"Why should we care about diesel quality amidst the complexity of mining for minerals? Mining companies use a large amount of diesel fuel in their worldwide operations, both for moving ore from the mine to the processing mills or transportation hubs, and to generate power for onsite processing. This creates a large carbon footprint and poses both environmental risk with the production of emissions, and public perception of how those companies do their business as stewards of the environment while incurring a huge fuel expenditure. To improve diesel quality and create incremental value and greater environmental stewardship, the opportunity is broken down into several segments: 1. Mining industry diesel consumption 2. Fuel quality issues 3. Impacts on operations, economics, and emissions 4. Potential solutions 5. How improved fuel quality saves fuel expenditures 6. Economics of improved fuel quality 7. Recommended testing process 8. Fuel quality analysis checklist MINING INDUSTRY DIESEL CONSUMPTION The average grade of mined Australian ore bodies has halved, while the waste removed to access the minerals has more than doubled over the last 30 years, thus increasing energy consumption by 70%, (http://eex.gov.au/industry-sectors/mining/). Energy consumption and intensity in mining and mineral processing is rising at around 6% per annum. The mining industry is a huge consumer of diesel fuel worldwide, and the SRS Rocco Report of 4 August 2014 gives a better picture of recent trends. To better understand the reasons to reduce both fuel costs and consumption, we need to compare metrics on the amount of diesel consumed per each ounce of gold produced over the last decade. The rate of diesel consumption in gallons per each ounce of gold produced for the top five worldwide gold producers has doubled in the last 8 years from 12.7 gallons per ounce in 2005 to 25.8 in 2013 as shown in Figure 1 below.This is caused by 1) lower ore grades requiring more hauls to get same amount of finished gold product, and 2) haul trucks moving ore from deeper sources in open pit and underground mines. For one large multi-national gold mining company, the 2005 waste rock / production ratio was 52 metric tons/gold ounce; by 2013 that ratio had grown to 113 metric tons/gold ounce per the same SRSrocco 4 August 2014 report. Using the metrics above, the top 5 gold miners used over 591 million gallons of diesel fuel in 2013. The cost of diesel in dollars per ounce of gold has increased from $30.48 in 2005 to $101.14 in 2013, an annual appreciation of 16.2% as shown in Figure 2 below."

The Mineral Density Separator (MDS) was developed by Mintek to predict mineral separation in a plant, evaluate efficiencies and develop scale-up parameters. This study investigated the influence of particle size on the results of the MDS, the misplacement of material in the MDS and the possibility of replacing heavy liquid float and sink analyses of coal with MDS analyses. Six tests were done with coal of different size ranges. Each MDS layer was subjected to a float-sink analysis whereafter each float fraction was screened to determine the particle size distribution. The results indicated that MDS results represent float-sink analyses when compared to an ash curve. There is some misplacement in the different MDS layers, but this does not seem to influence the results negatively. Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

The title of the paper which I have been asked to present is somewhat misleading it infers in fact that there is a definite coalbed height below which raps or canopies cannot be applied to electric face equipment. Although this may be so with regard to certain pieces of existing equipment under certain conditions, to date we do not have enough experience to determine this magic number. Therefore MESA is continuing to hold the line on the time frames stipulated in Section 75.1710-1 of the Mandatory Safety Standards - Underground Coal Mines, which at this point in time requires these protective structures in mining heights of 60 inches or more. In order to give you an idea why we are taking such a firm stand on this matter, I believe it is necessary to describe some of the background work that was done prior to promulgation of the regulations and to give a resume of our experience since the requirements have become effective. Initially MESA made field investigations of all underground mines to determine what the state of the art was in the use of cabs and canopies for protecting equip¬ment operators from falls of roof. These studies revealed that the application was basically in its infancy and what progress had been made was due to the impetus of the mine operators themselves. Manufacturers of electric face equip¬ment provided these structures only on the direct order from the mining company and built them to their specifications. In talking to the operators and the miners in mines where cabs or canopies were in use, it was the consensus that these structures did improve safety and that although originally there was some reluctance on the part; of the miners to work in the confines of a cab or canopy, mast would not work without them once they had been adapted to the equipment.

"Ever since we have started to assist those responsible for blasting with blast simulation studies, we havebecome aware of an interesting aspect, namely that in 90 % of cases we are asked ‘‘Can you seek ablasting method which gives better fragmentation than the method which we use now’’. But after a visit to the site, and the evaluation of the fragmentation obtained with their present blasting method, it very often becomes evident that it is the ease of mucking and not the fragmentation which requires improvement. Hence we then proceed to do a simulation study the results of which are improved mucking rather then more fragmentation, and those responsible for the blasting always become very satisfied."

Mine planners must select a single pit for design with the knowledge that the grades on which this selection is made are uncertain. This uncertainty is often ignored through the use of deterministic models of grade. This makes the mine planner?s job simpler but does not necessarily lead to the ?correct? or ?best? selection. Grade uncertainty is typically modeled with conditional simulation, which generates multiple possible realizations of grade that are equally probable (or improbable). M ethods for incorporating grade uncertainty into mine planning to date have either been perceived as being too complicated, not accessible or too time-consuming. This paper proposes a simple and efficient modeling approach to incorporating conditional simulation into pit optimization, which would be able to be applied in currently commercially available software. An example for R esolute M ining Ltd.?s Syama gold project in M ali shows the range of ore, grade and value outcomes associated with generating pits through a variety of methods.

"Every year the tunneling business is expanding and collaboration with the International Society of City and Regional Planners (ISOCARP) for the future design of cities and urban communities is in the making. During the last half of this century, billions of people migrated to cities, and it is estimated that by 2030 almost five billion people worldwide will reside in urban communities. Hence, “Underground development will be an important tool in reshaping our urban areas to meet the challenges of the future without destroying their heritage or worsening their surface environment” (Esaki, 2005). In 2013, the Organization for Economic Co-operation and Development (OECD) estimated life expectancy to be around 80 years, meaning that in less than a decade we will need to bury billions of people in cities and urban communities, while trying to retain the deceased’s beliefs and customs. Religion plays a major role in our lives, and many people worldwide still decline to cremate their body after their death; therefore, cemeteries are essential for city inhabitants. Rites and traditions usually call for burials to be near the place of residence, which allows the remaining family members and friends to visit the grave frequently, at least in the first years. This is a challenge that urban designers and architects must confront while trying to solve the problems of future urbanization. In recent years, population growth, the rising cost of land and the extensive preservation of green areas have made cemeteries a burden and a nuisance, particularly for large cities and communities. Many graveyards that were once on the city's outskirts have become lifeless islands in populated areas (Fig. 1), rarely visited by the second and later generations. Cities worldwide face the challenge of allocating less land to maintain current burial practices. In response, some cities have begun to bury their dead at a great distance from the community; others have started to stacked burials, one on top of the other, while still others are constructing buildings and even skyscrapers for the practice of burial (Fig. 2)."

Large-scale continuous ?Resin-In-Pulp? process tests were conducted at Irgiredmet. The object for testing was the sample of oxidized gold ore from one of Siberian deposit. Weak-base ion ex-change resin PuroGold was used as adsorbent. The duration of ?Resin-In-Pulp? tests was sufficient for a completing of three cycles ?Adsorption/Elution?. Gold in feed was 0.95 mg/L. Gold in solid phase of adsorption tails? 0.065 g/t. Gold in liquid phase of adsorption tails? 0.026 mg/L. Total gold in adsorption tails ?0.11 g/t. Gold recovery ?94.3 %. The use of regenerated resin had practically no effect on gold losses with adsorption tails. Alkaline cyanide solution (NaCN-20g/L, NaOH- 5g/L) was used as eluent for gold elution from loaded resin. Elution temperature ?60 °C. Number of eluent bed volumes passed ?10. Loaded resin analysis was following (g/ton): Au? 1700~1250; Ag? 400~460; Cu? 250~450; Zn? 5100~9600; Fe? 860~1200. Elution efficiency: Au? 95.3%~97.8%; Ag? 84.0%~88.0%; Cu? 84.0%~88.0%; Zn? 97.0%~99.0%. Although high zinc resin loading was shown zinc was eluted efficiently. The adsorption properties of fresh PuroGold resin, PuroGold resin after 3 cycle ?Adsorp-tion-Elution?cycles in comparison with AM-2B resin were tested. It was shown from adsorption isotherms that selectivity of PuroGold resin slightly less in comparison with AM-2B resin mainly due to its higher zinc adsorption properties. It was founded on base of test results that adsorption properties of PuroGold resin was practically constant during three ?Adsorption/Elution? cycles. Gold may be efficiently recovered by resin tested. There were no difficulties during gold elution from loaded resin and its regeneration. PuroGold resin was recommended for industrial use in RIP process. Process design criteria were developed and plant design is on progress at the moment.

"Sintered body of lead zirconate titanate (PZT) was prepared through the spark plasma sintering (SPS) technique. When the mixture of raw materials was calcined at 800°C and sintered at 900°C for 10 min. with SPS technique, the sintered body had almost theoretical density but was a mixture of lead titanate (PT) and PZT. When a calcining temperature of 1100°C was employed, sintered body had a single PZT phase but a lower density. High dielectric constant was obtained for a sample calcined at 800°C, sintered with SPS tecbriique and fired again in the air at 1100°C.IntroductionSpark plasma sintering (SPS) is a recently developed technique for sintering metals and ceramics1. The scheme of SPS is shown in Fig. 1. Sample is put in a graphite die in a vacuum chamber. It is pressed and pulse voltage is applied. The electric current heats the die. It is said that the pulse causes a spark-plasma between particles in the sample. Because of the spark- plasma, sample can be sintered at temperatures lower than that in the ordinary sintering by several hundred degrees of Celsius. The sintering period is also very short2Low sintering temperature and short sintering period in SPS technique cause low reaction rate. It is both disadvantage and advantage. In some cases, the reaction cannot be completed under the SPS conditions. If a mixture of several compositions having different properties can be sintered without a compositional change by the diffusion during the sintering, combination of properties, and therefore a design of property will be possible3. The low reaction rate of SPS may enable such combination."

Rendering safe explosives in an urban environment presents a unique challenge due to the safety concerns and disruption to the general public. Potential damage to the surrounding homes, businesses, utilities and transportation infrastructure are some of the major concerns when planning the render-safe operation. Engineering controls to mitigate blast effects, such as damaging air over pressure levels, material ejection and ground borne vibration, need to be implemented as part of the operation. Monitoring of seismic and air overpressure during these operations are needed to protect against potential claims when controlled or unplanned detonations occur.

In fact, it is this very growth which has been the chief cause of trouble, always leading far and away beyond the capacity for storage ; and to-day there is nearly as much material contained in outside buildings as is displayed in this one. You will, accordingly, find the collections crowded, the cases so close together that their contents are often difficult to view, and the arrangement generally lacking symmetry. You may, therefore, be inclined to regard us as poor custodians of the collections of a great nation, but I beg you to withhold your judgment for a while. From the beginning there has been abundant zeal and activity and a proper direction of affairs, but space and money have been lacking. There is now a prospect of better times. All about you here is a beautiful park, but without. a covering it is not adapted to museum purposes. Upon it, however, a new large building is going up, so extensive in its dimensions that technology can soon be given a fitting home, thus realizing one of the earliest aspirations of the Regents. Some sixty-five years ago the extensive returns of specimens from the famous Wilkes Exploring Expedition around the world began to reach Washington, where they were deposited in the Patent Office Building, and formed practically the first of the National Collections. IN spite of the war and the preoccupation of many physical metallurgists with work on secret or confidential problems, definite progress was made during 1944 in our understanding of the behavior of steel and of the effect of alloying elements. During the first two years of the war there was much concern over the possible unavailability of certain alloying elements; this period saw the development of the N.E. (National Emergency) steels. However, the measures taken eased the alloy situation and currently, highly practical problems under study are the graphitization of low-carbon steel and weld-cracking, while investigations of more theoretical interest have concerned hardenability, isothermal reactions, the effect of hydrogen and the interpretation of the notched-bar impact test.

THE "miracle of production." which was such an essential element in winning the European war, was nowhere more in evidence than in our Western States. In shipbuilding alone the Pacific Coast States -et a mark never before equaled, and in production of war goods of many kinds, both Rocky Mountain and Coast States accomplished more than their proportionate share if measured by population standards. This was only possible because of the building of immense new plants of many types, largely financed with Government money. Their operation has built up payrolls in the West and brought a measure of prosperity which Westerners are naturally anxious to have made permanent. A widespread doubt obtains, however, throughout the nation and even in the Western States themselves, as to whether, and if so to what extent, this may prove possible. The question has been raised as to whether the national treasury has not been raided to stock the Western ranges with a voracious breed of white elephant .

DURING the past 25 years, mining engineers have seen the development of a multitude of specialized engineering curricula in the mineral industry field. Bachelor degrees are now !ranted in the fields of mineral dressing petroleum engineering, geological engineering, fuel technology, and many others. These fields were all, previously considered to be part of a mining enginieer's work and elementary phases of them were included in mining engineering curricula. Their emergence has left some mining engineers with the fear that nothing will he left for a purely mining engineer to teach, or that mining engineering graduates will be unable to complete in any of these fields with the more specialized students and thus will have neatly restricted employment opportunies. A secondary reaction has been that if students who began to say that the pining engineering curriculum taught everything but mining, since so many of :he subjects that had always been udedAuded in the mining engineering curriculum now were fields in their own right.

OZ Minerals’ Carrapateena mine is one of Australia’s newest ‘greenfield’ mining deposits. It will be a 4.25 Mtpa sub level cave underground operation, with an estimated mine life of 20 years. The integration of stakeholder values to inform project development influenced the social and environmental outcomes. A Native Title Mining agreement was developed in 12 months. Project primary approval was obtained 12 months from submission, with achievable licence conditions and one public comment. The project moved from a Pre-feasibility Study in 2016 to construction in 2018. Following recent international dam failures, the Tailings Storage Facility (TSF) was a focus for Government approvals and stakeholder engagement. Significant effort was made into understanding the science around potential effects, impacts and risks. A leading practice Impact Assessment Framework that identified Sources, Pathways and Receptors was applied. A process of failure mode identification and layers of protection analysis was undertaken for robust design controls at each stage, while simultaneously transitioning between downstream and upstream discharge arrangements. Participatory selection of the TSF site and design layout was critical in managing project costs and environmental constraints, and in incorporating cultural heritage constraints and technical risks.

WITHIN the past thirty years the United States has been involved in two tragic, vicious, and costly world wars. To make the world safe for democracy was the reason given for our participation, but the confusion and misunderstanding that prevails all over the world today suggests that war is not the proper approach to the attainment of that utopia. These conflicts were conceived and prosecuted by nations far advanced in civilization and culture. Their best manhood was sacrificed, a staggering tax burden was saddled on their peoples, huge financial losses were incurred, destruction of property was appalling, and cultural and peaceful scientific advancement received a setback that may require centuries to retrieve. Therefore, some basis is established for the conclusion that progress in the past fifty years has been most outstanding in the development of instruments used for death and destruction, and that progress in this direction between the two World Wars would indicate that the next war will go far toward total destruction of world civilization.

The principle underlying the winner's curse is that in competitive bidding situations where the value of the asset bid for is uncertain the winning bid will overstate the true value of the asset. The successful bidder is blessed with the winner's curse. What this paper will explore is to what extent this is true; how acquirers can avoid being blessed with the winners curse; and show how joint venture deal structures are used within the mining industry to avoid the winners curse.

Lightning has been observed in dust clouds following open-pit blasting. It is proposed that the occurrence of this phenomenon is related to the physical composition and characterization of the mineral fines that comprise the bulk of the dust cloud. Silicate minerals, which are susceptible to fine fracturing during blasting, generate the initial charge. This is further enhanced by collisions and friction during the turbulent upcast in the post-blast dust cloud. Varying size fractions result in different rates at which these particles drop out of suspension and create a secondary temperature gradient. This results in the creation of two charged zones and increases the potential of developing a discharge in the form of lightning. The ideal prevailing meteorological conditions need to be windless to minimize the effect of particle dissipation and have sufficient moisture toenhance the potential of generating lightning.
