"The use of recycled water in flotation has significant effects on flotation and selectivity because the recycled water contains many dissolved compounds and ions that alter the chemistry of the system. In this study, the effects of calcium, magnesium and sulfate, which are abundant components in recycled water, were investigated on galena, sphalerite and pyrite flotation using pure minerals and a complex sulfide ore by conducting bench-scale flotation, microflotation and zeta potential measurements. The bench-scale flotation tests indicated that higher recoveries of galena and sphalerite are obtained when water is recycled, due to higher concentrations of ions in recycled water. However, there was a critical ion concentration for galena recovery. The microflotation tests showed that galena recoveries at different pHs in recycled water are lower than in tap and distilled water. Pure sphalerite recoveries improved in recycled water in the bench-scale test with ore. Pure pyrite was depressed with recycled water as well. Zeta potentials became less negative with increased calcium and magnesium ion concentrations due to their adsorptions, and the presence of sulfate ions was seen to increase the negative charges of sphalerite and pyrite, conversely for galena. IntroductionWater is among the most important elements for mining and mineral processing. The distance to water sources is one of the major factors for mine site selection. The mining and mineral processing sector needs and consumes large quantities of water. In Chile in 2014, the copper mining sector alone consumed 12.7 m3/s fresh water for 1.189 tons of ore processing, and recycled 74 percent of the consumed water (Chilean Copper Commission, 2015). A plant that does not reuse or recycle any water will require 1.9 to 3.0 m3 of water per ton of ore processed (Gunson et al., 2012). Many stages of mineral processing, such as grinding, gravity concentration, dense medium separation, wet magnetic separation, flotation and hydrometallurgical operations, use large volumes of water (Schumann, Levay and Ametov, 2009).In mineral processing plants, the process water is recycled from the tailings dams, thickener overflows, and dewatering and filtration units. Wet concentration processes can require large quantities of water. Flotation, the most common process, typically takes place at 25 to 35 percent solids by mass. Most flotation plants practice at least some water reuse and recycled. Modern mines and mineral processing operations generally aim for zero water release (Levay, Smart and Skinner, 2001). In most cases, water quality has been found to affect flotation performance, and this interaction remains under investigation."

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

Component failures in the electrical control circuits of mining machines account for a large percentage of the total downtime of the machine, Once a failure has occurred it is always a tedious and usually a time-consuming task to locate the failed component. Moreover, the pressure to quickly locate the cause of a delay can lead to compromises in safety. Thus an onboard diagnostic system, essential for an automated machine, would be a very useful addition to existing machines. This report details U.S. Bureau of Mines development of a generic procedure for synthesizing diagnostic systems for electrical-control-circuit failures in mining machinery. A continuous mining machine is used as the testbed to illustrate the application of the developed methodology. Substantive differences among mining machine control circuits made it impossible to achieve a generic diagnostic system, but a generic approach for the synthesis of the diagnostic system was possible. As the research progressed, it became apparent that an algorithmic approach was better than an expert-system-based implementation. A prototype system was constructed and used to evaluate the diagnostic system. Prototype implementation issues are also examined.

"IntroductionThe efficiency of ore reduction in the blast furnace and fuel requirements depend upon the degree of uniformity with which reducing gases can be distributed through the stock column and upon the permeability of individual pieces of ore and sinter. If the ore is fine, the major problem in reduction is to get the ascending gas stream to the surface of the ore-Hard, dense ores of low permeability, mined in coarse sizes, tend to improve the permeability of the bed, but unless they are crushed to the proper size they reach the hearth unreduced.Surveys by the Bureau of Mines have shown conclusively that the gas distribution in the upper three fourths of the furnace is far from ideal. Furnace lines, top design, and methods of charging are important, but more thorough size preparation of the ore is necessary to eliminate size segregation at the stock line, which inevitably leads to non-uniformities in gas distribution.Because of the quantity of sinter now produced close study of the characteristics which determine its behavior in smelting is warranted. As the use of concentrates increases agglomeration will become more of a necessity. Improvements in the physical character of the ore burden are particularly important to plants using coke of poor physical quality. In addition to aiding reduction, improved physical properties of the ore burden will permit the use of higher blast heats, which is equally important.Reduction Tests on Fine Sizes of SinterPrevious reduction tests on minus 0.742— plus 0.525--inch pieces of commercial sinters revealed large differences in porosity and reducibility. The results have been published in a former report. 3 Although the physical properties of the sinter, particularly porosity, were found to be of major importance in determining the rate of deoxidization, it appeared that certain chemical properties of the sinter appreciably retarded the reduction of sinters high in silica. This was attributed to the presence of fayalite, which has been identified by Schwartz and by Luyken and Kraeber4 as an important constituent of sinter. Although furnace operators and metallurgists have assumed that iron silicate is more difficult to reduce than hematite or magnetite, definite data on the reduction characteristics of this material were not available. Tests were undertaken, therefore, to develop a method for de-termining the amount of iron silicate present in sinters so that its effect upon reduction could be observed."

In laboratory experiments, the Bureau of Mines investigated melting, quenching, and sulfuric acid leaching of alumina from mixtures of albite and anorthite, and from anorthosites containing 26 to 32 percent alumina. Variations in pouring temperature, quenching and leaching conditions, were studied with respect to the extraction of alumina and impurities. Virtually all of the alumina was dissolved by leaching melted and quenched California anorthosite in boiling 16-percent sulfuric acid solutions for 15 to 30 minutes. The leach solutions were readily separable from the solid residue by conventional thickening and filtration techniques. Only 2 to 5 grams of SiO2, Fe2O3, or CaO dissolved per 100 grams of alumina. The quantity of SiOz in solution varied inversely with the duration of the leach and with the concentration of the H2SO4 solution used. Melted and quenched Wyoming and Minnesota anorthosites with SiO2:CaO weight ratios of 4.3 and 3.2, respectively, were less amenable to sulfuric acid leaching than California anorthosite with an SiO2:CaO weight ratio of 5.3. However, excellent results were obtained on the Wyoming and Minnesota anorthosites by the addition of SiO2 to these materials before melting, in quantities sufficient to adjust the SiO2:CaO weight ratios of the furnace charges to between 4 and 6.

Dilation and contraction of the rock surrounding horizontal access open-ings of a deep mine were analyzed during stope advance to determine what type of measurements, made with relatively inexpensive instrumentation, would best reflect the rock behavior. A variety of instruments, mostly mechanical extensometers, were used. Detailed descriptions are given of Down-the-hole extensometers, floating rockbolt clusters, transit surveys, and other instruments and measuring techniques. Although all of the radial-deformation-rate graphs illustrated useful rock behavior data, the most informative graphs were compiled from data procured with the radial extensometers that penetrated, to various depths, the rock around the access openings. An analysis is given of measurement data on the rock around lateral drifts and across and adjacent to the nearly vertical vein of the Star mine, Burke, Idaho. Several useful relationships were found between the rock deformation rate and the stoping process. Information was produced on the elastic state of rock around an underground opening, effectiveness of stope support, rheology of rock, zone of influence around stopes, effectiveness of rockbolts, axis of maximum strain in a plane perpendicular to the long axis of the lateral, and other phenomena. This information could be of particular value in determining location, design, and support of underground openings.

Abstract. Dynamic experiments were performed in a continuous open-circuit 40x40 cm ball mill using a pseudo-random binary sequence of the feed rate and measuring the variations of the discharge particle-size distribution. The impulse response is calculated by a cross-correlation technique. Then a model involving a discrete transfer function and a time-series stochastic equation is calibrated using maximum likelihood methods. Based on this empirical model. a minimum variance controller with constrained input is designed and its performances are compared. by simulation, to the performances of a conventional PID regulator.

The vapor-phase section of the Coal Hydrogenation Demonstration Plant at Louisiana, Mo., was operated for the first time in April 1949. The run lasted only 10 days because of time limitation (pending plant dedication in May) and the small amount of charging stock available. The primary purpose of the operation was to break in and determine the operability of the equipment and to supplement the operators' classroom training with actual practice by operating the plant under mild conditions. A secondary aim was to obtain data on the hydrogenation of petroleum oil and lignite tar distillate at approximately 10,000 p.s.i. while making gasoline and Diesel fuel oil. Although the operations were carried out under conditions considerably below those used in the plant design, a great deal of experience and data was obtained. As it is not feasible at this time to conduct further vapor-phase operations on similar stocks, this report has been prepared to present and summarize the data obtained through this operation.

Samples of raw oil shale and kerogen concentrates were oxidized by alkaline potassium permanganate, air, nitric acid, oxygen, and ozone to obtain information about the chemical structure of organic kerogen in oil shale. In one test, oil shale and oil-shale products were oxidized exhaustively with alkaline potassium permanganate, and the distribution of the organic carbon in the final oxidation products was determined. Comparing results of this oxidation with those obtained from other carbonaceous materials and known compounds gave information about the structure of kerogen. Alkaline potassium permanganate oxidation also was used partly to degrade kerogen into soluble products for characterization purposes. Structures present in these degradation products were indicative of type structures originally present in the kerogen. Nitric acid, oxygen, and ozone were used also for partly degrading kerogen to soluble oxidation products. Carbon-balance oxidation tests using alkaline potassium permanganate showed that Colorado oil-shale kerogen differs from many other carbonaceous materials such as coal and kerogens from other areas. Composition of the degradation products indicated that Colorado oil-shale kerogen is predominantly cycloparaffinic and saturated heterocyclic structures with some long-chain paraffinic and aromatic structures present. The ring systems may be connected through short carbon chains or bridges containing oxygen, nitrogen, and sulfur.

A key step in changing coals to fluid fuels and chemicals is the conversion of coal to synthesis gas by gasification with steam and oxygen. As oxygen represents one of the largest single expenses in gasification, its cost is a vital factor in the economy of the process. At present, the most economical method for producing tonnage oxygen is by the conventional rectification of liquefied air. Several alternate methods have been proposed for producing oxygen from air: (1) methods based on physical or chemical sorption of oxygen from air by liquids or solids or (2) the oxidation of certain inorganic com-pounds to higher oxides unstable at higher temperature levels. Economic limitations are discussed by which these methods may be evaluated. Chelated metals of the salcomine type are promising chemical sorbents of oxygen from air. This report covers a study of the reversible sorption of oxygen by salcomine and other chelates. The presence of water in the salcomine structure was verified; it is the loss of this water that causes slow deterioration of salcomine during cycling.

The Bureau of Mines began its investigation of the use of Diesel engines underground to provide technical information necessary to assist this development in the United States. It was considered desirable to furnish such assistance because successful European developments/ in this. field had indicated that Diesel mine locomotives might be safer than electric trolley locomotives. The Bureau has recognized for some time the importance of eliminating the hazards associated with underground haulage systems using bare trolley wires. For example, each year 30 to 40 fatalities occur as a result of electrocution by contact with bare trolley wires. In 1943 and 1944, 101 men were killed and extensive property damage occurred as a result of mine fires started by falls of roof grounding the bare trolley wires.

"At the start of a new shaft project, a specific number of ground investigations are performed. However, it is not uncommon that the ground conditions during shaft sinking may differ from the designed ones. Therefore, it is extremely important to use tools which minimize discrepancies and to include a monitoring system in the shaft design to collect sufficient data. The paper presents an overview of existing monitoring techniques and discusses future works required to improve, not only the construction during shaft sinking, but also the lining design methodology. INTRODUCTION In most cases, the investigations performed at the start of a new shaft are based on the analysis of rock and soil probes obtained from boreholes. In practice, such analysis performed on a single core often leads to different results when conducted by various experts. The discrepancy in core analysis influences further rock mass assessment and design assumptions. It is not uncommon that the ground conditions during shaft sinking may differ from the designed ones, which affects the estimated stress and strain state of the shaft lining. Therefore, it is extremely important to use tools which minimize such discrepancy and to include into the shaft design a monitoring system to collect sufficient data, which enables control of important phenomena, not only during shaft sinking but also during the life of the shaft. Furthermore, the information collected during shaft sinking, while it is important for proper shaft lining design and updates to the shaft lining due to the local mining and geological conditions, it is also important after shaft sinking. In the whole shaft lifetime, it is not uncommon that the shaft lining is damaged and the liner needs to be renewed (Figure 1) due to various reasons. For this purpose, detailed information collected during construction can be extremely important."

"The Cityringen project foresees the construction of a new circular metro line in and around the city center of Copenhagen. Both drives, the north and the south one, required the TBMs to be equipped in order to cope with contaminated water table and soil. The north drive mined in water contaminated with chlorinated compounds, including chloroform and vinyl chloride, while the south TBMs excavated in a highly benzene contaminated area, becoming the first TBMs to complete such a challenge. Despite the pollution and the stricter operative procedures, the production has been extremely successful with record up to 520 m in one month and 32 m in one day. 1 INTRODUCTION The Cityringen is an extension of the existing metro line. The 15 km long twin tunnels will form a new circular line with 21 new stations (17 + 4 crossovers). When finished it will interchange with the existing metro, rail and bus infrastructure at key locations around town, taking 90% of Copenhagen citizen at less the 600m from a metro station (Figure 1). The Contract has been awarded in April 2011 to the Copenhagen Metro Team (CMT), a joint venture between the Italian companies Salini Impregilo, Tecnimont and Seli SpA. Tunnels are being excavated with 4 Seli-Kawasaki EPB TBMs, two of which manufactured in Denmark by Seli Tunneling Denmark ApS, which is also operating them. At the moment this article is written 50% of the tunnels have been completed and over 40% handed over for the electromechanical works. Seli Tunnelling Denmark is a Danish company constituted in 2012 as a subsidiary of Seli SpA for this project and subsequently acquired by the Salini Impregilo Group in 2015."

MR. J. A. H. CHURCH: The salient feature would seem to be that the thickness of the seam, in our coals at any rate, is the main factor in predisposition to spontaneous ignition. The evidence, incomplete it must be admitted, in the Saskatchewan and British Columbia fields, and complete in the Alberta field to my mind, shows this up very strongly. The German report on the upper Silesian coal fields definitely fixes the critical thickness at 13 feet, the British report goes far beyond this figure by stating that liability to ignition increases with the thickness of the seam over four feet. Before discussing the Alberta fires it would be well to note an error on page 12 -the probable cause of the fire in the Frank Mine should read "Spontaneous near fault. Heating first discovered 1909". Of the six fires attributed to spontaneous ignition all the seams were identical or in excess of the critical thickness mentioned in the German report. If there be any reason in the foregoing it is high time some forethought were taken to adopt some definite system of laying out the workings of such seams not so much on the outcrop districts as with a view to the future operation to the dip. Seams approaching 13 feet in thickness which to date have shown no disposition towards heating during the extraction of the outcrop areas may well cause infinite trouble or indeed total loss when the ventilating pressures increase as increase they must to the dip. This state of affairs can be combatted only by the adoption of a correct system of working and the provision of numerous airways of as large an area as may be compatible with the physical characteristics of the particular seam.

"A refractory ore body located in Michigan’s Upper Peninsula contains high concentrations of nickel and copper chiefly occurring in the minerals pyrrhotite, chalcopyrite, and pentlandite. Refractory ore bodies are difficult to treat by conventional mineral processing methods so microwave pre-treatment of the ore is employed to increase metallic-particle/host rock liberation by making use the differential thermal expansion properties of the mineral phases that absorb microwave energy. The Curie temperature measurement of metallic-bearing particles is in agreement with the known value for pyrrhotite occurring at 325°C. A nickel-rich iron sulfide mineral is found to be in occurrence and also appears to be magnetic under BSE imaging. It is shown the ore particles heat rapidly when exposed to microwave radiation for short durations of time mainly due to the high concentration of ferromagnetic mineral phases. Rapid heating causes thermal expansion of constituent mineral phases that produce cracks within ore particles. SEM imaging shows fracture occurring along grain boundaries and throughout host rock matrix. Ball milling experiments show an increased grindability of the ore resulting in a decrease in work index values.IntroductionCrushing and grinding operations consume 50-70% amount of energy used in mineral processing operations [1]. All these processes involve high energy impact of surfaces to develop compressive stresses that produce cracks to initiate breakage of particles. Microwave pre-treatment of certain types of ore might provide an energy savings to these type grinding processes by taking advantage of the tensional forces produced by selectively heating microwave absorbing type mineral phases. The heating of ore particles produces cracking by thermal expansion of the constituent mineral phases. Conventional heating has been investigated and shown to positively aid in grinding processes but determined energy inefficient to be used commercially."

"The Gold Technology Group at Curtin University through the AMIRA P420 series of projects has recently developed the integrated liberation leach model (ILLM) for optimisation of gold plants. The model encompasses recovery by both gravity (batch centrifugal concentrators or BCCs) and leach adsorption (CIP/CIL) circuits. The ILLM essentially combines the Group’s well-known standalone models (ie gravity and SIMCIL) to create a robust simulation package.The ILLM process model provides a tool for sites to determine optimum set points for operations to optimise recovery (eg target grind size). It can also be used to predict the effect on gravity recovery, leach recovery and overall recovery when changes are made to circuit design, either temporarily (eg a leach tank taken off-line for maintenance) or as part of a circuit expansion (eg expanded gravity circuit capacity, or addition of leach tank capacity).This paper discusses the capability of the ILLM process model by highlighting a recent case study. A program of investigation of strategic and critical minerals began in 1940 to examine and develop tungsten occurrences in the western United States and Alaska. During the years in which the nation was at war, this work was given special impetus to stimulate domestic production. This report is a compilation of results of the tungsten investigations in Alaska supplemented by certain data made available by the Territorial Department of Mines and is designed to include in its scope descriptions of all known tungsten occurrences in the Territory. Two areas in Alaska warranted special investigation - one at Gilmore Dome, 16 miles northeast of Fairbanks, and the other in the Hyder District, at the head of Portland Canal. Three tungsten properties - the Stepovich, Colbert, and Yellow Pup - are at Gilmore Dome. The Stepovich property, referred to sometimes as the Cleary Hill tungsten deposit, was worked by the Cleary Hill Mines Co. from April 1942 until May 1944 and was first examined by Robert S. Sanford and Norman Ebbley, Jr., engineers of the Bureau of Mines, in September 1942. The Cleary Hill Mines Co. by that time had explored an 800-foot strike length of the ore zone with 10 bulldozer trenches and was sinking an inclined shaft on ore in the central portion of the explored zone. In January 1943, the senior author, in company with Ebbley and Harry C. Doheny, supervising engineer of R.F.C., examined the property. Preliminary work by the Bureau of Mines began in May 1945, but actual exploration did not commence until late in June and continued until the end of October 1943. The deposit was examined by John B. Mortie, Jr., and William C. Overstreet, of the Federal Geological Survey, in 1942, and this study was continued in 1943 by Frank Byors, who also assisted the Bureau’s engineers on geologic problems. A magnetometer survey of this area was undertaken in 1942 by Henry Joosting and Eskil Anderson, engineers of the Territorial Department of Mines, and was completed with Bureau of Mines assistance in 1943. During 1943 the Bureau completed exploratory projects on the Cleary Hill mine and adjacent Colbert prospect. The field work on the Colbert property was begun early in July 1945 and continued intermittently until the end of October 1943, when it was recessed because of subzero weather. During September 1944, the Bureau of Mines established (by means of a few surface trenches) continuity between the Colbert mineralized zone, high on the dome, and the Yellow Pup vein, the lowest known tungsten mineralization in the area. It is generally recognized that any extensive program to develop the area as a whole logically would be carried out from the lower horizon.

"Pulsed current and pulsed magnetic field have been applied to the bainite transformation of Cr5 steel. Three groups of experiments were conducted. In the first group, ordinary resistance furnace was used for heat treatment. The Cr5 specimens were rapidly heated up to austenitization temperature 940 °C, held for 20 min, air cooled to bainite transformation temperature 350 °C, held for 10, 20, or 40 min and then air cooled to room temperature. The second and the third group shared the same temperature-time curve with that of the first group, but their heat resources came from the Joule heat produced by pulsed current. 1.5 T pulsed magnetic field was exerted on the third group specimens when they were held at 350 °C, but the second group specimens did not undergo the treatment of magnetic field. It was found that both pulsed current and pulsed magnetic field obviously retarded the bainite transformation. People had found that pulsed current dramatically influences the behaviors of materials, for example, electromigration effect [l], the solidification of metals and alloys [2, 3], electroplasticity [4, 5], crystallization of amorphous alloys [6], healing of metal materials [7] and so on. As to pulsed magnetic field technology, a lot of effort had been spent on grain refinement in solidification of metals [8, 9], recrystallization of cold-worked metals and alloys [10] and Fe-based alloys solid-state phase transformation [11, 12]. Though application of pulsed current and pulsed magnetic field technology have proliferated in recent years, investigation on their effects on solid/solid phase transformation, especially bainite transformation, is lacking. "The times they are a changing, and, for the mining industry, the optimism is high. On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."
