BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

Automatic control of drum head continuous mining machines was investigated as a means of reducing respirable dust generated and operator variabitity. Literature survey, manufacturer interviews and mine visits were the major information sources. Technically feasible automation concepts were Identified to control sump and shear rates, cutter head elevation limits and sumping distance. These are the elements of a programmed cutting cycle which maintains peak penetrating force on the cutter, to maximize depth of cut and therefore reduce dust generation. Based on the industry surveys, successful underground hardware demonstrations must be completed in order to stimulate the market demand for these advanced control features.

Victor G. Hills, Cripple Creek, Colo. (communication to the Secretary): In continuation of the subject of the perform ance of "baby machine-drills," presented by Mr. Thane, I sub mit the following records of work done with these drills in the Cripple Creek district of Colorado. Two years ago, the Anchoria-Leland mine began to use baby drills ; and, to make the experiment more complete, began by purchasing two machines, of the same size, but of different make. The little drills were first used for stoping and up raising, in which they achieved at once an unqualified success. Soon after, they began to be used for the smaller branch-drifts and prospecting cross-cuts, while the large two-man drills were still used for the main drifts. Now they have almost entirely superseded the large drills, since it has been found that they will do any ordinary work in the mine at less cost, both for labor and for powder, per ton of rock broken. The large drills, of course, make more rapid progress; but it is only where time is a specially important factor that they are now used. The Portland mine, where, until within a year, only the large machines were used, is now using some small drills for stoping, and also for drifting. Mr. Thane speaks of having two men to operate a baby-drill; but in this district the baby-machine is always worked by one man without help. Again, in Prof. Christy's postscript, the quoted extract from a letter of Mr. L. T. Seymour, the South African engineer, mentions a " 2 1/2-inch Little Giant," as though that were the smallest machine used in that region. These statements leave some doubt as to just what Mr. Thane means by a " baby-drill." To avoid any such uncertainty as to the present communication, I will say that the large or two-man drill in common use at Cripple Creek has a 3 1/8-inch cylinder; while a few mines employ a 3-inch, and a few, in running large tunnels, a 3 1/2-inch drill. The U.S. Bureau of Mines (USBM) has been monitoring and studying seismic activity associated with mining in the Coeur d'Alene silver district of northern Idaho. New statistical methods of studying the stope-scale (1-to l00-m) seismicity at one Idaho silver mine are used in this report (part 1) and its companion (part 2). This report deals with methodology and its limitations. The recent concept of fractals and their seismological use is discussed and applied to mining-induced seismicity. Three types of fractal studies are addressed: spatial analyses (including temporal changes of spatial patterns), temporal analyses, and size analyses. Other statistical measures of mine seismicity are also addressed: event mean location, inter-event distance distribution skewness, temporal coefficient of variation, nearest neighbor and next event statistics, and event location planarity patterns. Each of the methodologies discussed (fractal and nonfractal) is presented using sample data from two stopes in the mine. It is shown that stope-scale, mining-associated microseismicity has a fractal nature. The usefulness of demonstrating fractality (scale invariance) for predictive or descriptive purposes depends on recognition of the factors affecting the calculation of fractal dimensions. Several methodological traps are illustrated that can lead to an incorrect conclusion.

The Bureau of Mines surveyed the solid wastes that have accumulated from coal mining in Washington, Oregon, and Montana. Location, amount, character, and condition were determined, and both economic and environmental factors were considered. Areas covered by waste comprise 800 acres in Washington, 5 acres in Oregon, and 1,200 acres in Montana. In a few cases waste is being utilized, particularly cinder from burned refuse dumps, as fill in road construction and as a ceramic raw material. It is estimated that wastes deriving from coal mined for electric power generation by 1974 may amount to 3 million tons of washery refuse, 2.7 million tons of fly ash, and 1,000 acres of spoil banks.

Consumption of plastics has been growing in both the U.S. and world markets since the mid-1930s. This growth is due to plastics being used to make new products and as a replacement material for existing products. This paper develops an understanding of the replacement process by looking at the use of plastic, specifically PVC, in the construction pipe industry. History details the growth of the plastics industry and a discussion of the material selection process indicates the advantages and disadvantages of plastic pipe. Analysis shows that the use of plastic, as an alternative material for pipe, is having a significant effect on the cast iron, copper, clay, and steel industries. For the purpose of understanding the replacement process, three example residential systems were examined with a lifecycle cost analysis being performed. PVC was the material of choice in 1988 for all systems. Even though disposal cost was the one area where PVC was not the most cost effective, disposal costs were not sufficient to offset the overall advantage of using PVC on an economic basis. That plastic competes effectively with other materials, in terms of material properties and cost, indicates that further work should be performed to understand the impact plastics have on other material markets.

A symposium on the health hazards of respirable dust in the mining and milling of talc was held on May 8, 1973, in Washington, D.C. The results of medical effects on both human and animal subjects were presented. Methods for identification and classification of talc minerals were also presented. Analytical techniques discussed included X-ray diffraction, scanning electron microscope observation, electron probe, and optical microscopy.

I. INTRODUCTION. WE owe to the courtesy of Mr. R. M. Raymond, Manager of the El Oro Mining & Railway Co., Ltd., the permission of publishing in this paper the results of a series of experiments and tests made in view of determining the economical limit to which the fine grinding of the ore by tube-mills could be carried on. For the sake of clearness, the following definitions are given of certain terms used in this paper, as well as of the units and screens in the experiments. Slime : In a general way " slime" is that mill-product, of which from 90 to 95 per cent, will pass a 200-mesh screen (0.067 mm. aperture), and which is treated as one class of material in the El Oro cyanide-plants. As a screen-product, slime constitutes all material that *ill pass a 200-mesh, screen. In sizing, the following products are distinguished:- Coarse Sand : That material remaining on a 100-mesh (0.111 mm. aperture) screen. Fine Sand : That passing through. 100-mesh and remaining on a 200-mesh (0.067 mm. aperture) screen. Slime: That passing through 200-mesh. Fines, which pass through 200-mesh and settle in 30 seconds, and silt, which does not settle in 1 minute. Sand-index : The number proportional to its total fineness considered from the economical point of view, as explained on page 93. Absolute extraction : The percentage of values actually brought into solution. Actual extraction: The percentage of values actually brought to the ziuc-boxes. Units : Dollars, U. S. By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." Since coal -mining records have been kept , reports of all mining States show that each year the lives of many workers have been sacrificed in the production of coal , and Illinois has contributed its share , Illinois reports for the 50 years 1882 to 1932 , inclusive , show that 6,673 men were killed -- 6,121 underground , 340 in the shaft , and 212 on the surface . Of the fatalities underground , 3,116 were caused by falls of roof or sides , 1,111 by haulage , 630 by explosives , 577 by gas explosions , 139 by electricity, and 548 by other causes ; 166 of the shaft fatalities were caused by falling down the shaft , 143 by the cage , and 31 by other causes ; 108 of the surface fatalities were caused by railroad cars , 46 by machinery , and 58 by other causes . Most of those engaged in mining are still of the opinion that it is an extremely hazardous occupation and that it is practically impossible to operate without accidents ; however , students of safety in mining now believe that with the proper attention to accident prevention mining may be conducted with little , if any , greater accident rate than that of other supposedly hazardous industries . There is no mystery connected with accidents in mining ; reports show that the majority are due to two main causes , falls of roof and sides and haulage . Mining companies in Illinois , as well as in other States , have proved in the past few years that the hazards of mining , like those of other industries , can be controlled to a large extent and the mines operated with few if any accidents , provided a great enough effort is made by employer and worker . Although the past accident rate of Illinois may compare favorably with that of other mining States it is higher than it should be ; the fact that 6,673 men (an average of 133.46 per year) were killed in and around the mines of the State between 1882- and 1932 indicates that accident prevention should receive more consideration in the future than in the past .

The objectives of the business case are to examine a proposed metallurgical project and answer fundamental questions about project feasibility, risks, opportunities, and value. A business case fulfills these basic functions: estimates economic value; helps to understand competitiveness; serves as a risk management tool; and serves as a communication tool. A business case evolves with the project life cycle, and supports the gate reviews at the end of each phase of engineering, through to project construction and operations. A business case must be holistic, including all elements of scope that can impinge on project risk and value.

"The theoretical basis of ideal smelting reduction using coal as reductant in a process employing closed loop forced-circulation of hot metal is outlined. In the proposed process, an extensive area of relatively slag-free hot metal is available as a heat sink for absorbing the large amount of heat produced by complete combustion of CO within the furnace. Any slag that is formed within the oxidizing arm of the furnace loop is quickly swept away as a thin floating layer by the bulk movement of hot metal which is induced positively by forced melt circulation and sustained by causing the hot metal and the thin slag layer to overflow into a lower level hearth in which coal is carbonised and dissolved directly into the circulating melt.The proposed process is shown to offer very substantial cost savings over all other direct smelting technology. This is mainly because of its inherently low capital cost and its high energy efficiency. Furthermore, the favourable economics are not reliant on fuel gas credits as all the process gas is combusted within the reactor itself.IntroductionMetallurgical processes in the year 2000 will be compromise solutions to the metallurgical problems that already exist today. It is common knowledge that the mineralogical complexity of certain polymetallic sulphides, for example, precludes high degrees of separation and recovery by conventional mineral beneficiation. steps are therefore being taken towards the development of a truly polymetallic smelting process which will produce simultaneously zinc lead and copper as, metals from complex ores without prior beneficiation(l). In the ferrous extraction industry, the shortcomings of the highly efficient modern blast' furnace are well known and world-wide there is considerable effort being directed towards coal-based ironmaking without the requirement of metallurgical coke as a process intermediate. Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in there two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section 1 of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the anti¬trust laws is entitled to recover treble damages plus costs.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. Barrick has had 6 autoclaves in operation at the Goldstrike Mine, North of Carlin Nevada, since 1993. The 6 autoclaves operate in parallel, processing slurry of gold ore. The gold in the ore is predominantly associated with, and encapsulated by, sulphide minerals. It is necessary to oxidize at least 90% of the sulphide mineral before the gold can be concentrated using a cyanide/carbon-in-leach (CIL) circuit. Sulphide oxidation chemical reactions occurring in the autoclaves are exothermic; however, the sulphide content in the ore is not high enough to operate the autoclaves in an auto-thermal mode. Heat from steam is added to the first 2 of 5 autoclave compartments to initiate the sulphide oxidation reactions. The steam used to heat the autoclaves is supplied by three boilers, which are fuelled with propane gas. The completion of a few operations and maintenance projects in the last 2 years has resulted in a 50% reduction in propane energy requirements. The autoclave operating temperatures were minimized. Excess oxygen addition was held as low as possible. The material of construction for the compartment walls inside the autoclaves was changed from brick to Titanium metal. And, the speed of the autoclave slurry agitators was increased. All of these activities had an impact on the propane energy requirements of the autoclaves. Presented below is a description of the autoclave systems, and a discussion of how the energy needs were reduced, resulting in significant operating cost savings.

"The phased application of statistical process control (SPC) infers that processes are classifiable as pre-SPC (or phase zero), phase I and phase II processes, with different objectives being pursued in the different phases. Phase zero processes, defined as processes affected by assignable causes of variation, are characterised as follows: out-of-control with unknown autocorrelation structure having an unknown statistical distribution not performing consistently on target with minimum variability potentially incapable of conforming to the product specifications. The objectives of phase I SPC is to obtain estimates of the mean (µ), variance (s2), probability density function (f(X)) and the autocorrelation structure, as well as transforming the process into a phase II process (defined as a process conforming to specifications and performing on target with minimum variability). As in any other type of research or pragmatic improvement intervention, sampling is required is to achieve these objectives. The challenge of deciding a phase I sampling plan is multifarious since it has to cope with the aforementioned effects of assignable causes and provide for rigour estimates of the unknown parameters. Furthermore, deciding sampling plans in phase I invariably presents a classical catch-22 situation: appropriate sampling is required to determine the autocorrelation structure of a variable, but knowledge of the autocorrelation structure is required to formulate an appropriate sampling plan. This paper suggests, for random variables, guidelines to formulate sampling plans, and presents a methodology to estimate the inherent process parameters of process variables and an approach to identify assignable causes in phase I. CITATION:Breytenbach, W P, 2014. The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

In this economic age of high interest rates and softening mineral commodity markets, the mining industry is taking a hard look at how it conducts its business and where economies can be effected. The capital investment to build a new metallurgical facility or open a new property has traditionally attracted substantial investigation, analysis and management attention. The areas of mineral exploitation, financial feasibility, engineering and construction have been studied extensively and their management, although still difficult, have become refined disciplines.
