THE removal of moisture from coal has been a coal-preparation problem ever since the first wet-washing preparation plant was placed in operation. Today, when most of the coal produced in the United States is wetted at the working face when mined, or is cleaned by wet methods, the removal of moisture is a necessity for any one or a combination of the following reasons; (1) to avoid freezing difficulties during shipment, (2) to increase the B.t.u. content, (3) to effect savings in freight costs, and (4) to so improve the coal that it may be used for specific purposes-for instance, in the production of briquettes or the production of metallurgical coke-or so that it can be treated by dry cleaning methods. In general, the amount of water retained by coal particles varies with the size-consist of the coal. Fine coal has a larger surface area per unit weight than does coarse coal, so its capacity for retaining moisture is proportionately greater. The removal of moisture from coarse coal is relatively easy, while the removal of water from minus 10-mesh coal or finer is a major problem, usually requiring an individual solution at each preparation plant. As a result, a multitude of methods and a variety of equipment have been designed to solve both general and specific moisture-removal problems. Definitions In order that misunderstanding may be eliminated insofar as possible, it is necessary to define the terms to be used. The moisture content of any given increment of wet, washed coal is made up of two parts, inherent and surface moisture. Inherent moisture has been defined in various ways and as yet no standard definition has been agreed upon. However, in general, it is considered as the moisture that is present in the coal in the bed. The important point to remember is that coal with any amount of inherent moisture, whether 2 or 20 per cent, will appear dry if there is no surface moisture. Also important is the fact that inherent moisture can be removed, in part, by air drying at atmospheric temperatures. Surface moisture is that attached to the surface of the coal particles or that retained in cracks and fissures other than capillary openings in the coal substance. In considering the effects of reducing gases on hot solid copper the following conclusions have been reached. (1) Depth of deoxidation of copper heated in reducing gas is greater the smaller the amount of cuprous oxide originally present in the copper, the range studied being from 0.015 to 0.136 per cent. oxygen. It is suggested that the reason for this difference in depth of deoxidation is that, when the copper is low in cuprous oxide, the reducing gas is diluted less by the gas that is formed in the reaction than when the copper is high in cuprous oxide; and the greater the concentration of the reducing gas the deeper the deoxidation. (2) The rate of deoxidation is much mire rapid at the beginning of exposure than at the end, a condition especially noticeable at temperatures around 900° C.; that is, deoxidation is retarded as the depth penetrated by the reducing gas increases. (3) Within the accuracy of the experiments arsenic in copper up to 0.5 per cent. has no tendency to increase or decrease the action of a reducing gas on the cuprous oxide present in the copper. IN 1912 pieces of 0.365-in. hard copper rod 1/2 in. long were heated in a porcelain tube in an electric furnace, while illuminating gas was passed through. "The field demonstration portion of the Underground Grouting and Ground Improvement (UG&GI) short course offered by the Colorado School of Mines was held on May 18, 2016 at Baski Inc.’s Yard in Denver, CO.Numerous full field scale demonstrations of grouting methods and equipment were conducted under various field conditions. As part of these field tests, permeation grouting testing and demonstrations were also conducted. Various cement grout mixes were injected into 1.5-m (60-in.) tall transparent sand columns under controlled conditions (Fig. 1). The objective of the sand column permeation grouting demonstrations in the study was to show students the effects of ordinary Portland cement versus ultrafine cement on the engineering properties of the grout, and the permeation height through various types of soil stratigraphic layers in the sand columns. Similar previous demonstrations have had a specific focus on various brands of Type I-II Portland cements and ultrafine cements with a range of water cement ratios and injection pressures. More detailed information about these previous studies can be found in published proceedings (e.g. Henn et al., 2009 -2011).Equipment and material usedThe five clear plastic sand columns were 191 mm (7.5 in.) inside diameter and 1,524 mm (60 in.) tall. Each sand column had a 19 mm (0.75 in.) diameter hole drilled at the base (bottom) of the blind flange for injection of the grout. A perforated plate and/or screen at the base of the sand columns helped to prevent sand from plugging injection port. A ChemGrout grout plant was used for the demonstration consisting of 0.36 m3 (97 gal) high shear (colloidal) tank mixer, a 0.36 m3 (97 gal) agitator tank and a progressive helical cavity pump with maximum output capacity of 77 L/min (20 gpm) at a maximum discharge pressure of 265 psi (18 bar) (Fig. 2). A simple grout header arrangement consisting of control valves, pressure gauges, flow meter, grout delivery and return line, and a short injection line was also custom built. Also used were infra-red thermometers to measure the temperatures of the grout mix batches, CRD and marsh funnels to measure viscosity, baroid mud balance to measure specific gravity, and a digital scale to measure weights. The grout materials used were Holkim Portand cement (Type I-II), Nippon Steel Sumikin superfine cement and U.S. grout ultrafine cement."

Dr. Ledoux's interesting paper from one who has not visited America may, I hope, be of interest to members. It appears to me that there is considerable difference between the training of the American and of the British mining engineer. Not that the subjects are different, but rather in the way in which they are handled, the illustrations being, as far as possible, mining in character. Colloquial instruction is unknown in English curricula, but could be introduced with advantage. Students here assure me that an hour of conversation is of tar more use to them than an hour of the best lecturing. In England a school-year of 6 or 7 months would be considered very short indeed; but Americans do not consider it so, for the reason that the rest of the year is mostly spent in acquiring practical acquaintance with their subjects in works or in the field, and the shorter courses, when coupled with this large amount of outside expe¬rience, produce an essentially practical-minded engineer, who is also more of a business man; whereas the English system, though excellent from a scholastic point of view, produces the theoretical rather than the practical man. British schools are waking up, however, and the practical aspect of the engineer's training is receiving greater consideration. Once launched upon his career, the American engineer is immediately called upon to exercise his self-reliance and ingenuity, if he is to retain the confidence of his employers; but what can we say of English directors? Synthetic rock with predictable porosity and permeability has been Prepared from mixtures of sand, cement and water. Three series of mixes were investigated primarily for the relation between porosity and permeability for certain grain sizes and proportions. Synthetic rock prepared of 65 per cent large grains, 27 per cent small grains and 8 per cent Portland cement, gave measurable results ranging in porosity from 22.5 to 40 per cent and in permeability from 0.1 darcies to 6 darcies. This variation in porosity and permeability was caused by varying the amount of blending water. Drainage-cycle relative permeability characteristics of the synthetic rock were similar to those of natural reservoir rock. INTRODUCTION The fundamental behavior characteristics of fluids flowing through porous media have been described in the literature. Practical application of these flow characteristics to field conditions is too complicated except where assumptions are overly simplified. The use of dimensionally scaled models to simulate oil reservoirs has been described in the literature. 1-3 These and other papers have presented the theoretical and experimental justification for model design. Others have presented elements of model construction and their operation. In most investigations the porous media have consisted of either u ncon soli da ted sand, glass beads, broken glass or plastic-impregnated granular substances—materials in which the flow behavior is not identical to that in natural reservoir rock. The relative permeability curves for unconsoli-dated sands differ from those for consolidated sandstone. The effect of saturation history on relative permeability measurements is discussed by Geffen, et a1.4 Wyga15 has shown quite conclusively that a process of artificial cementation can be used to render un consolidated packs into synthetic sandstones having properties similar to those of natural rock. Many theoretical and experimental studies have been made in attempts to determine the structure and properties of unconsolidated sand, the most notable being by Naar and Wygal.6 Others have theorized and experimented with the fundamental characteristics of reservoir rocks. This study was conducted to determine if some general relationship could be established between the size of sand grains and the porosity and permeability in consolidated binary packs. This paper presents the results obtained by changing some of the factors which affect the porosity and permeability of synthetically prepared sandstone. In addition, drainage relative permeability curves are presented. EXPERIMENTAL PROCEDURE Mixtures of Portland cement with water and aggregate generally are designed to have certain characteristics, but essentially all are planned to be impervious to water or other liquids. Synthetic sandstone simulating oil reservoir rock, however, must be designed to have a given permeability (sometimes several darcies), a porosity which is primarily the effective porosity but quantitatively similar to natural rock, and other characteristics comparable to reservoir rock, such as wettability, pore geometry, tortuosity, etc. Unconsolidated ternary mixtures of spheres gave both a theoretically computed and an experimentally observed minimum porosity of about 25 per cent.7 By using a particle-distribution system, one-size particle packs had reproducible porosities in the reproducible range of 35 to 37 per cent.6 For model reservoir studies of the prototype system, a synthetic rock having a porosity of 25 per cent or less and a permeability of 2 darcies was required. The rock had to be uniform and competent enough to handle. Synthetic sandstone cores were prepared utilizing the technique developed by Wygal.5 Some slight variations in the procedure were incorporated. The sand was sieved through U. S. Standard sieves. The big money is backing both manganese nodules and manganese crusts as the most likely deep ocean mining development by 2010, but seafloor massive sulphides of copper/gold/zinc offer an alternative bet for a start-up by 2010. A study of the ?form guide? or comparison of these resources provides direction on which resources are economic candidates for commercial deep ocean mining development by 2010. This paper covers the commercial and technical issues of exploration, resource definition, drilling/sampling, sea bed mining options, mine plans, environmental issues, legal tenure and capital and operating costs (i.e., profitability) of these two mineral types. Nautilus Minerals has just completed a pre-feasibility engineering study of mining sea floor massive copper/gold/zinc sulphides at 2,000 m depth. The Nautilus study reviewed a range of mining and lifting options, settling on tracked continuous drum cutter miners to produce 2 million tons per annum of high grade ore. Capital costs are shown to be at least 30% lower than a land based copper mine of the same production capacity. Likewise 75% of world?s copper would be produced at a higher operating cost that the proposed seafloor mine. This paper then draws on the Nautilus study for comparison with earlier feasibility studies by others on manganese nodule mining to predict the likely directions in deep ocean mining to 2010.

Resolution Copper Mining LLC (RCML) is currently in a Pre-feasibility study evaluating a large and deep copper and molybdenum deposit in the historic mining district east of Superior, Arizona. Work scheduled for the next several years includes dewatering the existing shut-down mine (the Magma Mine) and sinking an exploratory shaft to 2,130 meters (7,000 feet) below the surface. To dewater the Magma Mine and sink the exploratory shaft, RCML must extract and manage about 2 billion gallons of accumulated mine water inventory, as well as about 300 million gallons per year of new inflow. In order to conserve a valuable water resource in a desert environment, RCML worked with the New Magma Irrigation and Drainage District (NMIDD) to provide treated mine water to blend with and supplement the NMIDD?s water supply to approximately 2,000 hectares (5,000 acres) of farmland located east of Phoenix. A 44 km (27-mile) pipeline was needed to convey the treated water. It was essential that a treatment system be used which could reliably meet irrigation water quality goals, produce a non-scaling effluent to maintain pipeline flow capacity, and generate a dense sludge minimizing disposal cost and volume. This paper describes the resulting mine water treatment and recovery system (MWTS) and how the system has performed against objectives.

Technology to enhance safety during mine hoisting has been developed by researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Assessment of current hoisting technology suggests that monitoring conveyance position and load directly from the skip or cage top offers several significant safety advantages. Wireless data transmission schemes and a package consisting of sensors, batteries, and a charger mounted on the wire rope and skip have been developed. A state-of-the-art automated hoisting test facility was constructed to test the concept in a controlled laboratory setting. Field tests in a full-size shaft are underway.

The South Works high-tonnage billet caster was started in late March 1971, with the first heat being successfully cast to completion. Currently, over 31,500 tons per month are being produced. U. S. Steel designed and built this caster with the objective of producing quality-steel billets for critical bar, rod, and wire applications. The essential design parameters were based on studies conducted on the Research Laboratory's pilot caster, also located at South works. 1,2,3)* The caster is a four-strand, straight-mold machine that produces 7.5-inch- square billets at rates exceeding 300 tons per hour. An in-line-reduction mill reduces each strand to either 6-inch-, 5-inch-, or 4-inch-square billets.

Eveleth Taconite Co. was formed in 1963 to mine and beneficiate taconite on the Mesabi Range. Its Thunderbird mine is located mid-way between the cities of Eveleth and Virginia, Minn. The program for blasting restraints here is unique not only on the Mesabi Range but possibly in the world. The ore is a hard siliceous taconite. Its structure varies from bedded to massive with prominent vertical jointing. The jointing of the top or outcrop of the orebody is a challenge for the blasting practices as it is the source of an estimated 75% of the secondary breakage.

International Solvent Extraction Conference 1971 ISEC '71, which will be held in The Hague, The Netherlands, from 18th to 23rd April, 1971, is being sponsored by the Society of Chemical Industry in association with the Koninklijk Instituut van Ingenieurs, the Institution of Chemical Engineers and the Koninklijke Nederlandse Chemische Vereniging. The Working Party on Distillation, Absorption and Extraction of the European Federation of Chemical Engineering is participating in the Conference, which is the 101st event of the Federation. The scope of the Conference covers the entire science and technology of liquid-liquid extraction as applied in all branches of industry. Thus sessions will cover both chemical and chemical engineering aspects of the subject as applied to both inorganic and organic solutes. The conference aims to bring together academic and industrial workers in the field from all parts of the world. The programme includes over 100 papers by authors in 26 countries. Full details of the papers, together with registration forms, are contained in a detailed programme, copies of which are now available from: ISEC '71, 14 Belgrave Square, London, S.W.1, U.K. Department of Mining and Mineral Technology of the Royal School of Mines Postgraduate Courses Technical and economic challenges facing the minerals industry, together with progressive change in methods and equipment, increasingly necessitate re-training of experienced professional engineers who aim for top places. In order to meet this need, this Department has for some years run one year M.Sc. courses. Engineers, often sponsored by their employers, have a choice of three courses which are respectively devoted to mining, applied rock mechanics or mineral process design. The course in Mining is divided into five subjects, which are treated from the business management point of view. It is intended to provide middle management with a knowledge of those techniques that are required by the mining engineering function in the preparation of modern projects. The course in Mineral Process Design provides a systematic use of mineral sciences, engineering and economics for ore testing and process design, so as best to balance the technical and financial requirements for specific mineral resources. The course in Engineering Rock Mechanics is designed to provide a specialized training in the engineering applications of rock mechanics for engineers and geologists, so that they are equipped to treat a wide variety of problems in mining and civil engineering. Prerequisite qualifications are a good first degree in a related subject, plus industrial experience: The rewards include an M.Sc. of the University of London and the Diploma of the Imperial College (DIC). Compressed air has been and is still very extensively used in connection with mining-operations, but its application in the past has been almost entirely confined to supplying power to underground machinery. Its introduction was due to the difficulty of taking care of the steam which is exhausted underground, rather than to any advantage in efficiency to be gained by its use. The ease with which electric power may be carried to the remotest parts of the mine and the high efficiency of the electric motor have long been appreciated by mine-operators, and electric power is now extensively used underground in the more recent developments, while many of the compressed-air engines in the older workings are being rapidly replaced by electric motors. Recently, however, it has been suggested to use compressed air for driving the large shaft-hoists, the air for the engines being supplied by electrically-driven compressors, and an installation of this character is being erected at Butte, Mont. It is the object of this paper to compare the compressed-air system of hoisting with the various electrical systems, from the stand-points of first-cost and cost of operation. However, before entering into a discussion of the various systems, it will be well to consider briefly the conditions affecting the choice of a system of hoisting in which electricity is the ultimate source of power. The power required by a mine-hoist is extremely intermittent and fluctuates between very wide limits, the all-day average consumption of power not exceeding from 5 to 15 per cent. of the maximum demand during hoisting. A oxidação da superfície de peças, ferramentas, moldes ou matrizes construídas em ligas ferrosas tem larga utilização na indústria. As aplicações podem ser as mais diversas, tais como simplesmente atender às questões estéticas, proteção da superfície contra a corrosão, ou proteção contra a interação química com outros metais. Dentre as técnicas industriais utilizadas há o processo conhecido como “Oxidação Negra” que é realizado em baixas temperaturas, com imersão do aço da peça em óleo quente, ou banho de sal especial, ou mesmo a frio (soluções especiais). Outros processos utilizam fornos industriais com atmosfera de ar para aquecer a liga ferrosa até temperaturas da ordem de 500ºC e acrescentar (“pingar”) água como fonte de oxigênio. E em outros, aplicação ceras hidrocarbonetadas e ácidos inorgânicos e posterior oxidação [1] com aquecimento a temperaturas da ordem de 500ºC. Nesses processos, o objetivo é formar uma camada de óxidos tipos Magnetita e Hematita cujas características de menor coeficiente de atrito e determinadas propriedades físicas e químicas serviriam de barreira à interação química com outros metais em contato. A camada de óxido obtida nas condições descritas acima é bastante útil para determinadas aplicações industriais, tais como moldes de injeção de alumínio. Earnings of engineers in the period 1956 to 1958 continued the upward trend observed in the previous survey interval, 1953 to 1956. The overall median (all graduates) was $6500 in 1953, $7750 in 1956 (a 19 pct upstep or about 6.5 pct annually), and $8750 in 1958 (up 13 pct from 1956 or 6.5 pct average yearly). The latter represents an increase from mid-1956 to mid-1958. For this same two-year span the Consumer Price Index rose 1.5 pct and the Average Gross Weekly Earnings for Production (Manufacturing) climbed close to 10 pct. Median earnings for the major classifications studied are presented in Table I. The increase in engineering earnings are not distributed equally among the various activity classifications or among the experience levels of the survey. Summary results of the changes of the median lines for the major divisions are presented in Table 11. Data in this table are approximations- dollars are rounded to the nearest $50 unit and percentages to the nearest full percentage.

THE subject of dust explosions in coal mines first appears in the Transactions of this Institute following the first great mine disaster that happened in bituminous mines of the United States. This was the Pocahontas explosion, which occurred Mar. 13, 1884, causing the loss of 112 men. The operating company wisely asked the technical assistance of the Institute, requesting that a committee be appointed to investigate and report. This committee consisted of Messrs. Bramwell, Buck, and Williams, who, after careful study, reached the conclusion that the explosion was due "either to dust alone or to dust quickened by an admixture of fire-clamp too slight for detection by ordinary means." This is perhaps the first time in this country that coal dust was considered to be the chief agency in a mine explosion.. The report is given in the Transactions, vol. xiii, p. 237 (1885). It is particularly worthy of note that the committee called attention to "the necessity of full-sized tests and systematic experiments. " In the same volume of the Transactions, there is a most interesting paper reviewing the literature relating to coal dust, by E. S. Hutchinson, entitled Notes on Coal-Dust in Colliery Explosions. Mr. Hutchinson gives a historical account of observations on the part played by coal dust in mine explosions, beginning with Messrs. Lyell and Faraday's report on the Haswell colliery explosion in 1844, in which it is said "much coal gas had been made from this dust in the very air itself in the mine by the flame of the firedamp, which raised and swept it along, and much of the carbon of the dust remained unburned only from want of air." The subject lay dormant until 1875 when William Galloway began some coal-dust experiments in a small gallery at a mine in South Wales of which he was manager. At that time he considered the presence of firedamp necessary for continued propagation of a dust explosion; but in 1884, the year of the Pocahontas disaster, he stated that no earlier author-than himself had credited coal dust with being a principal factor in mine explosions, relegating firedamp to a secondary place.

"Perovskite-type lead zinc niobate (PZN) exhibits excellent electrical properties such as high dielectric constant, high electrostrictive coefficient and superior piezoelectricity. Therefore, PZN ceramics are very promising for high performance electronic devices. However, perovskite phase PZN is not stable under the ambient atmosphere. Accordingly, it is very difficult to prepare single-phase perovskite PZN ceramics. In this study, A-site cation of lead was partially substituted for barium to stabilize the perovskite phase of the PZN (Ba-doped PZN) powder. In addition, molecular design of an alkoxide precursor was controlled for a low-temperature processing. As a result, molecular design to suppress the lead-volatilization during calcination was preferred for a low-temperature processing. Processing temperature for a single-phase perovskite was depended on the amount of barium dopant. Doping of20 mole% of barium resulted in the single phase perovskite at 900 °C. The temperature for the single phase perovskite of Ba-doped PZN powder, which depended upon the amount of Ba-doping, was lower than that of the powder prepared by the atmosphere controlled conventional powder processing at least by 150 °C.IntroductionFerroelectric thin films and powders with perovskite structure are of renewed interest for micro-electronic applications, including ferroelectric random access memory (FRAM), dynamic random access memory (DRAM), and thin-layer capacitors integrated onto a silicon wafer [1-3]. In addition, recent advancement in micro-machine requires a high performance micro-actuator [4]. A perovskite type relaxor of Pb(Zn113 Nb213)03 is one of the promising materials for a high performance capacitor and microactuator because of their high permittivity and electrostrictive coefficient [5]. Therefore, this paper focuses on the low temperature processing of Ba-doped PZN powders.Chemical solution deposition (CSD) from molecular-designed alkoxide precursor solution is one of the most promising techniques for processing high-performance powders and thin films because it offers precise control of compositions on a molecular scale as well as a low processing temperature [6]. However, chemical solution deposition of perovskite type PZN powders and ceramics are very difficult because of the formation of stable pyrochlore phases. Therefore in the past, PZN powders and single crystal have been prepared by the hydrothermal method or flux method as well as the partial substitution method of a A-site cation [7-10]. In this study, a suitable molecular design for a preparation of perovskite type Ba-doped PZN powders with a chemical solution deposition process is investigated as well as the effect of A-site cation substitution. Chemical solution deposition from molecular-designed alkoxide precursor solution is expected to decrease the amount of a A-site substitution and/or a crystallization temperature for a single phase perovskite. This paper describes ""the relation between molecular-design and processing temperatures for a single-phase perovskite of Ba-doped PZN powders in comparison with the conventional oxides mixing method."

This paper focuses on tests performed on sandstones and shales from four gas wells in the Mesaverde formation. A previous document showed a comparison of the static and dynamic laboratory moduli. This publication describes how field velocity logs were used to derive field dynamic moduli. A 3-way comparison was then performed for these stiffness properties; the results show no agreement between the three sets of values. Differences between dynamic stiffness coefficients from the field and the laboratory exceed 200%; differences between static and dynamic coefficients range up to 600%. In turn, this indicates that a reliable method of estimating mechanical rock properties for hydraulic fracturing design has not been established, and that such a task should be pursued.

The Louvicourt Mine is located 600 km north of Montreal in the province of Quebec, Canada. The owners are Aur Resources Inc (30 per cent), mine operator, Novicourt Inc (45 per cent) and Teck Corporation (25 per cent). It is an underground mechanised operation with a total work of 290 employees. Since 1994, the mine production is 11 120 456 tonnes at 3.60 per cent Cu, 1.51 per cent Zn, 26.07 g/mt Ag and 0.96 g/mt Au. At a rate of 4300 tonnes per day 365 days per year. Louvicourt Mine is a copper operation since 80 per cent of our revenue is from copper. The mining method is transverse blasthole stoping, mining primary and secondary stopes. The stope dimension is 15 m wide by 30 m high and 10 m to 80 m long for primary stopes. The secondary stopes are limited at 25 m long. Close to 100 000 metres of production drilling per year is required for 115 mm and 165 mm diameter holes. Backfilling is done with pastefill from the start of the operation in 1994. The binder ratio is 4.5 per cent in primary and two per cent in secondary stopes (80 per cent slag and 20 per cent cement). Development requirement to maintain production was 5000 m from 1996, 1997, 1998, 4200 in year 1999, 3200 m in year 2000 and an average of 2500 m in 2001 and 2002. Typical 6.0 m + 4.3 m, 4.9 m + 4.6 m and 4.5 m + 4.6 m headings. In addition more than 1500 metres of development will be excavated in/under paste backfill before 2004. A total of 60 mobile units are required among which for lateral development (three two boom electric hydraulic jumbos û AC Boomer 322, four electric hydraulic roofbolters û Maclean MEM-928 and AC Boltec PL350 and two anfo loader truck û Dux) and for production (four ITH drills û MTI, one electric hydraulic longhole drill û AC Simba H1357, eight LHD û AC-Wagner ST8-B, 1 LHD ST-1000 and two haulage 30 tons trucks û Dux. The 1 January 2002 reserves are 4.1 M tonnes grading 3.1 per cent Cu and 1.9 per cent Zn at an NSR (Net Smelter Revenue) of $US 53. The operating mining costs were at an average of $US 23 from 1996 to year 2000 and $US 25 in 2001. The operating costs ranged from a low of $US 0.41 per pound of copper in 1999 to a high of $US 0.49 per pound of copper in 1998.

"INTRODUCTIONTo bring a mining property into production in the Canadian High Arctic a company must deal with the harsh environment, the short shipping season and the high cost of labour. In trying to minimize the effect of these factors, the concept of a barge-mounted process plant was investigated as an alternative to the conventionally built concentrator. Cominco's previous experience gained at the Black Angel Mine on Greenland's west coast suggested that this would be a practical alternative.The normal shipping season at Little Cornwallis Island is approximately six weeks long, from mid-August to the end of September. All equipment and materials must be delivered during this small ''shipping window."" The logistics problems are enormous; if the conventional approach had been used the major process equipment would have been delivered to Little Cornwallis Island at the same time as the completed barge actually was! Construction would also be starting at the start of the worst climatic conditions, the Arctic winter. Nine months production was gained by opting for the ""Barge"" approach.What the Arctic winters do to the shipping season, so do they affect the productivity and the cost of labour. Construction labour must come from southern Canada. Thus higher transportation costs and higher wage rates, with more overtime and incentives, increase the labour costs to approximately 50% over normal southern rates. Couple these rates with the lower productivity involved with men working in the extreme cold temperatures and the net effort is worth avoiding. A process plant being constructed in Southern Canada can take advantage of more accessible labour at lower costs, increased productivity and a faster construction schedule. The barge concept must still deliver the equipment and materials during the ""shipping window"" but it can in the completed form."
