There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.

"In this paper I will summarized the Falconbridge Nickel Mines1) energy costs and consumption data by fuel, process, cost centre and estimate our future costs and consumption patterns 2) detail the distribution of electrical energy 3) distribution of other forms of energy 4) describe present and planned energy conservation schemes; and 5) discuss economic justification and responsibility.There is sufficient material in this presentation to warrant several technical papers, however we felt that an overview of all our data and endeavors on the subject, would be most beneficial to those companies formulating energy conservation plans. The data briefly referred to in this slide presentation can be found in the technical paper.Over a five year period, total energy costs will vary between $63 and $94 MM depending on the future rate of energy cost escalation. An unrealistic 32% reduction in energy consumption is required to hold our own in the years ahead whereas an attainable 10°;, reduction in energy consumption would save $9 MM over this five year period.Total energy consumption, tonnage of ore delivered to plants and their ration BTU’s per ton of ore, are graphed for the years 1973 through 1976 and forecasted for the 1980’s. In 1974 we along with other member companies of the Mining Association, determined our purchased energy per ton consumption rate and set, as our goal, a 20% reduction by 1980. The dotted lines calculated from the energy audit, based on 1976 data shows there is a potential for a 10% increase in energy per ton. This could result from a lower than forecasted mining rate and operation of the new roasting, electric furnace and acid recovery facilities installed for environmental considerations at designed capacity."

The work described herein is the opening phase of an extensive system of underground excavation undertaken under contract with a Malayan authority.The specifications called for the lining of all tunnels in earth or broken rock with circular segmented cast iron lining, similar to that of the London tubes, and it is the installation of these linings which it is proposed to discuss.Owing to the long deferred delivery quoted and the obvious need for speed of access to the internal installation, it was decided to defer driving the completed circular section and substitute two small timbered headings.These could later be opened out in turn to full section and lined without prejudice to traffic, since both of them had access to the internal workings.NATURE OF ROCKThe rock series through which the circular sections were driven consisted of:(a) A wide zone of intrusive porphyritic granite, consisting generally of orthoclase phenocrysts in a ground mass of micro pegmatite. This area showed advanced weathering, varying from a stage showing slightly tinted kaolin containing approximately 20% of small boulders to one of ultimate decomposition to pure kaolin;(b) A narrow zone of weathered augite diorite, consisting of rock masses of a maximum weight of some 100-150 tons, isolated by clay seams up to 1 ft. 6 in. in width.The whole area was in a state of quasi-hydrostatic equilibrium, which resulted in heavy pressure immediately after excavation. Freshly broken faces would appear to be quite solid but, within a few minutes, would commence to sweat and "slab off" under pressure and, unless support was placed promptly, the whole face would burst out and run from above. Mucking was slow, owing to the plastic nature of the clay and the ease with which it puddled into slurry.In zone (b) a good deal of trouble was experienced because of the fact that the somewhat heavy blasting necessary tended to cause movement of the large rock masses. Subsequent scouring out of the supporting clay bands by the waterflow permitted settlement of the ground on to the timbers and many reinforcing sets were therefore required.The timbering of the pilot headings and its relation to the cross-section of the circular tunnels is shown in Fig. 1. The mechanized mining cycle using loaders and shuttle cars had its peak in terms of usage in the mining industry during 1950 through 1960. In Brazil, this system is still used at underground coal mines in southern Santa Catarina coal basin. With the aim of investigating the benefits of a new mining scheme using the room and pillar method for these local mines, a computational simulator model was developed in order to investigate the mining cycle. This paper presents the methodology used to develop the simulator and the results that the simulation shows regarding impact of the proposed new scheme on mining productivity.

It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

St. Peter sandstone is very different from the minerals and rocks that have been studied extensively in mining. On the one hand, it is brittle as characterized by an unusually high friction angle and steeply curved failure envelopes. On the other hand, it is friable, possessing extremely low, and in most cases zero cohesion. The scarcity of the ground control techniques for this particular mining environment has created many difficulties for the mine operators. In order to resolve these problems, the geotechnical properties of the St. Peter sandstones were investigated through a comprehensive research program, which included uniaxial test, triaxial test, porosity test, thin section, X-ray diffraction (XRD), and scanning electron microscope (SEM). The specimens used for the uniaxial and triaxial tests were specially prepared because of the highly friable nature of the St. Peter sandstone. Thin section, XRD and SEM were utilized to examine the effect of the microstructure of the St. Peter sandstones on its strength characteristics.

Bateman Modular (previously Van Eck and Lurie) has been building and supplying the mining industry with modular DMS plants for the last 30 years. These DMS modules range in capacity from 1 tph to 200 tph. The most popular unit produced by Bateman Modular over the years has been the 50 tph module. Development In the last 7 years a need has arisen from the industry to provide Modular DMS plants that can treat higher tonnages (150 to 200 tph). The first DMS provided to the mining industry based on the modular concept was a 150 tph DMS Module to MIBA in the DRC. Since then Bateman Modular has provided some 14 Mega DMS modules over the last 7 years with the latest two orders from Debswana (Damtshaa double up project) and Namdeb. Ever since the first Mega Module was supplied Bateman Modular has been improving the Modules. Implementation The modules can be supplied in different configurations so as to improve the overall availability of the plant. Two off 150 tph DMS modules were supplied for a Transhex operation. This allowed the client to still operate one DMS module while maintenance is being performed on the other DMS module. The client also has the option of choosing a single module. Successes The following list of projects provides the base for the success of the Mega Modules.

Advance knowledge of roof conditions can lead to improvement in roof control strategies that will reduce roof falls and ultimately will reduce injuries to mine workers. J.H. Fletcher and Company, in cooperation with West Virginia University, has been developing a system to meet these needs by collecting torque, thrust, and rotation speed data during drilling operations. Recent improvements in analysis algorithms to detect anomalies in the roof structure as well as various display enhancements for real time mapping and evaluation of roof structures have been incorporated into current Fletcher Information Display system. The unit has also been housed in an explosion-proof container to allow use in coal mine applications. Recently, the system has undergone extensive field trials in several limestone mines and one coal mine. During these trials, the National Institute for Occupational Safety and Health assisted Fletcher in verifying the accuracy of the roof mapping capability of the system by comparing the display information to bore hole scoping observations and drill corings. It was concluded from this assessment that the intelligent drilling system can complement scoping and core analysis to provide a more complete picture of roof strata and is capable of seeing features or conditions that are not always obvious in these more traditional methods.

The subject of bearing pile performance installed by vibratory hammers has been a matter of increasing study and continued controversy. A recent case study from a major bridge replacement project is discussed which provides encouraging data on the use of vibratory pile hammers as a primary means of pile installation and also presents the problems associated with its general acceptance. The bridge project case study foundations consisted of HP 14 x 89 pile sections, designed to develop capacity primarily in friction. Preliminary tip elevations were determined by traditional static analyses. Production pile installation was performed using an IHC S-70 Hydro-Hammer. Driving criteria and final production pile tip elevations were determined after preliminary indicator pile drive tests and static load test results at bridge pier cofferdam locations. Based on impact driven production pile performance, the Contractor wished to investigate vibratory driven piles as a means to accelerate construction schedule. Dynamic pile testing procedures were used as the primary measurement tool and test results were compared to the production pile drive records and prior static load tests. Field testing consisted of driving and monitoring with the PDA impact driven piles to the design tip elevation. Three vibratory driven piles were installed to the same tip elevation and immediately subjected to impact driving and dynamic testing to compare dynamic pile resistance. The results indicated that the site soil conditions were favorable for vibratory pile hammer installation. Recommendations and procedures for proceeding with vibratory hammer pile installation were presented to the Owner. These procedures included quality control in conformance with latest AASHTO recommendations. The Owner, in spite of the site specific data base and QA/QC procedures, would not accept vibratory pile hammer installation, due to the absence of precedence. It is concluded that for vibratory methods to become accepted a rational method of analysis, design and field QA/QC procedures requires development. In addition, the engineering community and Owners/Agencies must be more open to alternate methods of foundation construction. The continued development of dynamic methods of monitoring vibratory pile installation is considered to be key to the general acceptance of this installation procedure.

The Sams Creek gold deposit near Takaka in northwest Nelson was discovered in 1974 by CRA Exploration (CRAE) geologists. CRAE recognised the potential of the area and subsequently undertook a comprehensive exploration programme of geological mapping, soil and rock-chip sampling, geophysical surveys and diamond drilling. Exploration defined sporadic gold mineralisation contained entirely within a deformed and hydrothermally altered, peralkaline granite porphyry dyke with a seven kilometre strike length, and up to 60 m thickness. Rock chip samples indicated extensive and economically significant gold grades over approximately one kilometre strike of the dyke at Main Zone prospect. CRAE completed 30 diamond drill holes at this prospect and defined a limited resource. Oceana Gold Limited recommenced active exploration at the Sams Creek Project in late 2002, focusing on improving the geological understanding and known resource at Main Zone. Completion of 1041 m diamond drilling successfully increased the estimated resource to 10.7 Mt @ 2.12 g/t Au containing 729 000 oz at a 0.7 g/t cut off. A further campaign of 1560 m diamond drilling was undertaken in 2003 - 2004 to extend the resource and test the continuity of high grade mineralised zones. Deeper intersections of the porphyry dyke indicated geometrical complexity and grade variability similar to that observed at shallow levels. Recent research suggests that Sams Creek can be geologically classified as a variant of intrusion-related gold systems, and therefore comparable to some other, very large gold deposits. However, due to the rugged terrain and dyke geometry, surface drilling is reaching the limits of viability at Main Zone. If infill drilling continues to be successful then an underground decline may be developed to facilitate further exploration. Potential also exists along strike, where other significant gold anomalies are known but largely untested by drilling.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

Spectrum Resources commenced operations as a public listed mining company in August, 1983, with a variety of precious metal projects in New Zealand. At that time the outlook for most mineral commodities, with the notable exception of precious metals, was decidedly gloomy. Metal prices were depressed and demand forecasts were universally gloomy. Against this background the company reviewed the non-traditional metals sector to try and identify a 'new' metal with an above average demand growth and market value. Lithium, a commodity with exciting new applications in storage batteries and alloys, met both criteria. Annual world consumption of lithium is around 7000 tonnes; current prices are around $NZ40/lb for lithium metal and demand growth is projected at five to seven per cent per annum. Geothermal fluids at Wairakei and elsewhere contain anomalous amounts of lithium and in May, 1984, the Chemistry Division of DSIR was commissioned to carry out a literature survey on the possible recovery of lithium and other minerals from geothermal waters. The survey results were encouraging and the company subsequently negotiated exclusive access rights, for research purposes, to geothermal discharge fluids from the Wairakei and Kawerau geothermal fluids. Most of the subsequent investigations reported here were carried out by Chemistry Division, DSIR, under contract to the company with some assistance from the Industrial Processing Division, DSIR.

In order to appreciate fully the place of palaeontology within the general framework of the geological sciences, consideration must be given to the time, about 150 years ago, just before the study of fossils was beginning to be applied to geological problems. At theend of the eighteenth century, almost all geologists recognised that fossils were the remains of animals and plants that had lived at the time when the rocks in which they occur were formed. It was also realized that many-some geologists thought all-rocks hadbeen formed under water, but as regards the order of succession in which these rocks had originated, and the relative ages of rocks found in different parts of the world or even of one country, only the haziest and most contradictory ideas existed.Around the turn from the eighteenth to the nineteenth century, a widely taught system of theories was that of the German professor, Abraham Gottlob Werner, who believed that the surface of the earth had once been covered by a universal ocean at whose bottom all rocks had been deposited. As the level of this ocean gradually subsided, older rocks-so Werner taught-are now generally found in the mountains or at great depth below the younger rocks; this was his "Primitive Division" which included granite, gneiss, schists, slates, basalt, porphyry and other igneous and metamorphic rocks, all of which he believed to be of sedimentary origin. Younger rocks, according to Werner, were formed at successively lower levels as the water receded. Next in age he placed a "Transition System" of limestones and greywackes; still younger the so-called "Floetz Division," which included sandstone, limestone, gypsum, salt, coal, but also some basalt, porphyry and other rocks; youngest were the alluvial deposits of recent clays, loams, sands and gravel. Thus, in the Wernerian system the age of a rock was determined on the basis of its petrographic properties and the height of its occurrence relative to sea-level.Here and there these ideas survived well into the nineteenth century. As late as 1825, Charles Darwin listened to lectures by Professor Jamieson, one of the last proponents of Wernerian theories in England. The fact that entirely different kinds of fossils occurredin rocks which were regarded as contemporaneous did not worry the theoreticians.It is, therefore, noteworthy and significant that the value of fossils for the interpretation of geological events was demonstrated to the geologists by an engineer and surveyor, WiIIiam Smith, who, although no professional geologist, has often been called the "Father of English Geology." His professional work, which was mainly concerned with drainage and irrigation projects, took Smith to all parts of England, where he sometimes journeyed as much as 10,000 miles in 11 year. Smith was a keen observer and, unhampered by theoretical speculations, he noted the occurrence of fossils and collected specimens wherever he went. Before long he realized that the same kind of fossils followed each other in successive layers of rocks in much the same way in different parts of England, and soon he was able, by looking at fossils collected by other people, to tell from what...

THE furnace described in this paper was installed and has been used by the writer for the melting of rich gold-bearing material, and has given complete satisfaction. It may, therefore, prove of interest to other metallurgists who are faced with a similarproblem. A furnace of this type should be most suitable for the reduction of "cyanide preeipitate," "charcoal ash," "anode sludge," &c. formerly the melting was done in fire-clay crucibles, using coke or crude oil as fuel, but this method is costly, slow, and unsatisfactory. A small water-jacketed blastfurnace was also tried on this material after briquetting it, but was discarded in favour of the electric furnace. The furnace may be described as a simple form of the Heroult resistance furnace, with an adjustable upper electrode and a fixed bottom electrode. This is in accordanee with Stansfield's classification of electric furnaces. The heating is mostly due to the resistance offered the current by the molten slag. The melting chamber consists of a steel drum 14 in. in diameter and 21 in. high, and is lined with silica bricks specially made to fit the shell. The internal diameter is G in. The bricks contain 92 % silica, are made from calcined quartzite bonded with fireclay, and are similar in composition to those used for lining steel converters. They are set in a mixture of finely-ground quartzite and clay, and well dried out. The shell is bolted to a steel plate, which forms the decking of a truck running on rails, so that the furnace can be moved under ahood for carrying off the fumes. A cast-iron slag spout is bolted to the shell below the tapping hole, which is 4 in. from the bottom of the shell. In 1988, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied part of the 12,740-acre Blue Canyon Wilderness Study Area (OR-003-073) in order to evaluate its identified mineral resources. The study area is in Malheur County, OR, about 27 miles northwest of Jordan Valley. The study area is underlain by Tertiary welded tuff, tuff, perlite and tuffaceous sedimentary rocks capped by basalt. Jasper has been mined from several localities. Some mining has been done by hobbyists. However, the area has been covered by mining claims since 1964, with mining done by commercial operators. This region has been a source of "Owyhee picture" and other similar jaspers. More recent exploration has focused on the gold potential of nearby areas such as Quartz Mountain and Red Butte.

After years of cutbacks, closures and layoffs, the mining industry is beginning to expand again. Metals prices are up and so is investor interest and confidence in the industry. Gold prices began to slowly move up in January2003 and finally cracked the $12.86/g ($400/oz) mark in early December. Silver, too, is up, as is copper. So the mining industry is feeling good about itself again and many companies are expanding existing mines and developing new ones. One side benefit to mining’s improved outlook is that companies are beginning to send more of their employees to industry conferences. Such was the case at the109th Northwest Mining Association meeting in Spokane, WA. The meeting was held in early December and attracted 1,100 attendees and 84 exhibiting companies. That is up from 2002’s attendance of about 900 people and 65 exhibitors. The theme was “A Partnership into the Future.”

Traditionally comminution optimisation has been focused on energy minimisation, whereas flotation optimisation has been focused on recovery improvement. One of the largest, if not the largest, operating cost over the life of a flotation circuit is electrical energy. With increasing pressure on operators to lower production costs and the cost of energy increasing, reducing the energy consumption of the flotation circuit can be beneficial to site economics. This paper reviews the use of energy by mechanically agitated flotation machines and discusses the measurement and benchmarking of energy consumption in modern flotation concentrators. This article focuses on TurkeyÆs gold potential with respect to exploration, development and operation after 1985. Apart from TurkeyÆs geology, which offers a substantial number of volcanic-associated gold (Ag) and gold-copper (Au-Cu) projects, there are numerous other factors which make the country a favourable place for mining. Turkey has a mining history which goes back to pre-Roman times and an excellent mining code which ensures security for long-term production. In the country, the Government and local villagers are very positive and the country works extremely well logistically with excellent road and telecommunication links. The opportunities for new discoveries in Turkey are very high. Moreover, Turkey has its eyes turned west as it moves towards joining the European Community and it is no surprise that international companies believe it has got its timing as well as its partner relationship right. Newmont, Teck Cominco, BHP Billiton, Rio Tinto, Eldorado Gold, etc all have direct or indirect interests in Turkey, as do an increasing number of midtier and junior exploration companies. Turkish Koza Gold Mining is the first Au producing company of Turkey. The Eldorado Gold owned 245 t Kisladag Au deposit in Western Turkey is currently also producing Au. In the meantime Anatolia Minerals Development is advancing the 131 t resource at the C÷pler Au deposit in North Eastern Turkey. These are significant world-class deposits. Further encouragement for investment in the Au mining sector has been provided by the introduction of a new mining law in 1985. Foreign investments in the country were encouraged and have seen a rapid increase in the last two decades. Gross domestic product (GDP) growth is in excess of five per cent per annum, inflation is down from 70 per cent to single figures, the budget deficit has been cut by 40 per cent to 11 per cent and industrial output and productivity are increasing rapidly. Turkey is politically and economically stable, is a member of the European Customs Union, has a supportive mining legislation, is highly prospective and under-explored and hosts significant recent gold discoveries.

Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.
