Long Island Rail Road’s (LIRR) service to New York City is limited to Penn Station on the West Side of Manhattan, which is operating at its practical capacity for the commuter railroad. This situation imposes serious considerations for future growth and limits the destination of many Long Island commuters. The East Side Access Project will provide a connection of the LIRR to the landmark Grand Central Terminal (GCT)on the East Side of Manhattan. The construction of the connection will require significant tunneling and underground work utilizing a variety of construction techniques. In Queens, the connection will require five soft ground tunnels using pressurized face tunnel boring machine. In Manhattan, the connection will require a series of rock tunnels and caverns connecting to two deep large station caverns under GCT to accommodate eight tracks with four platforms in a stacked configuration. The caverns housing train rooms are connected to the lower level of GCT where a large concourse will be provided. With a budget of $4.3 Billion, The East Side Access Project is the largest transportation project ever undertaken in New York City. This paper provides an overview of the project, discusses its environmental and the engineering challenges, and provides an insight into the design development to date.

In the past few years changes have taken place in shaft sinking. Progress has been made with types of machinery designed, developed, and made available to shaft sinking contractors. This is particularly true of drilling and mucking equipment. Compared with conventional clamshell loading, mucking or loading with a crawler-mounted overshot loader is a new technique for shaft work. There are several methods of clamshell loading. Dravo Construction Co. mounts an air tugger on the clamshell to operate the closing line. The load, or holding line, is attached to the hoist of a crane or whirler at the shaft collar. The clamshell is raised or lowered by the hoist when a signal is given by a bell or light system operated by men at the bottom of the shaft. Two men control the drift of the clamshell with tag lines, pulling it to any position in the shaft for loading, or over the shaft muck bucket for emptying. One man operates the air tugger to open and close the clamshell by means of two lines attached to the operating air valve, just as reins are used to drive a horse. One man operates the signal telling the hoist operator when to raise or lower the clamshell. This method requires two hoisting lines in the shaft-the line from the mine hoist that lifts

EFFICIENT ventilation of metal mines consists in having such complete control of air currents that. there is always supplied at places where men work sufficient moving air to allow working at maximum capacity without injury to health; and in case of underground fire or of surface fire in the vicinity of mine openings, underground air currents may be quickly reversed if desired, or air may be sent into or excluded from any region and fire fumes confined to only part of the mine workings, instead of penetrating practically the entire mine. Health and safety of workers in mines as well as proper safeguarding and operating efficiency of mining properties are so intimately associated with proper ventilation of mines (both coal and metal) that they are inseparable, yet mine ventilation is only too frequently neglected, especially in metal mines. The metalliferous operator, generally not confronted with inflammable gas or explosive dust which so frequently force ventilation of coal mines, usually disregards air supply altogether except such as may be obtained from compressed air; and generally, even when attention is given to metal-mine ventilation, the air currents rarely are found where they are needed, namely, the working places, especially the working faces. After several years' study of miners' consumption, the writer is. convinced that long continued breathing of air impregnated with large quantities of any kind of finely divided dust, such as is found in a large number of the working places of our mines, will ultimately produce some respiratory disease, whether it be asthma, bronchitis, or phthisis; and the progress of these diseases is hastened. if there are also present high temperatures, high humidities, or harmful gases or if there is present (and allowed to remain to be breathed) large quantities of the finely divided dust when air temperatures are low, hence favorable to maximum performance of work with accompanied maximum breathing into the respiratory passages of the harmful material. The Bureau of Mines is conducting an investigation to develop remediation techniques for residential water wells whose yield has been affected in the long term, by underground mining. Initial work relating to this project was conducted in 1984-1987 at a room and pillar mine in Indiana County, Pennsylvania. Piezometer nest data from the room and pillar mine reveals that a downward gradient in piezometric head exists in shallow strata as a result of drainage into the underlying mine void. The vertical gradient in head in turn results in well bore leakage in open-hole water wells. The relative yield of valley wells is only slightly affected however because the high surficial recharge rate through fractures more than compensates for fracture leakage into the underlying mine. The relative affect of well bore leakage on well yield is greater in certain hillside and hilltop wells that have comparatively low inflow rates at shallow depths. The static water level of such wells is determined to a much greater extent by the chance interception of deep outflow fractures, than is the case for wells drilled in a more intensively fractured valley bottom. The lower static water level of wells that intercept deep fractures does not necessarily reflect the water table conditions outside of a small radius around the affected well. The results suggest that permanently isolating well bore outflow fractures may remediate certain open-hole residential wells that have been affected by high extraction underground mining.

Mineral processing of rare-earth ore from the Dong Pao deposit, Vietnam, was investigated. The ore contained bastnaesite, (REE (rare earth element)) CO3F, as the valuable mineral and barite, quartz, and fluorite as gangue. To establish a mineral processing flowchart, selective comminution, size classification, and magnetic separation were tested. Bastnaesite shows brittle properties and selective comminution was applied to improve the purity of products. The crushed products were classified by decantation, and the overflow product showed high purity of bastnaesite indicating that bastnaesite becomes fines by crushing and that selective crushing can be used to concentrate the bastnaesite. Magnetic separation for the sink product was carried out and the mag-product showed high recovery rates of bastnaesite, indicating that the combination of size classification and magnetic separation is effective.

Vanadium foils and wires, either cold-worked or recrystallized, show a ductile-brittle-ductile fracture sequence with temperature. At about 150°C the hydrogenated vanadium wires are found to be ductile. At room temperature the wires show brittle fracture, and at liquid nitrogen temperature the wires are again ductile, although to a lesser extent than found at 150°C. Hydrogenated cold-rolled vanadium foils have been found to fracture in unusually straight lines along the [100] texture directions. The hydrogen content required to show this [loo] texture fracture is limited to a few atomic percent in range. Hydrogen content above this range causes fracture to occur in random directions. PRELIMINARY experiments with hydrogenated vanadium foils indicated that the embrittling effect of the hydrogen on the vanadium, which was severe at room temperature, was reduced at both lower and higher temperatures. In order to investigate more quantitatively the ductility changes with temperature, vanadium wires were tested in tension at three temperatures. The reduction of area was measured and the fractures examined. Specimen Preparation—The material used was kindly supplied by A. U. Seyboltl in the form of M-in. rod. The nominal analysis was: 99.2 pct V assay, 0.2 pct C, 0.01 pct Si, 0.01 pct Fe, 0.015 pct Ca, 0.02 pct O,, 0.01 pct N2, and 0.003 pct H,. The specimens were 0.035-in. diam wires. These were prepared by cold-swaging the supplied rod to the final diameter without intermediate anneal. They were finished with long-bearing dies. The surface was then given a light polishing with 0 emery paper and degreased in trichlorethylene. An X-ray check indicated that the cold-swaged wire had a fairly strong [110] fiber texture. The wires were then recrystallized in vacuum in continuously pumped quartz tubes at two temperatures to give two different grain sizes. One group of wires was given 45 min at 800°C; another, 60 min at 1000°C. The microstructures in Fig. 1 show the wires after they have been electropolished and elec-troetched in 10 pct HCI. After the 800°C anneal, the vanadium grains had a diameter of 1 to 2p and there appeared to be a tendency to elongation in the longitudinal direction. However, the latter may be an etching effect. After the 1000°C anneal, the grains appeared to be equi-axed, but there was a very large spread in grain size, probably due to some impurity segregation in the wire, Fig. 1, right. The grain diameters varied between the limits of 1 to 150p. The small particles shown particularly clearly in Fig. 1, left, are also visible on the polished surface of all samples before etching and are undoubtedly carbides and nitrides of vanadium. An X-ray check indicated these annealed wires had a strong [110} recrystallization fiber texture. The hydrogenation was carried out in an iron retort with dry hydrogen flowing through it, the retort and contents being heated in a tube furnace with a hydrogen atmosphere. The hydrogenation temperature was approximately 500°C. The hydro-genation times chosen were approximately those which would be just enough to cause the vanadium to be brittle at room temperature and thus allow the greatest chance for ductility to occur at the other two temperatures. Part of the fine grained specimens were hydrogenated for 21/2 min at 490°C. Part of the coarse grained specimens were hydro-genated for 11/2 min at 515°C.

THE property of Tashota Goldfields, Limited, in the Lake Nipigon area, Ontario, is located about 4 miles west of Onaman lake and 16 miles by winter road south-southeast of Tashota station on the transcontinental line of the Canadian National railways. The mine, formerly developed to a limited extent under the name of Tashota Gold mine, has, since late in 1933, been under the management of Minefinders Limited, who, in 1935, brought it into production on a 60-ton per day basis. During the winter of 1934-35, the writer was geologist at the property. The geological structure in the immediate vicinity of the mine workings lends itself well to analysis on the basis of the mechanical principles of folding. Since structure is of prime importance in the localization of the ore-shoots and of the host shear-zones at the property, the correlation of all structural details and their mechanical interpretation forms a working hypothesis of structural control for the direction of exploration and development work. It is believed that the structural relations here set forth may be found applicable in part, or at least suggestive, in working out the relations of ore-shoots to structure in the Sturgeon River area to the south, and in the Little Long Lac area to the southeast (Figure 1).

SYNOPSIS The theory of elasticity has been shown to provide a means of determining the stresses and displacements induced by mining in deep level hard rock mines. This theory has been incorporated into an electrical resistance analogue on which the plane of a reef or ore-body can be modelled to enable the rapid determination of stresses and displacements at points in the plane of the reef. This electrical analogue has been used to determine energy release rates caused by scattered mining, which, to some extent, is a measure of the degree of hangingwall fracture. A correlation between predicted energy release rates and actual underground conditions in stopes in the O.F.S. goldfields has been encouraging enough to define parameters on which future stoping layouts can be based. The use of the elastic theory through the analogue has been extended to the assessment of the influence of stoping operations on off-reef excavations. Underground conditions at damaged and undamaged areas have been compared with predicted elastic stresses at the positions under review, resulting in the derivation of design parameters for use in siting off-reef excavations in the prevailing geological conditions in the O.F.S. and Klerksdorp goldfields. The analogue has also been used to assess the vulnerability of certain un mined dykes to bursting. Correlations between stresses induced on dykes by stoping and dyke behaviour underground has enabled critical stress levels to be determined for several persistent dykes occurring in the O.F.S. and Klerksdorp goldfields. A number of long and short term planning projects at mines operating in the Anglo American Corporation and General Mining and Finance Groups are described, where the data derived from the electrical resistance analogue is processed by computer programmes and assessed on the strength of the design factors derived from the correlation of field work and the elastic theory.

The Thompson Mill has a capacity of 15,000 T ID of ore and produces two grades of nickel concentrate, copper concentrate and occasionally graphite concentrate. Up to July of 1985 we processed two distinct ore types: T-1 ore, averaging 2. 8% Ni and . 2% Cu and Pipe Open Pit ore, averaging . 8% Ni associated with peridotite and serpentine. Presently our ores from T-1 mine and Thompson Open Pit are of the same type and are processed together. (Figure 1)! n October, 1982, we decided to install an Outokumpu Courier 300 on-stream analyser on an initial 6 streams. The equipment was delivered to the mill on May 2, 1983 and the first analyses were generated by June 17th. The calibrations were 35% complete by the mid-July summer shutdown and were completed in the fall. 1. 2 Analyser Slurry Feed System:The key to successful on-stream analysis is delivery of the sample streams to the analyser.Our system uses pressure-thief sampling for collection. (Figure 2) Initially we used thief samplers modelled after the Outokumpu design, with turbulence bars upstream of the collection point. These units have been replaced with simple laterals as they have worn out. Our thief samplers are mounted vertically on pump discharges and we believe sufficient turbulence exists to ensure representative sampling.

The 2006 North American Tunneling (NAT) Conference was held June 10-15, 2006, in Chicago, IL. The biennial conference was the first NAT conference by the newly formed Underground Construction Association of SME (UCA of SME). The UCA of SME was formed earlier this year at the request of members of the American Underground Association (AUA) (ME, April 2006, page 75). The conference included a keynote session, technical programs, workshops, a trade show and social activities. The conference exceeded expectations with 570 attendees. They included engineers, equipment manufacturers, representatives from government agencies and other interested individuals in the underground construction industry. The trade show was also a success with more than 86 booth spaces sold. Vendors included the biggest names in the underground construction and tunneling industry and included equipment manufactures, construction contractors and engineering companies. The trade exhibition provided a forum for interested parties in the tunneling industry to meet and discuss services, equipment and techniques.

Umicore Precious Metals Refining operates an integrated precious metals smelting and refining plant in Hoboken, Belgium. Once a smelter and refiner of complex concentrates, the plant today?s feed consists exclusively of industrial and consumer recycled products, making it the world?s largest recycling facility for precious metals. In many metallurgical studies, it is necessary to reveal the composition and structural properties of materials. Usually this is done by etching, but some substances do not etch well or easily. Anodizing is known to provide an alternate treatment in many cases. In general, this technique is simple, often more sensitive to composition differences than etching, has excellent resolution, and provides variable contrast in those elements and alloys which anodize. Here we report the use of anodizing in diffusion studies in the TiCb system. Fig. 1 shows a cross section of the diffusion zone in a TiCb couple. The anodizing has clearly revealed both composition and crystallographic features. The maximum bulk penetration of the titanium into the columbium is marked by a sharp line because of the steep concentration gradient. The titanium grain size and orientation differences are also evident. Variation in the grain size reflects the gradually decreasing columbium concentration.

No forno elétrico a arco (FEA) é realizado a fusão da carga metálica composta de sucata, gusa sólido ou líquido, fundentes e o aquecimento do banho líquido utilizando energia elétrica e química. O balanço correto dessas energias e a escolha adequada das matérias primas são fatores que determinam a otimização da eficiência energética e demais ganhos advindos. Para melhoria desses fatores foi utilizada a metodologia Delineamento de Experimentos (DOE) que permite estudar as variáveis do processo e a complexidade de suas interações, buscando solucionar problemas e melhorar a desempenho através de análises estatísticas. Este trabalho mostra os experimentos realizados no FEA da Sinobras objetivando otimizar a energia química do FEA para diferentes condições de carga. O resultado alcançado foi a redução no consumo de energia elétrica, no consumo de oxigênio, no power on e aumento da produção.

This report describes the procedures used by the Bureau of Mines for obtaining attitudes of joints surveyed with a borescope in inclined boreholes. An algorithm for computing the dips and azimuths of the observed joints is presented. The algorithm is used to solve an example problem. A computer program based on the algorithm is listed. It is hoped that the procedures described here will be useful in treating large quantities of data obtained from comprehensive borehole surveys.

IN DISCUSSING the selection of a geophysical method, much of what the writer will say is applicable to any of the various methods and to their use in prospecting, whether for oil or for other minerals.
