THIS PUELICATION lists and provides brief accounts of the major disasters not classified as explosions of gas or dust that have occurred in the cod mines of the United States from the earliest times to the present. Together with an earlier publication of the Bureau2 it provides information on all the known major coal-he disasters (disasters causing five or more deaths) in this Nation's history. Sources of each account are given individually. In each account the actual words of the original publication are used unchanged, but sentences or paragraphs referring to details that are not significant have been omitted. In those few cases where conflicting data were reported in different publications the selected version is the one that appears most logical and which in general is in agreement with most of the other accounts.

This paper presents a modelling study of a cemented paste backfill in an underground stope. The model was developed to help provide a better understanding of what is happening in the stope during the filling stage of the stope. In order to do this, the model incorporates the paste rise rate, stope geometry, and time-dependent input parameters. This paper looks at the effect of geometry in two parts. The first part compares a series of simple rectangular stope models. These models differ in size both in two and three dimensions. The second part compares the results of four 2D models together and then to the field instrumentation data. Part of this section introduces the geometry and instrumentation within the test stope.

"The complexity of the flotation process has made the identification of an appropriate model structure, for use in the prediction of flotation circuit performance, far from obvious. Work performed under the auspices of the AMIRA P9 flotation program has indicated that the metallurgical performance achieved from a flotation cell arises from the interaction of two essentially independent property classes, namely the cell operating conditions and the properties of the cell feed stream. These observations have led to the development of a model structure that associates a constant set of flotation parameters to the streams of the circuit, which are transformed into a flotation response depending on the operating conditions within the flotation cell.A variety of alternative model structures exist within the literature which do not make this distinction between cell and stream flotation properties, and many of these models are in widespread use for flotation optimisation and design studies, both in industry and academia.In this paper, data collected from an industrial flotation circuit is used to derive the parameters associated with two different types of flotation models. Simulations performed using these models demonstrate the need to differentiate between cell and feed properties. A model that does not differentiate between these two properties fails to successfully predict the metallurgical performance of a flotation circuit after a disturbance."

This paper explores Global Reporting Initiative (GRI) reporting practices within the mining industry. Specifically, this paper investigates how and why a mining company makes voluntary reporting decisions to include the GRI indicators that may be considered ?negative? to the company?s reputation. Due to the voluntary nature of the GRI Guidelines, a GRI adopter is not legally obligated to report every GRI indicator. Not surprisingly, empirical studies that evaluated the extent to which companies? sustainability reports meet the GRI requirements (Guenther, Hoppe, & Poser, 2006; Morhardt, Baird, & Freeman, 2002; Samy, Odemilin, & Bampton, 2010; Skouloudis, Evangelinos, & Kourmousis, 2009) have found that reporting practices of the companies under their studies are well below the standards reflected in the GRI Guidelines. An influential study by Clarkson et al (2008) uses economic-based and socio-political theories to explain variation in companies? environmental disclosure. They have found that, as predicted by economic-based theory, superior environmental performers disclosed more ?hard? (i.e. verifiable) environmental information. Inferior environmental performers are found to disclose more ?soft? (i.e., not easily verifiable) claims, which is consistent with socio-political theories (Clarkson, Li, Richardson, & Vasvari, 2008). However, this study and the existing literature do not adequately explain why a company may act in a way that cannot be explained by economic-based and socio-political theories, for example, why it would report some negative soft data that it is not required to report. This paper intends to address this literature gap. GRI reporting by a Canadian mining company, which I would like to call ?Company C?, is used as a case study for this paper. Company C was selected for this research because in addition to ?positive? information, its GRI-based sustainability report also includes both hard and soft ?negative? information such as grievances. Research methods include interviewing Company C?s employees who are involved in preparing GRI reports and reviewing documents prepared both by the company and by external parties. I find that integrative social contracts theory (ISCT) offers a valuable explanation to Company C?s reporting practices. From the ISCT perspective, Company C?s management appears to feel that the company is obligated under social contracts to be transparent. Therefore, Company C disclosed both positive and negative social and environmental information to the public because the management appeared to think that it is the right thing to do. At the same time, being transparent about the bad news gave the company an opportunity to conclude that it had done something to avoid future occurrence of the negative incidents. Therefore, I propose that, in addition to the economic and socio-political theories that are more often used in literature, insights from ISCT are instrumental in improving our understanding of the corporate non-financial reporting practices phenomenon.

IN 1902, a famous Canadian geologist made the following statement : ?'From what we know row of the iron-ore fields of the Province, we may feel that Ontario is assured of a great future as an iron-ore producing country. Judging from the extent of the territory over which the newly discovered ranges have been found, Ontario should in the not far distant future take her place as one of the chief iron producers in the world". In 1905, an official of the Department of Mines said: "In ten years Canada will have b:ecome a great metallurgical country. You will see an iron industry in this Dominion larger than in any country in the world. Canada will yet furnish the world with its iron supply. It will be the same with iron as with wheat. A decade from now Canada will outstrip all other countries in wheat growing. The production of iron at a cheaper rate than it can be made elsewhere will cause Canada to take a similar position as far as iron is concerned". In 1924, a former President of the Institute, in arguing his claim for inconceivable mineral wealth in this country, stated as a "certainty" that iron-ore deposits on the scale of the ones in Minnesota would be found "again and again" in the Canadian Precambrian. In 1930, a Minister of Mines announced that "The country surrounding Churchill holds large deposits of valuable iron and coal", and he stated that, at that place, 'We will have an industry in iron that will compare with Pittsburgh". These statements are definite promises, just as definite and important as the statement "I promise to pay" on a note, and they are not fulfilled by casually stating, as is the habit, that someday we will work our low-grade iron ores. Nor are they fulfilled by stating, as is often done, "Oh, So-and-So did not mean that ' . Due to their importance and to the prominent positions held by the men who made these statements, they were widely circulated throughout Canada. They were taken at their face value, and on the strength of them and many more of the same kind in regard to our other resources we have planned and built, at huge expense, provinces, governments, civil services, railways, and other equipment. The reserves that were to justify these expenditures have not appeared. There has not been a ton of iron ore mined in Canada for many years, and important commercial reserves are unknown. We have built the mill, but adequate ore is lacking.

Few efforts have been undertaken to date to assess the quality of mandated coal mine health and safety training for new miners and for experienced miners. This study was concerned with the quality and effectiveness of existing classroom health and safety training programs. The study involved field data collection through pre- and posttesting of trainees, audio-taping class sessions, and administering short feedback forms with trainers and trainees at 14 sites in West Virginia, Maryland, Kentucky, and Pennsylvania. Results indicate that goals, methods, materials, and outcomes of existing training programs vary widely among trainers and sites. The report provides less by way of solution to problems, than it highlights the breadth of issues that relate to the question of training effectiveness and quality. The report concludes that additional work by industry, labor, government, and academia is necessary in order to improve health and safety training programs. Recommended steps are: (a) to develop performance standards and measurable criteria in each of the types of mandated training, (b) to develop better training of trainers, (c) to develop expanded training support services. and (d) to undertake further research and development in health and safety training in the mining industry

As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. This is not realistic; on the contrary the energy crisis is focusing attention on the limitations of our natural resources as nothing else could, and with respect to land

The use of the verb in this mood is not as common as formerly: at the time, for' example, when the Bible was translated and the plays of Shakespeare were written. Nevertheless it is an essential part of literary English. In editing the `Mining and Scientific Press' I do not insist upon the use of the subjunctive in articles that are contributed from the outside, but it is deemed proper in all our editorial writing. To speak plainly, the subjunctive is I a mark of scholarship; it is ignored by those that are not particular in such matters, and unfortunately it is a source of perplexity to many that are entirely unfamiliar with the use of it. Therefore, as an editor, I think it well to allow the indicative mood to be used by contributors in sentences in which, to be strictly correct, the verbs .should be in the subjunctive mood. The fact that most subjunctives are indistinguishable in form from indicatives is another cause of trouble to the uninitiated.* For example, the verbs in such phrases as "Suffice it to say ", "So help me God ", and "God save the King" Fare in the subjunctive. One reason why the subjunctive is becoming uncommon is the growing habit of expressing the subjunctive meaning by aid of auxiliary verbs that are coupled with the infinitive; thus: "It will suffice' to say" and "May God save the King". The subjunctive is common in subordinate clauses, and that is how it obtained its name, `subjunctive', meaning * The student is referred to `A New English Grammar', by E. A. Sonnenschein, published by the Clarendon Press, Oxford. This textbook (see pp. 60-71 in Part III) discusses the subject luminously.

"Current closure objectives and criteria are often difficult to achieve and are not delivering value for money outcomes at closure. Current mine closure processes tend to focus on rehabilitation and revegetation of landform structures to as close to premining condition as possible, rather than focusing on the functions of those structures and values they provided. Because mining has highly disturbed the environment, premining conditions and vegetation are often not achievable and objectives and criteria aimed at achieving close to these conditions have been shown to be very costly.The authors have developed a broader approach to developing mine closure plans that is based on environmental risk and gaining post-closure social, environmental and economic value. We think the focus should shift from trying to return the original landscape to returning functions and values provided on- and off-site. If it is not possible to return values on-site in a cost-effective manner, investment should be provided to deliver equivalent values elsewhere.This process can provide better stakeholder acceptance, deliver better environmental outcomes on the tenement and within the catchment and significantly reduce costs, whist fulfilling closure obligations.This framework should enable closure teams to: focus on the functions and services that are important to achieve as outcomes post-closure, rather than a focus on revegetation and replacing the premining biophysical structure engage meaningfully with stakeholders regarding closure outcomes and link outcomes to stakeholder values conduct transparent option evaluations that enable stakeholders to clearly understand the costs and benefits associated with each option and to participate in dialogue on option selection.We present examples of how the framework could be applied to identify alternate closure options that achieve equivalent value outcomes while reducing the costs of closing the mines.CITATION:Howard, B, Pershke, D and Jones, M, 2014. "Mining executives are becoming increasingly involved with decisions of the ""What would happen if ... "" variety. Potential changes in government policy, such as tax incentives, E.G.M.A. allowances, etc. affect the economic future of present and proposed mining ventures.This paper will discuss various measures of effectiveness normally used in assessing this future, such as discounted cash flow, etc., and will describe means of introducing uncertainty into the computations. As the recognition of risk and attitudes toward accepting it are very important in the life of a mine executive, there will be a brief discussion of utility theory and its application to risk analysis.Risk models are usually of a size to warrant the use of an electronic computer. Therefore, to demonstrate the simple interaction necessary between a financial analyst and such a model, data will be read into a remote computer from a time-sharing terminal in the meeting room. It will be shown that changes may be rapidly made and alternative policies investigated ""on line"" to a computer."

A series of linear programmed instruction modules was developed in the general subject areas of Blasting Technology & Explosives Safety & Electrical Training. The linear programs (modules) were developed in the form of tape-slide plus workbook materials, while the branching format evolved from the LTS teaching machine system from MIT, through several other teaching machines and micro-computers, finally settling on Radio Shack TRS-80 microcomputers, Models I & III. Initial validation figures indicate that essentially the same result, are attained from both methods (based on pre and post test scores), with the most noticeable difference being an approximately 25% savings in study time with the branching modules. In December 1980, the development of modules on High-Voltage Training, Trolley Wireman Training, and Compressed Gas Safety was added to the overall tasks of the contract.

Behavioral accidents are a particular type of accident. They are caused by inappropriate individual behaviors and faulty reactions. Catastrophe theory is a means for mathematically modeling the dynamic processes that underlie behavioral accidents. Based on a comprehensive data base of mining accidents, a computerized catastrophe model has been developed by the Bureau of Mines. This model systematically links individual psychological, group behavioral, and mine environmental variables with other accident causing factors. It answers several longstanding questions about why some normally safe behaving persons may spontaneously engage in unsafe acts that have high risks of serious injury. Field tests with the model indicate that it has three important uses: It can be used as an effective training aid for increasing employee safety consciousness; it can be used as a management laboratory for testing decision alternatives and policies; and it can be used to help design the most effective work teams.

How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.

No answer required. From the drilling equipment suppliers, but the specifications must be tailored to be project-specific. Yes, the sonic technique is very interesting as we said, and it is not so much as an issue of the magnitude of power, it's about the efficient use of the power. The efficiency of the machine is not necessarily related to size so it is best to talk to the two contractors that supply the service about that. I think it can be scaled down but it is quite a big head, so therefore there are practical limitations on the size of the door it can walk through and also the size of the casings and rods that it can use. You might defeat the economic advantages if you were to use too short casing lengths. Boart Longyear have a low head room machine that can work within an 8 foot verical clearance.

Pre-blast surveys are used to document the condition of a structure prior to the commencement of blasting activities. They provide the best means of determining the pre-existence of visible cracking and deterioration in a structure before blasting is initiated. A small investment in a good pre-blast survey, coupled with good public relations, could mean a large cost savings for a company in the future.

As I drove in from the airport on Sunday somebody said 'On the right you will see Duntroon, which is the military training school of Australia.' So I asked the driver, where did they get that name? 'Oh,' he said, 'from some people who built a house there. That was it's name- Duntroon.' It strikes a note with me because, that's the name of a 12th century castle on the west coast of Scotland where I spend what leisure hours I have and, therefore, it establishes the long connection between Australia and my native land. There is also a story I should tell you about the oil industry and its upsurge in Scotland recently which has resulted in great prosperity. And in Edinburgh, the walls of the banks are bulging-because of the incursion of foreign exchange and other resources. Charlotte Square, as some of you know, is the centre of the Scottish financial world and at one of the corners of Charlotte Square, where ho streets intersect, there are three stores-three emporia on the ground floor. Two of them at opposite corners are banks: The Royal Bank of Scotland, and not to be beaten by that, The Bank of Scotland. But the third building is occupied, or was occupied, by a furniture store over many years-very high-grade, high quality furniture that the elite of the Edinburgh society always supported. And suddenly, the store was cleared out and in came a bunch of carpenters and other people busily engaged in rebuilding the store, and finally the new tenants arrived on the scene.

Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. "Surveying, and as a result, surveyors, have been around since the start of time, and it has been said that so has their methodology!The theodolite and tape have been the backbone of a time-tested practice that has led to ground breaking advancements such as electronic distance measurement (EDM), global positioning system (GPS) and positional laser scanning. However, it was the introduction of the unmanned aerial system (UAS) that has allowed mine sites such as St Ives to take the next step towards truly turning survey data into metadata.This paper will explain how the unmanned aerial vehicle (UAV) was adapted to meet the requirements of a mine site supporting a major open pit operation, and how the open pit mining team adjusted their planning and production processes to maximise use of the extra data and information available to them.The advantages of the system include point cloud surveys with corresponding large-scale up-to-date photography and computer generated high detail contouring of mined areas that are then incorporated into the mine plan. All the while, the use of the UAV must be tailored to each specific problem encountered and a solution then matched.Citation:Steven, R, 2016.
