One understudied area of environmental law is the socio-ecological impact of ownerless mines. This impact is particularly pronounced in resource-dependent regions like South Africa and Western Australia, creating significant rehabilitation challenges. This article hypothesises that effectively managed financial provision could be valuable for rehabilitating legacy mines. Using a qualitative, comparative methodology, the article analyses the financial provisions for mine rehabilitation in South Africa and Western Australia, focusing on statutory provisions, funding mechanisms, and rehabilitation outcomes. Key themes, such as context, measures, and outcomes, are explored to assess the effectiveness of each financial model. Purposive sampling is used to select case studies from both regions, and thematic analysis is applied to interpret the data. The analysis highlights the financial rehabilitation measures in both regions, providing a structured framework for ownerless mine rehabilitation. South Africa's approach, guided by the Mineral and Petroleum Resources Development Act (MPRDA) of 2002, depends on state budget allocations, leading to funding inconsistencies and slow rehabilitation progress. In contrast, Western Australia’s Mine Rehabilitation Fund Act (MRFA) of 2012 uses a levy-based system, ensuring continuous financial support for mine rehabilitation. South Africa's state-dependent model has led to delays in rehabilitating derelict and ownerless mines, while Western Australia’s funding model has facilitated steady progress. The article recommends that South Africa adopt a levy-based financial mechanism, strengthen legislative enforcement, improve financial oversight, and integrate proactive mine closure strategies to accelerate rehabilitation, reduce environmental hazards, and promote sustainable development in mining-affected communities.

The wearing of self-contained oxygen breathing apparatus, although relatively safe if proper precautions are taken, is dangerous if defective apparatus -is worn, if men with inadequate training, experience, and physical requirements are used, or if improper procedure is followed. This is proved by the fact that at least 26 men are known to have lost their lives while wearing-oxygen breathing apparatus since its introduction in this country about 35 years ago. Self-contained oxygen breathing apparatus, commonly called "mine rescue apparatus" and sometimes improperly referred to as "oxygen helmets," is the only equipment that can be used for respiratory protection against poisonous mine gases, regardless of concentration or against an atmosphere containing little or no oxygen.3/ Apparatus of this type was introduced in this country in 1907, and since that time it has been widely used in conducting rescue and recovery work after mine fires and explosions and in some other work. All oxygen breathing apparatus used in this country before 1918 was imported from Europe, and although this equipment provided safer, more rapid means of conducting recovery work after mine disasters, there were many mechanical deficiencies in the apparatus which resulted in the death of some of the wearers. This led to the research and experimental work by the Bureau of Mines that resulted in the development and manufacture of more reliable and efficient types of apparatus in this country.

There is no war between electricity and compressed air. Each one has its field of usefulness, and in that field each is supreme. In spite of commercial interests, in spite of prejudices and the enthusiasm of the inventor, the thing that is best will survive and flourish. At least ten years ago, our engineering papers contained large advertisements and pages of reading-matter about the application of electricity to mines, recording the introduction of numerous rock-drilling plants, and claiming that the problem had been solved, greatly to the advantage of the miner and with promise of large profits to the manufacturers of electrical apparatus. Edison and Thomson labored to apply electricity to mines, and each believed that the probabilities of success were great. This was the period of the solelloid rock-drill, which mas admirably suited, theoretically, to the percussive principle and in the development of which hundreds of thousands of dollars have been spent without satisfactory result. I have searched in vain for a standard mining equipment where electric rock-drills are in constant, commercial operation. During a recent trip made from New York to California, I visited most of the important mines of the West and failed to discover a single electric equipment, so far as this class of mining-work is concerned. If any one will inform me where there exists today an electric-drilling equipment in constant service in mines in the United States, I shall be glad to receive the information. One phase of the work of the Bureau of Mines in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory-protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum requirements for self-contained breathing apparatus,3/ gas masks,4/ supplied-air respirators (hose masks, air-line respirators, and abrasive-blasting helmets, hoods, or masks),5/ dispersoid (dust, fume, and mist) respirators,6/ and nonemergency gas respirators (chemical-cartridge respirators).7/ Approval tests of self-contained breathing apparatus are conducted under the supervision of mining engineers of the Accident Prevention and Health Division} Region VIII; approval tests of other types of respiratory-protective devices are conducted by the Health Branch.

This report describes an investigation of the technical feasibility of using a conventional commercial-size (10-ft. i.d.), rotating grate, dry-ash-removal type gas producer to make producer gas from chestnut-size bone anthracite. Test instruments were installed, and some minor changes were made in the equipment to handle the large quantities of materials expected. Extensive tests, lasting about 4 weeks, were planned, using 35 to 50 percent ash chestnut anthracite bone. However, operations were suspended after 8 days when it became apparent that to use this type of fuel satisfactorily substantial changes in equipment and operating procedures would be required. Nevertheless, enough data were obtained to indicate that gas could be produced continuously and routinely from bone coal in this type of producer whenever conditions justified the necessary development work.

This Bureau of Mines report describes several significant problems associated with absenteeism among underground coal miners. The vast empirical literature on employee absenteeism is reviewed, and a conceptual model of the factors that cause absenteeism among miners is presented. Portions of this model were empirically tested by performing correlational and multiple regression analyses on data collected from a group of 64 underground coal miners. The results of these tests are presented and discussed.

For many years, mine-impacted water has been regarded as a problem and linked to long-term environmental liabilities. However, this water can be a renewable and a sustainable resource, provided that it is managed in a responsible and sensible manner. South Africa’s National Water Resource Strategy (NWRS, 2013) considers water that can be used to contribute to economic activity to be a water resource. Although all water resources are considered as belonging to the State, government does not appear to have meaningfully explored the use of mineimpacted water to contribute to the country’s economic activity. Africa is blessed with more sunshine than anywhere else, apart from Australia, yet we see no rollout of vast quantities of solar panels to ensure every African family has access to affordable power. This suggests that governments are incapable of managing such a free resource. At the same time, apart from the equatorial areas, water is a seriously constrained resource and yet we expect the same entities to manage a commodity none of us can live without. This paper explores the conversion of mine-impacted water from waste to a resource and how the inclusion of other stakeholders (such as water users, landowners, and ordinary South Africans) could benefit the process.

Gas and oil seeps have been known in Quebec for more than one hundred years. These occur in three main areas which contain sedimentary rocks with a total thickness estimated to vary from 6,000 to 20,000 feet. The strata in these areas are similar in many respects to those in producing areas of southwestern Ontario and the Appalachian basin, and the prospects for finding and developing commercial reserves of oil and gas in Quebec would therefore also appear to be favourable. Little of the exploratory drilling to date has been con-ducted in a systematic manner, and most of the drilling has utilized improper or inadequate equipment. Many wells have also failed to adequately test and fully evaluate the principal zones of interest. Relatively high drilling costs have hindered systematic exploration; however, with improved portable equipment, it is expected that future wells can be drilled with greater efficiency and at less cost. Most of the mineral rights in Quebec are held by the Provincial Government, and acreage can still be leased in large blocks on favourable terms.

COAL preparation will be the main topic discussed at the first fall meeting of the Coal Division at Pittsburgh, Sept. 11, 12 and 13, though valuation, mergers, safety, stream pollution and other topics will not' be neglected. It is particularly appropriate that the great changes taking place in preparing coal for the market should be discussed at length where in the plants of the Pittsburgh Coal Co. and others the opportunity is afforded to see on a large scale just what is being accomplished. In wartime, the United States broke all records in coal production, but, as the late Franklin K. Lane pointed out, every fifth car shipped consisted of dirt. Obviously that constituted a big bur- den on industry and, in the remaking of the business which is now taking place both in the anthracite and bituminous fields, clean coal has properly enough be- come a watchward. Central coal-cleaning plants are being erected as a part answer to the puzzled inquiry of those familiar with metal mining as to why miners of coal have so long been content with what are relatively small units of production. Gradually big collieries comparable in tonnage output to the biggest copper mines are being built, and excellent examples are to be seen near Pittsburgh. Mining regulations pertaining to the use of diesel engines were solicited from foreign countries with mining operations by the Bureau of Mines. Responses were received from 27 countries; the information received and U.S. regulations were reviewed, and those parts pertaining to the use of diesel engines in underground mining were synopsized according to the following subject categories: types of engines permitted, testing and certification procedures, fuel quality specifications, emission control requirements, procedures and frequency of testing exhaust gases, mine air quality and quantity (ventilation) requirements, procedures for testing mine air quality and quantity, and noise standards. All categories except the types of engines permitted and testing and certification procedures are summarized in tables. Contacts are provided for each country to facilitate inquiries concerning regulation revisions or interpretation.

A composite material consists of two or more dissimilar components. These dissimilar components retain their identities when mixed together and contribute to the properties of the composite. A composite usually consists of two parts, the matrix and the reinforcing material, or extender that is added to the matrix. Typical materials used as the matrix in composites are metals, polymers, and ceramics. The reinforcing material can be added for any number of reasons. For instance, if the matrix is expensive, an inexpensive filler may be added to the matrix to lower the cost of the product without sacrificing properties. An example of this is calcite (CaC03) which is added to systems such as polyvinyl chloride (PVC), to lower the cost. Reinforcements may also serve as a means to enhance the properties of the matrix material. For example, carbon fibers are frequently added to plastics to increase their strength, and glass spheres may be added to plastics to improve flexural strength. Mg(OH)z is added to polymers to give the property of fire retardancy. The latter is the focus of this paper.

The solubility of 1,1,2,2-tetrabromoethane (TBE) in water was determined from 1.0° to 97.0° C. The solubility (S) of TBE in grams of solute per 100 grams water was correlated with [S = 1,920.55 [exp (40292L7 11, T2 10 T 737.577 + 9.923962 ] where T is in degrees Kelvin. A thermodynamic analysis conducted on a system consisting of a TBE phase and a water phase in equilibrium with a vapor phase led to the calculation of the activity coefficient, vapor-liquid equilibrium distribution coefficient, relative volatility, and heat of mixing for saturated solutions of TBE in water. Data required for these calculations were the solubility of TBE in water and the vapor pressures of TBE and water as a function of temperature.

"Antimony resources are rich in china, its reserves and productions are ranking the first in the world. The Chinese antimony mineral resources are mainly existed in the form of three types, such as stibnite, antimony-gold ores andjamesonite. The antimonial dust that produced from lead smelting process is an important secondary antimony resource. The different process that was adopted to extract antimony depends on the different raw materials. The process of blast furnace volatilization smelting is mainly used to treat stibnite and antimony-gold ores. But jamesonite is treated by the process of roasting-sintering-blast furnace smelting. And antimonial dust is treated in the reverberatory furnace. Many new technologies that are applied in these traditional antimony smelting processes play important roles, such as deleading agent, antimony white production, air-oxidation method, direct-blowing method, bath smelting technology, and so on. At the same time, the development of antimony smelting technology in china is prospected according to the requirement of the state environmental protection.IntroductionThere are five countries that produce antimony in the world, such as china, Tajikistan, Bolivia, Russia, and South africa, but China is the largest country of antimony production in the world. In the world, the antimony productions of 2008, 2009, and 2010 are 182,000 tons, 154,000 tons, and 167.000 tons respectively, but Chinese antimony productions are 166.000 tons, 140,000 tons, and 150,000 tons respectively. So Chinese antimony production was accounted for more than 89% of the world in 2010. It indicates that China have irreplaceable advantages in antimony resource and production all over the world."

"The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

The Florida phosphate industry, which supplies about three-quarters of the domestic phosphate fertilizer, produces tremendous volumes of phosphatic clay wastes (slimes). These clays retain a high percentage of water for extended periods of time. The clays also pose an environmental hazard because the disposal technique involves aboveground storage behind earthen dams. Although much research has been undertaken by numerous organizations to dewater slime, no completely satisfactory solution has been developed. In June 1972, a cooperative effort by the Federal Bureau of Mines and the Florida phosphate mining industry was initiated to develop a solution for dewatering the Florida phosphatic slimes. This report discusses various aspects of the slimes problem, reviews past research, makes recommendations for future research, and includes a bibliography of references and patents dealing with the subject.

The Mount Wright iron are mine and upgrading plant were brought on line in the fall of 1975. The mine is located near the Quebec - Labrador border some six hundred miles northeast of Montreal. This paper describes the crushing, grinding and concentrating facilities at Mount Wright, and some design: criteria used in equipment selection and flow sheet design. Also mentioned are some "asbuilt" modifications. A brief description of the over-all flowsheet is also included. Introduction IN SEPTEMBER 1970, the Quebec Cartier Mining Company started development of the Mount Wright iron ore mine. The estimated are reserve is in excess of 1,000,000 ,000 long tons of concentrates, with an average crude are grade of 31.5% Fe. The run-of-mine ore is crushed, ground and concentrated to a product having 66% Fe and 5% silica at an annual concentrate production r ate of 18.4 million long tons. The daily production rate of over 50,000 long tons of concentrate necessitates a daily mine output of approximately 250,000 long tons of material, of which 50% is waste.

"AbstractThis paper discusses the methods of handling air in a large asbestos mill presently being completed at the Jeffrey mine of the Canadian Johns-Manville Company in Asbestos, Quebec.The mill, being the largest single asbestos producer in the world and capable of handling over 14,000 tons of ore per day, requires vast quantities of air. A minimum of 2,500.000 c.f.m. is required or about 10 tons of air for each ton of ore milled.Short descriptions of the process and systems requiring this air are given, followed by details of the fans and filters which make up the heart of the mill.This 'draw through' system, located on the top or 12th floor, is an automatically .controlled volume-pressure system creating the required suction to draw .air throughout the mill building and its numerous air systems.The dry mechanical method of milling develops enormous quantities of airborne dust and fibre. A section of this paper is devoted to a description of the multiplicity of dust systems within a system to control, filter, and remove this dust.Finally, the paper describes the method of returning the filtered air to the• working floors or to the outside, with some notes on heat, humidity and dust counts.IntroductionGeneralTHE discussions in this paper deal only with operations where air movement is involved.
