A mathematical model to represent the expansion and fragmentation of copper matte particles oxidized under flash converting conditions is presented. The model assumes that the particles are initially nonporous, have a constant mass prior to fragmentation and travel at a constant velocity throughout the reaction chamber. The model requires the specification of the following five parameters: the particle expansion rate, a fragmentation diameter factor, a fragmentation size distribution parameter and the fractions of the finest and the coarsest particles in the feed that undergo fragmentation. The model predictions show good agreement with the experimental data collected in a laboratory furnace over a wide range of experimental conditions. The evolution of the size distribution of the particles along the reactor length was computed, and the model parameters were correlated with the experimental operating variables. Model predictions indicate that particle residence time is an important factor in the generation of dust. The presence of two maxima in the particle density function may be attributed to turbulent conditions prevailing in the furnace, which cause particles to follow different trajectories within the furnace even if they are injected at the same location.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. The beach sand industry is the only Australian mineral industry which, so far, has used electrostatic separation on a full commercial scale. The main application of the process is for the separation of rutile from zircon. Laboratory work has demonstrated that electrostatic methods are effective for ilmenite-monazite and cassiterite-zircon separations, thus facilitating the production of high grade monazite and cassiterite products from top-strip table concentrates, but the commercial application of these processeshas been rather limited so far. Overseas, electrostatic methods are becoming more widely used for the treatment of granular material which is not amenable to flotation. The use of electrostatic separation for the treatment of ores other than beach sands has been investigated in this laboratory 1, 2, 3, and two pilot separators were built during i953 to carry out field tests. Of these, the first was an inclined feed plate separator for the removal of silica from granular lime-sand in Western Australia, the second a conductance roll separator for the removal of diamonds from alluvial gravel in New South Wales. In both cases the whole of the ore passed through the separator, not a gravity concentrate only as in beach sand practice. The two types of separator mentioned are shown diagramatically in Figs. 1 and 2.

Anglo Platinum has initiated a project to investigate hydraulic hoisting technology for platinum mines. Hydraulic hoisting systems are categorized as pumping, fluidizing feeder or displacement feeder systems. Positive displacement piston diaphragm pumps are most suitable for pumping systems but they require that the ore be milled prior to pumping. Fluidizing feeders are unsuitable for platinum ore applications due to the large percentage of fines in the ore. The three-chamber pipe displacement feeder has been most widely used for hydraulic hoisting and is the most suitable technology for platinum mines. Eight hydraulic hoisting applications covering pumping and displacement feeder technologies are reviewed. The key factors to be assessed in selecting a hydraulic hoisting system for a platinum mine are discussed. A typical platinum mine configuration will comprise an ore preparation plant (to produce -15mm material through screening or crushing), motive water pump on surface, high pressure water pipeline from surface to underground, ore slurrification plant, three-chamber displacement feeder, and a high pressure slurry pipeline to surface. The water and slurry pipelines are housed in a purpose drilled borehole. A hydraulic hoisting system selection chart is presented. A 150mm diameter system with a 25 MPa pressure rating is required to hoist 60 000 t/m from a depth of 1 200 m. Generic capital and operating costs are presented. A major potential advantage of hydraulic hoisting is that the fines, which contain a high percentage of PGMs, are captured underground and transported directly to the concentrator. Hydraulic hoisting technology is ideally suited to providing supplementary hoisting capacity to existing shafts that have reached the skip hoisting capacity limit. The main advantage for new shafts is the potential to significantly simplify underground rock handling and transportation. All hydraulic hoisting system components are proven. The only risk area is the wear rates of the valves and piping. Current estimates are based on gold ore. The business cases investigated show that the financial viability of the installations are not sensitive to wear rate. "The large extent of global production and consumption of aggregates from quarries, grabs one´s attention and makes its substantial and essential standpoint in the world today pretty clear. A great amount of aggregates is utilized in civil engineering applications such as road construction, railway industry, concrete production, etc. Considering this fact that igneous rocks display a higher strength and abrasion resistance, this type of rock is preferred in the field of civil engineering. For all these applications, rock quality assurance is a key factor and certainly unavoidable, and it has great influence on the quality of constructions in civil engineering. One of the major problems encountered by both the producers and users of igneous rock is the fact that, with the passage of time, some specific rocks lose their strength, up to a complete loss of structure or in other words, their disintegration and degradation. In the last decades, different methods and procedures such as Glycol test, methylene blue dye test, as well as the Los Angeles test have been introduced to distinguish these rock properties, and to identify these problems. However, as these methods are time consuming, hard to perform, only to be applied to hand-piece samples, requiring special laboratory equipments, and only possible to be accomplished under laboratory conditions, their application has always been limited to some specific cases, and they are neither recommendable nor advantageous. In addition, these methods provide partially different results for the same rock. To address this widespread quality management problem of the quarry industry, a relatively quick, easy and user-friendly approach is necessary. It calls for a systematic solution with a device that can simply be used day to day in a mine for quality control of the quarry´s daily production. This scientific research is concentrated on developing a systematic method for early recognition and diagnosis of rock quality, in order to control and manage the quality of the quarry production in advance. This method was developed, based on the procedure of the magnetic susceptibility measurement. The obtained values can lead to valuable information regarding the quality of the rock and allows the quality control process to be accomplished and performed at the borehole location. This approach has been assessed through extensive field and laboratory studies. A detailed and comprehensive discussion will be made on the results of the experiments. The advantages and impacts of the application of this method, on increasing the reserves and environmental protection are also discussed."

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. The substantial investment in tunnels anticipated in the next twenty years has focused new attention on the economics of tunnel construction itself and on some costly problems associated with underground work: the uncertain geologic conditions, the performance and adaptability of men and equipment, and the need for quicker, more efficient excavation methods. There also exists a need to develop better ways of estimating tunnel construction. Inaccuracies in current bid estimates stem from a number of causes, among them (1) the effects of geologic conditions, which are not adequately known prior to construction, (2) the dependence of actual cost on the construction method used and on the interactions among the operations occurring underground, and (3) the reliability of tunneling equipment. Inability to estimate final costs for conventional tunneling more accurately has in turn caused difficulty in gauging the costs and benefits attributable to new tunneling technologies either under development or for which R&D programs are planned. ATTRIBUTES OF THE TUNNEL COST MODEL This paper presents a computer based Tunnel Cost Model (TCM) which quantitatively assesses the uncertainties inherent in underground work, and is detailed enough to aid in preparing estimates or bids. The Timbarra opencut gold mine is located about 30 km(19 miles) southeast of Tenterfield in northern NSW some 4 hours by car from Brisbane, the capital city of Queensland in Australia. It was a small operation designed to produce about 40000 ounces of gold per annum utilising contract mining and company owned crushing plant feeding heap leach pads. This is a standard setup except that the mine owner was in charge of all aspects of drill & blast design even though a contract drilling & blasting (shotfiring) service was being provided. The major problem was that the blasting operations were yielding massive amounts of oversize due to the jointed partially weathered nature of the granite. This was adversely affecting all downstream aspects of the operation as well reducing gold output as ore boulders were being dozed over the side of the mine as they were impinging on mining productivity. The oversize problem had to be solved as the mine was struggling to achieve design gold output. Significant design & trialing effort using minesite resources were utilised to reduce the oversize but this failed even when powder factors up to 1kg/bcm(1.68lb/yd) were used. Dyno Consult from Dyno Nobel were therefore called to investigate, review & trial options to reduce oversize from the top flitch.

The Orange-Vaal River system is known to be the primary secondary source for alluvial diamond deposits in the northern Cape and along the west coast of Namaqualand. The higher order sources for diamonds contained within this system are still not defined entirely to satisfaction, but certainly include kimberlite pipes exposed in the catchment regions of these rivers. The focus of alluvial diamond mining along the Orange-Vaal system recently changed from the traditional areas in the upper catchment regions?the Barkly West, Christiana, Bloemhof, Wolmaranstad, Schweizer-Reineke region, and the lower regions near the mouth of the Orange River at Baken, Alexander Bay and Oranjemund, to the area between Douglas and Prieska?the so-called mid-Orange region (Figure 1).

Coal has been at the forefront of mankind?s drive to improve his quality of life and also for sustainable development, from the Industrial Revolution onwards. The international coal industry today is large, with some 3,7 billion tons being produced and consumed in 1997. South Africa is an important participant in the coal industry, selling some 220 million tons in 1997 of which 64 million tons were exported. It is the second-largest thermal coal exporting country in the world. Despite the size of the world coal industry, it is not immune to change. The address examines growth projections for the industry and the change drivers that will impact on it in the future. Environmental pressures, the most important of which being the climate change debate, the Kyoto Protocol arising from this debate and the development of clean coal technologies, to reduce the impact of coal production and usage on the environment are considered. Other major change drivers considered are competition from other sources of energy and that between coal producers, the deregulation of the electric power industry, corporate restructuring and for the South African producer, legislative reform. The declining (real term) coal price, the consequent squeeze on margins and the need for producers to actively contain costs is covered. Technology has, in the past, been the driver behind the growth and change of the South African coal industry and its future role in ensuring that coal is the fuel of choice for continued improvement in standards of living and economic development is addressed.

The experience of Mufulira concentrator, of the Zambia Consolidated Copper Mines Limited, with underground mine drainage water, which is used in milling operations is discussed. It is shown that the underground mine water has a deleterious effect on flotation performance. The adverse effect of the underground water was successfully negated by adding lime into the primary ball mills and increasing the pH of the slurry, from a ?natural? pH of 8 to the flotation pH of 10.5. Traditionally, the pH modifier, quicklime, had been added downstream of the milling. Changing the lime addition point further reduced lime consumption by 50%,?a key issue as lime accounted for over 60% of the Mufulira flotation reagent costs. The nature of the effect of the underground water at Mufulira, particularly the sensitivity of the flotation to the pH at which the milling was conducted, characterized galvanic interaction. A large-scale plant situation is presented in which the desired electro-chemical response in the flotation was achieved, by a deliberate manipulation of the milling environment. The experience provides practical testimony of a more fundamental role for the milling process, other than the mere physical preparation, i.e. size reduction and liberation, of mineral particles prior to flotation.

As most mining companies are taking advantage of the high market prices for base metals such as steel, copper and zinc, numerous challenges still face them. While demand is strong from countries like China and the United States, demand is still mixed in Europe. This leads to the question of how long these high prices and overall high global demand will last. The tremendous market prices of most precious and base metals have enabled many companies to pay down a significant amount of debt accrued during acquisition and capital expenditure phases. Additionally, mining companies have been able to internally fund and engage in large projects to address future growth, (Less, 2006), thus maximizing the performance of the existing asset base, driving maintenance costs down, and improving and empowering the work-force (Mining Journal, 2006). Market prices and general efficiency gains have addressed these issues to some extent. However, critical issues still face operating managers in the mineral pro-cessing side of the industry. Energy prices, for example, continue to have a negative impact on cash costs for producing an ounce of gold or ton of a given base metal (Cummins, 2003).

Three computerised sets of minerals information are being developed by New Zealand Geological Survey in co-operation with the Resource Management and Mining group of the Ministry of Energy: 1. Geological Resource Map: a file of information on the location, geology, geochemistry, production, and potential use of individual occurrences of aggregate, mineral, geothermal, coal, oil, and gas resources. The computer program can be used for search and retrieval of information and the production of maps and tables. The data is being published as a series of 1:250 000 maps with accompanying text and tables. 2. The Namibian Copper Joint Venture has been formed to undertake development of the Haib copper deposit, one of the largest undeveloped copper resources in Africa. The development programme includes extensive hydrometallurgical testwork that is being managed by Kvaerner Metals (formerly Davy International).Various parts of the programme have been contracted to four third-party laboratories. The testwork involves sample selection and characterization, amenability tests, and a parametric study on the leaching variables. All portions of the programme are described and the results a represented. The ores selected for testing are quartz feldspar porphyries. The amenability tests include ?mapping? studies to assess optimum leach conditions, tests at high oxidation potentials, oxidation with various bacterial strains, and heap leach modelling. The parametric programme includes such variables as ore grade, leach temperature, crush size, pH, and ferric iron content of the lixiviant. Testing was done on both whole ore and concentrate. Results show that bacterial leaching is effective and that ore grade and temperature are key variables. Crush size and pH have less impact on copper extraction. For mid-grade ore, about 0.25 per cent copper, extraction is projected to reach 50 per cent after two years when heap leaching tertiary crushed ore at 60°C and pH 1.5. The heap leach operation would fit well with the proposed roast-leach operation used to treat higher grade ores. The latter could supply the low cost heat and acid needed in the heap leach.

The early records of hydraulic elevator and bucket ladder dredging in the Clutha River system indicate the success of that era of alluvial gold mining in Otago. This paper briefly reviews parameters of depth and gold grade for alluvial operations. The application of dragline technology is proposed for the economic removal of overburden to target the deeper alluvial gold areas which remain in the Otago region.
