The history of the physical chemistry of steelmaking is reviewed through international conferences, and compared with the Japanese contribution. Subjects remaining to be solved are discussed. Several steelmaking technologies developed recently in Japan are surveyed.

INTRODUCTION The planning process for projects requiring construction of tunnels in urban environments can be highly complex and involves interaction with professionals of many disciplines. Typically the initial step in the planning process is to establish basic design criteria for the tunnel or tunnel system consistent with its intended purpose. Such criteria might include acceptable tunnel geometry, minimum and maximum slope or other associated criteria. Ideally, once the basic criteria have been established, the next step in the process might include establishing technically feasible horizontal and vertical alignment and shaft siting alternatives and developing "ball park" construction and operational cost estimates for the alternatives. Comparisons can then be made regarding the relative technical and economic merits of the alternatives and the most favorable alignment(s) are selected for further study or preliminary design. Typically the last and perhaps the most important task that is conducted during the planning stage includes identifying issues and potential problems to be addressed during the design and construction stages of the project. Many issues warrant consideration during the planning phase of a tunneling project. For the purposes of this paper, these issues can be divided into two broad categories: technical and non-technical. Important technical issues include, among others, general design criteria, geotechnical and geoenvironmental issues, and constructibility issues. Important non-technical issues include, among others, right-of-way and easement related considerations, project scheduling constraints, both short and long term environmental impacts and overall cost/benefit aspects of the project. With respect to influence on the planning process, these two groups of issues often cannot be separated completely. The great advantage to he gained by a careful inspection of all materials used in construction, in regard to safety and permanency, and to accuracy of workmanship, has been longer recognized in Great Britain and on the Continent than in America. This is probably owing to the way in which great enterprises have been " rushed" in the United States. Time and cheap first cost, in too many instances, have been considered of more importance than absolute safety and durability; the structures being afterwards strengthened if this was found necessary. The South Texas area, discussed herein, represents districts 2 and 4 of the Texas Railroad Cominission and extends from Jackson, Lavaca, and Gonzales Counties on the northeast to the Rio Grande River, comprising a total of 26 counties.$ The present boundaries of this district do not coincide with those of earlier reports published in the annual volumes of Petroleum Development and Technology. The war, in its various ramifications, determined and controlled all the phases of the oil and gas industry. Priorities for material and governmental subsidies determined all new operations. New Pools In our opinion, the combine' quantity of crude and distillate reserves added in '943 approached Or possibly exceeded the amount produced. Thirty-five new pools were added to the area' Of these, five have significant reserves and ten offer possibilities of containing consequential reserves. The largest proven reserve discovered during the year was the Slick pool, on the DeWitt-Goliad County line. This is also the most important Wilcox discovery to date in the area. The most significant extension was at Willimar, Willacy County. Other important extensions were developed at Agua Dulce, Seeligson, and Odem. Except for the Porter field, in Karnes County, the Laredo trend, which produces lrom the Jackson and Yegua, proved very disappointing, and this pool is o:C secondary importance. The Scott and Hopper pool, Brooks County, has only orie well, but offers excellent possibilities of becoming an important discovery. It represents at this time the major Frio discovery of the year. The Hobson pool, Karnes County, is not a major reserve, but can be classed as important in that it produces at a shallow depth from the Wilcox. This proves that the potential area of production for this zone occupies a broad trend. Gas and Condensate During the year construction was begun on only one recycling plant, this being in the Sejita field, Duval County. Several others were colltemplated, but no actual operations were begun. The most important development in recycling was the rebuilding of old plants to allow for the fractiona-tion of isopentane, n-butane, isobutane, and propane. Heretofore all pentanes plus have been marketed as cLdistillate,n only a minor portion of the butanes being isolated and sold for fuel purposes. All these new the except propane, are considered vital to the war effort and propane is being marketed as fuel gas. In other instances propane is being isolated and then pumped back into the gas reservoirs for storage. It is anticipated that the demands for this product will increase in the future. The geological conditions in the Vierfontein area ~re such that conventional pillar extraction ~stooping) cannot be practised safely or efficiently. Both the open-end lift and the pocket-and-fender methods of pillar extraction have been tried with little success because of problems with roof control and ground stability. The main reasons for the difficulties are the coarse-grained sandstone roof, local weaknesses in the coal seam, and the rate at which the pillars were extracted. The mine has practised bord-and-pillar mining since it started production in 1952, and considerable reserves of coal are contained in the pillars. As an alternative to total pillar extraction, in which hand-loading methods were practised, a system of partial pillar extraction using mechanized-mining methods ~11"modified goaf-line support has been evolved. These remnant coal pillars (snooks) remaining after partial extraction ofthe pillar, together with the installation of 1,2 m" matpacks and a double line of fullcolumn resin roofbolts, ensure control of the edge of the area that has been mined out (goaf). Where roof conditions preclude the use of conventional pillar-extraction methods, this method holds promise as a safe and efficient alternative for the recovery of coal from pillars and for an increase in the volumetric extraction of the reserves within a mining panel.

O presente trabalho foi realizado com a finalidade de estudar o efeito dos elementos titânio (teor de 0,05%) e de níquel (teor de 0,03%) na liga Al-0,05%Cu-[0,24-0,28] %Fe-0,7%Si para fins de transmissão e distribuição de energia elétrica. Dessa forma, foi adotada uma sequência operacional a fim de caracterizar as estruturas apresentadas pelas ligas. Os processos de solidificação foram realizados via coquilha de aço (forma de “U”). Depois de solidificadas as ligas, os lingotes passaram pelos processos mecânicos de usinagem e laminação para obtenção de corpos de prova com quatro distintos diâmetros (2,7; 3,0; 3,8; 4,0) mm a fim de aproximar estes das bitolas utilizadas em indústrias de cabos elétricos. Todas as ligas foram caracterizadas macroestruturalmente analisando as estruturas brutas de fusão, eletromecanicamente por meio do ensaio de tração [?] e condutividade elétrica [%IACS]. Posteriormente, para a melhor compreensão dos resultados foram avaliados os valores de alongamento [?%] indicando que o diâmetro 3,00mm é a modificação com 0,05%Ti foram os de melhor resultados apresentados.

The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. "Tunneling through an urban environment carries many inherent risks to the immediate local infrastructure and subsequently to the project stakeholders. On the CQ031 Contract of the East Side Access Project in Queens, New York, twin 22.5’ diameter Herrenknecht Slurry TBMs were mined within close proximity to many infrastructure assets, with cover of less than half a shield diameter at times. Multiple public bridges and critical railroad infrastructure including catenary poles and signal towers supporting the busiest rail interlocking in the United States required underpinning systems. The support program for these structures was refined over the course of the four tunnel drives. It is the intent of this paper to show how the interaction between the temporary structures, instrumentation monitoring plan, and risk assessment program melded to provide a system which the owner, contractor, and designer relied on as a tool to ensure the project success without impacting the public surroundings. PROJECT BACKGROUND The East Side Access (ESA) megaproject located in New York City, N.Y is a multi billion dollar program for the Metropolitan Transit Authority Capital Construction (MTACC) with the main goal of bringing the Long Island Railroad (LIRR) commuter rail to Grand Central Station located in the heart of Midtown Manhattan. When completed, the project will significantly reduce congestion both into and out of Penn Station, the current terminus of the LIRR. In order to accomplish this, multiple contracts of varying scope are required to operate simultaneously in both Queens, N.Y and Manhattan. In 2009, the CQ031 Queens Bored Tunnels Contract was awarded to the joint venture of Granite Construction Northeast, Traylor Bros. Inc., and Frontier Kemper (G.T.F). The main scope of this contract was to excavate four segmentally lined soft ground tunnels underneath the Sunnyside Rail Yard in Queens, New York. Additional scope of work included the construction of a tunnel approach structure, electrical substation, and multipurpose ventilation and egress facility."

PARKER :-I think you will find that a little further east. CHAIRMAN JAMES F. KEMP :-In connection with Mr. Parker's paper, I would like to inject a little matter of history into our program here, as regards the founding of the Institute. The credit for the founding of the Institute really applies to miners who were engaged in the anthracite coal region. The three men who signed the circular for the call for the meeting which brought the engineers to Wilkes-Barre in May, 1871, were Eckley B. Coxe, Richard P. Rothwell, and Martin Coryell.

THE system molten copper-oxygen-sulphur is of interest from both the practical and theoretical standpoints; practically, because oxygen and sulphur play an important role in the commercial production of copper, and theoretically because it offers a chance to study the reaction between an oxide gas, SO2, and a molten metal. Reactions of this type, such as that between CO or C02 and molten iron, are important in many metallurgical operations. Again, the determination of any gas-metal equilibrium is of theoretical interest and value insofar as it contributes to the general development of the laws for solution of gases in metals. This problem is being given an increasing amount of attention in modem metallurgy. This paper is the first of a series and presents the results of a determination of the solubility of sulphur dioxide in molten copper at temperatures from 1100° to 1500°C., and pressures from about 20 mm. of mercury to somewhat above atmospheric. REVIEW OF PREVIOUS WORK The solubility of gases in most liquids has been found to obey Henry's law, which states that for a fixed temperature the amount of gas dissolved is directly proportional to the pressure. However this law does not hold for liquid metals. Instead, it appears that for many gases, particularly the simple diatomic ones such as 02, N2 and H2, the amount dissolved in liquid metals is directly proportional to the square root of the pressure. This is known as Sieverts' law. It may be recognized as a special case of Henry's law, which applies when the solute gas is dissociated into atoms or when it reacts with the solvent metal to form solute molecules containing single atoms of the gaseous elements, as, for example: [2M -}-G2 = 2MGK =G) IYf X[I]] which, if the solubility is not too high and the concentration of metal therefore nearly constant, can be simplified to: [MG = Ki Pa,[2]] Following the same reasoning, it would be expected that the solubility of SO2 in copper would be proportional to the cube root of the pressure, the reaction being as follows: [6Cu + S02 = Cu2S + 2Cu20[3] K Cu2S X (Cu20)2(Cu)e(Psm)[4]] or, neglecting the change in metal concentration and considering that the concentrations of sulphur and oxygen are both proportional to the volume V of gas absorbed: [K1 =or Vdo,= K2/PBO [5] PsO]

President Allende says he will expropriate all American investments in Chile and he's already well on the way to accomplishing this objective. What the average observer doesn't realize is that this has not only created big lossess for the copper companies. It could also take a chunk out of the U.S. taxpayers' pockets. Premier Castro expropriated the U.S. taxpayers' investment of over $100 million in the Nicaro (Cuba) nickel and cobalt operations-and U.S. Government protest over the loss was never heard above a whisper. Where the taxpayer comes in today is through the Overseas Private Investment Corporation, which was set up to guarantee U.S. companies' foreign investments against losses due to political changes. As of now, metals firms hold more than $300 million worth of obligations against this U.S. Government agency. The agency itself may not be able to raise more than $85 million, and a supplemental appropriation may be needed to meet its guarantees.

The experimenlal YeSnllS were compaved with the results of an elastic-plastic wodel that relates the size of the pluslic .zone to the cvack length, internal pressure, and yield stress. it was found that the clzunges in the dislocctlion cryrays with lemperature and combosition can be e-kplaincd by the lemperatrnre and composilion dependence of the yield stress. An wmtsual feature of this study was the observation of low -temperature noncrystrrllogruphic cracks. PLASTIC relaxation can occur at the edge of a moving crack by the operation of pre-existing dislocation sources or by the creation of new sources in a region of perfect 1attice.l'2 The amount of relaxation in a given crystal depends on the crack velocity and the temperature, and can determine whether a crack propagates in a brittle or a ductile manner.1-3 Tetelman and Robertson4 observed microcracks m Fe-3 pct Si single crystals that formed on (100) planes by the precipitation of hydrogen gas during electrolytic charging at 23°C. The plastic deformation accompanying crack propagation was observed in the form of dislocation etch pits and an extensive analysis has been made of the size, shape, and crystallography of the dislocation arrays5-7 This paper describes the effect of temperature on the plastic deformation generated around hydrogen-induced cracks in Fe-3.1 pct Si and Fe-4.2 pct Si single crystals. The observations are compared with the results of an elastic-plastic model for yielding around a crack containing an internal pressure. 1) EXPERIMENTAL PROCEDURES The composition of the materials used in this study are given in Table I. IN a previous paper' isothermal softening and X-ray line sharpening data were reported for the annealing at 350°C of single crystals of pure aluminum rolled on the (110) plane in the [112] direction. It was shown that, after rolling to 80 pct reduction in area and careful etching in such a manner as to eliminate extraneous orientations by removing surface material and disturbed areas adjacent to saw cuts, the specimens may be extensively annealed at 350°C without any observable recrys-tallization. At the same temperature, the line broadening caused by cold rolling was found to disappear practically completely after less than 200 sec of annealing. This paper describes experiments conducted to evaluate the effectiveness of jet fans for ventilating blind headings in under- ground mines. A laboratory model of a mine heading was built by using dynamic similarity criteria, and water as the fluid medium. In order to verify laboratory test results, field experiments were designed and carried out in a full scale mine model and in a coal mine in West Virginia. Using CO, as the tracer gas and in combination with a computerized gas monitoring system, tests were conducted to evaluate jet fan performance. The results highlight the flexibility and versatility of jet fans for ventilating blind headings. Numerical modeling of a jet fan in a typical coal mine heading was carried out to evaluate the potential of computational fluid dynamics.

Infrared and Raman spectroscopy have been used to study a range of solid state and aqueous solution species which are of interest in extractive metallurgy. In the solid state new Cu(II)/CN'/NH3 complexes have been detected, iron impurities in kaolin characterised, aluminium substitution in hematite and goethite quantified, and the crystallinity and orientation of zircon determined in heterogeneous crystals. In aqueous solution metal cyanide complexes and equilibria were readily characterised, the thermal decomposition of SO2 monitored and products identified, and complexation of AI(III) by hydroxycarboxylates observed. Attempts to monitor the early stages of the gelling of silicate solutions were less successful, with only changes in the gel being detected. However, the degradation of 12-tungstosilicic acid was readily monitored as a function of both time and pH.

Marco Polo brought the first borax to Europe late in the 13th century. It was especially treasured then for one of its many qualities-that of working with gold as a soldering flux. Georgius Agricola in 1556 gave it the name chrysocolla (which the Moors called borax)-literally, "gold glue." Deposits of borax have been elusive and widely scattered-first found only in Tibet and Italy, and, in 1836, at Iquiqui, Chile. Dr. John Veatch made the first California discovery in 1856 while examining a mineral spring east of Red Bluff. This "Borax Lake" soon supplied 90% of U.S. demand, but flooding and other production problems caused the scene to shift from Borax Lake to Little Borax Lake and then to Nevada in 1871. Early transportation was by "Twenty-Mule Teams."
