Narragansett Bay Commission’s (NBC) Pawtucket Tunnel Project includes construction of the 11,600-ft long, 30-ft ID, deep rock tunnel. This paper presents insight into the features and benefits of lump-sum, design-build that led NBC to select it as the project delivery method. The use of a design-build contracting process that included proprietary meetings to discuss and obtain feedback on Alternative Technical Concepts as well as to facilitate reaching consensus on modifications to the GBR-B is also described. The discussion includes features and benefits of design-build process that not only addressed NBC’s desired outcomes, but also allowed the Design-Builder to propose several innovative changes to the Base Technical Concepts included in the bid documents, and to develop a GBR-C that was compatible with their proposed means and methods of construction and addressed what they believed to be the more significant subsurface risks on the project.

Human ventures into space are entering a new phase in which missions formerly driven by government agencies are now being replaced by those led by commercial enterprises – in launch, satellite deployment, resupply of the International Space Station and space tourism. In the not-too-distant future, commercial opportunities will also include the mining of asteroids, comets, the Moon and Mars. This research examines the role of off-Earth mining in a growing space economy. In this investigation, the term ‘mining’ is taken to embrace minerals, ice/water and other in situ resources. As the off-Earth mining initiative could be the engine that drives the space economy, it would be useful to understand what off-Earth mining market conditions and technology requirements are needed for that economy to prosper. These specific elements are studied in the wider context of creating an economy that could ultimately support a sustainable Mars colony. A GREAT CURTAILMENT of field activities among the geophysicists occurred last year, especially in prospecting for the common metals. In gold, however, an "outstanding achievement . . . was made by the engineers of Consolidated Goldfields. Here the suboutcrop of the Main Reef Series was traced from Middelvlei through properties of the westward area, a distance of from 30 to 40 miles. Here Drs. Reineche and Krahman prospected with the aid of a sensitive magnetometer and established the singularities of the various beds which heretofore had not been sufficiently appreciated. Several underlying shale beds were used to determine this suboutcrop under the dolomite. This area promises to be the equivalent of one-half the size of the present gold fields and to rank in value with the Far East Rand." The present temperature compensated magnetometers permit accurate field observations to less than 5 gammas. Since magnetic anomalies may have their origin due to a change of elevation as well as to the outcropping of a bed of another magnetically different material, intimate geological knowledge is of great assistance in the interpretation of these measurements. To what extent magnetic measurements reflect the basement when the material is homogeneous, consisting primarily of red granite, was determined by members of the Bureau of Mines and described by Dr. J. H. Swartz. Because of the diverse causes of magnetic anomalies, some of which were discussed and correlated by Stratton and Joyce upon known conditions, magnetometer measurements are often difficult to interpret.

At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

The aim of the present paper is to show how a mathematical modeling of a creeping rock and that of an yieldable lining can allow us to obtain an optimization of the lining design and generally of the whole procedure and sequence of excavation-lining application. We follow the procedure presented by Cristescu (1989) Chap. 13, and Cristescu et al.(1987); for some other approaches see the literature mentioned, for instance, by Ladanyi and Gill (1988). We have in mind to describe the creep of the rock, i.e. the tendency of the tunnel to close in time, and to take into account that the lining itself may be deforming, i.e. possesses some rheological behavior. We start from the well known fact that "intelligent" lining, which are yielding to the pressure of the rock, may be much more successful in supporting creeping rocks than excessively strong, badly designed supports which are unable to resist to pressure of the rock, though these are oversized supports (too strong, too stiff, installed too early, etc.). In order to optimize the lining to be used for a certain rock, it is absolutely necessary to study in the laboratory the main mechanical properties of that specific rock and to formulate for it a reasonably simple mathematical model. Standard triaxial test results are quite enough to determine the model for the rock, combined with some creep tests which have to reveal the long-term behavior of rock (the so-called rheological model). What concerns the lining, we consider several kinds of linings existing today, for which a mathematical model was also formulated. One shows which is the interaction between the creeping rock? and the yielding lining and how can it be formulated in mathematical terms. Once written in mathematical terms, an optimization of the lining design and that of the excavation layout and support application sequence is possible. We will try to make the exposure as simple as possible, avoiding details and having in mind to give only a sketch of the problem, while the mathematical details could be worked out quite easy.

Fatigue is a relatively well-investigated topic in the surface transportation industry with a research focus on sleep deprivation and disruption. This paper examines fatigue in mining operations. While mine operators are using or currently introducing technology to monitor fatigue, there is little work that focuses on the operators’ experience of fatigue and the acceptance of fatigue-monitoring technology. Focus groups were conducted to investigate these topics. The results of this research suggest that current fatigue-monitoring systems lack validity, reliability and user acceptance. Overall, these results emphasize the importance of a socio-technical systems perspective to guide interventions aiming at improving miner health and safety.

For mineral processing spirals, mathematical force equilibrium models are sought to extend the spiral performance envelop. In Part 1 of this report, a complete geometric description of the helical spiral and its trough or channel contour is provided. The secondary circulatory fluid motion in the transverse direction that develops when water flows down a tightly turning curvilinear path and its implications for gravity separation are discussed. Different forces that act on the particle during its passage through the spiral are enumerated and quantified for a better appreciation of their relative contributions and roles in the separation process. Three force equilibrium models from the hydrology literature on sed iment transport are employed to simulate a typical spiral. While the results are promising in that the models mimic the broad performance characteristics of the spiral, what is needed is a more general spiral model taking explicit cognizance of the missing components essential to the spiral description. These are such components as centrifugal force and the steep tangential slope of the channel deck. Results of this latter exercise are deferred to Part 2.

A year ago, if I had the pleasure of addressing you, I would have discussed ocean mineral resources from a promotional standpoint. I would have described exciting indications of mammoth tonnages of sea-floor industrial minerals. I would have attempted to fire your imaginations as to the potential of a nation having the technologic know-how to exploit its submerged boundaries. As a first step toward this capability, I would have solicited your support for a Bureau of Mines? program aimed at determining the industrial worth of marine minerals and devising techniques and hard- ware for their recovery. We still need your support, but recently we have ventured out of the realm of planning and into your Government's first program in marine mineral engineering. Today, I wish to describe what we have done within the framework of existing research problems and our possible goals. I will be brief so as to allow ample time for questions, and I can do this with confidence because our program is so new that I need not be chagrined at not having all the answers.

"Traditional techniques for valuing resource projects companies have been primarily based on discounted cashflow methods (DCF) or by comparison to similar projects with an apparent market capitalization. Many resource projects are really forms of options to invest rather than a future cashflow stream. Employing the DCF method to value a resource project which is really an option to invest, can dramatically underestimate the real value of the project. The analytical tools required to evaluate options, while more complicated than the usual spreadsheets used for DCF, are becoming more easily available and usable by managers. This paper will discuss the background of options valuation and some of the tools which will make it easier for managers to estimate the value of projects and companies which have significant real option values.ResumeBob McKnight is a graduate of the University of British Columbia in Geological Engineering, supplemented by an MBA from Simon Fraser University. They were familiar to Roman and Phoenician traders who were shipping cargoes from Mediterranean seaports. In the financial world, options are types of contracts that generally include the right, but not the obligation, to buy or sell a share, currency or commodity. The underlying commodity price or share price changes are assumed to be lognormally distributed. In this context, options are of two general types, ""call"" options and ""put"" options. Call options have the characteristic of having the right to buy a tradable commodity or currency at a predetermined price for a specified period of time. For the owner of call options, they become more valuable as the price of the underlying commodity increases. For the seller of call options, these options become an increasing liability as commodity prices rise, since there is the obligation to sell the commodity at a predetermined (perhaps lower-than-market) price. This characteristic of call options recently became high profile with the sharp rise in gold prices last year. The value of gold call options sold by certain producers increased their associated liabilities to the point where margin calls were made."

"Coal bumps, also referred to as dynamic failure events or coal bursts (Lawson, Weakley, and Miller, 2016), continue to be a hazard in underground coal mines. While current design methods have significantly reduced the occurrence of coal bumps, they have not been completely eliminated. This paper investigates a correlation between coal compositional components, coal molecular structure, and probability of coal bumps in an effort to deepen understanding of coal behavior in an effort to reduce hazards in underground coal mines.Samples from the Penn State Office of Coal (PSOC) Department of Energy Coal Samples (DECS) were obtained for Fourier Transform Infrared Spectroscopy (FTIR) analysis using the KBr pellet method. Peaks indicative of the coal molecular structures were obtained using spectral integration software. These data, combined with published elemental data, were compared to historic bump occurrence in order to establish a possible correlation. Finally, results based on multivariate analysis of the elemental and FTIR data with bump status as the dependent variable suggest that elemental sulfur and molecular structure can be used as an indicator of bump susceptibility within the sample set considered.INTRODUCTIONThe study of coal requires consideration of multiple variables: percentages of organic and inorganic components, organic component origins, coal age, pore structure, cleat density, elemental composition, etc. Examining coal in situ increases the number of variables, such as coal depth, seam thickness, surrounding stratigraphy, and so forth. This collection of variables influences the subsequent behavior of coal simultaneously, and weighing their relative impact is a challenge for researchers. “A problem never exists in isolation; it is surrounded by other problems in space and time” (Ackoff, 1956). Having a substance such as coal that we know so much about, and yet so little, we have to ask what can be learned.An experimental study using Fourier Transform Infrared Spectroscopy (FTIR) was undertaken to determine if the chemical structure of coal contains information which may lead to a better understanding of triggers or attributes which may, in turn, lead to an increased probability of a dynamic failure event. While a full analysis of the factors driving dynamic failure are beyond the scope of this study, it is possible that a better understanding of the chemical structure of coal will lead to an increased knowledge of its inherent behavior, including its propensity to burst."

"Recovery of water is always a major factor in the Beneficiation process. As Preparation Plants become larger the recovery of water for reuse, is a critical cost consideration. Tema Isenmann Inc in conjunction with our sister Company Multotec Manufacturing, has over the years, developed numerous different Screen Panels, Sieve Bends and Static Screens for dewatering. This paper will focus on a new innovation, the TeePee™ Panel which has double the open area of conventional Screen Panels. This results in efficient dewatering (reduced filter cake moistures) which allows for the use of smaller Vibrating Screens or increased capacity on existing Vibrating Screens. A major factor in the efficiency of any Screen Panel, including TeePee™ Panels, is the performance of the Vibrating Screen. If the Vibrating Screen does not have the required gravitational force or screen area to drain it will not dewater efficiently. Therefore a holistic approach has to be taken where the Vibrating Screen needs to operate at an optimal level, in conjunction with the correct Screen Panels, to achieve efficient dewatering. Key performance areas for Vibrating Screens are therefore detailed in this paper with an emphasis on important dewatering criteria. Case studies of different dewatering applications are included, where the use of TeePee™ Panels, has shown a marked improvement over conventional flat Screen Panels in reduction of filter cake moisture content.INTRODUCTION Dewatering can be done in a number of different ways and is largely dependent on the ore type, the particle size distribution and to what extent one needs to dewater will determine the method used. There are a number of different dewatering methods that can be used for particles above 200 micron, including Screen Bowl Centrifuges, Filter Presses, Static Screens, Static Sieve Bends and Vibrating Screens. This paper will focus primarily on Vibrating Dewatering Screens showing improved drainage and a reduction in the filter cake moisture content. KEY PERFORMANCE CRITERIAL FOR VIBRATING DEWATERING SCREENS For clarification the critical key performance criteria for Vibrating Dewatering Screens are set out in this paper. Dewatering Screens Vibrating Dewatering Screens are normally linear motion, either horizontal or inclined at 5 to 7° upwards with a vertical or back sloped plate at 45° to the rest of the screen deck. The back plate will often have screen panels in them to increase the dewatering capability, as shown in Figure 2 below."

Anglo American has been researching the potential benefits of inter-particle comminution techniques for several years. Inter-particle comminution has additional benefits in terms of milling circuit performance such as energy consumption and stability. This paper focuses on the flotation benefits. Inter-particle comminution leads to selective breakage, mineralogical analysis has shown that this leads to improved liberation of the valuable minerals. In addition to selective breakage, the relatively short residence time experienced in typical inter-particle comminution machines allows more efficient classification which contributes to a æsharperÆ product size distribution. The effect of particle size in flotation has been well documented in literature. In general, it is has been shown that there is an optimal particle size range for flotation, and that both above and below this range, flotation recovery is adversely affected. Results show that the narrow size distribution which results from inter-particle comminution improves flotation recovery. Furthermore, the absence of excessive fine gangue material which typically results from conventional fine (-75 ¦m) milling of talcaceous ores, can lead to 100 per cent savings in depressant consumption when such ores are subjected to inter-particle comminution. To-date, this technology has been evaluated on more than ten ores. This paper will focus on one set of results which demonstrates a number of common differences that exist between material that has been milled conventionally and using inter-particle comminution technologies, with emphasis on what the impact of these differences is on flotation performance. A pilot scale (200 kg/h) vertical roller mill (VRM) was used to produce the material, and the results shown will describe conventional laboratory batch, locked cycle and pilot plant flotation testwork.

"NOT TOO LONG AGO, the CIM Education Committee saw the need for an information campaign to promote interest in mineral industry careers among young people. Today, times have changed and the Committee has now placed emphasis on the definition and function of the mining engineer. This situation, we believe, is entirely normal and the change of emphasis is not due to a change in the needs of the industry but more to a diversification of these needs. In years past, the Canadian mineral industry, although a very important part of our economy, was looked upon as a specialized craft and, because of the richness of our resources, did not suffer too much from competition. Now, times have changed and we are increasingly at the mercy of the competition and damaging inroads of price fluctuations, etc. We will therefore answer the questions raised in this discussion in the light of the role played in the past and the role to be played in the future by the Canadian mining engineer. We will begin with the following premises : (a) If mining engineers are to be involved in the massive problems of society, their traditional background is not sufficient. (b) Councils for professional development are working on criteria for the accreditation of advanced degree programs in the United States as well as in Canada, and, simultaneously, three-year technology programs are being developed along with professional engineering degree programs. (c) The difference between European and American industries regarding philosophy of life is that in Europe they appreciate wisdom more than HPs while in America the HP seems to be more important. The Engineering Digest of February 1972 reported that in the United States, during June and July of 1971, the second highest rate of unemployment was for the 55 to 64 age group ( 4.1 per cent). Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates tin? membership, and other items of timely information. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will lie: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. Lt is probable that a supplementary session of this meeting, will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the farther discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. It is now reasonably certain that the XCVIIth meeting will be held oil the Pacific Coast, including a. visit to the Exposition at Seattle, and various other points en. route going or coming, depending upon the route and program finally adopted. "IntroductionTHE PURPOSE of this paper is to give a •brief history of iron and steel in British Columbia, a quick look at the present operations of Western Canada Steel, Limited, a review of iron ore resources and iron and steel markets, and a projection of what the future might hold for the industry in British Columbia.From the Past to the PresentWhile the paper is entitled Past, Present, and Future, in covering the past, which we shall call the time prior to 1947, there is very little to be said. Small shipments of iron ore were made from the Texada deposits by the Puget Sound Iron Company from 1886 to 1907. Total ore shipped did not exceed 70,000 tons. Part of this is believed to have been used in building a United States battleship in 1907 in the Bremerton Naval Yards in Seattle, Washington.In 1914 a small steel mill was started on Lulu island, rolling bars from •box piles and used shafting. This mill operated spasmodically for a few years but finally burned down in 1921. The rolling mill stands were sold to China and are no doubt in operation in China today.In 1916 the City of Port Moody assisted in the financing of a mill which operated on re-roll rails, box piles, and steel ingots made in an experimental electric furnace in Port Moody. This furnace also produced small quantities of pig iron scrap. The backers of the Port Moody mill showed a great deal of enterprise and must have been a very forward looking group, since this was one of the first recorded applications of the electric furnace to small ingot production. Despite their enterprise, the operation was unsuccessful and terminated in 1921."

The optimisation of a metallurgical plant requires two kinds of sampling systems. The first provides samples to follow process changes, so in due time actions to maintain key parameters within pre-established specifications can be applied. The second provides composite samples at the end of a working shift to demonstrate that valuable constituents sent to the plant went to either a final concentrate or to the tailings in a logical, expected proportion. Contrary to what many experts may claim, these two kinds of sampling requirements are incompatible and cannot be fulfilled using the same sampling systems; this is because the required samples have completely different objectives. A process control sample is an instantaneous sample with increments taken at short intervals, and the objective is to know where the process is at any given time. Excellent accuracy is not a must, however good precision is recommended since a possible process correction may need to be made. Online analysers fed with in-stream stationary cutters or other kinds of in-stream or by-stream probes can do well for such a mission. A composite sample for metallurgical accounting with increments collected over a long period of time, for which excellent accuracy and good precision are both required, must be generated by sophisticated and extremely well-maintained cross-stream sampling stations. The use of process control sampling systems to achieve good metallurgical accounting has been promoted by several manufacturers of sampling equipment around the world; it is a grave mistake that is misleading top management and a practice that should be scrutinised and preferably eliminated. Furthermore, bias tests used to prove otherwise are often based on insufficient data to draw valid conclusions; a guideline is provided.CITATION:Pitard, F F, 2014.
