an even more difficult problem. Until a few years ago, it was generally believed that the neutralization of acid mine drainage was uneconomical thus, AMD was allowed to discharge freely into our streams. However, the demand for good water finally dictated that the mining industry be included under pollution laws. In 1964 the Commonwealth of Pennsylvania passed a law requiring that all active mine discharges meet a discharge standard of pH 6-9, iron less than 7 mg/1, and the water must have a net alkalinity. Several other states now require active mines to treat AMD. In all but a few cases, lime neutralization, often in conjunction with aeration, has been the treatment method used. The high cost of lime as compared to limestone and the poor quality sludge, (slow settling, large volumes, and low solids content) has stimulated work in the utilization of limestone. This paper reports on the current state-of-the-art of limestone treatment of AMD.

When blasting complaints come, as an industry we often immediately look to the ground vibration as the source of the trouble. Often times we overlook or place less emphasis on the collected air overpressure data. Air blast like ground vibration is an undesirable side effect of blasting and can produce considerable structural response.

The activities of the Bureau of Mines include the development and testing of self-contained oxygen breathing apparatus and other devices for respiratory protection, the development and tasting of devices for detecting dangerous or noxious mine atmospheres, and the training of men in the mineral industries in the use and care of this equipment to enable them to render effective service in mine rescue and recovery operations following mine fires and explosions, or under other conditions where irrespirable gases may be found in mines or mining plants. The first use of self-contained oxygen breathing apparatus for com- bating mine fires and explosions in the United States dates back about 30 years. Previous to that time, exploration for any distance ahead of fresh air was virtually impossible without great risk to life; moreover, the men called upon to render service at mine disasters were not well-versed in the properties and physiological effects of gases likely to be encountered. It was also impossible to work ahead of fresh air to restore ventilation, and if many stoppings were blown out by an explosion, air had to be introduced into whole areas or sections at once without knowledge of the conditions ahead; moving an explosive mixture of methane and air over live fire had to

The United States coal mining industry has traditionally experienced difficulty in controlling dust levels below the occupational exposure limit. While improvements in face ventilation and water spray nozzles have decreased dust exposures, approximately eight percent of experienced coal miners are still developing Coal Worker?s Pneumoconiosis. This investigation tested the feasibility of enhancing existing engineering dust controls by mounting a simple barrier on a longwall shearer that separated the operators from the cutting drums. The barrier was constructed and tested above ground at the National Institute for Occupational Safety and Health Pittsburgh Research Laboratory longwall gallery test facility. A 96-percent reduction of respirable dust occurred at the headgate sampling position when tested at 2.4 m/sec (480 ft/min). The average dust level decreased from 39 mg/m3 to 1.5 mg/m3 by utilizing the barrier.

Flexible synthetic membrane liners have become a standard facet to copper and gold heap leach pad design. While gold heap leach operations have utilized most types of synthetic liners, copper leach operations have commonly only been lined with polyethylene. The objective of this study was to determine if there are any chemical reasons why other synthetic membrane types could not be used to line a copper heap leach facility. With engineered consideration, the flexible membrane liner under the ore pile serves two purposes. The first provides a near impermeable boundary which aides greatly in the collection of the metal laden process solution. The second advantage to the flexible membrane is the almost non-permeable barrier to benefit increased environmental awareness that has led to an increase in solution containment technology. The Environmental Protection Agency (EPA) has developed a compatibility test for solutions and membrane liners. The EPA Method 9090 is intended for use in determining the chemical effects of a solution on the physical properties of the flexible membrane liner material intended to contain them. Data from these tests would assist in deciding whether a given liner material is acceptable for the intended application.

"The Algoma (or Blind River) uranium district is centred in an area of some 600 square miles on the north shore of Lake Huron, about half way between Sudbury and Sault Ste. Marie, Ontario (Figure 1). Its favourable location, adjoining the main provincial highway and Canadian Pacific Railway line which follow the lake shore, has contributed greatly to its rapid development.By Canadian standards, the district has long attracted geological attention, beginning with the discovery of the Bruce mine in 1846. It has been repeatedly prospected at intervals since then, chiefly for copper and nickel but also for lead, zinc, cobalt, silver, iron, and gold. Numerous discoveries have prompted the suggestion by Yates (13) and others that one metal-logenic province embraces the entire mineralized area from Michigan through Sudbury and Cobalt.Geological mapping was initiated by Murray in 1847, and the area attracted much interest as the type locality of the Huronian, the correlation and stratigraphic position of which are still not entirely agreed on. Subsequent contributors to the geological literature of the area have been very numerous, and the bibliography at the end of this paper includes only some of the more modern reports.The history of uranium in this part of Ontario also dates from 1847, when J. L. LeConte identified as uranium-bearing a pitchblende-like mineral which he named ""coracite"". The specimens came from Theano Point, north of Sault Ste. Marie. In 1948 a search for the source of these specimens led to the discovery of the Camray uranium field. Occurrences in this field consist of numerous small and locally rich pitchblende-bearing fractures, within or along the contacts of diabase dykes cutting Archaean granite and gneiss.None of the showings explored proved large enough to justify production, but they stimulated prospecting of adjoining areas and thus led to the Algoma discoveries.The first find of radioactive conglomerate in place was made in 1949 in Long township, and it was partially staked as the Fisher-Audette-Breton property. Rusty, overgrown rock-cuts indicated that the pyrite-bearing conglomerate had been investigated years before, probably during searches for base metals and gold. Examinations were made at this time by a number of geologists, including the senior author. In spite of high radioactivity, sampling returned only negligible uranium. The claims were allowed to lapse and the showings reverted to obscurity."

INSTRUMENTATION in the process industries can no longer be regarded as a convenience, but rather an absolute necessity. Although many chemical processes must already be conducted with instruments, every properly designed application of automatic process control will improve operation: 1) the product will be more uniform and of higher quality; 2) the manual labor saved will reduce cost; 3) uniformity of flow and uniform control of process will increase production; and 4) surges will be eliminated, making it possible to operate equipment near ultimate capacity at all times. Industrial instruments fall into two general classifications—those that measure and those that measure and control. The cement industry has been using instruments for a number of years, particularly in the burning process, primarily for indicatlng and recording. Automatic process control makes additional use of these instruments, and others, to control variables. Assisted by the instrument manufacturers, engineers at Ideal Cement Co. achieved considerable progress in determining how well the usual recording instruments could be made to control various phases of cement-making. The results of these experiments were used to make the new plant at Houston as wholly automatic as possible. The original Houston plant, built in 1937 by Gulf Portland Cement Co., consisted of only one 8 x 220-ft kiln and the necessary grinding mills and accessory equipment and had a capacity of 900 bbl per day (300,000 bbl annually). Ideal Cement Co. purchased this plant in 1940 and almost immediately started plans to increase its production. In 1941 a 9 x 220-ft kiln was installed and grinding and storage capacity were increased. The growing demand for cement in the Houston area necessitated a third kiln (9 ft 6 in. x 250 ft) in 1947. This brought the plant up to its present capacity of about 1.3 million bbl per year. Calcium silicates in cement are produced in a burning operation at high temperatures from raw mix of argillaceous and calcareous materials that have been crushed, mixed, and ground to a fine powder. The composition of this mixture must be kept consistent within narrow limits. Raw mixing and grinding may be done either wet or dry, but in both instances the materials must be correctly proportioned, finely ground, and thoroughly intermixed before entering the kiln. A new prinicple of side dumping front end loading for underground mucking machines has completely changed the concept of underground loading and haulage equipment arrangement both in production and development work loading. Versatility and adaptability of this type of machine permits combinations with a broad range of haulage means not possible with -conventional overhead loaders. Steel "armored" conveyors serving this type of loader are replacing conventional rail mounted car haulage to give a continuous loading operation and effect important economics of reduced manpower, faster loading rates and fewer working areas for a required production. First used in Germany this easy to control and highly efficient means of placing rock from the muck pile on or into haulage means has advanced the art of underground rock loading more in the past three years than any other advancement since the first successful small crawler mounted air powered loader was introduced in 1954. Bucket type loaders with a relative new side dump principle are gaining in popularity for underground loading. They are replacing conventional overhead loaders in present applications and becoming first choice in new ones. Primarily for hard rock development and production loading they are also widely used in production loading of coal and other soft materials. This discussion briefly traces the historical development of hard rock underground loaders to the new side dump type and its present population. In more detail various applications, loading techniques and the advantages of operation, production and economy with the side dumper in hard rock loading will be dealt with.

Debate on an appropriate, acceptable method of regulating mine and mineral processing wastes has been ongoing since Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21. 1976. Final regulatory determination on which mineral processing wastes are excluded from the RCRA hazardous waste regulations under the Bevill amendment was made by the U.S. Environmental Protection Agency on June 13, 1991. Regardless of whether a mining or mineral processing facility?s waste stream(s) lost or maintained its exclusion status under the Bevill amendment, that facility can expect more stringent regulation of affected waste streams. These more stringent regulations will be added to an already complex regulatory maze, which includes the Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substances Control Act (TSCA), as well as state and municipal environmental regulations.

The water treatment industry has historically been involved with reducing or inhibiting the inherant scale forming or fouling tendencies of natural waters associated with large industrial cooling water systems. Fouling is an extremely complex phenomenon. From a fundamental point of view, it may be characterized as a combined momentum, heat, and mass transfer problem. Chemical reaction kinetics is involved, as well as the solubility characteristics of salts in water and corrosion technology. It is a routine practice to over size pumps, piping and heat exchangers to compensate for fouling.

Flawed mining studies have been major contributors to poor investment decisions in mining for many years, contributing to the long period of poor industry profitability. Most of the major mining houses have now adopted quite formal processes and quality standards for mining studies to reduce the potential for poor investment decisions in the future. Other organisations such as the World Bank also have specific requirements for particular types of studies, such as bankable studies. This increasing requirement for rigour and discipline means a highly structured and phased sequence of studies is now required along with the development and adoption of industry-wide standards in mine ventilation studies. New terms in the study process such as ?independent peer review? and ?hold and review? are assisting in this process. More traditional terms such as ?feasibility study? and ?pre-feasibility study? now have much more precise technical definitions. Specific standards for the ventilation components of the various phases of a mining study are proposed in this paper.

(written discussion *).-This paper is particularly interesting to me, because it gives data on a much mooted question, viz., the serviceability of Le Chatelier (platinum-platinum-rhodium) thermocouples under severe industrial conditions. It has always been supposed that platinum-platinum-rhodium thermo-couples, used at high temperatures under strong reducing conditions, would not give long service and were subject to rapid volatilization. The fact, however, that the carefully kept records indicate that a little more than 3 gm. out of more than 830 gm. was lost over this considerable period, shows what kind of service can -be obtained from platinum-platinum-rhodium thermocouples,, when properly installed, and well cared for. While the writer has no actual figures on the loss of weight, etc. of platinum-platinum-rhodium thermocouples under service, he was told, by the man in charge of pyrometers at a large industrial plant in which over 400 platinum-platinum-rhodium thermocouples were installed in furnaces doing various kinds of heat-treating work, that the average maintenance cost, for materials alone, including platinum-platinum-rhodium wires and protecting tubes, was 27 c. per furnace, per month:

"According to the reaction shaft operation characteristics during the flash smelting process, 15 groups of slag samples containing high Fe3O4 were prepared by some chemical reagents, and then the slag viscosities were measured using a RTW-10 type synthetic test instrument for melt physical property by the rotating cylinder method. The effects of Fe/SiO2 ratio (mFe/mSiO2), Fe3O4 content (wFe3O4), Cu2o), MgO content (WMgO) and Cao content (wCaO) on the slag viscosity were also studied. Results show that slag viscosity is decreased with the increase of temperature, mFe/mSiO2, wCu2o, wMgO and wCao, and with the decrease of wFe3O4, under the range of slag contents: mFe/mSiO2 1.36~1.78, wFe3O4 17.83%~21.18%, wCu2o 3.51%~8.34%m wNgI 2.21%~6.57%m w/caI 6.22%~9.387% and temperature range if 1250 o/c~1450 oC. Only wFe3O4m and w/caO have great influence on the slag viscosity when temperatures as high as 1400 oC. Only wFe3O4 and wCaO have great influence on the slag viscosity when temperatures as high as 1400 oC or so. To form a freeze slag with higher viscosity inside the reaction shaft, wFe3O4 should be more than 20% and wCaO should be less then 6%.IntroductionSince its appearance in 1949, Outokumpu flash smelting technology has making continuous innovation and has become the most competitive intensified smelting technology [1], widely considered to be the standard clean smelting process [2]. At present, flash smelting technology is adopted to newly build or reconstruct most of the world's copper or nickel smelting enterprise [3]. Reaction shaft is the most important part of the flash smelting furnace. During the flash smelting process, reaction shaft must be able to withstand the following harsh conditions at the same time: 1) high temperature varying from 1400 °C to 1500 °C. 2) strong oxidative atmosphere containing 50% - 80% oxygen. 3) solid particles and melt with speed up to l00 m/s. 4) high acidic or basic slag with strong chemical corrosiveness. 5) smelting gas containing 50% - 80% SO2. 6) matte with strong dissolution."

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution.
