JUDGE GRANT, in a delightful satire of his, says: "Boston is a state of mind." I think that this same statement might well be made of the metallurgy of lead. I was particularly impressed with this when about thirteen or fourteen years ago I prepared a paper on "Development of the American Water- jacket Lead Blast Furnace." Dividing the time, as I did into ten-year periods, from the commencement of lead smelting at Eureka, Nev. (1870), and showing the tendency for each of the five decades it was evident that the progress had been through a succession of states of mind from the rule of thumb through the ultra scientific, or from what I might call the slag type period up to the present highly developed art. Conservatism has been characteristic of the metallurgist. This may have been most natural, especially with the lead metallurgist, the development of whose art was so entirely in the custom smelting plant, where the metal contents of his ores were paid for in cash and therefore excessive metallurgical losses could mean nothing short of financial bankruptcy. The metallurgist himself was held to a personal account, in these smelting plants. It was the metallurgist who was accountable. In the concentrating plants, if undue losses occurred remodelling of the plant was discussed, but if there were excessive metallurgical losses in the custom smelting plant, a new metallurgist was considered as the remedy. For this reason the tendency was to adhere to recognized practice and to be wary of unusual methods, using the word unusual in the sense in which it is used in Article VIII of the Constitution of the United States, as to punishments and modes of death. This conservatism of the metallurgist was reflected as other branches of metallurgy were developed. We have heard of the wonderful development of flotation, but it had to be introduced over the dead metallurgical bodies of its opponents.

MAJOR battles in the present war have been fought in American research laboratories. Without the outstanding contributions made by our scientists, engineers, and technologists in mining and metallurgy, many of our achievements in the present war would have been impossible. All recognize the fact that modern research has found the answer to problems which seemed insuperable. For the duration, many of these inventions must be maintained as war secrets. But aside from these, the record of accomplishment in peace and war, especially in the past few decades, known to all, demonstrates what scientific and industrial research can accomplish. It may be regarded as axiomatic that the development of modern industry is based principally upon research devoted to making inventions and discoveries. We have come a long way from the sixteenth century, when Agricola published his classical "De Re Metallica:" With our vastly increased knowledge we are now commercially producing dozens of metals entirely unknown at that time. Further, with our modern methods of research and development, a large number of invaluable alloy compositions have been produced. These include numerous age-hardenable alloys, cupronickels, "Everbrite", "Everdur", "Duralumin", "Elinvar", "Hastelloy", "Inconel", "Invar", "Monel", "Ni-chrome", "Ni-Hard", "Ni-Resist", "Permaloy", "Silcrome", stainless steels and irons and other alloy steels, "Stellite", and zinc die-casting alloys.

A major question in the design and permitting of a tailings storage facility is the quality and quantity of seepage which will occur from the base of the tailings facility into the underlying foundation and groundwater regime. A corollary to this is what liner system, if any, is necessary to protect the groundwater regime from unacceptable contamination. Modern tailings storage facilities are generally designed as drained tailings deposits whereby all free water is removed from the facility by decant, drainage and evaporation. This removes the source of on­going seepage and allows for efficient and timely reclamation of the facilities. Quantifying the residual seepage from the base of the tailings deposit is complicated due to the following factors:

Virtually every new process plant project goes through the ?Feasibility Study? phase before actually being built. The Feasibility Study is used by the owners and the bankers to evaluate the economics of the project and determine whether or not the proposed investment meets their respective investment guidelines. With a positive result, the project is approved and goes to construction and operation. Then, the actual costs are incurred and these actual costs may or may not agree with what the Feasibility Study predicted. Just how good have Feasibility Studies been? This paper looks at various projects and compares predicted to actual results and also gives information on how to spot a poor feasibility study.

Five major environmental effects of rock blasting are ground vibrations, airblast, flyrock, dust and fumes. What makes them "environmental" as opposed to occupational health and safety issues is that their impacts are felt off the mine, quarry or construction site. For some impacts, safe zones are defined through experience, flyrock being a good example. Flyrock at a mine can be 1) rock thrown beyond the blast area or expected hazard zone, 2) rock thrown beyond the permit area, or 3) rock thrown more than 1/2 the distance to the nearest non-mine structure (OSM rule for surface coal mines). Rock throw of less than the "flyrock" range is then a safety issue.

The Mining Enforcement and Safety Administration has called attention to the increasing frequency of accidents occurring during mine maintenance and repair tasks in a recent publication. Data from the agency's Health and Safety Analysis Center have been compiled and presented in a report titled "Analysis of Injuries Associated with Maintenance and Repair in Metal and Nonmetal Mines,"* a booklet aimed at answering four questions: (1) Which pieces of operating equipment are most frequently involved in maintenance accidents; (2) Which maintenance functions are the most hazardous; (3) Which tools are most often associated with injuries; and (4) What is the comparative hazard of welding or flame cutting vs. mechanical or electrical maintenance functions.

Transport infrastructure constitutes, since always, an essential link between regions, countries and continents, for economical, commercial and human purposes. Permanently growing mobility needs, which are encountered in the whole world, lead to a more and more clear necessity to increase and modernise these transport infrastructures, as well in quantity as in quality, for all transport modes, and for all what is able to be transported, from people to consumption goods and energy. With only very few exceptions, transport infrastructure achievements have for long been the concern of the sole public authorities, at the various levels, which put them, mostly free of charge or at very low cost, at the disposition of the user or the customer.

When Marco Polo visited China in the 13th century, no one knew what black powder was except the Chinese: they knew enough to make dazzling fireworks with it. But the realization that black powder could also do useful work came much later and, like all important discoveries, it altered the course of history. It was in the 14th century that black powder was first used to break rock in a very crude way: there were no drills and the powder was simply poured into cracks and exploded by setting it afire. Because its energy value was pretty low, the need for something more powerful was felt when the industrial revolution arrived.

He started out as an office boy while he was still in high school. He worked his way through college working for a newspaper in Lexington, Kentucky where he graduated from the University. He has a long association with the Albuquerque Tribune but what brings him here today is in his position as editor of The Rocky Mountain News which is certainly one of our largest circulations. A system for contour blasting with a linear shape charge principle has been studied /10/. In one operation the charge creates two notches along the bore hole wall and breaks the rock mass. The built in notching capability makes it possible to reduce the specific charge and the bore hole pressure to 1/3 of what is used in conventional contour blasting and to ensure that cracks are initiated and propagated only at the notches and nowhere else. The notching capability of linear shape charges has been studied experimentally and the bore hole pressure calculated to aid in optimization of a charge for future field experiments in bore holes with a diameter of about 50 mm.

The Bureau of Mines in its safety work has for a number of years advocated and recommended the use of permissible portable electric cap lamps for use in all mines. In the course of time required for the evolution from an unsatisfactory to an efficient and safe light, but encouraging increase in their use has been experienced in Alabama. As early as 1916, small installations of these safer lamps were made or an experimental basis by several operating companies, and the first complete mine installation eras made at the Virginia mine of the Gulf States Steel Co., July 1, 1918. From the experiments in 1316 and the complete equipment of the first mine in 1918 gradual progress has been made until there are now 30 installations with 10 operating companies; as a result 20 mines have been put entirely and 5 partly on, closed lights, and 3 companies equip their engineering departments; two installations of closed lights are maintained by other companies for emergency use. One of the mines partly on the electric cap lamp is an ore mine - the only one in Alabama (and one of the very few in the United States) that uses closed lights. Working in Australia’s harsh climate can have a significant impact on the health, safety and productivity of our teams, but is our working environment expected to be more prone to heat stress in the future? Climate modelling suggests that we are likely to encounter more frequent heatwaves and higher apparent temperature. Does this mean that our teams will be at greater risk of heat stress, and are we prepared to deal with the changes in our future climate and the potential impacts on our working population? This paper will review the recent research on climate and projected changes to all meteorological parameters that are important in understanding the likelihood of heat stress. ACCIDENT prevention as we know and understand it today is of comparatively recent origin. As a matter of fact, the Industrial Accident Prevention Association of Ontario, which is the oldest organization of its kind in the Dominion, celebrated its thirtieth anniversary only this year. On the other hand, one could say that the history of accident prevention is almost the history of mankind itself. In a general sense, every forward step that man has made throughout the centuries has been largely due to two things: (1) a desire for increased comfort, and (2) the need for safety; and, always, the need for safety has taken precedence over the desire for comfort. While it is true that hundreds of volumes have been published, dealing with the many aspects of accident prevention work, you cannot go to a library and pick out a book that has all the answers in it. Such a book has never been published-we are still looking for some of the answers. However, a good deal of real progress has been made.

Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos using the Unity game engine. The simulation videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories using graphic simulation. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

There are key words common to Government and the minerals industry, the use of which immediately spark interest, argument and confusion. Among these is productivity, a term ranking for widespread misunderstanding with mineral self-sufficiency and mineral conservation. Each interpretation of these words tends to emphasize a single aspect and either minimize or ignore the complex dynamic system of things that influence the Nations mineral productiveness. This paper1, abstracted from a monograph on lead now being prepared for publication by the Bureau of Mines, not only sheds light on the trend of productivity in the lead-zinc mining industry but it presents the basis for forming a common general notion of what the term productivity implies.

The purpose of this paper is to demonstrate a method of delaying and loading a shot. Since entering the construction industry, I have learned that cover is needed on a lot of blasts. When in close having to cover shots was new to me and it seemed time consuming and wastefull. Until I really needed it and didn’t have it. So What To Do??? Remember that safety comes first, if you have concerns cover it. Even if you have to sit on your shot all night to wait for cover. This method is not a replacement for cover, but it will help keep your rock down. Do not bet your life, others lives or your career on it.
