Mining in situations where there exists a potential hazard from inundation has always existed in coal mining, and often reserves were left unmined in favor of reserves with no such hazard. However, increased pressure on expanding the minable reserves and on producing low-sulfur coal, has made mining under water hazards necessary in many parts of the world. Recent joint efforts by the authors to develop case-history data bases of mining under water hazards has allowed the bringing together of Chinese and United States experience and guidelines for such mining. In China, mining under water hazards has been successfully accomplished for a number of years, allowing the development of a good data base from which to draw guidelines. In the United States, much more limited experience, and the longer delay in adopting longwall mining compared to the rest of the world, has forced reliance on a more limited data base and European experience. In the United States (and Canada), the data base is continuing to increase as more operations start-up. Developing a generally-applicable set of guidelines for international use, based upon extensive Chinese and other experience, appears feasible. A pilot scale laboratory investigation of manual slurry sampling methods representative of those used in the minerals industry is described. Samples were taken from slurries made up from silica particles of various sizes and in various concentrations from a stirred tank and from the discharge lip of a rectangular launder. Sampling methods from the tank included immersion flasks and several configurations of a suction probe. The launder was sampled using a conventional narrow-mouth ladle and also with a 'mouth organ' stream splitter. Samples were analysed for overall solids concentration and size distribution and showed different but always significant and often large biases relative to the known overall composition of the slurry, the nature and extent of bias being dependent on pulp concentration, particle size, sampling method and sampling location. Results clearly show the very great difficulty of obtaining representative samples by simple sampling techniques, although the data suggest that errors can be reduced by using an appropriately designed and operated suction probe. Further work will be carried out with the objective of establishing guidelines for industrial sampling practice.

The porphyry copper deposit at Los Pelambres is a resource exceeding 2 Gt (2.2 billion st) of 0.7% copper and 0.02% molybdenum. It includes a high-grade zone of +1% copper that is amenable to open-pit mining with a low stripping ratio. Metallurgical testing has indicated that the ore has exceptional characteristics, and that recoveries of 96% for copper and 93% for molybdenum can be obtained by conventional flotation methods. This paper summarizes the history of the prospect, the geology of the ore body and the surrounding area, and the procedures and results of exploration.

"This paper outlines the scope and applications of 'COALMOD', the British Columbia Ministry of Energy, Mines and Petroleum Resources' computerized financial simulation model for coal mining developments. After a description of the computer system and language of implementation, the logic and scope of current model sub-routines are presented. This is followed by a presentation of examples on the current applications of the model to public policy evaluation, including benefit-cost analysis, fiscal analysis and evaluation of the effects of public infrastructure investments made in support of mining projects.IntroductionThis presentation has been developed in response to a number of requests from coal mining companies and various public agencies who have indicated interest in understanding our application of contemporary analytical techniques to public policy in the coal sector. The American Institute of Mining Engineers, the second of the four great national engineering societies established in the United States, was organized in 15,71. Its membership is composed of men engaged in the different branches of mining, metallurgy, geology, and chemistry. It includes both those who have worked their way up from the ranks and graduates from mining schools and universities, and at all times has counted in its membership leading technical educators. By a letter ballot of the members of the Institute, it was voted, at the annual business meeting of the Institute on February 18, 1919, to change the name of the American Institute of Mining Engineers to the American Institute of Mining and Metallurgical Engineers. The vote for the amendment to the Constitution making this change was a heavy one for such matters. It is the consensus of opinion that this marks an epoch in the history and usefulness of this Institute, and it is expected that the change will presage a large and healthy growth in metallurgical fields. Many metallurgists who knew nothing about min¬ing were loath to join a society of mining engineers, despite the fact that over 35 per cent. of the papers published in our Transactions during the past five years have dealt with metallurgical subjects.

In my talk this afternoon I intend to cover a brief history, some of the recent experiences and an overview of the McArthur River project.If we consider the themes of this forum, Obstacles and Opportunities, I can confidently say that in attempting to develop the McArthur River deposit Mount Isa Mines Limited (MIM) must have encountered almost every obstacle that can be imagined. However the large size and the high grade of the deposit has ensured an opportunity, from which it is very difficult to walk away from.The McArthur River Here's Your Chance (HYC) Deposit is located in the Northern Territory of Australia. It was discovered by Mount Isa Mines Limited geologists in 1955 and is one of the largest known sedimentary stratiform zinc-lead-silver deposits. The deposit has been the subject of numerous investigations and considerable expenditure culminating in a major feasibility study in 1979. There were a number of factors which prevented development, these being the size of the project, the fine grained mineralization, geographical location, market, social and capital cost. The latter had been estimated in the 1979 study to be $800 million at that time.

Gold with minor associated copper mineralization in the area of what is now the Bougainville porphyry copper deposit has been known since the 1920s and was probably known in German colonial times, pre- 19 14, although no records persist other than a reference by Stanley (1922) to copper specimens from Kieta that he saw in Rabaul. Stanley did not at the time believe that they came from Kieta. Gold was first discovered at Kupei by Jack Comb in 1929 and the Kieta Goldfield was proclaimed in May 1930. In December 1932, the Tapu Reward Claim at Moroni - the site of the Bougainville Copper concentrator, was pegged by C.W.M. Evans who prospected up river from the West Coast. The Pumkuna (Panguna) Reward Claim on the site of the subsequent porphyry copper deposit was granted in February 1934 to G.A. Myers. n May 193 1, the Kupei Reward Claim was transferred to Bou- gainville Gold Options NL and later reverted to Jack Comb and then the Bougainville Syndicate, as did the Pumkuna and Moroni claims. Most of the interested parties had come from the Edie Creek rush on the New Guinea mainland. In 1935, N.H. Fisher, the geologist in Rabaul for the New Guinea administration who later became director of the Australian Bureau of Mineral Resources in Canberra, reported on the three gold areas. Norm Fisher described the gold and copper mineralization and its habit in great detail and this report had a major influence on the events leading to the discovery in the 1960s. Gold production up to the Japanese invasion probably did not exceed $50,000 in value. Half a ton of copper-gold ore from Kupei was sent to O.T. Lempriere's in Sydney for assay in the early 1930s.

The problem of fluid flow from a well into a horizontal fracture has been studied using a nonlinear coupled hydromechanical finite element model. Such an approach is required due to the strong nonlinearity and anisotropy of deformation and fluid flow moduli introduced by the presence of the fracture. The resulting nonuniform total stress field invalidates the application of the conventional fluid flow techniques to the problem. Stable convergent solution from the above analysis are verified by a coupled steady state algorithm.

A lag apparent in the mining engineering field. While mining will continue as an essential industry, a revitalized profession will be required for national well-being. Specific problems facing the profession include: - a conflict between its design, production and management components, which affect the engineers on a daily basis; - a credibility gap in public matters that is so extreme, government action approaches punitive in degree, and - historical decreases in the number of degree-offering departments in the face of an increasing demand for graduates. A turnaround in these areas could result in attracting into the industry, highly creative, capable, and socially concerned engineers. By improving the quality of undergraduate education, the effectiveness of each entering engineer would be multiplied. This is another way to combat the chronic shortage of trained mining engineers. At the same time, it would set a significant example for other professions in the throes of overspecialization. A revival of the mining profession can be accomplished only during the formative training years of its future practitioners. An educator's role would be pivotal in this effort.

The Bureau of Mines is conducting research to assess the effectiveness of different chain pillar designs in maintaining gate entry stability. The study described in this paper was performed in a 1200 ft long, experimental headgate section which contained three pillar designs: - a three-entry, yield-abutment pillar' system, - a four-entry, yield-yield-abutment pillar system, and - a five-entry, all-yield pillar system. As the longwall mined by the experimental section, Bureau engineers monitored entry convergence, roof sag, and changes in roof quality. The results of the study indicate that the all-yield system performed at least as well as, and probably better than, the two abutment pillar systems.

The depletion of high grade siliceous phosphate ores is bringing about a search for economically processable replacements. The processing of unexploited dolomitic sedimentary phosphate reserves has numerous problems including the similar surface properties of the carbonate and phosphate minerals and the presence of significant concentrations of dissolved species in the flotation pulp. In this paper, inorganic adsorption and surface transformation phenomena exhibited by the dolomite/apatite systems are examined in detail. Electrokinetic, adsorption, and flotation results indicate that when placed in a common solution, these two minerals interact significantly, with a corresponding strong influence on flotation using a physisorbed collector. Such behavior can have strong implications for flotation plant practice.

"Sociotechnical systems are everywhere in the modern industrial world. Sociotechnical systems describe how humans interact with technology throughout a variety of processes. These systems are prevalent in modern industrial settings, such as operating mines. Safety and health management systems (SHMSs) are complex sociotechnical structures designed with the aim of managing and reducing occupational risk. U.S. mining companies are voluntarily adopting SHMSs to supplement regulatory safety compliance efforts. Like all complex sociotechnical systems there are a wide variety of approaches and adoption philosophies around a SHMS. Many SHMSs suffer from high levels of redundancies, which manifest themselves in diverse ways: duplicate processes, forms, permits, and tracking mechanisms. These redundancies have severe impacts on the overall system and absorb critical culture and leadership “energy”. A recent study initiated by the University of Utah and sponsored by the Alpha Foundation is investigating the effectiveness of SHMSs across 15 different U.S. mining sites. A large amount of data has been captured to help characterize elements of SHMSs and correlate their impacts on safety outcomes. Many variables were assessed in the study. Those of importance to this paper are the variables describing the robustness of the sociotechnical aspects of the SHMS. Two such variables are the overall integration of the SHMS within the whole system and how data is managed. Data management in this context deals with the approach to capturing, analyzing, and acting on data within the system. As well, systems are integrated around controlled, data-sharing mechanisms. It has been found that wide variety of approaches has been taken to integrate the SHMS within the governing management philosophy at a given site. A series of case studies is presented that develop some specific best practices for proper data management and integration of SHMSs.Introduction and Project Background Managing occupational health and safety can be done in many different ways, and with many different approaches, but is often based on the host country’s regulatory and industrial culture. However, many companies have extended their effort beyond the regulatory requirements of their host nation and have implemented Safety and Health Management Systems. The goal of these efforts is to reduce and eliminate occupational risk. Many health and safety practitioners have a hard time justifying various elements of health and safety management. There is a lack of institutional knowledge that measures and assesses the effectiveness of these Safety and Health Management System (SHMS) elements. To better understand the effectiveness of SHMSs the Alpha Foundation has funded a research project with the University of Utah. The title of the project is “Characterization and Effectiveness of Safety and Health Management Systems in the U.S. Mining Industry.” The research team will assess the SHMSs of 15 United States mine sites. The outcome of the project will be a method to characterize the strength of the SHMS elements, assess a culture and leadership index, and finally establish correlations between elemental risk and safety outcomes. The study is currently in progress. However, many important outcomes have already been observed, particularly on the data management practices within an SHMS."

"Funding has been made available through the National Energy Program to build a mobile fine coal treatment plant. The plant is intended f or field application and also to upgrade the existing pilot plant facilities.Western Canadian coals with high proportions of fines (due 10 their friability) cause high losses of fine coal to the reject and in turn reduce the over-all recovery of saleable coal. Eastern Canadian coals with high amounts of sulphur of ten require crushing to fin e sizes to liberate pyrite and therefore need effective and efficient separation of these fine sulphur particles. The difficulties involved in solving these problems are two-fold. One is the reluctance to experiment in an operating wash plant and the other is that laboratory scale testing often cannot be extrapolated to the plant environment. The mobile fine cleaning plant with its ability to operate at existing coal preparation plants across Canada and with its flexibility in implementing flowsheet option s and close monitoring of fine coal circuit variables, is ideally suited to solve these fine coal cleaning problems. The mobile plant objectives are to design and optimize flowsheets, evaluate and improve fine cleaning circuit operations and 10 lest new process monitoring and control equipment.The schedule for construction and the required resources will be outlined along with flowsheet options and the general R&D philosophy of the mobile plant.IntroductionIn relation to coal preparation technology, Canadian coal s can be grouped as Eastern coal, Rocky Mountain metallurgical coal and Foothills high volatile bituminous coal. The eastern coals have high sulphur contents and in some cases require crushing or even grinding to liberate the fine pyrite . Rocky Mountain metallurgical coals often occur in highly sheared seams which have been subjected to rapid coalification. The high friability of these coals means that degradation during mining, handling and processing is extensive and results in large amounts of fine s ranging between 20 and 60% by mass of the wash plant feed. The widely varying geo logical structure and exposure to the elements results in partially oxidized coals which perform inconsistently in the traditional method of fine cleaning by flotation . Foothills high volatile bituminous coals for thermal use are frequently interbedded with soft shales and bentonitic clays. These clays disintegrate during washing and swell, producing large volumes of tailings. The presence of clays in plant circuits, particularly fine circuits, tends to increase the viscosity and may cause deterioration of the fines density separation and increase magnetite losses. In view of the fact that fine coal cleaning is the most difficult aspect of coal preparation , a research program is being established to study the factors involved and to offer some solutions.A recent performance evaluation of Canadian washeries showed that yield losses in the minus 2 mm coal circuits were approximately ten times those occurring in the coarse coal circuits(1). Because 2 mm x 0 coal represents 30 to 70 per cent of the raw coal, these losses can be considerable . The operating and capital costs of beneficiating minus 6 mm coal are about four to five times higher than for plus 6 mm coal. In the case o f minus 2 mm coal the costs are even higher. The economic importance of the fine coal cleaning cannot be over emphasized and as a result, the CANMET R&D program is geared for fine coal beneficiation."
