IN order to put sufficient work on steel ingots for rails, they must be reduced from about 12 inches square. As this cannot be done at one heat, they are first drawn down to about 7 inches square, and then reheated and rolled into rails. This first reduction or " blooming," is usually done in this country in a 30-inch 3-high rolling-mill, with movable rolls, so as to get several reductions in each set of grooves. Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

"Environmental concerns have recently been growing over the disposal of reactive desulphurizing slag. Consequently, increased pressure has been placed on the foundry industry to reduce the reactivity of this slag.To address this problem, Cyanamid has developed a new product which significantly reduces the calcium carbide content of the desulphurizing slag. Testing equipment and procedures have also been developed to evaluate both the existing levels of carbide in the slag and the decreased levels which are achieved with this new material.The development and use of this engineered carbide desulphurizer has made possible significant environmental and efficiency improvements in the field of calcium carbide desulphurizing. Consequently, the lifespan of calcium carbide in ductile iron desulphurization has been increased, as have the benefits of its use in the foundry industry. IntroductionIn the production of ductile iron, calcium carbide has long been used for hot metal desulphurization external to the cupola. Its cost effectiveness, reliability and ease of use have traditionally made it the desulphurizer of choice for a great majority of ductile operations. Recently however, environmental concerns have been raised regarding the quantity of calcium carbide remaining in the slag after desulphurizing. Analysis has shown that as much as 25070 of the weight of the slag may contain active carbide. In addition to developing various types of coal-interface detection systems, the US Bureau of Mines is actively involved in developing a coal rib-thickness monitoring system for high wall mining applications. One particular system that shows promise uses a ground-penetrating radar system to detect the coal-air boundaries of coal ribs. Based on preliminary laboratory and field tests, results indicate that this method can be applied successfully in highwall mines to maintain a constant rib thickness. The coal seam should be relatively clean in the vicinity of the antenna (e.g., have minimal partings or dirt bands) for best results.

The purpose of this paper is to develop an expert system for hydraulic excavator and truck selection in surface mining. Hydraulic excavators and trucks are finding increasing applications in mining operations. Hydraulic excavators are extensively used especially when bringing electricity to rural areas is difficult and for small-scale mining. This paper describes an expert system, which selects the optimum hydraulic excavator truck configuration such that unit production cost is minimized and technical constraints such as geological, geotechnical and mining constraints are satisfied. The system has four modules: user interface, rules and an methods, databases and output module. The expert system in this study is developed within KappaPC shell. It supports object-orientated technology for the MS Windows environment. The software provides a very useful tool to practitioners, saving time and cost. Equipment selection is a recurring and expensive problem of mine planning and often involves interdisciplinary experts from different fields. It is very difficult and expensive to bring together all these experts. The capabilities of the expert system developed are illustrated in the paper. The software overcomes the difficulties of selecting the proper equipment for surface mining operations, which is very important, and results in substantial savings. Equipment databases for hydraulic excavators with 15-59 yd3 capacities and trucks with 35-360 tons are constructed and these databases are used to select the proper configuration. Among the many extraordinary features of the rare earths are their magnetic and magnetoelastic properties. The rare earths, e.g. Tb, Dy, Nd, Sm, are known worldwide for their large magnetocrystalline anisotropy and magnetization, which has led to the importance of magnetic rare earths as vital ingredients of modem permanent magnets. In this paper, we focus on the strain dependence of these giant effects which gives rise to huge magnetostrictions, magnetomechanical couplings, and ?E effects. Magnetostrictions greater than 10-3 have been measured at temperatures as high as 500 K. At low temperatures magnetostrictions reaches -1%. ?E effects - 10. No other solid state material has matched these values. A proper balance of magnetic anisotropy and magnetostriction, plus a proper choice of crystal axes lead to alloys which can switch large quantities of energy between the internal (magnetic) and external (mechanical) states with the application of small triggering magnetic fields. In addition to the traditional use of these materials in transduction, they are particularly valuable for smart systems where reliability and robustness are needed such as active structure stiffening and active vibration control.

Industrial specialization has rapidly created a demand for new and better alloys. A more thorough understanding of the requirements of specific industries and the discovery of processes by which it has been made possible to utilize certain metallic elements in larger quantities, together with greater purity in most virgin metals, has resulted in a great increase in the number and variety of alloys. This increase in the number of elements entering into non-ferrous alloy manufacture has increased the contamination in secondary metals, as received by the smelter. In order to successfully refine scrap of a much more complex nature it has been necessary for the smelter to install new equipment and to constantly search for new methods of refining as well as to improve the methods already in use. In some instances it is largely responsible for specialization in the secondary metal industry. It is usually necessary to remove the contaminating impurities in scrap or eliminate to a degree not objectionable, no matter how introduced. In order to know what metals or elements are of an objectionable nature, the smelter must make a study of the effect of single elements and combinations of elements on many of the physical and mechanical properties, such as strength, ductility, color, hardness, casting soundness, etc. The smelter of secondary mctals must be able to utilize scrap materials of all kinds, for, sooner or later, most fabricated metal parts and the waste products formed during the process of manufacture find their way to the smelter. In addition, the smelter, in contracting for salvaged material from the producer, gets some undesirable and unusual materials. The value of secondary metals and the importance of their recovery has increased in recent years and it is no longer sufficient to recover the base metal only, such as copper from copper-bearing material, but it is essential that other elements present be recovered and converted into useful form. This paper will deal not with the smelting and refining or separation of impurities from secondary metals but an attempt will be made to show the increased value of metal scrap when properly segregated and in a less contanlinated condition. The Bertha zinc-mines of the Bertha Zinc and Mineral Company are in that part of the State of Virginia popularly known as Southwest Virginia, and are included in that division of the " Great Valley " named in recent years the " New River-Cripple Creek Mineral-Region of Virginia." The mines lie wholly in the southeast part of Wythe county, two miles from Pulaski county on the east, and three miles from Carroll county on the south. The only other zinc-mines that are opened in the region are those of Manning & Squier, which adjoin the Bertha zinc-mines on the northeast, and the mines of the Wythe Lend and Zinc Company, at Austinville, eight miles to the southwest. A little farther southwest of Austinville, near Ivanhoe, a new company is preparing to mine zinc-ores. The mining properties named are included within a distance of ten miles along a direct line, bearing north 55' east, on the south side of New river, which here flows northeastward in a tortuous course. The greatest distance of any of the mine-openings from the river is a little less than two miles. It is not the magnitude of the operations in zinc-mining in this particular region, as compared with that of other well-known districts, that merits especial notice. Often only after years of "technical dormancy" do errors in published literature become apparent and meaningful. To prevent duplication of effort for future generations, the following corrections are offered. These errors were discovered during a recent study in which a computer program for mine hoist rope selection was developed (Lineberry and Mateer, 1988). In order of increasing gravity: Captions for Figs. 3 and 4 are transposed. Purported to be a more accurate method of rope selection than the process of successive approximation, the direct method assumes linearity between a given rope's minimum breaking strength, T, and unit rope weight, WV. Because of the sensitive location of the constant, K, in equation (8) for breaking strength, the significance of this nonlinearity is magnified. For a typical 6 x 37 class fiber core wire rope (Wire Rope Corp. of America, 1985), K actually varies from 43,650 to 52,190, depending upon rope diameter. Although the direct solution permits a rapid selection of hoist rope, an indirect (iterative) solution procedure is favored because of its improved accuracy and ease of computerization. Equation (8) for minimum breaking strength is in error. It should read:

Studies of the minor element content of sphalerite and pyrite have generally been concerned with individual deposits or localised groups of deposits. However, a small number of more regional investigations have been reported (e.g. Davidson, 1962; Groves and Loftus-Hills, 1968; Loftus-Hills and Solomon, 1967; Price, 1972; Bralia et al., 1979) which have used the minor element abundances to evaluate the petrogenesis and geological affinities of diverse ore types and to fingerprint metallogenic provinces (e.g. Ivanov, 1964). While generally held to be valid, some doubts have nevertheless been cast on the reliability of minor element abundances in petrogenetic deliberations (e.g. Mercer, This paper reports on the distribution of he. Cpl and Mn in sphalerite, and Co, Ni and Mn in pyrite, from sulphide mineral occurrences within the "eugeosynclinal" prism comprising the New England Region of north-eastern New South Wales and south- eastern Queensland (Fig. 1). The occurrences examined are representative of two well-defined styles of mineralisation (Stanton et al., 1974) within which clear patterns of ore-rock distribution give rise to specific metal associations (Herbert. 1977).

"Full-scale sections of three different types of Grade 483 line pipe have been evaluated extensively. The variations in chemical composition, optical microstructure, tensile properties, hardness and Charpy impact toughness with specimen orientation and location were determined. Significant variations in several properties, notably Charpy shelf energy, impact transition temperature, inclusion content and ferrite grain size, were observed for different locations in the pipes. The results indicate that current specifications call for test samples for the most conservative locations, except for impact tests. Minimum Charpy impact values generally occur at the II2-width location, which may be a more appropriate specified test location than the present I/4-width location. The anisotropy of impact toughness, and the importance of low sulphur content and inclusion shape control for adequate toughness in the transverse/rolling-direction orientation were demonstrated. The orientation of impact specimens is critical for spiral-weld pipe, and the current specification test is non-conservative in that it can give results which are two to three times higher than the minimum value for the steel.IntroductionThis report presents the results of an extensive metallurgical evaluation of three different Grade 483 line-pipe steels. The sample material came from full-scale sections of line pipe, which represented current commercial practice at the time of manufacture (1975-1977). Following closure of an old asbestos mine in Zidani, Kozani Prefecture, Greece, the geotechnical and environmental restoration of the tailings slopes was required. The geotechnical aspects of the restoration included the formation of gentler slopes to increase stability, in combination with drainage works for the same purpose. The environmental aspects of the restoration included covering the slopes with successive layers of soil in order to minimize infiltration of rainwater, and hence the potential for further transport of asbestos fibers, and to provide a suitable layer for revegetation of the slope. The paper presents results of slope stability evaluation using both limit equilibrium and finite element analyses and raises some issues related to reducing impacts to the geoenvironment when designing such restoration projects.

Here is a challenge to industry to meet the need for management training for the men now passing from essentially technical work into managerial responsibility . . . And a program to handle the job. The purpose of this article is to throw out a challenge both to industry and to educators-a challenge to meet a crying need for management training among the young mining engineers of our nation, the men from 25 to 35 years old who are passing from essentially technical work into managerial responsibilities. It is the author's suggestion that these men could profit tremendously from the intensive training in management subjects which could be provided by short programs in mining administration. The challenge is to mining educators to provide such programs and to the mining industry to support the programs and to release their men to receive the training they need. Such a proposal clearly requires sound supporting arguments.

When the mining and milling of 1100 Copper Orebody commenced, difficulties were experienced in producing a satisfactory grade of copper concentrate. The major concentrate contaminants were fine pyrite and silica, particularly in the minus 10 microns fraction. Studies of the 1100 Orebody showed that much of the fine grained pyrite and a proportion of the silica present in the ore contained carbonaceous matter in the form of complete or partial rims and as internal carbon films disseminated throughout grains. The hydrophobic surface property of the carbonaceous material resulted in an inherently flotable fine pyrite and silica fraction. The addition of a 60:40 mixture of nigrosine and dextrine, initially to a prefloat concentrate of the inherently flotable carbonaceous material and finally to'the total copper flotation feed, successfully controlled the flotation rates of the carbonaceous pyrite and silica. The objective of a 25 per cent Cu concentrate grade was then achieved without decreasing copper recovery.

Before any accident prevention and total safety programme can succeed, a safety concientiousness or attitude needs to be implanted in the employees' minds. Psycholog- ical and physiological conditions play a vital role in accident causation and prevention. Both need attention in a good safety programme, but working place conditions and environment are more easily corrected. However, the challenge is to change attitudes in the minds of men - psychological factors in accidents. To do this does not require a Safety Officer, but does require a Safety Adviser. At Blackwater mine a Safety Adviser is available to all sections of the organisation to guide and assist, to provide data and material to use at meetings, to help in accident investi- gations and to help organise training. To eventually achieve total commitment requires every member of the management team to be a salesman towards all around selling an attitude to safe working, a way of life. At Blackwater mine the workforce is young overall with most employees being under 40 years old. Psychologically this is a quite different problem to a balanced ages working group. A great deal of effort is needed to communicate with the younger, articulate, better educated employee who is also generally a skilled operator in the capital intensive
