P.L. 95-87 contains explicit demands for land-use planning in its reclamation and designation sections. Both sections require recognition of local land-use plans; however, the sections are not well integrated. Accommodations to these planning requirements may be found in suggestions based on British mineral planning practice. Better links can be created among local land-use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take more interest in local land-use plans and in resource inventories; states should consider devolving to local government responsibility for accepting mine permit applications and designation of unsuitability petitions.

Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). The continuous need for infrastructure expansion forces the mining industry to develop underground structures into more sensitive and violent environments. When underground excavation enters into deep and high stress rock conditions, geotechnical designers find themselves faced with the difficult task of selecting a rock support system that will meet today's stringent requirements. Whatever support system is chosen, it is mandatory that potential rock movement be controlled. All this has intensified the development of safety systems and new, unique solutions which can enable construction companies to go both, further and deeper, without reducing the level of safety. Support characteristics of in-cycle trusses are analyzed using a photoelastic model loaded by tightening a truss in the sequence normally used in an underground mine. Stresses in the roof at its center point and at the junction of the roof and rib are examined. Effects of zero tension and unequal tension in the inclined anchor rods are presented. Effects of simulated subsidence on stress in the roof surface and on tension in the separate truss members are examined. Conclusions are drawn relating to (1) the effects of tension in the inclined anchor rods on uplift and compressive stress parallel to the roof surface, (2) the effects of subsidence on stress in the roof surface, and (3) the effects of subsidence on tension in the truss members.

In situ solution mining of uranium has environmental advantages over conventional mining. The leaching of uranium, however, alters the ground-water quality in the aquifer where the mining occurs. Currently, regulations require that the ground water be restored to approximately its original condition. This paper, a summary of a study funded by the Bureau of Mines, reviews the state of the art in restoring ground-water quality after in situ uranium leaching. Current restoration practices discussed include disposal of liquid wastes in deep disposal wells and evaporation ponds, producing from all wells during restoration, and recirculating water purified in surface plants. Methods for predicting the effectiveness and cost of current techniques are presented. Possible alternative techniques are also described. Two restoration operations are discussed.

"Abstract - Prior to the development of the Diavik Diamonds Project, baseline studies were conducted to determine the geochemical characteristics of four kimberlite orebodies as an aid in the design of both the water-management system and the facilities for containment of processed kimberlite and ore stockpiles. Materials tested included field samples of volcaniclastic and pyroclastic kimberlite, processed kimberlite (i.e., kimberlite ore which had been screened and washed as part of the processing procedure), and sedimentary mudstone (a minor xenolithic unit which was assimilated during kimberlite emplacement). Approximately 200 samples of kimberlite materials were collected as part of the geochemistry program. Test-work included whole-rock chemical analyses, acidbase accounting, kinetic leach tests using columns, and mineralogical analyses. Diavik kimberlite has major oxide and trace-element concentrations consistent with global averages for kimberlite. The mean total-sulfur content of the kimberlite material is 0.22 wt% S, but with a significant range. The kimberlite has an excess of carbonate minerals over sulfide minerals (average CO2 = 4 wt%, present mainly as calcite), and has a mean neutralization potential of 311 kg CaCO3 equivalent/tonne. A reactive form of framboidal pyrite associated specifically with the mudstone xenoliths is the primary source of sulfide-sulfur. Long-term kinetic tests confirmed the preliminary interpretations that were made from the static-test results. Kimberlite and processed kimberlite are net acid-consuming materials that produce alkaline drainages and have low but detectable leaching rates for SO4 and specific trace metals such as Al, Co, Cu, Ni, and Zn. If segregated from the kimberlite, mudstone xenoliths are acid-generating (pH = 3) and produce an effluent with elevated concentrations of SO4, Fe, Al, Cu, Ni, and Zn. The study demonstrates that xenolithic units in Diavik kimberlites have an important effect on the environmental geochemistry of the ore rock. The mineralogy and aqueous geochemistry of the kimberlite materials are such that they may not be suitable for general earthworks or as an alkaline agent and should report to an engineered facility to protect site water quality."

Slag in Australia is a much more recent phenonenum with the first iron blast furnace commencing operations in 1848. The early days of metal smelting in Australia were marked with many company failures due to a variety of reasons. The minerals industry in Australia is currently regarded as the country's economic saviour; the bastion of economic security. As Fitzgerald (1974) stated, 'Australia's natural endowments in minerals are the envy of most countries of the world'. As a result the proposed new mineral developments are on a scale that hitherto in the sixties would have been completely unenvisaged. It is reported that Australia is poised on the verge'of a sixteen billion dollar mining-based investment boom: a boom that will see Australia dominate the energy export field, the mineral processing field, and create the 'coal dollar'. This growth scenario has many inherent dangers, and it is the authors' contention that these should be carefully considered before further development proceeds. Two of the major problems related to the mineral industry growth scenario are the predictability of the future metal market, and the energy cost of mining. The Norwegian contracting firm A/S Høyer-Ellefsen has for the last 2.5 years carried out substantial pregrouting in a 7600m long tunnel just outside the city of Oslo. This has been done to avoid groundwater lowering and consequent damage to surface structures. A WIRTH TBM is used in combination with a 2 boom Atlas Copco hydraulic jumbo for the drilling of groutholes in front of the machine. The detailed procedure for the drilling and grouting will be discussed, and the results obtained will be presented.

Chelatang agents, because of their metal specificity, can function as effective mineral processing reagents. A brief review of the work carried out in this area is presented. Some of the salient features of mineral flotation and flocculation with chehting-type reagents, such as bulk us. surface chelation, the role of pH, mineral solubility, solution chemistry of reagents, and temperature, are illustrated with appropriate examples. The problems associated with the commercialization of chelating reagents for ore beneficiation and the research efforts required in this area are also discussed.

During 1999, there were six fatalities in surface mines involving haulage equipment colliding with a smaller vehicle or person, or backing over the edge of a dump point. All of these fatalities can be attributed to the extensive blind areas around large haulage equipment. Researchers at NIOSH are investigating various technologies that can be used to monitor these blind areas and provide information on nearby obstacles to an operator. So far, the technologies listed below have been tested on dump trucks used in surface mining. The selection of these systems was based on their ability to handle the tough environmental conditions found in mining operations and how well they detected obstacles out to 40 or 50 feet beyond the rear of large dump trucks.
