The biggest environmental challenge in mining is the management of mine tailings. Deep----sea tailings placement (DTSP) is practiced where the environmental impacts are predicted to be less than the impacts of tailings storage facilities on land. However, DSTP is often highly controversial owing to the challenges in assessing the impacts in deep water environments and potential long----term impacts beyond the proposed tailings footprint. It is well recognized that total contaminant concentrations are often poor predictors of the risk posed by contaminants in sediments. Metals within tailings are mostly present in highly mineralised forms that are typically much less bioavailable to organisms when compared to other common anthropogenic metals. Thus while metal concentrations in tailings can often appear alarmingly high, when compared to sediment quality guidelines (SQGs) used for assessing common urban and industrial impacts, the bioavailability is typically low. Although now well----embedded within risk----based sediment quality assessment frameworks, contaminant bioavailability is still often overlooked in the management of contaminated sediments. In this presentation, we assess and demonstrate the low bioavailability and chronic ecotoxicology of mineral----rich tailings to two benthic invertebrates, recognized for their sensitivity to metals: impairment of reproduction of the amphipod, Melita plumulosa, and the harpacticoid copepod, Nitocra spinipes. We demonstrate that the metal exposure from mine tailings is low when total concentrations are considered, and that the dose to the organism and toxic response observed is highly dependent on contaminant bioavailability. We discuss a range of approaches for the effective incorporation of metal bioavailability when applying SQGs or setting site-specific management limits for mine tailings in marine environments. While proposed DSTP operations require a high level of environmental scrutiny and monitoring during operation and post-closure, environmentally sustainable operations may be achieved when the bioavailable forms of metals within tailings remain below suitable management limits.

Acid rock drainage (ARD) represents one of the most intractable problems faced by the non-ferrous metal and coal mining sectors, and the creation in the recent past of a number of high-level national and international initiatives reflects the growing concerns of industry, government and other stakeholder groups. ARD is certainly considered one of the most serious environmental impacts caused by mining and the industry's greatest environment-related technical challenge. Additionally, the global depletion of non-acid generating oxide ore deposits and the increasing dominance of sulphide ores means that the potential for ARD incidents will continue to increase. Once initiated, the cycle of chemically and biologically mediated and catalysed reactions leading to ARD generation is difficult to stop. While there is evidence to suggest that the degree of contamination of ARD will decrease rapidly within a relatively short timeframe (Wood et al., 1999), experience in historic mining regions of the world indicates that the problem may persist for centuries at certain sites. Current best practice in dealing with ARD puts the emphasis on prediction and prevention, planned from the outset of the operation and integrated with each phase of the mine site life cycle. The elements that constitute best practice are becoming more clearly defined and as this process of clarification continues industry will undoubtedly accelerate the process of best practice implementation, burying at last the image of mining as a despoiler and polluter of landscapes, an image based on past, rather than current, practices. However, it is equally clear that despite the best efforts of industry and regulators, many sites will continue to generate ARD during operation and following closure - in many cases, a legacy of ARD has been derived from operational and strategic decisions made decades ago, before the risks and impacts of the self-sustaining cycle of ARD generation were properly understood. Add to this ARD generation from poorly managed operations and from historic and abandoned sites, and it becomes clear that the treatment of ARD will be required for the foreseeable future to protect water quality, and ecosystem and human health.

The paper explains the genesis of the Ballarat College of Advanced Education to its unique position in mining engineering education. A description follows of the development of the Graduate Diploma in Occupational Hazard Management which commenced in 1979 in the cooperative mode of four groups of three weeks full- time study followed by twenty-three weeks in industry. In particular an analysis will be given of the state of origin of students, ages and employing industries. Given the experience from the evolution of this course a similar process is described for the Graduate Diploma in Mining which has been accredited to commence early in 1987.

It is nearly twenty years since Dr. Raymond, then U. S. Commissioner of Mining Statistics, wrote the first paper (so far as I have been informed) upon the education of tile mining engineer, as a distinct profession for American youth. At that time nearly all the prominent mining engineers in the country had studied in one or more of the foreign schools, or had reached their high standing through years of experience in the school of life. The paper mentioned five schools in the United States in which some attention was paid to the teaching of mining engineering, but as four of them had barely graduated their first classes, their influence had not begun to make itself widely felt. Two years later the American Institute of Mining Engineers was formed, and it has been a most potent factor in the problem of "disseminating information on mining and metallurgical subjects," so potent that the need of a national school of mines as headquarters for information as well as for instruction is no longer urged. The number of schools also increased, and in 1876 Abram S. Hewitt, in his Presidential address on "A Century of Mining and Metallurgy in the United States,'' gave a list of fourteen. In 1876 the series of discussions, led by Holley's admirable paper, brought the whole subject of technical education before the country. These discussions, while mostly devoted to the engineering professions in general, touched upon the question of mining and metallurgicel training to some extent. Since that time several papers, inspired by the publication of that series of discussions, have appeared in our Transactions, and several notable addresses have been delivered at the opening or at the commencement exercises of various schools. But nothing directly bearing upon the curriculum of the mining and metallurgical schools has ever appeared in our annual volumes. As education is one of the many-sided subjects which cannot be discussed too often, I have ventured to bring it up again. The adsorption mechanism of three different O,OÆ-di-alkyl-dithiophosphate (dtp) collectors, K[S2P(OR)2] with R = Et, i-Bu and i-Amyl, on the surface of synthetic chalcocite (Cu2S) was studied by means of solid-state 31P CP/MAS NMR spectroscopy. The morphology changes on the conditioned Cu2S surfaces, in the collector concentration range 0.1 - 10 mM, were also monitored with scanning electron microscope (SEM). In order to assign Cu(I)-dtp species on the surface of Cu2S, the corresponding bulk Cu(I)-dtp compounds, which are clusters of the monovalent copper containing either Cu6(antiprismatic) or Cu8(cubic) cores, were synthesised, and characterised by means of solid-state 31P CP/MAS and static 65Cu NMR. Further investigations on the crystal habits of the bulk systems were carried out by powder x-ray diffraction and SEM. A comparative analysis of the 31P chemical shift and chemical shift anisotropy (CSA) data estimated from the experimental NMR spectra of the polycrystalline bulk Cu(I) dialkyldithiophosphate complexes was used for assigning the 31P resonance lines in the NMR spectra of the collector treated Cu2S powder samples. The species formed on the synthetic Cu2S surfaces were assigned to polycrystalline phases of: Cu6L6 with L = Et2dtpû, Cu6L6 and Cu8L6(S) with L = i-Bu2dtpû, and Cu8L6(S) with L = i-Amyl2dtpû. A heterophase autocatalytic step process of both formation and growth of solid CuxLy (L = R2dtp, x = 6 or 8 and y = 6) complexes on the collector treated Cu2S surface is proposed. A possible role of the oxidised form of dithiophosphate collectors, bis[di-alkyl-thiophosphoryl]-disulfane (disulfide), is discussed in terms of a specific self-redox reaction. The second order quadrupolar lineshapes in 65Cu NMR spectra were simulated and the interaction parameters, CQ and hQ, for the bulk dialkyldithiophosphato-copper(I) complexes were obtained.

Modem civilization is indebted to that most ancient of the skilled crafts - the art of stone working, as the one consistent means whereby the dim un-recorded past has conveyed to our modem schools of science volumns of facts, written in characters of imperishable stone. Although left, centuries ago, to ruin and decay, architectural examples of the ancient building crafts still remain to the glory of the old master-builders, whose accomplishments in that remote age continue to influence and inspire their modem successors. Present-day architects and builders will leave to posterity just as faithful a record of our modes of living and of the methods now adopted for protection, as if it had been made by written word; and our craftsmen have profited greatly, in meeting modem requirements, by taking advantage of the indurance and utility of stone. Stone in all ages and stages of the world's civilization and development has been the material chosen by the masterbuilder, the one material possessing qualities that render it most desirable in affecting the artistic ideals of each period. It perfects the science of architecture through its durability and thus renders possible the study of man's workmanship in stone throughout periods of civilization of which we have no specific written account. Other materials have been used for the construction of man's habitations, but none have withstood the test of time, nor have established the credit of designer and builder so well as stone. _All other materials fall into ruin and decay, leaving neither mark nor monument for the enlightenment of mankind.

"Composite consisting of ethylene vinyl alcohol (EVOH) with short piassava fibers were prepared by extrusion process and their thermal and morphological behavior were investigated. The EVOH reinforced with 5 and 10 % of pi as sa va (Attaleafunifera Mart) fiber particle, based on the percentage weight ratio (wt %), untreated and treated with a commercial silane coupling agent, were prepared and the influence of fiber loading and the effect of chemical treatment on their thermal and morphological behavior were evaluated by SEM, DSC and TG analyses. Melt flow index (MFI) of the composites have been determined to evaluate the effects of fiber reinforcement on dynamic viscoelastic melt of the EVOH. In addition, piassava fibers characterization by SEM, FTIR, and organic and inorganic composition have also been carried out. The SEM results of the composites showed surface micrographs without microvoids and a good distribution, dispersion and compatibility between the fillers and the EVOH matrix. Concerning the piassava fibers characterization, the results showed that piassava has higher lignin content than cellulose and hemicelluloses, and around 0.7 % of ash with 52 % of silica (Si02). This high concentration of silica is consistent with the SEM analysis of the fiber that showed a large amount of ""silica rings"" encrusted on their surface.IntroductionLately, great worldwide interest has arisen in developing new technologies that enable the use of products with less environmental impact. Effort has been put into seeking natural modifier applications, particularly regarding the use of natural fibers. Special attention has been given to the use of natural vegetable fibers, because of the huge variety of species available. Such vegetable fibers are usually referred to as lignocellulosic materials [1]. This work evaluated the effects of piassava (Attalea funifera Mart.) fiber incorporation in an ethylene and vinyl alcohol copolymer (EVOH). The EVOH belongs to a family of copolymers with excellent gas barrier properties and resistance to organic compounds, which allow its application in different segments, from food packaging to gas tanks. However, EVOH is very sensitive to moisture, and in conditions of high humidity its gas barrier properties, thermal and mechanical properties are affected."

The term “Paste Technology” was first used in the late 1980’s. It was used to describe a high fines (15 wt% or greater minus 20 microns), low water content backfill material that could be transported underground through a borehole/pipeline distribution system (4” to 8” dia.) at a yield stress similar to fresh concrete (100 to 400 centipoise). This “Paste Backfill”, unlike slurry transported backfills does not segregate into separate solid and liquid phases at low pipeline transport velocities or upon disposal into the underground stope. Paste backfills can consist solely of fine material, or can include fines plus sand and aggregate similar to a concrete mix. Pipeline transport of paste requires that sufficient fine material (minus 20 micron content) is contained within the mix to lubricate the pipeline walls to create a plug flow condition. For concrete, the fine material is supplied through the cement addition to achieve high compressive strength. For paste, the fine material is generally available in large quantities in the form of mill tailings. The paste tailings can be transported underground for use as backfill or discharged on the surface in a tailings management facility (TMF). This natural abundance of fine grained material is not exclusive to mine tailings but is common to many waste streams in many different industries. This makes the disposal of many waste materials very amenable to paste pipeline transport and placement as a non-segregating slurry. The potential use of paste technology for a wider group of waste materials was realized by these authors and others over two decades ago. Through the effort of this small group the use of paste technology has expanded over the years to become recognized as a low cost, environmentally superior, and technologically controllable method of transporting and placing specific material waste streams with a low water content and high placement density. The high yield stress nature of a paste also lends itself well to the blending of one or more coarse waste materials into the fine waste material paste stream. This allows all the waste materials to be transported by pipeline, increases their placement density; decreases the supernatant release/treatment, reduces contaminant mobilization, hydraulic conductivity and oxygen/water reactivity through encapsulation in the paste matrix. The following paper describes the present state-of-the-art use of paste technology in the world today. It also describes future uses of the technology that are under development and speculates on the overall use of the technology for waste management in the future.

LEAD mining has been carried on in several localities of the Province of Ontario in a desultory fashion for the past 60 years, but up to 1916 the results have not been of much commercial importance. The most ambitious attempt was made by an English company which built a lead smelter at Kingston, Ont., in, 1880 to treat the- concentrates from the . Frontenac mines. After 2 years' operation, the -mines and smelter were abandoned. Up to the present there has not been a sufficient tonnage of concentrates to support an efficient blast-furnace plant and as most of the small properties could not stand the heavy freight and duty charges into the United States, development work has not been carried on in a, systematic manner. As a result the industry has languished. At, Galetta, in southeastern Ontario, considerable prospecting and development work has been carried on in the last few years and very promising deposits of galena have been found in the Chats Island group by the James Robertson Co., Ltd., of Montreal. The chief deposit is that of the Galetta or Kingdon lead mine, located on Chats Island in. the Ottawa River about 5 miles east of the town of Arnprior. The rocks' in the vicinity of -the mines consist of an interbedded series of crystalline limestone and biotite gneisses of pre-Cambrian age. This part of the Ottawa River' basin has been severely faulted and the overlying Paleozoic limestones may be seen in normal fault contact with the pre-Cambrian. The vein filling is of a very well-marked fault fissure type and although the amount of displacement is not determined at this point, similar faults to the east show a displacement of from 1,500 to 1,800 ft. which would indicate mineralized fault fissures of considerable depth. The ore occurs in a highly crystalline calcite with some barite and fluorite, and the galena occurs more or less richly disseminated in clusters and crystal aggregates. In some cases these masses weigh several hundred pounds. Small amounts of sphalerite are occasionally encountered.

MOST of the bituminous and semibituminous coals of this country Will coke, and all of them yield, on carbonizing, more or less marketable gas and byproducts. We need, however, a finer distinction as between various grades of coking coals and between coals of different degrees of byproduct and gas-making possibilities. There is required by the consumer or the coal producer a dependable test to show whether a certain coal or mixture of coals will make coke of good commercial value for blast, furnace, foundry, water-gas, or domestic use; whether any difficulties in operation may arise from properties inherent in the coal; and whether gas and byproducts may be expected of good quality and in profitable quantity. For determining coke quality, the most dependable test is in actual run in an oven, but for byproducts a coal may better and more accurately be tested in the laboratory or in a miniature oven or retort. As to what are the most desirable qualities in blast-furnace coke, the furnace men themselves are not in complete agreement. Soiree desire a hard, well-burned, "hot" coke, and others get better results from a "greener," less hardened product that burns somewhat more readily in the furnace. But certain qualities of cell structure and porosity are commonly agreed upon as desirable. Information as to what kind of coke a certain coal may be made to yield is valuable in advance, whatever may be the consumer's ideas as to the particular kind most suitable to his needs. The question arises, Can we predict coking quality with any degree of satisfaction from a small-scale test? It used to be said that coals could not be tested satisfactorily on a laboratory scale either for the coke they would yield or-the byproducts. On account of the mystery with which the coking quality of -coal has been shrouded and the large determining influences that many believe are exerted by mass, pressure, and the passage of carbonaceous volatile matter through the coking material, it has seemed difficult to reproduce in the laboratory the exact conditions of commercial practice. Natural resins, those derived from coal and those mined in the Uintah basin, face challenges from synthetic resins that are derived from petroleum sources and rosin or wood sources. In the past, fossil resins from coal were produced by various companies, the last one being Hercules, Inc., which sold BLACKHAWK resin until a fire destroyed the plant in the mid 1970's. Approximately four to fjve million pounds of BLACKHAWK were produced and sold mostly to the printing ink industry. Uintaite, more commonly known as Gilsonite® resin, was widely used by various industries, notably in printing inks, coatings, stains, adhesives, foundry, asphalt paving, and oil well drilling muds. Gilsonite has lost market share over the last thirty years to various synthetic resins particularly hydrocarbon resins that are derived from petroleum sources.

Several polymetallic sulfide deposits (copper, zinc, f lead, silver, f gold) presently exposed at the surface of the ocean floor are of sufficient size and apparent grade that they will someday be seriously considered as mineable resources. Responsible ocean mining may have some real environmental advantages over land mining, although they both share the same downstream problems caused by smelting and refining. The area of disturbance for an ocean mine would be much less than for an equivalent sized deposit on land around which considerable rock has to be excavated in order to get at the ore. Acid mine drainage, a very serious problem in land ming, would not be a concern in the alkaline and oxygen deficient environment of the deep ocean. There would undoubtedly be loss of habitat for some marine organisms but this could be minimized by mining deposits that are no longer hydrothermally active and therefore support little life. The risk of severe corrosion and thermal damage to the mining equipment at hydrothermally active sites would probably preclude their recovery in any event. The scientific community and environmental advocates should take advantage of the long lead time before ocean mining commences to insure that the environmental mistakes of the past, as encountered in some land mining, are not repeated. In order to fully understand and thereby mitigate the consequences of recovering seafloor sulfides, test mining of a small deposit using the German-designed high capacity television grab, preceded and followed by detailed observations of the mining site from a submersible, is proposed.

The oil industry can prosper only if crude production is not excessive. This is true for several reasons. In the first place, the marketing branch of the business is so highly competitive that there is little room for profits in it. There are too many service stations, too many middle men or jobbers, too many refiners eager to press their products upon the market. And the battle is between the strong. If any money is being made in oil today it is by small marketers who buy products from the refining companies and sell on guaranteed margins. In the second place, refineries are overbuilt. There is a large surplus refining capacity. If refined stocks were drawn down they could and would be replenished in short time on short notice. This excessive refining capacity is not serious, however, if the supply of crude is limited to trade requirements. True, it may reflect upon the intelligence of the industry, but if there were a shortage of crude for a few years refining capacities would be readjusted. In the meantime no great harm could result from some idle capacity. It requires no computation to see that refiners could not produce surplus stocks of products from a short supply of crude. I have in mind, of course, the increased yields from cracking. Allowance must be made for that. Still, the picture is the same; less crude is required. I think we can have prosperity in the oil business if too much crude is not produced. A proper limit at this point would be felt all the way down the line. It would slow the refiner and slow the marketer inevitably. Once this constant pressure to make more and sell more is off, operations will be normal and there will be some return on investments. Peices in Relation to Production Potential production at this time is very large, and this condition has existed for many months. As a result the price of crude is low. It is below the average cost of production. Nevertheless, if restraints were withdrawn actual production would immediately increase and the situation would become even worse than it is now. Much has been said and written on the shortcomings of the open-flow and restricted potentials of oil wells to determine their relative ability to produce. The oil industry in general is agreed that the open-flow potential in particular is grossly inequitable, wasteful and expensive, but that potential is still used in many pools. This is partly because no thoroughly satisfactory substitute has been found and partly because operators are reluctant to adopt other methods that have been suggested; or, as Hamlet would say, we would rather "bear those ills we have than fly to others we know not of." In a great many pools the use of tubing potentials has been substituted for open-flow potentials, but open-flow potentials through casing are still being used in many pools, particularly. in Oklahoma, although the expense of such potentials has been pointed out many times. In one of the most recent pools in Oklahoma it is the practice to take open-flow potentials through the casing with the tubing out of the hole. The well is usually tubed after it is drilled in for the purpose of washing it in and cleaning the hole. After preliminary tests are run the tubing is pulled under pressure preparatory to taking the potential. After the potential is taken the tubing is rerun, under pressure. In order to accommodate the large capacity of the wells, it is customary to set three separators, six vent lines and large oil-storage tanks. It is conservatively estimated that the equipment not needed for producing the well currently but which is installed solely for the purpose of establishing large potentials costs the operator at least $5000 per well—approximately 35 per cent of the cost of equipping a well for production. Such needless expenditure constitutes an economic waste in addition to the gas that is wasted in taking potentials. STUDY of the ore deposits of Colorado has disclosed, in numerous places, sharp changes in both mineralogy and metal content of the primary or hypogene deposits with change in depth. A clear understanding of the meaning of these changes is requisite to form intelligent conclusions that can be applied in the exploration of such ore deposits. This paper is an attempt to set forth some of the geologic and chemical relations of minerals that bear on this problem. The effect of the differing electrode potentials of elements on the order of oxidation and on the order of displacement of one metal by another metal in supergene sulfide deposits has been studied for many years by several investigators. The results all agree rather closely with the original Shurmann series of replaceability of metal sulfides, as Wells has shown.1 So far as the writers are aware there has been little attempt from the geologist's viewpoint to correlate the electrode potentials of the elements, other than those of the common metals, with the positions and mode of combination of the elements as found in ore deposits, and in particular in hypogene deposits. Wells2 discusses electrochemical activity between solutions and certain ore minerals and mentions the possibility of its effect in precipitation reactions. The senior writer for a number of years has emphasized the importance of oxidation-reduction reactions as a factor in the formation of certain hypogene ore minerals, and as the electrode potentials are a measure of the relative Oxidizing and reducing power of the elements and their ions, it seems possible that a study of them may offer some suggestions on certain problems.
