My reaction when first asked to present this paper was; "What could I possibly say that would hold the audience?s attention for 15 minutes? What could I offer that anyone familiar with the Nevada Barite Industry wouldn't already know?" Well, quite frankly I can't. The industry has certainly been anything but exciting for the past 10 years and, in fact, quite depressing. The challenge, for those few of us left in it, has been to keep it alive. At times it has felt like a doctor must feel with a terminally ill patient. All I can do is recap the past ten years, review the present state of the industry, and offer a few personal opinions and observations as to where I think we are headed.

"The objective of this study was to gain a better insight into the kinetics of chalcocite leaching in an acidic ferric sulfate media. Chalcocite leaching in acidic media is known to occur in two sequential stages, with the first stage being much faster than the second. The leaching residue from the first stage is typically assumed to be a covellite type of material. This study hypothesized that the mineralogy after the first-stage leaching varies in response to different leaching conditions. We investigated the dependency of the mineralogy of the first-stage leaching residue on temperature and initial ferric concentration. The experimental results showed that chalcocite leaching behavior altered upon temperature and initial ferric concentration. A proposed combined reaction model was found to be able to describe the experimental data. The first stage was described very well by the shrinking core diffusion model while the second stage was described very well by the shrinking core chemical reaction model. This finding has important implications for mine operations to manipulate leaching conditions to create the desirable leaching kinetics.INTRODUCTION The kinetics of chalcocite leaching in sulfate media has been extensively studied (Cheng & Lawson, 1991; Fisher, 1994; Fisher, Flores, & Henderson, 1992; Niu, Ruan, Tan, Jia, & Sun, 2015). NO physical impairment can be more serious than the partial or complete loss of sight. With reasonably good eyesight, a person is equipped to care for life and I limb, provided a rational measure of t caution is manifested. When the sight of one eye is lost or badly impaired, one-half of this God-given asset is gone, and extreme care must be taken to prevent the tragedy of total darkness that closes out the beauty of sky, field and mountain, the faces of relatives and friends, and either removes entirely or in part one's capacity to produce and earn. During 1933, The Union Pacific Coal Co., operating ten coal mines in Wyoming, decided to undertake a visual survey of all of its mine operating officials and employees. Although the cost of workmen's compensation paid because of eye injuries was material, the management was more deeply concerned with the social loss and the suffering resulting from the many eye injuries. As every element of coal production cost must be scrutinized, accurate data on all accidents, with the workmen's compensation paid therefor, are carried forward monthly. The number of accidents to eyesight and the resultant compensation paid are shown in Table 1 for nine calendar years:

In heap leaching the transport of the acid from the drippers to the surface of the ore particles is a major factor in the overall performance of a heap. This flow behavior is complex as the flow is unsaturated and occurs along a tortuous set of inter-particle channels and connections. Previous modeling of this system has used equations from oil and ground water flow to model these systems, but the applicability of these models with the larger particles found in typical heaps is suspect as these systems are not necessarily capillary dominated. In particular, as the characteristic particle size goes from below to above a few centimeters, the flow changes from capillary to gravity dominated. This means that typical heap leaching heaps cover this interesting, but complex, transitional fluid flow regime. In this paper a set of experimental studies of this flow, including PEPT (positron emission particle tracking) based tracer experiments, highly accurate liquid holdup measurements and axial dispersion experiments using salt tracers will be presented. In this study, flow through mono-dispersed particle beds was carried out. In particular, the hysteresis in the liquid holdup as the liquid flow rate into the particle bed is varied is investigated, since this hysteresis means that the relationship between flow rate and holdup is history dependent, an effect not included in models currently used to describe fluid flow in heaps. This contribution deals with bubble adhesion on particle surface which consists of three steps ? the liquid film thinning, the film rupture and expansion of the three phase contact (TPC). Our attention is devoted to the third step ? to the description of the TPC expansion. Three-phase contact line expansion can be theoretically described using hydrodynamic and molecular-kinetic models. Both of these models were originally developed for the interaction of the bubble with horizontal plane in pure water. Our experiments deal mainly with the interaction of the bubble with the inclined plane in the solution of surface active agents. It was proved experimentally that molecular-kinetic model corresponds also to these conditions and this model was used for the description of the TPC expansion. The model is based on the theoretical description of the bubble contact angle on the three-phase interface. These contact angles change dramatically from 180o to equilibium (Young) contact angle close to 90o. Modificated ADSA method is used for the calculation of the contact angle. This method utilizes the Laplace equation of the capillarity; the bubble profile and the contact angle are evaluated using the set of experimental points around the edge of the bubble. The comparison of the experimental and calculated bubble profile shows a good agreement. The aim of the project is to describe the process of the TPC expansion during the adhesion of the bubble with the diameter up to 1 mm. Inclined planes were used instead of an experimental solid particle. Our experiments were provided in the solution of surface active compounds. The process of the adhesion was recorded using high-speed digital camera and images were evaluated using the image analysis software NIS-Elements. Corrosion mechanisms have been investigated between MgO refractory substrates and synthetic FeNi slags. The materials taken into consideration comprised a simple synthetically mixed slag with specific oxides of slags from a ferroalloy producer. The MgO refractory substrates with the slag specimens on it were heated in a hot stage microscope to two different characteristic temperatures, 1350 and 1650 °C. The experiments proceeded under a controlled gas atmosphere that simulates the relevant process conditions. The corrosion mechanisms of each system were determined by SEM analyses. The obtained results showed that slag corrosion is dominating with a pronounced partial dissolution of refractory. It was also observed that iron oxide present in the slag diffused into the coarse refractory grains forming the relative low melting magnesia wuestite. Finally,the comparison of these findings with those predicted by thermodynamic calculation (FactSage) indicated the corrosion mechanisms and draw implications for improving the refractory performance and lifetime.

This work concerns a process for the inertization of asbestos-containing wastes and the subsequent recycling of the inerts for the production of ceramic refractories. One of producted refractories is cordierite, that is widely used in the electronics industry and also in mechanical engineering for the manufacture of catalytic converters for automobiles. The process thus achieves the twofold objective of eliminating toxic and harmful refuse containing asbestos, while making available high-tech materials at a reasonable cost.

Coatings of TiCIFe have been produced by Reactive Plasma Spraying using ilmenite ore concentrate as the feedstock powder and methane as the reactive gas. A free energy minimization analysis of the ilmenite-methane system is presented. The coatings have been characterized by x-ray diffraction and SEM. The microstructure of the coatings indicates good interparticle cohesion. The composition of the coating is deficient in iron compared to the initial Fe to Ti ratio found in ilmenite.

"Coprecipitation with ferrihydrite has been one of the major treatment method for As(V) removal from wastewater such as acid mine drainage. We already confirmed coprecipitation of As(V) with ferrihydrite consists of two kinds of mechanism; one is two dimensional As(V) uptake to the surface of ferrihydrite by surface complexation and another is three dimensional As(V) uptake into ferrihydrite by surface precipitation. We also already confirmed As(V) adsorption process by ferrihydrite could be quantitatively evaluated by original surface complexation model with parameter values reported by Dzombak and Morel. However, As(V) coprecipitation process couldn’t quantitatively be represented by only the original model. In this study, construction and calculation using surface precipitation model were attempted for As(V) coprecipitation treatment with ferrihydrite. In the surface precipitation model, precipitation was described by the formation of solid compound between ferrihydrite and ferric arsenate. Activity of these precipitates was determined by surface precipitation ratio of FeAsO4(s) obtained experimentally from XANES analyses. Solubility products of surface precipitation of FeAsO4(s) (Ksp_FeAsO4(suf.)) were determined by fitting to sorption densities and surface precipitation ratio in each condition. The values of Ksp_FeAsO4(suf.) were determined 10-7.7 at pH5 and 10-10.2 at pH7, respectively. Based on the obtained Ksp_FeAsO4(suf.) value, As(V) removal and isotherm were calculated for As(V) co-precipitation treatment using surface precipitation model. Good agreement between experimental and calculated values was observed. These results were suggested that the quantitative prediction of As(V) co-precipitation treatment was possible if Ksp_FeAsO4(suf.) value was estimated experimentally."

During my nearly 30 years with ATF, (Bureau of Alcohol, Tobacco, Firearms & Explosives), I conducted hundreds of inspections. In many cases hours of time were wasted because the licensee or permittee, who had basically done everything right, was not prepared for the audit. In these cases, required documents were scattered, personnel were unprepared and no plan was in place. This paper will provide some simple steps to avoid these embarrassing delays. A list of common violations is also provided.

In the production of SmCo permanent magnets with excellent temperature stability, corrosion resistance, and oxidation resistance, samarium (Sm), one of the rare earth elements (REEs), and cobalt (Co) are employed. Cobalt (Co) is a crucial component in tool materials, nickel-based alloys, tablet and smartphone batteries, and electric car batteries. REEs and Co have been listed as critical raw materials by the European Union Commission for many years. Due to the ever-growing demand for Co and REEs in technological applications, the recovery of these elements from secondary sources has garnered significant interest. There are two types of SmCo magnets, one of which contains a high amount of iron, approximately 15.2%. This paper focuses on the recycling of Fe-bearing SmCo. In this study, an oxidative leaching process with nitric acid was developed to eliminate iron through in situ hydrolysis and to dissolve REEs and Co. The influence of experimental conditions on the formation of an amorphous iron compound through the hydrolysis of Fe3+ in a nitric acid environment was thoroughly examined based on a Taguchi orthogonal array. The optimal parameters for oxidative leaching were determined to be an acid concentration of 3 mol/L, a solid-to-liquid ratio of 1/10, and a process temperature of 60 °C.

THE recent growth of a sentiment among cyanide-plant designers against the use of gravity-stamps for the crushing preliminary to cyanidation may be said to date from the almost simultaneous perfection of the ribbed tube-mill liner and of the tall, air-agitation tank. The first step in the resulting change of practice was the universal adoption of the tube-mill for fine-grinding and the use of coarse screening oil the battery. This was the beginning of the surrender of supremacy by the gravity-stamp ; since merely the single fact that it was a more economical machine for crushing fine had retained it in favor as compared with ball-mills, rolls, or steam-stamps. The surrender, however, is not yet complete. It is the universal practice to use rolls where a relatively small tonnage is to be crushed coarse, as, for example, when coarse concentration is included in the plan of treatment. Power, attendance, repairs, and first-cost are smaller for the rolls, under such circumstances, than for stamps; and it is becoming daily more apparent that, with no concentration to provide for, the use of rolls and tube-mills, without the complication of trommels and elevators required by concentration, is rapidly gaining favor in the eyes of the leading designers. The next step was the use of the rapid-running Chilean mill between the gravity-stamps and the tube-mill, which again narrowed the field of operation of the gravity-stamp while radically widening its screen-aperture. Such a combination of stamps and Chilean mill offers advantages when fine concentration is necessary, since the reduction in the Chilean mill call be adjusted easily and governed by varying the screen-mesh. To gather additional field data from the western United States, researchers from the National Institute for Occupational Safety and Health (NIOSH) installed an array of field instrumentation at a longwall coal mine in Central Utah. The purpose of this field site was to monitor ground movement and changes in pressure during mining where conditions include massive, stiff overburden and relatively deep cover. To accomplish this, field instrumentation was installed in the two-entry gate road between the fifth and sixth longwall panel in the current mining district.

AS a rule the thoughts of engineers are more often directed toward the mechanical and physical conditions of mining practice than they are toward the disposition and the marketing of the product. This, I think, has been true of the coal industry to the present time not only among the engineering force but also generally true of operators. There has been a tendency to place the sales department in a rather secondary position; for a great many years there was a greater demand for coal than the supply would meet, so it was only necessary to increase production: either by expansion of operating mines, or opening new mines of greater capacity. While the production of coal is still a highly important phase of the industry, its enormous development throughout the country, the great advance in fuel, efficiency and economy, and the discovery of new reserves of competitive fuels have combined to create a buyers' market and force the present-day attention upon merchandising in modern ways. A buyers' market has a natural tendency to develop the keenest competition, frequently unscrupulous and nearly always profit-wrecking. Under such conditions bad practices are bound to grow and to extend until the industry is wrecked, or until wiser heads get together to reduce or eliminate unfair methods of competition. This is not so recent a condition as one might believe.

Impacts to ground water from mining are being comprehensively regulated in Nevada through specific requirements for design, construction, operation, permitting and closure. This program is the nation's most comprehensive for control of activities at mining operations which have the potential to cause groundwater degradation. It encompasses virtually all types of facilities, including placer, physical separation, flotation, testing, leaching and milling. Minimum design requirements are established by regulation, and must be met by each facility. Site-specific monitoring requirements are established for each facility, and are heavily emphasized. Regulatory and technical requirements and relevant permit conditions are presented and discussed.

The indirect method of drying coal fines is applied to filter cakes which ordinarily contain 22 to 30% moisture and are not readily transportable. The "Thermal Dryer", which operates on the mass transfer principle, has found wide use in coal preparation plants. The thermal dryer is penalized in operation by the necessity of adding coarse coal to the wet fines before entering the dryer body in order to produce a permeable bed, and thus enable hot gases to uniformly contact the wet mass. The ratio of coarse coal to fines varies from 2:1 to as much as 4:1, depending on the average particle size, moisture, and ash content of the fines.

Campaign life of the converting furnace has been limited by break-outs through the hearth and walls. Throughput of concentrate has increased by 60% since start-up of the copper operations in 1981. The Furnace Integrity program was initiated at Kidd in 1993 to improve the reliability and safety of the smelting-cleaning-converting furnace line. The converting furnace is undergoing a series of upgrades to overcome severe refractory wear to the roof, walls and hearth. A recent shut-down was held in March 1997 to implement improvements to the roof, walls and slag outlet. Wall modifications included a new upper shell, wall coolers which can be supported during a shut-down from outside of the vessel, and an increase in the number of cooling blocks. Improvements to the roof included increased cooling, a novel brick/cooler suspension system, and roof compression for gas tightness. Design is currently underway to deepen the refractory hearth, to decrease hearth erosion and increase resistance to flotation.

"INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."

"Efforts have been tried to apply the mixture of mine tailings and fly ash as construction materials. Through the present investigation, a protocol to make construction materials using the mixture of mine tailings and fly ash has been set up. The experiment results of the present work also help set up the working conditions such as activation temperature and time, the concentration of NaOH, the addition of Ca(OH)2, forming pressure, mine tailing to fly ash weight ratio, curing temperature and curing time. The findings of the present work provide a novel method for the geopolymerization of the mixture of mine tailings and fly ash as construction materials, such as bricks for construction and road pavement. INTRODUCTION In mining activity, after the valuable materials are extracted from ores, millions of tons of solid rejects, i.e., mine tailings, are stored in the tailings dam, which occupies a huge area of land and leads to high monetary, environmental and ecological costs. For example, the impoundment of mine tailings can bring with serious environmental problems such as mine dust and tailing dam failure. On the other hand, the making of general construction material results in a lot of greenhouse gas emission. Therefore, it is of great interest to utilize mine tailings, for which a lot of energy has been consumed during the comminution process, as construction materials using the novel geopolymerization technique. (Xu and van Deventer, 2000, 2002a, 2002b; Pacheco-Torgal et al., 2007, 2008; Zhang et al., 2011; Ahmari et al., 2012) Fly ash is another industrial waste which needs to be carefully impounded because of its potential impact on environment. Many efforts have been tried to utilize fly ash as construction materials because it is a silica/alumina rich aluminosilicate source. In addition, the facts that fly ash is quite reactive to alkali and its particle size is usually very small (< 50 microns) make the specific material an ideal source for the geopolymerization process to make construction materials. Geopolymerization is a process of obtaining a polymeric structure from aluminosilicate by dissolving aluminosilicate sources in a strong alkali (NaOH) solution at an elevated temperature. After being cured at an elevated temperature for a specific time, the geopolymerization product shows a greatly increased compressive strength. Therefore, the product can be used as construction material such as bricks and road pavement. It provides a very promising method to apply aluminosilicate sources such as mine tailings and fly ash as construction materials."

After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall
