A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

The programmable Logic Controller (PLC), at its present stage of evolution, is now considered as a mature control system. The PLC combines the solid-state reliability of hardwired logic and computer control systems with the simplicity of a relay ladder logic. Relay symbolic programming through a function-oriented keyboard provides a means which plant personnel can easily become accustomed to work with. In a large coal facility, it is shown that the control engineer can provide improved control flexibility with the advanced capabilities of the PLC.

IT IS particularly appropriate that a paper on this subject should be presented in Spanish, before a Spanish speaking audience, and in a South American country, first because of the facts that these countries today have not only the largest copper leaching plant in existence but also present great opportunities for future extension of hydrometallurgy; and second, because of the fact that the first copper made by any wet method was doubtless produced before existing records at the Rio Tinto deposits in present day Spain.

IN the recent world-wide deflation of commodity prices the coal industry, including both anthracite and bituminous coal, had reached a level where the actual delivered market prices received by the operators were usually less than the cost of production. Many steel companies and public utilities, operating their own "captive" mines, could have bought coal during the past three years for less money than the true cost of coal produced at their own properties. Competition within the coal industry itself was cruel to the point of profitless operation, and the competition of other forms of fuel was bearing heavily on the coal producers. They were thus forced into methods of production and utilization that they had hitherto ignored; there had been almost complete absence of any appreciation (by the bituminous operators especially) of the necessity of real research work in finding better methods of preparing coal for specific uses, and in finding new and profitable uses for different kinds and grades of coal.

THE real and permanent advances which take place in any industry are for the most part slow evolutions which frequently develop and grow almost imperceptibly from clay to clay. A meritorious idea may and generally does require long and patient development and commercial application under a variety of conditions and in a number of localities before it emerges as standard and generally accepted practice. There must be not only technical perfection but also economic advantage. Thus a cross-section taken at any particular time of an industry may reveal little that is distinctly new and yet there may have been considerable progress. During the past year there has been little that is new in milling and yet there has been real progress; some problems have been solved and some of what we may term the newer developments have become more firmly, established.

AS the end of the collegiate year approaches, the problem of student employment again becomes acute. This subject divides itself into two phases: (1) employment prior to graduation and (2) employment following graduation. "Experience is the best teacher," according to the old adage, and the student needs all that he can get. He is afforded every opportunity to reap from his books the theories and principles of scientific and engineering practice, and occasionally he is privileged to make field trips to observe the practical side of the subject. But it is not enough for one to know the theory and to observe its application; it is also desirable for the student to get the feel of the tools during his training Such opportunities can only be afforded the student if the major companies cooperate with the universities in giving the student part-time and vacation work.

IN the accompanying figure consider the classified AB in closed circuit with a ball mill, wherein T = Tonnage of new feed C = Ratio of circulating load Now consider that the circulating load is made up of two portions of ore. One portion is due entirely to the characteristics of the ball mill and the tonnage of new feed impressed on the ball mill. This portion of the circulating load in no way is to be blamed on the characteristics of the classifier and is all composed of oversize. Consider, for illustration, that this portion of the circulating load is handled in the A division of the classifier, assuming that the classifier is divided longitudinally into two divisions by an imaginary line. Because the classifier does not usually make a perfect separation of the undersize, a certain portion of the total circulating load is to be directly blamed on the efficiency of the classifier. Let this portion of the circulating load be considered as being handled in the B division of the classifier. Now if the classifier is operating perfectly (100 per cent efficient), the width due to the B division becomes zero and correspondingly the efficiency of the classifier diminishes as B becomes wider in proportion to A. FOR the development of a mine, a shaft of small cross-section is usually sunk, of no larger size than is absolutely necessary. After the mine has been developed and put on a production basis it is a common practice to sink a shaft of larger cross-section for hoisting and use the original shaft for the handling of men and material into the mine. While that ar¬rangement is usually expedient, the small size of the supply cages presents a problem in the handling of ma¬terial. Where a cage is, say, 4 by 4 ft., which is not an uncommon size, all lengthy and bulky material must be handled piece by piece several times from the supply department to the underground stations. Thus drill steel and timbers over 4 ft. long will be loaded on cars at the supply department and wheeled to the shaft, where each piece must be unloaded from the cars and stood up in the cage. They are then lowered to the shaft station, unloaded piece by piece and placed in cars, run to the supply station and again unloaded and stored until called for. In such a case handling becomes a major item in the cost of supplies.

THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. The speakers were well received and the discussion was good and virile. The field and scope of the new Health and Safety in Mines Committee was reviewed briefly, yet concisely, by Scott Turner. This committee is to cover the whole mining industry, in which much progress in reducing accidents has been made in recent years. Members of the A.I.M.E. can considerably assist in this important problem.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. Based on optimization using response surface methodology designed by Box- Behnken, to study the interaction of wet industrial salt with moisture drying temperature (50-90 ); duration (10-50s); and the weight of the materials (20-60g). The results show that: the experimental parameter conforms to the quadratic equation model to influence the moisture content and the dehydration speed., in analyzing the significance and the interaction of various factors, the optimum by the Design Expert software conditions for drying with microwave radiation include temperature of 90 , duration of 10s, and sample mass of 26g. Verified by experiment, the moisture content after drying is less than 0.25% and the dehydration rate reached 1.37g/min, between the predicted value and the actual value confirmed good fitting degree.

DEEPEST hole in the earth, and deepest producing oil well in the world-such is well No. K.C.L. A-2, of the Continental. Oil Co., completed on April 12 in the San Joaquin valley about four miles west of Wasco, Calif. It penetrated the earth's crust to a depth of 15,004 ft.- almost three miles-a depth that exceeds by over 2200 ft. that of the previous record holder in western Texas. It is now producing oil from sands at a depth from 13,092 to 13,- 175 ft., which is about 1500 ft. deeper than the record formerly achieved in Louisiana. Continental's new well was bottomed in what is possibly Domengine-Avenal Eocene sand, and is producing from the Middle Miocene equivalent to the Rio Bravo sand.

Henry Louis, Newcastle-upon-Tyne, England (communication to the Secretary): I think very highly of the novel and ingenious device of Prof. Richards for analyzing the movement of the various elements of the jig; it is a method that certainly seems to promise valuable results, if we could only make certain that these various indicator-appliances have no effect upon the action of the jig. I would like, however, to suggest that in future experiments the connection between the plunger indicator-rod and the pencil should be made by means of parallel motions, so as better to reproduce the rectilinear motion of the piston. I should expect, if this were done, that the " curve " of the plunger in the Harz jig, at any rate, would be represented either by straight lines or else by quite regular curves, according to the method by which the plunger is set in motion; the apparent combinatioil of straight line and curve seems difficult to explain. With respect to the water-curve, I am afraid I am completely at fault, but no doubt Prof. Richards can explain my difficulty. Mines operating close to communities face growing challenges, especially with their drilling and blasting activities. Proper management of environmental and community impacts is critical to provide sustainability to the mining business in the long-term, by enabling the licensee to operate. This paper will present new technology solutions to minimise the impacts to communities and the environment from blasting operations. A case study of the wireless initiation projects conducted at Kinross Morro do Ouro Mine (located in Paracatu, Minas Gerais – Brazil), will be presented. Focused on overcoming the complex challenges in the mine, Orica and Kinross searched for initiatives to optimise the drilling and blasting operations. The team evaluated the WebGen™ wireless initiation system for controlling environmental impacts as well as operational flexibility and productivity. Since January 2023, three planned wireless blasts to demonstrate the technology and applications were executed. In the tests, the vibration level was able to be maintained lower than the limit of 3.0 mm/s while dust and flyrock impacts were well controlled. The main benefits of using this technology for the Morro do Ouro Mine are: reducing the number of blasts while increasing the blasted mass per month; control of projection of fragments using additional cover; dust control by watering the bench easily; lightning initiation risk reduction due to the absence of wires or tubes on the surface; flexibility in changing the blast day to better control the noise and dust; flexibility in mine planning mining (potential application in the future). The use of the WebGen™ wireless initiation system, enables improved productivity while enhancing safety and reducing impacts to communities. Implementation of this technology has enabled Kinross Morro do Ouro Mine to build trust with its neighbours, maintain the license to operate, and helping to mobilise resources in a sustainable way. This has allowed Kinross to position Morro do Ouro Mine as a world reference operation, especially in relation to innovation, safety, and social responsibility.
