The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

"Since 2005, longwall coal mine operators in Pennsylvania (US) have been required to collect extensive hydrologic and biological data to document pre- and post-mining conditions of aquatic resources (streams and wetlands) overlying the subsidence control plan areas. Continued operation of the longwall mine is dependent upon empirical data demonstrating that the undermined aquatic resources have either been maintained or restored to an accepted range of pre-mining conditions. This study used quantitative hydrologic methods and comparative biological metrics to examine response of aquatic resources to longwall subsidence at the Bailey Mine located in Greene County, Pennsylvania. This study analyzed data from over 25 miles of streams and over 8 acres of wetlands that traverse the 4,779-acre study area. Hydrologic analysis of flow intermittency suggested that there are variable degrees of change to headwater streams immediately following mining; however, the majority of the effects are reversible through streamflow mitigation measures. Furthermore, the post-mining discharge from streams can be restored to within the range of pre-mining conditions the majority of the time. Biological assessments showed that greater than 95% of assessed stream length has maintained its ability to support benthic macroinvertebrate communities following mining and intervention (i.e., mitigation). Comparative metrics of the benthic macroinvertebrate communities showed that the biological community in 48 of the 50 sample sites is being maintained or restored across both high- and low-gradient streams. The effectiveness of intervention was further substantiated by the similarity in recovery times between streams having no intervention (median = 2.1 years, 95th percentile = 4.9 years) and streams with intervention, when recovery times were measured from the date of the intervention (median = 1.7 years, 95th percentile = 4.7 years). Changes to individual wetlands were observed between the pre- and post-mining assessments, but cumulatively a net gain of 7% in wetland acreage was realized. Hydrologic assessments were used to infer whether there was a potential that streams had been affected by mining; however, the ultimate test of stream recovery is based on biological metrics that establish the relative quality of the biological communities following mining. Overall, the hydrologic balance is being protected and the aquatic life use of streams is being maintained within the Bailey Mine’s subsidence control plan areas."

The design work undertaken by Rock Mechanics Technology (now part of Golder Associates (Golder)) has played a major part in successfully establishing mechanised room and pillar working in Indian coalmines, both for the development of new districts and for the re-establishment of old districts prior to pillar extraction on panel retreat.Golder has used appropriate design of pillars, extraction sequences and final snook sizes to minimise ground control risks during pillar extraction. Where the strata will not cave reliably, partial extraction systems leaving either a crush pillar or a substantial yield pillar have been adopted.Remote monitoring of selected pillars during the extraction process using stress cells, extensometry and convergence measurements provides confirmation of pillar behaviour and verification of designs.A new telltale device, giving a visible warning of impending caving, is now installed at all Indian pillar extraction sites and is proving very successful.CITATION:MacAndrew, K M, Garcia, A S and Gregson, I D, 2014. Large-scale infrastructure construction needs to comprehensively manage risks that can impact the health and well-being of many people, from workers (temporary, contracted or full time), to families and surrounding communities. This paper starts with an analysis of incidents (injury, fatality, other damage) in tunnel construction between 2000 and 2014 and assesses the distribution of these events by continent, year, and severity of outcomes. These incidents are then analysed and mapped to a framework of hazards derived from RISKGATE (2014). A comparative register of current tunnel construction risk management guidance is derived from current Australian codes of practice and this register is also mapped to the RISKGATE framework of hazards to identify where coal industry knowledge may offer utility to the tunnelling industry.An initiative of the Australian Coal Association Research Program (ACARP), RISKGATE is an interactive online risk management system developed to assist the mining industry in implementing continual improvement in the management of major unwanted events. To date, a comprehensive knowledge base has been captured for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, outbursts, coal bumps and bursts, human/machine interface, manual tasks, slips/trips/falls, inrush and occupational hygiene. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper proposes and outlines how knowledge within the RISKGATE platform could be applied to managing the significant health and safety risks associated with tunnelling. The authors suggest that to varying degrees the knowledge already captured in RISKGATE is likely to be transferable to tunnelling construction operations. The Bureau of Mines investigated hydrometallurgical procedures for concentrating precious metals from a mechanically processed metal fraction of obsolete military electronic scrap. Feed material for the leaching procedures described in this report was the high-tension-separated metal concentrate obtained as a fraction from mechanically processing partially stripped electronic units. Initial pretreatment with a 20-wt-pct-NaOH solution solubilized most of the aluminum. After washing, the resulting residue was incinerated to destroy any organics attached to metal particles. The incinerated residue was leached with 20-vol-pct H2S04 solution using two methods, countercurrent pressure and ultrasonic-aided leaching to solubilize the base metals, predominantly copper. Silver was recovered from the base metal leach residue using 50-vol-pct HN03, and gold contaminated with several percent palladium was recovered from the silver leach residue using aqua regia. The impure silver and gold plus palladium products represent about 1.5 wt pct of the high-tension-separated metal concentrate. Included is a three-step process evaluation study of mechanical processing of general electronic scrap and two hydrometallurgical procedures for leaching high-tension-separated metallic concentrates obtained from the mechanical processing step. Process evaluation concluded that only mechanical processing is economically viable.

This paper presents the results of research work conducted to assess if aqueous solutions of sulfur dioxide (SO2) can be used to treat roaster calcine leach residues such that recovery of gold in this material can be achieved with subsequent application of the thiocyanate (SCN-) leaching system. The project is mainly aimed at assessing an alternative use for sulfur dioxide gas generated during flotation concentrate roasting. The calcine leach residue sample used in the study contained 2.56 g/t gold. The reason for this high level of residual gold is thought to be due to gold surface passivation by thin iron oxide films, presence of gold in solid solution with refractory iron oxides and encapsulation of gold in the structure of these iron oxides.The study was conducted in three stages. The first stage was the characterisation of a sample from a roaster calcine leach residue. The second stage in the project was a set of leaching tests to assess the feasibility of using aqueous solutions of sulfur dioxide to reductively dissolve refractory iron oxide mineral phases contained in the calcine. The final objective was to assess the efficiency of thiocyanate, a gold complexing ligand stable under acidic and oxidative conditions, to extract gold liberated during sulfur dioxide leaching.The study showed that the reductive sulfur dioxide treatment of the calcine leach residues followed by oxidative thiocyanate leaching to extract gold was not a particularly efficient process as only around 20 per cent gold could be extracted. Leaching the calcine residues by any of these systems separately also extracted the same amount of gold (12 - 14 per cent) implying that irrespective of the solution potential, the acidity helps dissolution of gold encapsulating minerals, mostly hematite, but at a very slow rate. The findings on the topic in the literature and during this study show the requirement for further technical investigations and economical analyses on two cases. The first case is to roast gold concentrates to produce magnetite rather than hematite followed by sulfur dioxide and thiocyanate leaching of magnetite containing calcines. The second case is to apply a magnetic concentration process to conventional roast-cyanidation calcine residues to produce a gold-rich magnetite concentrate that can be further treated with sulfur dioxide followed by thiocyanate leaching.For both cases, the best evaluation of the sulfur dioxide leach system in extracting residual gold from calcine leach residues will require a detailed economic analysis to find out the balance between the value of the gold recovered and the loss of revenue from acid production. There are a number of roasters that do not produce acid. In leaching copper ores knowledge of the rate of dissolution of the copper minerals and of the impurities is desirable. With knowledge of these two factors and data as to what minerals are present in the ore the metallurgist has an excellent start on planning a leaching cycle to fit that ore. The rate of dissolution is rather difficult to predict, and the time required to leach a given ore may differ markedly from that required by another ore. The whole study as related to mixed oxidized and sulphide ores is one of relative rates of dissolution of the different copper minerals and the impurities in sulphuric aoid and in ferric sulphate. The aim of leaching is to choose a cycle and strength of solvents to extract a maximum amount of copper and a minimum of impurities. The consumption of reagents per unit of copper dissolved is a function of the strength of the reagents used and the relative rates of attack on copper minerals and impurities. An opportunity may exist of obtaining the kind of electrolyte wanted for electrolytic precipitation and yet of saving on the consumption of reagents by modifying the strength of ferric sulphate and of sulphuric acid during the cycle to fit the time needed for dissolving the sulphide and oxidized minerals present.

ASARCO Incorporated has upgraded or is in the process of upgrading the Galena mine electrical, pumping, refrigeration, compressed air, ventilation, hoisting and rockburst monitoring systems to allow continued mining and development work on the 1 589-m (5,200-ft.) level and to provide services for projected deeper mining and development. Additionally, a separate lead-silver milling circuit has been added to the silver-copper mill to process lead-silver ore reserves. This paper describes completed and planned improvements made to date on these systems.

"In the Introduction the author briefly discusses the company history as it relates to the development of its contracts with the Japanese steel mills. The main part of the text describes how Coleman Collieries Limited approached the problem of mining coal profitably in thick, steeply inclined seams. For many years a basic room-andpillar system was worked by conventional methods. Main roadways were driven on strike across the mineable area. These roadways acted as haulage routes for coal, materials and men. Rooms were developed to the rise of the main haulage route by pairs of men using air-operated hand picks. As these rooms advanced the miners would lay and extend a sheetiron chute down which mined coal would gravitate to a controlled loading point, where it was loaded into trains of mine cars. Connecting roadways or ""OFFS"" were driven at predetermined intervals between adjacent rooms, forming pil1ars or blocks. Extraction of the blocks followed on a line conducive to good strata control some distance behind the developing rooms. A need for higher productivity, expansion of the operations and a scarcity of qualified miners resulted in the company deciding to mechanize its underground mines. Joy 6 CM continuous miners and 10 SC shuttle cars were selected as being machines that could reasonably negotiate the problems associated with the pitching seam. The equipment, nonetheless, has definite limitations and Coleman therefore developed a modified version of the room-and-pi11ar system such that the miners and cars could work on cross pitch. In the area described, main roadways were driven to the rise on an average gradient of 12 degrees. Panels, which consisted of two parallel roads with interconnecting cross-cuts, were then developed on strike to a boundary point. Blocks formed in the development of the panels were subsequently extracted on retreat. Problems associated with each phase of the operation are thoroughly discussed, together with roadway support methods and equipment used for the conveyance of coal and materials."

"A new sensor cannot be considered in isolation from the process in which it is utilized. This paper, describing an on-stream particle size analyzer, therefore gives considerable emphasis to the slurry handling techniques employed to ensure that the instrument is presented with a representative sample. A new sampler is described, which continuously abstracts a small, representative sample from a closed pipeline containing a flowing slurry. This sample is then diluted, thoroughly mixed and pumped to a head tank, from where a continuous stream is fed at a constant rate to the size analyzer. Data are presented to show that particle size segregation is minimal throughout this sampling and sample preparation. A continuous particle size analyzer based on a separation principle is described, and the basic parameters of size distributions, and how they relate to this particular instrument, are considered. Typical results are given. An electronic system is presented which accepts the basic sensor outputs, and converts these to a particle size signal suitable for process control. Finally, the use of an inplant computer to process the sensor signals to obtain a particle size signal is briefly considered."

Most iron ores occur in mine benches as complex mixtures of lithologies and ore types. This significantly complicates their characterisation for both blast design and fragmentation modelling. A great deal of technical and research effort has been applied to the development of models to predict fragmentation from rock blasting. A number of quite useful engineering models are currently available to blasting engineers and consultants, and more sophisticated approaches using mechanistic descriptions of rock breakage continue to be developed and applied by researchers and explosives companies.The engineering or empirical models that are in more general use within the industry, such as the Kuz-Ram model, require appropriate data if they are to generate useful fragmentation predictions. Some of these models have reached significant sophistication and have made very useful contributions to both routine blasting operations and the exploration of new blasting paradigms. However, these models struggle to adequately deal with rock that is as complex as iron ore. This paper reviews the characteristics of the most successful blast fragmentation models available to the industry and discusses approaches to the derivation of suitable rock mass properties to adequately describe blast fragmentation in a range of iron ores.CITATION:Scott, A and Onederra, I, 2015. Coal was discovered in South Africa in the mid 1830's. The earliest exploitation of modern times was probably in Natal where, in a letter dated 20 August 1842, a Captain Smith mentions that a wagonload of coal brought to Pietermaritzburg, was sold. Until the discovery of diamonds in 1867 and the Witwatersrand gold in 1886, coal mining satisfied a very small domestic demand. By 1889, at least four collieries were operating in the Middelburg-Witbank district, some 120 kilometres East of Johannesburg, and mining had star- ted at Vereeniging, about 50 kilometres to the South of Johannesburg. A map of South Africa is shown in Figure 1 and an enlargement of the main coal mining areas in Figure 2.

The processes involved in the concentration of magnetite ore with process water as the aqueous medium can have a strong influence on the surface properties of the magnetite particles. In this study, different leaching methods, as well as zeta potential measurements, were used to examine the major easily accessible ions on the particle surfaces and their effect on the surface charge. The results show that the enrichment of elements on the surface of the particles appears early in the refinement process. Ca was enriched up to 15 times and Si up to 50 times compared to what pore water alone would have given. The leaching experiments also showed that the addition of water glass increased the surface enrichment of Si and that the collector might hinder desorption of Ca. An alkali leaching method was evaluated, which showed that Si was much more enriched than S and Cl. Zeta potential measurements on synthetic magnetite particles showed that process water resulted in zeta potentials different from the potentials measured for these particles in aqueous calcium and silicate solutions. Therefore, it is important to consider the complexity of the process water when making predictions about the properties of the particle surfaces in the final magnetite concentrate, which most studies do not. Zeta potential measurements were also used to rule out a strong influence from organic matter in the process water on the magnetite zeta potential.

The Bureau of Mines evaluated the potential supply of cobalt from known domestic resources, both as a primary product from some deposits and as a byproduct from others, and found that U.S. production could play an important role in meeting U.S. cobalt needs by the mid-1980's. This production would be of a relatively short duration, however, with production declining significantly before the year 2000. As part of the study, a tonnage-price relationship was developed indicating the quantity of cobalt that could be produced from known cobalt-bearing deposits at various primary commodity prices and at a 15-percent rate of return on the required capital investment. All capital and operating costs are calculated in August 1980 dollars, and commodity prices are based on August 1980 prices. Known U.S. cobalt-bearing deposits which represent the current U.S. cobalt reserve base contain some 310,800 metric tons of cobalt in slightly over 1 billion metric tons of demonstrated mineralized material. Approximately 37 percent of the cobalt contained in the reserve base is considered recoverable using existing technology. Of this quantity, some 87,000 metric tons of cobalt is economically recoverable assuming a cobalt price of $25 per pound, a copper price of $1 per pound, and a lead price of $0.40 per pound. Assuming that the cobalt price decreases to $15 per pound, keeping copper and lead prices constant, the quantity that is considered economically recoverable declines to some 45,700 metric tons. Domestic cobalt consumption in 1979 was 7,900 metric tons (17.4 million pounds). Currently, no primary cobalt is produced from domestic resources, and none has been produced since 1971.

"Geometallurgy aims to improve resource efficiency by creating a spatial model of an orebody in order to forecast ore processing behaviour. This enables calculation of the economic value of each ore block and the use of this information for production optimisation and hence an improved economic return. Modelling uses different approaches to link geological information with mineral processing: traditional approach uses chemical elements; proxy approach – small-scale geometallurgical tests; and mineralogical approach – minerals.A geometallurgical model is obtained during execution of a geometallurgical program encompassing the entire value chain of ore processing. Available methods for establishing a geometallurgical model are in many cases limited and not yet comprehensively validated. Some of the limitations include: sampling density, assaying methods and quality, forecast accuracy block model content, geostatistical solutions for non-additive components, blending and assessment of positive impact of geometallurgy on the project. Synthetic ore models combined with process simulations and production scheduling, based on strong case studies, present a viable way to address these shortcomings. Such synthetic ore models will have realistic elemental and mineral distribution, textural attributes and 3D variability for input into the design of an appropriate geometallurgical program.A synthetic orebody was created for an apatite-bearing iron deposit. Variability in modal mineralogy was described by geostatistical parameters combined by a set of linear and trigonometric functions. The generated synthetic deposit model was used to develop a mine production plan to generate a simulated process feed. The process feed had detailed information required for beneficiation process simulation: modal mineralogy, chemical composition of minerals, grain size and specific gravity. The synthetic system was used to measure benefits that a geometallurgical program developed for real cases could provide, compared to production where only head grade is optimised. "Although the centennial of the Peirce-Smith (PS) converting process has recently been celebrated, the technology has essentially not changed much since its inception. PS converting is used extensively in the Cu, Ni and PGM industry to remove iron and sulphur from a molten matte phase. A typical PS converting process would use low pressure air supplied by a blower to bubble air through the molten bath. This bubbling injection regime is inherently inefficient from a process and energy consideration. In the late 70’s and early 80’s, Brimacombe and co-workers demonstrated at both laboratory and plant scales that sonic injection (jetting regime) into copper or nickel converters could reduce or eliminate the above hindrances characteristic of PS converting. Since then, in spite of these successes, very little industrial applications have made headway in the converting process of non-ferrous metal mattes on a commercial scale. As part of its operational improvement and energy reduction program (process efficiency), Lonmin Platinum decided to conduct a full scale industrial evaluation of sonic injection using air only to establish if punchless, high efficiency sonic injection was feasible in its small 3.05 × 4.57 m converters (10’ × 15’). A plant trial was run for four weeks in one of its three converters. This paper discusses the plant demonstration with a focus on the experience acquired by Lonmin together with the key learnings from the trials. Reference will also be made to the commercial aspects of a full scale implementation of sonic injection in all three converters in the smelter. INTRODUCTION AND OBJECTIVESAlthough the centennial of the Peirce-Smith (PS) converting process has recently been celebrated (Peirce and Smith, 1909; Southwick, 2009), the technology has essentially not changed much since its inception. PS converting is used extensively in the Cu, Ni and PGM industry to remove iron and sulphur from a molten matte phase. A typical PS converting process would use low pressure air supplied by a blower to bubble air through the molten bath. It is known that the water chemistry of the process water during ore refinement can affect product quality, such as iron pellet strength. The main objective of this study was to quantify the amounts of major elements, such as Ca, Mg, Na, S and Cl carried by process water and by magnetite grain surfaces to the end product, iron ore pellets made from magnetite ore from the Kiirunavaara Mine in northern Sweden. In addition, the amount of colloids (0.22µm ? 1kD) in the process water was examined by ultrafiltration. The amounts of various elements sorbed to the magnetite surfaces were estimated by leaching with Milli-Q water, MgCl2, NH4-acetate and Na-acetate. Total dissolved solids were between 1,446 and 1,775 mg/l, dominated by Ca, S, Na and Cl (89%). The colloidal fraction was less than 3% for major ions. For Ca and Mg, sorption to magnetite surfaces was a much more important transport mechanism for the pelletizing process than evaporated process water, but for Na, Cl and S process water was an important carrier.
