The owners of large infrastructure projects are challenged on how to implement sound engineering and construction contracting strategies that address their prime expectations: a quality job, on time and within budget. With the increasing number of large engineering and construction projects worldwide, owners continue to search for alternative contracting strategies to address their risk, quality, sustainability (operability and performance), schedule, and budget concerns. Coupled with the shortage of resources, delays, political pressures, and other obstacles in procurement and negotiation processes, engineers and contractors are also looking for creative ways to optimize contract packaging strategies for efficient and successful project delivery. This paper compiles an array of decision making criteria and suggests a balanced evaluation, ranking and selection strategy in procurement of both engineering and construction services for large tunneling and other infrastructure projects. A number of owners? general preferences and viewpoints are discussed on large tunnel programs encompassing water and wastewater conveyance systems, pump stations and treatment facility upgrades. Contract packaging strategies and project phasing and segmenting alternatives for preliminary engineering, final design, construction management, and actual construction of facilities are featured for several large water and wastewater infrastructure projects. While the selection (and the relevant selection process and criteria) and performance of service providers, whether for engineering or construction, have profound effects on the outcome of any given project, this paper only examines strategies for con-tract packaging. More specifically, the authors evaluated case studies and developed a range of recommendations for packaging of large water and wastewater infrastructure projects with multiple components.

"1.0 INTRODUCTIONThe uranium industry started in Canada with the reopening of the gravity concentrator at Eldorado's Port Radium mine in the North West Territories in 1942. In 1948, uranium exploration and processing was opened to the private sector, and the Federal government offered special pricing incentives to the industry. Eldorado explored the Lake Athabaska deposits in northern Saskatchewan, and in 1953 opened the Beaverlodge mine. Other mines in the area soon followed. In 1953 also, the deposits in the Blind River - Elliot Lake area and in the Bancroft area of Ontario were discovered. Mines and mills were quickly developed in these areas.Canadian uranium production peaked at 15,900 short tons of U3O8 in 1959. In that year, uranium exports at $300,000,000 exceeded those of all other minerals in value. On October 1, 1959, Canadian uranium operations employed 13,900 people.Up to 1956, it was a seller's market. By 1958, world production of uranium was far ahead of requirements. Accordingly, in November of 1959, the USAEC announced it would not renew it's options for continued delivery of uranium from Canadian mines. This led to the ""stretchout"" of existing uranium contracts, and many mines were shut down (see Table 1) .In the early 1970's, a commercial uranium market seemed to be developing. In Ontario, at Elliot Lake and Bancroft, mines reopened. But competition was coming from the Athabaska basin of Saskatchewan. Currently it is these high grade, open pit deposits of northern Saskatchewan which are in the forefront of Canadian uranium developments. Canadian developments since 1942 reflect the political and market forces, as well as metallurgical progress and changes in environmental standards. This paper attempts to show these process changes in broad perspective."

"Gold gravity recovery circuits utilizing enhanced gravity separators have become an integral part of many of the modern gold processing plants. Thus, efforts to improve the operating efficiency have been a topic of interest for metallurgists for many years. As part of this endeavour, a methodology to estimate the portion of gold in the ore that could be recovered by gravity separation (gravity recoverable gold or GRG) was developed at McGill University. It has been reported in the literature that the gold content estimated with this methodology is the theoretical maximum that is available for gravity recovery that could only be approached but never achieved. A comparison of GRG recovery obtained in the laboratory with the actual recovery in the plant shows that plants recover between one-third to two-thirds of the value predicted by the laboratory test.Research conducted at COREM shows that particle shape transformation during grinding is a major cause of the discrepancy (even though the bleed percent processed, the quality of cyclone classification and the operating conditions of the gravity separator also contribute to the difference). To analyze the gold particle shapes and their deportment, samples were collected from different streams of a grinding-gravity circuit in a gold plant and compared to a concentrate sample from the standard GRG test. A particle characterization methodology based on gold morphology was developed. GRG mapping in a conventional grinding-gravity circuit and the transformation of GRG into non-GRG, as mainly explained by gold particle reshaping, will be discussed. The knowledge gained from the shape analysis will be used to develop shape distributions and partition curves for the classification of shapes.INTRODUCTIONGravity concentration using centrifugal concentrators has gained increasing popularity since the invention of the enhanced gravity concentrators in the nineteen eighties. Among these, the semicontinuous centrifugal gravity concentrators are most commonly used for recovering gold and platinum group minerals (PGM) from grinding circuit streams. The benefits of gold gravity recovery are now well understood and the acceptance by the mining industry is overwhelming. The occurrence of reasonable amounts of gravity recoverable gold (GRG) in an ore prompts gold mills to install gravity circuits. Thus, the increased use of gravity concentration has necessitated a better understanding of the behavior of gold in grinding circuits and of the factors affecting the performance of the gravity concentrator (Laplante et al., 1995). Due to its high density (19.3 g/cm3 when pure) and malleability properties, gold tends to accumulate in circulating streams making it attractive for gravity recovery. The gravity recovery units are typically installed on a bleed stream of the cyclone underflow, mill discharge or cyclone feed."

The overall disabling work injury experience, excluding office- workers, at nometal mines and mills during the period 1961-63, as reported to the Bureau of Mines by operators, was 77 fatal and 7,201 nonfatal injuries during an aggregate worktime of 335,029,685 man- hours. These injuries, fatal and nonfatal combined, occurred at a frequency rate of 21.72 per million man-hours, comprising 0.23 for the fatal and 21.49 for the nonfatal injuries. The combined severity rate of the disabilities was 2,312 days lost or charged per million man-hours, consisting of 1,379 for the fatal and 933 of the nonfatal injuries, The average severity of all disabilities during 1961-63, was 106 days per injury, The number of days lost or charged, excluding officeworkers, at nonmetal mines and mills during 1961-63, was 462,000 days charged to fatal injuries and 312,461 days lost from nonfatal injuries. The outstanding causes for fatal injuries were explosions (18 fatalities occurred in a major mine-explosion disaster in a potash mine in Utah in 1963) and falls of rock or ore from back or side, while most nonfatal injuries were caused by handling materials, slips or falls of persons, haulage, and machinery. The parts of the body most frequently injured during the period 1961-63 were the trunk, hand and finger, and foot and toe, An average of 52,810 men were at work daily, There were 20 nonfatal disabling injuries reported for office- workers at nonmetal mines and mills during the period 1961-63 during an aggregate worktime of 23,088,496 man-hours, These injuries occur- red at a frequency rate of 0.87 per million man-hours, There were no fatal injuries reported.

Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.

Solvent extraction of Cu from acidic leach, using an oxime extractant, e.g. LIX 984 or Acorga is a well-known and establishedprocess. As the process advances, Cu is extracted to the solvent and is replaced by H+in the aqueous phase. At high acidity the distribution coefficient of Cu between the solvent and the aqueous phase decreases, and eventually a relatively high concentration of Cu remains in the raffinate, regardless of the number of equilibrium stages. In many processes this phenomenon is immaterial, as the raffinate returns to the leaching and no copper is lost. But when the copper raffinate is used for processing of additional metals, minimal concentration of Cu in the raffinate is essential for an effective process. The recommended process includes three steps: SX-1?standard extraction of Cu with oxime. The resulting raffinate contains about 6?8 g/lCu and 50 g/lH2SO4. SX-N?Extraction of most of the acid into an amine-based solvent, and stripping it with a base, e.g. aqueous ammonia, caustic, Na2CO3etc. The extraction removes no metals, but decreases the concentration of acid from 50 to10 g/l. SX-2?Extraction of the neutralized solution once more with oxime, to remove the residual copper. Such a process enables one to get down to 100?150 ppm Cu in the final raffinate. This process was developed and tested in the R&D facility at Chambishi Metals plc, by a joint team of Chambishi & Bateman, using Cognis LIX 984N and real solutions from the plant. In the laboratory the equilibrium isotherms for SX-1, SX-2 and the neutralization were developed. Computer simulation of the results showed that the optimal configuration is two stages for both extraction and stripping for SX-1. For SX2, 2?3 stages of extraction and two stages of stripping are needed. The stripping stages may be common to both SX-1 and SX-2. The neutralization of SX1 raffinate was tested both by conventional precipitation with lime and by extraction with alamine-based solvent extraction and stripping with a solution of 10% NaOH. For the SX-N only one stage was needed for both the extraction and stripping. The bench scale pilot plant was run for both SX-1 and SX-2. The results were very similar to the simulated ones, and the configuration of 2E2S for SX-1 and 3E2S for SX 2 delivered the required raffinate with less than 150 ppm Cu.

It concludes that Mufulira Mine has become the first mine in Zambia to convert 100% of its stoping to ?Smartdets?, because the Mine?s management was prepared to look beyond the unit cost of product and were ready to look at the broader picture of cost effectiveness and increased productivity.

The National Institute for Occupational Safety and Health (NIOSH) has collected pillar and span data at 34 stone mines in 10 states to develop pillar and roof span design guidelines for underground stone mines. Pillar, floor and roof conditions each contribute significantly to the overall mine stability. The roof may be stable for a century, or it may appear to be stable but fail with little warning. Clearly, an assessment of the mine roof is critical to the safety of these operations. However, up until now, the assessment of the mine roof came primarily from exposures in roof falls or portal areas. This provides only limited information, and a more proactive approach is needed to assess changing mine conditions. A separate effort was undertaken to examine the roof structure with the use of a borescope. Numerous physical and geologic roof structures were observed with a stratascope/borehole video camera. The objective of this work was to develop a technique of assigning numerical values to features seen within the mine roof and apply those values to formulate a roof stability evaluation. Such features as changes in color, grain size, and general lithologies are readily observed. Minor structures in the rock, fossils and fractures are also readily identified. Each feature may have a variable and site-specific impact on roof quality. A number of mines were visited and a series of holes were borescoped in each mine. The features identified in the roof were classified and potential for roof damage related to each feature was assessed. A process is presented that relates the structures and their locations to provide a numerical value, or roof quality index that can be used to assess roof stability.

"Measurable improvements in throughput have been documented at Barrick Goldstrike due to increased ore fragmentation through efficient drilling and blasting techniques. A decrease in throughput at the autoclave, due to increasingly hard ore, was identified in early 2002. A team of individuals from the open pit and process areas worked closely on the Drill-to-Mill (D2M) Continuous Improvement initiative to ensure that it would address the needs of both groups, with the target of actually improving throughput in future years, despite the projected harder ores. A series of tests were conducted to determine if adjustments to drilling and blasting could positively influence throughput.Better fragmentation and a subsequent increase in mill throughput were achieved through the use of electronic caps for more precision and flexibility, as well as for allowing extremely fast shots; explosives with a higher velocity of detonation (VOD) to provide for improved shock energy; and improved distribution of the explosives by decreasing pattern spacing. Early tests indicated a significant increase in throughput when processing identified harder ore. It is anticipated that the total process throughput (hard and soft ore) will increase by 6 tph in 2003 due to the improved fragmentation of the hard ore.Barrick Goldstrike’s D2M initiative includes roaster hard ore (BWI>17), as well as autoclave hard ore (BWI>15). Approximately 6 million tons of D2M material were shot in 2003, a relatively small amount compared to the 150 million tons to be mined. The benefit of additional ounces produced should far outweigh the additional drilling and blasting costs."

Eighteen coarse taconite tailings samples were collected in 2000-2001 from five western Mesabi Range taconite (iron ore) operations located in northern Minnesota, i.e., EVTAC, Hibbing Taconite (Hibtac), USX Minntac, Ispat Inland (Minorca), and National Steel Pellet Company (NSPC), to test their physical, geological, chemical, and mineralogical properties [Zanko, L.M., Niles, H.B., Oreskovich, J.A., 2003. Properties and aggregate potential of coarse taconite tailings from five Minnesota taconite operations, Minnesota Department of Transportation, Local Road Research Board, St. Paul, MN, Report No. 2004-06 (also as Natural Resources Research Institute technical report, NRRI/TR-2003/44)]. The goal was to assemble a body of technical data that could be used to better assess the potential of using a crushed taconite mining byproduct like coarse tailings for more widespread construction aggregate purposes, primarily in roads and high¬ways. An important part of the mineralogical assessment included X-ray diffraction (XRD) analyses and microscopic (polarized light microscopy, scanning electron microscopy, and transmission electron microscopy, i.e., PLM, SEM, and TEM, respectively) evaluation of the size and shape (morphological) characteristics of potentially respirable microscopic mineral particles and fragments. Quantitative mineralogy, based on XRD analyses, showed that the dominant mineral in all samples was quartz (55-60%), followed by much smaller amounts of iron oxides, carbonates, and silicates. Specialized microscopic analyses and testing performed by the RJ Lee Group, Monroeville, PA, on both pulverized (-200 mesh, or 0.075 mm) and as-is sample composites showed that no regulated asbestos minerals or amphibole minerals were detected in the western Mesabi Range samples. A small number (26) of non-asbestos and non¬amphibole mineral cleavage fragments/mineral fibers were detected by SEM out of 1000 fields analyzed, but most were identified as min¬nesotaite and talc, silicate minerals common to the Biwabik Iron Formation. Amphibole minerals, absent in coarse tailings samples from the five western Mesabi Range taconite operations, were present in a single eastern Biwabik Iron Formation sample collected in 2003 for Lake County from the Cliffs Northshore operation in Silver Bay, MN. Importantly, the Superfund Method for the Determination of Releasable Asbestos in Soils and Bulk Materials [United States Environ¬mental Protection Agency (USEPA), 1997. Superfund method for the determination of releasable asbestos in soils and bulk materials, EPA 540-R-97-028, U.S. Environmental Protection Agency, Washington], as modified by Berman and Kolk [Berman, D.W., Kolk, A.J., 2000. Modified elutriator method for the determination of asbestos in soils and bulk materials, Revision 1: Submitted to the U.S. Envi¬ronmental Protection Agency, Region 8, May 23, 2000] failed to generate any protocol fibers, i.e., fibers longer than 5 µm and thinner than 0.5 µm, from either the western coarse tailings samples or the single eastern Biwabik Iron Formation sample. The combined findings suggest coarse tailings and other taconite mining byproducts should be treated with the same common sense safety and industrial hygiene approach practiced for all mineral-based materials that have the potential to generate respirable dust. © 2007 Elsevier Inc. A comprehensive instrumentation program was implemented at the Howland Hook Marine Terminal on Staten Island, NY during proximate underwater rock blasting in 2014. Forty-two blasts took place over a 4-week period to deepen the 1200-ft (366 m) Berth 3 from -45 ft (-14 m) to -50 ft (-15 m) MLW to accommodate Post-Panamax vessels. Approximately 86,000 yd3 (65,752 m3) were blasted 120 to 9 ft (37 to 2.7 m) from the wharf to a total depth of -57 ft (-17.4 m). Pre-blast planning included developing and implementing a comprehensive monitoring plan and setting vibration and strain limits to protect the wharf. The plan outlined methods to measure vibrations on five corners of four concrete deck sections, on five concrete-filled pipe piles just below the pile cap near deck corners, and in bedrock adjacent to pile sockets. Water overpressures were measured near instrumented piles for 19 blasts closest to the wharf. A total of 19 geophones were secured to the wharf structure and buried 12 ft (3.7 m) in drilled holes.

"The results of humus and overburden geochemical surveys over the Doyon, Bousquet and Page-Williams gold ore deposits are presented.These studies show that humus sampling for gold gives negative results over the Doyon deposit. The lack of response is probably caused by the presence of 1 m of relatively impermeable glaciolacustrine clay and silt that overlies 1 m to 2 m of till over the surface expression of the ore zone. By contrast, positive responses for gold occur in humus samples over the Page Williams A and C gold deposits. The ""A"" ore zone is covered by several metres of exotic calcareous till over 0.5 m to 1 m of older, locally derived till. Anomalous values for gold in humus range from 10 to 35 ppb over the orebody. Overburden over the ""C"" ore zones is much thinner, generally it consists of less than 2 m of sandy till. Trenching humus anomalies that range from 10 to 1360ppb Au uncovered the gold mineralization. The geochemical dispersal trains in till from the Doyon orebody and the Page-Williams ""A"" zone are relatively short (i.e. less than 200 m) because both deposits occur in the lee of bedrock highs that shielded them from extensive glacial quarrying. Dispersal trains from all three pyritic gold deposits can be defined using either the fine fraction or heavy mineral fraction of the till.The intensity of the gold in till anomalies over the ore zones is variable. Therefore, it would be misleading to attach rigid significant threshold gold values to overburden drilling results. Each case must be evaluated based on bedrock topography, sample density, overburden type, thickness of till, as well as size, type and orientation of the target exposed to glacial erosion."

Frequency rates of injuries per million man-hours of exposure were improved during 1965 slightly to moderately over those of 1964 at metal mines, nonferrous reduction and refining plants, nonmetal mills, stone quarries and mills, sand and gravel operations, and slag operations. However, at metal mills and nonmetal mines the rates of occurrence of work injuries were less favorable. The severity rates of injuries during 1965 were better than in 1964 at metal mines and mills, stone quarries and mills, and slag operations. Conversely, severity rates were worse at nonferrous reduction and refining plants, nonmetal mines and mills, and sand and gravel operations.

"Gold-bearing mineralization at Anomaly A occurs in polydeformed Ordovician turbidites of the Kendall Mountain Formation of the St. Croix belt in southwestern New Brunswick, and is hosted by WSWtrending, shallow-dipping, brittle-ductile high-strain zones associated with the latest stage of the second of four regional deformation events. Gold-bearing syn-deformational stockwork, massive, and multiply brecciated quartz-sulfide veined zones form irregular pods and sheets up to several meters thick, which contain arsenopyrite, pyrrhotite, pyrite, stibnite, and a variety of rare minerals that are gold-bearing. Mineralized zones are enveloped by locally auriferous, weakly to intensely altered wall rock. Vein paragenesis includes: (1) early (pre- to syn-D2) quartz-chlorite veins that are largely the product of migration of quartz by pressure solution; (2) crosscutting, multiphase, vuggy quartz-sulfide veins that contain most of the gold and are interpreted to be structurally controlled; (3) late, crosscutting, nondeformed, non-gold-bearing veins containing laumontite, chlorite, muscovite, quartz, fluorite, and base metal sulfides. Carbonate-poor alteration associated with zones of gold mineralization is lithology-specific, and appears to reflect overprinting of multiple events. Major elements removed during alteration include Si, Na, Mn, and Mg. The minor and trace elements removed include Co, Li, Sc, and possibly Sr, Ni, and Zn. Minor and trace elements added include Au, Ag, As, Sb, S, and possibly F, Cu, Pb, and Zr. On the basis of proximity, time constraints, and a similar ore mineral assemblage, gold mineralization at Anomaly A is interpreted to be a distal equivalent of the intrusion-related gold mineralization at the nearby Clarence Stream Main zone deposit. Computer applications are ideally suited to the day to day operations of grade control and short term planning on a mine site. By refining this part of the operation there is scope to increase profits by more accurately predicting ore grade and tonnage, and allowing the mining engineer more flexibility in his approach to scheduling. Large numbers of blasthole or ditchwitch samples need to be processed in a fast and efficient manner, and stored in a database for future reference. The mining engineer has to calculate tonnages and subdivide the blast or digging area into mineable areas of waste, low and high grade ore. New grade and tonnage information must be used by the mining engineer to update his short term plan. Answers must be obtained quickly and efficiently, but a high level of individual input is necessary in order that maximum use is made of the information. Geostatistical analysis of samples can be used to refine the interpolation techniques. Reconciliation between the original grade model, the newly sampled area, and the final product should be monitored continually.

The town of Greenwich, CT, an exclusive suburb of New York City awarded several contracts for the installation of sanitary sewer in the North Mianus section of town. The Valley Road section was the most challenging from a rock excavation standpoint. The cut was up to 14 ft (4.25m), with adjacent utilities [20 in. (500mm) water, 6 in. (150mm) water and 8 in. (200mm) gas] located to within 5 ft. (1.5m) of the proposed sewer trench. Rock types varied but were ultra metamorphic in nature, ranging from quartzites, granite gneiss and various types of migmatities.

Paper presented at Mineralisation in the Caledonides, the Mike Gallagher memorial meeting held in Edinburgh, 27-28 June 1996. The sediment geochemistry of streams draining Southern Uplands and Lake District turbidites was compared with lithogeochemical data for the source greywackes, using stratigraphically defined catchments. Several systematic trends in element abundance variation between source and stream sediment can probably be applied more widely to interpretation of drainage geochemistry. Pb and Zr increase markedly from source rock to sediment, by adsorption on clay and zircon grain concentration. Variation of feldspar-related elements Rb, Sr, K and Ba appears to be controlled by source grain size and compositional maturity. Ni shows surprisingly little change and Fe and Co are only slightly raised. Cr is particularly useful, with variations superimposed in anomalously high regional levels. Abrupt changes in Cr distribution in stream sediment coincide with stratigraphical boundaries, allowing drainage data to be used as a surrogate for whole-rock values

Virtual Reality (VR) simulations are excellent tools for training, education, simulation of abnormal and dangerous conditions in mines and solving complex problems. Although the concept of VR has been around for nearly half a century, it has taken recent advances in hardware and software to bring this technology to within the budgetary reach of ordinary users and researchers. VR is now successfully being used in the minerals industry for: data visualization, accident reconstructions, simulation applications, risk analysis, hazard awareness and training. The Institute of Sustainable Minerals Industry, Advanced Computer Graphics and Virtual Reality Research Group (SMI-VR) at the University of Queensland, established in late 2000, has been involved in developing VR applications for the minerals industry in conjunction with various research centres. This paper illustrates the benefits of using advanced computer graphics and VR techniques in the minerals industry with some examples of applications developed.

The large increase in secondary industries in this country, during the war and post war periods, has caused a shortage of capacity for the production of merchant bar.To overcome this shortage, an expansion of rolling mill facilities has been undertaken by the Broken Hill Pty. Co. Ltd. A small, but modern, merchant mill has been erected at Kwinana in Western Australia and a strip and skelp mill is under construction at Newcastle. The latter mill will roll strip and skelp at present being rolled by the Newcastle 10 in. Merchant Mill, enahling this mill to concentrate on merchant bar production.The Kwinana mill was installed to supply the Western Australian market. This state has a small population (approximately 658,000) and is not at present highly industrialised. It was necessary, therefore, to design a mill which would be capable of producing a wide diversity of sections and could be expanded as the demand increased. To begin with capital expenditure had to be kept within reasonable bounds. The design work for this mill, with the exception of a few specialised items of equipment, was carried out at Newcastle.All design work for the Newcastle mill was carried out by the lVIorgan Construction Co. of America. Although initially intended for rolling flat. products, the designers were asked to make the mill as flexible as possible, so that should the market for flat products decrease, this mill with additional equipment could undertake the rolling of medium sized sections.
